EARLIER THIS MONTH, I ATTENDED MEET THE TEACHER AT NORTH CROWLEY [INAUDIBLE], AND THEY NEEDED TWO GYMS TO CONTAIN PARENTS AND STUDENTS BEFORE STUDENTS BEGAN WALKING THEIR CLASSES AND FINDING THEIR TEACHERS.
AND SO AFTER A YEAR OF VIRTUAL LEARNING, JUST STUDENTS AND PARENTS REALLY CAME OUT.
AND PRINCIPAL WILLIAMS WANTED ME TO SAY, AND LET YOU ALL KNOW THAT THAT WAS THE LARGEST GROUP THAT THEY HAVE HAD IN YEARS FOR MEET THE TEACHER AND OPEN HOUSE.
AND SO SHE JUST WANTED A SHOUT OUT BECAUSE SHE HAD NOT SEEN THAT LEVEL OF PARENTAL INVOLVEMENT IN MANY YEARS.

YEAH, AND IT JUST YOU KNOW, AGAIN, A LOT HAS HAPPENED IN THE LAST LAST MONTH, BUT STARTING WITH THE FIRST DAY OF SCHOOL FOR EVERYBODY EXCEPT THE ACCELERATED LEARNING ACADEMY.
AND THE RED CARPET EVENTS THAT, YOU KNOW, DR.
MCFARLAND HAS ORGANIZED AND WE'RE GO OUT AND GREET THE KIDS AND NO SHAKING HANDS THIS YEAR, BUT POM POMS AND SOME FIST BUMPS.
AND IT WAS I WAS AT DEER CREEK AND NORTH CROWLEY AND THE CHEERLEADERS WERE OUT AT NORTH CROWLEY CHEERING FOR ALL THE KIDS AS THEY CAME IN, CAME THROUGH.
AND THEN ALSO, I KNOW IT'S GOING TO BE BROUGHT UP LATER, BUT I JUST YOU KNOW, WE HAVE HIT ALMOST SIXTEEN THOUSAND TWO HUNDRED KIDS NOW, THE HIGHEST ENROLLMENT WE'VE EVER HAD IN CROWLEY ISD. AND THAT'S ABSOLUTELY SOMETHING TO BE VERY PROUD OF, SO THAT'S ALL THAT I HAVE. THANK YOU, TRUSTEE RAY.

I HAD THE PLEASURE OF GOING TO POYNTER ELEMENTARY, THEY HAD, A FANTASTIC BALLOON ARCH, AND THEY WERE PLAYING HAPPY BY PHARRELL AND THEY HAD THEIR YARD SIGNS, SO IT COULDN'T HAVE BEEN BETTER. AND THEN I GOT TO DRIVE OVER TO CROWLEY NINTH GRADE, WHERE THEY ALSO HAD CHEERLEADERS LINING THE RED CARPET, CHEERING FOR EVERYONE AS THEY CAME IN AND THEY HAD DONUTS AND COFFEE.
SO I WAS VERY EXCITED BY THAT BECAUSE I WASN'T EATING CARBS AT THE TIME, BUT I HAD A RELAPSE. ANYWAY.
SO IT'S BEEN GREAT AND LOTS OF GREAT THINGS TO CELEBRATE IN CROWLEY ISD AND LOOKING FORWARD TO ALL THE OTHER GREAT THINGS THAT WE HAVE TO COME THIS YEAR.

YET YOU OPERATED WITH INDECISION, PROCRASTINATION, AND YOU FOLLOWED OTHER LARGER DISTRICTS AND HID IN THEIR SHADOWS WHILE THEY AT LEAST HAD THE DECENCY TO GO TO COURT FIRST.
AND SUCH A FINE EXAMPLE, ONLY FOLLOW THE RULES THAT YOU AGREE WITH.

AFTER MASS LOCKDOWNS, A VAST NUMBER OF CHILDREN FORCED TO DO AT LEAST SOME FORM OF ONLINE EDUCATION AND SUCH A LONG TIME NORMALITY AND FREE CHOICE.
KIDS WERE FINALLY ABLE TO RETURN TO CAMPUSES FOR AN IN-PERSON EDUCATION IN THE MASSES.
HOWEVER, ON THE EVE, ON THE FIRST DAY OF SCHOOL, CROWLEY INDEPENDENT SCHOOL DISTRICT PULLED THE RUG OUT FROM UNDER STUDENTS AND THEIR PARENTS BY ENFORCING A MASK MANDATE.
PRIOR TO THE FIRST DAY MASKS WERE NOT EVEN MANDATED, ONLY ENCOURAGED.
WHAT MADE MATTERS WORSE IS THAT THE NOTICE ONLY CAME ON THE NIGHT PRIOR TO THE FIRST DAY, THEREFORE NOT GIVING ANY PARENTS THE RIGHT AND ABILITY TO PUSH BACK AGAINST THE SCHOOL DISTRICT'S UNFAIR RULING, WHICH DIRECTLY VIOLATED GOVERNOR GREG ABBOTT'S EXECUTIVE ORDER, WHICH UNDER ANY CIRCUMSTANCES DID NOT ALLOW FOR ANY GOVERNMENTAL ENTITIES FROM IMPOSING A MASK MANDATE UPON THEIR CITIZENS, INCLUDING SCHOOLS AND THEIR STUDENTS.
AFTER MORE THAN A YEAR OF GOVERNMENT MANDATES, CHOICE AND FREEDOM BEING STRIPPED FROM OUR VERY HANDS AND BEING GIVEN VERY LITTLE TO NO CHOICE.
BUSINESSES SHUT DOWN, CHURCHES SHUT DOWN, SCHOOLS SHUT DOWN, ALL BECAUSE OF A SERIOUS YES, BUT VERY RECOVERABLE VIRUS TOOK OVER THE LAND AND ALL OF OUR BRAINS.
THIS VIRUS HAS A RECOVERY RATE OF MORE THAN 97 PERCENT.
AND OUR STUDENTS, BECAUSE OF THEIR AGE AND INCREASINGLY POWERFUL IMMUNE SYSTEMS, ARE AT FAR LESS RISK, ACCOUNTING FOR LESS THAN .003 PERCENT OF ALL COVID RELATED DEATHS IN THE UNITED STATES. PARENTS ARE NOT SAYING THIS VIRUS ISN'T A SERIOUS ONE.
THEY ARE SAYING THAT PRECAUTIONS DO NEED TO BE TAKEN.

THE SECOND HAND OUT YOU HAVE THERE IS A COMPARISON OF CROWLEY ISD, COVID POSITIVE STUDENTS COMPARED TO OUR NEIGHBORING DISTRICTS, FORT WORTH AND BURLESON.
IT IS A DIVISION OF THE DISTRICT WIDE NUMBER OF STUDENTS BY THE NUMBER OF TOTAL CAMPUSES IN THE DISTRICT. CROWLEY ACTUALLY LEADS THE AREA IN COVID POSITIVE STUDENTS BY A GOOD MARGIN. AND IS THE ONLY DISTRICT OF THE THREE THAT HAS AN ILLEGAL MASK MANDATE IN PLACE.
THAT NOT ONLY IS CROWLEY ISD FAILING TO PROTECT STUDENTS FROM COVID 19, YOU ARE THE ONLY DISTRICT FORCING OUR CHILDREN TO COMPLY WITH AN UNLAWFUL AND AN UNBENEFICIAL MITIGATION STRATEGY. THE EVIDENCE SHOWS THAT THE DECISION SHOULD BE LEFT UP TO THE PARENTS.

THE LACK OF FACE MASK, AND INABILITY TO SOCIAL DISTANCE, MADE THE EVENT A PERFECT ENVIRONMENT FOR THE VIRUS TO SPREAD EASILY.

THE HOSPITAL IS OVERWHELMED WITH COVID 19 PATIENTS.
I BELIEVE CROWLEY ISD FIGHTS FOR ITS STUDENTS IN THE FACE OF SOCIAL INJUSTICE.

IT CURRENTLY HAS OUR HOSPITALS FILLED TO CAPACITY ONCE AGAIN.
THERE ARE NO CERTAINTIES IN THE FIGHT AGAINST THE VIRUS, BUT WE DO HAVE TOOLS WITH WHICH WE CAN REDUCE THE RISK OF SPREADING IT WHILE MAINTAINING SOME APPROXIMATION OF NORMALITY.
OUR THREE PRIMARY TOOLS TO REDUCE THE RISK OF THE VIRUS ARE VACCINATION, FACE MASKS AND SOCIAL DISTANCING. SOCIAL DISTANCING IS NOT PLEASANT IN SCHOOLS AND IS A POOR APPROXIMATION OF NORMALITY.

WE WELCOMED STUDENTS BACK TO SCHOOL ON THURSDAY, AUGUST 12TH WE HEARD SEVERAL OF THE TRUSTEES TALK ABOUT THE RED CARPET WELCOMES.
WE HAVE SOME PICTURES THERE ON THE NEXT SLIDE.
WE HAVE SOME OTHER GREETINGS HAPPENING ACROSS THE DISTRICT.
SO WE'RE SO PROUD TO HAVE OUR STUDENTS BACK IN SCHOOL.
AND WE HAVE A LOT OF STUDENTS BACK IN SCHOOL AND IN OUR SYSTEM.
ON THIS NEXT SLIDE, YOU WILL SEE AS OF DAY 10, WHICH WAS YESTERDAY, WE HAD SIXTEEN THOUSAND ONE HUNDRED AND SEVENTY STUDENTS COMPARED TO THE SAME DAY LAST YEAR.
THAT'S MORE THAN SIX HUNDRED AND FORTY TWO STUDENTS, MORE THE SAME DAY LAST YEAR.
I WILL SAY THAT WE JUST FINISHED DAY 11.
WE GOT THE NUMBERS LATE TODAY, AND THAT NUMBER IS NOW AT 16,199.
SO I KNOW WE'LL BE PASS 16,200 BY TOMORROW.
ON THE NEXT SLIDE, YOU'LL SEE AN INTERESTING CHART THAT JUST SHOWS THE GROWTH OVER THE RECENT YEARS. AND WE'RE OBVIOUSLY A GROWING DISTRICT YOU CAN DRIVE AROUND AND SEE THAT.
AND WE SEE THAT IN OUR SCHOOLS.
LAST YEAR, WE DID SEE THAT DECLINE DURING THE COVID YEAR, AND WE KNOW THAT WAS PRIMARILY IN OUR PRE-K AND KINDERGARTEN GRADES.
A LOT OF THOSE STUDENTS DID NOT COME TO SCHOOL THAT YEAR, AND NOW WE'RE SEEING THEM BACK.
AND SO LOTS OF GAINS THIS YEAR AND LIKE I SAID, WERE ALMOST TO SIXTEEN THOUSAND TWO HUNDRED. SO WHAT WE DO EVERY DAY IS WE TAKE IN ALL OF THESE ATTENDANCE ENROLLMENT NUMBERS AND WE'RE CRUNCHING THE NUMBERS HERE AT CENTRAL OFFICE AND THAT THE CAMPUS PROVIDE US MONITORING THOSE NUMBERS, LEVELING CLASSES AND IDENTIFYING OVERFLOW CAMPUSES.
AND TO TALK MORE ABOUT HOW THAT PROCESS WORKS I'M GOING TO INTRODUCE MS. RUBY BATISTE, MS. BATISTE.
GOOD EVENING, BOARD PRESIDENT DAVIS, BOARD OF TRUSTEES AND DR.
MCFARLAND. SO IN OUR LEVELING PROCESS, BASICALLY IT'S A COMMITTEE REVIEW.
ALL THE CAMPUSES HAVE TO SUBMIT THEIR WARM BODY COUNTS TO CENTRAL OFFICE BY 3:00 P.M.
DAILY. THEY DO THAT ELECTRONICALLY.
THE LEVELING COMMITTEE, WHICH CONSISTS OF SCHOOL LEADERSHIP, COMMUNICATIONS DEPARTMENT AND SPECIAL PROGRAMS THROUGHOUT THE DISTRICT, THEY BASICALLY ANALYZE THE DATA TO DETERMINE STATE CAPACITY PER GRADE LEVEL.
AND AS YOU ALL ARE AWARE, THE CLASS SIZE RATIO FOR K THROUGH FOUR IS 1 TO 22 ONE TEACHER FOR 22 STUDENTS.
THE LEVELING COMMITTEE THEN DETERMINES WHICH CLASSES ARE AT CAPACITY OR UNDER CAPACITY.
THE REASON WE DO THAT IS IT ALLOWS US TO DETERMINE IF WE HAVE AN EXTRA TEACHER IN PLACE THAT WE POSSIBLY CAN MOVE SOMEWHERE.
AND SO THE LEVELING PROCESS CONSISTS OF MOVING STUDENTS, MOVING TEACHERS, AND WE PREFER TO MOVE THE TEACHERS OVER THE STUDENTS.
BUT WITH SUCH GROWTH, THAT'S NOT ALWAYS THE CASE.
IT ALSO CONSISTS OF WORKING WITH THE TRANSPORTATION DEPARTMENT TO PROVIDE TRANSPORTATION FOR THOSE STUDENTS THAT WE HAVE TO OVERFLOW TO OTHER CAMPUSES.
AND IT ALSO CONSIST OF BASICALLY MAKING SURE THAT COMMUNICATION HAS BEGUN WITH THE PARENTS. AND SO WE HAVE A GROUP THAT ARE CALLING PARENTS, IN ADDITION TO THE CAMPUSES THAT ARE CALLING PARENTS OF THE STUDENTS WHO WERE LAST TO ENROLL, LAST TO ENROLL ARE THE FIRST TO GO TO A DIFFERENT CAMPUS.
WE ARE AIMING AT A TARGET COMPLETION DATE OF SEPTEMBER 1ST, 2021.

WHAT WE'VE DONE, WE'VE IDENTIFIED THREE CAMPUSES THAT ARE LIKE THAT WE WOULD CONSIDER THE TARGET CAMPUS ONE OR PRIORITY CAMPUS ONE, PRIORITY CAMPUS 2.
SO THAT MEANS WITH BESS RACE WE WOULD IDENTIFY DEER CREEK AND SH CROWLEY AS THE THREE CAMPUSES. AND SO IF AT DEER CREEK, WE HAVE 18 STUDENTS IN KINDERGARTEN, BUT AT BESS RACE, WE HAVE 28 STUDENTS IN KINDERGARTEN THEN WE WOULD MAKE A DECISION ON TAKING THOSE SIX STUDENTS THAT ARE OVER 22 THAT AT BESS RACE THOSE SIX STUDENTS COULD BE MOVED TO DEER CREEK, DEPENDING ON THE NUMBERS.
AND SO THE CHALLENGE IS THAT WE ARE TODAY, OF COURSE, WE'RE LOOKING AT OUR NUMBERS AND WE'VE BEEN DOING THIS DAILY.
WE LOOK AT THE NUMBERS WE HAVE IN OUR SYSTEM AND THE NUMBER OF STUDENTS THAT SHOW UP.
IN SOME CASES, IT'S MORE EFFICIENT TO ACTUALLY MOVE A TEACHER TO MAYBE IF WE'RE OVER 10, 10 STUDENTS AT A PARTICULAR CAMPUS, IT MAY BE MORE EFFICIENT TO MOVE A TEACHER FROM A CAMPUS WHERE WE DON'T HAVE OUR NUMBERS TO THAT CAMPUS AS OPPOSED TO MOVING STUDENTS.
BUT IN SOME CASES, WE HAVE TO MOVE STUDENTS BECAUSE MOVING TEACHERS, WAS NOT REALLY POSSIBLE. AND SO MOVING STUDENTS THEN WHAT WOULD HAPPEN IS WE HAVE A TEAM THAT ACTUALLY CONTACTS THE STUDENTS, THE LAST STUDENTS WHO ENROLLED IN THE SCHOOL.
AND THIS IS WHY IT'S SO IMPORTANT FOR STUDENTS TO ENROLL AS EARLY AS POSSIBLE ONLINE AND AS SOON AS POSSIBLE BECAUSE IF THEY ENROLL LATER THEN THEY'RE, LOWER ON THE LIST.
AND SO WHEN WE GET READY TO REASSIGN, WE CONTACT THOSE PARENTS.
AND THEN WE THE FIRST THING WE DO IS SEE IF THERE IS A SIBLING INVOLVED, IF YOU HAVE A KINDERGARTEN STUDENT. BUT THAT STUDENT ALSO HAS A THIRD OR FOURTH GRADE STUDENT THEN WE HAVE TO CONSIDER THE CHANGE ON THE FAMILY.
AND SO WE WANT TO KEEP FAMILIES TOGETHER AS MUCH AS POSSIBLE.
OUR KEY PRINCIPAL IS A MINIMIZE CHANGE FOR STUDENTS AND FAMILIES WHEN WE CAN.
AND YOU'VE SEEN THE BOARDS IN MY ROOM, BUT IT'S A CHALLENGE BECAUSE AS YOU MOVE ONE PIECE, THEN IT IMPACTS EVERYTHING ELSE.
AND IT'LL YOU KNOW, WE STARTED EARLY THIS YEAR JUST BECAUSE WE HAD SOME ANOMALIES.
AND WE WILL PROBABLY BE MAKING THESE MOVES, LIKE SHE MENTIONED, THROUGH SEPTEMBER 1ST.
IN THE PAST, WE'VE TRIED TO WAIT TO AFTER LABOR DAY TO MAKE THE MOVE.
BUT BECAUSE WE STARTED THE SCHOOL A LITTLE BIT EARLIER THIS YEAR, WE FELT LIKE WAITING THAT LONG WOULD REALLY CREATE AN ISSUE WHEN A STUDENT HAS BEEN IN A CLASSROOM FOR, YOU KNOW, THREE WEEKS, FOUR WEEKS, AND THEN WE HAVE TO CHANGE.
RIGHT NOW, WE THINK IN THAT NUMBER NORMAL NUMBER IS NORMALLY AROUND 60 TO 70 STUDENTS THAT WE HAVE TO TRANSFER BACK AND FORTH ONE WAY OR THE OTHER.
AND ONE OF THE REASONS WHY IT'S A LITTLE HIGHER IS BECAUSE DAVID WALKER STARTED SCHOOL EARLY. AND SO SINCE DAVID WALKER STARTED SCHOOL IN JULY THAT MEANS STUDENTS WHO ACTUALLY CHOSE NOT TO START SCHOOL IN JULY HAD TO BE TRANSFERRED TO OTHER CAMPUSES.
AND SO THAT'S AN ADDITIONAL BURDEN THAT OUR TRANSPORTATION DEPARTMENT HAS HAD TO HANDLE.
AND THEY'VE BEEN HANDLING IT WELL.
AND I CAN JUST TELL YOU, TRANSPORTATION HAS BEEN OUTSTANDING, BECAUSE WHEN YOU THINK ABOUT HAVING A HUNDRED OR SO, PROBABLY 80 TO 100 OR SO STUDENTS TO HAVE TO CREATE ROUTES FOR AFTER SCHOOL HAS ALREADY STARTED.
IT JUST KIND OF CREATES A LOGISTICAL CHALLENGE FOR US.
WE'RE WORKING THROUGH IT. AND MS. BATISTE AND OTHERS ON THE TEAM HAVE BEEN WORKING EVERY DAY, YOU KNOW, BALANCING IT OUT AND LEVELING AND DETERMINING WHERE WE NEED TO GO.
BUT IT IS PUTTING TOGETHER A RUBIK'S CUBE.
WE'RE WORKING ON IT, BUT WE THINK BY SEPTEMBER 1ST WE SHOULD HAVE IT DONE.

SO, YOU KNOW, WITH OUR STAFFING GUIDELINES, WE OF COURSE, THE ELEMENTARY NUMBERS, YOU KNOW THAT SO AT FIFTH GRADE, THOUGH, THE NUMBERS ARE A LITTLE BIT HIGHER THAN 22 TO ONE.
THEN AT THE SECONDARY LEVEL DEPENDING ON THE COURSE, THE NUMBERS ARE VARIED BASED ON THE COURSE. AND SO WHAT WE'VE DONE IN THE PAST AND WHAT WE'RE DOING RIGHT NOW WITH THE HIGH SCHOOL EXCUSE ME, THE SECONDARY LEVEL IS WE ARE LEVELING WITHIN THE CAMPUS BECAUSE YOU MAY HAVE A CLASS OF 18 STUDENTS AND YOU MAY HAVE ANOTHER CLASS OF 26 STUDENTS.
AND SO THAT PRINCIPAL MAY DECIDE TO MOVE WITHIN THAT BUILDING.
SO MOST OF THE SECONDARY LEVELING IS ACTUALLY OCCURRED WITHIN THE CAMPUS.
WE REALLY FOCUS ON ELEMENTARY FIRST WE WILL BE REVISITING SECONDARY, BUT MOST OF IT IS INTERNAL. THANK YOU, TRUSTEE ROBINSON DR.

IT'S WELL, WE'RE IN THE PROCESS OF WE'RE IN THE PROCESS OF ALSO CONCURRENTLY OBTAINING FAA APPROVAL THAT [INAUDIBLE] CERTIFY IN FAA AIRCRAFT MAINTENANCE SCHOOL.
AND ONCE THAT IS IN PLACE, WE'LL ALSO OFFER IT AS A DUAL CREDIT PROGRAM WITH TARRANT

IT'S THERE'S A LARGE NEED FOR EXPERIENCE OR AVIATION MAINTENANCE TECHNICIANS IN GENERAL, AND THAT NUMBER IS EXPECTED TO GROW IN THE NEAR FUTURE, AS MANY ARE APPROACHING RETIREMENT AGE. SO IT'S AN EXCELLENT OPPORTUNITY FOR THEM.
THE AVIATION FACILITY ITSELF IT'S NEAR COMPLETION OR PUTTING THE FINISHING FINISHING TOUCHES ON IT NOW. AND IT'S JUST A BEAUTIFUL FACILITY.

THIS IF YOU'VE BEEN ON A COMMERCIAL AIRLINER, IT'S IT'S IN THE TAIL OF THE AIRCRAFT AND IT PROVIDES ELECTRICAL AND PNEUMATIC POWER FOR THE AIRCRAFT WHEN THE MAIN ENGINES AREN'T RUNNING AND ALSO HELP START THE MAIN ENGINES.
WHAT'S SIGNIFICANT ABOUT IT IS IT'LL ALLOW OUR KIDS TO GET A HANDS ON EXPERIENCE ON IT, TO LEARN HOW TO TO DO TURN WRENCHES ON IT, HOW TO CHANGE COMPONENTS OR HOW TO INSPECT IT AND SO FORTH. IS USING THE TEXAS DISASTER ACT, WHICH GIVES HIM AUTHORITY TO CIRCUMVENT LOCAL LAWS IN ORDER TO HELP CORRECT A DISASTER, A NATURAL DISASTER.
SO TO SAY, OH, WE NEED TO CHANGE THIS LAW SO THAT WE CAN GET OUR NATIONAL GUARDS IN OR OR WHATEVER TO DO WHAT WE'VE GOT TO DO TO HELP AND MAKE THE SITUATION BETTER.

WHEREAS ON MARCH 13, 2020, THE GOVERNOR OF THE STATE OF TEXAS DECLARED A STATEWIDE EMERGENCY AS A RESULT OF THE COVID 19 PANDEMIC.
GOVERNOR ABBOTT HAS RENEWED THE STATEWIDE EMERGENCY EVERY MONTH SINCE THEN.
UP UNTIL NOW. WHEREAS THE BOARD RECOGNIZES THAT COVID 19 AND ITS VARIANTS ARE AN UNFORESEEN AND UNAVOIDABLE EMERGENCY OF URGENT PUBLIC NECESSITY, WHICH REQUIRES DISTRICT OFFICIALS TO MAKE DECISIONS QUICKLY TO ENSURE THE SAFETY OF ITS STUDENTS AND EMPLOYEES.
WHEREAS GOVERNOR GREG ABBOTT ISSUED EXECUTIVE ORDERS, INCLUDING EXECUTIVE ORDERS 34, 36 AND 38, WHICH PURPORT TO PROHIBIT LOCAL GOVERNMENT OFFICIALS FROM MAKING NECESSARY DECISIONS REGARDING THE HEALTH OF THEIR COMMUNITIES.

WHEREAS THE BOARD OF TRUSTEES HAS THE EXCLUSIVE POWER AND DUTY TO GOVERN AND OVERSEE THE MANAGEMENT OF THE PUBLIC SCHOOLS OF THE DISTRICT.WHEREAS THE BOARD OF TRUSTEES HAS THE AUTHORITY AND OBLIGATION TO MAKE LOCAL DECISIONS REGARDING THE SAFETY OF ITS STUDENTS AND EMPLOYEES.
WHEREAS THE SPREAD OF THE CORONAVIRUS THAT CAUSES COVID 19 CONTINUES THROUGHOUT TARRANT AND JOHNSON COUNTIES, THE STATE OF TEXAS AND THE UNITED STATES.
WHEREAS IN PARTS OF THE UNITED STATES, THE NUMBER OF CORONAVIRUS INFECTIONS ARE SURGING, CREATING THREATS TO THE RESPONSE CAPACITY OF HOSPITALS AND HEALTH CARE WORKERS.
WHEREAS EXPERIMENTAL AND EPIDEMIOLOGICAL DATA SUPPORT THE CONCLUSION THAT WEARING MASKS HELPS TO REDUCE THE SPREAD OF COVID 19.
WHEREAS THE BOARD OF TRUSTEES BELIEVES THAT HAVING THE ABILITY TO MANDATE MASKS, IF THE LOCAL DATA REQUIRES IT WOULD FURTHER ULTIMATE FURTHER THE ULTIMATE GOAL OF PROVIDING IN-PERSON SCHOOL INSTRUCTION IN A SAFE AND EFFECTIVE MANNER.
AND WHEREAS THE BOARD OF TRUSTEE BELIEVE THAT BASED ON THE CURRENT CIRCUMSTANCES IN TARRANT COUNTY AND IN THIS SCHOOL DISTRICT, THE BOARD BELIEVES THAT FACE COVERINGS SHOULD BE MANDATORY IN THE SCHOOL DISTRICT BUILDINGS TO BE ABLE TO PROVIDE IN-PERSON SCHOOL INSTRUCTION IN A SAFE AND EFFECTIVE MANNER.

BUT NOW, AS WE MOVE TOWARD THE CLOSE OUT OF THE 2002 BOND PROGRAM, THE DISTRICT HAS BEGUN TO FOCUS ON IMPROVEMENTS OF OUR EXTRA CURRICULAR AND ADMINISTRATIVE FACILITIES, AS EVIDENCED BY OUR PROJECTS, THE SPORTS COMPLEX, THE ADMIN BUILDING AND THE INDOOR PRACTICE FACILITIES. ANOTHER ONE OF THOSE PROJECTS, AGAIN, IS DR.
MCFARLAND ALLUDED TO THAT WAS IDENTIFIED IN THE BOND PROGRAM IN 2002, WAS THE CONSTRUCTION OF A CISD NATATORIUM.
NOW, THE COST OF A STANDALONE NATATORIUM HAS PROVED TO BE COST PROHIBITIVE.
MCFARLAND TALKED ABOUT, WE WANTED TO MAKE SURE THAT WE KEPT THAT PROMISE, SO THE DISTRICT CONTINUED TO DEVELOP RELATIONSHIP SPECIFICALLY WITH THE RYAN YMCA.
WE'VE ALREADY HAD A LONGSTANDING RELATIONSHIP WITH THE RYAN YMCA BECAUSE THAT IS WHERE OUR SWIM PROGRAM PRACTICES.

WE'RE GOING TO PROVIDE A NEW ROOFTOP UNIT FOR THE HEATING AND COOLING, AND A NEW DEHUMIDIFICATION SYSTEM WE'LL ADD BLEACHER SEATING.

THERE ARE TWO OTHER THINGS. ONE OF THE BIG MISSION FOCUSES OF THE Y IS TO DO WATER SAFETY LESSONS AND PROVIDE LIFE SAVING SKILLS TO ALL AGE GROUPS, FROM INFANTS TO SENIOR ADULTS.
AND THIS OPPORTUNITY WOULD NOT ONLY ALLOW US TO ENHANCE IT, BUT IT BUT EXPAND IT SIGNIFICANTLY. LASTLY, ONE OF THE STAPLES IN OUR AQUATICS DEPARTMENT IS CROWLEY ISD STUDENTS. AND THEN WE MOVED TO OUR CAMPUSES, WE TALKED TO OUR PRINCIPLES, WE TALKED TO OUR LEADERS ACROSS THE DISTRICT, AND WE SAID, WHAT ARE YOUR NEEDS AT THE CAMPUS? AND THEN WE CONDUCTED A SURVEY TO THE COMMUNITY TO SAY, WHAT IS YOUR NEED THAT YOU NEED FROM OUR COMMUNITY OR HOW SHOULD WE EXPEND THESE FUNDS?

ONCE WE CONDUCTED THAT SURVEY, PART OF OUR REQUIREMENT FOR THE GRANT IS THAT WE MAKE SURE THAT WE DO CONDUCT WITH THE COMMUNITY AND WE DO A SURVEY, AND HOW WE ARE IN COMPLIANCE IS WE STARTED IN MAY WITH A PUBLIC HEARING.AND THEN IN JUNE, WE MOVED TO A STAKEHOLDER SURVEY, AND THEN WE DID A VIRTUAL TOWN HALL MEETING. AND TONIGHT, IS OUR FINAL PUBLIC HEARING THAT WE'RE CONDUCTING FOR OUR NOGA TO BE FINALIZED. THROUGHOUT THAT SURVEY, WE HAD 60 PERCENT OF OUR PARENTS PARTICIPATE AND 45 PERCENT OF OUR PARENTS PARTICIPATE.
86.7 PERCENT PARENTS PARTICIPATED AND THEN 2.2 PERCENT.
WHEN WE ASKED THE QUESTION, WHAT IS THE MOST IMPORTANT THING OF HOW WE SPEND THESE FUNDS? THE TOP FIVE RESPONSES FROM OUR COMMUNITY SURVEY THAT WE RECEIVED WAS, NUMBER ONE, ACADEMIC INTERVENTION EXTENDED LEARNING, IMPLEMENT HIGH QUALITY CURRICULUM, AND THEN SOCIAL EMOTIONAL SUPPORTS, SPECIAL EDUCATION SERVICES AND TECHNOLOGY.
WE KNOW THAT EXTENDED LEARNING IS PART OF THIS PROGRAM AND WE KNOW WE HAVE TO IMPLEMENT THAT. HOW AS A COMMUNITY WOULD YOU LIKE TO SEE THAT IMPLEMENTED? AND WHAT THE COMMUNITY SAID IS RIGHT HERE.
TUTORING AT 65 PERCENT AFTER SCHOOL, A 61 PERCENT SUMMER, LEARNING PROGRAMS AT 48 PERCENT AND BLENDED LEARNING AT 36 PERCENT.
SO WE TOOK ALL THE DATA THAT WE JUST TALKED ABOUT, AND WE SYNTHESIZED THAT INTO THREE MAIN BUCKETS. HEALTH AND SAFETY, EXTENDED LEARNING ACCELERATION, ACADEMIC EXCELLENCE AND ENRICHMENT AND ENGAGEMENT.
AND THESE MADE UP OUR THREE BUCKETS.
WE THEN TOOK THOSE THREE BUCKETS AND WE BROKE THEM DOWN INTO 10 INITIATIVES.
SO HEALTH AND SAFETY HAS TWO INITIATIVES, WHICH IS SAFETY AND HEALTHY SCHOOLS, SOCIAL AND EMOTIONAL LEARNING, SUPPORT FOR STUDENTS.
EXTENDED LEARNING ACCELERATION HAS THREE INITIATIVES, WHICH IS EXTENDED YEAR AND AFTERSCHOOL PROGRAMS, TUTORING AND ACADEMIC INTERVENTIONS AND SUMMER SCHOOL.
AND THEN OUR LAST STRATEGY IS ACADEMIC EXCELLENCE, ENRICHMENT AND ENGAGEMENT, WHICH ENCOMPASSES CURRICULUM ENRICHMENT PROGRAMS AND SERVICES, TECHNOLOGY, FAMILY AND COMMUNITY ENGAGEMENT, INSTRUCTIONAL SUPPORTS, INCLUDING SPED AND ELL SERVICES.
AND THEN LASTLY, PROFESSIONAL DEVELOPMENT.
HOW ARE WE USING THESE FUNDS BASED UPON THOSE DIFFERENT BUCKETS?
