AND OF COURSE, OCTOBER IS BREAST CANCER AWARENESS MONTH.
SO I JUST WANTED TO RECOGNIZE ANY SURVIVORS IN THE DISTRICT.
OUR FAMILY MEMBERS WANTED TO ACKNOWLEDGE THEM, LET THEM KNOW THAT WE CELEBRATE THEM TODAY AND SUPPORT THEM.

I HAD THE PRIVILEGE OF GOING TO CROWLEY AND NORTH CROWLEY'S UIL BAND COMPETITION TWO WEEKS AGO, A WEEK AND A HALF, SOMETHING LIKE THAT, AND I WANTED TO SAY THAT BOTH OF THE BANDS WERE AWESOME.
BUT THE BIGGER THING THAT CAUGHT MY EYE AND I THINK THIS THIS GOES TO THE CAMARADERIE OF OF THE NEW BUILDING THAT WE ARE CREATING.
THE CROWLEY PRIDE UNIFIED IS THAT COACH ALLEN, WITH THE FOOTBALL PLAYERS FROM NORTH CROWLEY, CAME ON A BUS AND SAT IN THE STANDS AND WATCH THE BAND PARTICIPATE.
AND I'M NOT SAYING IT'S NEVER HAPPENED BEFORE, BUT WHEN MY KIDS WERE THERE, I DIDN'T SEE IT.
I WAS PUSHING EQUIPMENT AND VIDEOTAPING AND ALL THESE OTHER THINGS THAT I WOULD DO DURING PERFORMANCES.
BUT IT REALLY MEANT SOMETHING TO ME, NOT ONLY AS A TRUSTEE, BUT AS A PARENT OF GRADUATING KIDS FROM CISD THAT IT MEANS A LOT HAVING ANOTHER ORGANIZATION COME UP AND SUPPORT SUPPORT ANOTHER ONE, SO I DON'T KNOW IF YOU CAN SEND DR.
MCFARLAND MY APPRECIATION OF THAT, BUT THAT WAS REALLY COOL OF THEM, SO, THANK YOU ALL.
SO I WOULD LIKE TO CELEBRATE TONIGHT.
WE HAD OUR DEDICATION CEREMONY, A RIBBON CUTTING CEREMONY FOR OUR INDOOR PRACTICE FACILITY AT CROWLEY HIGH SCHOOL.
IT WAS A VERY, I DON'T KNOW, I'M JUST SO PROUD OF THE FACILITY.
IT WAS GREAT TO SEE ALL THE STUDENTS THERE REPRESENTING GIVING A TESTIMONY ON HOW THEY PLAN TO USE THIS PRACTICE FACILITY AND HOW GRATEFUL THEY ARE TO HAVE A PLACE OUT OF THE ELEMENTS SOMEWHERE THAT'S WARM IN THOSE DIFFICULT, CHALLENGING WEATHER DAYS AND DURING THE WINTER MONTHS.
AND AGAIN, I WANTED TO SHOW OUR APPRECIATION TO OUR TAXPAYERS, TO OUR PARTNERS, TO OUR VENDORS, VLK, [INAUDIBLE] FREEMAN.
AND ALL THAT MADE IT POSSIBLE IN THE HANDS THAT BUILT THE FACILITY.

WELL, TONIGHT WE ARE EXCITED TO ANNOUNCE A NEW AWARD: THE CROWLEY ISD BOARD OF TRUSTEES HERO AWARD.
WE ALL KNOW THAT HEROES WORK HERE IN CROWLEY ISD, AND THIS RECOGNITION WILL GIVE US THE OPPORTUNITY TO SHINE THE SPOTLIGHT ON SOME OF OUR HEROES AND SHARE THEIR STORIES WITH THE ENTIRE COMMUNITY.
A HERO IS DEFINED AS SOMEONE WHO IS ADMIRED FOR COURAGE OR OUTSTANDING ACHIEVEMENTS, AND OUR FIRST RECIPIENT IS SO VERY DESERVING.
HER HEROIC ACTIONS SAVED THE DAY FOR A GROUP OF OUR STUDENTS WHO ARE RIDING THE BUS TO SCHOOL AT SUE CROUCH ELEMENTARY LAST WEEK ON WEDNESDAY, OCTOBER 20TH.
BUS MONITOR ROBERTA KENNARD WAS SITTING IN THE BACK OF THE BUS WITH FOUR YOUNG STUDENTS WHO ALL HAVE SPECIAL NEEDS.
THE BUS WAS TURNING ONTO SUMMER CREEK DRIVE FROM [INAUDIBLE] ROAD AFTER STOPPING AT A STOP SIGN WHEN MS. KENNARD REALIZED THE BUS DRIVER WAS HAVING A MEDICAL EMERGENCY AND WAS SLUMPED OVER THE STEERING WHEEL.
MS. KENNARD IMMEDIATELY RAN TO THE FRONT OF THE BUS, PULLED THE AIR BRAKE AND STOP THE BUS.
SHE THEN CALLED DISPATCH ON THE RADIO FOR HELP.
ANOTHER BUS DRIVER NEARBY QUICKLY ARRIVED AND STARTED CPR ON THE BUS DRIVER, AND SOME MEDICAL CREWS ARRIVED.
THE BUS DRIVER, WHO SUFFERED THE MEDICAL EMERGENCY, WAS TAKEN TO THE HOSPITAL, WHERE SADLY HE DIED A FEW HOURS LATER.
HE HAD BEEN WITH DURHAM TRANSPORTATION FOR THREE YEARS.
OUR THOUGHTS AND OUR PRAYERS ARE WITH HIS FAMILY DURING THIS DIFFICULT TIME BECAUSE OF MS. KENNARD'S QUICK ACTIONS, THE SCHOOL BUS WAS SAFELY BROUGHT TO A STOP WITHOUT HITTING ANY VEHICLES OR ANYTHING ELSE, AND THE FOUR STUDENTS WERE ALL SAFE.

AS YOU ALL KNOW, OUR ENTIRE DISTRICT CELEBRATED HISPANIC HERITAGE MONTH THAT RAN FROM SEPTEMBER 15TH THROUGH OCTOBER 15TH.
AND ON THAT FRIDAY, OCTOBER 15TH WAS THE BIG CULMINATING EVENT.
IT WAS OUR HISPANIC HERITAGE QUIZ BOWL.
I'M GOING TO ASK MS. MARIA ANGUIANO, WHO HELPED LEAD THIS PHENOMENAL DISTRICT WIDE EVENT TO COME TO THE FRONT AND INTRODUCE SOME OF OUR WINNERS FROM THE QUIZ BOWL, THE ART SHOW AND THE NEW DOOR DECORATING CONTEST THAT WE TOLD YOU ABOUT AT OUR LAST MEETING.
AND SO WE HAVE SOME OF THE STUDENTS HERE.
WE HAVE ALL THEIR PICTURES ON THE SCREEN, AND I'M GOING TO HAND IT OVER TO MS. ANGUIANO.

WE STARTED WITH THE CAMPUS DOOR DECORATING CONTEST.
THEN WE WENT ON TO THE ART CONTEST AND WE FINALIZED WITH OUR MAIN EVENT, THE QUIZ BOWL.
THERE WERE THIRTY SEVEN TEAMS WITH APPROXIMATELY AROUND ONE HUNDRED AND EIGHTY FOUR STUDENTS WHO COMPETED IN THE QUIZ BOWL OVER FIFTY ENTRIES IN THE ART CONTEST AND THIRTY SIX ENTRIES ACROSS THE DISTRICT FOR THE DOOR DECORATING CONTEST.
SO I WANT TO START WITH THE QUIZ BOWL WINNERS.
AND I WANT TO THANK OUR COACH, MS. COKER AND OUR PRINCIPAL MS. HOLLY ANDERSON AND OUR FIRST PLACE WINNER FOR THE ELEMENTARY ENGLISH DIVISION WAS BESS RACE ELEMENTARY.

AND SHE TOOK ON SO MANY DIFFERENT ROLES.
SHE WAS A WORLD CULTURES TEACHER.
SHE WAS A READING TEACHER FOR SIXTH GRADE AND A READING TEACHER FOR SEVENTH GRADE.
AND SHE TAUGHT ADVISORY ALL VIRTUALLY SO THAT WE CAN MAKE IT HAPPEN.
SO SHE SHE JUST HAS THAT WILLING SPIRIT TO STEP IN IN ANY SPOT POSSIBLE.
AND IT REALLY HELPED OUR SCHOOL OUT LAST YEAR AND OUR FIRST YEAR.
SHE'S CURRENTLY SERVING AS OUR READING INTERVENTIONIST, AND I'M REALLY PROUD OF THE JOB SHE'S DONE THERE.

SO LIKE, I WANTED TO LEARN HOW TO READ, AND I SAY IT'S LIKE FUN, BECAUSE LIKE YOU GET TO EXPERIENCE LIKE A WHOLE NEW WORLD, LIKE DO DIFFERENT BOOKS AND STUFF.
I DON'T THINK I'VE EVER HAD A STUDENT IN TWENTY SEVEN YEARS OF TEACHING THAT I DIDN'T LOVE IN ONE WAY OR ANOTHER.
I LOVE IT WHEN I MAKE A CONNECTION WITH A CHILD.

I HAVE THOROUGHLY ENJOYED MY YEARS WORKING IN CROWLEY ISD.
I'VE BEEN GIVEN SO MANY OPPORTUNITIES TO GROW AS A TEACHER, AS A PERSON, AS A FRIEND.
I THINK DR. MCFARLAND HAS A SAYING WHERE HE SAYS WE ACT LIKE A FAMILY AND WORK LIKE A TEAM.
AND I THINK THAT EPITOMIZES CROWLEY ISD.
SO MS. BARTON'S LEGACY IS IN THOSE STUDENTS YOU SAW, BUT ALSO THE HUNDREDS OF STUDENTS YOU'VE HAD THROUGHOUT YOUR TIME AT CROWLEY ISD, WE CELEBRATE YOU.

MCFARLAND, MADAM PRESIDENT, BOARD MEMBERS.THE ULTIMATE MEASURE OF A MAN IS NOT WHERE HE STANDS IN MOMENTS OF CONFLICT, EXCUSE ME, MOMENTS OF COMFORT AND CONVENIENCE, BUT WHERE HE STANDS AT TIMES OF CHALLENGE AND CONTROVERSY.
DR. MARTIN LUTHER KING SHARED THIS SENTIMENT MANY YEARS AGO IN SPEAKING ABOUT INDIVIDUALS, BUT I BELIEVE THAT THIS QUOTE IS DEFINITELY RELEVANT AS I REFLECT ON THIS COLLECTIVE BOARD, OUR CISD TEAM, OUR FAMILIES OF TEACHERS AND STAFF IN OUR COMMUNITY.
YOU SEE, THIS PANDEMIC HAS DEFINITELY BROUGHT CHALLENGES AND CONTROVERSY.
IT'S ABOUT DISCOMFORT AND ANXIETY AND UNCERTAINTY TO THE DOORSTEPS OF US ALL.
AND I AM PROUD AND I'M GRATEFUL FOR THE OPPORTUNITY TO SERVE IN THE MIDST OF THIS SPACE WITH EACH ONE OF YOU.
WHAT I'VE SEEN IS THAT I HAVE SEEN.

I'VE HEARD YOUR QUESTIONS, I'VE HEARD IN YOUR COMMENTS, THE TRUE GENUINE CONCERN FOR THE COMMON GOOD OF THE STUDENTS OF THE FAMILIES OF THE TEACHERS AND THE MEMBERS OF THIS COMMUNITY.
I WANT EACH ONE OF YOU TO KNOW, BOARD, THAT IT'S AN HONOR AND I'M PROUD TO SERVE IN A COMMUNITY AND LIVE IN A COUNTRY WHERE MANY INSTITUTIONS HAVE BEEN FOUNDED ON THE PRINCIPLE OF COLLECTIVE RESPONSIBILITY AND COMMON GOOD.
I'M PROUD OF THE FACT, AND I HOPE YOU ARE, BOARD, THAT YOU HAVE VOLUNTEERED TO SERVE THE PUBLIC SCHOOL SYSTEM AND THE PUBLIC SCHOOL SYSTEM IN OUR COUNTRY.
AND IN ITS INCEPTION WAS DESIGNED AS AN INSTITUTION TO SERVE THE COLLECTIVE COMMON GOOD OF ALL PEOPLE WITHIN THE COMMUNITY, AND I'M PROUD TO LEAD THIS INSTITUTION DURING A TIME SUCH AS THIS.
NOW, AS A RESULT OF THIS RESPONSIBILITY AND THE UNCERTAINTY BROUGHT ON BY THE PANDEMIC, WE HAVE HAD TO MAKE DECISIONS WITH EVOLVING INFORMATION AND WE CONTINUE TO DO THAT AND WE COMMIT TO OUR COMMUNITY TO CONTINUE TO TAKE PRUDENT ACTIONS TO PROVIDE A HIGH QUALITY EDUCATION IN THE SAFEST ENVIRONMENT POSSIBLE TO OUR COMMUNITY.
THAT IN OUR DECISION MAKING, WE WILL ALWAYS STRONGLY RESPECT AND DEEPLY CONSIDER THE RIGHTS OF THE INDIVIDUAL, BUT WE EVALUATE THE CONSEQUENCES AND THE UNINTENDED CONSEQUENCES OF EACH DECISION WE MAKE AT THIS BOARD TABLE THROUGH THE LENS AND A FILTER OF COLLECTIVE RESPONSIBILITY COMMUNITY.

NOW, AS WE HAVE REVIEWED OUR MITIGATION EFFORTS AND THE DATA RELATIVE TO COVID 19, OUR INTERNAL ASSESSMENTS HAVE HAVE HAVE REVEALED TO US THAT THE STEPS THAT YOU HAVE

YOU SEE OUR NUMBER ONE FOCUS IS TO ENSURE THAT WE HAVE A HIGH QUALITY EDUCATION.
AND WHAT I WANT TO SHARE WITH YOU IS THAT THROUGH THIS PANDEMIC, WE HAVE EXPERIENCED POST-TRAUMATIC GROWTH.
WE HAVE STUDENTS TODAY THAT ARE PERFORMING AT LEVELS THAT THEY WERE PERFORMING BEFORE THE PANDEMIC.
IN SPITE OF THE NEGATIVE IMPLICATIONS OF THE MITIGATION EFFORTS THAT WE'VE HAD TO TAKE, BUT I WANT TO BE CLEAR.
TO OUR COMMUNITY AND TO OUR DISTRICT.
MANY OF US, ARE STILL EXPERIENCING TRAUMA.
THIS MONTH, WE LOST WE LOST A FAMILY MEMBER.
WE LOST A CROWLEY ISD EDUCATOR TO COVID.
COACH WILLIAMS, HE WAS A BELOVED EDUCATOR AND HE WAS A COWORKER AT RICHARD ALLEY MIDDLE SCHOOL.
HE LEAVES BEHIND A WIFE WHO IS A FAMILY MEMBER IN OUR DISTRICT, AND WE ALSO KNOW THAT MANY, MANY OF OUR FAMILY MEMBERS HAVE SUFFERED LOSS AS A RESULT OF THIS PANDEMIC.
AND SO WHAT WE KNOW IS THAT WE ARE ENCOURAGED ABOUT THE POSITIVE TRENDS, BUT WE CANNOT LET OUR GUARD DOWN.
EVEN THOUGH MASKS ARE NOW OPTIONAL IN OUR DISTRICT.
EVEN THOUGH THEY'RE OPTIONAL, IT'S CLEAR THAT WE SHOULD STILL CHOOSE TO WEAR THEM FOR THE COMMON GOOD OF OTHERS.
IT'S ALSO CLEAR THAT WE SHOULD CHOOSE TO GET VACCINATED WHEN YOU CAN, WHEN POSSIBLE, FOR THE COMMON GOOD OF OTHERS.
YOU SEE, WE AS A DISTRICT AND A FAMILY AND A COMMUNITY, MUST CONTINUE TO ACT LIKE A FAMILY AND WORK LIKE A TEAM.

I HAVE THREE KIDS WHO ARE DYING TO GO BACK TO SCHOOL, BUT WITHOUT THIS MASK MANDATE, IT'S NOT GOING TO BE POSSIBLE.
THE DIRECTOR OF ACLU'S DISABILITY PROGRAM STATED FEDERAL DISABILITY RIGHTS LAWS ARE CLEAR IF STUDENTS WITH DISABILITIES NEED SCHOOLS TO REQUIRE MASK IN ORDER FOR THEM TO HAVE EQUAL ACCESS TO THEIR EDUCATION.
THE STATE CANNOT STOP SCHOOLS FROM REQUIRING THESE MASKS.
STATE LEGISLATORS AND GOVERNOR ABBOTT CANNOT SACRIFICE THE HEALTH OF MY TRIPLETS AND SAFETY OF STUDENTS WITH DISABILITIES FOR THE CONVENIENCE OF OTHERS.

IT WON'T BE ONE THAT'S OPEN TO ALL STUDENTS, BUT IT WILL BE A DUAL CREDIT MATCH FOR THE MARKETING PROGRAM AND BY NOT OPEN TO ALL STUDENTS.

SO WE ALWAYS OVERESTIMATE OUR EXPENSES JUST BECAUSE WE DON'T KNOW WHAT WILL HAPPEN WITH WITH WITHIN OUR ECONOMY.
WE ALSO FOCUS ON THE STUDENT CENTRIC BUDGET MANAGEMENT MODEL.
WHAT THAT MEANS IS THAT AS WE ARE RECEIVING ADDITIONAL FUNDS FROM THE STATE OR FROM THE FEDERAL GOVERNMENT, WE MAKE SURE THAT WE ASSIGN THOSE FUNDS AS CLOSE TO THE CLASSROOM AS POSSIBLE.
AND WHEN WE HAVE TO REDUCE AND AGAIN, IF YOU ALL GO BACK ABOUT 18 MONTHS, WE WERE NOT.
WE WERE UNSURE ABOUT OUR FUNDING IN THE PANDEMIC.

THE OTHER PART TO IT IS THE LONG TERM DEBT.
OUR LONG TERM DEBT IS CALCULATED BASED.
I MEAN, WE HAVE THE LONG TERM DEBT, BUT THEY'RE USING OUR CURRENT TAXABLE VALUE AND WE WILL BE PAYING THE LONG TERM DEBT FOR THE NEXT 29 YEARS.
BUT THEY'RE ONLY USING OUR CURRENT VALUES, SO THEY'RE NOT GIVING US ANY INCREASE FOR PROJECTED GROWTH OVER THE NEXT 29 YEARS.
AND WE ALWAYS WORK WITH OUR FINANCIAL ADVISORS AND THEY ALWAYS, ALWAYS USE A VERY

CONSERVATIVE INCREASE AS FAR AS OUR TAX BASE GOES.12 IS SIMILAR, AND AGAIN, THIS IS NEW.
WE HAVE A SCORE OF SIX OUT OF 10, BUT IT'S BASED ON THE LONG TERM DEBT FOR THE SAME REASON I JUST TOLD YOU IT IS BASED ON USING OUR CURRENT VALUES AND COMPARING IT TO 29 YEARS OF DEBT THAT WE HAVE COMING UP.
DID YOU WANT TO ADD ANYTHING TO THAT YOU COULD.
WELL, JUST THAT WHEN WE TALK ABOUT LONG TERM DEBT, JUST TO BE REMINDED THAT WE ARE IN THE DEBT ACCUMULATION STAGE AND WE HAVE, OF COURSE, AS YOU KNOW, BEEN ENGAGED IN BUILDING OVER THE LAST THREE YEARS AND WE'LL CONTINUE TO BE DOING THAT FOR THE NEXT PROBABLY FIVE YEARS.
AND SO IT'S IMPORTANT TO RECOGNIZE THAT AS WITH YOUR HOME OR ANY OTHER, YOU KNOW, PERSONAL PROPERTY OR IF YOU GO OUT AND GET A LOAN, THEN THE DEBT THAT YOU HAVE AT THE VERY BEGINNING OF THE LOAN IS GOING TO BE HIGH.
BUT AS YOU PAY IT OFF, THEN THAT NUMBER GOES DOWN.
SO WE UNDERSTAND WHERE WE ARE IN THE CYCLE AND THAT KIND OF EXPLAINS THE LONG TERM DEBT POSITION.

THE OTHER THING I FORGOT TO SAY WAS A LOT OF FAST GROWING DISTRICTS LIKE OURS ARE COMPLAINING ABOUT THIS SCORE BECAUSE IT IS NEW, AND THE FORMULA THAT THEY'RE USING JUST IS NOT COMPUTING WELL FOR THE FAST GROWING, GROWING DISTRICTS.
NUMBER 15 IS NEW, BUT WE RECEIVED FIVE OUT OF FIVE.
THIS HAS TO DO WITH OUR PROJECTIONS WAS OUR DISTRICT ADA WITHIN THE RANGE OF OUR THE PUPIL PROJECTIONS THAT WE SUBMIT TO TEA, WE RECEIVED FIVE OUT OF FIVE FOR THAT NUMBER 16 WAS THE COMPARISON OF TEAMS COMPARED TO OUR AUDIT REPORT WITHIN THREE PERCENT AND WE USUALLY RECEIVE 10 POINTS FOR THAT.
THEY CHANGE THE SCORING AND NOW WE JUST PASS FOR THAT ONE.
SO WE LOST 10 POINTS AND WE DID IT, BUT WE WE DIDN'T INCUR THOSE 10 POINTS.
NUMBER 17, THE EXTERNAL AUDITOR REPORT STATE THAT THEY WERE FREE OF MISSTATEMENTS.
IT'S NEW DOWN IN NUMBER 17, BUT IT WAS UP IN THE FIRST FOUR.
IT WAS NUMBER 2B SO IT WAS EITHER PASS OR FAIL, AND THAT WOULD HAVE FAILED US TO.
BUT BUT WE PASS ON THAT EVERY YEAR.
NUMBER 19 DID WE POST THE REQUIRED FINANCIAL STATEMENTS ON THE WEBSITE? WE RECEIVED FIVE OUT OF FIVE, WHICH IS NEW, BUT WE BACKS THE POINTS THERE.

I THINK WE STILL DO A GREAT JOB.
IN 88, PULLING THAT UP TO A 90 IS VERY DOABLE, ESPECIALLY IF WE GET THAT SEVEN PERCENT GROWTH OF OUR EIGHTY EIGHT.
JUST GOING BACK, OBVIOUSLY, THE AUDIT REPORTS VERY MUCH TIED INTO THE FIRST REPORT GOES WITH A GFOA AWARD AS WELL.
THEY'RE ALL TIED IN TOGETHER AND JUST JUST TO REMIND YOU THAT WE APPROVE THE BUDGET OR THE FINANCIAL REPORT TONIGHT.
OUR FUND BALANCE IS 42.5 MILLION, TWENTY SIX PERCENT AND WE INCREASED OUR FUND BALANCE BY THREE AND A HALF MILLION DOLLARS THIS YEAR.
