OUR PUBLIC MEETING TO DISCUSS BUDGET AND THE PROPOSED TAX RATE.THIS IS A PUBLIC MEETING TO DISCUSS THE BUDGET AND PROPOSED TAX RATE.
WE WILL START THE PRESENTATION FROM CHIEF FINANCIAL OFFICER STACY ADRIAN AND COMMENTS AND QUESTIONS FROM THE BOARD OF TRUSTEES FOLLOWED BY PUBLIC COMMENTS.
MADAM PRESIDENT, BOARD MEMBERS, AS YOU HAVE STATED, THIS IS A PUBLIC HEARING.
AND SO MISS ADRIAN IS PREPARED TO REPORT ON THIS ITEM, MS. ADRIAN. THANK YOU, DR.
MAYFIELD, MEMBERS OF THE BOARD.
TONIGHT, WE ARE CONDUCTING OUR PUBLIC HEARING TO DISCUSS THE BUDGET AND THE TAX RATE.
BUT HOPEFULLY I CAN GIVE YOU A BRIEF SYNOPSIS.

THE STATE CALCULATED OUR TAX RATE FOR THIS CURRENT YEAR, THE 2122 YEAR AT $0.98.HOUSE BILL THREE CONTINUES TO REQUIRE THE STATE TO CALCULATE OUR TAX RATE SO WE WILL RECEIVE OUR TAX RATE THE FIRST PART OF AUGUST FROM TEA AND THEN WE WILL APPROVE IT AT THE AUGUST BOARD MEETING LATER IN THE MONTH.
JUST AS ANOTHER REMINDER, TEXAS PROPOSITION 2, INCREASE THE HOMESTEAD EXEMPTION FROM 25 TO 40000.
AND THEN WE CONTINUE TO STILL OFFER THE 10% HOMESTEAD EXEMPTION FOR OUR TAXPAYERS AS WELL.
AS YOU CAN SEE, THE LAST FOUR YEARS, HOUSE BILL THREE HAS WE OUR TAX RATE HAS DECLINED BECAUSE OF HOUSE BILL THREE, BUT AT THE SAME TIME, OUR TAX REVENUE HAS INCREASED.
AND BASICALLY THAT'S THE RESULT OF THE FACT THAT OUR TAX VALUES CONTINUE TO GROW AS WELL AS OUR NUMBER OF ROOFTOPS THAT ARE COMING INTO THE DISTRICT. AND SO EVEN THOUGH WE HAVE A DECREASING TAX RATE AND THE INCREASE IN THE HOMESTEAD EXEMPTION, WHICH IS GREAT FOR OUR TAXPAYERS, BUT OUR TAX REVENUE CONTINUES TO INCREASE BECAUSE OF THE VALUES IN OUR DISTRICT, WHICH IS NOT CONSTANT THROUGHOUT THE STATE.
BUT WE ARE STILL VERY FORTUNATE TO HAVE OUR TAX VALUES INCREASE AND THE TAX BASE.
THIS IS JUST THE GENERAL FUND PRELIMINARY.
OUR LOCAL REVENUE IS ESTIMATED AT 91 MILLION, STATE REVENUE AT 73 MILLION.
OUR MAC AND CHARS PROGRAMS AT 3 MILLION.
AND OUR FUND BALANCE ALLOCATION OF $9 MILLION.
THIS BALANCES OUR BUDGET BETWEEN REVENUE EXPENDITURES AT $177 MILLION FOR THE GENERAL FUND.
ON THE NEXT SLIDE, YOU WILL SEE THE 21-22 BUDGET THAT WE APPROVED LAST YEAR AT THIS TIME, WE HAD A FUND BALANCE ALLOCATION OF $8.7 MILLION, BUT THE PROJECTED HIGHLIGHTED IN GREEN IS WHAT I'M PROJECTING.
AND THE FUND BALANCE ALLOCATION HAS DECREASED TO 1.4, GIVING US A $41 MILLION FUND BALANCE AT THE END OF THE YEAR, WHICH IS AT THREE MONTHS OF OUR EXPENDITURES, ARE BASICALLY 25%, WHICH IS AT THE TOP OF OUR OPTIMUM FUND BALANCE RANGES.
SO LOOKING AT 21-22, WE'RE IN REALLY GOOD SHAPE GOING INTO 22-23 AND THEN LOOKING AT THE $9 MILLION OF POSSIBLE FUND BALANCE ALLOCATION WOULD STILL LEAVE US WITH OVER TWO MONTHS WORTH OF EXPENDITURES AND 18%.
SO LUCKILY WE ARE IN A GOOD FINANCIAL POSITION.
THERE YOU GO. THOSE ARE AUDITED NUMBERS FOR THE FIRST THREE YEARS.
WE APPROVED THE BUDGET IN 18-19 WITH A $5.6 MILLION FUND BALANCE ALLOCATION.
AND YOU CAN SEE THAT WE DID HAVE A 2.4 MILLION REALIZED FUND BALANCE ALLOCATION, BUT IT STILL LEFT US AT 24% FOR ENDING FUND BALANCE. THE 19-20 YEAR, WE APPROVED A $6 MILLION FUND BALANCE ALLOCATION, BUT INSTEAD WE INCREASED OUR FUND BALANCE BY $5 MILLION THAT YEAR AND THAT BROUGHT US UP TO 26% FOR OUR FUND BALANCE.
THE 20-21 YEAR WE APPROVED $6.9 MILLION FUND BALANCE ALLOCATION AND WE ADDED $3.5 MILLION TO THE FUND BALANCE THAT YEAR, WHICH TOOK US WELL OVER 26%, WHICH IS ABOVE OUR OPTIMUM FUND BALANCE PERCENTAGE.
AND THEN IT SHOWS AGAIN THE 21-22 YEAR AND THE PROJECTED 21-22 YEAR.
AND LOOKING AT THAT PROJECTED AMOUNT, WE WILL STILL BE AT THE 25% FOR OUR FUND BALANCE.
ARE THERE ANY QUESTIONS ON THAT? IF NOT THE NEXT FUND THAT WE WILL APPROVE LATER TONIGHT IS OUR CHILD NUTRITION FUND.
WE HAVE A BALANCED BUDGET BETWEEN REVENUE AND EXPENDITURES AT $12 MILLION, AND THAT INCLUDES THE $1.6 MILLION OF THE GUARANTEE THAT ARAMARK GUARANTEES US TO BE REINVESTED IN THE PROGRAM AS WELL.
AND THEN THE OTHER FUND IS OUR DEBT SERVICE FUND.
OUR BUDGETED EXPENDITURES AT 41.
AND THIS IS WHILE WE ARE KEEPING OUR FUND BALANCE.
I MEAN, SORRY, STUCK ON OUR DEBT SERVICE TAX RATE AT THE 50 CENT MARK.
WE WILL ADD A LITTLE BIT TO OUR FUND BALANCE AND THE DEBT SERVICE FUND.

RIGHT. AND SO HOW IS HOW DOES THAT I MEAN, EXPLAIN IT A LITTLE BIT MORE.
LIKE, WHY IS IT CALLED REFUNDING WHEN YOU'RE DEALING WITH BONDS VERSUS REFINANCING WHEN YOU'RE DEALING WITH HOMES? IT DEPENDS. LIKE I SAID, IF THEY'RE CALLABLE OR IF THEY'RE.
I WANT TO SAY CALLABLE, BUT ALSO WE CAN PAY THEM OFF EARLY EVEN IF THEY'RE NOT CALLABLE.
AND SO WHEN JEFF ROBERTS COMES AND TALKS TO US ABOUT THE BONDS ALL THE TIME, HE WILL SET IT UP SO THAT WE HAVE CALLABLE AND EARLY PAYOFFS STRUCTURED THROUGHOUT THE LIFE OF OUR DEBT, BASICALLY.
I HAVE A QUESTION. JUST WHEN WE TALK ABOUT THE TAX SAVINGS OR THE THE SAVINGS THAT WE HAVE FROM I WANT TO SAY REFINANCE, BUT REFUNDING THE BONDS.
WHAT ULTIMATELY DOES THAT TAX SAVINGS DO FOR THE DISTRICT? WELL, THE TAX RATE RIGHT NOW IS IS BASICALLY.
I'M ASKING US TO LEAVE IT AT $0.50 SO THAT WE CAN INCREASE THE FUND BALANCE.
AND IT'S THE FUND BALANCE ITSELF THAT GIVES US THE OPPORTUNITY TO POSSIBLY PAY THE BONDS OFF EARLY.
SO BASICALLY IT'S THE TAX RATE BRINGS IN THE TAX REVENUE EVERY YEAR, BUT IT'S THE FUND BALANCE THAT WE WOULD USE FOR THOSE REFUNDING OPPORTUNITIES WHERE THE TAX REVENUE ITSELF ONLY PAYS FOR THOSE DEBTS OR THE PAYMENTS COME AND DO THAT YEAR.
BUT IN SAY, IN THE 30 YEARS OF SAVINGS THAT WE'RE GOING TO HAVE, WHAT DOES THAT ULTIMATELY DO FOR THE TAXPAYER? IS THERE ANY END BENEFIT TO THE TAXPAYERS AS A RESULT OF US RESTRUCTURING OUR DEBT? IT VERY WELL COULD BE.
I'M NOT GOING TO GUARANTEE THAT.
BUT ALSO BASED ON THE VALUES TO WE, WE ONLY HAVE SO MUCH CAPACITY TO SELL BONDS.
AND SO FOR THE DISTRICT, IT'S REALLY IMPORTANT AS WELL BECAUSE IF AS WE CAN AS IF WE'RE ABLE TO LOWER THAT TAX RATE, BUT THEN IF WE NEED A BOND BECAUSE WE'RE GROWING AND WE NEED ANOTHER SCHOOL, THEN WE HAVE THAT CAPACITY BETWEEN THE TAX RATE AND THE TAX VALUES TO SELL THOSE BONDS AND BUILD A NEW SCHOOL, BASICALLY.
ABSOLUTELY. AND I JUST THINK THAT IT'S IMPORTANT FOR OUR STAKEHOLDERS, THE TAXPAYERS, TO UNDERSTAND ULTIMATELY HOW THIS WOULD BENEFIT THEM.

IN ORDER TO ATTRACT SUMMER WORKERS FOR THIS SUMMER, WE INCREASED OUR HOURLY RATE TO $40 INSTEAD OF $30 FOR TEACHERS, AND WE INCREASED THE PARAPROFESSIONAL RATE FROM $11 TO $15.
WE HAVE A MATRIX FOR TEACHERS, NURSES AND LIBRARIANS WHERE THEY'RE ON A STEP AND THAT WILL SHOW YOU THE SALARY THAT THEY WOULD EARN ON THAT PARTICULAR STEP OR YEARS OF EXPERIENCE. THEN AFTER THAT, WE HAVE MINIMUM MIDPOINT AND MAXIMUM SALARY RANGES FOR ADMINISTRATION AND PROFESSIONAL.
AT CLERICAL AND PARAPROFESSIONAL AUXILIARY EXTRA DUTY STIPENDS IS LISTED AS WELL FOR WHAT SPORTS RECEIVE, WHAT STIPENDS AND THEN ADDITIONAL PAY PROCEDURES LIKE SUBS AND SUMMER SCHOOL.

AND SO BECAUSE OF THE ESSER FUNDS THAT WERE SPECIFICALLY DESIGNATED FOR LEARNING RECOVERY AND TO ADDRESS LEARNING LOSS FOR THIS SUMMER, BASED ON THOSE GRANT FUNDS WE WERE ABLE TO PAY AT THIS RATE FOR TEACHERS AND PARAS.
