[00:10:03]

FFA CONVENTION.

AND THIS ACCOLADE, WHICH IS THE LONE STAR DEGREE, IS THE HIGHEST DEGREE ON A FUTURE FARMERS OF AMERICA MEMBER CAN EARN IN THE ENTIRE STATE.

SO LET'S CELEBRATE TAYLOR AND KYLIE AT THIS TIME.

I DOUBT IF THEY'RE HERE, ENJOYING SUMMER, BUT JUST SAYING CONGRATULATIONS TO THEM AND KUDOS TO THE ENTIRE FFA ORGANIZATION.

ARE THERE ANY OTHER.

AWESOME. ALL RIGHT, SO WE DO HAVE SOME OTHER RECOGNITION ITEMS.

[5.0 Recognition Item(s) ]

AGENDA ITEM 5.1 UIL STATE.

SOLO ENSEMBLE.

OUTSTANDING PERFORMER.

JACALEB SHEPHERD.

DR. MCFARLAND.

SO. MADAM PRESIDENT, BOARD MEMBERS, WE'RE JUST SO EXCITED.

GO AHEAD. GIVE HIM A HAND FOR SURE.

[APPLAUSE] ALL RIGHT. SO, YEAH, WE'RE SO EXCITED ABOUT THIS NEXT RECOGNITION.

OUR OUTSTANDING STUDENT HAS DONE A PHENOMENAL JOB.

MR. KIRCHER WILL BE INTRODUCING THE NEXT.

THANK YOU, DR. MCFARLAND.

MADAM PRESIDENT, AND MEMBERS OF THE BOARD.

WE DO HAVE A STUDENT HERE TONIGHT WHO'S ACTUALLY A VERY RECENT GRADUATE CLASS OF 22 CROWLEY HIGH SCHOOL ALUM, NOW JACALEB SHEPHERD.

AND HE WAS IN THE MIGHTY EAGLE BAND FOR ALL FOUR YEARS.

CROWD BAND, FAMILY BAND DIRECTOR, MR. DUNNING, A PREVIOUS BAND DIRECTOR BACK THERE.

SO IT'S A GREAT GROUP TO BE HERE TONIGHT TO SUPPORT JACALEB AND THE AMAZING THINGS HE'S ACCOMPLISHED ALL THROUGHOUT HIS HIGH SCHOOL CAREER.

I'M GOING TO LIST SOME OF THOSE ACCOMPLISHMENTS AND THE BIG ONE WHERE WE'RE CELEBRATING TONIGHT, HE WAS A FEATURED SOLOIST ON THE MARCHING FIELD AND HELD THE POSITION OF FIELD CONDUCTOR HIS SENIOR YEAR.

HE EARNED SHARES IN THE TMEA ALL-REGION BAND ALL FOUR YEARS OF SCHOOL, AND HE ADVANCED TO THE AREA ROUND IN HIS JUNIOR AND SENIOR YEARS.

AND HE EARNED FIRST DIVISION SUPERIOR RATINGS AT UIL REGIONAL SOLO AND ENSEMBLE ALL FOUR YEARS.

AS A SENIOR, HE WENT TO UIL STATE SOLO ENSEMBLE COMPETITION, WHERE HE EARNED A FIRST DIVISION SUPERIOR RATING AND WAS NAMED OUTSTANDING PERFORMER.

IT'S A HUGE DEAL. LET'S HEAR IT FOR JACALEB.

[APPLAUSE] HE IS NOT JUST A MUSICIAN.

HE'S A GREAT ALL AROUND STUDENT.

HE ALSO WON THE ACADEMIC EXCELLENCE AWARD, AND HE'S BEEN IN THE FORT WORTH YOUTH ORCHESTRA, WHERE HE'S PRINCIPAL TRUMPET.

AND THIS FALL, HE'S GOING TO BE ATTENDING THE UNIVERSITY OF NORTH TEXAS, MAJORING IN TRUMPET PERFORMANCE.

SO WE THOUGHT WE HAD TO HAVE A PERFORMANCE TONIGHT FROM JACALEB TO KICK OFF OUR MEETINGS.

JACALEB, TAKE IT AWAY. [MUSIC] [APPLAUSE] SO THAT'S JUST A SHORT EXCERPT OF THE SONG THAT WON HIM OUTSTANDING PERFORMER.

SO WE'RE SO PROUD OF YOU THAT YOU ARE A CROWLEY EAGLE ALUM, THIRD IN HIS FAMILY.

HIS PARENTS ARE HERE AS WELL.

THIS IS THE FINAL ONE TO GO THROUGH CROWLEY HIGH SCHOOL, BUT WHAT A GREAT WAY TO SEND OFF.

AND THANK YOU FOR COMING BACK AND SHARING YOUR TALENTS WITH US.

AND WE'RE GOING TO BE ROOTING FOR YOU AND CHEERING FOR YOU AS YOU'RE A MEAN GREEN EAGLE AND CAN'T WAIT TO HEAR MORE GREAT THINGS.

[APPLAUSE] CAN THE PARENTS PLEASE STAND? YEAH. WE DEFINITELY WANT TO RECOGNIZE MOM AND DAD.

APPRECIATE YOU ALL FOR YOUR SUPPORT.

THANK YOU, JACALEB.

IT'S ONE THING TO TO STAY ON TOP OF YOUR ACADEMICS, BUT THEN ALSO TO BE SUPERB IN A TALENT.

IT'S AWESOME. SO CONGRATULATIONS TO YOU.

KEEP US POSTED ON YOUR PROGRESS AND WAY TO GO UNT, ONE OF MY ALMA MATERS.

SO AWESOME.

THANK YOU FOR BRINGING THAT, MR. KIRCHNER. AGENDA ITEM 5.2, GOVERNMENT FINANCE OFFICERS ASSOCIATION ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING.

[00:15:03]

DR. MCFARLAND.

MADAM PRESIDENT, WE ARE DEFINITELY EXCITED ABOUT THIS NEXT RECOGNITION AND WE ARE NOT SURPRISED BECAUSE WE KNOW WE HAVE THE BEST FINANCE TEAM IN THE STATE WE BELIEVE, AND SO WE ARE DEFINITELY PROUD OF THIS NEXT ITEM.

MR. KIRCHER. THANK YOU DR.

MCFARLAND, MEMBERS OF THE BOARD.

EVERY YEAR, THE GFOA, WHICH STANDS FOR THE GOVERNMENT FINANCE OFFICERS ASSOCIATION, LOOKS AT EVERYONE'S ANNUAL AUDITS.

AND EVERY YEAR IN CROWLEY ISD WE ARE REQUIRED TO HAVE AN ANNUAL AUDIT.

AND OUR TEAM HERE DOES A GREAT JOB EACH AND EVERY YEAR, NOT ONLY SUPPORTING STUDENT SUCCESS AND HELPING STUDENTS THRIVE, BUT DOING IT WITH EXCELLENCE WITH OUR TAXPAYER RESOURCES THAT WERE PROVIDED.

THAT'S THE TEAM ON THE SCREEN.

I THINK THEY'RE MISSING ONE PERSON, BUT THAT'S OUR FINANCE DEPARTMENT.

AND AGAIN, THIS YEAR THEY WERE AWARDED THE CERTIFICATE FOR ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING FOR THE AUDIT ENDING JUNE 30TH, 2021. THIS IS THE HIGHEST AWARD YOU CAN ACHIEVE, AND IT'S A GREAT AWARD IN FINANCIAL REPORTING AND WE ARE SO PROUD OF THE WORK THEY DO AND ALL THE GREAT RESOURCES THEY PROVIDE OUR DISTRICT.

WE CANNOT DO THE EXCITING INITIATIVES THAT WE'RE DOING HERE IN CROWLEY ISD WITHOUT THIS FINANCE TEAM.

SO I'D LIKE TO INTRODUCE MS. STACEY ADRIAN, OUR CHIEF FINANCIAL OFFICER, HAVE HER COME UP AND JUST TELL US WHAT IT MEANS TO RECEIVE THIS AWARD AND WORK WITH A TEAM LIKE THIS.

THANKS, ANTHONY. I DIDN'T KNOW I WAS GOING TO SPEAK TONIGHT, BUT I AM VERY HONORED TO BE A PART OF OUR TEAM.

LIKE ANTHONY SAID, WE HAVE A GREAT TEAM AND WE ALL REALLY WANT TO DO WHAT'S RIGHT AND BE TIMELY.

AND YEAH, THIS IS JUST, YOU KNOW, AN AWARD THAT WE RECEIVE FROM HAVING AN EXCELLENT AUDIT.

AND THEN THERE'S A FEW PAGES IN THE BACK OF THE AUDIT THAT'S UNAUDITED, AND IT'S JUST EXTRA REPORTS THAT WE PUT IN TO RECEIVE THIS AWARD.

SO IT'S A LITTLE EXTRA WORK BEYOND THE REGULAR AUDIT, BUT.

WE'RE VERY PROUD OF THAT.

THIS IS OUR 10TH YEAR TO RECEIVE THIS.

SO VERY PROUD OF IT.

YEAH. AT THIS TIME, WOULD YOUR STAFF, WHOEVER IS HERE, COULD THEY STAND SO THAT WE COULD RECOGNIZE AND RECOGNIZE A COUPLE? OK AWESOME.

WONDERFUL, WONDERFUL ACCOMPLISHMENT.

BOARD DID YOU HAVE ANY COMMENTS? AWESOME. I WOULD LIKE YOU MAKE US PROUD.

ALL RIGHT.

WELL, WE ARE AT AGENDA ITEM 6.0 FOR OPEN FORUM, BUT I UNDERSTAND WE DON'T HAVE ANYONE THAT SIGNED UP FOR OPEN FORUM, SO WE'RE GOING TO MOVE ON.

[7.0 Consideration and Possible Action Item (s) ]

AGENDA ITEM 7.1 AND OTHERS UNDER CONSIDERATION AND POSSIBLE ACTION ITEMS. DR. MCFARLAND, 7.1 SCHOOL SAFETY UPDATES.

ARE THERE ANY. SO, MADAM PRESIDENT, BOARD MEMBERS, WE DEFINITELY WANT TO FIRST JUST THANK YOU ALL FOR THE THE ADDITIONAL TIME TODAY.

WE KNOW THAT AS WE ARE PREPARING FOR SCHOOL, WE KNOW THAT WE NEEDED SOME ADDITIONAL TIME TO HAVE CONVERSATIONS ABOUT SAFETY AND REALLY JUST TO KIND OF JUST TO REVIEW OUR PROTOCOLS, OUR PROCEDURES, TO ALSO REVIEW OUR ENHANCEMENTS AS IT RELATES TO SAFETY.

AND THEN ALSO, WE WANTED TO REVIEW TONIGHT PROACTIVE STEPS THAT WILL BE TAKEN TO ADDRESS SAFETY.

I ALSO WANT TO BEFORE I GO FORWARD, I'D LIKE TO JUST ACKNOWLEDGE THE PRINCIPALS IN THE ROOM.

WE DID REQUEST FOR THE PRINCIPALS TO BE PRESENT IF THEY COULD TONIGHT, BECAUSE WE KNOW SAFETY IS EVERYBODY'S PRIORITY, OUR TOP PRIORITY, QUITE FRANKLY, AS WE GET READY TO START SCHOOL, BASED ON ALL OF THE THINGS THAT HAVE OCCURRED IN OUR SOCIETY RECENTLY, WE KNOW THAT IT'S IMPORTANT FOR US TO REALLY DOUBLE DOWN ON MAKING SURE THAT WE CAN EDUCATE OUR KIDS IN A SAFE ENVIRONMENT.

SO IF YOU'RE A PRINCIPAL HERE TONIGHT, WE KNOW YOU HAVE MADE AN EXTENSIVE INVESTMENT OF TIME THROUGHOUT THIS WEEK WITH PD AND TRAINING AND LAST WEEK AND NOW YOU'RE HERE TONIGHT AND WE'VE HAD AN EXTENDED NIGHT ALREADY.

SO PRINCIPALS, IF YOU WOULD, PLEASE STAND.

WE WANT TO JUST ACKNOWLEDGE YOU.

I WANT THE BOARD TO SEE YOU.

WE WANT TO JUST ACKNOWLEDGE YOU. AND THANK YOU FOR YOUR SACRIFICE OF TIME FOR BEING HERE TONIGHT.

ALL RIGHT, SO I KNOW OUR PRINCIPALS ARE ALWAYS READY, SO JUST BE PREPARED.

IF I CALL YOU TO COME UP TO THE MIC.

I KNOW YOU'RE READY. BE ALWAYS READY.

ALL RIGHT, SO LET'S LET'S JUST JUMP IN TO OUR SAFETY AUDIT.

AND AGAIN, THIS MAY TAKE THIS MAY TAKE A SAFETY UPDATE AND THIS MAY TAKE A FEW MINUTES.

BUT I WANT TO JUST REALLY BE VERY SLOW AND INTENTIONAL ABOUT PRESENTING OUR ACTIONS IN RELATION TO THE GOVERNOR'S REQUIREMENTS. MANY OF YOU KNOW THAT ON JUNE THE 20TH FOLLOWING EXCUSE ME, JUNE THE 30TH, FOLLOWING THE UVALDE TRAGEDY, THE GOVERNOR ISSUED A NEW REQUIREMENTS FOR THE SCHOOL DISTRICTS ACROSS THE STATE.

[00:20:01]

HE ALSO GAVE US A WINDOW BETWEEN NOW OR BETWEEN THEN AND SEPTEMBER THE NINTH IN ORDER TO COMPLETE THOSE RECOMMENDATIONS.

SO I WANT TO REPORT TONIGHT WHERE WE ARE WITH THOSE RECOMMENDATIONS, HOW WE'RE MAKING PROGRESS, HOW WE ARE MOVING FORWARD WITH THOSE RECOMMENDATIONS.

AND THEN BOARD, I WILL STOP AND GIVE YOU AN OPPORTUNITY TO JUMP IN WITH ANY KIND OF QUESTIONS THAT YOU MAY HAVE OR QUESTIONS THAT YOU THINK OUR OUR CONSTITUENTS MAY HAVE AS IT RELATES TO SAFETY.

SO THE FIRST ITEM THAT WAS RECOMMENDED EXCUSE ME, THE FIRST ITEM THAT WAS REQUIRED FOR FROM THE GOVERNOR WAS THAT WE CONDUCT A SUMMER TARGET, PARTIAL SAFETY AUDIT AND ALSO CONDUCT AN EXTERIOR DOOR SAFETY AUDIT.

SO IF YOU'LL NOTICE THE METRIC OVER TO THE RIGHT, WHICH IT LOOKS LIKE A GAUGE, IF YOU'LL SEE IT YELLOW, THAT MEANS IT'S IN PROGRESS.

IF IT'S GREEN, IT MEANS WE HAVE ACTUALLY COMPLETED IT.

AND SO AT THE END OF MAY, THE BOARD ACTUALLY TOOK ACTION AND WE DECIDED IN THE END OF MAY TO ACTUALLY DO A AUDIT OF ALL OF OUR FACILITIES.

EVEN THIS IS EVEN BEFORE THE RECORD THE REQUIREMENTS CAME OUT.

AND SO WITH THIS ITEM, WE HAVE ACTUALLY DONE AUDITS OF PHYSICAL AUDITS OF ALL OF OUR BUILDINGS EXCUSE ME, WE'VE DONE EXTERIOR AUDITS OF ALL OF OUR OF ALL OF OUR DOORS ON OUR BUILDINGS. THE PHYSICAL AUDITS ARE ACTUALLY ONGOING.

WE HAVE COMPLETED 12 BUILDINGS AT THIS POINT, AND WE HAVE PLANS TO HAVE ALL OF OUR AUDITS OF OUR THE PHYSICAL BUILDING COMPLETED BY AUGUST 30TH.

AND SO WE WILL DEFINITELY BE WELL ABOVE THE OUR HEAD OF THE TIMELINE IN ORDER TO DO THAT, HOWEVER, WE ARE NOT WAITING TO THE COMPLETION OF ALL OF THE AUDITS TO BEGIN TO TAKE SOME ACTION.

SO THE KINDS OF THINGS THAT THE BOWMAN GROUP HAS SHARED WITH US THAT WE NEED TO BE VERY MINDFUL OF ARE ARE THINGS LIKE THE SECURITY VESTIBULES, SECURE VESTIBULES ON OUR CAMPUSES? AND WE'LL TALK A LITTLE BIT ABOUT THAT IN A SECOND.

BUT BEFORE I GO PAST THE BOWMAN GROUP, THE BOWMAN GROUP IS THE GROUP THAT WE HIRED TO COME IN AND HELP US TO ACTUALLY DEVELOP A POLICE DEPARTMENT.

THIS GROUP HAS A VERY SEASONED LAW ENFORCEMENT OFFICERS, AND SO THEY ACTUALLY HELP US WITH POLICIES FOR OUR POLICE DEPARTMENT, PRACTICES FOR OUR POLICE DEPARTMENT.

THEY HELPED US WITH OUR ACTUALLY OUR SEARCH FOR OUR CHIEF.

AND ALSO JUST REALLY THEY'VE BEEN A GREAT SUPPORT.

BUT AGAIN, THEY'VE BEEN BRINGING A WEALTH OF KNOWLEDGE AND THEY HAVE WALKED THE BUILDINGS AND REALLY HELPED US TO IDENTIFY POTENTIAL ISSUES.

THE FIRST ONE, AGAIN, THAT THEY IDENTIFIED WAS OUR SECURE VESTIBULES.

NOW, IN 2004, I BELIEVE IT IS, WE PUT SECURE VESTIBULES IN OUR BUILDINGS.

HOWEVER, WHAT WE KNOW IS THAT IF A VISITOR WERE TO REPORT ON OUR CAMPUS, THEY DON'T HAVE ACCESS TO OUR CAFETERIA, WOULD NOT HAVE ACCESS TO OUR BUILDING WHERE KIDS ARE IN CLASS, BUT THEY WOULD HAVE ACCESS TO OUR FRONT OFFICES AND THE PERSONNEL IN THE FRONT OFFICES.

AND SO WHAT WE HAVE DONE AND THE AUDIT IDENTIFIED THAT WE HAVE ALREADY DONE, WE HAVE ACTUALLY CREATED SECURE VESTIBULES, ENHANCED SECURE VESTIBULES, WHICH MEANS THAT WHEN A PERSON COMES IN, THEY ARE ACTUALLY CONTAINED IN A GLASS BOX, FOR LACK OF A BETTER DESCRIPTION.

AND THEY CAN'T GET INTO THE FRONT OFFICE UNTIL THEY'RE BUZZED INTO THE FRONT OFFICE BY THE PEOPLE IN THE FRONT OFFICE.

AND MR. REAVES AND CHIEF MADISON, IF YOU ALL COME UP NEAR TO NEAR THE FRONT, BECAUSE I MAY CALL YOU IN A SECOND TO TO ANSWER A FEW QUESTIONS, ONE OF THE QUESTIONS IS, MR. REEVES, ONE OF THE QUESTIONS I KNOW A TIMELINE FOR HAVING ALL OF THESE SECURED FESTIVALS COMPLETED.

CAN YOU TALK TO US ABOUT WHEN WE'LL HAVE THEM ALL COMPLETED? AND THEY MAY ALREADY BE, BUT JUST LET US KNOW ABOUT THE SECURE VESTIBULES CHIEF OR ARE Y'ALL CAN TAG TEAM.

YEAH. SO WE JUST WANT TO KNOW, CHIEF, WHEN WHEN ARE THE VESTIBULES SCHEDULED TO BE COMPLETE? THE SECURE VESTIBULES ARE SCHEDULED TO BE COMPLETED BY THE END OF NEXT WEEK.

OKAY, GOOD. SO BY NEXT FRIDAY.

YES. YES, SIR.

ALL RIGHT. SO BY NEXT FRIDAY, ALL OF THE SECURE VESTIBULES ON THE CAMPUSES WILL BE COMPLETE.

AND SO WE ARE DEFINITELY ARE EXCITED ABOUT THAT.

THE FACT THAT WE'RE ABLE TO SAY, HEY, WE HAVE DONE THAT AND THAT IS IMPORTANT.

JUST MORE INFORMATION, JUST A LITTLE MORE INFORMATION.

WHEN YOU CAME INTO THE BUILDING TONIGHT, IF WE WOULD HAVE HAD THE DOORS LOCKED AND DURING NORMAL PROCESS, YOU WOULD HAVE BEEN CONTAINED IN THE FRONT OFFICE AND NOT ABLE TO HAVE ACCESS TO OUR BUILDING, HOWEVER, THE LADIES THAT THE RECEPTIONIST WOULD HAVE BEEN EXPOSED.

WHAT WE'RE SAYING IS THAT BY NEXT FRIDAY, ANYONE THAT COMES TO OUR CAMPUS WILL AT LEAST BE IN CONTAINED IN THAT AREA.

ONCE THE IDENTIFICATION IS MADE, THEN WE'LL BE ABLE TO THEY'LL BE ABLE TO PROCESS THROUGH TO WHERE THEY WHERE THEY NEED TO GO FOLLOWING THE NORMAL PROCEDURES.

THE OTHER THING IS THAT WHAT WE CURRENTLY THE WAY WE ARE CURRENTLY SET UP, IF ONCE THEY GET TO THE FRONT OFFICE, WE ARE STILL REQUIRED TO BUZZ THEM IN TO THE REMAIN TO THE REST OF THE BUILDING.

SO WE'RE WORKING ON MAKING SURE THAT PROCESS REMAINS IN PLACE AS WELL.

ALL RIGHT. ANYTHING YOU'D LIKE TO ADD, MR. REEVES OR CHIEF? YES, SIR. JUST JUST THE FACT THAT THE SECURE VESTIBULE HAS NOT BEEN A NEW ITEM FOR THE DISTRICT.

[00:25:06]

WE IN 2004, STARTING WITH HARGRAVE, WE IMPLEMENTED THAT INTO OUR DESIGN.

AND SO WE'VE WORKED THROUGH ALL THE NEW FACILITIES.

WE WENT BACK, RETROFITTED OUR SECONDARY CAMPUSES.

AND IN 2013, WE WERE COMPLETELY, EVERY CAMPUS HAD A SECURE VESTIBULE LIKE YOU'RE SEEING IN THE PICTURE.

ALL RIGHT. SO BOARD MEMBERS, WE'LL STOP THERE AND SEE IF YOU HAVE ANY QUESTIONS OR ANY QUESTIONS YOU CAN THINK THAT OUR CONSTITUENTS MAY HAVE.

JUST ONE QUESTION.

SO FAR AS BULLETPROOF, I THINK PEOPLE MAY WANT TO KNOW IF A BULLET HIT THE I'M SORRY, IF THE BULLET HITS THE WINDOW, WILL IT SHATTER THE GLASS? WE HAVE TEMPERED GLASS ON ALL OF OUR VESTIBULES.

AND ALL THAT'S GOING TO DO IS JUST MAKE A HOLE.

IT WOULD TAKE SEVERAL ROUNDS TO MAKE THAT GLASS SHATTER.

AND I THINK THERE WAS SOME DISCUSSION ABOUT FIRST DAY OF SCHOOL.

IF YOU WANTED TO ELABORATE ON WHAT THE FIRST DAY OR FIRST COUPLE OF DAYS OF SCHOOL MAY BE LIKE FOR ANY PARENTS THAT ARE IN THE ROOM.

SO, YES, MADAM PRESIDENT, THE PLANS ARE TO CONTINUE, AS WE HAVE IN THE PAST WITH FIRST DAY OF SCHOOL ACTIVITIES.

I SAY THE PAST, LET'S SAY PRE-PANDEMIC.

SO WE'RE NOT RESTRICTING PARENTS THEIR ABILITY TO BE ABLE TO BRING THEIR KIDS TO THE CAMPUS.

THAT'S BASED ON HOW THE PRINCIPAL HAS KIND OF ORGANIZED IT.

SOME CASES WITH LOWER GRADES, THERE'S A RESTRICTION OF MAYBE THEY BRING IN THE PARENTS, THE KIDS TO THE CAFETERIA OR OTHER PLACES.

BUT THOSE PRACTICES ARE PRETTY MUCH CAMPUS DECIDED.

AND SO OUR SAFETY ENHANCEMENTS WILL NOT IMPACT THE PARENTS ABILITY TO BE ABLE TO GO INTO THE BUILDING.

REALLY, ONCE WHAT WE'RE REALLY TALKING ABOUT IS WHEN SCHOOL IS IN SESSION, ONCE STUDENTS ARE IN CLASS, THEN RESTRICTION WILL BE IN PLACE AT THAT POINT IN TIME. NOW, WHAT OFTENTIMES HAPPENS EVEN BEFORE SCHOOL IS THAT WE HAVE A PERSON ON DUTY AND SOMEBODY THERE TO KIND OF MAKE SURE THAT THEY ARE KIND OF VISUALLY VERIFYING AND IDENTIFYING FOLKS THAT ARE COMING ON CAMPUS.

FIRST DAY OF SCHOOL WILL BE WE'LL PROCEED AS AS NORMAL.

HOWEVER, WE WILL BE ON HEIGHTENED ALERT FOR ANY KIND OF SAFETY PROBLEMS OR POTENTIALS.

ALL RIGHT, THANK YOU.

IS THERE ANY MORE, DR.

MCFARLAND? YES, QUITE A BIT, QUITE A FEW MORE THINGS.

ALL RIGHT, BUT ANYWAY, THAT WAS GOOD.

AS FAR AS SAFETY AUDIT, AGAIN, IT'S THE AUDIT IS ONGOING.

WE THINK THERE'LL BE OTHER THINGS THAT HAVE COME UP FROM THE AUDIT.

ANOTHER THING THAT WE DO KNOW IS THAT AS WE'RE LOOKING AT OUR AUDITS, ONE THING THAT HAS BEEN BROUGHT OUT, THAT WAS BROUGHT OUT, WHICH WE WERE AWARE OF, WE JUST IT WAS JUST KIND OF ACCELERATED AT THIS POINT IS THE NEED FOR THE TRANSITION FROM ANALOG CAMERAS TO ACTUALLY CAMERAS, IP CAMERAS.

AND SO WE UNDERSTAND AND I KNOW YOU ALL UNDERSTAND THAT OFTENTIMES YOU CAN HAVE A CAMERA, BUT IF THE PICTURE IS NOT CLEAR OR IF IT'S GRANULAR, THEN IT'S KIND OF DIFFICULT TO FOLLOW UP. AND SO WE THINK THAT IT'S DEFINITELY NECESSARY FOR US TO UPGRADE OUR CAMERAS.

AND SO BOARD TONIGHT, ACTUALLY, THERE'S AN ACTION ITEM REQUESTING RATIFICATION FOR THE ACTUALLY REPLACEMENT OF ABOUT 600 CAMERAS AND ACTUALLY UPDATING OF ABOUT 600 CAMERAS.

WE HAVE A SIGNIFICANT NUMBER OF CAMERAS.

WE HAVE MANY MORE CAMERAS THAN THAT, BUT WE HAVE ABOUT 600 OR SO THAT WE NEED TO UPGRADE.

AND AGAIN, THIS WOULD HELP US NOT ONLY WITH THE QUALITY OF THE CAMERA, BUT ALSO THE ABILITY TO HAVE ACCESS TO VIEW THE CAMERA OFF SITE, ON YOUR CELL PHONE OR ON A COMPUTER AT HOME AND OTHER PLACES.

AND SO WE JUST THINK THIS IS A IT'S A REASONABLE AND REASONABLE UPGRADE THAT'S DEFINITELY NEEDED TO CONTINUE TO MAKE SURE WE HAVE EYES THROUGHOUT OUR BUILDING AND OUR FACILITIES AS WELL.

ANY ANY QUESTIONS CONCERNING CAMERAS.

THAT IS, STAFF WOULD HAVE THAT ACCESS TO VIEW THOSE CAMERA IMAGES RIGHT? THERE. OH, NO, I'M JUST SAYING.

NOT THE GENERAL PUBLIC, BUT JUST STAFF.

THANK YOU FOR CLARIFYING.

AND SO ACTUALLY, IT'S NOT EVEN ALL STAFF.

ACTUALLY, THERE'S VERY SELECT STAFF MEMBERS WHO HAVE PERMISSION AND PERMISSION ELECTRONICALLY TO BE ABLE TO DO THAT.

SO IT'S NOT AVAILABLE TO ALL STAFF.

IT'S IT WOULDN'T BE AVAILABLE EVEN TO ALL ADMINISTRATORS ON CAMPUS AND EVEN ALL ADMINISTRATORS IN THE DISTRICT.

IT'S REALLY A VERY SELECT FEW THAT WOULD NEED TO HAVE ACCESS TO CAMERAS IN ORDER FOR US TO BE ABLE TO OPERATE.

ANY OTHER QUESTIONS BOARD.

ALL RIGHT. ALL RIGHT, SO THE NEXT ITEM, AGAIN, DEALS WITH AFTER THE AUDIT.

AND AGAIN, WE KNOW WE'LL HAVE OTHER THINGS THAT ARE COME UP WITH THE AUDIT.

THOSE ARE TWO THINGS THAT THEY'VE ALREADY INFORMED US AFTER LOOKING AT 12 CAMPUSES THAT WE DEFINITELY NEED TO GET A HEAD START ON.

WE'LL BE WORKING ON THAT.

ABOUT THE CAMERAS. WHEN DO WE ANTICIPATE?

[00:30:02]

ACTUALLY, THAT'S FINE.

WE PROBABLY DON'T NEED TO ADDRESS THAT.

ONE WILL GO.

THAT WAS NOT A GOOD QUESTION.

ALL RIGHT. SO LET'S GO ON.

ALL RIGHT. SO THE THIRD, THE NUMBER THREE, CONVENING THE DISTRICT SAFETY AND SECURITY COMMITTEE.

AGAIN, WE HAVE CONVENED OUR SAFETY COMMITTEE.

AND AS WE HAVE CONVENED THE COMMITTEE AND AS WE'VE BEEN GOING THROUGH THESE SAFETY UPGRADES AND ENHANCEMENTS, ONE OF THE ONE OF THE THINGS THAT'S ACTUALLY HELPED US IS WE HAVE ACTUALLY STUDIED AND REVIEWED THE REPORT FROM THE FROM THE UVALDE TRAGEDY.

AND JUST WE WANT TO MAKE SURE THAT AS WE REVIEW THE REPORT OF WHAT OCCURRED, THAT WE ARE AWARE OF WHAT WE WOULD DO HERE IN CROWLEY ISD AND WHERE THERE WOULD BE OPPORTUNITIES FOR IMPROVEMENT IN CROWLEY ISD PROTOCOLS.

AND SO WHAT WE HAVE DONE IS WE'VE IDENTIFIED WE'VE REVIEWED OUR EOP AND OUR EMERGENCY OPERATION PROCEDURE AND OUR DISTRICT'S ACTIVE THREAT PLAN.

AND WHAT WE WILL BE DOING IS CONTINUE TO REVIEW THAT.

WE ALSO WILL BE ENGAGING MORE ADMINISTRATORS IN THIS PLAN.

BUT I'LL SHARE WITH YOU JUST AT A HIGH LEVEL OF THE PROCESS AND HOW THIS HAPPENS.

I WON'T GO INTO DETAIL, BUT JUST TO SHARE WITH YOU, WHEN AN INCIDENT OCCURS ON THE CAMPUS, REGARDLESS OF WHAT KIND OF INCIDENT, WHETHER IT'S MANMADE EMERGENCY OR CRISIS OR NATURE, CREATED A CRISIS, THE RESPONSE IS VERY SIMILAR.

AND SO WHAT HAPPENS IS AN INCIDENT OCCURS ON CAMPUS.

AND ONCE THE INCIDENT OCCURS ON CAMPUS, THE PRINCIPAL IS THE IS WHAT'S CALLED THE INCIDENT COMMANDER ON CAMPUS TO DEAL WITH THE STANDARD RESPONSE OF THE ADULTS ON THE CAMPUS.

THAT'S THE TEACHERS THE EMPLOYEES ON CAMPUS.

IF IT'S INVOLVING A WEAPON OR IF THERE'S SOMETHING LEGAL WHERE WHERE LAW ENFORCEMENT IS NEEDED, THEN ONCE THE THE FIRST LAW ENFORCEMENT OFFICER THAT ARRIVES ON THAT CAMPUS IS ACTUALLY IN INCIDENT COMMAND OF THE LAW ENFORCEMENT RESPONSE.

AND SO YOU HAVE TWO PEOPLE.

YOU START OFF, THE PRINCIPAL IS RESPONSIBLE FOR MAKING SURE KIDS ARE SAFE AND THAT THE ADULTS ARE RESPONDING APPROPRIATELY.

THE LAW ENFORCEMENT IS MAKING IS RESPONSIBLE FOR MAKING SURE THAT THE COORDINATION BETWEEN THE LEGAL OR THE LAW ENFORCEMENT THAT SHOWS UP, THAT THAT'S DONE.

AND ALSO, IF IT'S AN ACTIVE THREAT, THE LAW ENFORCEMENT PERSON IS THE INCIDENT COMMANDER, THE FIRST PERSON THAT GETS THERE, AND THAT PERSON IS IN COMMAND.

AND IT'S CLEAR THAT THAT PERSON IS IN COMMAND.

THAT PERSON ESTABLISHES COMMAND.

AND THEN THEIR RESPONSIBILITY IS REALLY TO DO THREE THINGS.

THE FIRST THING IS TO LOCATE THE THREAT, TO IDENTIFY ACCESS TO THE THREAT.

AND HOW DO YOU GET TO IDENTIFY MULTIPLE WAYS OF ACCESS, COORDINATE A RESPONSE, AND THEN TO ELIMINATE THE THREAT.

SO THE LAW ENFORCEMENT'S RESPONSIBILITY IS TO ELIMINATE THE THREAT, NOT TO PROTECT THE STUDENTS AND THE ADULTS. THEIR RESPONSIBILITY IS TO ELIMINATE THE THREAT.

THE PRINCIPAL'S RESPONSIBILITY IS TO MAKE SURE AND THE ADULTS ON THE CAMPUS IS TO MAKE SURE THAT THEY HAVE SECURED STUDENTS AND WE HAVE REMOVED STUDENTS FROM THE EVENT, IF POSSIBLE, OR SECURED STUDENTS.

AND SO WE WILL BE WALKING THROUGH THIS PROCESS.

BUT AGAIN, IT'S YOU KNOW, I'M EXPLAINING IT NOW, BUT IT HAPPENS IN A MATTER OF SECONDS, LIKE 3 SECONDS.

AND SO THAT'S WHY IT'S SO IMPORTANT FOR US TO TALK ABOUT.

AND WE WANT TO ENSURE THE PARENTS THAT WE ARE CONSTANTLY REVIEWING WHO'S RESPONSIBLE FOR WHAT.

AND IT IS SO IMPORTANT FOR US TO QUICKLY ESTABLISH WHO'S THE INCIDENT COMMANDER FOR LAW ENFORCEMENT, WHO'S THE INCIDENT COMMANDER FOR RESPONSE? THE STANDARD RESPONSE.

NOW WE HAVE AND WE'LL GO THROUGH THIS IN A SECOND, BUT WE HAVE WHAT'S CALLED A STANDARD RESPONSE PROTOCOL FOR ALL OF US.

AND MANY OF US WHEN WE WERE IN SCHOOL, WE ALL ARE FAMILIAR WITH DRILLS.

WE HAD THE FIRE DRILLS, WE HAD BOMB DRILLS, WE HAD THE OTHER DRILLS.

SO THE MOVE HAS BEEN AWAY FROM JUST NAMING THE DRILL TO ACTUALLY TALKING ABOUT ENSURING THE RESPONSE.

AND SO WE HAVE STANDARD RESPONSE PROTOCOLS.

THE INCIDENT COMMANDER, WHICH WOULD BE THE PRINCIPAL WHO'S RESPONSIBLE FOR THE STANDARD RESPONSE PROTOCOL, WOULD THEN BE IF ONCE WE UNDERSTAND WHAT'S HAPPENED, THE PRINCIPAL WILL MAKE AN ANNOUNCEMENT THAT OF OF WHATEVER IS OCCURRING.

AND WHEN WE HAVE THE STANDARD WE HAVE THE STANDARD RESPONSE PROTOCOL, AND WE CAN PULL THAT UP FOR A SECOND.

SO THE PRINCIPAL WOULD MAKE AN ANNOUNCEMENT.

IF YOU SEE THIS, WE HAVE ACTUALLY ABOUT FIVE DIFFERENT POSSIBLE RESPONSES TO A CRISIS.

AND SO THE PRINCIPAL WOULD DETERMINE WHICH ONE WITH COORDINATION WITH THE LAW ENFORCEMENT, WHAT NEEDS TO HAPPEN.

AND SO THE LAW ENFORCEMENT MAY SAY WE NEED TO LOCK DOWN, WE NEED TO HAVE LIGHTS OUT AND EVERYONE OUT OF SIGHT.

SO THEN THE CRITICAL PART IS AND BASED ON THE REPORT, THIS IS ONE OF THE AREAS OF.

. A CRITICAL PART IS COMMUNICATION.

AND SO THE PRINCIPAL IS RESPONSIBLE FOR MAKING SURE THAT THE COMMUNICATION IS SHARED WITH THE WITH THE ADULTS IN THE BUILDING WHO ARE RESPONSIBLE FOR SECURING THE STUDENTS. AND SO YOU HAVE WHAT IS IMPORTANT IS THAT WE HAVE WHAT'S CALLED REDUNDANCY.

SO THE FIRST THING IS THE PRINCIPAL NEEDS TO HAVE THE SYSTEMS NEED TO BE EQUIPPED TO BE ABLE TO GET THE MESSAGE TO EVERYONE.

[00:35:06]

AND SO WE USE OUR PA SYSTEM REALLY TO COMMUNICATE TO EVERYONE.

HOWEVER, IF WE WERE TO THINK ABOUT IT, THERE ARE PROBABLY SOME SITUATIONS WHERE THE PA SYSTEM DOES NOT REACH TO OR THERE'S WE DON'T HAVE PA [INAUDIBLE] WE DON'T HAVE COVER.

AND WHAT'S IMPORTANT IS THAT WHEN WE START SCHOOL WE WILL HAVE EVALUATED EVERY PA SYSTEM IN OUR DISTRICT.

WE'VE ALREADY EVALUATED EVERY PORTABLE BECAUSE WHAT WE KNOW IS THERE ARE SOME PORTABLES IN THE PAST THAT HADN'T HAD CONNECTIVITY.

WE'VE EVALUATED EVERY PORTABLE BUILDING IN THE DISTRICT ALREADY, AND I SAY WE, MEANING OUR OPERATIONS TEAM, AND WE KNOW THAT EVERY PA SYSTEM IN OUR PORTABLES, THEY ALL ARE WORKING AT THIS TIME.

COC, THEY HAVE A DIFFERENT WAY OF COMMUNICATING WITH THEIR PORTABLES.

AND SO AT CLC, THERE'S A COMMUNICATION, BUT IT'S THROUGH THEIR PHONE SYSTEM.

BUT AGAIN, SO THE PRINCIPAL GETS THE NOTIFICATION OF AN EVENT.

SOMETHING HAPPENS, WHATEVER IT IS, WHETHER IT'S MAN MADE OR WHETHER IT'S WEATHER RELATED.

THE PRINCIPAL SENDS OUT THE THE MESSAGE.

AND THE GOOD THING ABOUT THIS STANDARD RESPONSE PROTOCOL SYSTEM IS THAT WE ALSO HAVE PR MESSAGES FOR PRINCIPAL.

SO PRINCIPALS DIDN'T HAVE TO FIGURE OUT WHAT TO SAY.

THERE IS A SHEET THAT HAS A LIST OF EXACTLY WHAT THEY SHOULD SAY.

SO THEY WOULD SAY LOCK DOWN LOCKS, LOCK DOWN LOCKS, LIGHTS, LIGHTS OUT, OUT OF SIGHT.

THERE'S A [INAUDIBLE] AND SO THEY WOULD SAY THAT.

ALSO WE'RE GOING TO ALSO TALK ABOUT A RAPTOR TECHNOLOGY THAT WE'RE GOING TO ACTUALLY ENHANCE.

AND ON OUR RAPTOR TECHNOLOGY, THE IT'S AN APP AND IT'LL BE ON THE PHONE.

AND SO THE PRINCIPAL WOULD BE ABLE TO SEND OUT A MESSAGE AS A REDUNDANCY OR SOMEONE IN THE OFFICE COULD SEND OUT A MESSAGE AS A REDUNDANCY TO THAT MESSAGE.

SO LET'S ASSUME THAT THE PRINCIPAL LET'S ASSUME THAT A LANGHAM AT NORTH CROWLEY GOT ON THE LOUDSPEAKER AND HE AND HE ISSUED A RESPONSE PROTOCOL.

LET'S SAY MAYBE HE ISSUED A LOCKDOWN LOCKED OUT LIKE ALL THAT.

SO THEN AT THE EITHER AT THE SAME TIME OR SOMEONE IN THAT BUILDING THAT HAD THE RESPONSIBILITY OF THE ELECTRONIC NOTIFICATION WOULD HIT THE APP AND IT WOULD IMMEDIATELY GO TO ALL STAFF MEMBERS THAT ARE IN THAT GROUP.

IT'S KIND OF LIKE A GROUP MEETING, FOR LACK OF A BETTER WORD, BUT SO WE WOULD SET IT UP TO WHERE ALL THE STAFF ON THAT CAMPUS, THERE WILL BE DISTRICT LEVEL STAFF AS WELL THAT WOULD RECEIVE AND MEDICAL STAFF AND ALSO OUR LAW ENFORCEMENT WOULD RECEIVE THE NOTIFICATION THAT NORTH CROWLEY IS ON A LOCKDOWN.

SO WE HAVE TWO WAYS.

ONE, THE PRINCIPAL'S MAKING THE ANNOUNCEMENT AND THEN WE'RE SENDING IT ELECTRONICALLY.

THE REASON WHY THAT'S CRITICAL AND THAT WE CAN'T RELY ON ONE OR THE OTHER IS THAT IF WE RELY ONLY ON ELECTRONIC AND THE TEACHERS NOT NOT LOOKING AT THE PHONE, THEN YOU DON'T SEE IT. OR IF THE TEACHERS AREN'T, MAYBE MAYBE THEY'RE IN THE GYM OR MAYBE THEY'RE ON THE ON THE COURT OR OUTSIDE, THEY DON'T SEE IT.

AND SO WHAT WE DO IS WE HAVE BOTH THE ANNOUNCEMENT AND THE THE ELECTRONIC NOTIFICATION THROUGH RAPTOR, AND WE'RE GOING TO BE TALKING ABOUT THAT AS AN ACTION ITEM LATER.

BUT THAT WOULD GIVE US THE ABILITY TO MAKE SURE THAT COMMUNICATION IS GIVEN TO THE TO THE ADULTS IN CHARGE.

THE ADULTS RESPOND APPROPRIATELY TO ENSURE THE SAFETY OF THE STUDENTS WHILE THEY'RE DOING THAT.

THE LAW ENFORCEMENT OFFICER ON STAFF IS IN COMMAND.

WHAT'S HAPPENING AT CENTRAL OFFICE IS AS SOON AS WE KNOW THAT AN EVENT IS OCCURRING ON CAMPUS AS YOUR OFFICE, WE CREATE WHAT'S CALLED AN EMERGENCY OPERATIONS CENTER.

AND SO IN THIS EMERGENCY OPERATIONS CENTER, THEN I'M PRESIDENT.

MR. KIRSHNER AS PRESIDENT.

MS.. FISHER FROM FINANCE COMES.

MR. REEVES FROM OPERATION COMES REPORTS.

AND THEN WE HAVE OTHER DEPARTMENTS REPORTING AND WE'RE ALL AROUND THE TABLE THERE.

AND SO WHAT WE KNOW IS THAT WHEN A CRISIS OCCURS, THEY'RE ACTUALLY THREE CRISES THAT WE'RE ACTUALLY MANAGING.

WE ARE MANAGING THE EVENT THAT HAPPENED, AND WE'RE TRYING TO MAKE SURE THAT KIDS ARE SAFE.

WE'RE ALSO THE LAW ENFORCEMENT IS MANAGING THE THREAT AND ATTEMPTING TO ELIMINATE THE THREAT.

AND THEN WE ARE ACTUALLY MANAGING THE COMMUNICATION OF THAT THREAT AND MAKING DECISIONS ABOUT REUNIFICATION AND RELOCATION AND ALL THAT, IF THAT'S NEEDED. ALL THIS IS GOING SIMULTANEOUSLY, AND IT'S IMPORTANT FOR US TO BE DOING THAT BECAUSE WE KNOW THAT SOMETIMES THE COMMUNICATION OF THE CRISIS IS MUCH GREATER.

IT CREATES MORE CONFUSION AND CONFLICT THAN THE CRISIS.

AND SO WHAT I WANT TO ASSURE SURE, THE PARENTS AND THE PUBLIC IS THAT AS SOON AS SOMETHING HAPPENS, WE ARE AWAY FROM THE CRISIS HERE AT CENTRAL OFFICE WITH A TEAM CRAFTING THE MESSAGE AND ASKING THE QUESTION, WHO NEEDS TO KNOW WHAT'S HAPPENING? HOW HOW DO WE NEED TO GET THAT INFORMATION TO THEM AND HOW QUICKLY DO WE NEED TO GET THAT TO THEM? IT'S IMPORTANT FOR US TO BE DOING THAT HERE BECAUSE WE DON'T WANT THE PRINCIPAL ON THE CAMPUS HAVING TO BE DOING THAT.

ALL WE WANT THE PRINCIPAL ON THE CAMPUS THINKING ABOUT IS WHAT DO WE NEED TO DO IN ORDER TO KEEP OUR KIDS SAFE? IN ADDITION, WE SEND EITHER THE PRINCIPAL SUPERVISOR, MR. SWANN FOR SURE, BUT IT COULD BE ALSO THE PRINCIPAL SUPERVISOR OR DR.

[00:40:02]

WRIGHT. WE SEND AN ADMINISTRATOR TO THE CAMPUS TO BE SUPPORT FOR THE PRINCIPAL.

THE PRINCIPAL WILL NEVER BE WE WILL NEVER RELIEVE THE PRINCIPAL OF COMMAND UNLESS WE FEEL LIKE IT'S NECESSARY.

AND THERE ARE SITUATIONS WHY WE NEED THAT NEED TO HAPPEN.

SO ONCE THE PRINCIPAL WANTS THAT BACKUP CENTRAL OFFICE PERSON GETS THERE, WE ALSO HAVE THEM THERE SO THAT WE CAN HAVE DIRECT CONNECTION AND COMMUNICATION WITHOUT HAVING TO CALL THE PRINCIPAL. SO WE'RE CALLING THAT PERSON.

THAT PERSON IS WALKING ALONGSIDE THE PRINCIPAL AND JUST KIND OF UNDERSTANDING WHAT'S GOING ON, GIVING THEM ADVICE ABOUT WHAT WE NEED TO DO.

AND THAT PERSON IS ALSO IN DIRECT COMMUNICATION WITH SOMEONE IN THE EMERGENCY COMMAND CENTER.

IN THE COMMAND CENTER, WE'RE ASKING A QUESTION, OKAY, DO WE HAVE THE THREAT CONTAINED? IF THE ANSWER IS YES, THAT THEN WE'RE THINKING ABOUT, OKAY, WHAT COMMUNICATION MESSAGE DO WE NEED TO BE SENDING OUT? IF THE ANSWER IS NO, THEN THE NEXT QUESTION IS DO WE NEED TO REMOVE STUDENTS? AND IF THAT ANSWER IS YES, THEN WE ARE COORDINATING WITH TRANSPORTATION AND SAY WE NEED TO GET BUSSES ON THE BACK SIDE OF THE CAMPUS OR WHEREVER WE WANT BUSSES TO GO.

WE'RE COORDINATING, SO BUSSES ARE THERE.

AND WHILE WE COORDINATE BUSSES, WE HAVE ALSO SENT OTHER ADMINISTRATORS FROM CENTRAL OFFICE TO A REUNIFICATION SITE.

AND SO WE HAVE ALREADY THE CHIEF HAS ALREADY REACHED OUT TO MEET WITH DIFFERENT PEOPLE IN THE COMMUNITY WHERE THERE ARE LARGE FACILITIES, WHETHER IT'S LIFE CHURCH, WHETHER IT'S THE MOVIE THEATER OUT BY SUMMER CREEK, OR WHETHER IT'S OTHER FACILITIES.

SO THAT WE KNOW IF WE HAVE TO WE HAVE TO REUNIFY PEOPLE.

WE'RE ALREADY MAKING THAT DECISION.

SO ALL WE DO NOW IS WE MAKE A DECISION.

WE NEED TO EVACUATE STUDENTS FROM A PARTICULAR CAMPUS.

WE KNOW WHERE THEY'RE GOING.

WE HAVE A FOOD SERVICE ALREADY NOTIFIED.

AND IN THE ROOM, FOOD SERVICE MAY HAVE BAGS OF LUNCHES OR WHATEVER AT THAT PLACE.

WE GET THEM THERE, WE HAVE MEDICAL SUPPORT AND ALL THAT.

AND SO IT'S A COORDINATED EFFORT THAT YOU DON'T SEE.

BUT WHAT WE WHAT I WANT TO ASSURE YOU ALL OF IS THAT THERE IS A SYSTEM TO WHERE WHEN SOMETHING HAPPENED.

WE HAVE TEAMS OF PEOPLE THAT ARE WORKING IN ALL OF THESE AREAS.

BUT WHAT'S IMPORTANT, WHAT'S CRITICALLY IMPORTANT IS THAT COMMAND IS ESTABLISHED ON SITE AND THERE'S VERY CLEAR INDICATION OF WHO'S DOING WHAT.

AND SO THAT'S ONE THING THAT THAT AND THIS IS SOMETHING THAT WE'VE HAD IN PLACE.

BUT QUITE FRANKLY, WHAT WHAT THE TRAGEDY, THE RECENT TRAGEDIES HAVE TAUGHT US AND HAS REALLY IT'S TAUGHT US THAT WE NEED TO BE VERY EXPLICIT ABOUT IT.

WE THINK IT'S IMPORTANT THAT THAT EVEN PARENTS KNOW WHAT THESE CODES ARE.

SO YOU KNOW THAT WHEN YOUR STUDENT IS WHEN WE'RE ON A HOLD, WE WANT PARENTS TO KNOW WHAT THAT MEANS SO THAT WE CAN REALLY MAKE SURE WE ARE COMMUNICATING APPROPRIATELY.

SO LET ME STOP THERE, MADAM PRESIDENT, AND SEE IF YOU ALL YOU HAVE ANY QUESTIONS OR ANY QUESTIONS YOU THINK OUR CONSTITUENTS MAY HAVE.

BOARD ARE THERE ANY QUESTIONS OR COMMENTS AT THIS TIME? I HAVE A QUESTION. SO IN CASE THE PRINCIPAL IS NOT THERE, IS OUR BACKUP PLAN FOR WHO ELSE IS IN COMMAND OR ON SITE? THAT IS A GREAT QUESTION, BECAUSE OFTENTIMES PRINCIPALS ARE IN MEETINGS OR AT THE CENTRAL OFFICE, MAYBE THEY HERE WITH US OR THEY'RE OUT, YOU KNOW, AND AND SO IT IS SO IMPORTANT FOR US, FOR EVERY POSITION TO HAVE IT CLEARLY DELINEATED WHO'S FIRST IN CHARGE, WHO'S SECOND, AND THEN WHO'S THIRD.

WE HAVE TO HAVE A BACKUP TO THE BACKUP.

NOW, WHAT WE KNOW IS THAT WE'RE GOING TO BE SENDING SOMEONE FOR CENTRAL OFFICE.

SO IF THE PRINCIPAL IS NOT THERE, WE NEED TO KNOW WHO'S SECOND FOR SURE.

BUT AS SOON AS THAT, IF WE GET THERE AND THE PERSON THAT'S SECOND ON THAT LIST IS IN CHARGE, THEN IMMEDIATELY THE ADMINISTRATOR WILL TAKE CHARGE OF THAT CAMPUS.

NOW, WHAT YOU WOULD NEVER DO IS WE WOULD NEVER TOTALLY REMOVE THAT PERSON BECAUSE THAT PERSON WILL HAVE KNOWLEDGE OF THE LAYOUT OF THE BUILDING AND JUST KIND OF INTIMATE KNOWLEDGE THAT WE NEED THEM WALKING RIGHT RIGHT ALONGSIDE THEM.

BUT WE WOULDN'T HAVE A SECOND IN CHARGE OR THIRD IN CHARGE RUNNING AT THAT STANDARD RESPONSE BY THEMSELVES WITHOUT SUPPORT.

BUT TO ANSWER YOUR QUESTION, WE WILL HAVE EACH CAMPUS HAS WHAT'S CALLED A CRISIS RESPONSE TEAM.

WE JUST WILL BE VERY EXPLICIT AS IT RELATES TO AN ACTIVE SHOOTER, WHO'S THE INCIDENT COMMANDER, WHO'S A SECOND PERSON, WHO'S A THIRD PERSON.

AND SO WE'LL JUST MAKE SURE THAT WE HAVE HAVE THAT IN PLACE.

AND I JUST HAVE A QUICK QUESTION SINCE YOU JUST MENTIONED CRISIS RESPONSE TEAM, IS THAT IS THE TEAM LIMITED TO JUST SCHOOL DISTRICT PERSONNEL OR ARE THERE COMMUNITY VOLUNTEERS? YOU KNOW, THOSE WHO ARE COMMITTED TO SAFETY AS WELL, THAT WE'RE ENGAGING OR IS IT STRICTLY THE DISTRICT? YOU KNOW, CURRENTLY I BELIEVE WE HAVE ON OUR TEAMS ARE REALLY EMPLOYEES OF THE DISTRICT THAT ARE ACTUALLY ON SITE ON THAT CAMPUS.

BUT, YOU KNOW, THE IDEA OF HAVING LAW ENFORCEMENT PERSONNEL AS ADVISORS TO THAT TEAM, THAT'S SOMETHING THAT I DEFINITELY THAT WE WILL DEFINITELY CONSIDER.

I THINK THAT WOULD BE A GOOD IDEA BECAUSE IT GIVES US SOMEONE WITH WITH A PROFESSIONAL EXPERIENCE TO HELP US THERE IN ADDITION TO OUR LAW ENFORCEMENT.

SO THAT IS A GOOD IDEA.

[00:45:02]

IF THERE ARE RETIRED LAW ENFORCEMENT PERSONNEL IN OUR COMMUNITY, WE DEFINITELY WELCOME THEM BEING ENGAGED WITH US AND WITH OUR SAFETY AND SECURITY TEAM AND ACTUALLY BEING AN ACTIVE MEMBER. SO THAT'S A GOOD POINT.

THANK YOU. AND I'LL JUST ADD BECAUSE I KNOW A LOT OF CHURCHES, A LOT OF OTHER ORGANIZATIONS ARE DOING THE SAME THING THAT SCHOOLS ARE DOING. THEY'RE HAVING COORDINATED EFFORTS WITH CRISIS RESPONSE TEAMS FOR DIFFERENT SITUATIONS AND JUST EVEN AWARENESS AND KNOWLEDGE TO WORK TOGETHER.

SO THANK YOU FOR CONSIDERING THAT.

BOARD. ARE THERE ANY OTHER QUESTIONS OR COMMENTS? I HAVE A QUESTION, MADAM PRESIDENT.

SO MY QUESTION IS REGARDING THE REUNIFICATION SITES, ARE THOSE PREDETERMINED TO WHERE AND ARE THEY SPECIFIC TO A PARTICULAR CAMPUS? SO DEPENDING UPON WHERE A CAMPUS IS LOCATED, THIS IS YOUR ALTERNATIVE SITE OR IS THAT SITUATIONAL? THAT'S DEFINITELY A GREAT QUESTION.

AND SO WHAT WE HAVE ARE WE HAVE MOU AGREEMENTS FOR THE FACILITIES TO BE USED AS A REUNIFICATION LOCATION.

HOWEVER, IT'S NOT SPECIFIC TO A CAMPUS BECAUSE WE JUST SIMPLY DON'T KNOW WHETHER WE'RE EVACUATING THE ENTIRE CAMPUS.

WE EVACUATED HALF OF THE CAMPUS OR, YOU KNOW, JUST IT COULD BE DIFFERENT DEPENDING ON ON WHAT'S GOING ON.

AND SO WE DO HAVE AGREEMENTS AND BUT WE DON'T NECESSARILY HAVE AN A AN EXTERNAL RELATIONSHIP WITH A GROUP THAT SAYS IF YOU ARE AT THIS CAMPUS, YOU GO TO THIS PLACE.

WE DO WE DO HAVE THE ABILITY, THOUGH, TO RELOCATE AND REUNIFY AT OTHER CAMPUSES IN THE DISTRICT.

AND NOW THAT WE'LL HAVE THE MULTI-PURPOSE FACILITY WITH THE ATHLETIC STADIUM, THAT ACTUALLY PROVIDES US AN ADDITIONAL PLACE.

MADAM PRESIDENT, I HAVE ONE LAST QUESTION.

WHAT ARE WE TELLING OUR PARENTS? LIKE IF THERE'S GOING TO BE A CHANGE IN WHERE THE STUDENTS ARE, WHAT KIND OF COMMUNICATION ARE WE PUTTING OUT THERE? WHERE WOULD THEY GET THE INFORMATION FROM TO WHERE TO GO AND PICK UP THEIR CHILDREN? THAT'S DEFINITELY A GREAT QUESTION.

MR. KIRCHER, IF YOU CAN COME UP, I JUST WANT TO MAKE SURE ONE THING THAT WE ENCOURAGE ALL OF OUR PARENTS TO DO IS TO MAKE SURE THEY DOWNLOAD THE APP, BECAUSE THROUGH OUR CROWLEY APP, THEN WE HAVE MASS COMMUNICATION CAPABILITIES.

AND SO. KIRCHNER, DURING DURING A CRISIS WE'RE DISCUSSING, WE NEED TO REUNIFY.

WHERE CAN PARENTS EXPECT TO GET THAT INFORMATION FROM? ABSOLUTELY. SO DR.

MCFARLAND, MEMBERS OF THE BOARD.

MADAM PRESIDENT, WE USE A SYSTEM CALLED BLACKBOARD PARENT LINK THAT ALLOWS US AT THE DISTRICT LEVEL, BUT ALSO EVERY CAMPUS LEVEL ADMINISTRATOR TO COMMUNICATE WITH PARENTS USING ONE PLACE.

THIS SENDS A CALL OUT.

A TEXT MESSAGE, A PUSH NOTIFICATION IF THEY HAD THAT APP THAT DR.

MCFARLAND MENTIONED AND AN EMAIL.

AND SO THE USER WHO'S SENDING THE MESSAGE ONLY HAS TO TYPE IT IN THERE ONCE AND IT GOES TO ALL THOSE FOUR DIFFERENT PLACES.

WE'D ALSO BE USING SOCIAL MEDIA, CAMPUS WEBSITES, LOCAL NEWS MEDIA, DEPENDING ON WHAT THE CRISIS WAS AND WHAT INFORMATION NEEDED TO BE OUT.

BUT WHAT'S AMAZING ABOUT BLACKBOARD, APPARENTLY FOR THAT EXTERNAL COMMUNICATION, IS THAT IT'S ALL IN ONE PLACE AND THAT WE HAVE ACCESS AT THE DISTRICT LEVEL TO TARGET A SPECIFIC CAMPUS, AND EACH CAMPUS PRINCIPAL HAS ACCESS JUST TO TARGET THEIR PARENTS AND THEIR STAFF.

SO. MR. EXCUSE ME, MR. KIRCHNER, THE CROWLEY ISD APP, SIR.

THE BLACKBOARD IS THE PARENT.

WHAT DO PARENTS HAVE TO DO IN ORDER TO RECEIVE THAT NOTIFICATION? I GUESS IS THE QUESTION. YES SIR.

SO IF THEY WANT TO GET A NOTIFICATION THROUGH THE APP, THEY JUST HAVE TO DOWNLOAD THE CROWLEY ISD APP.

AND WE EVEN PUT IT ON OUR SCHOOL SUPPLY LIST AS LIKE, HEY, ONE OF THE THINGS TO GET EACH YEAR BACK TO SCHOOL IS DOWNLOAD THE CROWLEY ISD APP IF YOU DON'T HAVE IT.

AND SO WE'RE ALSO HAVE POSTERS AND THINGS FOR CAMPUSES WHERE YOU JUST GO TO THE ITUNES STORE OR THE ANDROID STORE TO DOWNLOAD THAT APP.

AND THAT WOULD ALLOW YOU TO GET TO THAT PUSH NOTIFICATION THAT, YOU KNOW, THOSE ARE DIFFERENT THAN TEXT MESSAGES.

THEY POP UP ON YOUR SCREEN.

IF IT'S LOCKED, THEY LOOK A LITTLE DIFFERENT THAN THE TEXT MESSAGE.

BUT WHEN WE'RE SENDING THOSE MESSAGES, WE'RE SENDING BOTH THE PUSH AND THE TEXT.

SO WHEN YOU SAY BLACKBOARD, DOES BLACKBOARD GO THROUGH THE APP? THROUGH THE CROWLEY ISD APP? YES, SIR. SO THERE'S NOTHING FOR PARENTS AND PARENTS THAT HAVE TO DOWNLOAD BLACKBOARD OR ANYTHING LIKE THAT.

IF THEY DOWNLOAD THE CROWLEY ISD APP, THEY GET THE INFORMATION.

AND THE OTHER GREAT THING IS THAT BLACKBOARD TALKS TO SKYWARD EVERY NIGHT.

SO STUDENTS WHO ENROLL TODAY, THEIR INFORMATION WILL BE THERE THAT NIGHT.

AND SO THEY GET INFORMATION TOMORROW.

AND SO WHAT WE ALWAYS WANT TO REMIND PARENTS OF AN ASK FOR CAMPUS LEADERS TO HELP WITH IS MAKING SURE CONTACT INFORMATION IS UP TO DATE IN SKYWARD MAILING ADDRESSES, PHONE NUMBERS, TEXT MESSAGES, THINGS LIKE THAT, BECAUSE THAT IS HOW WE'LL BE COMMUNICATING BOTH DURING A CRISIS, BUT ALSO JUST IMPORTANT SCHOOL ANNOUNCEMENTS.

A FOLLOW UP QUESTION.

YOU SAID GO TO THE APP STORE.

DO THEY HAVE TO PURCHASE IT? GOOD QUESTION. THE APP IS FREE.

NO CHARGE. ALL RIGHT.

THANK YOU, MR. KIRCHNER.

ARE THERE ANY OTHER QUESTIONS OR COMMENTS? DR. MCFARLAND.

ALL RIGHT, SO THAT IS ACTUALLY NUMBER THREE.

[00:50:02]

SO WE HAVE FOUR MORE TO GO.

ALL RIGHT. SO THE FOURTH ITEM WAS THAT THE GOVERNOR WANTED TO ENSURE THAT ALL CAMPUS STAFF, INCLUDING SUBSTITUTES, ARE TRAINED IN THE SPECIFIC PROCEDURES. THE SRP THAT WE SHOWED YOU EARLIER, THE STANDARD RESPONSE PROTOCOL, THAT THAT IS ACTUALLY THE PROCEDURES THAT THEY WANT, THE PROTOCOLS THAT WE SHOULD BE TRAINING FOLKS.

AND WE ARE ACTUALLY WE WILL BE DOING THAT.

WE'LL CONSTANTLY DO THAT. WE WILL BE USING VIDEOS AND THERE ARE DIFFERENT DIFFERENT OTHER AVENUES TO MAKE SURE THAT EVERYONE UNDERSTANDS THIS.

BUT AND THIS IS SOMETHING THAT, YOU KNOW, WE'VE BEEN DOING DRILLS BEFORE, BUT NOW IT'S JUST THEY'RE GOING TO THERE'S GOING TO BE CLOSE MONITORING OF THE COMPLETION OF THOSE DRILLS. SO IT'S IMPORTANT THAT WE ARE COMPLETING ALL THOSE DRILLS IN A TIMELY MANNER.

AND, YOU KNOW, AND THAT'S CRITICAL.

ONE THING AS AS WE'VE READ THROUGH THE REPORT IN UVALDE, ONE THING THAT WE CAN SAY IS THAT THEY WERE THEY WERE ABOVE AND BEYOND WHAT THEY NEEDED TO DO WITH THE DRILLS.

THEY WERE THEY HAD ALL THE PLANS IN PLACE.

THE PROTOCOLS WERE WERE ALL EXCELLENT.

THE DRILLS WERE DONE.

TRAINING WAS IN PLACE AGAIN.

BUT IT'S JUST THE ACTUAL CARRYING IT OUT IS WHERE THE BREAKDOWN CAME.

BUT AGAIN, THEY'RE MAKING SURE THAT WE CONDUCT ALL OF OUR DRILLS AND WE WILL WE'LL BE ON TOP OF THAT.

AGAIN FOUR AND FIVE ARE PRETTY ARE DEFINITELY PRETTY SIMILAR.

A MANDATORY DRILLS WE'LL BE MONITORING THAT IS YELLOW BECAUSE THAT'S AN ONGOING DEAL.

AND SO WE'LL BE WE'LL DEFINITELY BE MONITORING THAT.

THE WRAP THE SOFTWARE WE'LL BE TALKING ABOUT AGAIN FOR ACTION ITEMS LATER.

IN ADDITION TO BEING ABLE TO HAVE MASS COMMUNICATION AND MASS NOTIFICATION, IT ALSO PROVIDES SUPPORT AS IT RELATES TO BEHAVIOR THREAT ASSESSMENT.

MANY OF YOU ALL CAN REMEMBER IN EARLIER, DURING LAST SCHOOL YEAR IN MICHIGAN, WHERE THEY HAD THE STUDENT THAT THEY BROUGHT INTO THE OFFICE, THEY DID AN INTERVIEW PROCESS, RETURNED THE STUDENT BACK TO THE CLASS.

AND THEN, OF COURSE, A TRAGEDY OCCURRED.

AND SO IT'S WHAT THEY FELT LIKE IN THIS RESPECT IS IF A THOROUGH BEHAVIORAL ASSESSMENT HAD BEEN DONE, IT COULD HAVE POSSIBLY BEEN PREVENTED.

SO WITHIN RAPTOR, ITS GUIDANCE AND HOW TO DO THIS BEHAVIOR ASSESSMENT BASICALLY WALKS THEM THROUGH THAT.

AND SO IT REALLY JUST ANOTHER TOOL THAT WE FEEL LIKE WILL HELP US.

BUT AGAIN, IN PURCHASING RAPTOR AND IMPLEMENTING RAPTOR USING THE BEHAVIORAL ASSESSMENT COMPONENT WILL ACTUALLY HELP US TO MEET THIS REQUIREMENT AS WELL.

AND THEN NUMBER SEVEN IS REALLY JUST DISCUSSING ACCESS CONTROL PROCEDURES.

AGAIN, THE AUDIT TOLD US THIS, BUT ALSO THIS IS REQUIRED AS WELL.

AND SO WE MENTIONED WHAT WE'RE DOING WITH THE SECURE VESTIBULES, ENHANCING THOSE SECURE VESTIBULES.

BUT WE ALSO HAVE SOME OTHER THINGS THAT WE ARE LOOKING AT AS IT RELATES TO ACCESS CONTROL.

ONE THING IS WE TALKED ABOUT THE ACCESS TO THE BUILDING, BUT WE ALSO HAVE TO HAVE CONVERSATIONS ABOUT ACCESS TO THE CAMPUS.

AND SO THE NEXT ITEMS WILL BE ENHANCEMENTS THAT WE'RE DOING AS IT RELATES TO THE CAMPUS.

SO WHEN YOU LOOK AT WHEN YOU THINK ABOUT THE CONSTRUCTION OF NORTH CROWLEY, FOR EXAMPLE, WE HAVE MULTIPLE ENTRANCES TO THE PARKING LOTS.

CROWLEY IS IS A LITTLE DIFFERENT, BUT WE DO STILL HAVE ENTRANCES THAT WE NEED TO MONITOR IN THE PARKING LOT.

AND SO WHAT YOU HAVE NOTICED, IF YOU'VE DRIVEN BY NORTH CROWLEY LATELY, YOU'VE NOTICED THAT WE HAVE A WELCOME CENTER THAT IS ALREADY KIND OF IN PLACE.

IT'S A TEMPORARY STRUCTURE AT THIS POINT.

WE'RE IN THE PROCESS OF MAKING THIS STRUCTURE INTEGRATED WITHIN OUR ARCHITECTURAL DESIGNER OF OUR SCHOOL SO THAT IT LOOKS LIKE A PART OF THE PHYSICAL PLANT.

BUT THE MOST IMPORTANT THING THAT IT WILL DO IS IT WILL GIVE US THE OPPORTUNITY TO HAVE TO HAVE SOMEONE HOUSED AT THAT SPOT SO THAT WE ARE MONITORING FOLKS WHO ARE COMING ON THE CAMPUS AND FOLKS WHO ARE LEAVING THE CAMPUS DURING THE SCHOOL DAY AGAIN BEFORE SCHOOL, THAT IT WILL BE, YOU KNOW, TRANSPORTATION WILL BE ALLOWED TO MOVE THROUGH.

BUT ONCE SCHOOL STARTS, THEN THAT WILL BE MANNED DURING THROUGHOUT THE DAY AND PEOPLE WILL HAVE TO PRODUCE THE ID LICENSE.

AND WE HAVE TO KNOW KIND OF THAT THEY HAVE BUSINESS ON THE SCHOOL DISTRICT AND WE KNOW EXCUSE ME, ON THE BUSINESS ON THE CAMPUS AND ACTUALLY KNOW EXACTLY WHAT IT IS THEY ARE GOING FOR. IF YOU CAN THINK ABOUT NORTH CROWLEY, WE KNOW THAT A PERSON COULD ACTUALLY DRIVE BEHIND THE BUILDING AT THIS POINT AND WE NOT KNOW THAT THEY'RE BACK THERE.

AND SO WE WANT TO MAKE SURE THAT WE HAVE CLOSED THE LOOP AS IT RELATES TO THAT.

AND THEN AGAIN, ONLY ANOTHER ON THE OTHER PARKING, THE STUDENT PARKING, WE'RE LOOKING AT WHERE WE ARE LOCATING OUR STUDENT PARKING JUST TO REALLY MONITOR THE FLOW AND ACCESS TO THAT CAMPUS. WE ALSO THINGS TO THE BOARD IN OUR CONVERSATIONS WE TALKED ABOUT THE REALITY IS WE DON'T WANT TO BE REACTIVE.

I MEAN, QUITE FRANKLY, WITH THE WITH US ESTABLISHING THE WELCOME CENTER AT NORTH CROWLEY, WE DID IT AT THE END OF THE SCHOOL YEAR LAST YEAR.

IT WAS REALLY A REACTION TO TRY TO MANAGE THE TRAFFIC GOING BACK AND FORTH.

AND SO WE FELT LIKE ALTHOUGH CROWLEY HIGH HAS A DIFFERENT STRUCTURE AS FAR AS ENTRANCES IN OUR PARKING LOT, WE DO FEEL LIKE WE NEED TO BE PROACTIVE.

AND SO WE'LL BE LOOKING AT WHAT IT WILL TAKE IN ORDER FOR US TO ALSO PUT A SAME KIND OF STRUCTURE AT CROWLEY HIGH AS WELL.

JUST BECAUSE WE WANT TO JUST SET THE TONE THAT WE'RE GOING TO GO ABOVE AND BEYOND AND MAKE SURE THAT OUR KIDS ARE SAFE AND THAT WE WANT PEOPLE WHO HAVE BUSINESS ON OUR CAMPUS,

[00:55:07]

ON OUR CAMPUS. BUT FOR THOSE THAT DON'T HAVE THE BUSINESS ON OUR CAMPUS, WE WANT TO MAKE SURE WE'RE ABLE TO DETER THEM FROM BEING THERE.

AGAIN, THE OTHER ITEM, CROSSING GUARDS AS AN ENHANCEMENT.

AGAIN, THIS WAS NOT SOMETHING THAT WAS A PART OF THE REPORT.

BUT WHAT WE HEARD IS FROM OUR COMMUNITY AND PRIMARILY FROM MY ELEMENTARY SCHOOLS THAT ARE IN THE CITY OF CROWLEY, THERE HAS BEEN IN IN THE PAST AN AGREEMENT AND A RELATIONSHIP WITH THE CITY OF CROWLEY CITY OF CROWLEY PD, WHERE THE CITY HAS ACTUALLY TOOK CARE OF THE FUNDING OF CROSSING GUARDS. ONCE WE ESTABLISH OUR POLICE DEPARTMENT, FORT WORTH CONTINUES TO PROVIDE CROSSING GUARDS FOR ALL OF THEIR SCHOOLS.

SO IF YOU HAVE A SCHOOL IN FORT WORTH CITY LIMITS, YOU HAVE A CROSSING GUARD.

BUT ONE THING WE IDENTIFIED IS THAT BEST RACE, FOR EXAMPLE, WAS A PLACE WHERE WE DIDN'T HAVE A CROSSING GUARD.

AND SO WE KNOW THAT CHIEF HAS BEEN WORKING WITH THE CROSSING GUARDS OF AMERICA.

AND SO WE NOW WILL HAVE NOT ONLY CROSSING GUARDS AT THE CAMPUSES IN CROWLEY, BUT WE ALSO, BASED ON HIS CONVERSATION AND NEGOTIATION WITH WITH THE CROSSING GUARDS OF AMERICA, WILL HAVE CROSSING GUARDS BY CMS AND ALSO CROSSING GUARDS BY ALI OR SUMMER CREEK SO WE KNOW THAT, YOU KNOW, WITH THE TRAFFIC THERE, THAT'S KIND OF BEEN A CHALLENGE FOR US.

AND SO WE WANT TO MAKE SURE AND AS MORE HOMES ARE BEING BUILT AROUND SUMMER CREEK AND MORE RESIDENTS, WE KNOW THAT WE NEED TO HAVE MORE KIDS WALKING TO SCHOOL.

AND SO WE HAVE THESE HAVE A NEED FOR MORE.

SO WE'LL HAVE PEOPLE THERE.

I MENTIONED, ALLIE, BECAUSE WHAT WE KNOW IS THAT IF YOU KNOW ABOUT THE GROWTH OF OUR COMMUNITY AROUND ALLIE MIDDLE SCHOOL, WE HAVE A SIGNIFICANT NUMBER OF HOMES THAT HAVE BEEN OPEN AND HAVE AND INHABITED.

AND WE KNOW THE TRAFFIC ON 1187 THAT CROSS THAT INTERSECTION THERE HAS JUST BEEN HAS BEEN A CHALLENGE AND WE REALLY ANTICIPATE IT WILL REMAIN A CHALLENGE.

AND SO WE'RE TRYING TO WORK THROUGH AND FIGURE OUT EXACTLY WHAT WE'LL DO WITH TRAFFIC THERE.

BUT WE ARE AWARE OF IT AND WE'LL BE MONITORING IT AND POSSIBLY ADDING SUPPORT THERE IF NEEDED.

DEER CREEK IS ANOTHER PLACE WHERE WE KNOW TRAFFIC HAS BEEN A CHALLENGE WITH THE NUMBER OF FOLKS IN IN CROWLEY AND MOVING OUT OF OR LEAVING CRAWLEY TO GO TO WORK. WE KNOW THERE'S A LOT OF CONGESTION RIGHT THERE AT THAT INTERSECTION OF 1187 AND CROWLEY ROAD.

AND SO WE'RE REALLY TRYING TO MANAGE THAT.

WE'LL BE LOOKING AT OUR TRAFFIC FLOW ON THE CAMPUSES.

BUT PARENTS, WE'RE GOING TO NEED YOU TO BE PATIENT WITH US BECAUSE THIS IS SOMETHING THAT WE WILL HAVE TO ADDRESS AND TRY AND MAKE SURE WE'LL BE WORKING WITH THE CITY OF CROWLEY PD TO TRY TO FIGURE OUT A BETTER TRAFFIC FLOW.

BUT IT'LL TAKE US SOME TIME TO WORK THROUGH THAT DURING THE FIRST SCHOOL.

WE WANT YOU TO KNOW THAT WE ARE AWARE AND WE WILL BE WATCHING AND MAY HAVE TO MOVE, MAKING A MOVE WHEN WE NEED TO.

SO JUST TO TALK TO YOU.

WELL, LET ME STOP AND SEE BOARD.

DO YOU HAVE ANY QUESTIONS ABOUT THOSE ITEMS BEFORE WE MOVE TO THE LAST PART? I HAD ONE QUESTION JUST REGARDING THE KIND OF COUPLE OF SLOTS BACK.

YOU DON'T NEED TO GO BACK TO THEM.

REGARDING BEHAVIORAL THREAT ASSESSMENTS, COULD YOU CLARIFY WHICH PERSONNEL PERFORM THOSE BEHAVIORAL THREAT ASSESSMENTS JUST FOR CLARIFICATION? SO THERE'S ON THE CAMPUSES, THERE'S A BEHAVIOR THREAT ASSESSMENT TEAM.

NORMALLY, THE PEOPLE WHO WILL HAVE THE WILL BE THE ONES PROVIDED WOULD BE COUNSELOR AND ADMINISTRATORS, YOU KNOW, WITH ASSISTANT PRINCIPAL OR PRINCIPAL.

AND ALSO THERE'S A DISTRICT LEVEL THREAT ASSESSMENT TEAM.

SO IF WE GET A THREAT IN AND WE'RE TALKING TO SECOND ABOUT OUR ANONYMOUS REPORTING APP, BUT IF WE GET A GET A THREAT, THEN DISTRICT PERSONNEL ALSO WILL BE TRAINED TO BE ABLE TO GO IN AND EVALUATE THE THREAT AS WELL.

BUT IT'LL BE ADMINISTRATORS THAT WILL BE CONDUCTED AND COUNSELORS.

ANY OTHER QUESTIONS? OK. DR. MCFARLAND.

SO JUST A COUPLE. I THINK I MENTIONED RAPTOR ALREADY, BUT JUST AS AN ADDITIONAL RAPTOR IS, WE CURRENTLY USE RAPTOR TO IDENTIFY OUR VISITORS ON OUR CAMPUS TO CHECK TO MAKE SURE THAT PEOPLE WHO ARE VISITING OUR CAMPUSES WILL NOT POSE A THREAT TO OUR CAMPUS AND ALSO TO DOCUMENT WHO'S ON OUR CAMPUS.

WELL, WITH THIS RAPTOR SYSTEM, WE CAN ALSO UPLOAD OUR EMERGENCY MANAGEMENT INFORMATION, OUR STUDENT RESPONSE PROTOCOL.

SO NOW EVERY TEACHER, EVERY ADMINISTRATOR, WHEREVER THEY ARE, WILL BE ABLE TO HAVE OUR STUDENT RESPONSE PROTOCOL, OUR STANDARD RESPONSE PROTOCOL, REALLY ON THEIR ON THEIR IPAD OR ON THEIR IPHONE.

AND SO YOU'LL HAVE IT WITH YOU AS YOU'RE MOVING AROUND.

AND THAT GIVES US SOME ACCESSIBILITY THAT WE THINK WILL BE BENEFICIAL FOR US.

SO THIS IS ONE OF THE PROACTIVE STEPS THAT WE'RE TAKING, HELPS US WITH INCIDENT COMMUNICATION AND INCIDENT MANAGEMENT.

AND THAT'S THAT'S DEFINITELY IMPORTANT FOR US.

THE OTHER ONE IS THIS ONE THAT WE WANT TO JUST BRING TO EVERYONE'S ATTENTION.

THIS IS NOT A NEW ITEM, BUT IT'S SOMETHING THAT WE KNOW WE NEED TO HIGHLIGHT.

YOU'RE REALLY ABOUT 95% OF THE SITUATIONS WHERE WE ARE ABLE TO MITIGATE ANY KIND OF POTENTIAL THREATS.

IT'S 95% OF THE CASES.

IT'S A STUDENT, A PARENT OR SOMEONE REPORTING IT TO US.

AND SO WHAT WE WANT TO DO IS MAKE SURE THAT PARENTS KNOW HOW TO DO THAT, AND IT IS DONE IN A VERY SEAMLESS WAY.

[01:00:04]

THIS IS ANOTHER ITEM THAT PARENTS WE WOULD ENCOURAGE YOU TO DOWNLOAD THE APP.

IF YOU DOWNLOAD THE CROWLEY ISD APP, THEN YOU'LL HAVE ACCESS TO BE ABLE TO STOP IT.

AND THAT'S ACTUALLY THE SOFTWARE WE USE.

BUT ON THE CROWLEY ISD APP, IT'S CALLED TIP LINE AND WE IDENTIFY STOPIT AND ALL THAT.

BUT ALL YOU HAVE TO DO IS GO DOWNLOAD THE CROWLEY ISD APP.

YOU CLICK TIP LINE AND YOU CAN REPORT ANY A POTENTIAL THREAT.

NOW, THIS COULD BE A THREAT TO SAFETY.

IT COULD BE A CONCERN ABOUT SUICIDE.

IT COULD BE A CURRENT CONCERN ABOUT SUBSTANCE ABUSE.

YOU CAN ACTUALLY REPORT ANY KIND OF CONCERN.

AND THAT WILL GO TO OUR POLICE DEPARTMENT AND OUR ADMINISTRATOR ON THAT CAMPUS.

AND THERE WILL BE A CONVERSATION BETWEEN THOSE TWO PARTIES.

THE DETERMINATION WILL BE MADE ON WHO WILL TAKE OVER AND WHO WILL HANDLE THAT.

BUT AGAIN, IT IS SO IMPORTANT THAT WE PROMOTE THIS THE FACT THAT WE HAVE THIS ACCESS AND THAT WE ENCOURAGE PEOPLE TO REPORT, TO REALLY TAKE PERSONAL RESPONSIBILITY. SAFETY IS REALLY EVERYONE'S RESPONSIBILITY.

AND SO THIS IS ONE TOOL THAT WE CAN ALL USE TO MAKE SURE THAT WE'RE ALL WORKING TOGETHER ON NOTIFYING THE APPROPRIATE PEOPLE WHEN THERE'S A PROBLEM.

SO ALL OF THE 20,000 PARENTS THAT ARE WATCHING THIS WEBCAST RIGHT NOW AND THEY'RE WONDERING, HOW COULD I GET MY CHILD TO HAVE TOLD HER TEACHER SOMETHING? THIS WOULD BE A GOOD WAY OF MAYBE DOING THAT.

ABSOLUTELY. THIS IS THIS IS THE WAY TO DO IT.

AND AND THEY WILL NOT BE IDENTIFIED.

BUT WE CAN COMMUNICATE WITH THEM.

BUT I CAN'T WE CAN'T IDENTIFY THEM.

BUT WE CAN COMMUNICATE WITH THEM AND GET CLEAR INFORMATION.

ANY OTHER QUESTIONS? COMMENTS? DR. MCFARLAND, IS THERE ANY YOU HAVE ANY MORE? IS THAT IT? I HAVE A QUESTION.

ALL RIGHT. I DO HAVE A QUESTION.

SO IF THERE IS SOMETHING THAT YOU'RE CONCERNED ABOUT AT A SPECIFIC CAMPUS AND YOU WANT TO MAKE A TIP THAT STOP IT GO.

IF YOU ENTER IN SOME INFORMATION, CAN YOU, IS IT CAMPUS BASED OR IS IT DISTRICT AS A WHOLE? THAT'S A GREAT QUESTION.

AND ACTUALLY, IT IS.

YOU CAN SPECIFY THE CAMPUS THAT YOU HAVE THE ISSUE HERE.

YES. AND THAT'S OUR STUDENTS ARE BEING TAUGHT LIKE FROM COUNSELING AND THEIR CLASSES TO USE THIS RIGHT THROUGHOUT THE YEAR.

THAT IS THE PLAN.

THE PLAN GOING FORWARD IS TO REALLY MAKE THIS A CENTRAL PART OF OUR PROMOTION.

SO AS WE'RE PRESENTING THE KIDS THAT WE HAVE IN MEET THE TEACHER NIGHTS, AS WE ARE ENGAGING WITH PARENTS AND WITH KIDS, WE WANT TO MAKE SURE THAT THIS IS LIKE FRONT AND CENTER, THAT WE'RE LETTING THEM KNOW, HEY, YOU CAN IF YOU DOWNLOAD THE APP, THERE IS A PROBLEM, USE A TIP LINE, REPORT IT, AND WE'LL BE ABLE TO FOLLOW UP.

ALL RIGHT. THANK YOU, DR.

MCFARLAND. ALL RIGHT.

SO THE LAST ITEM REALLY IS JUST TO SHARE WITH YOU ONE THING I WANT TO BE REAL CLEAR IS THAT, YOU KNOW, SAFETY IS NOT SOMETHING THAT WE DO ONE TIME AND IT'S DONE.

IT IS ONGOING.

IT MUST BE ONGOING.

AND SO WHAT WE PLAN TO DO IS ACTUALLY HAVE A SERIES OF LISTENING SESSIONS AT LEAST ONCE A QUARTER, WHERE WE ARE ABLE TO LISTEN TO PARENTS, LISTEN TO STUDENTS, LISTEN TO THE TEACHERS ABOUT SAFETY CONCERNS, AND THEN BE ABLE TO MODIFY OUR PROTOCOLS QUICKLY BASED ON THE INFORMATION WE'RE GETTING.

IT IS SO IMPORTANT THAT WE'RE BOTH ADAPTIVE AND RESPONSIVE IN THIS DAY AND TIME BECAUSE WE KNOW THAT AS WE CHANGE THINGS, THEN THE WAYS AROUND THEM WILL CHANGE AS WELL.

SO WE WANT TO BE RESPONSIVE TO THAT.

SO YOU CAN EXPECT INFORMATIONAL VIDEOS OR ONE OF THE BOARD MEMBERS MENTIONED REALLY INVOLVING KIDS AND HELPING US TO PROMOTE THIS.

AND SO IT'S IMPORTANT FOR US TO FIGURE OUT WAYS OF USING KIDS TO HELP US ARE REALLY LEVERAGING KIDS ABILITY TO COMMUNICATE WITH EACH OTHER AND CONNECT WITH EACH OTHER TO GET THIS MESSAGE OUT. WE THINK IT'S A SAFETY'S EVERYBODY'S RESPONSIBILITY.

IT'S ALL OF OUR RESPONSIBILITY.

AND SO WE FEEL LIKE IT'S OUR IT'S OUR JOB TO MAKE SURE WE MAKE IT EASY TO FOR EVERYBODY TO WORK TOGETHER.

ENGAGEMENT AND AWARENESS IS REALLY CRITICAL.

AND JUST ONE LAST THING.

YOU KNOW, I WAS AT A RECENTLY AT A MENTAL HEALTH CONFERENCE AND THERE WAS A THERE WAS A SPEAKER WHO TALKED ABOUT THE REALITY THAT WHEN YOU LOOK AT THE STATISTICS AND WHAT HE SAID WAS THAT ISOLATION HAS INJURED AND KILLED MORE PEOPLE THAN GUNS, CANCER, CIGARETTES, ANYTHING ELSE. AND SO WHAT WE WANT TO BE CLEAR ABOUT IS THAT IF WE'RE TRYING TO REALLY ADDRESS THE PROBLEM, WE CAN DEAL WITH THESE PROTOCOLS.

BUT WHAT'S CRITICAL IS THAT WE FIGURE OUT WAYS TO MAKE SURE KIDS ARE CONNECTED TO ADULTS, TO CLUBS AND GROUPS AND ORGANIZATIONS IN OUR BUILDING.

AND SO WHAT I WANT THE COMMUNITY TO KNOW IS THAT, YES, WE'RE WORKING ON THESE SAFETY PROTOCOLS, BUT IN OUR DISTRICT, WE WANT TO MAKE SURE THAT OUR KIDS ARE CONNECTED TO CARING ADULTS, TO CARING GROUPS.

THAT IS CRITICAL TO US HELPING TO ENSURE THAT STUDENTS ARE SAFE.

AND WE BELIEVE THAT WE CAN DO THAT IF WE ALL WORK TOGETHER.

[01:05:01]

MADAM PRESIDENT, THESE ARE THE STEPS THAT WE EITHER HAVE TAKEN IN THE PAST OR PLAN TO TAKE IN THE FUTURE TO MAKE SURE OUR KIDS ARE SAFE.

AGAIN, IT'S AN ONGOING, ONGOING AN OPPORTUNITY ONGOING PROJECT.

AND WE DEFINITELY WELCOME ALL PEOPLE TO BE ENGAGED.

MIKE DROP.

SO GREAT, GREAT INFORMATION.

A LOT OF WORK, OBVIOUSLY, THAT'S BEEN DONE THIS SUMMER TO PREPARE FOR TODAY.

SO ALL OF THOSE INVOLVED.

CHIEF, THANK YOU.

ADMINISTRATIVE STAFF, THANK YOU SO MUCH FOR BRINGING THIS TO THE DISTRICT, BRINGING THIS TO TONIGHT AND OUR COMMUNITY, OUR STAFF.

I ALWAYS SAY IT'S A LOT OF WORK, BUT IT'S NECESSARY WORK FOR THE PURPOSE OF KEEPING OUR STUDENTS, OUR STAFF, OUR DISTRICTS SAFE.

I DON'T THINK ANYBODY WOULD ARGUE WITH THAT.

I THINK MORE INFORMATION IS BETTER THAN LITTLE BITS AND PIECES.

SO I APPRECIATE THE INFORMATION.

I'M SURE EVERYONE DOES THOSE THAT ARE LISTENING.

IF YOU HAVEN'T DOWNLOADED THE APP, DOWNLOAD THE APP.

THAT'S FOR EVERYONE IN THIS ROOM AND EVERYONE ONLINE.

ONE THING YOU SAID, DR.

MCFARLAND SAFETY IS ONGOING, BUT YOU ALSO SAID SAFETY IS EVERYONE'S PRIORITY.

SO THAT JUST MEANS WHEREVER YOU ARE, WHATEVER YOUR ROLE IS IN THE DISTRICT, BE IT A PARENT, COMMUNITY ORGANIZER, LIAISON, PRINCIPAL, STUDENT, PARENT, WHATEVER YOUR ROLE IS, IT'S OUR BUSINESS TO MAKE SURE THIS IS A PRIORITY.

WE DO HAVE SOME FUTURE ACTION ITEMS.

[9.0 Future Action Item(s) ]

I BELIEVE SO.

AGENDA ITEM 9.1 MENTAL HEALTH INITIATIVE.

DR. MCFARLAND.

SO MADAM PRESIDENT AND BOARD MEMBERS, WE HAVE ALL FOUR OF THESE ITEMS ARE FUTURE ACTION ITEMS, AND I THINK I'M SLATED TO JUST GIVE YOU A HIGH LEVEL.

SO I JUST WANT TO TAKE THEM ALL AT ONCE.

SO I JUST WANTED YOU TO KNOW THAT MR. HAMLET. EXCUSE ME, DR.

HAMLET AND THE OTHERS OF THE TEAM, WE'RE IN THE PROCESS RIGHT NOW OF WORKING ON A COMPREHENSIVE MENTAL HEALTH INITIATIVE.

AND THAT COMPREHENSIVE INITIATIVE WILL START WITH US REALLY JUST BEING ON BUILDING AN AWARENESS OF WHAT MENTAL HEALTH IS.

WE USE THE TERM, BUT IT'S IMPORTANT FOR US TO REALLY GET REALLY CLEAR ABOUT WHAT WE MEAN WHEN WE SAY MENTAL HEALTH.

WE WANT TO, AT THE NEXT BOARD MEETING REALLY BE VERY, VERY DETAILED AND INTENTIONAL ABOUT THAT.

MENTAL HEALTH IS IS DEFINITELY SOMETHING THAT WE KNOW WE NEED TO ADDRESS.

WE ALL NEED TO ADDRESS AND HAVE A STRATEGY FOR IT.

AND WE PLAN TO DO THAT AND HAVE A COMPREHENSIVE INITIATIVE.

WE'LL BRING THAT BACK IN AT THE NEXT BOARD MEETING AND GIVE YOU MORE DETAILS ON THAT ONE.

THE OTHER ITEM IS A SCHOOL BOARD OPERATING GUIDELINE.

SO BOARD I DEFINITELY APPRECIATE THE TIME AND ENERGY THAT WE TOOK WITH A TEAM OF EIGHT TRAINING.

WE KNOW THAT OUR BOARD OPERATING PROCEDURES ARE CRITICAL TO THE OPERATION OF OUR BOARD, AND SO WE HAVE ACTUALLY UPDATED COPIES OF THE REVISIONS THAT YOU SUGGESTED YOU SELECT YOU SUGGESTED AT OUR MEETING.

I THINK MS.. MONTALVO HAS THOSE UPDATED COPIES AND YOU ALL MAY ALREADY HAVE THEM.

PLEASE BE SURE TO LOOK AT THOSE COPIES TO MAKE SURE WE CAPTURE THE APPROPRIATE MODIFICATIONS, AND WE HOPE TO BE ABLE TO MAKE THOSE MODIFICATIONS AND ACTUALLY BE ABLE TO ADOPT THE BOARD OPERATING PROCEDURES AT THE NEXT BOARD MEETING.

AGAIN, PLEASE LOOK FOR AN EMAIL FROM MS. MONTALVO, BUT IF THERE IS SOMETHING THAT WE DIDN'T CAPTURE, PLEASE DEFINITELY LET US KNOW THAT SO THAT WE CAN CAPTURE THAT.

DR. MCFARLAND, BEFORE YOU GO ON FROM THAT, IF I COULD JUST TAKE A MOMENT FOR A PERSONAL REFLECTION WHEN IT COMES TO THE BOARD OPERATING GUIDELINES.

AND BECAUSE FOR ME, THE GUIDELINES IS MY NORTH STAR AS A BOARD MEMBER.

AND WHEN I LOOK UP THE DEFINITION OF NORTH STAR GUIDING PRINCIPLES, IT SAYS THESE GUIDING PRINCIPLES DEFINE SPECIFIC BEHAVIORS AND ACTIONS MEASURED IN EVERY TRANSACTION.

AND THEY LISTED SEVERAL ADJECTIVES, SOME OF WHICH WERE TRANSPARENCY, CONSISTENT AND COMPASSIONATE.

SO THE BOARD OPERATING GUIDELINES OUTLINE FOR ME HOW I MUST OR SHOULD OPERATE WITH INTEGRITY AND BE ETHICAL IN EVERYTHING I DO AS A BOARD MEMBER.

AND I WANT TO ENCOURAGE EACH ONE OF US TO FIND YOUR NORTH STAR OR WHATEVER YOU WANT TO CALL IT.

BECAUSE WHEN I THINK OF US AS A COLLECTIVE BOARD OR BODY CORPORATE AND ADHERING TO OUR GUIDELINES, WE'RE ONLY AS GOOD AS OUR WEAKEST LINK.

AND ONE MORE THING.

I'M ENCOURAGED THAT WE'RE DOING THIS BECAUSE WE HAVE NEW MEMBERS NOW AND WITH SUGGESTIONS THAT WE HADN'T THOUGHT ABOUT THAT CAN BE ADDED TO OUR OPERATING GUIDELINES TO MAKE IT ONLY BETTER.

THANK YOU. THANK YOU, TRUSTEE DAVIS.

A WONDERFUL OBSERVATION.

ANY OTHER REFLECTIONS FROM BOARD MEMBERS.

OK DR. MCFARLAND.

ALL RIGHT. SO REALLY, TWO OTHER ITEMS. AS A PART OF THE BOARD OPERATING GUIDELINES, WE HAVE GIVEN YOU A LIST OF BOARD COMMITTEES LIKE WE REALLY WANT BOARD MEMBERS TO BE ENGAGED AND REALLY PROVIDE YOUR INPUT. AS AN EXAMPLE, TONIGHT YOU GAVE US SEVERAL REALLY SUGGESTIONS THAT WILL MAKE OUR OUR SAFETY PROTOCOLS BETTER.

SO WE WELCOME THAT. AND SO WHAT I ENCOURAGE YOU TO DO, BOARD IS IN YOUR PACKAGE, YOU CAN IDENTIFY THE DIFFERENT COMMITTEES.

[01:25:03]

WE LIKE YOU TO SELECT THREE COMMITTEES AND THEN WE WILL ACTUALLY TRY TO MAKE SURE THAT WE HAVE NO MORE THAN THREE BOARD MEMBERS ON ANY ONE COMMITTEE.

BUT IF YOU SELECT THREE COMMITTEES, THEN WE KNOW THAT YOU MAY GET ONE OF THE TOP ONE OF YOUR TOP THREE FOR SURE.

AND SO WE WANT TO WANT TO BE A WORKING BOARD OR ENGAGED BOARD.

AND SO IN YOUR PACKET YOU'LL HAVE A LIST OF THE BOARD COMMITTEES.

AND ALSO THE PURPOSE OF THOSE COMMITTEES, THE FREQUENCY OF THE COMMITTEES AS FAR AS HOW OFTEN THEY MEET, THAT CAN BE THEY COULD CHANGE BASED ON THE TOPIC.

BUT WE WANT AND WELCOME YOUR YOUR ADVICE AND ENGAGEMENT AS WE AS WE CARRY OUT THE RESPONSIBILITIES OF THE DISTRICT.

THE LAST ITEM IS REALLY THE DEVELOPMENT OF A STUDENT SCHOOL BOARD TRUSTEE PROGRAM.

AND SO THIS IS ONE THAT WE HAVE HAD SOME CONVERSATIONS ABOUT.

I LIKE FOR MR. MUHAMMAD TO COME FORWARD AND JUST, YOU KNOW, AS IT RELATES TO THE STUDENT SCHOOL BOARD TRUSTEE PROGRAM, WE HAVE WE'VE GIVEN MR. MUHAMMAD, OF COURSE, IS OUR DIRECTOR OF STUDENT ENGAGEMENT.

AND ONE OF THE THINGS IS WE WANT TO MAKE SURE THAT WE HAVE AVENUES TO DEVELOP STUDENTS LEADERSHIP SKILLS, THEIR ABILITY TO GOVERN, THEIR UNDERSTANDING OF HOW THINGS OPERATE AND HOW WE DO BUSINESS.

AND SO I'VE ASKED MR. MUHAMMAD TO START TO DO SOME PRELIMINARY RESEARCH AND JUST KIND OF SHARE WITH US JUST THE GENERAL IDEA OF WHAT YOU FOUND UP TO THIS POINT AND BOARD.

WHAT WE WANT YOU TO KNOW IS THAT THIS IS JUST A STARTING POINT AND WE WILL BE ENCOURAGING YOU ALL IF YOU'RE INTERESTED IN BEING A PART OF THIS COMMITTEE, TO DEFINITELY LET US KNOW THAT AS WELL. I BELIEVE THAT'S ONE OF THE COMMITTEES LISTED.

MR.. MUHAMMAD GOOD EVENING, MADAM PRESIDENT, MEMBERS OF THE BOARD AND DR.

MCFARLAND. SO I HAVE BEEN DOING A LITTLE RESEARCH.

I ACTUALLY HAVE FOUND OUT THAT IN THE STATE OF VIRGINIA, THEY HAVE A STATE LAW THAT REQUIRES SCHOOL BOARDS TO APPOINT A STUDENT REPRESENTATIVE TO THE SCHOOL BOARD. THEY, YOU KNOW, IS ROTATING BASIS ONCE A MONTH FOR NINE MONTHS.

DIFFERENT STUDENTS WHO ACTUALLY SERVE AS NON-VOTING MEMBERS.

AND THEY ARE THEY SERVE IN AN ADVISORY ROLE.

THERE IS NO LAW THAT PROHIBITS THE SCHOOL BOARD FROM NOT ALLOWING THOSE STUDENTS TO, YOU KNOW, PARTICIPATE IN EXECUTIVE SESSION.

THEY CAN PARTICIPATE, BUT THEY ARE NOT REQUIRED BECAUSE OBVIOUSLY YOU HAVE SOME CONFIDENTIAL INFORMATION IN THOSE BOARDS, IN THOSE EXECUTIVE SESSIONS.

SO THAT'S JUST A HIGH LEVEL VIEW.

DOES ANYBODY HAVE ANY QUESTIONS? I HAVE ONE. YES, MA'AM.

SO YOU SAID THE STUDENT WOULD ONLY BE FOR A MONTH AT A TIME? YES. SO ONCE.

SO BASICALLY, THE DISTRICT IS RESPONSIBLE FOR CREATING SOME KIND OF GUIDELINES TO CHOOSE HOW TO TO PICK THAT STUDENT TO BE PART OF THE THE SCHOOL BOARD.

AND YOU KNOW, WHAT MY RECOMMENDATION WOULD BE, AS I TOLD DR.

MCFARLAND, IS, YOU KNOW, WE HAVE APPROXIMATELY NINE BOARD MEETINGS FROM NOW TO THE END OF THE YEAR AFTER IT WOULD BE VOTED ON.

SO I'M THINKING ABOUT, YOU KNOW, THE SECONDARY HIGH SCHOOL, MIDDLE SCHOOL AND CCAR, IF WE CAN GET, YOU KNOW, SOME KIND OF VOTING PROCEDURE TO HAVE ONE STUDENT FROM EACH CAMPUS THAT SERVES ONE MONTH ON THE BOARD AS A NON-VOTING MEMBER.

AND SO ONE OF THE THINGS IS I KNOW HE'S HE'S IDENTIFIED ONE, BUT THERE ARE ABOUT FOUR OR FIVE STATES THAT HAVE DIFFERENT MODELS.

YOU KNOW, ONE OF THE THINGS IS WHAT WE HOPE TO DO IS BRING A COMMITTEE TOGETHER, GIVE YOU ALL THIS INFORMATION.

AND AS A BOARD, WE CAN DECIDE KIND OF THE SPECIFICS OF HOW WE DO THAT, HOW THEY SERVE, WHEN THEY SERVE, HOW OFTEN, HOW THEY'RE LOOKED AT, ALL OF THAT.

YOU KNOW, WE HAVE THE ABILITY TO DO THAT.

BUT WE'D LIKE TO WE LIKE TO OPEN UP THE SCHOOL YEAR WITH THIS AS AN OPPORTUNITY FOR OUR STUDENTS.

AND SO IF YOU'RE INTERESTED, I JUST WANT YOU TO KNOW WE'VE ALREADY DONE SOME PRELIMINARY WORK.

WE'LL CONTINUE TO DO THIS.

BUT I DEFINITELY THINK THAT IN THE NEXT 3 TO 4 MONTHS, WE HOPEFULLY WOULD HAVE BEEN ABLE TO SIT A BOARD MEMBER.

AND I BELIEVE IN THE NEW BOARD MEETING BOARD ROOM IN THE NEW ADMINISTRATION BUILDING.

WE DO HAVE A SEAT FOR OUR STUDENTS, SO WE'RE LOOKING FORWARD TO BEING ABLE TO DO THIS.

AND ONE MORE THING, IF YOU DO WANT TO DO YOUR OWN LITTLE RESEARCH, YOU I SPOKE WITH THE CLERK OF THE SCHOOL BOARDS IN RICHMOND PUBLIC SCHOOLS IN VIRGINIA.

SO THAT'S JUST AN OPTION YOU COULD DO TO LOOK IT UP IF YOU HAVE ANY MORE QUESTIONS.

ANY MORE QUESTIONS? ALL RIGHT.

THANK YOU ALL. APPRECIATE IT.

ALL RIGHT, ANY OTHER BUSINESS, DR.

MACFARLAND? NO, MA'AM.

THANK YOU. THANK YOU FOR THE EXTENDED TIME TONIGHT.

WE APPRECIATE IT. WE YOU, TOO.

ALSO FOR ALLOWING US THE EXTRA TIME.

ANY OTHER COMMENTS OR QUESTIONS FROM THE BOARD BEFORE? YES. DR. MCFARLAND.

I'M SORRY. I DO HAVE ONE THING I WANTED KIRCHER TO LET YOU KNOW ABOUT CONVOCATION.

SO BEFORE WE MEET AGAIN, WE WILL HAVE CONVOCATION.

SO WE WANT YOU TO BE AWARE OF THAT.

MR.. DR.. MACFARLANE.

MADAM PRESIDENT, MEMBERS OF THE BOARD AT YOUR PLACES TONIGHT, YOU SHOULD HAVE SEEN A BAG WITH YOUR FAMILY REUNION T-SHIRTS AND SOME INFORMATION ABOUT A SCHEDULE AND A PARKING PASS. YOU KNOW, IN CROWLEY ISD, WE ACT LIKE A FAMILY WOULD WORK LIKE A TEAM.

SO WE'RE CELEBRATING OUR SECOND ANNUAL FAMILY REUNION FOR CONVOCATION.

NEXT FRIDAY, AUGUST 5TH, I'LL BE AT THE BILL JOHNSON CTE CENTER, 1:30 TO 3:30.

WE'RE GOING TO HAVE A WELCOME CELEBRATION AND INTRODUCTIONS RIGHT AT 1:30.

AND THEN PEOPLE ARE GOING TO GO ACROSS THE CAMPUS TO PLAY GAMES OUR CAMPUSES ARE HOSTING, HAVE SOME GREAT MUSIC.

DJ MCFARLAND MAY MAKE A REAPPEARANCE.

[01:30:04]

NOW I'M EXCITED. ALL RIGHT, I MUST GO GET I GOT TO WORK ON SOMETHING.

SO THE OTHER COOL THING IS BEING TOGETHER WITH OUR FAMILY, BUT WORD THIS YEAR WELCOMING A LOT OF NEW TEAM MEMBERS TO CROWLEY ISD.

AND SO HR IS GOING TO HELP US HAVE A SPECIAL WAY TO RECOGNIZE THEM.

AND SO WE'RE EXCITED TO CELEBRATE THEM AT THAT EVENT.

LOTS OF COLD TREATS, SNOW CONES, ICE CREAM.

SO DRESS FOR THE HEAT.

WE'RE IN A FUN AND WE'LL SEE YOU NEXT FRIDAY.

NO. WONDERFUL.

THANK YOU, MR. KIRCHNER.

WE'RE LOOKING FORWARD TO IT.

ALL RIGHT. WITH NO FURTHER BUSINESS TO BRING BEFORE THE BOARD, WE ARE ADJOURNED AT 9:27 P.M..

THANK YOU ALL AND HAVE A GOOD EVENING.
