[MUSIC] ALL RIGHT. LET'S GIVE ALL OF OUR SCHOOLS AND THE ENTIRE DISTRICT ANOTHER ROUND OF APPLAUSE.
PHENOMENAL, PHENOMENAL, PHENOMENAL.
I'M TELLING YOU, Y'ALL WERE GREAT.
THANK YOU FOR HELPING US RECOGNIZE OUR SCHOOLS.
ALL RIGHT, AT THIS TIME, WE ARE AT AGENDA ITEM 4.1.
[4.0 Superintendent Report ]
THE SUPERINTENDENT'S REPORT.SO, MADAM PRESIDENT, BOARD MEMBERS, I FIRST JUST WANT TO JUST SAY TO ALL TO EACH ONE OF YOU THAT THE REASON OUR SCHOOLS AND OUR STUDENTS WERE ABLE TO PERFORM IN THE WAY THAT THEY WERE ABLE TO PERFORM AND THE PRINCIPALS WERE ABLE TO PERFORM IN THE WAY THAT THEY WERE ABLE TO PERFORM IS BECAUSE YOU ALL SET THE VISION TO BE THE BEST AND YOU ALL PROVIDED THE RESOURCES, YOU MADE THE POLICY DECISIONS, YOU MADE THE HARD DECISIONS.
SO I JUST LIKE THE AUDIENCE TO GIVE THE BOARD TO STAND UP, PLEASE, AND GIVE THE BOARD A HAND.
ALL RIGHT. AND SO ALSO, I ALSO WANT TO RECOGNIZE THE CENTRAL OFFICE TEAM.
YOU'VE ALREADY HEARD JUST EACH CAMPUS.
AND WE REALLY CELEBRATED EACH CAMPUS.
AS YOU ALL KNOW, 100% OF OUR SCHOOLS IN CROWLEY ISD ACTUALLY EXCEEDED STATE STANDARD.
AND SO WE'RE EXCITED ABOUT THAT.
SO WHAT I WANT TO DO IS JUST KIND OF WALK YOU THROUGH THE PERFORMANCE OF THE DISTRICT AT THE DISTRICT LEVEL AND THEN JUST REALLY SHOW YOU SOME OTHER THINGS THAT WE DEFINITELY HAVE TO BE PROUD OF.
YOU KNOW, ONE OF THE THINGS IS AS WE GO THROUGH THESE SLIDES, WHAT I WANT YOU TO REALIZE IS THAT OUR GOAL, OUR OUR OUR INTENT, OUR FOCUS, OUR MOTIVATION IS TO SIMPLY PROVE THAT DIVERSITY AND EXCELLENCE ARE NOT MUTUALLY EXCLUSIVE.
IN OUR DISTRICT, WE HAVE 55 DIFFERENT ETHNICITIES, 55 LANGUAGES, DIFFERENT LANGUAGES SPOKEN AT HOME AND IN OUR SCHOOLS, KIDS ARE THRIVING AT HIGH LEVELS.
AND SO I WANT YOU TO WALK THROUGH THIS WITH ME BOARD.
AND I JUST WANT TO SHARE WITH YOU WHERE WE ARE ALONG THE ROAD TO SUCCESS.
AGAIN, YOU'VE HEARD THIS, YOU'VE SEEN THIS.
I JUST WANT TO REITERATE 100%.
THAT MEANS IF A PARENT MOVED TO OUR DISTRICT, IF A PARENT MOVES TO CROWLEY ISD BOUNDARIES AND THEY HAVE A SCHOOL AGE CHILD AND THEY DECIDE TO CLOSE THEIR EYES AND PICK A NEIGHBORHOOD, IN THAT NEIGHBORHOOD WILL BE A SCHOOL THAT WILL BE CONSIDERED TEA GOOD SCHOOL, GREAT SCHOOL.
AND SO WE'RE EXCITED ABOUT THAT AND WE'RE DEFINITELY PROUD OF THAT.
AND SO WE MOVED OUR DISTRICT FROM HAVING 14 DISTINCTIONS IN 18.
16 DISTINCTIONS IN 2019 AND 2022 IN OUR DISTRICT, WE HAD 30 DISTINCTIONS THAT IS OUTSTANDING.
[APPLAUSE] AGAIN, OVERALL, THE WAY THE ACCOUNTABILITY SYSTEM IS SET UP, THEY TAKE ALL OF OUR PERFORMANCE, ALL OUR STUDENT PERFORMANCE AND ALL OF OUR CAMPUSES.
THEY PUT IT PUT INTO THE FORMULA AND THEY CALCULATE A NUMBER, A LETTER GRADE.
[00:35:03]
AGAIN, AS YOU CAN SEE ON THE CHART, WE'VE GONE IN A SHORT PERIOD OF TIME FROM 70 TO 85.WE ARE A B, WE'RE HAPPY THAT THE LINE THE SLOPE OF THE LINE IS HEADED IN THE RIGHT DIRECTION.
BUT I WANT TO TELL YOU THAT WE ARE JUST GETTING STARTED.
YOU KNOW, ONE OF THE THINGS WE TALKED ABOUT A COUPLE OF YEARS AGO, ACTUALLY DURING THE INTERVIEW TALKING TO THE BOARD CAN GO BACK FOR A SECOND, TALKING TO THE BOARD DURING THE INTERVIEW. ONE OF THE THINGS THAT WE SAID WAS THEY WANT IT TO BE THE BEST.
AND SO WE BEGIN TO IDENTIFY OUR TARRANT COUNTY COHORTS.
ALL RIGHT. SO IF YOU GO TO THIS NEXT SLIDE, THE TOP LINE REPRESENTS THE DISTRICT THAT IS AT THE TOP.
THE YELLOW LINE REPRESENTS CROWLEY ISD.
IN 2018, WE WERE 20 PERCENTAGE POINTS FROM THE NUMBER ONE SPOT OF OUR TARRANT COUNTY COHORTS.
WE WERE SEVEN POINTS AWAY, SEVEN PERCENTAGE POINTS AWAY.
AGAIN, HERE'S ANOTHER CHART THAT KIND OF SHOWS THE SAME THING.
OF COURSE, WE HAVE IDENTIFIED OUR TARRANT COUNTY COHORT DISTRICTS.
THESE ARE DISTRICTS THAT ARE EITHER SIMILAR IN SIZE.
EITHER THEY SHARE A BOUNDARY WITH CROWLEY ISD.
THEY SHARE A DEMOGRAPHIC MAKEUP WITH EXCUSE ME, A DEMOGRAPHIC MAKEUP WITH CROWLEY ISD.
OR THEY SHARE AN ETHNIC MAKEUP WITH CROWLEY ISD.
AND WHAT YOU SEE THERE IS WE STARTED WHAT YOU SEE WHERE WE STARTED IN 2018.
BUT AGAIN, THIS CHART JUST SHOWS YOU THAT WE ARE ON THE RIGHT TRACK.
WE'RE AT 85 TODAY, THREE POINTS AWAY.
WHEN WE SET OUR GOALS, WE SET OUR LONE STAR GOVERNANCE GOALS.
WE DIDN'T SAY THAT WE'D BE TOP IN TARRANT COUNTY BY 2022 OR 2023 OR EVEN 2024.
WHAT WE SAID WAS WE'D BE THE TOP IN TARRANT COUNTY BY 2025, BECAUSE WHAT YOU TOLD ME IS THAT YOU SAID THAT YOU WANTED SYSTEMIC IMPROVEMENT THAT WILL LAST OVER TIME.
WE DIDN'T WANT OVERNIGHT SUCCESS, BUT WE WANT SYSTEMIC IMPROVEMENT.
AND YOU'LL SEE THAT WE'RE ON OUR WAY.
THERE'S ALSO ANOTHER GROUP TO LOOK AT AS WELL.
YOU KNOW, IT'S ONE THING TO IDENTIFY COHORT.
SO A COHORT KIND OF YOU LOOK AT DISTRICTS THAT HAVE SIMILAR DEMOGRAPHICS, SIMILAR ETHNICITY AND ALL THAT, AND YOU SAY, OKAY, LET'S LOOK AT THAT GROUP AND I WANT TO BE THE BEST OF THAT GROUP, BUT I WANT TO BE THE BEST OF ALL, REGARDLESS OF THE GROUP.
AND SO WHEN YOU LOOK AT THIS GROUP, THIS IS AN ECONOMICALLY ADVANTAGED GROUP.
AND YOU'LL SEE THAT WHEN WE LOOK AT THE ECONOMIC ADVANTAGE, THOSE DISTRICTS THAT HAVE THE ABSOLUTE MOST ADVANTAGED AND YOU COMPARE CROWLEY ISD IN 2018 TO WHERE THAT DISTRICT WAS, WHICH IS THE GREEN IN 2018, THERE WAS AN 18 POINT GAP.
TODAY, IF YOU LOOK IN 2022, WHEN WE COMPARE OUR CROWLEY ISD STUDENTS WITH THE CHALLENGES THAT WE HAVE WITH DISTRICTS THAT ARE MAJORITY ECONOMICALLY ADVANTAGED, WE ARE ONE POINT AWAY FROM BEING WHERE THEY ARE.
WE'RE NOT PROSELYTIZING ABOUT IT.
WE'RE JUST SIMPLY SAYING THAT WE KNOW THAT WHEN THE ADULTS.
WHEN THE ADULTS HAVE THE POLITICAL COURAGE AND HAVE THE WILL.
THE KEY IS TO PERFORM NOW SO WE THE FIRST COHORT WAS THE ECONOMIC ADVANTAGED COHORTS THAT WERE WITHIN OUR AREA. BUT WHAT WE SAID, YOU KNOW, TARRANT COUNTY IS A LARGE DISH, A LARGE AREA.
AND WHEN YOU LOOK AT THE LIST, AGAIN, WE WERE 22 POINTS AWAY IN 18.
AND I BELIEVE WITH FOCUS, WITH INVESTMENTS, WITH MAKING TOUGH POLITICAL DECISIONS, WITH HAVING THE COURAGE TO SAY ALL KIDS CAN LEARN, WE CAN TEACH THEM, AND WE'RE GOING TO DO WHAT IT TAKES TO MAKE SURE THEY LEARN WE'RE GOING TO BE WHERE WE NEED TO BE BY 2025.
AND SO THEY LOOK AT A MYRIAD OF FACTORS AND THEY GIVE US A SCORE.
AND SO WHEN YOU LOOK AT THIS CHART, THE GOAL LINE IS CROWLEY ISD.
AND WE TALK ABOUT BEING A TOP INTERN COUNTY OF OUR TARRANT COUNTY COHORTS.
AND RIGHT NOW WE ARE NUMBER TWO AND WE'RE MOVING TO BE NUMBER ONE.
[00:40:02]
AGAIN, THESE ARE ALL THE COHORTS THAT WE'VE TALKED ABOUT, THE GROUPS THAT WE'VE IDENTIFIED, THESE ARE LOCAL THAT SHARE BOUNDARIES, SHARE DEMOGRAPHICS, SHARE ECONOMICS.ALL RIGHT. LET'S GO TO THE NEXT ONE.
AGAIN, WHEN WE COMBINE THE ECONOMICALLY ADVANTAGED COHORT, YOU'LL SEE THAT EVEN WITH THE ECONOMIC ADVANTAGED COHORTS, WE'RE STILL ONLY TWO POINTS AWAY FROM THE MOST AFFLUENT DISTRICT, FROM THE MOST AFFLUENT, THE MOST DISTRICTS WHO HAVE THE MOST ADVANTAGES.
WE'RE STILL PERFORMING BECAUSE IT REALLY DOESN'T MATTER WHAT A KIDS INCOME LEVEL IS, IT REALLY DOESN'T MATTER WHAT THEIR ETHNICITY IS, IT DOESN'T MATTER WHAT THEIR PARENTS EDUCATION LEVEL IS. IT DOESN'T MATTER WHETHER THEY LIVE IN $1,000,000 HOME OR APARTMENT COMPLEX OR NO HOME.
WHAT MATTERS IS WHAT YOU DO BOARD AND WHAT WE DO.
SO WHEN YOU TALK ABOUT A GOOD SCHOOL, A GOOD SCHOOL, A GOOD SCHOOL COULD BE A DISTRICT WHERE YOU HAVE A SCHOOLS, B SCHOOLS, MAYBE SOME C SCHOOLS AND THEN EVEN SOME D SCHOOLS.
THE ONLY SCHOOL THAT DIDN'T MEET THAT WOULD NOT MEET A STANDARD WOULD BE AN F SCHOOL.
AND SO CROWLEY ISD HAS BEEN A GOOD SCHOOL FOR A LONG TIME.
AND WHAT I'M TELLING YOU IS TODAY.
LET'S JUST TAKE AN ELEMENTARY 100%.
AND YOU'RE GOING TO HEAR OUR DEMOGRAPHER SPEAK IN A MINUTE ABOUT THE DIFFERENT NEIGHBORHOODS THAT CLOSE YOUR EYES, PICK A NEIGHBORHOOD YOUR KID IS GOING TO ATTEND, A SCHOOL THAT IS AN A OR B, THAT IS SOMETHING MOST DISTRICTS CANNOT SAY, REGARDLESS OF THE ECONOMIC DISADVANTAGE.
ALL OF OUR ELEMENTARY SCHOOLS, ALL OF THEM ARE A OR B SCHOOLS AND MOVING UP.
AND AGAIN, BOTH OF OUR HIGH SCHOOLS ARE CONSIDERED GREAT SCHOOLS AND WE'RE WORKING.
BUT I TELL YOU, THIS IS NOT PIE IN THE SKY.
WE TALKED ABOUT THE NORTH STAR GOAL AND WE LOOKED AT OUR DATA.
AND SEVERAL YEARS AGO WE SAID, YOU KNOW WHAT, WE BELIEVE THAT WE CAN HAVE 100% OF OUR CAMPUSES, WE CAN HAVE 100% OF OUR CAMPUSES AT AN A OR B SCHOOL BY 2025. AND SO THAT FIRST NUMBER SHOULD BE 8%.
IT'S 85, BUT THEY SHOULD SAY 8%.
AND SO IN 18, IT WAS 8% AND 18 WE HAD A GOOD SCHOOL DISTRICT.
WE CAN SAY WE HAVE A GOOD SCHOOL DISTRICT, BUT ONLY 8% OF OUR SCHOOLS WERE A OR BS.
AND THE QUESTION STILL WAS, IS 100% REALLY POSSIBLE? WELL, IN 2022, WE HAVE 81% OF OUR SCHOOLS ARE A'S OR B'S.
AND THIS IS I THINK WE'RE ON THE WAY AND WE'RE EXCITED ABOUT THAT AS WELL.
AND SO THE WAY THAT IT WORKS, IF YOU ARE A GREAT SCHOOL, LET'S SAY OAKMONT IS A GREAT SCHOOL.
AND SO HOWEVER MANY SEATS ARE IN THE BUILDING AND WHATEVER LETTER GRADE YOU GET, THAT IS HOW MANY SEATS THAT ARE CONSIDERED A OR B, RIGHT? SO WE LOOK AT ALL OF OUR DISTRICTS, ALL OF OUR CAMPUSES, AND WHEN WITH THEIR WHENEVER THEY PERFORM, WE LOOK AT THEIR LETTER GRADE AND THEN WE TAKE THE NUMBER OF SEATS IN THAT SCHOOL. AND THEN THAT TELLS US WHAT PERCENT OF OUR SEATS ARE A OR B SEATS.
LIKE WHY SHOULD A STUDENT BE REGULATED TO A SCHOOL THAT'S NOT PERFORMING? THAT'S OUR CHOICE. THAT'S AN ADULT CHOICE.
AND WE CAN MAKE SURE THAT THEY ALL PERFORMANCE ARE THERE NOT.
THIS CHART SAYS IT DOESN'T MATTER.
WE'RE GOING TO BE THE NUMBER ONE.
BUT RIGHT NOW WE'RE AT 88, 81%, AND WE FEEL WE'RE MOVING IN THE RIGHT DIRECTION.
THE RESULTS THAT YOU HAVE SEEN ARE THEY'RE NOT MAGIC.
THEY'RE NOT MADE BY SOMEONE PREACHING.
THEY'RE MADE BY PEOPLE WORKING EXTREMELY HARD.
PEOPLE THAT ARE THAT ARE GIVING EVERYTHING.
[00:45:06]
AND IN OUR DISTRICT, THERE ARE REALLY FOUR WAYS.THERE ARE FOUR WAYS TO IMPROVE STUDENT LEARNING.
YOU'RE EITHER GOING TO INCREASE INSTRUCTIONAL TIME, SIMPLE AS THAT.
BOARD YOU TOOK, YOU MADE SOME DECISIONS A COUPLE OF YEARS AGO THAT WE WOULD LOOK [INAUDIBLE].
WE'D SAY WE WOULD ADD SOME DAYS.
WE KNOW THE SITUATION THAT WALKER WAS IN HISTORICALLY, WE ADDED DAYS.
WE RECRUITED THE BEST WE COULD FIND.
SAME KIDS. SO WE KNOW IF WE INCREASE OUR INSTRUCTIONAL TIME, KIDS ARE GOING TO PERFORM.
ACTUALLY, YOU ALL WERE THE ONES THAT HAD AN AUDIT DONE SEVEN YEARS AGO.
SO WHEN I GOT HERE, YOU GAVE ME THIS DOCUMENT.
WE TOOK THAT. WE'VE IMPROVED THE CURRICULUM WE INVESTED IN EVEN WE'RE STILL LOOKING AT CURRICULUM.
I MEAN, WE IT'S NOT ROCKET SCIENCE.
WE INVESTED A SIGNIFICANT AMOUNT OF MONEY IN PROFESSIONAL DEVELOPMENT.
AND THEN THE LAST ONE IS, IS IMPORTANT, LIKE RELATIONSHIPS AND RELEVANCY AND MAKING SURE THAT KIDS ARE CONNECTED TO STUDENTS AND TO SCHOOLS AND THAT TEACHERS ARE CONNECTED TO KIDS. AND REALLY BUILDING THIS FAMILY TYPE OF ATMOSPHERE IS WHAT MAKES THE DIFFERENCE WHAT KIDS WANT TO WORK FOR THEIR TEACHERS, WHO THEY FEEL LIKE CARE ABOUT THEM.
PEOPLE WANT TO WORK WHERE THEY FEEL LIKE THEY'RE A FAMILY.
PEOPLE WANT TO BE A PART OF A TEAM, AND THAT'S WHAT WE'VE CREATED.
SO IT'S NOT ROCKET SCIENCE, IT'S HARD WORK, AND WE'RE GOING TO GET TO WHERE WE NEED TO BE, NOT BY HAPPENSTANCE, NOT BY CHANCE, BUT BY STAYING FOCUSED AND CONTINUING TO DO THESE THINGS THAT WE'VE MENTIONED HERE BEFORE.
AND SO I KNOW, THOUGH, I KNOW I'VE GOT A GREAT BOARD AND I CAN TELL YOU THERE ARE WAYS I CAN THERE ARE SEVERAL THAT'S SAYING, OKAY, I SHOWED ALL I SHOWED YOU ALL THE GOOD STUFF, BUT I'M NOT GOING TO SIT HERE AND SAY THAT EVERYTHING IS ROSY.
SO LET'S TALK ABOUT THE THORNS.
LET'S TALK ABOUT THE AREAS THAT WE'RE GOING TO BE FOCUSED ON GOING FORWARD AT ALL LEVELS, WHAT WE KNOW IS THAT WE HAVE TO NOW FOCUS NOT JUST ON THOSE KIDS THAT ARE STRUGGLING TO GET OVER. WE'VE GOT TO FOCUS ON THOSE KIDS THAT ARE PERFORMING, BUT THEY CAN BE DOING MUCH BETTER.
THOSE KIDS THAT PEOPLE THINK ARE OKAY BECAUSE THEY THEY'RE MEETING STANDARD.
THOSE KIDS NEED AS MUCH ATTENTION AS THOSE KIDS THAT ARE STRUGGLING.
AND SO WE'LL HAVE ACCELERATION PLANS ON ALL CAMPUS.
THERE'S LEARNING THAT WE STILL HAVE TO RECOUP.
AND SO WHAT WE'VE SAID IS THAT OUR GOAL ON EVERY CAMPUS IS TO RECOUP 1800 MINUTES.
IF WE CAN RECOUP 1800 MINUTES OVER THE COURSE OF A YEAR, WHICH WILL BE 360 MINUTES A MONTH, WHICH WOULD BE ABOUT AN HOUR, BASICALLY 360 MINUTES A MONTH. SO IT'S ABOUT A TWO OR THREE SATURDAYS A MONTH.
NOW IT'S TIME FOR US TO INVEST IN THE MIDDLE SCHOOL.
IT'S TIME TO WORK DIRECTLY WITH STUDENTS, AND IT'S A BETTER USE OF OUR TIME.
AND WE FEEL LIKE THAT WILL HELP US TO IMPROVE AT OUR SECONDARY LEVEL.
SO THEN THE NEXT QUESTION IS, SO WHAT SUBJECT FOR US WHAT WE IDENTIFY.
YOU HEARD THE MIDDLE SCHOOLS AND YOU HEARD US MENTION ALL OF THE RECOGNITIONS IN READING AND ELA.
WHAT YOU DIDN'T HEAR IS THE RECOGNITION IN MATH BECAUSE THEY DIDN'T HAPPEN.
WE KNOW THAT PARENTS CAN HELP KIDS AT HOME WITH READING AND LITERACY AND ALL THAT.
AND SO WHAT THAT MEANS FOR US IS THAT WE HAVE TO MAKE SURE THAT WE HAVE A FOCUS IN OUR CAMP, IN OUR DISTRICT THIS YEAR ON MATH AND HOW DO WE ACCELERATE MATH? AND SO WE ARE IN THE PROCESS, OF COURSE, FOCUSING ON MATH AT ALL LEVELS.
BUT WE'VE ALSO IMPLEMENTED A NEW CURRICULUM OF CARNEGIE MATH ACROSS THE BOARD.
AND THEN, YOU KNOW, WHAT WE KNOW IS THAT WE WANT KIDS TO BE WE WANT KIDS TO PERFORM ACADEMICALLY.
WE DO A DISSERVICE TO OUR CHILDREN WHEN WE CELEBRATE A AND B
[00:50:05]
ACADEMICS. AND WE KNOW THAT WE HAVEN'T PREPARED THEM SOCIALLY TO BE ABLE TO FUNCTION.AND SO WE KNOW WE'VE GOT TO MAKE SURE THAT WE'RE ENGAGING WITH STUDENTS, WE'RE ENGAGING WITH PARENTS, WE'RE ENGAGING WITH OUR COMMUNITIES TO ACTUALLY DEVELOP STUDENTS SOCIAL SKILLS IN THEIR ABILITY TO INTERACT WITH EACH OTHER OUTSIDE OF THE CLASSROOM.
AND THAT'S AN AREA THAT WE'RE GOING TO BE FOCUSED ON.
FINANCIAL LITERACY, THE BOARD HAS BEEN CLEAR.
I THINK MR. GRASSIA BROUGHT IT UP LAST WEEK.
AND DR. MAYFIELD, I THINK ALL BOARD MEMBERS HAVE MENTIONED THIS NEED FOR US TO MAKE SURE THAT OUR KIDS ARE CONNECTED WITH FROM A FINANCIAL STANDPOINT AND UNDERSTAND FINANCIAL LITERACY. SO WE'LL BE ROLLING OUT INITIATIVES TO ADDRESS THAT.
THAT'S ANOTHER ONE THAT WE KNOW THAT IT'S SO CRITICAL RIGHT NOW.
MORE KIDS ARE EXPERIENCING HARM BECAUSE OF CONNECTION OR LACK OF CONNECTION THAN THEY DO BECAUSE OF GUNS OR BECAUSE OF CANCER OR BECAUSE OF ANYTHING ELSE. IT'S LACK OF CONNECTION.
SO WE'RE WORKING THIS YEAR AND WE'VE HIRED PEOPLE THIS YEAR TO MAKE SURE THAT WE ARE ENGAGING WITH STUDENTS IN AN APPROPRIATE WAY ON CAMPUS, THAT WE HAVE CLUBS AND ORGANIZATIONS FOR KIDS TO BE A PART OF, AND THAT WE UNDERSTAND AND CAN GIVE THEM AN OUTLET TO BE ABLE TO REACH OUT AND MAKE SURE THAT THEY CAN CONNECT WITH MENTAL HEALTH PROFESSIONALS AND OTHERS.
AND SO WHEN WE TALK ABOUT BEING HAVING 100% OF OUR KIDS, OUR CAMPUS IS A OR B, HUNDREDS OF PERCENT OF OUR CAMPUSES, GREAT SCHOOLS, A'S AND B'S, THAT'S A GIVEN, WE KNOW HOW TO DO THAT. THAT QUESTION HAS BEEN ASKED AND ANSWERED.
WE KNOW HOW TO MAKE SURE THAT ALL KIDS LEARN.
BUT WHAT I WANT TO KNOW IS HOW I WANT TO MAKE SURE IS THAT NOT ONLY ARE THEY PERFORMING, BUT WHEN THEY LEAVE US THAT THEY HAVE MORE THAN A HIGH SCHOOL DIPLOMA, THAT THEY HAVE CHOICES AND OPPORTUNITIES.
AND SO BOARD, WE ARE ON THE WAY AND I APPRECIATE YOUR SUPPORT.
IT HAS BEEN AN HONOR AND IS AN HONOR TO SERVE AND I'M LOOKING FORWARD TO WHAT IS TO COME.
IF YOU ALL WOULD PLEASE STAND.
I DEFINITELY WANT ALL THE CENTRAL OFFICE MEMBERS.
THESE ARE OUR SERVICE AND SUPPORT TEAM.
THEY ARE RESPONSIBLE FOR THE RESULTS AND SO WE DEFINITELY ARE PROUD OF OUR CENTRAL OFFICE TEAM.
WELL, THANK YOU SO, SO, SO MUCH, DR.
MCFARLAND. THERE'S SO MUCH I CAN SAY.
AND I UNDERSTAND HOW PASSIONATE THERE'S NO DOUBT HOW PASSIONATE DR.
MCFARLAND IS AND HOW SERIOUS HE IS ABOUT THIS WORK.
BUT MORE THAN JUST WORDS AND SHARING.
OUR SUPERINTENDENT PUTS ACTION TO IT.
BUT THAT WAS REALLY, REALLY POWERFUL INFORMATION.
AND LIKE DR. MCFARLAND SAID, WE HAVE MORE WORK TO DO.
BUT I JUST WANT TO TAKE THIS TIME.
MCFARLAND AGAIN FOR YOUR VISION AND FOR NOT GIVING UP.
BUT I ALWAYS FEEL SKILLED, SCHOOLED, EITHER WITH [INAUDIBLE] OR DR.
MCFARLAND AFTER I HEAR THEM SPEAK AND THE CALCULATIONS TIME AND TIME AGAIN THAT THEY DO.
IT'S BUILDING EXCELLENCE, AND IT HURTS, IT'S UNCOMFORTABLE WHEN YOU GO THROUGH IT.
I THINK IF YOU'RE DOING THE WORK THAT DR.
MCFARLAND IS TALKING ABOUT, IT'S JUST LIKE ANYTHING THAT COMES OUT PERFECT.
IT DOESN'T JUST END UP PERFECT FROM NOTHING.
IT'S CHURNING, IT'S BURNING, IT'S YOU KNOW, ALL OF THESE DIFFERENT SHAPES.
IT TAKES ALL OF THAT TO GET TO THIS PERFECTION.
AND DR. MCFARLAND SEES THAT AT THE END OF THE ROAD.
AND SO I KNOW THAT WE ARE ALL FORTUNATE TO HAVE HIM AND HIS VISION, BUT THE TALENT THAT HE SEES IN EVERYONE IN THIS ROOM AND IN THE DISTRICT.
SO I JUST WANT TO SAY THANK YOU, DR.
MCFARLAND, AND I'LL GIVE THE THE REST OF THE BOARD AN OPPORTUNITY TO SPEAK IF THEY HAVE WORDS.
BUT AGAIN, THANK YOU AND THANK YOU, DISTRICT, FOR ALL OF THE WORK THAT YOU'RE DOING.
[APPLAUSE] ARE THERE ANY OTHER COMMENTS OR QUESTIONS AT THIS TIME?
[00:55:08]
I WOULD LIKE TO SAY SOMETHING, DR.SO HEARING THIS REPORT AND KNOWING HOW WELL OUR STUDENTS PERFORM HAS ME OVER THE MOON WITH EXCITEMENT.
BUT WHAT I WANT TO SAY, SOME OF WHAT DR.
MCFARLAND SAID BEARS REPEATING.
TODAY WE'RE RATED AS A B DISTRICT, AND THAT'S B AS IN BELIEVING IN OUR STUDENTS, BELIEVING THAT THEY CAN LEARN IN THE RIGHT ENVIRONMENT.
MAYFIELD SAID, IS A DIRECT RESULT OF DR.
MCFARLAND'S LEADERSHIP AND THE VERY, VERY, VERY HARD WORK OF THE STAFF.
SO I WANT TO SAY CONGRATULATIONS AND THANK YOU FOR KEEPING THE MAIN THING THE MAIN THING? ALL RIGHT. ANY OTHER COMMENTS OR QUESTIONS? ALL RIGHT. WELL, THANK YOU AGAIN, DR.
MCFARLAND. WE ARE NOW AT AGENDA ITEM 5.1, THE STUDENT ENROLLMENT UPDATE.
[5.0 Study Session ]
DR. MCFARLAND.SO MADAM PRESIDENT AND BOARD MEMBERS, WE'RE DEFINITELY EXCITED TO BRING FORWARD THIS NEXT REPORT.
MS.. BAPTISTE IS HERE, PREPARED TO ADDRESS THE NEXT ITEM.
WOW, WE FOLLOW SUCH GREATNESS.
GOOD EVENING, BOARD PRESIDENT, DR.
WOODSON-MAYFIELD, BOARD OF TRUSTEES AND DR.
THIS ADDRESSES ALL THREE GOALS.
THRIVING STUDENTS. ENGAGED COMMUNITY AND EMPOWERED STAFF.
OK AS OF AUGUST 25, 2022 TO OUR CISD, STUDENT ENROLLMENT IS 16,551 STUDENTS. OUR ELEMENTARY ENROLLMENT IS 7648 STUDENTS, AND OUR SECONDARY ENROLLMENT IS 8903 STUDENTS. AND WE HAVE MORE STUDENTS WAITING TO GET PLACED IN OUR GREAT SCHOOLS.
AND THAT IS BASED ON QUALIFIERS.
AND SO WE HAVE TO COMB THROUGH THOSE QUITE INTENTIONALLY.
AND SO THAT'S WHERE WE ARE WITH ENROLLMENT.
WHEN WE DO OUR SIDE BY SIDE DATA COMPARISON FROM 2021-22, THAT'S WHAT YOU'LL SEE IN THE YELLOW.
AND THEN OUR 22-23 IS IN BLUE.
WE ARE STILL A DESTINATION DISTRICT.
DON'T LET ANYONE TELL YOU ANY DIFFERENT.
SO DURING ENROLLMENT, WE HAVE TO MAKE SOME VERY CRITICAL DECISIONS THAT ARE IN ALIGNMENT WITH THE TEXAS EDUCATION CODES BY TEA THAT AFFECT OUR ELEMENTARY SCHOOLS.
SO CLASS SIZE RATIOS ARE CRITICAL FOR GRADES PRE-K THROUGH FOURTH GRADE.
WE HAVE TO HAVE A STUDENT TO TEACHER RATIO OF 22 STUDENTS IN GRADES PRE-K THROUGH FOUR.
AND THEN IN FIFTH GRADE, WE GET TO DETERMINE THAT.
AND ON A LOCAL LEVEL, WE DETERMINE THAT 28 SEATS TO ONE TEACHER IS GREAT.
SO WHEN WE GET READY TO TALK ABOUT HOW WE'RE GOING TO ACHIEVE THAT, WE GO THROUGH SOMETHING CALLED THE LEVELING PROCESS, AND WE HAVE A COUPLE OF GOALS IN THAT. THE FIRST ONE, AGAIN, IS TO ALIGN WITH THE CLASS SIZE REQUIREMENTS OF THE TEXAS EDUCATION CODES.
THE SECOND ONE IS TO MINIMIZE STUDENT MOVEMENT, BECAUSE JUST LIKE WE ALL SPOKE ON EARLIER, WHEN PARENTS MOVE INTO A COMMUNITY WITH BEAUTIFUL SCHOOLS, BEAUTIFUL HOMES OR BEAUTIFUL APARTMENT COMPLEX AND BEAUTIFUL SCHOOLS, THEY WANT THEIR CHILD TO ATTEND SCHOOL THERE.
THEY DON'T WANT THEM BUSSED ALL ACROSS THE DISTRICT.
SO WE MINIMIZE STUDENT MOVEMENT AS MUCH AS POSSIBLE.
AND IN LEVELING COMMITTEE, IT'S NOT JUST A ONE PERSON DECISION.
SO OUR COMMITTEE MEMBERS AND IF YOU ALL ARE HERE TONIGHT, IF YOU COULD PLEASE STAND, WE HAVE MS. MARIA ANGUIANO AND SHE REPRESENTS OUR BILINGUAL EDUCATION POPULATION.
[01:00:01]
MS.. SHANIQUA BLUNT.SHE REPRESENTS HER EARLY CHILDHOOD POPULATION.
MS. CARA HYATT, SHE'S OUR NUMBERS MASTER.
SHE REPRESENTS OUR PEIMS. ANTHONY KIRCHNER OF COURSE, HE'S OUR COMMUNICATIONS.
MS. KIMBERLY SHERFIELD IS HUMAN RESOURCE.
DOCTOR PAMELA BERRY HUMAN RESOURCE.
MR. SWANN IS STUDENT SERVICES.
ON THE NEXT SLIDE YOU'LL SEE WHAT WE DO.
WE BASICALLY MAKE SURE THAT CAMPUSES SUBMIT HEAD COUNTS TO CENTRAL OFFICE VIA A GOOGLE DOC SPREADSHEET THAT IS FLUID AND IT MOVES ALL DAY LONG FOR ABOUT TWO OR THREE WEEKS, AND THEY HAVE TO GIVE US THOSE NUMBERS BY 2 P.M.
BECAUSE WE'RE COUNTING THE HEADS.
MEANING WE WANT TO KNOW ONE, TWO, THREE, FOUR, FIVE, SIX, SEVEN, EIGHT, NINE.
WE WANT TO KNOW WHO'S AT SCHOOL THAT DAY.
THEN ONCE THE LEVELING COMMITTEE MEETS, WE ANALYZE THE COUNTS TO DETERMINE THE CAPACITY AT EACH GRADE LEVEL, MEANING THAT ONE TEACHER GETS 22 STUDENTS IN GRADES PRE-K THROUGH FOUR.
AND IF WE'RE OVER THAT, WE HAVE TO MAKE DECISIONS ON HOW SHOULD WE PROCEED.
THEN WE BEGIN WHAT'S CALLED THE LEVELING PROCESS.
THE LEVELING PROCESS CAN INCLUDE MOVING TEACHERS, MOVING STUDENTS, CLOSING GRADE LEVELS.
AND WE BASICALLY THIS WEEK WE'RE CLOSING OUT, BUT OUR TARGETED COMPLETION DATE IS AUGUST 31ST.
IT GIVES US TIME TO WORK THROUGH A LOT OF THE KINKS.
SO MR. SWANN HERE HAS OUR BOARD.
THIS IS A REPLICA OF A BIG BOARD THAT'S IN MY OFFICE THAT'S ABOUT THE SIZE OF A SCREEN.
AND IF YOU CAN TURN IT THE OTHER WAY, MR. SWANN. AND SO WHAT YOU'LL SEE ON THE BOARD IS EVERY SINGLE ONE OF OUR ELEMENTARY CAMPUSES ARE LISTED GOING ON YOUR VERTICAL AND THEN ON YOUR HORIZONTAL ACROSS, YOU HAVE DIFFERENT GRADE LEVELS PRE-K, KINDERGARTEN, FIRST, SECOND, THIRD, FOURTH, FIFTH.
AND THEN WE HAVE OUR PRE-K THREES, PRE-K FOUR'S HEAD START.
SO, BAPTISTE, CAN YOU TAKE US THROUGH A COUPLE OF JUST EXAMPLES? AND THEN AND YOU MENTIONED THE LEVELING.
WE WANT TO MAKE SURE THAT OUR ULTIMATE GOAL IS ZERO.
OR IF WE DO, WE WANT TO HAVE A MINIMAL AMOUNT.
THIS YEAR IT LOOKS LIKE WE MAY HAVE TO SUBMIT ABOUT SIX.
SO THE GOAL IS TO GET TO ZERO AND OUR HR TEAM AS WELL AS OUR DEMOGRAPHERS TEAM AND MR. REEVES AND THE MAINTENANCE AND FACILITIES OPERATION TEAM, THEY DID A GREAT JOB WITH PLANNING THIS YEAR FOR FTE, FOR TEACHER ALLOCATIONS, FOR THE CAMPUSES.
SO WE HAVEN'T HAD TO HAVE A LOT OF STUDENT MOVEMENT WHICH WOULD ALSO REQUIRE TRANSPORTATION TO GET INVOLVED AND THAT WOULD CREATE ANOTHER BURDEN ONTO A STRESSED OUT RESOURCE THAT WE ALREADY HAVE, BUT WE ARE STILL GOING TO HAVE TO RUN SOME TRANSPORTATION AROUND.
AND IF THEY'RE NOT THERE, HOW DO WE GET IT THERE? ONE, CAN WE MOVE EXTRA TEACHERS WHO ARE WHO DON'T HAVE ENOUGH STUDENTS AT THE ELEMENTARY LEVEL? CAN WE MOVE STUDENTS WHICH WE PREFER NOT TO DO? CAN WE BASICALLY ADD MORE TEACHERS AGAIN? DO WE HAVE TO HIRE MORE TEACHERS? AND THEN THE LAST OPTION THAT WE DON'T WANT TO DO IS TO APPLY FOR A CLASS SIZE WAIVER WITH THE STATE.
BUT SOMETIMES IT'S INEVITABLE.
OKAY. SO IN THE SQUARES AND THOSE OF YOU IN THE AUDIENCE, YOU CAN SEE THE BACK SIDE.
BUT IN THE SQUARES, WE HAVE SOME CODES.
SO THE PRIMARY NUMBER THAT YOU NEED TO KNOW IS PURPLE MEANS PRESENT.
I'M HERE. AND THEN THE NUMBER IN THE SQUARE, WITHIN THE SQUARE IS OUR DENOMINATOR NUMBER, WHICH MEANS HOW MANY SEATS CAN THAT CLASSROOM OCCUPY? SO HOW MANY STUDENTS CAN OCCUPY PRE-K AT BESS RACE.
WE HAVE TWO TEACHERS, SO 22 TIMES TWO IS 44.
SO WE CAN HAVE 44 STUDENTS IN PRE-K AT BESS RACE.
SO ON THIS PARTICULAR DAY, 38 OF THOSE PRE-K STUDENTS SHOWED UP.
[01:05:06]
SO WE ONLY HAVE ROOM FOR SIX MORE PRE K'ERS.SO THE GREEN MEANS HOW MANY MORE CAN WE TAKE, OK.
THE 27 IN PRE K BECAUSE REMEMBER I TOLD YOU THAT'S OUR POPULAR GRADE RIGHT NOW.
WE HAVE 27 PENDING APPLICATIONS IN BLUE.
SO WE AS A DISTRICT HAVE TO MAKE A DECISION WITH SOME OF THESE BIG NUMBERS.
WOULD WE MOVE A FIFTH GRADE TEACHER TO PRE-K AND ANY PRINCIPALS OUT THERE LIKE NO.
SO, YOU KNOW, WE WOULDN'T DO THAT.
SO WE WOULD POSSIBLY LOOK AT DO WE NEED TO IDENTIFY MORE CLASSROOMS WHERE WE CAN ADD PRE-K AND HIRE MORE TEACHERS AND THEN LOOK AT THAT BUDGET CREEP THAT, YOU KNOW, WE DON'T WANT TO DO.
MCFARLAND ARE SO CRITICAL IN THAT PIECE.
AND MR. REEVES AND JARVIS ARE REAL CRITICAL AS WELL AS FOR DETERMINING DO WE HAVE THE SPACE FOR THAT? BECAUSE WITH PRE-K, YOU HAVE TO HAVE BATHROOMS AND X, Y AND Z.
IS THIS A SNAPSHOT OF A DAY, A MONTH, WEEK..
IT'S DAILY, THIS IS EVERY DAY.
THESE NUMBERS ARE CHANGING EVERY DAY.
THE ONLY, THE MOST CONSISTENT THING ARE THESE BLACK NUMBERS.
OUR CAMPUS PRINCIPALS, YOU KNOW, THEY WE MAKE THEM SIGH A LOT.
BUT BECAUSE IT IS LITERALLY A FLUID PROCESS UNTIL IT'S FINALIZED.
IN THE FINAL, IT'S FINALIZED AROUND OCTOBER 31ST IS THE DATE THAT WE HAVE.
BUT DO WE ALSO I'M SORRY, YEAH AUGUST 31ST.
SO JUST TAKE US THROUGH EVERY DECISION THAT WE HAVE TO MAKE AT BESS RACE.
OKAY? SO THE FIRST DECISION WE HAVE TO MAKE AT BESS RACE IS FIRST WE OPEN UP THE SPREADSHEET.
DID BESS RACE SUBMIT THEIR NUMBERS BY 2 P.M.? IF THEY DID NOT, THEY GET A CALL FROM MS. HYATT'S OFFICE OR FROM ANTHONY, BECAUSE WITHOUT THOSE NUMBERS, WE CANNOT MAKE A DECISION, AN INFORMED DECISION.
ONCE THOSE NUMBERS ARE IN, WE CALCULATE WHO'S PRESENT AND WE PUT IT ON THE BOARD.
SO PRE-K KINDER FIRST, AND THAT'S YOUR PURPLE NUMBER.
ONCE WE DO THAT, WE THEN DO OUR MATH.
IT'S BASIC MATH, 44 -38 -44 GIVES US SIX SEATS.
BUT OVER HERE ON THE KINDERGARTEN SIDE, WE HAVE 93.
ON THIRD GRADE, WE HAVE ONLY 88 SEATS AVAILABLE AND 93 KIDS SHOWED UP.
SO WE'RE OVER BY FIVE AND THEN THEY'RE PENDING FIVE.
SO WHAT DO WE NEED TO COMMUNICATE TO THAT CAMPUS REGISTER? DO YOU KEEP TAKING KIDS OR DO YOU STOP TAKING.
STOP TAKING WHILE WE FIGURE OUT WHAT WE'RE GOING TO DO WITH THESE EXTRA STUDENTS? SO WE THEN CLOSE THAT SECTION AND WE MAKE SOME NOTES WITH HR.
FIFTH GRADE IS SITTING REAL NICE HERE.
NOW, MOST CAMPUS PRINCIPALS DON'T WANT YOU TO TAKE THEIR TEACHERS THAT THEY WORKED HARD TO HIRE.
SO WHAT DO WE DO? WELL, THESE ARE ALL TESTED TO GRADE LEVELS.
THESE INDIVIDUALS ARE USED TO READING THE TEK'S GO INTO PROFESSIONAL DEVELOPMENT.
SO WE COME TO THE DECISION THAT FIFTH GRADE, THAT EXTRA FIFTH GRADE TEACHER, BECAUSE THEY HAVE A WHOLE EXTRA FIFTH GRADE TEACHER, THEY CAN DROP DOWN AND CREATE WITHIN THEIR CAMPUS ANOTHER THIRD GRADE SECTION.
WE DON'T HAVE TO SEND THEM A LETTER FROM DR.
SO THAT'S KIND OF THE DECISION MAKING THERE.
SO SHOW US ONE WHERE WHERE WE HAVE TO MOVE, WHERE WE ARE, PROBABLY MOVE, CHILDREN.
OKAY, SO A DECISION THAT THE TEAM CAME UP WITH THIS YEAR WAS BECAUSE WE'VE DONE SO MUCH BUILDING TEACHER CAPACITY, WE DID OUR BEST TO MOVE TEACHERS VERTICALLY.
SO WE'RE WE'RE CLOSED AT THE FIRST GRADE.
WHERE CAN WE MOVE A TEACHER INTO ANOTHER FIRST GRADE SEAT? BECAUSE THAT KIND OF EASES THE TEACHER'S PAIN, TOO, FROM HAVING TO START OVER.
BUT THEY STILL IN THE FIRST GRADE, IS THAT WHAT YOU'RE SAYING? EXACTLY. THAT'S THE FIRST RECOMMENDATION, FIRST CHOICE.
SO, FOR EXAMPLE, BESS RACE AT THE FIRST GRADE, THEY HAVE 28TH.
SO THAT'S WHAT A MOVE LOOKS LIKE.
DR. BERRY'S OFFICE AND MS. SHERFIELD THEY DO A ZOOM MEETING WITH THE PRINCIPAL SUPERVISORS AND WITH THE TEAM LETTING THEM KNOW LAST IN, FIRST OUT.
UNLESS THEY HAVE A VOLUNTEER, THEY REACH OUT TO MAINTENANCE AND OPERATION.
[01:10:05]
AND SO THAT'S WHAT WE'VE BEEN DOING ALL OF THIS WEEK.SO QUESTION, SINCE THIS IS DAILY, DO WE THEN TAKE THE AVERAGE AND THEN MAKE THE MOVE? BECAUSE YOU'RE NOT MOVING TEACHERS EVERY DAY WHEN YOU SEE THESE NUMBERS.
SO ARE YOU TAKING, AT THE END OF AUGUST, THAT PERIOD, YOU COULD TELL.
SO, FOR EXAMPLE, AT DAVID L WALKER.
OKAY SO AT DAVID L WALKER IN FIRST GRADE, THEY HAVE 35 PRESENT ON THIS DAY, BUT TODAY THEY HAVE 13.
SO WHAT HAPPENED? KIDS ARE OUT SICK.
BECAUSE WE KNOW COVID OUTBREAKS HAVE BEEN, YOU KNOW, GOING ON.
SO ALSO, MISS HIATT, COULD YOU STAND? I WANT EVERYBODY TO SEE YOU, BECAUSE, I MEAN, YOU AND YOUR YOUR STAFF HAS DONE A PHENOMENAL JOB ON THE BACK END.
AND THEY WORK. THEY'VE BEEN WORKING OVER THE WEEKEND.
AND JUST ALL THESE BLUE NUMBERS, THEY WERE MUCH HIGHER THAN THAT LAST WEEKEND.
AND SO THEY'RE WORKING CONSISTENTLY.
SO WE APPRECIATE YOU ALL WORKING HARD TO MAKE SURE WE GET THE RIGHT NUMBERS.
ARE THERE ANY MORE QUESTIONS? I DO HAVE A QUESTION, MS. BATISTE. SO YOU REFERENCED THAT THERE WERE 520 PENDING APPLICATIONS.
YES. SO THOSE ARE 520 STUDENTS OR CHILDREN WHO WERE NOT IN SCHOOL.
YES. SO I KNOW YOU HAVE YOUR TARGETED COMPLETION DATE FOR THE ENROLLMENT AND LEVELING PROCESS.
SO ARE WE SAYING BY AUGUST 31ST, THESE 520 STUDENTS WILL BE IN CLASSROOMS AS WELL? IF NOT, WHAT IS THE PLAN OR TO GET THEM INTO SCHOOL AS QUICKLY AS POSSIBLE? RIGHT. SO NOW SOME OF THEM REMEMBER THE MAJORITY, I THINK ABOUT 320 ISH ARE PRE-K STUDENTS, MEANING PRE-K THREE OR PRE-K FOUR.
AND SO BASICALLY THEY HAVE SOME DOCUMENTATION THAT NEEDS TO BE SUBMITTED.
AND FOR WHATEVER REASON, IT MAY BE A BARRIER.
WE HAVE PEOPLE WORKING OVERTIME, AS DR.
MCFARLAND EXPLAINED EARLIER, SO WE'RE WORKING TO GET THAT NUMBER DOWN.
FOR THOSE WHO HAVE THE DOCUMENTATION, WHICH IS TOMORROW, WHICH SEEMS UNREALISTIC, BUT SOME OF IT IS VERY PRACTICAL, WE'RE GETTING ABOUT ANYWHERE FROM 25 TO 60 NEW APPLICATIONS EVERY DAY.
SO IT'S NOT LIKE THESE PEOPLE HAVE JUST BEEN SITTING FOR A LONG TIME.
PEOPLE ARE REALLY WANTING THEIR CHILDREN HERE IN CROWLEY ISD AND THEY'RE SUBMITTING APPLICATIONS.
I JUST I DO HAVE A QUICK QUESTION.
ONCE A TEACHER IS NOTIFIED THAT THEY'RE GOING TO MOVE.
HOW MANY DAYS ELAPSE IN THAT MOVE JUST FROM THEM BEING NOTIFIED AND THEM ACTUALLY BEING ON THE CAMPUS READY TO SERVE AT THEIR NEW HOME? RIGHT. SO I'M GOING TO ANSWER, BUT DR.
BERRY CAN GIVE YOU A MORE DETAILED EXPERIENCE IF YOU WANT THAT INFORMATION.
BUT REALLY, IT'S ABOUT TWO DAYS.
TWO BUSINESS DAYS ARE NOTIFIED.
THE PRINCIPAL HAS THAT CONVERSATION WITH THEM.
GOOD EVENING. AS MS. BATISTE SAID, IT IS ABOUT 2 TO 3 DAYS DEPENDING ON THE CAMPUS THAT THEY'RE RECEIVING.
SO THEY ARE NOTIFIED ON DAY ONE WHO WILL BE IDENTIFIED AS THEIR VOLUNTEER OR THE FIRST AND LAST OUT THERE, GIVING A DAY TO KIND OF PACK THEIR STUFF, HAVE SOME TIME WITH THE CHILDREN, ALSO GETS THE CAMPUS TIME TO NOTIFY THE PARENTS BOTH IN WRITING.
SO A LETTER GOES HOME THAT EVENING AND INDIVIDUAL PHONE CALLS ARE MADE BY THAT STAFF ON THAT DAY.
IT GIVES THEM THE LAST PART OF THE DAY TO START PACKING.
SO DAY THREE, TYPICALLY THEY ARE IN THE NEXT BUILDING.
THE RECEIVING PRINCIPAL IS GRADING THEM.
THEY HAVE TIME TO PLAN WITH THEIR TEAM, UNPACK, DECORATE THEIR CLASSROOMS AGAIN.
AND THE IDEA IS THE VERY NEXT DAY THAT THEY WOULD BE RECEIVING THESE STUDENTS.
THANK YOU, DR. BERRY, FOR WHAT SOUNDS LIKE A VERY INTENTIONAL PROCESS.
[01:15:01]
I WAS JUST VERY CURIOUS. THANK YOU.THAT CONCLUDES MY PRESENTATION, UNLESS YOU ALL HAVE ANY FURTHER QUESTIONS.
ALL RIGHT. WE ARE AT AGENDA ITEM 5.2, THE CONSTRUCTION UPDATE.
CONSTRUCTION IS ONGOING IN THE DISTRICT AND WE HAVE MR. REAVES HERE TO PRESENT THE NEXT ITEM.
SO I WOULD LIKE TO START WITH THE NATATORIUM.
AND ONE THING I WOULD LIKE TO POINT OUT WITH YOU, IF YOU ARE NOT AWARE.
OH, THAT'S NOT GOOD. IF YOU CAN SEE.
WELL, YOU CAN'T BECAUSE OF THE.
SO I WANTED TO GIVE YOU I WANT TO ORIENTATE YOU TO WHERE WE'RE AT ON THE ON THE PROPERTY.
AND SO THIS IS THE AREA RIGHT HERE THAT WE DID ALL OF OUR DEMOLITION.
THIS IS WAS THE EXISTING POOL THAT WE REMOVED.
SO IT WAS ABOUT SQUARE FOOTAGE WISE.
IT WAS ABOUT 4,000 SQUARE FEET.
WE'LL SEE A SLIDE HERE IN A MINUTE TO COMPARE WHAT WE'RE MOVING TO.
BUT NOW WE ARE TAKING UP ALL OF THIS.
IT EVEN GOES OUT OF THE THE PICTURE RIGHT PAST HERE.
AND WE'RE DOING ALL OF THIS AREA HERE AND WE END UP AT A LITTLE OVER 7,800 SQUARE FEET.
SO ALMOST DOUBLE IN SIZE WHERE WE'RE INCREASING.
SO AS FAR AS THE CONSTRUCTION PIECE OF IT, WE'VE BEEN WORKING ON OUR PIERS, OUR GREAT BEAMS, GETTING READY TO POUR A FOUNDATION AND THEN WE'LL START THE TILT WALL PROCESS.
SO WHAT WE'LL DO THERE IS WE'LL RAISE WALLS IN THREE LOCATIONS.
IT'LL BE WEST, NORTH AND EAST WE'LL DO THE SOUTH OPEN.
THAT WILL ALLOW US TO DIG WHAT WE NEED TO TO START THE CONSTRUCTION OF THE POOL.
AND SO THIS IS THIS IS VERY SIMILAR TO WHAT WE HAVE DESIGNED WHAT YOU SEE WHERE IT SAYS CURRENT RUN FAMILY WIDE. THAT'S THAT WAS THE POOL THAT WE REMOVED.
SO ONE THING I WANTED TO MENTION IS THAT THE COMPLETION IS SET FOR JULY OF 23, 2023 AND THE GMP FOR THAT FOR THIS PROJECT IS $5,498,452.
AND SO NEXT WE'LL LOOK AT THE ELEMENTARY 16, WHICH IS IN THE KARIS DEVELOPMENT.
AND SO ONE THING I WANT TO POINT OUT IS JUST TO GET YOU ORIENTED.
THIS IS HF STEPHENS RIGHT HERE.
AND WE ARE SITTING OVER IN THE NORTHWEST CORNER OF PHASE ONE.
SO PHASE ONE HAS THREE SECTIONS.
AND SO THIS AREA IS SET TO BE 1A.
ACROSS THE STREET WOULD BE 1B AND THEN WE ARE UP HERE IN 1C.
AND ONE THING IN TALKING WITH THE DEVELOPER THAT WE REQUESTED WAS FOR FOR TRANSPORTATION TO AND FROM THE FACILITY, EVEN THOUGH THIS PHASE WOULD NOT BE COMPLETE, THEY HAVE A ROAD THAT COMES UP AND HITS A ROUNDABOUT AND WE NEED THAT ROAD TO COME ALL THE WAY AROUND THIS EDGE AND TIE IN RIGHT HERE, BECAUSE THAT IS THE ACCESS THAT OUR BUSSES WILL TRAVEL, GETTING IN AND OUT OF THE FACILITY.
AND I'LL BE ABLE TO SHOW YOU THAT HERE IN JUST A MINUTE.
SO RIGHT NOW, ELECTRICAL EQUIPMENT IS RUNNING ABOUT 45 TO 65 WEEKS OUT.
THAT'S A VERY LONG LEAD TIME WHEN YOU'RE ON A 14 MONTH CONSTRUCTION SCHEDULE.
SO WE PLAN ON BRINGING THAT AT THE FIRST MEETING IN OCTOBER.
[01:20:02]
AND THEN THE REMAINING GMP WILL BE BROUGHT IN DECEMBER.SO WE ARE PLANNING ON OPENING AUGUST 2024 AND THE APPROXIMATE BUDGET IS $26 MILLION.
SO HERE'S HERE ARE SOME RENDERINGS.
ONE THING I WANT TO POINT OUT.
SO THESE ARE ALL THE ADMINISTRATIVE OFFICES RIGHT HERE IN EACH OF THESE OFFICES.
YOU REALLY CAN'T SEE THEM BECAUSE OF THE TREES THERE, BUT THEY ALL HAVE WINDOWS.
SO ALL OF THESE OFFICES CAN SEE THE FRONT AREA.
AND THIS IS A THIS IS A CANOPY SYSTEM THAT IS VERY UNIQUE.
WE'LL BE ABLE TO SEE THIS HERE IN A COUPLE MORE SLIDES.
SOUTH IS THIS WAY AND THAT IS WHERE THE MAIN ENTRANCE IS INTO THE DEVELOPMENT.
THAT'S WHERE THAT MAIN ROUNDABOUT WILL BE IS RIGHT DOWN HERE.
SO AS YOU MAKE YOUR WAY TO THE SCHOOL, THAT'S WHAT YOU SEE FIRST.
THESE ARE OUR CLASSROOM WINGS.
THESE TWO RIGHT HERE IN THE GYMNASIUM.
IN PHASE ONE, THE ENROLLMENT WILL BE SET AT THE CAPACITY WILL BE SET AT 400.
PHASE TWO WILL ALLOW US TO INCREASE THAT CAPACITY TO 650.
SO WE'LL HAVE THESE TWO IN PHASE ONE.
AND THEN HERE YOU CAN SEE THE UNIQUENESS OF THE CANOPY SYSTEM THAT'S THERE.
SO OUR NEW ADMINISTRATION BUILDING.
I WANTED TO BRING TO YOUR ATTENTION SOME OF THE THINGS THAT ARE STILL REMAINING.
BUT FIRST I WANT TO GET YOU ORIENTED.
SO THIS IS THE MAIN ENTRANCE RIGHT HERE.
THIS IS OUR WELCOME CENTER RIGHT THERE.
THIS IS THE BOARD ROOM OFF TO THE SOUTH OF THE MAIN ENTRANCE.
AND IN ALL OF THIS IS OUR BOTH LEVELS.
THERE'S THERE'S TWO STORY ON THE WING GOING THIS WAY.
THOSE ARE ALL THE OFFICE AREAS.
SO THE REMAINING ITEMS ARE FOR THE EXTERIOR OR ITEMS SUCH AS OUR LIGHTING FOR THE PARKING LOT, OUR LANDSCAPING.
IN THIS FRONT ENTRY WE WILL HAVE.
WE'LL HAVE TURF ON BOTH SIDES OF THE MAIN CONCRETE WALK THAT LEADS YOU TO.
THE MAIN ENTRANCE IN BETWEEN THE TWO PARKING LOTS WE'LL ALSO HAVE TURF.
THERE'LL BE A SET OF STEPS RIGHT THERE.
AND THEN FOR THE WELCOME CENTER, PRETTY MUCH THE SAME THING.
IT'S FRONT RECEPTION CASEWORK AND THEN THE COMMON FLOORING CORRIDOR FLOORING.
SO YOU CAN SEE THIS IS THIS TYPE OF CEILING.
WELL, THE DARK PART OF THE CEILING THAT YOU SEE, IT'S IT REQUIRES IT'S A VERY INTRICATE TYPE SYSTEM AND IT REQUIRES A SUB CEILING FOR THIS TRACKING SYSTEM TO GO ON.
AND IT LOOKS LIKE A WOOD CEILING UP THERE WITH THE TYPE OF DETAIL THAT IT HAS IN IT.
ALL OF ALL OF THE ALL OF THE AREA AROUND HERE IS ACOUSTIC.
SO ALL THE MATERIALS IN THIS SPACE HAVE AN ACOUSTIC DESIGN TO THEM.
THE CEILING, THE WALL TO HELP, YOU KNOW, WITH WITH SOUND IN THAT AREA.
SO THE ESTIMATED TIME FRAME FOR OPENING THIS UP IS FOR THE SEPTEMBER 21ST BOARD MEETING.
WE WOULD LIKE FOR THAT TO BE THE GRAND OPENING TO THIS BUILDING.
THE GMP FOR THIS THIS PROJECT IS $17,962,690.
[01:25:02]
SO THE MULTIPURPOSE STADIUM.THIS IS OBVIOUSLY LOOKING AT AT HOME SIDE.
AND AS YOU WHEN WE WENT AND LOOKED AT THIS, YOU KNOW THAT THESE ARE THE CONCESSION AREAS.
THIS WORK HERE HAS ALREADY BEEN COMPLETED.
THIS AREA HERE IS RESERVED SEATING.
IT'S THE TYPE OF SEATING THAT THAT HAS THE BACKS ON THEM.
BUT WHAT I WANTED TO DO WAS MAKE YOU AWARE OF THIS IS ANOTHER IMAGE.
WHEN I WAS OUT THERE, THEY WERE BURNING IN ALL THE COLORS OF THE VIDEO BOARD.
SO THEY WERE WORKING THROUGH THAT PROCESS.
BUT WHAT I WANTED TO POINT OUT ON THIS IS SOME OF THE ITEMS. ON SEPTEMBER THE EIGHTH THAT WILL NOT BE READY THAT ARE DELAYED DUE TO SOME REASON.
I'LL REFER TO HERE IN JUST A MINUTE.
BUT ONE OF THE THINGS THIS HAS THIS THIS IS WHAT WE CALL OUR SCREEN WALL.
AND REALLY ALL THAT SCREEN WALL IS DOING IS BLOCKING THE UNDERNEATH SIDE OF THE BLEACHERS.
SO THEY HAVE THE MOUNTING STRUCTURE THAT'S IN THERE.
BUT WHAT WE'LL DO IS WE'LL USE A PERFORATED SCREEN.
TO COVER THAT UP. SO WOULD I HAVE A CLEAN LOOK ALL THE WAY ACROSS? WELL, ALONG WITH THAT PERFORATED SCREEN DOWN HERE.
THESE ARE WHAT WE CALL SILHOUETTES.
AND YOU HAVE 12 ON THE HOME SIDE AND THEN YOU HAVE 16 AT THE FIELDHOUSE.
AND IN THESE SILHOUETTES, WHAT WE'VE DONE IN THE COMMUNICATIONS TEAM TOOK A BUNCH OF PICTURES OF ALL THE ATHLETES AND BAND STUDENTS AND ALL THE DIFFERENT SOCCER, FOOTBALL, BASEBALL, ALL OF IT, AND THAT THAT SILHOUETTE WILL BE A PERFORATED METAL THAT SHOWS THE OUTLINE OF THAT STUDENT.
SO THESE WILL BE PICTURES OF OUR STUDENTS IN THESE IN THESE DIFFERENT LOCATIONS.
ONE GOOD THING ABOUT THIS IS THOSE SILHOUETTES ARE BACKLIT ALONG WITH UNDERNEATH THIS CANOPY.
THE LIGHTS ARE ACTUALLY ON THE ROOF OF THIS AND IT SHINES UP TO THE BOTTOM SIDE OF THE CANOPY.
AND WE CAN PROGRAM THOSE LIGHTS TO BE BLUE, PURPLE, WHATEVER COLOR WE WANT, JUST LIKE WE CAN WITH THE LIGHT THAT'S GOING UP AT THE VERY TOP. UP HERE.
WE'VE GOT A BEACON LIGHT UP THERE.
WHAT THAT FROSTED GLASS WOULD DO WHEN YOU TURN THAT PURPLE OR BLUE LIGHT ON, IT MAKES THAT GLOW.
SO AT THE TOP OF THAT PRESS BOX, IT LOOKS LIKE A TOWER AND IT'LL LIGHT ALL THAT UP.
BUT ONE OF THE THINGS THAT IS THE FROSTED GLASS.
SO WE'RE LOOKING AT PROBABLY OCTOBER, SOMETIME IN OCTOBER FOR THAT.
THE MATERIAL THAT WE USED, THEY USED TO MAKE THAT GLASS.
THERE'S A NATIONAL SHORTAGE FOR THAT MATERIAL.
AND SO THAT'S ONE OF THE DELAYS FOR THAT.
THE SCREEN WALLS, THE PERFORATED SCREEN SCREEN WALLS AND THE SILHOUETTES.
WE'RE LOOKING PROBABLY INTO SEPTEMBER TO HAVE THOSE READY TO INSTALL.
SO IF YOU REMEMBER, THERE WERE TWO GMP PACKAGES FOR THIS.
WE DID AN EARLY GRADING PACKAGE AND THEN WE DID THE REMAINING GRADING PACKAGE.
BUT THE TOTAL GMP IS $51,934,785.
I BELIEVE THAT. SO MR. KIRSHNER WANTED ME TO REMIND YOU THAT THE GRAND OPENING DATES ARE THURSDAY THE 8TH AND FRIDAY THE 9TH.
IT'LL BE NORTH CROWLEY ON THURSDAY AND CROWLEY HIGH ON FRIDAY, AND THEY'LL BE DOING THE CEREMONIES ON THE MAIN MIDFIELD FOOTBALL FIELD. AND SO WE'RE LOOKING FORWARD TO THIS GRAND OPENING OF THE MULTIPURPOSE STADIUM.
AND THAT CONCLUDES MY PRESENTATION AND I'LL ANSWER ANY QUESTIONS YOU HAVE.
BOARD, ARE THERE ANY QUESTIONS OR COMMENTS THAT YOU'D LIKE TO MAKE AT THIS TIME? SURE, I HAVE ONE.
MADAM PRESIDENT, MR. REAVES, THANK YOU SO MUCH TO YOU AND YOUR TEAM FOR A GREAT JOB.
SO GMP IS THE GUARANTEED MAXIMUM PRICE.
[01:30:03]
I ALSO WANT TO SAY, RANDY, YOU DONE A GREAT JOB ON THIS AND ALL OF THE PROJECTS.AND I JUST I'M SO HAPPY FOR FOR YOUR TEAM AND ALSO CROWLEY ISD BECAUSE IT'S, YOU KNOW, OVER OVER THE LAST COUPLE OF MONTHS, YOU KNOW, PEOPLE COMMENT OR LIKE, I CAN'T BELIEVE THEY'RE SPENDING THIS KIND OF MONEY ON A ON A STADIUM AND ALL THIS.
AND I'M LIKE, YOU KNOW, FIRST OF ALL, THIS HAPPENED A LONG TIME AGO.
WE DIDN'T JUST COME OUT WITH $50 MILLION JUST OVERNIGHT, YOU KNOW.
BUT IT'S IT'S IT'S SOMETHING MORE.
AND I THINK I THINK THE BIGGEST THING IS, IS THAT EVERYONE ELSE HAS A STADIUM AND THOSE KIDS GET TO FEEL WHEN THEY WALK ON TO THEIR FIELD.
AND, YOU KNOW, IN THE THE THING OF IT IS, IS THAT OUR KIDS ARE NO DIFFERENT THAN ANY OTHER KIDS AND OUR KIDS DESERVE BECAUSE WE HAVE A B DISTRICT THIS YEAR.
I MEAN, Y'ALL HAVE DONE A GREAT JOB.
THANK YOU, SIR. KUDOS TO Y'ALL [APPLAUSE].
YES, I HAVE A QUESTION, MR. REAVES, BEFORE YOU GO.
IS THAT GOING TO BE ALL GRADE LEVELS OR ARE WE JUST GOING TO START OUT WITH CERTAIN GRADE LEVELS AND THEN ADD THE OTHER GRADE LEVELS IN PHASE TWO? OR HOW IS THAT GOING TO WORK? SO WITH PHASE ONE, WE'LL HAVE ALL GRADE LEVELS.
BUT WE'LL ACTUALLY START IT'LL BE THE MONTESSORI PROGRAM THAT WE CURRENTLY HAVE AT MARY HARRIS.
WE'LL MOVE THAT MONTESSORI OVER AND BY THE TIME WE GET THERE, IT BE PRE-K THROUGH FIVE.
AND THEN WITH THE SILHOUETTES THAT YOU WERE TALKING ABOUT ON THE FRONT, WILL THOSE BE ABLE TO BE CHANGED OUT FROM TIME TO TIME? THEY WILL OK AND AS THE OTHERS HAVE SAID, THANK YOU FOR BEING ON TOP OF ALL THINGS CONSTRUCTION.
I HAVE A QUESTION ALSO TO TRUSTEE GRASSIA'S POINT.
CAN WE CLARIFY HOW THE STADIUM AND AUDITORIUM AND [INAUDIBLE] CAME INTO FRUITION? BECAUSE I THINK THERE IS CONFUSION AMONGST THE GENERAL PUBLIC.
SO CAN WE TALK ABOUT THAT AND HOW THE FUNDING OCCURRED? YES, MA'AM. SO THESE ARE ALL PROJECTS THAT ARE PART OF THE 2007 BOND.
AND AS WE FINISH AS WE WRAP THESE UP, THEY WILL THAT WILL COMPLETE THAT LIST THAT WE HAD AS PART OF INITIALLY, PART OF THAT BOND THAT WAS VOTED ON IN 2007. A VOTER APPROVED BOND? YES. CORRECT. YES, SIR.
THANK YOU AGAIN, MR. REAVES, AND GREAT JOB ON THE SAME SENTIMENTS AS EVERYONE ELSE.
THE ONE QUESTION I HAD COMMUNITY RELATED, SO I KNOW THIS IS CISD, A LOT OF THE PROJECTS ARE, BUT ARE THERE OPPORTUNITIES FOR COMMUNITY? I DON'T KNOW WHAT YOU CALL THEM RENTALS OR FOR THEM TO USE OUR FACILITIES.
HOW HOW WILL THAT WORK FOR ANY OF WHAT YOU SHARED TONIGHT? YES, MA'AM. THEY'RE PART OF WE'LL DESIGNATE WHICH SPACES WOULD BE AVAILABLE LIKE WE DID AT CCT IN THE MEETING ROOM THAT WE HAVE THERE.
AND THEN I BELIEVE THE FACILITY IS WHAT THEY USE AS A FACILITY RENTAL.
SO THAT WOULD BE A PRIME EXAMPLE OF A ROOM THAT COULD BE RENTED TO THE COMMUNITY.
YES, MA'AM. ANY OTHER QUESTIONS OR COMMENTS? ALL RIGHT. THANK YOU.
ALL RIGHT. AGENDA ITEM 5.3 THE DEMOGRAPHER.
MCFARLAND. MADAM PRESIDENT, BOARD MEMBERS, WE HAVE MR. ALEXANDER HERE, OUR DEMOGRAPHER HERE TO SHARE WITH US THE THE GROWTH AND THE OCCURRENCES THAT ARE HAPPENING IN OUR DISTRICT AS IT RELATES TO OUR DEMOGRAPHICS.
[01:35:02]
DR. WOODSON-MAYFIELD BOARD OF TRUSTEES.THANK YOU FOR HAVING ME HERE TONIGHT.
FIRST OF ALL, LET ME BEGIN BY JUST SAYING WELL DONE.
I'VE WORKED WITH THE DISTRICT SINCE 2013, SO I'VE SEEN SOME AMAZING THINGS THESE LAST FEW YEARS.
AND NOW I'M GOING TO SHOW YOU WHAT IS HAPPENING BECAUSE OF THAT.
SO I HAVE OUR SECOND QUARTER REPORT.
I DON'T KNOW IF YOU'VE SEEN THIS.
THIS IS ALL OF DALLAS-FORT WORTH.
THERE'S BASICALLY 90 PUBLIC SCHOOL DISTRICTS THAT MAKE UP THE NORTH TEXAS AREA.
THESE ARE THEIR 2021-22 DISTRICT OFFICIAL ENROLLMENTS.
SO YOU CAN SEE THERE THAT THE 16,278 FOR CROWLEY WAS THE 25TH LARGEST IN DFW AND 8TH OVERALL IN TARRANT COUNTY.
YOU CAN SEE CROWLEY EXPERIENCED A 3.5% INCREASE.
SO AVERAGE THAT OUT GENERALLY AT 1.2%.
IF YOU GO BACK FIVE YEARS, RECALL, THE DISTRICT HAS BEEN AVERAGING 1.4% ANNUAL GROWTH.
SO THE NUMBERS THAT HAVE BEEN SHARED FOR THIS CURRENT SCHOOL YEAR ARE UP ABOUT 1.5%.
SO TONIGHT, I WANT TO SHOW YOU HOW THE GROWTH IS POISED TO GET EVEN FASTER.
THE MAIN DRIVER OF THAT MORE RAPID GROWTH IS THE HOUSING MARKET.
IT'S BEEN AN INTERESTING YEAR FOR HOMEBUILDING IN NORTH TEXAS.
IF YOU LOOK AT THE BLUE LINE, THOSE ARE THE STARTS FOR DFW AS A WHOLE.
YOU CAN SEE HOW IT'S FLATTENED OUT OVER THESE LAST COUPLE OF QUARTERS.
YOU KNOW, THAT'S A REFLECTION OF CAPACITY ISSUES THAT BUILDERS HAVE, BUT IT'S ALSO A REFLECTION OF A BIG CHANGE HERE RECENTLY IN THE 30 YEAR MORTGAGE RATE.
SO RECALL BACK IN 2021 RECORD DEMAND ACROSS THE DALLAS-FORT WORTH AREA, WE SAW THE INTEREST RATE GO TO HISTORIC LOWS NEAR 3% JUST IN THE FIRST SIX MONTHS OF 2022.
WE'VE SEEN THAT NUMBER CLIMB AT SOME BANKS AS HIGH AS 6.1%.
WHEN THAT NUMBER DID REACH THE 6.0% AREA, WE DID SEE FOR THE FIRST TIME BUILDERS REPORT A SIGNIFICANT DROP IN TRAFFIC IN SALES.
SO THAT'S SOMETHING THAT WE'RE HAVING TO DEAL WITH GOING FORWARD INTO THE SECOND HALF OF THE YEAR.
GOOD NEWS HERE IN AUGUST, THE NUMBERS THE RATE HAS COME BACK DOWN INTO THE 4.9% LOW 5% RANGE IN.
MANY BUILDERS ARE REPORTING MUCH BETTER SALES TRAFFIC OUT THERE IN THEIR COMMUNITIES.
BUT THE MAIN THING I WANT TO FOCUS ON IS THE ARE THE DRIVERS FOR DFW.
WE'RE EXPERIENCING RECORD JOB GROWTH HERE IN DALLAS-FORT WORTH.
WE'VE CLIMBED BACK PAST PRE-PANDEMIC LEVELS.
AND RIGHT NOW WE'RE AT 108,000 AVERAGE.
SO OVERALL, VERY, VERY HEALTHY.
YOU CAN SEE THE THE EMPLOYMENT SECTORS HERE, THE ONES THAT TYPICALLY DRIVE HOUSING EVEN FASTER ARE THOSE HIGHER PAYING JOBS THAT ARE FOUND IN THE TWO SECTORS THAT HAVE HIGHLIGHTED HERE.
AGAIN, THOSE NUMBERS ARE VERY, VERY STRONG.
SO JUST SOME OTHER QUICK FACTS ON THE DALLAS-FORT WORTH AREA THAT ARE THAT I FIND VERY INTERESTING.
NOTE THAT THE NORTH TEXAS COUNCIL OF GOVERNMENTS REPORTED THIS SUMMER THAT THEY ARE.
AMAZING THAT WE'VE ALREADY SURPASSED THE $8 MILLION MARK FOR DALLAS-FORT WORTH.
WE'VE BEEN ABOUT $7.7 ON THE CENSUS, FOURTH LARGEST METRO AREA IN THE NATION.
ONE OF THE INTERESTING THINGS THERE, IF YOU LOOK AT THE BOTTOM BULLET, THAT THERE'S A STUDY OUT OF RICE UNIVERSITY PREDICTING THAT THE DFW AREA WILL GROW OVER $10 MILLION BY 2030, MAKING US LARGER THAN THE CHICAGO METRO AREA.
[01:40:03]
SO WHEN YOU THINK ABOUT THAT, IF THE POPULATION CONTINUES TO GROW AND THE JOB GROWTH STAYS VERY STRONG, PEOPLE COMING HERE FROM WITHIN THE STATE AND FROM OUT OF STATE, THEY'RE GOING TO NEED A HOME.AND SO THAT'S WHERE THAT LEADS US HERE INTO THE HOUSING NUMBERS.
BEFORE WE LOOK AT THE NEW CONSTRUCTION, I JUST WANT YOU TO SEE THE PRE-OWNED NUMBERS.
THE CHART ON THE LEFT SHOWS THE ANNUAL TURNOVER OF EXISTING HOMES THESE LAST 12 MONTHS, ENDING JUNE 30TH, A LITTLE BIT HIGHER THAN WHAT WE'VE SEEN RECENTLY, BUT GENERALLY IN LINE.
BUT THE VALUES CONTINUE TO GO WAY UP.
AND AND FOR THE FIRST TIME, THE EXISTING HOME, THE MEDIAN SOLD PRICE WAS ABOVE $300,000.
SO THERE WAS A TIME MANY YEARS AGO WHEN PEOPLE WOULD SAY THAT'S NOT POSSIBLE FOR HERE IN CROWLEY.
BUT THIS IS REALLY WHAT I WANT TO FOCUS ON.
IT'S A REFLECTION OF YOUR RATINGS.
AND I WANT YOU TO WE'LL JUST TALK ABOUT THE NUMBERS HERE.
SO THE SECOND QUARTER, WE SAW THE MOST ACTIVITY OVER THE LAST 11 YEARS.
THE CURRENT HOUSING CYCLE STARTED IN THE SECOND QUARTER OF 2011 COMING OUT OF THE GREAT RECESSION.
SO THE GROWTH OF 427 NEW STARTS, 359 CLOSINGS PUSHED THE ANNUAL RATES TO 1,566 STARTS OVER THE LAST 12 MONTHS, ENDING JUNE 30TH, 171 HOMES MOVED INTO.
WHAT'S INTERESTING THE START RATE HAS NOW SURPASSED THE RECORD THAT WAS SET IN THE SUMMER OF 2021 AND IS NOW JUST 30 [INAUDIBLE] SHY OF THE ALL TIME HIGH THAT WAS SET IN 2002.
OVER 2,500 NEW LOTS DELIVERED.
THOSE ARE FULLY DEVELOPED AND ON THE GROUND IN THE DISTRICT.
WE'RE PROJECTING THESE NUMBERS TO GET EVEN LARGER AND.
WHEN YOU COMPARE CROWLEY TO WHAT'S HAPPENING OVERALL IN DFW, YOU CAN SEE QUITE A BIT OF GROWTH UP IN THE NORTHWEST ISD AREA AS WELL AS THE 380 CORRIDOR AND THEN 40 ISD ON THE EAST SIDE.
BUT LOOK AT CROWLEY. CROWLEY IS NOW IN THE TOP TEN.
I MENTIONED LAST QUARTER GONE FROM 11TH TO 9TH, BUT NOW 8TH IN MOST ACTIVE, MOST ACTIVE ON THE SOUTH SIDE OF DFW AND HAS NOW PASSED EAGLE MOUNTAIN, SAGINAW, WHICH WE HAD TALKED ABOUT A FEW YEARS AGO.
FOR THOSE OF YOU ON THE BOARD, SOMEBODY ASKED, CAN WE BE LIKE THEM? AND I SAID, YOU SURE CAN.
SO SO ALL OF THE GROWTH HAS MOSTLY BEEN IN THE CITY OF FORT WORTH PORTION OF THE DISTRICT.
THESE ARE THE THE TOP PRODUCING NEIGHBORHOODS LED BY D.R.
HORTONS, SOUTH FORK ESTATES, RIGHT OVER HERE BY CROWLEY HIGH SCHOOL, [INAUDIBLE] RANCH.
ANOTHER STRONG YEAR THAT'S ACTUALLY TIED IN WITH THE BRIDGES SUBDIVISION.
AND THEN YOU CAN SEE SYCAMORE LANDING.
DON'T SLEEP ON THAT. THAT'S THE ONE UP IN THE JACKIE CARDEN MEADOW CREEK.
IT'S IN ITS OWN AREA WHERE LEGACY HOMES STARTED.
THEY'VE GOT ABOUT 120 GOING AT THE MOMENT.
AND THEN HUNTERS RIDGE, RIGHT BY HF STEVENS.
AND THEN STARLIGHT HAS PUT A FOURTH PHASE INTO UP IN THE SYCAMORE ZONE AT VILLAGE EDGE CLIFF.
SO MOST OF THESE HOMES ARE FEEDING INTO THE JUNE W DAVIS ATTENDANCE ZONE.
YOU CAN SEE IT'S BEEN THE LEADER.
[01:45:01]
BUT DAVIS, SH CROWLEY [INAUDIBLE] JACKIE CARDIN, MEADOW CREEK SEEING THE MAJORITY OF THE GROWTH TODAY.AND THEN ON THE HIGH SCHOOL SIDE, MOST OF THOSE ARE FEEDING IN TO NORTH CROWLEY.
SO THAT'S UP ANOTHER 33% IN THE LAST YEAR.
AND THE MAJORITY OF THE HOMES ARE MOVE UP, HOMES PRICED IN THE $250 TO $400,000.
SO THAT'S ALSO IMPACTING THE YIELD.
YOU KNOW, THE TYPICAL HOME, NEW HOME IN THE DISTRICT YIELDS 0.4 STUDENTS IN THE DISTRICT.
NOW, THAT THAT NUMBER REFLECTS SEVERAL THINGS.
A DECADE AGO, A LOT OF HOMES WERE UP IN THE 400 OR 4,005 BEDROOMS. SO DUE TO THE COST, THE THE HOMES HAVE GOTTEN SMALLER RECENTLY.
BUT WHAT'S COMING? SO YOU SAW THE 2,500 LOTS DELIVERED.
THAT PUTS THE TOTAL NUMBER OF VACANT LOTS ON THE GROUND, JUST UNDER 2,500.
THAT'S THE HIGHEST POINT THAT WE'VE SEEN IN TEN YEARS.
AND I'VE GOT A LITTLE SCATTERPLOT THERE THAT SHOWS GENERALLY WHERE THEY'RE LOCATED.
EVERYTHING YOU SEE ON THIS MAP IN YELLOW IS ACTIVE.
EVERYTHING IN BLUE IS WHAT'S COMING.
SO WITH ALL OF THE THINGS THAT YOU ALL ARE CELEBRATING TONIGHT, THE BUILDERS WILL BE PROMOTING THAT.
MCFARLAND'S POINT, ABOUT 81% OF THE BUYERS COULD BE IN AN A OR B SCHOOL.
THAT WILL BE SOMETHING THAT BUILDERS WILL USE TO PROMOTE.
THIS FOOTBALL STADIUM IS AMAZING.
YOU WILL PEOPLE WILL LOVE THAT.
AND SO ALL OF THESE THINGS CONTINUE TO DRIVE WHAT YOU'RE SEEING HERE, THE BUILDERS HAVE IN THE DEVELOPERS HAVE THE CONFIDENCE TO DO SUCCESSFUL NEIGHBORHOODS IN CROWLEY ISD.
SO IT'S PRETTY OVERWHELMING, BUT IT'S PRETTY BIG, YOU KNOW, AT 23,000.
SO IT'S GOING TO TAKE, YOU KNOW, PROBABLY THE NEXT 20, 25 YEARS TO GO THROUGH ALL OF THIS.
SO DON'T SLEEP ON THE APARTMENT MARKET.
IN ADDITION TO THOSE SINGLE FAMILY LOTS, THERE'S OVER 2,000 APARTMENTS THAT ARE PLANNED, MOST OF THEM ARE NEAR THE CHISHOLM TRAIL PARKWAY CORRIDOR, A FEW DOWN IN THE CROWLEY AREA NEAR 1187.
WE HAD NEW PICTURES HERE FROM JUNE.
THIS IS JUST MENTIONING THE APARTMENTS HERE IN THE BESS RACE ATTENDANCE ZONE.
YOU CAN SEE OVER THERE ON THE LEFT HAND PORTION OF THE SLIDE, THE NEW 267 UNITS AT LANDMARK CROWLEY THERE'S ALSO SOME DOWN ON THE SOUTHEAST CORNER OF THE DISTRICT NEAR THE 731 THAT ARE COMING AS WELL.
WE TALKED ABOUT EARLIER IN THE YEAR THE ADDITION OF BUILD NEW TO RENT SUBDIVISIONS.
THERE'S ABOUT 200 RENTAL UNITS IN HERE.
THESE ARE THOSE ONE STORY CONDO BUILDINGS.
JUST THINK OF THESE AS ONE STORY APARTMENTS.
WE'VE PUT THEM IN THE FORECAST AT AT THE APARTMENT YIELD, WHICH IS GENERALLY ABOUT 0.2 PER UNIT.
GO THROUGH SOME OF THESE THE TAVOLO PARK NEIGHBORHOOD SHOWN HERE MOVING SOUTH.
YOU CAN SEE LLANO SPRINGS AS WELL AS CHISHOLM TRAIL RANCH.
DAVIS IS JUST OUT OF THE PICTURE TO THE LEFT.
ALL OF THE JUST OUT OF THE PICTURE, EVERYTHING YOU CAN GO BACK TO THE DEVELOPMENT MAP.
THAT CHISHOLM TRAIL RANCH SOUTH OF MCPHERSON STILL HAS QUITE A FEW PHASES LEFT, AS WELL AS ADDITIONAL APARTMENTS COMING IN ON THE OTHER SIDE. YES, SIR.
I JUST WANTED TO PAUSE AND SEE IF THE BOARD HAD ANY QUESTIONS BEFORE YOU GO.
I KNOW IT'S A LOT. SO SOUTH OF SUMMER CREEK MIDDLE SCHOOL, YOU CAN SEE MCPHERSON VILLAGE IS BACK.
[01:50:03]
THEY GOT A NEW PHASE, A LOTS AND THEY'RE BACK AND UP AND RUNNING.YOU CAN SEE NORTH CROWLEY HIGH SCHOOL OR NINTH GRADE EXCUSE ME THERE ON THE BOTTOM LEFT.
SO AS YOU LOOK SOUTH, YOU CAN SEE WOODLAND SPRINGS.
BUT AS YOU MOVE INTO THAT [INAUDIBLE] CORRIDOR, LOOK AT ALL THE LOTS THAT ARE COMING IN.
NEWBERRY POINT HERE ON THE RIGHT HAND SIDE, THE SUMMER CREST SUBDIVISION HERE'S HULEN TRAILS THAT I MENTIONED UP IN THE UPPER LEFT IS ANOTHER SUBDIVISION CALLED DEER CREEK.
SO THERE'S 1,000 LOTS IN HULEN TRAILS.
THERE'S A COUPLE OF HUNDRED IN DEER CREEK, EVEN SOUTH OF 1187 ON HULING.
THERE'S ANOTHER PHASE FOR MAYFIELD, MAYFAIR SOUTH.
AND THEN REMEMBER BACK IN THE REZONING, WE PUT ALL OF CREEKSIDE BACK TOGETHER.
SO HERE'S THE NEW PHASE OF CREEKSIDE.
THAT'S NEXT TO THE CREEKSIDE SOUTH SECTION THERE IN THE UPPER LEFT OF THE PICTURE.
THEN SOUTHFORK ESTATES NEXT TO CROWLEY HIGH SCHOOL.
THAT'S HAS BEEN THE TOP PRODUCING NEIGHBORHOOD THERE.
HERE ARE SOME OF THOSE INITIAL PHASES.
THIS IS 200 MORE LOTS IN ROSEMARY RIDGE AND MIRAVERDE THAT SURROUND THE CAMPUS.
SO THIS IS 451 LOTS THERE ON THE NORTH SIDE OF THE SH CROWLEY ATTENDED ZONE.
THESE WILL BE RENTAL UNITS, THAT TOWNHOMES TYPE PRODUCT FOR LENNAR.
YOU SAW THE PICTURE EARLIER FROM RANDY WITH THE KARIS SUBDIVISION.
ALSO, I'LL MOVE OVER TO THE HUNTERS RIDGE SUBDIVISION.
CH STEVENS THERE IN THE UPPER RIGHT.
SO THIS IS THE FIRST COUPLE OF PHASES OF WHAT WILL BE OVER 1000 LOTS HERE IN THIS SUBDIVISION.
BUT, YOU KNOW, I'VE GENERALLY SLOWED IT DOWN JUST A LITTLE BIT OVER THESE NEXT TWO YEARS UNTIL WE CAN GET A BETTER UNDERSTANDING OF THE FUTURE ECONOMIC PICTURE. BUT EVEN WITH THAT SAID, I STILL BELIEVE THE DISTRICT IS HEADED TOWARDS ABOUT 2,100 TO 2,200 HOMES PER YEAR.
OF THOSE 23,000 LOTS THAT ARE IN THE PIPELINE, ABOUT 8,100 NOW ARE PROJECTED TO BE BUILT OVER THE NEXT FIVE YEARS, AVERAGING ABOUT $1,600 A YEAR.
WE COULD SEE 18,000 PLUS HOMES BE BUILT OVER THE NEXT TEN YEARS.
SO IN ADDITION TO 2,100 APARTMENTS.
AND SO WHEN YOU LOOK AT THE YIELDS FOR EACH ONE OF THOSE ON THE CONSERVATIVE SIDE OF USING 0.3%, THAT GIVES YOU THE LOWER SCENARIO, WHICH IS MORE OF THAT ONE AND A HALF PERCENT RATE.
WE'RE RIGHT NOW HERE IN AUGUST AT 16,551 WERE RIGHT THERE WITH THE MODERATE PROJECTION FROM BACK EARLIER IN THE YEAR WITH THE HIGH SCENARIO, WHICH IS MORE OF A 2% GROWTH RATE BECOMING MORE REALITY.
SO IF THE GROWTH WAS TO CONTINUE AT ONE AND A HALF PERCENT, YOU WOULD SEE THE GREEN LINE.
AND THAT'S WHAT YOU SEE BY THE BLUE LINE.
AND IT'S CERTAINLY POSSIBLE IF YOU ALL CONTINUE TO DO A GREAT JOB, THAT THE RATE COULD GROW TO 3 AND 4% PER YEAR AND THAT'S WHAT'S REPRESENTED ON THE HIGH SCENARIO.
SO WHAT DOES THAT MEAN FOR CAPACITY? SO I PUT THIS SLIDE TOGETHER.
THIS THIS IS A TOTAL OF ALL OF THE THE EACH ATTENDANCE LEVELS FUNCTIONAL CAPACITY.
SO YOU CAN SEE THE THE NUMBER OR THE NUMBER FOR ELEMENTARY.
[01:55:01]
NOW, [INAUDIBLE] ELEMENTARY WILL ADDRESS SOME OF THIS, BUT YOU'RE GOING TO NEED ADDITIONAL CAPACITY TO ADDRESS THE GROWTH THAT'S COMING.SO EVEN AT A 2 TO 3% GROWTH RATE, LOOK AT HOW MUCH HIGHER YOU'RE GOING TO BE GOING TO BE OVER YOUR CURRENT CAPACITY IN WITHIN 4 TO 5 YEARS.
IF YOU GO TO 3 OR 4% GROWTH, YOU CAN MOVE EVERYTHING TO THE LEFT ON THIS CHART.
GENERALLY, YOU HAVE THE ROOM TO ABSORB THE GROWTH.
INITIALLY AT MIDDLE SCHOOL IN 9TH GRADE, HIGH SCHOOL IS IS RIGHT NOW RIGHT ON THE LINE.
BUT. ADDRESSING HIGH SCHOOL AT SOME POINT IN THAT SIX TO, LET'S JUST SAY, 26 TO 31 TIME FRAME.
YOU WON'T YOU'LL HAVE TO ADDRESS CAPACITY AT SOME POINT AT THE SECONDARY LEVEL.
I WILL ANSWER ANY QUESTIONS THAT YOU HAVE.
THANK YOU, MR. ALEXANDER. APPRECIATE THE REPORT.
BOARD ARE THERE ANY QUESTIONS OR COMMENTS THAT YOU HAVE AT THIS TIME? I JUST HAD ONE.
YOU MENTIONED THAT YOU'RE SLOWING IT DOWN.
DOES THAT INCLUDE WHAT WE'RE SEEING? YOU KNOW THE ECONOMY, MEANING THE RECESSION AND JOBS GROWTH OR ALL OF THOSE NUMBERS.
WHAT WHAT GOES INTO YOUR PLANNING FOR THIS? AND HAS THE INFLATION THE TOPIC NOT INFLATION.
IS THAT PART OF IT? YES, ALL OF IT.
IF RATES STAY AT 4.9%, IT'S PROBABLY NOT GOING TO SLOW DOWN.
IF RATES GO TO 6%, THEN WE ARE SEEING THAT BE THE AFFORDABILITY CEILING FOR A LOT OF HOUSEHOLDS.
SO A LOT OF ADJUSTMENTS WOULD HAVE TO OCCUR.
WE MIGHT HAVE TO TO ADJUST OUR PRICING.
BUILDERS HAVE BEEN HELPING BUYERS WHEN THEY WERE AT 6%.
SO WHAT I'VE SHOWN YOU A YEAR AGO WAS MORE LIKE 9,000 HOUSES IN FIVE YEARS.
THAT'S A LOT. SO AND THEN YOU ALL ARE DOING EVERYTHING TO JUST MAKE IT EVEN STRONGER.
SO I STILL FEEL PRETTY CONFIDENT IN THAT MODERATE SCENARIO.
AND I COULD STAND UP HERE IN, YOU KNOW, IN A COUPLE OF YEARS AND YOU GUYS ARE AT 4% ANNUAL GROWTH.
SO IT'S, IT'S IT'S A LITTLE BIT CHALLENGING BECAUSE OF SO MANY ECONOMIC FACTORS OUT THERE.
BUT I THINK TO STAY WITH WHAT WE'VE BEEN EVERYTHING'S BEEN TRACKING AS WE HAVE EXPECTED.
SO I'VE KIND OF SAID, LET'S JUST STAY WITH IT RIGHT NOW.
THANK YOU. GREAT. GREAT REPORT.
APPRECIATE IT. ANY OTHER COMMENTS? GOOD. ALL RIGHT. THANK YOU, MR. ALEXANDER. OH, DR.
MCFARLAND. YOU MENTIONED FUNCTIONAL FUNCTIONAL CAPACITY.
CAN YOU JUST KIND OF EXPLAIN IT JUST A LITTLE BIT MORE SO THAT WE ALL UNDERSTAND THE DIFFERENCE BETWEEN THE ACTUAL CAPACITY AND THE BUILDING AND THE FUNCTIONAL CAPACITY WITHIN THIS FORMULA? CORRECT.
GENERALLY, THE MAX CAPACITY IS IS THE ARCHITECTURAL DESIGN.
IF ALL OF THE CLASSROOMS ARE 22 TO 1 AND ARE ALL GENERALLY USED AS THEY WERE, AS THEY'RE BUILT, THEN THAT'S YOUR MAX CAPACITY. BUT THE WAY THE CAMPUSES ARE CURRENTLY UTILIZED IN SPECIAL PROGRAMS, IT'S VARIES BY CAMPUS TO CAMPUS AND SOMETIMES VARIES YEAR TO YEAR.
GENERALLY, IT'S ABOUT 90% OF THE MAXIMUM IS THE GENERAL RULE FOR FUNCTIONAL.
IT CAN IT CAN RANGE IN 87 TO 90% OF THE MAXIMUM GENERALLY IS WHERE MOST SCHOOL DISTRICTS WILL TELL YOU THAT THEIR CAMPUSES FALL COMPARED TO HOW THE CAMPUS IS BEING UTILIZED VERSUS THE MAX DESIGN OF THAT BUILDING.
[02:00:03]
THE NEXT QUESTION JUST DEALS WITH KIND OF THE PERCENTAGES LISTED HERE.IS THERE A KIND OF INDUSTRY STANDARD OF PERCENT OF FUNCTIONAL CAPACITY THAT WILL.
IS THERE IS THERE A TRIGGER? SO, FOR EXAMPLE, WHEN WE GET TO ABOUT 85% FUNCTIONAL CAPACITY, SHOULD WE START TO THINK ABOUT FACILITY NEEDS GOING FORWARD OR KIND OF WHAT'S THE STANDARD ON THAT? WELL, IT CAN VARY, BUT TYPICALLY IT'S RIGHT IN THAT 85 TO 90% RANGE WHEN WHEN MOST DISTRICTS ARE ALERTED TO POTENTIAL OVERCROWDING ISSUES. YOU KNOW WHAT? HOW LONG CAN A DISTRICT SUSTAIN, YOU KNOW, BEING OVER CAPACITY? IT DEPENDS ON A LOT OF OTHER FINANCIAL ISSUES.
SO BUT GENERALLY, IT'S RIGHT THERE IN THAT 90, 85, 90% RANGE THAT WILL TRIGGER MOST DISTRICTS TO START LOOKING AT HOW TO ADDRESS CAPACITY ISSUES.
THANK YOU VERY MUCH. AT THIS TIME, WE'RE AT AGENDA ITEM 6.0.

MR. KIRCHNER, WOULD YOU PLEASE SHARE THE NAME OF THE FIRST SPEAKER? YES, MADAM PRESIDENT. OUR FIRST SPEAKER IN OPEN FORUM IS ANGIE HUNT.
GOOD EVENING, EVENING AND AFTERNOON.
AM I SUPPOSED TO HAVE MY ADDRESS THING? I LIVE ON SLIPPERY ROCK DRIVE.
I'M HERE TODAY TO ADVOCATE FOR HONESTY.
AND THE HARSH REALITY HERE IS THAT THE SPIN IS DOWNRIGHT PROPAGANDA AS WE COME TO BELOW STATE AVERAGES IN STAAR. WE KNOW THAT.
I DO KNOW THE THIRD GRADE STAAR BECAUSE I HAVE TWO KIDS.
ONE OF THEM WAS IN SIXTH GRADE.
BUT ANYWAY, SO I HAVE HIS STAAR FROM 2019 AND HIS READING AVERAGE FOR THIRD GRADE WAS 1423.
THIS YEAR WE DID IMPROVE UP TO 1426, SO THAT'S THREE THREE POINTS.
AND THEN OUR MATH IN 2019, WE WERE AT 1460.
AND THIS YEAR, THIS PAST YEAR WITH MY THIRD GRADER, OUR DISTRICT AVERAGE WAS 1408 FOR MATH.
BUT NOW SOMEHOW WE'RE A BETTER DISTRICT.
[02:05:01]
THAT'S WHAT WE SAY. BUT WE KNOW THAT THAT'S NOT TRUE AND THAT THERE IS A LOT OF SPINNING OF THESE NUMBERS THAT ARE BEING PRESENTED BECAUSE THERE ALWAYS IS.I DON'T BLAME OR FAULT YOU GUYS FOR THAT, BECAUSE THAT IS HOW IT IS.
THAT'S HOW THIS INDUSTRY WORKS.
BUT I AM ADVOCATING FOR HONESTY.
SORRY, I'M GOING OVER A LITTLE BIT.
I WANT MY CHILDREN TO BE COMPETITIVE IN THE GLOBAL MARKET.
I DO NOT FEEL LIKE MY KIDS ARE IN A B RATED DISTRICT.
I HAVE. I AM LUCKY AND THAT I GOT MY CHILDREN INTO A CHARTER SCHOOL AND THAT I ACTUALLY WAS TRYING TO FLEE CROWLEY ISD WE TRIED TO MOVE THAT FELL APART LIKE MANY OTHER PEOPLE'S STORIES BACK IN MARCH, I WAS TRYING TO FLEE.
I HOPE THAT THE YEAR HAD WE REFOCUS ON OUR EDUCATION, GIVING OUR TEACHERS SMALLER CLASS SIZES.
I KNOW IT ISN'T AN EASY TASK, AND I HOPE YOU ALL WILL TAKE ON HONESTY AND STOP WITH THE PROPAGANDA.
THANK YOU. OUR NEXT SPEAKER IS DIANA ACOSTA.
I AM DIANA ACOSTA LIVE AT 528 SOUTH HEIGHTS DRIVE.
I'M ALSO THE GRANDPARENT TO ELIJAH AND ISABELLA SAN RAMON THAT'S NO LONGER ATTENDING CROWLEY ISD.
THEY'VE BOTH BEEN PUT IN A CHARTER SCHOOL.
I FOUND OUT THREE WEEKS BEFORE SCHOOL START.
HE WAS KICKED OUT OF JUNE DAVIS.
HE WAS TAKEN OFF THE REGISTRY AND ENROLLMENT.
THE SCHOOL DISTRICT DECIDED TO ENFORCE IT ANY WHICH WAY.
IN FEBRUARY, MAY, I DECIDED TO RUN FOR THE SCHOOL BOARD.
MY GRANDSON WAS STILL ATTENDING YOUR SCHOOL.
SOME OF THE BOARD HAS FRIENDS AND FAMILY MEMBERS ALSO THAT ARE THERE AT THE SCHOOL DISTRICT.
HE HAD HIS RECESS AND HE HAD HIS LUNCH DETENTION BECAUSE I DECIDED TO RUN FOR THIS BOARD.
TWO OF THE TEACHERS ARE FRIENDS WITH ONE OF THE BOARD MEMBERS THAT ARE SITTING HERE.
SINCE THEY DON'T WANT TO SAY ANY NAMES, I'M NOT GOING TO SAY ALL THE NAMES HERE AT THIS POINT.
BUT I WILL MENTION THE TEACHER.
HE COMES HOME, CRUSHED, CRYING TO ME.
THERE'S NO REASON WHY ANY CHILD SHOULD HAVE TO SUFFER.
BECAUSE I DECIDED TO RUN FOR THE SCHOOL BOARD.
THEN I ALSO DID A FORMAL PAPERWORK WITH OUR SUPERINTENDENT ON ONE OF THE MEMBERS WHILE THEY WERE RUNNING, DECIDED TO TELL ME TO TAKE MY SIGNS DOWN THAT I DON'T BELONG TO HAVE MY SIGN SITTING NEXT TO HER.
I HAD ONE OF YOUR OFFICERS THAT TOLD ME VERY CLEARLY HE COULDN'T DO ANYTHING ABOUT IT.
I TURNED IN THE PAPERWORK TO YOUR SECRETARY.
HUNT THAT WAS THERE ABOUT THESE TEACHERS IN THEIR CONDUCT.
ALL I CAN SAY IS THIS I'VE NEVER SEEN SO MUCH CORRUPTION IN MY LIFE.
RYAN RAE HIMSELF DECIDED TO USE EVEN THE ETHICS BOARD OVER MY SIGN.
HE HAD NO SUBSTANCE TO SAY ANYTHING TO ME, BUT HE STILL DECIDED TO DO THAT.
THE BOARD CLEARED ME OF EVERYTHING, BUT WHAT A DISGRACE TO SEE THAT THIS SCHOOL DISTRICT THAT I DO HAVE RESPECT FOR AND I WORKED HERE FROM 2009 ALL THE WAY TO 2021 TILL I RESIGNED. WHAT A DISRESPECT THAT WAS DONE TO US AS PARENTS, AS TAXPAYERS AND A GRANDPARENT, WHILE I WANTED BOTH OF MY GRANDKIDS TO SUCCEED IN THIS DISTRICT.
OUR NEXT SPEAKER IS ROBERT JOSEPH SWEET.
CAN I ASK A POINT OF CLARITY? YES, GO AHEAD.
THERE'S NO CLASSIFICATION OF PERSONS WITH WHOSE NAMES WE'RE GOING TO REFRAIN FROM USING.
[02:10:04]
CORRECT? WE'RE JUST NOT USING NAMES.CORRECT. WE'VE BEEN ASKED NOT TO SHARE PERSONAL NAME.
I DIDN'T KNOW IF THERE WAS JUST A CLASSIFICATION.
BUT WE'RE NOT USING SPECIFIC PERSONAL NAMES.
SWEET. AND I AM HERE, OF COURSE, TO RECOGNIZE ALL OF YOU AND THANK YOU FOR YOUR HARD WORK AND TO CELEBRATE, OF COURSE, THIS GREAT FEAT THAT THE DISTRICT HAS DONE.
LET ME START OFF WITH THIS POINT BY SAYING THIS.
STATED THIS AND HE SAID IT COULDN'T BE DONE.
SO HE BUCKLED RIGHT IN WITH A [INAUDIBLE] GRIN ON HIS FACE IF HE WORRIED HE'D HIT IT.
HE STARTED TO SING AS HE TACKLED THE THING THAT COULDN'T BE DONE.
AT LEAST NO ONE HAS EVER DONE IT.
BUT HE TOOK OFF HIS COAT AND HE TOOK OFF HIS HAT.
HE STARTED TO SING AS HE TACKLED THE THING THAT COULDN'T BE DONE, AND HE DID IT.
THERE ARE THOUSANDS TO TELL YOU IT CANNOT BE DONE.
THERE ARE THOUSANDS TO PROPHESY FAILURE.
THERE ARE THOUSANDS TO POINT OUT TO YOU ONE BY ONE THE DANGERS THAT WAIT TO ASSAIL YOU, BUT JUST BUCKLE IN WITH A BIT OF A GRIN AND TAKE OFF YOUR COAT AND GO TO IT.
JUST STARTING TO SING AS YOU TACKLE THE THING THAT CANNOT BE DONE AND YOU'LL DO IT.
I WANT TO SAY THIS, AND I STAND HERE HUMBLY TO EXPRESS MY APPRECIATION AND SUPPORT TO THE CROWLEY INDEPENDENT SCHOOL DISTRICT AS TEACHERS, ADMINISTRATORS, FACULTY AND FOREMOST TO THE PRINCIPALS, ALONG WITH THE CROWLEY INDEPENDENT SCHOOL BOARD AND DR.
MCFARLAND, CONGRATULATIONS ON A STELLAR PERFORMANCE OF THE 2022 STAAR RESULTS DISTRICT RATING FROM AN 83 TO AN 85 IN 2022, YOU'VE PRESSED TOWARD THE MARK.
I KNOW THAT THIS FACULTY, THIS STAFF AND THIS ADMINISTRATION, AS WELL AS DR.
MCFARLAND, HAVE DONE GREAT WITH THIS FEAT.
HOWEVER YOU KNOW, YOU HAVE TO ACHIEVE THAT 90 PLUS NUMBER.
YOUR FOCUS, YOUR ABILITY TO BLOCK OUT THE NOISE.
YOUR CONTINUED COMMITMENT AS TO WHY YOU ARE HERE HAS PROVEN FACTS.
YOUR STEADFAST EFFORT TO ACCENTUATE ON THE POSITIVES.
AND LASTLY, YOUR LOVE AND AND ATTENTION FOR OUR CHILDREN AND OUR STAFF OF THIS SCHOOL DISTRICT HAS PAID OFF GREAT, GREAT DIVIDENDS.
CONTINUE TO PRESS ON THE MARK [APPLAUSE].
OUR NEXT SPEAKER IS TAMARIA MOSS.
I CAME TO TALK ABOUT THE CROWLEY EXPERIENCE.
MY DAUGHTER GRADUATED FROM CROWLEY IN 2018.
MY NEPHEWS, MY NIECES, THEY ALL ARE A PRODUCT OF CROWLEY ISD.
AND I AM GRATEFUL FOR CROWLEY ISD.
EXCUSE ME. I'M A LITTLE NERVOUS.
HER JOURNEY STARTED AT BEST RACE AND ENDED AT CROWLEY HIGH SCHOOL.
THERE WERE MANY TEACHERS. I CAN'T SAY NAMES.
I HAD A LOT OF NAMES LISTED, BUT I WILL NOT SAY ANY NAMES.
BUT THERE ARE MANY TEACHERS AND MANY PRINCIPALS THAT I STILL KEEP IN CONTACT WITH THIS DAY BECAUSE OF THE HEART AND THE LOVE AND THE GUIDANCE THAT THEY INSTILLED IN MY CHILD.
THERE ARE A LOT OF COACHES. SHE WAS AN ATHLETE.
I WISH SHE WOULD HAVE, YOU KNOW, GONE WITH HALF THE STADIUM WHEN SHE WAS HERE.
SHE PASSED BY ALL THE TIME LIKE, WHY DIDN'T I HAVE THAT WHEN I WAS HERE? BUT. I'M TRYING NOT TO SAY NAMES.
I'M SO SORRY. THE LOVE THAT THEY SHOWED HER, THE ATTENTION THAT THEY SHOWED HER BECAUSE SHE WAS
[02:15:05]
ADHD. I FOUGHT TO NOT ACCEPT THAT DIAGNOSIS.THEY STARTED TELLING ME WHEN SHE WAS IN ELEMENTARY SCHOOL, MS. MOSS DID YOU GET HER TESTED, NO, SHE GOT TO MIDDLE SCHOOL, YOU GET HER TESTED, AND NO, SHE WASN'T TILL SHE WAS AT THE NINTH GRADE CENTER.
AT THAT POINT, I SAID, LET ME FIGURE OUT WHAT'S GOING ON.
I DID. SHE WENT FROM THEY TESTED HER.
THEY PUT ON A MEDICATION AND GAVE HER SOME TOOLS TO WORK WITH.
SHE WENT FROM A 66 IN A CLASS TO AN 88 IN LIKE TWO WEEKS.
AND I THANK THEM FOR THAT BECAUSE THAT SET HER UP FOR HER SUCCESS.
OK DESTINEE BANKS, GRADUATED IN 2018, IS AN ATHLETE.
SHE RECEIVED A SCHOLARSHIP TO MISSISSIPPI VALLEY STATE UNIVERSITY, A VOLLEYBALL SCHOLARSHIP.
SHE WAS ALSO A SHE WAS A DOUBLE ATHLETE.
SHE DID VOLLEYBALL AND TRACK HER WHOLE CROWLEY CAREER.
SHE IS NOW A GRADUATE OF MISSISSIPPI VALLEY STATE AS OF MAY 7TH OF 2022 [APPLAUSE].
AND SHE JUST LEFT TWO WEEKS AGO TO GO BACK TO MISSISSIPPI VALLEY STATE FOR HER GRADUATE DEGREE.
I TRULY THANK CROWLEY ISD FOR THE LOVE AND THE CARE.
I TEXTED HER BEFORE THE MEETING.
DO YOU HAVE ANYTHING THAT YOU WANT TO REMIND ME OF? AND SHE SAID, JUST TELL THEM THANK YOU FOR CARING [APPLAUSE].
OUR NEXT SPEAKER IS MIRIAM OYEJIDE.
MY APOLOGIES IF I GOT THAT INCORRECT.
GOOD EVENING. MY NAME IS MIRIAM OYEJIDE.
DR. MAYFIELD, MEMBERS OF THE BOARD.
AND DR. MCFARLAND, I STAND WITH YOU.
I STAND BEFORE YOU AS A HIGH SCHOOL VARSITY ATHLETE.
I'M A JUNIOR WITH A 4.2 GPA, RANKED NUMBER 10 OUT OF 665 IN MY CLASS.
ADDITIONALLY, I HAVE MY TEAMMATE HERE WITH ME, ADRIANNA WILLIAMS, DR.
MAYFIELD. SHE IS GRATEFUL FOR OPPORTUNITIES SUCH AS ON RAMPS, FREE DUAL CREDIT CAREER AND TECHNOLOGY ENDORSEMENTS HAVE IMPROVED HER FUTURE OUTCOMES. ALTHOUGH SHE IS ONLY A JUNIOR IN HIGH SCHOOL, SHE WILL GRADUATE WITH A COSMETOLOGY LICENSE AND MULTIPLE COLLEGE CREDIT HOURS.
SHE THANKS YOU FOR THIS EXPOSURE [APPLAUSE].
OUR NEXT SPEAKER THIS EVENING IS ALAINA FONTENOT.
TO DR. MAYFIELD, MEMBERS OF THE BOARD, AND DR.
MCFARLAND, I COME TO YOU CELEBRATING THE ACCOMPLISHMENTS OF THE DISTRICT.
I LOOK FORWARD TO MARCHING ON THE NEW STADIUM.
WELL, IN THE NEW STADIUM, THANK YOU FOR MAKING CROWLEY ISD A POSITIVE EXPERIENCE FOR ME [APPLAUSE].
OUR NEXT SPEAKER IS MARCY GALLE.
MY ADDRESS IS 500 [INAUDIBLE] CREEK ROAD.
I DID NOTICE THAT YOUR WEBSITE HAS NOT BEEN UPDATED WITH ALL OF THE TOMA REQUIRED ASPECTS LIKE MEETINGS, MEETING MINUTES, AUDIO AND OR VIDEO RECORDINGS.
SO I THOUGHT THAT I WOULD GO AHEAD AND SPEAK ABOUT THE SHAC ALSO.
[02:20:01]
ONE SIDE NOTE I DID WANT TO ASK IF THE BOARD PRESIDENT WOULD CONSIDER MOVING UP THE LEVEL THREE GRIEVANCE IN THE AGENDA TONIGHT.THANK YOU. OUR FINAL SPEAKER IN OPEN FORUM IS PATRICK WINFIELD THE SECOND. PATRICK WINFIELD.
THAT CONCLUDES OUR OPEN FORUM.
WE ARE NOW AT OUR CONSENT AGENDA.
[7.0 Consent Agenda ]
WE HAVE SEVERAL ITEMS. CONSENT AGENDA ITEM 7.1 APPROVAL FOR THE CONSENT.7.2 APPROVAL OF THE MAY 26TH 2022 REGULAR BOARD MEETING MINUTES.
THE JUNE 9TH, 2022 CALLED BOARD MEETING MINUTES.
THE JUNE 23RD 2022 REGULAR BOARD MEETING MINUTES.
THE JUNE 27TH 2022 CALLED BOARD MEETING MINUTES.
AND THE JULY 28TH 2022 REGULAR BOARD MEETING MINUTES.
AGENDA ITEM 7.3 FINANCIAL STATEMENTS 7.4 BUDGET AMENDMENT AND 7.5 2022-2023 STUDENT CODE OF CONDUCT 7.6 THE 2022 2023 4H RESOLUTION 7.7 THE 2022 -2023 TEACHER APPRAISERS.
BOARD ARE THERE ANY ITEMS THAT YOU'D LIKE TO DISCUSS OR DISCUSS OR HAVE REMOVED FROM THE CONSENT AGENDA? ALL RIGHT. HEARING NONE AT THIS TIME, CAN WE GET A MOTION TO APPROVE THE CONSENT AGENDA? I RECOMMEND APPROVAL OF THE CONSENT AGENDA AS PRESENTED.
THANK YOU, TRUSTEE DAVIS FOR THE MOTION.
IS THERE A SECOND? I'LL SECOND.
HALL, CAN WE VOTE, PLEASE? OK. AT THIS TIME, CAN WE VOTE BY SHOW OF HANDS? ALL IN FAVOR? PLEASE RAISE YOUR HAND.
OH, THANK YOU. MOTION PASSES UNANIMOUSLY, THANK YOU.
ALL RIGHT. WE DO HAVE CONSIDERATION OF POSSIBLE AND POSSIBLE ACTION ITEMS.
[8.0 Consideration and Possible Action Item (s) ]
WE'RE GOING TO START WITH 8.2.MADAM PRESIDENT AND BOARD MEMBERS, MS. ADRIAN IS HERE PREPARED TO ADDRESS THIS ITEM.
MAYFIELD, MEMBERS OF THE BOARD.
TONIGHT, I WOULD LIKE TO INTRODUCE TO YOU JEFF ROBERT.
HE'S BEEN IN FRONT OF THE BOARD IN THE PAST.
AND HE WOULD LIKE TO EXPLAIN TO YOU WHAT WE'RE TALKING ABOUT HERE.
MCFARLAND, MEMBERS OF THE BOARD, JEFF ROBERT WITH HILLTOP SECURITIES.
BEFORE I GET STARTED, I SAW MR. FISHER IN THE PARKING LOT BEFORE THE BEFORE THE MEETING.
AND I SAID, YOU GUYS ALWAYS BRING ENERGY AND EXCITEMENT.
I'M EXPECTING THE SAME THING TODAY.
AND HE SAID, OH, YEAH, WE'RE GOING TO BRING IT.
SO I WOULD LIKE TO CONGRATULATE YOU.
SO BEFORE I EVEN GET INTO THE PRESENTATION, JUST TO SUMMARIZE, WHAT WE'RE TALKING ABOUT DOING HERE IS PAYING OFF ABOUT $9.9 MILLION IN BONDS EARLY, WHICH WILL ALSO SAVE DISTRICT TAXPAYERS NOT ONLY THE 9.9 MILLION THAT WOULD OTHERWISE MATURE IN THE FUTURE, BUT ALSO A LITTLE OVER $2 MILLION IN INTEREST AS WELL.
SO YOU'D BE REDUCING YOUR TOTAL PRINCIPAL AND INTEREST BY ABOUT $12 MILLION.
AND NOW FOR THE DETAIL, IF WE CAN GO TO THE FIRST SLIDE HERE, WE'RE DOING THIS VIA TWO DIFFERENT MECHANISMS. THE FIRST THING WE'RE GOING TO DO IS REDEEM $6.175 MILLION.
THAT WILL BE ALLOWED TO BE CALLED AT NO PENALTY WHATSOEVER.
AND IT'LL JUST BE AN EXTRA PAYMENT THAT YOU'LL PAY OFF THOSE BONDS.
THAT'S THE INTEREST ASSOCIATED WITH IT.
[02:25:01]
AND THEN THE TOTAL PNI WE WOULD PAY THE 6.175 MILLION ON FEBRUARY 1ST AND AUGUST 1ST, THE COMBINED TOTAL OF 6 MILLION, 175.IF WE COULD GO TO THE NEXT SLIDE.
THE OTHER 3.73 MILLION OF PRINCIPAL THAT WE'D BE PAYING OFF IS NOT CALLABLE UNTIL 2024.
SO WE'RE GOING TO DO WHAT'S CALLED THE DEFEASANCE.
AND WHAT THAT MEANS IS WHEN YOU GET YOUR TAX REVENUE IN ROUGHLY FEBRUARY, WE WILL CREATE AN INTEREST BEARING ESCROW ACCOUNT AND WE'RE GOING TO PUT MONEY INTO THAT ESCROW ACCOUNT TO PAY OFF THE INTEREST PAYMENTS.
AND THEN ULTIMATELY THE PRINCIPAL ON THAT ISSUE ON IT'S CALLED DATE.
AND IF YOU WORK FROM LEFT TO RIGHT, AGAIN, THE 3.73 MILLION THERE IN COLUMN TWO AND WHERE IT'S SCHEDULED TO MATURE, THE INTEREST ASSOCIATED WITH IT, THE TOTAL AND THE AMOUNT RIGHT NOW THAT WE'RE ESTIMATING TO PUT INTO THAT ESCROW ACCOUNTS, $3.8 MILLION AND THIS WOULD SAVE $445,000 IN INTEREST.
SO IF YOU COMBINE THE 1.597 WITH THE 445,000, THAT'S A LITTLE OVER $2 MILLION IN INTEREST THE DISTRICT WOULD SAVE AGAIN, ALSO REDUCING THE PRINCIPAL OUTSTANDING BY $9.9 MILLION.
AND AT THE BOTTOM, I'VE GOT THE THE DEFINITION OF THE BOND DEFEASANCE THERE.
AGAIN, THE ONLY DIFFERENCE IS, IS THAT THE BONDS ARE NOT YET CALLABLE.
THIS DOES FIT INTO THE DISTRICT'S CURRENT INS BUDGET.
SO YOU CAN SEE JUST WORKING FROM LEFT TO RIGHT.
AND THE CALCULATION IS YOUR TAXABLE VALUE, THE TOTAL DEBT PAYMENTS THIS UPCOMING YEAR, THE AMOUNT THAT WE'RE GOING TO PAY OFF IN COLUMN SEVEN, WE ARE GOING TO GET SOME STATE FUNDING AS A RESULT OF THE INCREASE OF THE HOMESTEAD EXEMPTION FROM THE 25,000 TO THE 45,000 EXCUSE ME, $40,000 LEVEL TO WHERE ULTIMATELY OUR NET REQUIRED INS TAX LEVY AND THE CALCULATED INS TAX RATE IS SHOWN THERE.
AND IN THE LAST SLIDE, MRS. ADRIAN WANTED ME TO ADD, I KNOW IT'S DIFFICULT TO SEE HERE, BUT ULTIMATELY WHAT THIS IS, IS JUST SHOWS THE REFUNDINGS THAT WE'VE DONE FROM 2010 UP UNTIL 2020. AND IF YOU GO TO THE BOTTOM RIGHT, THIS GIVES EACH YEAR FOR EACH ONE OF THOSE DIFFERENT REFUNDINGS.
THE DISTRICT HAS SAVED JUST OVER $79 MILLION IN INTEREST ON THE REFUNDINGS THAT WE'VE DONE.
I FLEW THROUGH THAT. IF THERE'S ANY QUESTIONS, I'D BE HAPPY TO ANSWER.
BOARD. ARE THERE ANY QUESTIONS FOR MR. ROBERT OR COMMENTS? OK HEARING NONE. THANK YOU.
THANK YOU FOR THE REPORT. THANK YOU VERY MUCH.
ALL RIGHT. AGENDA ITEM 8.1 ADOPTION OF THE 2022 2020 NO.
OKAY. WE GOT TO APPROVE THAT RESOLUTION.
SO. ALL RIGHT, BOARD, IS THERE A MOTION TO APPROVE THE RESOLUTION CALLING A PORTION OF THE CROWLEY ISD OUTSTANDING UNLIMITED TAX BONDS FOR REDEMPTION PRIOR TO MATURITY? I RECOMMEND THE ADOPTION OF THE RESOLUTION AS PRESENTED FOR CALLING A PORTION OF CROWLEY INDEPENDENT SCHOOL DISTRICTS OUTSTANDING UNLIMITED TAX BONDS FOR REDEMPTION PRIOR TO MATURITY. THANK YOU TRUSTEE ROBINSON FOR THE MOTION.
IS THERE A SECOND? I'LL SECOND. THANK YOU TRUSTEE GRASSIA.
THE MOTION PASSES UNANIMOUSLY.
81, 818.1, ADOPTION OF THE 2022-2023 TAX RATE.
SO, MADAM PRESIDENT, BOARD MEMBERS.
MS. FISHER IS HERE TO PRODUCE THE EXCUSE ME, MISS ADRIAN IS HERE TO REDUCE THE TAX RATE.
I DON'T LOOK ANYTHING LIKE HIM.
MCFARLAND, DR. MAYFIELD, MEMBERS OF THE BOARD.
YES. AS DR. MCFARLAND MENTIONED TONIGHT, WE'RE JUST APPROVING THE TAX RATE.
I ESTIMATED THE BUDGET IN JUNE BASED ON OUR TAX RATE.
[02:30:08]
ON TEA'S CALCULATIONS AND THE FACT THAT OUR VALUES CONTINUE TO INCREASE, PLUS ALL OUR NEW ROOFTOPS, OUR TAX RATE ACTUALLY DROPPED $0.04 0.0412.SO OUR MAINTENANCE AND OPERATION TAX RATE TONIGHT WOULD BE AT $0.94.
SO THAT SAVES SOME A LITTLE BIT MORE.
AND THEN, OF COURSE, CISD STILL OFFERS THE 10% HOMESTEAD EXEMPTION IN ADDITION TO THAT.
SO WE'RE DOING WHAT WE CAN FOR OUR TAXPAYERS.
UNFORTUNATELY, THOUGH, THE AVERAGE MARKET, AS YOU CAN SEE ON THAT TOP LINE FROM LAST SUMMER, JULY CERTIFIED, THE AVERAGE HOUSE IN CROWLEY ISD WAS $216,000.
SO IT'S AN INCREASE OF $32,000.
WITH OUR TAX RATE BEING PROPOSED TONIGHT, IT DROPPED FROM A DOLLAR 48, INCLUDING THE $0.98 FROM THE M&O SIDE AND THE $0.50 FROM THE DEBT SERVICE TAX RATE. WE DROPPED FROM A $1.48 TO A $1.44, SO WE DROP FOUR PENNIES.
. MS. ADRIAN, I WANT TO JUST SORRY FOR INTERRUPTING YOU, BUT I JUST WANT TO MAKE IT CLEAR.
SO I WANT YOU TO SHARE CROWLEY ISD IMPACT ON THE TAX RATE SO IT CAN BE REPORTED ACCURATELY.
OKAY. YES, JUST TO EXPLAIN IT A LITTLE BIT FURTHER TO PART OF OUR TAX RATE GOES TO THE GENERAL OPERATING SIDE OF OF OUR EXPENDITURES. RIGHT? AND PART OF IT GOES TO THE DEBT SERVICE SIDE TO PAY BACK THE BONDS.
SO WE DROPPED THE TAX RATE BY $0.04.
WE'RE GOING TO KEEP THE MAINTENANCE AND OPERATION OR THE DEBT SERVICE SIDE AT $0.50 TO ALLOW FOR SOME OF THE DEFEASANCE AND REDEMPTIONS THAT MR. ROBERT JUST TALKED ABOUT.
BUT YES, WE HAVE DROPPED OUR TAX RATE FOR A LITTLE OVER $0.04.
THE STANDARD EXEMPTION INCREASED FROM 25 TO $40,000.
IN ADDITION, CROWLEY ISD HAS 10% ADDITIONAL HOMESTEAD EXEMPTION.
SO WE ARE TRYING TO HELP OUR TAXPAYERS BY CUTTING OUR TAX RATE, KEEPING THAT HOMESTEAD EXEMPTION.
AND IT HAS ALWAYS BEEN THE BOARD'S DECISION TO CONTINUE WITH OUR 10% OPTIONAL HOMESTEAD EXEMPTION.
IT'S JUST THAT OUR APPRAISALS HAVE GONE UP.
BUT CROWLEY ISD IS DROPPING THEIR TAX RATE BY OVER FOUR PENNIES.
IT'S THAT GOOD. AND IT MAY NOT SOUND LIKE A LOT, BUT IT IS.
IT REALLY DOES. CAN I ADD, WE HAVE CONTINUED TO DECLINE OVER THE PAST SIX YEARS.
AND THE LAST FEW YEARS IT'S DUE TO HOUSE BILL THREE AND THE REQUIREMENTS THERE.
THE PURPOSE OF BASICALLY THE HOUSE BILL THREE WAS TO TRY TO GET EVERYBODY'S TAX RATE IN LINE.
EVERYBODY'S TAX RATE HAS TO BE WITHIN 10% OF EACH OTHER BECAUSE OUR VALUES INCREASE.
THEY REQUIRE US TO DROP OUR TAX RATE.
SO IT'S GOOD FOR OUR TAXPAYERS.
BUT, THEIR VALUES CONTINUE TO GROW, AND THAT'S WHAT'S OFFSETTING THE TAX RATE.
BUT WE HAVE CONTROL OF THE RATE.
WE DON'T HAVE CONTROL OF THE VALUES.
SO BUT AS YOU CAN SEE, THE VALUES I HAVE UP HERE ARE THE LAST FIVE YEARS OF VALUES AS WELL.
IN 2019, THEY INCREASED 14% AND I THOUGHT THAT WAS AMAZING.
BUT FROM 21 TO 22 THIS YEAR, THEY INCREASED 17%.
AND THAT'S NOT OUR VALUE OF EVERYBODY'S HOME INCREASED 17%.
IT'S THE NEW ROOFTOPS, AS WELL AS OUR VALUES IN THE EXISTING PROPERTY.
BUT EITHER WAY, WE CROSSED OVER THE $10 BILLION IN OUR TAXABLE VALUES FOR CROWLEY ISD.
SO I JUST WANTED TO POINT THAT OUT A LITTLE BIT THAT WE CONTINUE TO GROW.
AGAIN, IT'S NOT JUST THE ROOFTOPS, BUT OUR VALUES AS WELL.
[02:35:01]
SO DO YOU HAVE ANY QUESTIONS? I'D BE HAPPY TO ANSWER.SO I JUST ONCE AGAIN, I KNOW THAT THERE'S 20,000 PEOPLE ON THE INTERNET RIGHT NOW WATCHING THIS.
OH, I'M SORRY, THEIR VALUE WENT UP, SO THEREFORE THEIR TAXES WENT UP.
BUT CROWLEY ISD ACTUALLY LOWERED THEIRS TO HELP THEM.
BUT WE'RE CORRECT, RIGHT? CORRECT. IT'S THE VALUES OF THE HOUSES THAT GO UP AND TALK TO TAD AND ALL OF THOSE PEOPLE, RIGHT? YES. DOES IT I MEAN, REALLY, IT'S IT'S NOT US THAT THAT DO THAT TARRANT APPRAISAL DISTRICT AND A LITTLE BIT OF JOHNSON COUNTY SO CENTRAL APPRAISAL DISTRICT IN CLEBURNE.
SO MAYBE NOT GO TO THE INTERNET BUT MAYBE PROTEST YOUR VALUES.
BUT YEAH, YOU CAN ALWAYS PROTEST YOUR VALUES AND YOU CAN DO IT ONLINE ANYMORE SO.
I JUST WANT TO MAKE SURE THAT THOSE 20,000 PEOPLE OUT THERE KNOW THAT WE'RE TRYING TO HELP THEM.
AND THE PEOPLE WHO LIKE TO POST, WE ARE.
WE DROPPED OUT, DROPPED $0.04.
DO A LOT OF THE FAMILIES TAKE ADVANTAGE OF THE HOMESTEAD EXEMPTION? I HAVE NO IDEA. BUT I'D BE HAPPY TO CHECK INTO IT FOR YOU BECAUSE YOU HAVE TO CLAIM IT IN ORDER TO REAP THE BENEFIT.
I'LL BE HAPPY TO LOOK INTO THAT.
THANK YOU, MISS ADRIAN. ARE THERE ANY OTHER COMMENTS OR QUESTIONS? ALL RIGHT. THIS IS A POSSIBLE ACTION ITEM.
BOARD IS THERE A MOTION? I RECOMMEND THAT THE BOARD OF TRUSTEES LEVY THE TAX RATE FOR THE 2022 TAX YEAR AT A TOTAL TAX RATE OF ONE DOLLARS 44 TO $0.09 0.9429 FOR MAINTENANCE AND OPERATIONS AND $0.50 FOR INTEREST AND SINKING.
OKAY. I THOUGHT THE AMOUNT WAS DIFFERENT, SO I WANTED TO MAKE SURE IT WAS RECORDED CORRECTLY.
THANK YOU TRUSTEE GRASSIA FOR THE MOTION AND THANK YOU TRUSTEE LYONS FOR THE SECOND.
CAN WE GET, CAN WE VOTE, PLEASE? ALL RIGHT. THE MOTION PASSES UNANIMOUSLY.
AGENDA ITEM 8.3 THE 2022-2023 SCHOOL BOARD OPERATING GUIDELINES.
MADAM PRESIDENT, BOARD MEMBERS, AS YOU ALL RECALL, SEVERAL WEEKS AGO, WE CONDUCTED OUR TEAM OF EIGHT AND DURING OUR TEAM OF EIGHT TRAINING, WE HAD THE OPPORTUNITY TO DIALOG RELATIVE TO OUR SCHOOL BOARD OPERATING GUIDELINES.
AND SO WE HAVE THIS AS AN ACTION ITEM.
AGAIN, THE SCHOOL BOARD OPERATING GUIDELINES CLARIFY THE ROLE OF THE BOARD, THE ROLE OF THE SUPERINTENDENT, THE ROLE OF ADMINISTRATION, AND HOW WE CAN INTERACT TOGETHER TO KEEP THE FOCUS ON THE DISTRICT MOVING FORWARD.
AND SO A BOARD THIS ITEM IS AN ACTION ITEM FOR YOU TONIGHT.
MCFARLAND, ARE THERE ANY QUESTIONS, BOARD OR COMMENTS? ALL RIGHT. THIS IS A POSSIBLE ACTION ITEM.
CAN WE GET A MOTION, PLEASE, OR IS THERE A MOTION? I RECOMMEND THE APPROVAL OF THE 2022-2023 SCHOOL BOARD OPERATING GUIDELINES AS PRESENTED.
ALL RIGHT. THANK YOU TRUSTEE GRASSIA.
ALL RIGHT. THE MOTION PASSES UNANIMOUSLY.
THANK YOU. AGENDA ITEM 8.4, 2022-2023 SCHOOL BOARD COMMITTEE ASSIGNMENTS.
[02:40:01]
DR. MCFARLAND.MADAM PRESIDENT AND BOARD MEMBERS.
AND SO IN A SECOND, I'LL READ THROUGH THE COMMITTEES AND REDO THE ASSIGNMENTS.
ON OUR POLICY REVIEW COMMITTEE, WE HAVE BOARD MEMBER DARYL DAVIS, DR.
AGAIN, WE DO RECOGNIZE THAT WE DO HAVE FULL BOARD MEMBERS ON THERE.
BUT ALL FOUR EXPRESSED INTEREST ON BEING A PART OF THE POLICY REVIEW COMMITTEE.
WE ALSO HAVE AN EQUITY COMMITTEE ON OUR EQUITY COMMITTEE.
WE HAVE BOARD MEMBER ALICIA LYONS, DR.
LA TONYA MAYFIELD, AND BOARD MEMBER NEDRA ROBERTSON.
WE ALSO HAVE OUR FINANCE COMMITTEE, CAPITAL FACILITIES ADVISORY COMMITTEE.
THAT'S BOARD MEMBER DARYL DAVIS.
LA TONYA MAYFIELD ON THAT ONE AS WELL.
THE NEXT COMMITTEE WE HAVE IS OUR PARENT COMMUNITY ENGAGEMENT COMMITTEE.
THIS COMMITTEE WILL HAVE MEMBERS MS..
WE ALSO WILL HAVE A NEW COMMITTEE THIS YEAR CALLED OUR STRATEGIC INITIATIVES.
WE'VE ALREADY IDENTIFIED THREE INITIATIVES THAT WE WANT TO FOCUS ON THIS YEAR.
REALLY TWO AND THEN A POSSIBLE THIRD.
MAYFIELD ARE ALL INTERESTED IN THE STRATEGIC OR SERVING ON THE STRATEGIC INITIATIVES COMMITTEE.
WE ALSO HAVE A MENTAL HEALTH COMMITTEE.
WE'LL START A DISTRICT WIDE MENTAL HEALTH INITIATIVE.
MS. DAVIS, MS. LYONS, ARE THE TWO MEMBERS ON THAT COMMITTEE AT THIS TIME.
WE HAVE A STUDENT VOICE COMMITTEE.
SO. MS. DAVIS, MR. GRASSIA, MS.. ROBINSON, ALL OF MEMBERS OF THE STUDENT VOICE COMMITTEE AND THEN THE LAST COMMITTEE, SINCE WE KNOW WE'RE GOING INTO A LEGISLATIVE SESSION, WE HAVE OUR LEGISLATIVE PRIORITIES COMMITTEE. AND ON THE LEGISLATIVE PRIORITIES COMMITTEE, WE HAVE MR. DAVIS, DR.
MAYFIELD. AGAIN, THOSE ARE THE COMMITTEE ASSIGNMENTS THAT WE HAVE AT THIS POINT.
MOST COMMITTEES WILL BE QUARTERLY, SEVERAL WILL BE A LITTLE BIT MORE FREQUENTLY.
AND WE'RE ASKING FOR APPROVAL OF THOSE COMMITTEES.
ALL RIGHT. THANK YOU. DR. MCFARLAND, BOARD, ARE THERE ANY QUESTIONS OR COMMENTS RELATED TO THE BOARD ASSIGNMENTS AT THIS TIME? ALL RIGHT, HEARING NONE, IS THERE A MOTION? I RECOMMEND THE ACTION REPRESENTING BOARD CONSENSUS? ALL RIGHT THANK YOU TRUSTEE GRASSIA.
IS THERE A SECOND? I'LL SECOND.
ALL RIGHT, THE MOTION PASSES UNANIMOUSLY THANK YOU.
AGENDA ITEM 8.5, MODIFICATIONS TO BOARD POLICY.
CW LOCAL, THE NAMING FACILITIES.
MADAM PRESIDENT AND BOARD MEMBERS, WE HAVE MR. ADRIAN EXCUSE ME, MR. FISHER HERE TO SPEAK TONIGHT.
PRESIDENT. DISTINGUISHED MEMBERS OF THE BOARD.
DR. MCFARLAN., WE ARE EXTREMELY EXCITED TO OPEN OUR NEW CISD MULTIPURPOSE STADIUM AND TO ADD THIS GREAT FACILITY TO OUR FIXED ASSETS SCHEDULE.
WE BELIEVE THAT THE ACADEMIC AND EXTRACURRICULAR BENEFITS FOR OUR STUDENTS OF CROWLEY ISD AS A RESULT OF THIS NEW THIS NEW STADIUM ARE REALLY TOO MANY TO LIST IN MY BRIEF PRESENTATION.
BUT WHAT I CAN SAY IN SHORT, WE BELIEVE THAT THIS VENUE WILL SERVE AS A CENTRAL GATHERING PLACE AND A POINT OF PRIDE FOR OUR ENTIRE SCHOOL DISTRICT COMMUNITY FOR MANY YEARS TO COME.
[02:45:03]
FROM A BUSINESS PERSPECTIVE.AND IN KEEPING WITH THE DEFINITION OF AN ASSET, WE BELIEVE THAT THIS FACILITY HAS GREAT POTENTIAL FOR FUTURE ECONOMIC BENEFIT BOTH TO OUR SCHOOL DISTRICT AND TO THE EXTERNAL ENTITIES THAT WE WERE TALKING ABOUT EARLIER ARE GOING TO BE COMING INTO THIS MARKET, THOSE EXTERNAL ENTITIES THAT WANT TO PARTNER WITH CISD TO EXTEND THEIR GOODS AND SERVICES TO OUR SCHOOL COMMUNITY.
WHAT WE KNOW IS, IS THAT CURRENTLY THERE ARE 18 SCHOOL DISTRICTS IN TEXAS THAT UTILIZE THEIR STADIUMS AS REVENUE GENERATORS. JAMIE, ARE YOU ABLE TO PUT THAT GRAPHIC ON THE SCREEN TO SHOW THOSE 18 STADIUMS? WE DON'T HAVE THAT. WELL, I'LL GO OVER A COUPLE JUST BECAUSE I THINK IT'S REALLY RELEVANT TO THIS DISCUSSION.
LUBBOCK HAS ESTABLISHED A LUBBOCK ISD HAS ESTABLISHED A NAMING RIGHTS AGREEMENT WITH PLAINS CAPITAL BANK IN THE AMOUNT OF $3 MILLION OVER TEN YEARS.
KATIE ISD HAS ESTABLISHED A NAMING RIGHTS AGREEMENT WITH ACADEMY, SPORTS AND OUTDOORS FOR $2.5 MILLION OVER THE COURSE OF TEN YEARS.
AND LASTLY, I'LL SPEAK TO ONE OF THE SCHOOL DISTRICTS HERE IN OUR AREA.
PROSPER ISD HAS ESTABLISHED A NAMING RIGHTS AGREEMENT WITH CHILDREN'S HEALTH FOR $2.5 MILLION OVER THE NEXT TEN YEARS.
SO AS WE ATTEMPT AS A DISTRICT TO LEAVE NO STONE UNTURNED AND NO OPPORTUNITY WITHOUT THE APPROPRIATE DUE DILIGENCE, ADMINISTRATION IS REQUESTING A MODIFICATION TO THE CURRENT BOARD POLICY.
THAT POLICY IS CW LOCAL TO INCLUDE SIGNIFICANT FINANCIAL DONORS AND LANDOWNERS IN THE STANDARD GUIDELINES FOR OUR DISTRICT NAMING FACILITIES. WHAT YOU SEE BEFORE YOU ARE THE FOUR STANDARD GUIDELINES THAT ARE CURRENTLY IN OUR BOARD POLICY.
GO AHEAD TRUSTEE DAVIS. GO AHEAD.
THANK YOU. MR. FISHER. YES, SIR.
ULTIMATELY, WHAT DOES THIS DO FOR OUR STUDENTS? THIS IS AN ADDITIONAL REVENUE SOURCE THAT THE DISTRICT HAS GREAT LATITUDE ON HOW IT UTILIZES THOSE.
SO IT ULTIMATELY COULD RESULT IN MORE RESOURCES FOR OUR STUDENTS.
ABSOLUTELY. WE COULD IMPROVE PROGRAMS. AND WHAT WE'RE HEARING, WHAT YOU'VE HEARD MR. ALEXANDER TALK THROUGH, WE'RE EXPECTING ADDITIONAL STUDENTS.
THAT'S GOING TO BE AN INCREASE IN THE STUDENTS THAT ARE PARTICIPATING IN OUR PROGRAMS. THIS COULD HELP OFFSET THOSE COSTS.
ANY OTHER QUESTIONS FOR MR. FISHER, COMMENTS? ALL RIGHT. THIS IS A..
DR. MAYFIELD, I HAD A QUESTION.
YES. DO WE HAVE NAMES OF INDIVIDUALS THAT WOULD LIKE ME THAT HAVE MADE PROPOSALS? WE DO NOT. WHAT WE'RE GOING TO BE DOING.
WE'LL ISSUE AN RFP WHICH WILL ALLOW US TO CAST OUR NET FAR AND WIDE TO SEE AND TO GAUGE WHAT THE BUSINESS INTEREST WOULD BE FOR SOMETHING LIKE THIS, AN AGREEMENT LIKE THIS. WE'LL COME BACK TO THE BOARD AFTER OUR LEGAL TEAM HAS DRAFTED ALL OF THE APPROPRIATE DOCUMENTS FOR MEMORIALIZATION.
SO WITH THAT, I DO HAVE A QUESTION.
IF THAT'S THE FIRST STEP OR THE FIRST PROCESS, DOES THAT MINIMIZE THE OTHER FOUR OR HOW DOES THAT IMPACT THE OTHER FOUR OPTIONS THAT MAY BE AVAILABLE? DO THEY NOT GET PRESENTED AT THE SAME TIME IF WE'RE DOING THE RFP FIRST FOR THE FINANCIAL DONOR, OR IS THAT NOT WHAT YOU SAID? NO, NO. THIS IS JUST TO INCLUDE FINANCIAL DONORS AND OR LANDOWNERS.
MADAM PRESIDENT, I HAVE ONE MORE QUESTION.
SO. WHAT WILL THE PROCESS LOOK LIKE? WE SEND OUT AN RFP.
LET'S SAY WE HAVE FIVE INTERESTED DONORS.
[02:50:09]
IS REPRESENTED AND HOW THAT WILL REFLECT ON THE DISTRICT? WHAT? BECAUSE WHAT I WOULD HATE FOR US TO DO IS JUST SEND OUT AN RFP AND WE GET SOMEONE THAT SAYS, I'LL GIVE YOU $20 MILLION TO PUT MY NAME ON YOUR STADIUM.BUT THAT PARTICULAR CORPORATION, IT MAY PRESENT A CONFLICT AS FAR AS THE VALUES OF OUR DISTRICT, OF OUR COMMUNITY. SO I THINK THAT IT'S IMPORTANT FOR OUR CONSTITUENTS TO KNOW WHAT THAT'S GOING TO LOOK LIKE.
GREAT. GREAT QUESTION MR. DAVIS, TRUSTEE DAVIS.
SO CW LOCAL AND THERE'S ALSO AN ASSOCIATED POLICY, G KB LOCAL, WHICH GOVERNS THE TYPE OF ENTITIES THAT CAN ADVERTISE IN OUR DISTRICT.
AND WE WILL ALSO ALWAYS MAINTAIN FINAL EDITORIAL AUTHORITY SO THAT THOSE ENTITIES THAT REFLECT OR THAT PARTNER WITH THE DISTRICT REFLECT OUR GOALS AND OUR VALUES.
THANK YOU, SIR. SO, AND IN ADDITION, ONCE WE DO THE RFP, WE WOULD BRING THAT INFORMATION TO OUR CAPITAL FACILITIES COMMITTEE.
WE'LL HAVE OUR ATTORNEY INVOLVED AND ALL.
SO WE WERE ABLE TO GET A REALLY GOOD DISCUSSION, HAVE A REAL DISCUSSION AROUND WHAT WE WANT TO DO.
ALL RIGHT. THANK YOU FOR THE QUESTIONS.
ANY OTHERS BEFORE WE MOVE? ALL RIGHT. THIS IS A POSSIBLE ACTION ITEM.
IS THERE A MOTION? I MAKE A MOTION THAT WE RECOMMEND APPROVAL OF THE MODIFICATION TO THE BOARD POLICY CW LOCAL AS PRESENTED.
IS THERE A SECOND? I'LL SECOND.
ALL RIGHT, THE MOTION PASSES UNANIMOUSLY.
THANK YOU, MR. FISHER, AND THANK YOU, BOARD.
WE DO HAVE SOME FUTURE ACTION ITEMS TO DISCUSS.
[9.0 Future Action Item(s) ]
AGENDA ITEM 9.1, GRANT AWARDS.MADAM PRESIDENT, AND BOARD MEMBERS.
WE ARE DEFINITELY, YOU KNOW, EXCITED TO BRING THIS NEXT ITEM AS WELL.
THESE GRANTS ARE PARTICULARLY DESIGNED TO IMPACT THIS YEAR GOING FORWARD.
AND WE HAVE MS. POLK HERE TO SHARE THIS ITEM.
MS. POLK, GOOD EVENING, MADAM PRESIDENT, BOARD OF TRUSTEES AND DR.
AND THIS PRESENTATION WILL ALIGN WITH ALL THREE OF OUR BOARD OF OUR COMMUNITY GOALS.
OUR GOAL ONE, GOAL TWO AND GOAL THREE.
SO THROUGHOUT THE LAST MONTH WE RECEIVED APPROXIMATELY TEN GRANTS.
AND SO IN ORDER TO CATEGORIZE THEM, WE BROKE THEM UP INTO FOUR DIFFERENT CATEGORIES.
THAT GRANT IS A FIVE YEAR GRANT AND THIS WILL BE OUR LAST YEAR, IT'S A CONTINUATION GRANT.
AND SO THIS WILL BE OUR LAST YEAR THAT CROWLEY ISD WILL RECEIVE THAT.
OUR GOAL IS TO REAPPLY FOR THAT GRANT.
THE NEXT ONE IS OUR CRIME CONTROL PREVENTION DISTRICT, WHICH IS FUNDED THROUGH THE CITY OF FORT WORTH, AND THAT FUNDS THREE OF OUR AFTERSCHOOL PROGRAMS. AND CROWLEY ISD ON THE FORT WORTH SIDE, AND WE'RE EXCITED TO HAVE THAT GRANT BECAUSE IT EXTENDS THE LEARNING FOUR DAY EACH DAY FOR THREE OF OUR CAMPUSES.
I WOULD LOVE TO BRING UP MR. MOFFITT FROM CROWLEY HIGH SCHOOL AND MR. SHRADER, WHICH IS A SCIENCE TEACHER, WHO'S GOING TO TELL YOU A LITTLE BIT ABOUT THE SID RICHARDSON FOUNDATION GRANT THAT THEY RECEIVED.
GOOD EVENING, MADAM PRESIDENT, MEMBERS OF THE BOARD, DR.
MCFARLAND. I STAND BEFORE YOU ALL TO SPEAK TO THE SID RICHARDSON FOUNDATION, GRANT OPPORTUNITY.
WE HAD WHEN I WAS AT CROWLEY HIGH SCHOOL, WE BEGAN THIS CONVERSATION ABOUT TWO YEARS AGO, AND WE WERE BRAINSTORMING, LOOKING AT SOME WAYS TO BRING MORE STEM OPPORTUNITIES TO CROWLEY HIGH SCHOOL AND CROWLEY ISD.
IN THAT CONVERSATION, I MR. SCHROEDER SHARED THE FACT THAT HE HAD EXPERIENCE IN A BACKGROUND IN WORKING WITH SOLAR CARS.
[02:55:04]
AND SO HE AND I GOT TOGETHER AND WE BEGAN TO LOOK FOR FUNDING SOURCES WITHIN DISTRICT.WE'D WORK BEGUN TO LOOK AT CTE AND OPPORTUNITIES AND HAVING CONVERSATIONS WITH DR.
AND SO LATER ON, I MET WITH A GENTLEMAN BY THE NAME OF WILLIAM KAYLOR.
WILLIAM KAYLOR IS A REPRESENTATIVE, REPRESENTATIVE OF THE SID W RICHARDSON FOUNDATION.
AND SO WE SAT DOWN WITH HIM AND MR. SHRADER AND MYSELF AND SHARED OUR PROPOSAL AND THEY LOVE THE IDEA.
AND SO HERE WE ARE TODAY, A FEW YEARS LATER, WITH AN OPPORTUNITY TO ENGAGE IN BUILDING THE SOLAR CAR AND COMPETING WITH A SOLAR CAR WITH A $50,000 GRANT OPPORTUNITY.
ALL RIGHT. WELL, THANK YOU, MR. MOFFIT, FOR HELPING TO PUT THIS TOGETHER.
I STARTED THIS ABOUT FIVE YEARS AGO, AND AND ABOUT FOUR YEARS AGO, MR. MOFFITT AND I GOT TOGETHER AND WE DISCUSSED THIS PROGRAM.
THIS IS A DEAL WHERE KIDS GET TO BUILD A CAR, NOT ONLY THEY BUILD THE CAR, THEY DESIGN IT.
AND I JUST THINK THAT IS A REMARKABLE THING.
THIS PROGRAM THAT THEY WILL GET TO BE A PART OF HAS BEEN GOING ON FOR 25 YEARS.
IT'S SUPPORTED BY MANY ORGANIZATIONS.
THERE'S A LOT OF MOMENTUM IN THIS PROGRAM.
AND I KNOW THIS IS THE NINTH INNING.
WE ARE WE'RE FUNDED FOR THE NEXT TWO YEARS.
THANK YOU SO MUCH, MR. SCHROEDER AND MR. MOFFAT.
OUR NEXT BUCKET OF GRANTS THAT WE RECEIVED IS WHAT'S CALLED OUR IN-SCHOOL LEARNING GRANTS.
AND OUR IN-SCHOOL LEARNING GRANTS ARE HOUSED IN OUR CURRICULUM AND INSTRUCTION DEPARTMENT.
THE FIRST GRANT THAT WE RECEIVED IS OUR STRONG FOUNDATION'S LITERACY FRAMEWORK.
AND SO WE'RE REALLY EXCITED ABOUT THAT.
THE NEXT GRANT, WE HAVE HAD IT BEFORE AND IT'S CALLED OUR MATH INNOVATION ZONE BLENDED LEARNING GRANT AND IT PROVIDES ONLINE LEARNING AND WITH FACE TO FACE INSTRUCTION. EVEN THOUGH IT SAYS MATH, IT POSES A LOT OF LITERACY COMPONENTS WITHIN THIS GRANT.
AND OUR NEXT GRANT CATEGORY IS INNOVATIVE GRANTS.
WE HAVE A SCHOOL ACTION PLANNING GRANT WHICH IS NEW TO CROWLEY THIS YEAR, AND WE'RE GOING TO BE ABLE TO DO THIS PROGRAM AS A PLANNING OPPORTUNITY FOR POINTER ELEMENTARY SCHOOL TO HAVE A COLLEGE PREP ELEMENTARY SCHOOL.
THIS YEAR IS OUR PLANNING YEAR AND THEN HOPEFULLY WE WILL HAVE A CONTINUATION GRANT TO BE ABLE TO AGAIN TO HAVE THOSE CAMPUSES TO CONTINUE TO GROW A GRADE LEVEL EACH YEAR. AND OUR SCHOOL ACTION IMPLEMENTATION GRANT IS SOMETHING VERY SIMILAR TO OUR SCHOOL ACTION PLANNING GRANT.
AND OUR LAST CATEGORY TONIGHT IS OUR SUPPORT SERVICE GRANT.
OUR STRATEGIC COMPENSATION GRANT IS ONE THAT WE RECEIVED.
[03:00:01]
OUR NEXT GRANT IS OUR AMERICAN RESCUE PLAN HOMELESS TWO GRANT.AND THIS GRANT IS GOING TO ALLOW US TO TRULY PROVIDE WRAPAROUND SERVICES FOR OUR HOMELESS STUDENTS.
WE KNOW THAT THEY HAVE MANY NEEDS, WILL HELP BUY GROCERIES.
IT WILL HELP BUY UNIFORMS, AND IT WILL TRULY HELP MAKE DEFICITS THAT OUR STUDENTS TRULY HAVE.
AND THIS GRANT IS PRETTY AWESOME.
AND SID RICHARDSON HAS CONTRIBUTED AND PAID FOR $150,000 FOR US TO BE ABLE TO DO THAT.
AND WE ARE EXTREMELY EXCITED AND TONIGHT BOARD ALL TOGETHER, OUR BOARD OUR GRANTS HAVE TOTAL UP TO APPROXIMATELY $3.4 MILLION WITHIN THE LAST FOUR MONTH AND OR TWO THAT WE'VE RECEIVED.
[APPLAUSE] AND I'M OPEN FOR ANY QUESTIONS.
I KNOW ONE OF THE CONFERENCES THAT I ATTENDED LAST YEAR, JUST SITTING AT A BREAKFAST TABLE OR SOME TABLE WHERE OTHER BOARD MEMBERS WERE THERE ARE FROM OTHER DISTRICTS.
AND THEY WERE TALKING ABOUT GRANTS.
AND THERE'S SO MANY DISTRICTS THAT DON'T HAVE A PERSON LIKE YOU.
I KNOW I USE THAT WORD A LOT, BUT WE'RE VERY FORTUNATE TO HAVE YOU AND TO BRING ALL OF THIS.
IT'S A SKILL THAT I KNOW A LOT OF DISTRICTS WOULD LOVE TO HAVE.
SO JUST KUDOS TO YOU AND YOUR TEAM.
AND THANK YOU VERY MUCH FOR THAT.
ARE THERE ANY QUESTIONS FOR MISS POLK OR ANY COMMENTS? I DO HAVE ONE.
POLK, JUST TALK A LITTLE BIT MORE ABOUT THE HOMELESS GRANT THAT YOU MENTIONED.
ABSOLUTELY. THE HOMELESS GRANT IS A GRANT THAT WE RECEIVED FROM TEXAS EDUCATION AGENCY, AND IT IS A GRANT THAT BASED WE RECEIVED IT BASED UPON THE NUMBER OF HOMELESS STUDENTS THAT WE HAVE THAT ARE MCKINNEY-VENTO, OR HAVE SOME OTHER QUALIFIER THAT WE WILL BE ABLE TO I MEAN, THE GRANT IS SO AWESOME FOR ME.
I MEAN, WHEN I WAS LOOKING AT IT THE OTHER DAY WITH DR.
BUT THIS GRANT WILL ALLOW US TO DO THOSE THINGS FOR THOSE STUDENTS.
[INAUDIBLE] AMAZING, NOW IDENTIFYING THOSE STUDENTS.
WHAT DOES THAT LOOK LIKE? IS IT IS IT SIMILAR TO MCKINNEY VENTO OR IS IT.
SO OUR NORMAL PROCESS THAT WE GO THROUGH WILL BE ABLE ANY CHILD AS CODED.
THAT WAY WE'LL BE ABLE TO RECEIVE THIS THIS RECIPIENT OF THESE FUNDS TO HELP.
I HAD A QUESTION. SO IS IT AUTOMATIC THAT YOU GO DO THE GROCERIES OR IS IT OVER A CERTAIN PERIOD OF TIME OR HOW IS THAT DISTRIBUTED? IS IT MONTHLY? THAT'S BASED ON NEED? SO IF YOU HAVE A FAMILY SO WE WORK WITH OUR LIAISON, WHICH IS DR.
HAMLET, WHO KNOWS THE FAMILY AND THE COMMUNITIES AND AND MR. MUHAMMAD. AND THEY HAVE THEY WILL KNOW THE NEED OF WHATEVER THE COMMUNITY IS, AND WE'LL BE ABLE TO MOVE BASED UPON THE NEED OF THAT FAMILY.
VERY GOOD. ANY OTHER QUESTIONS OR COMMENTS? MADAM PRESIDENT, I DO HAVE A QUESTION.
IF WE CAN GO BACK TO THE $50,000 GRANT FROM SID RICHARDSON.
DO WE KNOW HOW MUCH IT'S GOING TO TAKE TO MANUFACTURE THIS SOLAR CAR? AND IS THIS 50,000 FOR I MEAN, BECAUSE I'M SURE THERE IS SOME RESEARCH DEVELOPMENT DESIGN ELEMENTS.
HAS THAT PROCESS ALREADY STARTED OR IS THAT STARTING WITH THIS GRANT? THE CAR ITSELF IS GOING TO TAKE ABOUT 20, $25,000 AND TO BUILD SOMETHING LIKE THAT THAT GREENVILLE HAS BUILT. IT COSTS A LITTLE BIT MORE.
THAT'S A LOT OF INTERESTING TECHNOLOGY THERE.
BUT 4 HOURS, THAT'S A BALLPARK FIGURE.
AND. THERE'S TRAINING THAT GOES INTO THIS.
THERE'S WORKSHOPS, THERE'S TRAVEL THAT'S I'VE INCLUDED IN THE GRANT.
SO A LOT IS PACKED INTO THAT $50,000.
OUR HOPE IS TO REACH AS MANY STUDENTS AS POSSIBLE.
[03:05:02]
WE KNOW THAT, REALISTICALLY, WE'RE GOING TO.PROBABLY A SHOOT FOR A SMALL CORE GROUP OF PEOPLE AT FIRST AND BUILD FROM THERE.
OUR HOPE IS THIS IS GOING TO BUILD AND CONTINUE.
SO WE HAVE GREAT EXPECTATIONS.
A LOT OF THE STUDENTS THAT WE HAVE ARE.
SO MR. MOFFITT HAD PROPOSED A STRATEGY LAST SPRING, AND WE'RE HOPING THAT'S GOING TO GO THROUGH WHERE THOSE STUDENTS CAN BE PUT INTO AN 8TH PERIOD CLASS STARTING THIS YEAR.
AND THAT'S GOING TO BE A WE NEED TO SEE THAT HAPPEN.
TOOLS AND EQUIPMENT WAS PURCHASED THROUGH WHEN WE REACHED OUT ORIGINALLY TO DR.
WE WERE ABLE TO LEVERAGE SOME OF THOSE TOOLS AND THINGS FROM AUTOMOTIVE.
AND WITH GAS AT $3 A GALLON, I VOLUNTEER AS TRIBUTE TO TAKE IT OUT DURING THE WEEK JUST.
ALL RIGHT. MISS POPE, THANK YOU.
ALL RIGHT. AT THIS TIME, WE'RE GOING TO MOVE TO AGENDA ITEM 9.3.
MCFARLAND. MADAM PRESIDENT AND BOARD MEMBERS MS. BATISTE WILL PRESENT THIS FUTURE ACTION ITEM.
GOOD EVENING AGAIN. BOARD PRESIDENT WOODSON-MAYFIELD BOARD OF TRUSTEES DR.
MCFARLAND. IN YOUR BOARD PACKET, YOU WILL SEE SOME MATERIAL IN REGARDS TO AN UPCOMING BOARD UPDATE 119, WHICH IS LOCAL POLICY, AND WE'LL BE BACK IN SEPTEMBER TO COMB THROUGH THAT FOR YOU WITH SOME VARIOUS PROPOSALS THAT WE NEED TO LOOK AT AS FAR AS UPDATING. AND THAT'S ALL I HAVE FOR YOU THIS EVENING, UNLESS YOU HAVE ANY FURTHER QUESTIONS.
ALL RIGHT. AT THIS TIME, THE BOARD WILL ADJOURN TO AN EXECUTIVE SESSION.

[12.0 Level III Grievance Hearing ]
DENNIS EICHELBAUM, AN ATTORNEY, WILL CONDUCT THIS PORTION OF THE MEETING FOR THE BOARD.[03:15:06]
ALTHOUGH HE IS CHARGED WITH MAKING THOSE RULINGS.I NOW TURN THESE PROCEEDINGS OVER TO MR. EICHELBAUM.
THIS MEETING HAS BEEN REQUESTED IN WRITING BY MS. DE LA CRUZ IN ACCORDANCE WITH BOARD POLICY F AND G LOCAL.
THE PORTION OF THE PROCEEDINGS IN WHICH MS. DE LA CRUZ AND THE ADMINISTRATION PRESENT THEIR STATEMENTS WILL BE RECORDED BY AUDIOTAPE.
THE BOARD'S DELIBERATION MAY OR MAY NOT BE RECORDED.
THE SUPERINTENDENT HAS FORWARDED TO THE BOARD A COPY OF THE GRIEVANCES AND THE ADMINISTRATIVE DECISIONS AT LEVEL ONE AND LEVEL TWO AND THE LEVEL THREE GRIEVANCE, ALONG WITH ALL EXHIBITS AND OTHER MATERIALS USED OR PRESENTED AT THE LOWER LEVEL CONFERENCE.
NO NEW INFORMATION WILL BE CONSIDERED IN MAKING A DECISION ON THIS APPEAL.
I WILL KEEP THE TIME FOR BOTH PARTIES IF EITHER PARTY EXHAUSTS THE ALLOTTED TIME BEFORE COMPLETING HIS OR HER PRESENTATION, I WILL CALL TIME AND PERMIT THE PERSON SPEAKING TO COMPLETE THAT THAT THOUGHT.
NO EXTENSION WILL BE PERMITTED.
ALL PARTIES WILL MAINTAIN ORDER AND DECORUM BECAUSE THIS IS AN OPEN HEARING.
NO STUDENT NAMES OR DISTRICT OFFICER OR EMPLOYEE NAMES MAY BE USED OTHER THAN MS..
DE LA CRUZ'S CHILDREN'S NAMES IF SHE SO CHOOSES.
I CAUTION BOTH SIDES THAT IF INFORMATION IS REVEALED ABOUT STUDENTS WITHOUT THE WRITTEN PERMISSION FROM THE PARENTS OR GUARDIANS OF THOSE CHILDREN, OR IF COMPLAINTS ARE SPECIFICALLY MADE AGAINST DISTRICT EMPLOYEES OR OFFICERS, I MAY ASK THE BOARD IF IT WISHES TO MOVE IMMEDIATELY TO CLOSE THE HEARING TO THE PUBLIC.
UNDER TEXAS GOVERNMENT CODE 5510821 AND OR 551.074.
IF THERE ARE NO QUESTIONS, MS. DE LA CRUZ, YOU ARE FREE TO BEGIN YOUR PRESENTATION.
AND I'D LIKE TO ASK, CAN YOU GIVE US 5 MINUTES, PLEASE? YES, MA'AM. THANK YOU.
OKAY. ITALIA DELA CRUZ I'M GOING TO START OUT BY READING MY STATEMENT.
I FILED A GRIEVANCE WITH PROOF THAT I HAD SIGNED UP TO SPEAK ON TIME.
WE MET AGAIN FOR A LEVEL TWO GRIEVANCE.
I FILED A LEVEL THREE GRIEVANCE AND HERE WE ARE SIMPLY BECAUSE YOU DECIDED NOT TO LET ME SPEAK AFTER I PROVED TIME AFTER TIME THAT I HAD DONE MY PART. BUT YOU REFUSED TO DO YOUR PART.
YOU NEVER CARED. YOU NEVER EVEN MADE AN ATTEMPT TO REACH OUT AND DISCUSS POSSIBLE SOLUTIONS.
I HAVEN'T. DOES THIS SOUND LIKE A HAVE OTHER.
YOU DIDN'T CARE. I REPORTED IT TO THE CROWLEY POLICE DEPARTMENT.
AND GUESS WHAT? THEY WORK FOR YOU.
EVERYTHING GETS BRUSHED UNDER THE RUG, EVERYTHING GETS HIDDEN.
[03:20:02]
AND GUESS WHAT? THE CROWLEY PD AND BOARD OF TRUSTEES BRUSH IT ALL UNDER THE RUG.DOES THIS SOUND LIKE A BOARD WHO VALUES OPEN COMMUNICATION? THE AUDACITY TO POST THAT ON YOUR WEBSITE IS LAUGHABLE.
YOU'RE ALSO DECEIVING OUR COMMUNITY BY ANNOUNCING THE STAARS SCORES ARE SOARING.
HOW CONVENIENT. I COULD GO ON AND ON.
BUT THIS GRIEVANCE IS TO ASK THAT THE PARENTS HAVE SEVERAL OPTIONS TO SIGN UP, TO SPEAK DURING PUBLIC FORUM, AND TO RECOGNIZE THAT YOUR ACTIONS WERE NOT PROFESSIONAL OR ETHICAL. IF YOU REALLY MEAN THE STATEMENT CROWLEY ISD VALUES OPEN, EFFECTIVE AND TIMELY COMMUNICATION WITH ALL DISTRICT STAKEHOLDERS, YOU WILL ACCEPT MY RECOMMENDATION AND ALLOW SEVERAL OPTIONS FOR PARENTS AND STAKEHOLDERS TO SIGN UP TO SPEAK AND A MORE A MORE USER USER FRIENDLY OPTION.
YOU'RE AT 7 MINUTES AND 13 SECONDS.
SO WE'LL WAIT. I'LL DO A REBUTTAL.
WHEN IT'S TIME FOR REBUTTAL, YOU'LL HAVE 7 MINUTES AND 6 SECONDS.
GOOD EVENING. MY NAME IS CHERISE ALEXANDER.
GOOD EVENING, MADAM PRESIDENT.
WAS THIS LEGAL? DID IT FOLLOW POLICY? AND WAS IT ARBITRARY AND CAPRICIOUS? ACCORDING TO THE TEXAS OPEN MEETINGS ACT, SECTION 551007, EACH GOVERNMENTAL BODY HAS TO ALLOW A MEMBER OF THE PUBLIC TO SPEAK AT ANY OF THEIR OPEN FORUMS, AND IT ALSO ALLOWS THE BOARD TO DECIDE HOW TO CREATE REASONABLE RULES REGARDING THE PUBLIC'S RIGHT TO ADDRESS THE BODY. AND THOSE RULES CAN INCLUDE TIME AND, YOU KNOW, FRAMEWORK AROUND HOW TO SUBMIT YOUR CARD TO SPEAK HERE AT THE DISTRICT, WE REQUIRE EACH PERSON, WE ALLOW ACCORDING TO OUR DEB LOCAL, WE ALLOW EACH PERSON FROM AT EVERY ONE OF OUR BOARD MEETINGS TO SPEAK FOR 3 MINUTES, PROVIDED THAT THEY SUBMIT A COMMENT CARD, WHICH AN HOUR BEFORE THE MEETING THAT CAN BE HANDED IN OR EMAILED.
AND OUR SYSTEM IS, IS THAT OUR ADMINISTRATOR WHO'S IN CHARGE OF RECEIVING THESE EMAILS WILL VET THEM AND DETERMINE WHETHER THEY'RE TIMELY BASED ON THE TIME THEY ARE RECEIVED BY HIM AND IS BASED ON THE TIMESTAMP ON OF THOSE EMAILS.
AND ALSO SO IN THIS PARTICULAR CASE, MS. DE LA CRUZ'S EMAIL WAS RECEIVED BY OUR ADMINISTRATIVE STAFF AT 5:13, WHICH IS 13 MINUTES AFTER THE THE TIME FOR IT TO BE SUBMITTED AT 5:00.
AND WE ALSO ALSO LIKE TO MENTION THAT THESE ITEMS ARE POSTED 72 HOURS AHEAD OF TIME.
SO THAT GIVES THE PUBLIC TIME TO SUBMIT THEIR CARDS IN A TIMELY MANNER.
AND THIS IS A PROCESS THAT WE IMPLEMENT FOR ALL OF OUR PUBLIC COMMENTS.
WE DON'T MAKE ANY DIFFERENCE BETWEEN ANYONE ELSE.
AND SO IF WE WERE TO DO SO, THAT WOULD BE ARBITRARY AND CAPRICIOUS.
SO THE ONLY THING WE CAN DETERMINE IS THAT TIMESTAMP OF WHEN WE RECEIVE IT.
WE HAVE NO IDEA OF WHEN IT'S SENT.
MS . DE LA CRUZ, YOU HAVE 7 MINUTES AND 6 SECONDS IF YOU'D LIKE TO ADD ANYTHING.
PLEASE INTRODUCE YOURSELF FOR THE RECORD.
MY NAME IS MARCY GALLI, AND I'M A PARENT ADVOCATE FOR MRS. DE LA CRUZ. SO I WOULD LIKE TO CORRECT SOMETHING THAT WAS JUST SAID.
THERE IS NO ALLOWANCE FOR HANDING IN THE CARD.
THERE IS ONLY THE ALLOWANCE RIGHT NOW FOR EMAILING IN THE CARD.
AND I DO THINK THERE COULD BE AN OFFERING THAT SOMEONE COULD EITHER EMAIL IN THEIR SPEAKER CARD
[03:25:02]
OR HAND IT IN JUST BEFORE THE MEETING BEGINS.SO THAT'S WHAT I WOULD LIKE TO SUGGEST IS DONE TONIGHT.
HER LEVEL TWO, I MEAN, THE DISTRICT ALREADY AGREED TO REVIEW AND POSSIBLY MODIFY BED LOCAL.
I THINK THAT TONIGHT IT WOULD BE GREAT IF SOMEONE COULD MAKE A MOTION TO UPDATE THE BOARD POLICY TO EITHER ALLOW FOR A 30 MINUTE TO AN HOUR GRACE PERIOD AND OR ALLOW SOMEONE TO ACTUALLY HAND IN THEIR SPEAKER CARD.
SO THAT'S ALWAYS AN OPTION AS WELL.
SINCE THE BOARD PRESIDENT PRESIDES OVER THE MEETINGS, SPECIAL EXCEPTIONS CAN BE EXTENDED.
AND I THINK A SPECIAL CIRCUMSTANCE AND THE FACT THAT MS. DE LA CRUZ HAD TO BE ESCORTED OUT OF A MEETING PROBABLY COULD HAVE BEEN AVOIDED BY JUST ALLOWING HER TO SPEAK.
IT'S NOT LIKE THERE WERE A TON OF SPEAKERS HERE THAT EVENING.
THANK YOU. HOW MANY? HOW MUCH TIME DO WE HAVE LEFT? 5:07. OKAY.
