>> IT'S AT THE NEW MULTI-PURPOSE FINE ARTS STADIUM.
>> OKAY. [LAUGHTER] [APPLAUSE]
>> THANK YOU FOR THAT, TRUSTEE GRACIA. AWESOME.
IF THEY'RE NO OTHERS AT THIS TIME THEN WE'LL JUST USE THE ITEM BEFORE YOU,
[3.0 Superintendent Report]
SUPERINTENDENT'S REPORT DOCUMENT AUDIT.>> MADAM PRESIDENT WILL MOVE ABOUT.
JUST WANTED TO FIRST OF ALL I WILL SAY THANK YOU ALL FOR BEING HERE TONIGHT.
I ALSO THANK YOU FOR LAST WEEK.
I THINK IT WAS VERY BIG LAST WEEK WITH ALL OF YOU ALL GETTING UP TO THIS AND YOU'RE OPENING UP FACILITIES WHO [INAUDIBLE], I WILL ALSO REPORT THE WORK AT THE END OF THE FIRST SIX WEEKS AND THE NUMBERS WRITE DOWN WORLDWIDE ABOUT 16,675
[00:10:02]
[INAUDIBLE] 16,805.WE'RE ALREADY [INAUDIBLE] OH, LIKE SIMPLE OFFICE TEAM, THE TEAM MR. ADOPT RIGHT, DR. [INAUDIBLE] AND OTHER TEAM MEMBERS WHO WORK THE WORLD WE'LL GET DOWN TO THE LEVEL OF THE PROCESS.
WE HAVEN'T BEEN ABLE TO REALLY MINIMIZE THE CHANGE FOR STUDENTS AND FOR CHILDREN, YOU BE LIKE STUDENT FOR STUDENTS AND FOR OUR TEACHERS.
WE FEEL LIKE AT THIS POINT WE'RE GOING TO FEEL PRETTY STABLE POSITION, SO OBVIOUSLY MINIMAL CHANGES ARE GOING TO FALL. WE FEEL GOOD ABOUT THAT.
THEN ALSO REALLY THIS SORT, SO WE'RE JUST EXCITED ABOUT THAT.
PEOPLE WORKED REALLY HARD AND OUT TO JUST GO TO YOUR CREEK AND JUST WANT TO SEE THE NEW DOCUMENTATION OF YOUR RECONNECT SO A NORMAL STORE FOR BOARDWALKS WITHIN THE NEXT COUPLE OF WEEKS.
IF I JUST GO OUT AND COME OUT WITH IT, AND SEE IT.
OUR TEACHERS HAVE DONE SOME AMAZING WORK WITH DOCUMENTATION OF THE RECONNECT [INAUDIBLE].
AS A DISTRICT, OUR AREA OF OPPORTUNITY IS [INAUDIBLE].
THAT IS THE TARGET AREA FOR OUR [INAUDIBLE] WITH OUR INTENSE FOCUS ON THAT, I BELIEVE THAT WE CAN BE AT THE TOP AT OUR COUNTY IN A REALLY SHORT PERIOD OF TIME [INAUDIBLE] TO WORK ON.
>> THANK YOU, DR. [INAUDIBLE].
WE DO HAVE SOME CAMPUS PROGRAM HEADLINE SUCH AS ITEM 4.1,
[4.0 Campus / Program Highlights]
THE SUMMARY OF [INAUDIBLE].>> MADAM PRESIDENT, BOARD MEMBERS, PDR SITE IS RAINFALL [INAUDIBLE] MR. KIRSCHNER WILL KEEP THIS ITEM ALL CELEBRATED AT ACCELERATED LEARNING ACADEMY AT DAVID L. WALKER THROUGH THE CROWD [INAUDIBLE]
>> THANK YOU DR. CARLIN, DR. MAYFIELD, MEMBERS OF THE BOARD.
THIS CELEBRATION WILL ALIGN WITH GOAL ONE, THRIVING STUDENTS.
BEFORE WE GO ANY FURTHER, WE HAVE SOME STAFF FROM DAVID L WALKER ELEMENTARY SCHOOL.
IT MAY BE AN OVERFLOW JUST BRING HIM IN.
IT'S WRONG TO BRING HIM, WE'LL SIGN UP OVER HERE.
[LAUGHTER] WE DON'T SEEM TO RECOGNIZE THE ENTIRE TEAM'S EFFORT.
AS YOU ALL KNOW, LAST MONTH WE WERE IN THIS BOARDROOM.
I THINK WE HAVE A PICTURE OF IT, HANDING OUT BANNERS WITH ALL OF OUR DISTINCTIONS AND CAMPUS RATINGS FROM STAAR.
AS A REMINDER, DAVID L. WALKER WAS RATED IN A WITH THREE DISTINCTIONS: COMPARATIVE ACADEMIC GROWTH, COMPARATIVE CLOSING GAPS, AND POST-SECONDARY READINESS.
LET'S HEAR FROM AGAIN [APPLAUSE] RECOGNIZING ALL OF OUR CAMPUSES BECAUSE AS YOU ALL KNOW, ALL OF OUR CAMPUSES MET OUR EXCEEDED STATE SET STANDARDS AND WE HAD 30 DISTINCTIONS AND LOTS TO CELEBRATE.
BUT TONIGHT WE WANTED TO TAKE A LITTLE BIT OF TIME, SINCE THIS IS A WORKSHOP AND DIVE IN DEEPER TO THE RESULTS AT DAVID L. WALKER, I THINK YOU'RE ALL GOING TO BE IMPRESSED.
IN FACT SOME OF IT, THE WAY TO SEE THIS AND THEN ACTUALLY FIND OUT HOW THEY'RE DOING IT AT THE CAMPUS.
SO WE'RE GOING TO JUST DIVE IN REAL FAST AT THE DIFFERENT DOMAINS FROM THE 2022 STAAR.
DOMAIN 1, IS THE STUDENT ACHIEVEMENT DOMAIN AND AT THE ACCELERATED LEARNING ACADEMY, YOU'LL SEE THE PHENOMENAL GROWTH THERE FROM 2018 TO 2022.
JUST AS A REMINDER, 2020 AND 2021 ARE NOT INDICATED ON THIS GRAPH BECAUSE OF THE COVID YEARS [INAUDIBLE] SOME DHS HAS TAKEN THAT INCREDIBLE CLIENT FOR DOMAIN 1.
DOMAIN 2, STUDENT GROWTH DOMAIN.
THIS IS THE BIG ONE. THAT'S GOOD.
[APPLAUSE] WE GO TO 2018 ALL THE WAY UP TO A 96 FOR STUDENTS WHO WILL GROW IN PROGRESSING IN THEIR ACADEMIC CAREERS.
SO WE WANT TO CELEBRATE THEIR DOMAIN 2B.
RELATIVE PERFORMANCE IN THIS, AS YOU RECALL, WHICH IS WHAT WE'RE CALLING OUR TOPIC HERE AND GOAL FOR THE DISTRICT.
ALSO AS WE'RE LOOKING AT THE CAMPUS LEVEL, GOING FROM A 56 ALL THE WAY UP TO AN 84.
PHENOMENAL WORK BY THE ENTIRE TEAM.
WHAT'S NICE ABOUT THIS, IS THAT IT SHOWS THE STUDENTS ARE LEARNING AND PROGRESSING ACADEMICALLY.
BUT IT'S NOT JUST ACADEMICS AS YOU'RE GOING TO SEE YOU IN A MINUTE.
IT'S SOCIAL, EMOTIONAL GROWTH AND CARING FOR THE WHOLE CHILD.
THEN WHEN WE LOOK AT THE OVERALL, OH, I'M SORRY, THIS IS A CLOSING PERFORMANCE GAPS.
THIS IS A BIG ONE TOO, DOMAIN 3, 90 PERCENT.
[APPLAUSE] OUR NEXT ONE IS OVERALL ACCOUNTABILITY.
THE LAST TIME WE RECEIVED RATINGS IN 2019, IT WAS AT 66.
THIS YEAR, HIGHEST RATED CAMPUS AND ALL CROWLEY ISD, AT 94.
[00:15:01]
[APPLAUSE] SO WE ARE GOING TO BE SPENDING A LOT OF TIME DIGGING INTO THE NUMBERS FOR ALL OF OUR CAMPUSES AT CROWLEY ISD.BUT YOU MAY HAVE SEEN IN THE NEWS WITHIN THE PAST TWO WEEKS, THE CITY OF FORT WORTH HAD A SPECIAL REPORT THAT WAS GIVEN AT A CITY COUNCIL MEETING.
IT'S FROM A GROUP CALLED THE 4TH EDUCATION PARTNERSHIP AND WHAT WAS UNIQUE ABOUT THIS REPORT IS THAT THEY PRESENTED INFORMATION NOT JUST BY SCHOOL DISTRICTS, BUT BY CITY COUNCIL MEMBER DISTRICTS.
EACH CITY COUNCIL MEMBER RECEIVED A REPORT ON HOW ALL OF THE SCHOOLS IN THEIR DISTRICTS ARE DOING.
YOU'LL SEE, THIS IS FOR DISTRICT 6.
DISTRICTS 6 AND THE CITY BOARD MAKES UP THE MOST CROWLEY ISD, WE HAVE A COUPLE OF SCHOOLS AND A COUNCIL MEMBER LEVELS DISTRICT, SYCAMORE AND PARKWAY, THAT THIS IS COUNCIL MEMBER GERRARD WILLIAMS DISTRICT.
YOU'LL SEE A MAJORITY OF OUR SCHOOLS ARE ON HERE.
WHAT OF COURSE, YOU WANT TO DRAW YOUR ATTENTION TO, IS THAT THE TOP OF THIS LIST, NOT ONLY FOR THIS DISTRICT, BUT ALL OF THE CITY OF FORT WORTH.
THE ENTIRE CITY OF ALL THE SCHOOL DISTRICTS TO MAKE UP THE CITY FORT WORTH, DAVID L. WALKER HAD THE HIGHEST PERCENTAGE POINT GROWTH AND THE STUDENTS MEAN REGIONALLY.
[APPLAUSE] SEVERAL OTHER CROWLEY ISD SCHOOLS ALSO ON THAT LIST THAT WILL BE CELEBRATED IN THE FUTURE AND DIVING DEEPER INTO, BUT NOT ONLY WAS THAT SHARED AT CITY COUNCIL MEETING, THAT WAS SHARED IN THE MEDIA AND THE STAAR TELEGRAM.
IT'S PHENOMENAL, THE WORK THAT THEY'RE DOING THERE.
TODAY HAS JUST BEEN A LOT OF NUMBERS AND GRAPHS.
WE KNOW BEHIND THE NUMBERS AND GRAPHS ARE REAL PEOPLE, EDUCATORS, ADMINISTRATORS, AND STUDENTS.
TONIGHT WHAT WE'D LIKE TO DO IS TAKE AN EXTENDED AMOUNT OF TIME, A LITTLE LONGER THAN WE NORMALLY WOULD.
BUT TO SHOW YOU WHAT'S HAPPENING AT WALKER ELEMENTARY SCHOOL DAY IN AND DAY OUT.
OUR MOTTO HERE IN CROWLEY ISD IS THAT, WE ACT LIKE A FAMILY AND WE WORK LIKE A TEAM AND WE'RE GOING TO SHOW YOU HOW THEY'RE DEMONSTRATING THAT EACH AND EVERY DAY AT WALKER.
IF YOU HAVE THIS VIDEO AND I HOPE YOU ALL JOIN IN THE CELEBRATION WITH US.
[NOISE] WE'RE ZOOMING TONIGHT FOR FOLKS AT HOME.
SO MAKING SURE THEY CAN SEE AND HEAR THIS. THANK YOU ALL.
EVERYBODY OKAY? [APPLAUSE] WE'RE FROM THE LOWEST RATED TO HIGHEST RAISED SCHOOL IN CROWLEY ISD [APPLAUSE] RENOVATIONS, COMPARATIVE ACADEMIC GROWTH, POST-SECONDARY READINESS AND COMPARATIVE CLOSING THE GAP.
>> [MUSIC] BEING THE HIGHEST RATED CAMPUS IN CROWLEY ISD, IT'S EXCITING AND IT'S ALSO A FEELING OF WE'VE GOT TO DO THIS AGAIN, AND WE WANT TO CONTINUE THE SUCCESS.
BUT AS A CAMPUS, IF YOU MEET WALKER STAFF, ALWAYS SAY A WALKER TEACHER IS AN OVERACHIEVER.
THEY JUST LOVE TAKING THEIR KIDS TO NEW HEIGHTS.
YOU'LL HEAR THEM SAY IN THE HALLWAY, WE'RE A YEAR WHERE THE HIGHEST RATE OF CAMPUS, BUT WE CAN BE EVEN HIGHER, WE CAN DO EVEN MORE.
>> IT GIVES ME GOOSEBUMPS [LAUGHTER] BECAUSE I KNOW I'VE WORKED HARD ALL MY OTHER YEARS IN EDUCATION.
BUT I KNOW THAT THE LEVEL OF WORK THAT WE PUT IN TO GET US TO WHERE WE'RE AT, IT GIVES ME HOPE AND IT ALSO ALLOWED ME TO BELIEVE IN MYSELF IN A WAY THAT I'VE NEVER BELIEVED IN MYSELF BEFORE.
IT GAVE ME A SENSE OF CERTAINTY THAT I'VE NEVER HAD AS AN EDUCATOR.
>> THIS SCHOOL CAME FROM THE BOTTOM IN LESS THAN TWO YEARS, AND THAT'S AMAZING TO ME.
ALSO SEEING MY DAUGHTER GO FROM THE BOTTOM
[00:20:02]
BEHAVIOR-LEARNING-WISE AND IT FILLED WITH DAVID WALKER.THAT'S WHY I'M SO LIKE, OH MY GOODNESS, YES, DEFINITELY A HERO MOMENT.
>> WHEN I THINK ABOUT THE TRANSFORMATION WALKER, AND I THINK ABOUT HISTORICAL PERSPECTIVE AS IT RELATES TO THE FORMULA, IT ACTUALLY GIVES ME THIS REALLY GOOSEBUMPS THINKING ABOUT HOW WE CAN MAKE SYSTEMIC CHANGES WITH PROCEDURES AND PRACTICES WHERE WE HAVE PROGRAMS THAT ARE VERY TARGETED AND INTENTIONAL.
KIDS CAN PERFORM AT HIGH LEVELS.
IT CONFIRMS WITH ME THE POWER OF THE ADULTS IN THE SYSTEM.
WALKER REALLY PROVIDES US WITH THE TANGIBLE EVIDENCE OF WHAT IS POSSIBLE.
PEOPLE TALK ABOUT ALL STUDENTS BEING ABLE TO LEARN.
WE ALL PROFESSED TO BELIEVE THAT ALL CHILDREN CAN LEARN.
BUT THE REALITY IS THEY'RE NOT ALL LEARNING IN SOME PLACES.
BUT WHAT I CAN SAY IS IN CROWLEY ISD, AT OUR ELEMENTARY LEVEL, ACROSS THE BOARD.
THEY ALL ARE LEARNING AT SIGNIFICANT LEVELS, AND NONE MORE SIGNIFICANT THAN WHAT'S HAPPENING A DAILY WALK.
I'LL BE GOOD MORNING, MISS EVANS.
>> THE WORK THAT GOES INTO BUILDING WALKER AND CREATING THE SUCCESS AT WALKER ARE THOSE NIGHTS WHERE YOU'RE SITTING BEHIND SOME DATA AND YOU'RE LOOKING AT LIKE, WE CAN MAKE A CHANGE HERE.
THERE'S A PHOTOGRAPH THAT I HAVE IN MY PHONE THAT COMES TO MY MIND ABOUT THE WORK.
IT'S MR. G A SPECIALIST WITH MY COUNSELOR'S BABY, BECAUSE WE STAYED SO LATE ONE NIGHT THAT HE ROCKED HER TO SLEEP.
[LAUGHTER] IT'S A GOOD PICTURE THAT COMES TO MY MOM BECAUSE NOT ONLY DOES IT SHOW ME FAMILY, BUT IT SHOWS US THE WORK PEOPLE DO THEY SAY ALL THE TIME.
WHAT DID YOU GUYS DO? WHAT IS THE RECIPE? I THINK IT'S A LITTLE BIT OF EVERYTHING IT'S TRYING, THERE'S NEVER A PERFECT RECIPE.
I'M NOT A COOK, BUT MY MOM IS AND I ALWAYS SEE HER TRYING DIFFERENT THINGS.
DATA IS VERY IMPORTANT, MAKING SURE WE'RE ANALYZING DATA AFTER EVERY ASSESSMENT.
MOVING, WE ARE A CAMPUS OF MOVEMENT.
ONCE THE DATA SHOWS YOU SOMETHING, YOU CAN'T SIT ON IT, YOU HAVE TO AUTOMATICALLY MOVE.
WE'RE HAVING A PROBLEM WITH ORDER OF OPERATIONS.
IT'S TIME TO INTERVENE RIGHT NOW.
THOSE THINGS MAKE IT DIFFICULT BECAUSE YOU ARE NOT DOING THE SAME THING ALL THE TIME.
YOU HAVE TO BE FLEXIBLE AS DAVID L. WALKER TEACHER OR IF THE DAVID L.
WALKER ADMINISTRATOR OR EVEN A DAVID L. WALKER HALL MONITOR.
BECAUSE LUNCH MAYBE A CERTAIN TIME ONE WEEK, BUT IT'S GOING TO MOVE OR CHANGE ANOTHER TIME THE NEXT WEEK BASED ON THE DATA.
BEING AT SEA ADDS ADDITIONAL DAYS SCHOOL YEAR WE GET JUST STARTED SCHOOL EARLIER THAN THE DISTRICT.
THAT ALLOWS US 30 DAYS TO GET OUR CULTURE RIGHT AND TO TALK TO KIDS, MOTIVATE KIDS, TO EVEN CREATE THE CLIMATE OF LEARNING, THE CLIMATE OF WE'RE A FAMILY HERE.
>> FROM THE MOMENT A CHILD STARTS OFF THE BUS OR IT COMES OUT OF A CAR, THEY ARE HIGH-FIVE, THEY'RE TALK TO, THEIR LOVED ON.
WE HAD TO REALLY LOVE ON OUR STUDENTS IN A WAY THAT I PERSONALLY HAVE NEVER SEEN STUDENTS WE LOVED ON, AND IT COULDN'T JUST COME FROM ONE TO TWO PEOPLE.
IT COULDN'T JUST COME FROM THE SCHOOL COUNSELOR.
IT HAD TO COME FROM OUR PRINCIPALS.
IT HAD TO COME FROM OUR FRONT OFFICE STAFF, OUR NURSE.
IT HAD TO COME FROM THE TEACHERS, FROM OUR PARENTS, EVEN OUR CAFETERIA STAFF, EVERYONE THAT'S HANDS-ON AT OUR SCHOOL HAD TO LIVE ON OUR KIDS.
>> IS MY HOME, IS MY SCHOOL HOME.
THEY HELP US SO MUCH THAT WE CAN SEE THEM AS FAMILY.
>> WHEN I TELL YOU THAT MY DAUGHTER HER GRADES IMPROVED DRASTICALLY, SHE'S LIKE ONE OF THE TOP STUDENTS IN OUR CLASSES.
HER BEHAVIOR IS DIFFERENT, SHE'S MORE POSITIVE, OPTIMISTIC TO GO TO SCHOOL.
I WOULD'VE NEVER PUT ANY OF MY CHILDREN IN ACCELERATED LEARNING BECAUSE I JUST DIDN'T SEE THAT CAPABILITY COMING FROM MISSING SO MANY DAYS OF SCHOOL DURING THE EARLIER PANDEMIC ON UNTIL THE END.
RECENTLY WHEN I GOT THE PROGRESS REPORT AND I'M LIKE, "OH MY GOD, I CAN'T BELIEVE YOU'RE MAKING A'S, MAYA." SHE'S LIKE, I'M LIKE, WHAT ARE YOUR FAVORITE SUBJECTS? SCIENCE AND MATH.
WHO WOULD HAVE THOUGHT WHEN YOU DREADED IT AND CRIED OVER IT A YEAR AGO.
THAT'S JUST BEEN THE BIGGEST HONOR TO SEE MY KIDS, NOT ONLY THE 5TH GRADER, BUT THE KINDERGARTENERS, ADVANCE.
JUST TO HAVE THAT SCHOOL SUPPORT BEHIND YOU AND THOSE TEACHERS AND THAT CORE CURRICULUM THAT BELIEVE THAT YOUR STUDENTS CAN ADVANCE REGARDLESS OF WHERE THEY STARTED.
[00:25:01]
THEY CAN RETAIN THE INFORMATION AND BUILD ON THAT, AND THAT'S WHAT THEY'VE BEEN CONSISTENTLY DOING.>> WALKER PROVES THE CASE THAT DIVERSITY AND EXCELLENCE ARE NOT MUTUALLY EXCLUSIVE.
WALKER PROVES THAT WHAT WE DO AS EDUCATORS, THAT WHAT WE DO AS BOARD MEMBERS, WHAT WE DO AS A CENTRAL OFFICE STAFF, WHAT WE DO AS PRINCIPALS, AS ASSISTANT PRINCIPALS, AS TEACHERS, AS PARENTS, AND AS CHILDREN, WHAT WE DO IT MATTERS.
THAT ALL KIDS CAN PERFORM AT HIGH LEVELS WHEN WE ARE COURAGEOUS ENOUGH TO MAKE THE DECISIONS WE NEED TO MAKE.
>> I AM ACTUALLY SEEN A CHANGE IN MYSELF AND SHOW HOW MY MOM AND WE'VE BEEN WORKING ON DOING BETTER THAN WHERE WE ARE THOSE TWO.
FELT REALLY GOOD ABOUT MYSELF AND IT MAKES MOTIVATED ME TO WANT TO COME TO SCHOOL EVERY DAY.
>> PEOPLE SOMETIMES SAY, "YOU CAN'T DO ALL OF THIS OR THE MISSION IS REALLY IMPOSSIBLE." BUT THE MISSION IS POSSIBLE WITH THE RIGHT PEOPLE AROUND YOU, WITH THE RIGHT SUPPORT SYSTEM.
ANYTHING IS POSSIBLE WHEN YOU BELIEVE.
WHEN YOU BELIEVE IN KIDS, YOU GOT TO BELIEVE IN KIDS, AND THEN YOU'LL GO ANYWHERE, YOU'LL DO ANYTHING.
>> I'M A BOY, [INAUDIBLE] LWE.
I'M A WARRIOR AT LWE, GREATNESS, FLOWERS [MUSIC] [APPLAUSE] [NOISE]
>> I'VE ACTUALLY NEVER HAD A PRINCIPAL CRIME.
[LAUGHTER] [BACKGROUND] THIS TOOK LIKE A CONCERTED EFFORT.
EVERYONE PLAYED A MAJOR PART OF THE DOCUMENT BORROWINGS, GIVING ME THE OPPORTUNITY AS A FIRST-YEAR PRINCIPAL TO BE ABLE TO LEAD A SCHOOL LIKE THIS.
[LAUGHTER] LOVE WITH THAT, DO LOVE MY KID. I LOVE THE STAFF.
YOU ALL HAVE NEVER SEEN THE HARDEST WORKING STAFF IT WILL SAY ALL MY ALL DAY AND SO WE JUST EAT IT.
>> ALSO TO HAVE THAT COME UP THAT SUPERVISOR, THEIR CAMPUSES ARE DOING A GREAT JOB. THEY CAN'T [INAUDIBLE]
[BACKGROUND] I THANK LOUIS AND HANNAH AND [INAUDIBLE] THOUGHT IT WAS A LITTLE CRAZY.
WE'RE GOING TO TALK IT OFF SOMEWHERE, YOU'RE GOING TO BE AHEAD.
[INAUDIBLE] WHEN I STARTED IN THIS DISTRICT, I CAME TO BE ASSISTANT PRINCIPAL WITH DAVID WALKER.
NOW, I HEAR STORIES ABOUT OUR CHILDREN.
PRODUCTS AND [INAUDIBLE] AND DAVID L. WALKER,
[00:30:02]
[INAUDIBLE] LOUIS, HANNAH, THE TEACHERS, FUNCTIONAL COUNSELORS.DR. LULUBA, MR. MCKENZIE, REPORTAGE AND WE'VE GOT BEHIND.
WE'VE GOT TO WORK AND I BELIEVE YOU IT'D BE BEST.
WE SIT TOP ENTIRE COUNTY FOR ONE OF THE WORST TO BE AT THE TOP [INAUDIBLE] [APPLAUSE]
>> TEACHERS JUST CAME IN WITH YOU, I DON'T KNOW WHO THEY ARE AND WHAT THEY DO.
>> THIS IS MS. CORTEZ, SHE WAS FOURTH-GRADE MATH LAST YEAR.
THIS YEAR SHE'S OUR STEM SPECIALIST.
[APPLAUSE] AT MOST ACTUALLY A COUNSELOR BUT SHE PLAYS THE ROLE AS THE AP, AS TEACHER, [BACKGROUND] EVERYTHING BUT SHE IS AN AMAZING COUNSELOR.
[APPLAUSE] FOR THIS LAST YEAR HE WAS THE READING SPECIALIST, THIS YEAR HE IS THE ASSISTANT PRINCIPAL.
[APPLAUSE] RIGHT NOW HE IS MY PARTNER, MY BEST FRIEND.
HE WAS THE ASSISTANT PRINCIPAL BUT THIS YEAR HE IS THE PRINCIPAL OF MILL CREEK.
[APPLAUSE] THEN WE HAVE MRS. [INAUDIBLE] SHE'S 5TH GRADE READING.
SHE IS OUR MATH MAJOR SPECIALIST [INAUDIBLE] [APPLAUSE] OH, MY GOODNESS [INAUDIBLE] WITH MS. BRANCO, SHE'S THE TEACHER OF THE YEAR [APPLAUSE] [INAUDIBLE] WE CALL HIM THE SPARE WHISPER BECAUSE THAT WAS MORE ON [APPLAUSE] [INAUDIBLE] DR. SMITH, SHE IS OUR MUSIC TEACHER.
[APPLAUSE] WE HAVE SO MUCH MORE WHO PROBABLY WATCHING ONLINE BUT THESE PEOPLE AROUND THE WALL AND LOOKING ONLINE, THEY MAKE DAVID L. WALKER GREAT. THANK YOU.
THANK YOU DAVID L. WALKER, I WOULDN'T DONE THIS WITHOUT YOUR HARD WORK [INAUDIBLE] 2017, THE SAME YEAR THAT [INAUDIBLE] I THINK THE BEST TIME IS HERE WITH DAVID L. WALKER.
EXCEPT WE GOT A LOWER LEVEL THAN JUST OVER AND OVER AGAIN.
THAT IS SOMETHING [INAUDIBLE] ABOUT THE VISION.
IT'S INCREDIBLE TO SEE THIS [INAUDIBLE] FROM DOWN HERE TO THE TOP.
ENTIRE COUNTY, IT'S LIKE FOR REAL.
IT'S [INAUDIBLE] AND IT'S HERE, IT'S JUST BEEN REAL WORK.
THANK YOU ALL FOR EVERY CONTRIBUTION THAT YOU WERE DOING, THAT YOU HAVE DONE, THAT I KNOW YOU'RE PASSIONATE ABOUT CONTINUING BECAUSE WE'RE COMPETITIVE DISTRICTS SO I KNOW YOU WANT TO RETAIN THAT, [BACKGROUND] BUT THANK YOU.
THIS IS A BIG DEAL, A HUGE DEAL AND OUR STUDENTS, THEY'RE THE RECIPIENTS OF ALL OF THIS LOVE, ALL OF THIS CARING AND ALL OF THIS EMOTION FROM ALL OF THIS.
WE COULDN'T BE MORE PROUD, SO THANK YOU.
I'LL GIVE THE BOARD AN OPPORTUNITY [INAUDIBLE]
>> I JUST HAVE TO SAY THANK YOU [NOISE] FOR MAKING US ALL PROUD.
OUR CHILDREN MAY [INAUDIBLE] JUST LOVE THE WAY YOU LEVEL SHOWED THAT.
I'M JUST EXTREMELY PROUD TO KNOW THAT MY CHILDREN WILL MAKE ME PROUD HERE, I SEE. I THINK [INAUDIBLE]
>> I THINK DR. [INAUDIBLE] JUST STATED THIS THAT THEY NO LONGER [INAUDIBLE] ABOUT DIVERSITY AND [INAUDIBLE] SHOUTING SCHOOL PARKING'S.
DAVID WALKER DEFINITELY [INAUDIBLE] AND YOU TRULY EMBODY ALWAYS HAVE SUCH WONDERFUL MATCHERS IN CROWLEY ISD YEAR AFTER YEAR, AND I ALWAYS SAY YOU CAN'T BE BOTH IN THE TOP 10 BUT [INAUDIBLE] YOUR EFFORTS SHOULD WE EMBODY THAT JUST TO LET YOU SPEAK?
[00:35:07]
YOU EXPERIENCED THAT YOURSELF AND [INAUDIBLE] I WISH IT RAISED THE FUNDS IN THE FUTURE.YOU CAN SEE THE CREEP THAT SAY NAVIGATION, IT'S HARD AS YOU DID.
BECAUSE YOU CAN BE WITH [INAUDIBLE] TO DELIVER.
CONTINUE THE GREAT WORK [INAUDIBLE] KIDS [INAUDIBLE] [APPLAUSE]
>> AT THIS TIME, WE DO HAVE SOME FUTURE ACTION ITEMS, AGENDA ITEM 5.1, STUDENT ENGAGEMENT,
[5.0 Future Action Item(s)]
THE GIRLS INC. [NOISE]>> REMEMBER AS BOARD MEMBERS AS YOU ALL KNOW, WE ARE REALLY INTENTIONAL THIS YEAR, WE'RE TAKING CRITICAL STEPS THIS YEAR.
IT'S ABOUT INCREASING THE LEVEL OF ENGAGEMENT AND CONNECTIONS OF OUR STUDENTS.
WE ARE EXCITED TONIGHT TO BRING THIS NEXT ITEM FORWARD, AS YOU ALL BELIEVE OR APPROVE THE POSITION OF RECORD STUDENT ENGAGEMENT AND SO WE HAVE MR. [INAUDIBLE] WITH US TONIGHT TO TALK ABOUT THE EXPANSION OF GIRLS INC. MR. [INAUDIBLE]
GOOD EVENING, MADAM PRESIDENT, AND MEMBERS OF THE BOARD.
I'M EXTREMELY EXCITED TONIGHT TO BRING TO YOU OUR PROPOSAL TO EXPAND GIRLS INC. HERE IN CROWLEY ISD.
YOU KNOW GIRLS ARE SUCCESSFUL WHEN THEY RECEIVE MESSAGES OF ASPIRATION AND INSPIRATION RATHER THAN LIMITATION.
THAT'S WHERE GIRLS INC. STEPS IN.
GIRLS INC. PROVIDES YOUNG LADIES WITH THE NECESSARY TOOLS TO SUCCESSFULLY NAVIGATE BARRIERS THAT ARE RELATED TO SOCIAL, ECONOMIC AND GENDER.
GIRLS INC. PROVIDES A SAFE PLACE FOR YOUNG LADIES.
IT GIVES YOUNG LADIES OPPORTUNITY TO COLLABORATE WITH OTHER YOUNG LADIES TO MAKE SURE THEY'RE SUCCESSFUL MEMBERS IN OUR DEMOCRATIC SOCIETY.
WELL, I CAN SIT HERE ALL NIGHT AND TALK ABOUT GIRLS INC. AND THE POSITIVE BENEFITS BUT I HAVE A VERY SPECIAL YOUNG LADY HERE TONIGHT.
CECILIA, WHO WAS A 2022 GRADUATE OF THE NORTH CROWLEY HIGH SCHOOL.
CECILIA, COME ON UP. [APPLAUSE]
>> THANK YOU FOR HAVING ME HERE TODAY.
AS HE STATED I DID JUST GRADUATE FROM NORTH CROWLEY HIGH SCHOOL AND I'M CURRENTLY ATTENDING TEXAS CHRISTIAN UNIVERSITY.
[APPLAUSE] I AM A FIRST-GENERATION STUDENT, WHICH ESSENTIALLY MEANT THAT AT HOME I HAD MORE EMOTIONAL SUPPORT THAN I DID ACADEMIC.
I KNEW ABSOLUTELY NOTHING ABOUT APPLYING TO COLLEGE.
ALL I KNEW WAS WHICH COLLEGE I WANTED TO ATTEND.
THAT IS WHERE GIRLS INC. HAD A MAJOR IMPACT ON MY LIFE BECAUSE MY TEACHER AS WELL AS MY MENTORS MADE SURE TO LET ME KNOW EACH AND EVERY STEP I NEEDED TO TAKE IN ORDER TO GO THROUGH THE COLLEGE APPLICATION PROCESS.
THEY LET ME KNOW ABOUT DUE DATES, OPPORTUNITIES FOR SCHOLARSHIPS, EVERYTHING I NEEDED TO KNOW.
IF FOR ANY REASON THEY DID NOT KNOW THE ANSWER TO MY QUESTIONS, THEY MADE SURE TO CONNECT ME TO SOMEONE WHO DID.
I [INAUDIBLE] MYSELF AND ALL THE MEMBERS OF MY SCHOOL AND SHOWN WHAT IT WAS LIKE TO BE RESPECTED AND UNDERSTOOD.
GIRLS INC. PROVIDED A STRONG SUPPORT SYSTEM FOR MYSELF AND FOR ALL OTHER GIRLS WHO OTHERWISE WE'RE NOT HAVING ONE.
I SADLY SAY I JOINED GIRLS INC. MY SENIOR YEAR OF HIGH SCHOOL AND THE ONLY REASON WHY I SAY SADLY IS BECAUSE I WISHED I WOULD HAVE JOINED SOONER.
MY FAVORITE EVENT WHICH I ATTENDED WAS THE DAY OF THE BILL MARCH, WHICH MADE ME FEEL EMPOWERED AND UNDERSTOOD AS A WOMAN.
I DEVELOPED A RELATIONSHIP WITH THE GIRLS, TEACHERS AND THE MENTORS WHERE I HONESTLY FEEL WILL LAST A LIFETIME.
TO THIS DAY MY MENTORS MAKE SURE TO CHECK UP ON MYSELF AND ALL OF THE GIRLS INC.
ALUMNI TO MAKE SURE WE'RE ALL OKAY AND THRIVING WHEREVER WE ARE NOW.
I PLAN TO STAY INVOLVED AND MAYBE EVEN ONE DAY I CAN MENTOR A GIRL MYSELF.
I COULD CONFIDENTLY SAY GIRLS INC. HAS HELPED ME BECOME THE SMART, STRONG, AND BOLD WOMAN I AM TODAY.
[00:40:06]
>> THANK YOU, CECILIA. CURRENTLY WE HAVE GIRLS LIKE THAT IN FOUR CAMPUSES IN NORTH CROWLEY, NORTH CROWLEY 9TH, H. F STEVENS, AND MARY HARRIS ELEMENTARY SCHOOL.
WE'RE PROPOSING THAT WE PUT GIRLS IN EVERY SECONDARY CAMPUS IN CROWLEY ISD.
NOW I KNOW AS A WARRIOR I WANT TO HEAR ABOUT THE MONEY.
THE TOTAL EXPANSION COSTS WILL BE A LITTLE UNDER $250,000 AND GIRLS INC WILL BE FUNDING 25 PERCENT OF THAT.
WE WILL BE RESPONSIBLE FOR 75 PERCENT, WHICH IS $187,050, AND THAT WILL BE ESSER GRANT FUNDS.
WHEN WE LOOK AT THE TOTAL COST OF HAVING GIRLS INC AT EVERY SECONDARY CAMPUSES IN CROWLEY ISD, WE'RE LOOKING AT $311,750.
OF COURSE, CROWLEY ISD WILL BE COVERING A LITTLE MORE THAN HALF OF THAT $187,050.
WE WILL SERVE APPROXIMATELY 800 YOUNG LADIES IN A DISTRICT, WHICH AMOUNTS TO ABOUT $233 EACH CHILD.
NOW I WANT TO BRING UP MS. JENNIFER LIMAS, WHO IS THE CEO, AND SUZANA DELGADO-GRAY WHO WAS THE COO OF GIRLS INC.
THEY WILL GIVE A LITTLE BIT OF INFORMATION AND BE PRESENT TO ANSWER ANY QUESTIONS YOU MAY HAVE. THANK YOU.
MADAM PRESIDENT, DR. MCFARLAND, TRUSTEES, THANK YOU SO MUCH FOR HAVING US HERE TODAY.
WE WANT TO BE THE DAVID L. WALKER OF SECONDARY CAMPUSES.
[LAUGHTER] AFTER THAT PRESENTATION.
I WAS JUST LIKE BONE AWAY, I DIDN'T KNOW WHAT I WAS WALKING INTO.
BUT JUST SOME PHENOMENAL ACCOMPLISHMENTS THAT YOU GUYS SHOULD BE PROUD OF AND THEY SHOULD BE PROUD OF.
BUT WE'RE EXCITED ABOUT THE OPPORTUNITY OF EXPANSION TO BRING THIS TO ALL SECONDARY CAMPUSES.
HAVE YOU HEARD CECILIA SPEAK? I HAVE SOME SENIOR SPOTLIGHTS HERE THAT TALKS A LITTLE BIT ABOUT OUR COLLEGE SHOWER.
I WANTED TO JUST HIGHLIGHT A LITTLE BIT ABOUT WHAT OUR COLLEGE SHOWER IS.
YOU'LL NOTICE IN HERE, ALL OF THE CROWLEY GIRLS, WE HAD 10 GIRLS THAT WERE HIGHLIGHTED IN HERE.
COLLEGE SHOWER IS A SPECIAL EVENT CELEBRATION THAT JUST CELEBRATES THE IMPORTANCE OF ACADEMIC ACHIEVEMENT OF OUR GIRLS GRADUATING FROM HIGH SCHOOL AS THEY PREPARE TO GO ON TO COLLEGE, ANYTHING POST-SECONDARY, ANY TRADE SCHOOL.
WE GET OUR DONORS, OUR FUNDERS, OUR FOUNDATIONS TO RALLY AROUND THE GIRLS AND THROW A SHOWER FOR THEM AND JUST REALLY LOVE AND SUPPORT THEM SO THAT THEIR FIRST YEAR OF POST HIGH SCHOOL CAN BE SUCCESSFUL.
WE'RE EXCITED ABOUT THE OPPORTUNITY TO EXPAND THE WORK THAT WE DO.
DURING THE DAY MANY TIMES OR DURING AN ADVISORY PERIOD OR WE'RE AN ELECTIVE OR DURING LUNCHTIMES, OR WE DROP INTO CLASSROOMS AND DO PRESENTATIONS ON WHAT GIRLS INC IS AND HOW IT INSPIRES GIRLS TO BE SMART, STRONG AND BOLD.
WE'RE HERE TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE, JENNIFER OUR CEO HERE TO ANSWER ANY QUESTIONS YOU MIGHT HAVE ABOUT GIRLS INC. WE JUST KICKED OFF OUR PROGRAM.
I'M SO HAPPY TO RETURN AT A FUTURE BOARD MEETING AND SHARE CURRENT NUMBERS OF THE NUMBERS THAT WE'RE SERVING.
BUT WE'VE BEEN IN THE DISTRICT SINCE 2006, SO EXCITED TO BE HERE.
>> I JUST WANTED TO PIGGYBACK ON WHAT SHE SAID ABOUT COLLEGE SHOWER BECAUSE TO ME IT'S AN EXCELLENT CELEBRATION OF THE WHOLE GIRL APPROACH THAT HAS HAPPENED, YES, FOLKS CELEBRATING COLLEGE.
I'M SO HAPPY TO HEAR CECILIA TALK ABOUT HOW WE HAVE HELPED WITH COLLEGE.
BUT TO PARTNER WITH THE SCHOOLS, TO GET GIRLS TO THAT PLACE WHERE THEY FEEL INDEPENDENCE, TO STEP INTO THAT NEW SPACE.
CONFIDENCE TO BE ABLE TO DO THAT AND TO HAVE THE SOCIAL EMOTIONAL TOOLS IN THEIR TOOL BELT TO BE ABLE TO MAKE THAT NEXT STEP IS REALLY SO EXCITING FOR US PERSONALLY TO CELEBRATE.
BECAUSE IT IS OUR MISSION COME TO FRUITION.
AFTER WORKING WITH THE GIRLS FOR MANY YEARS, GIVING THEM THOSE TOOLS WE GET TO SEE IT COME TO FRUITION.
[00:45:01]
WE GET TO HEAR FROM CECILIA ABOUT HOW THEY'RE USING THOSE TOOLS AS THEY STEP OUT INTO THEIR OWN INDEPENDENCE.THANK YOU FOR TALKING ABOUT COLLEGE SHOWER.
>> ABSOLUTELY. WE BEGAN IN CROWLEY THERE WAS A GROWTH GRANT OPPORTUNITY THROUGH GIRLS INC NATIONAL.
THEY'VE RECEIVED A BIG POT OF MONEY TO EXPAND SERVICES, AND SO WE PARTNERED WITH CROWLEY ISD TO TALK ABOUT THE OPPORTUNITY FOR PARTNERSHIP AND RECEIVED ONE OF THE LARGEST GRANTS THROUGH GIRLS INC NATIONAL, BECAUSE OF THAT IMMENSE AMOUNT OF PARTNERSHIP.
NOT JUST BECAUSE OF WHAT WE GIRLS INC WERE DOING, BUT BECAUSE HOW CROWLEY ISD SHOWED UP TO THE TABLE ALSO.
THE PARTNERSHIP THAT WE RECEIVED NOT ONLY FROM THE CAMPUS LEVEL, BUT FROM YOU AS LEADERSHIP OF THE SCHOOL DISTRICT.
WE RECEIVED THAT GRANT BACK IN 2016.
WE'RE ABLE TO KICK OFF OUR PROGRAM IN A REALLY MEANINGFUL WAY, I THINK AT THAT TIME WE HAD SIX CAMPUSES WHO'VE GONE DOWN TO THE FOUR DURING THE PANDEMIC, BUT ARE EXCITED TO EXPAND TO MORE.
THE CAMPUSES THAT WE ARE CURRENTLY AT, THOSE FOUR CAMPUSES ARE 100 PERCENT FUNDED BY GIRLS INC PHILANTHROPY.
IT'S FUNDS THAT WE'VE RAISED AND THAT WILL CONTINUE.
WE WILL CONTINUE TO SUPPORT THOSE CAMPUSES AT 100 PERCENT AND THEN ASK FOR THE PARTNERSHIP AND FUNDING FROM CROWLEY ISD TO EXPAND TO THE OTHER SCHOOLS.
AT EACH CAMPUS WE AIM TO SERVE 100 GIRLS COMPREHENSIVELY.
THAT MEANS 35 HOURS OF COMPREHENSIVE PROGRAMMING ANNUALLY AND ALL THE GIRLS THROUGH EVENTS, THROUGH ASSEMBLIES, WORKSHOPS, AND TOUCH POINTS THROUGHOUT THE YEAR.
THEY'RE ALSO INVITED TO GIRLS INC EVENTS LIKE DAY OF THE GIRL THAT CECILIA TALKED ABOUT.
THERE WAS A PICTURE OF THE 100 GIRLS IS THE ONES THAT WE SEE ON A WEEKLY BASIS OR MORE FREQUENTLY THROUGH GROUPS OR ONE-ON-ONE SESSIONS.
>> WE HAVE A COMBINATION OF LOCAL OUT AND WORLD RECRUIT.
LARISSA HERE DID A PRESENTATION AT ONE OF THE CAMPUSES UP TO I DON'T KNOW HOW MANY GIRLS.
>> THE WHOLE FRESHMEN CLASS AND DID A WHOLE PRESENTATION IN THE AUDITORIUM.
WE TALKED TO THEM ABOUT GIRLS INC. WE ALSO HAVE TEACHERS THAT REFER GIRLS TO OUR PROGRAMS, WE HAVE COUNSELORS.
WE HAVE FACULTY WHO KNOW THE GIRLS AND HOW THEY SHOW UP IN THE CLASSROOM AND THAT MIGHT NEED THIS EXTRA GUIDANCE AND SUPPORT FOR ACADEMIC FOR SOCIAL AND EMOTIONAL, MAYBE THERE ARE SOME WHO MIGHT BE CHALLENGED THAT WE MAY NOT KNOW THAT REFER THEM TO US TO WORK IN GROUP SETTINGS, BUT THEN ALSO HAVE ONE-ON-ONES WITH THE GIRLS TO REALLY JUST POUR INTO THE NEEDS THAT THEY HAVE, THAT HOW THEY SHOW UP TO US IN A WHOLE ROOM ENVIRONMENT, REMOVING THE BOYS AND ALLOWING US TO REALLY TALK ABOUT ISSUES AND CONCERNS THAT THEY HAVE.
BECAUSE OUR RESEARCH TELLS US THAT WHEN WE ADDRESS THOSE SOCIAL AND EMOTIONAL NEEDS THAT THEY COME TO SCHOOL WITH, IT HELPS THEM THEN SUCCEED IN THE CLASSROOM AND SHOW UP DIFFERENTLY.
WE'RE ABLE TO ALSO COACH AND MENTOR THEM WHEN THEY'RE HAVING CHALLENGING TIMES AND GIVE THEM THE COPING SKILLS AND GIVE THEM THE GUIDANCE THAT THEY MIGHT NEED THERE IN REAL TIME ON THE CAMPUS.
>> OUR MENTORS LIKE LARISSA WHO'S HERE TONIGHT, ARE TRAINED MENTOR AND PROFESSIONALS.
MANY OF THEM ARE SOCIAL WORKERS, ALL COLLEGE GRADUATES AND TRAINED FOR THE WORK THAT WE DO.
IN ADDITION, GIRLS INC. HAS NATIONALLY RESEARCHED CURRICULUM THAT THEY DELIVER, AND THOSE FOCUS ON THE AREAS OF PREVENTION, SO AVOIDING THOSE RISKY BEHAVIORS, EDUCATION, LEADERSHIP, AND THEN, OF COURSE, COLLEGE AND CAREER AND STEM.
>> I HAVE A QUESTION. DID YOU SAY WE HAVE TOUCH POINTS WITH EACH GIRL EVERY WEEK?
[00:50:03]
>> NO. THROUGHOUT THE YEAR, EACH GIRL WILL HAVE AN OPPORTUNITY.
WE'D SERVE 100 GIRLS COMPREHENSIVELY ON CAMPUS, SO THAT'S 35 HOURS OR MORE A YEAR.
THEN EACH GIRL WILL HAVE OPPORTUNITIES FOR TOUCH POINTS.
THAT COULD BE AN ASSEMBLY LIKE LARISSA DID, THAT COULD BE COMING TO THE OTHER GIRL, THAT COULD BE PARTICIPATING IN A STEM CAMP, BUT EACH GIRL WILL HAVE AN OPPORTUNITY TO PARTICIPATE, JUST MAYBE NOT AT THAT COMPREHENSIVE LEVEL.
>> YOU'RE SAYING ALL THE GIRLS ON CAMPUS [OVERLAPPING] ARE NOT SERVED COMPREHENSIVELY [INAUDIBLE]
>> WE'D LOVE THE OPPORTUNITY TO NOT JUST DURING THE SCHOOL YEAR, BUT WHAT DOES THIS LOOK LIKE FOR THE SUMMER AND START THINKING ABOUT THAT GAP TIME WHEN THEY'RE ON VACATION.
A LOT OF OUR CAMPS RIGHT NOW ARE AT OUR OFFICE IN FORT WORTH, BUT WE'D LOVE TO HOST A SUMMER CAMP HERE IN CROWLEY IN ONE OF OUR CAMPUSES BECAUSE WE HAVE SO MANY GIRLS.
I AM SEVEN MONTHS AS OF YESTERDAY INTO THIS ROLE AND I MET DR. MCFARLAND AT THE OPO WALK THAT WE HAD, AND SO HE TAGGED ME BECAUSE I HAD A RED GIRLS INC T-SHIRT ON.
I DIDN'T KNOW WHO HE WAS, I'M LIKE, THIS IS JUST ONE OF OUR ALLIES.
THEN WHEN I LEARNED WHO HE WAS, AND THEN I SAW THE BUS AND I SEE HOW PROUDLY HE SHOWS UP TO EVENTS WITH GIRLS AND WITH YOUTH, IT JUST SPOKE VOLUMES TO ME INVESTMENTS THAT YOU-ALL MAKE IN YOUR VIEW, AND THAT JUST REALLY TOUCHED ME.
DAY OF THE GIRL IS COMING UP OCTOBER 14TH AND I KNOW SEVERAL CAMPUSES HAVE ALREADY BEEN IN TOUCH WITH US ON HOW TO GET THOSE GIRLS MARCHING DOWNTOWN, AND SO I COMMEND YOU IN THE WORK THAT YOU DO AND THE INVESTMENTS THAT YOU MAKE THAT SWORE INTO THE GIRLS BECAUSE I KNOW THEIR FAMILIES APPRECIATE IT AND I KNOW THEIR COMMUNITIES APPRECIATE IT AND YOU HAVE BYPRODUCTS LIKE CECILIA THAT THEN COME BACK INTO THE COMMUNITY AND CREATE THAT PIPELINE OF WHAT'S NEXT HERE IN CROWLEY.
>> WELL, I JUST WANT TO SAY PERSONALLY I APPRECIATE IT.
MY DAUGHTER [INAUDIBLE] I JUST HAD ANOTHER REALLY BLESSED NIGHT SO COMPREHENSIVE WITH YOUR PROGRAMMING.
I HAVE BEEN TO EUREKA, BUT YOU HAVE ALL THOSE OTHER PROGRAMS THAT YOU DO THROUGHOUT THE YEAR THAT STUDENTS CAN BE IN THE WEBINARS, THE WORKSHOPS.
INCREDIBLE LEARNING AND FUN STAFF, BY THE WAY. [LAUGHTER]
>> YEAH. WE HAVE A WHOLE COLLAGING CAREER DEPARTMENT THAT WORKS WITH THE GIRLS ALSO POST HIGH SCHOOL AND JUST HELPS SUPPORT THEM IN COLLEGES AS WELL. IT'S AWESOME.
>> ANY OTHER COMMENTS, QUESTIONS? [INAUDIBLE]
>> THANK YOU FOR THE OPPORTUNITY TO COME SPEAK TO ALL.
>> THANK YOU. AGENDA ITEM 5.2, THE PURCHASE OF ADDITIONAL CHROMEBOOK COMPUTERS FOR STUDENTS. DR. MCFARLAND.
>> MADAM PRESIDENT, BOARD ROOM, [NOISE] MR. FISHER WILL BE HERE TONIGHT TO GIVE THESE FUTURE EXTRA ITEMS WITHOUT ASKING FOR EXTRA [INAUDIBLE]. MR. FISHER.
GOOD EVENING, MADAM BOARD OF PRESIDENT, DISTINGUISHED MEMBERS OF THE BOARD, DR. MCFARLAND.
TONIGHT WE'RE EXCITED TO BRING TO YOU FROM YOUR FUTURE CONSIDERATION AND POSSIBLE APPROVAL OF THE PURCHASE OF 12 CHROMEBOOK DEVICES.
THESE DEVICES WILL BE USED TO REPLACE ONE-TO-ONE COMPUTING DEVICES THAT HAS BEEN LOST OR STOLEN IN THE PREVIOUS YEAR.
WE'RE CURRENTLY COMPLETING OUR DUE DILIGENCE.
WE'VE ADVERTISED WITH RFP THAT WE'LL HAVE BACK AT 10-15 DAYS.
TONIGHT WE JUST WANTED TO INTRODUCE THIS ITEM TO YOU.
WE'LL BRING IT BACK TO YOU FOR FINAL CONSIDERATION AT A LATER DATE WHEN WE HAVE FINAL NUMBERS RELATIVE TO COST.
THAT CONCLUDES MY PRESENTATION.
IF YOU HAVE ANY QUESTIONS, MISS PRESIDENT.
>> TWELVE HUNDRED. [BACKGROUND] 1,200 [BACKGROUND]
[00:55:04]
[NOISE]>> I HAVE QUESTIONS [INAUDIBLE] DO WE KNOW HOW MANY STUDENTS ARE CURRENTLY WITHOUT THE CHROMEBOOK?
>> I DO NOT KNOW THAT NOW. [NOISE] CURRENTLY, WE DO HAVE 8,000 CHROMEBOOKS THAT HAVE BEEN DESIGNATED FOR GRADE 6.
WE HAVE APPROXIMATELY 4,000 CLASSROOMS THAT'S FOR [INAUDIBLE].
I DO NOT KNOW THE EXACT NUMBER OF STUDENTS THAT DO NOT HAVE.
[NOISE] BUT I CAN TELL YOU IS THAT IN MY UNDERSTANDING, ANY STUDENT THAT HAS MADE [INAUDIBLE]
>> THEY ARE. PART OF THE OBSOLESCENCE IS 1,200.
WE'LL REPLACE SOME OF THOSE THAT LOST OR STOLEN OR WORN WITH TIME [INAUDIBLE]
>> FIVE TO EIGHT YEARS, JUST THAT.
>> ABOUT LONGER THAN [INAUDIBLE].
THIS IS WHY THIS IS SUCH AN EFFICIENT PURCHASE FOR US AND THIS IS WHY I'VE CHOSEN THIS.
>> I BELIEVE THAT WE STARTED TO REPLACE THE IPADS THAT WERE PURCHASED ABOUT 2013-2016.
[01:05:37]
[01:05:38]
>> [INAUDIBLE] PUBLIC PARTICIPATION.
>> MADAM PRESIDENT, BOARD MEMBERS, AS YOU ALL KNOW, AT THE LAST BOARD MEETING, WE HAD A PREVIOUS HEARING, AND A PART OF THE PREVIOUS HEARING IS WE AGREED TO REVIEW A BOARD POLICY BED LOCAL.
THAT'S EASIER TO GIVE YOU AN UPDATE FOR THE POLICY WE'VE CREATED.
>> THANK YOU. GOOD EVENING [INAUDIBLE] BOARD OF TRUSTEES AND DR. MCFARLAND.
BASICALLY, JUST TO GIVE YOU A BRIEF SUMMARY OF OUR POLICY REVIEW COMMITTEE MEETINGS THAT WE HAD LAST MONDAY, WHICH WAS SEPTEMBER 7TH.
I DON'T KNOW IF I CAN SHOW YOU THE EXHIBITS, BUT WE HAD A NICE REPRESENTATION WITH BOARD TRUSTEE DR. MIA HALL, MR. DAVIS, AND MS. ROBINSON.
THE COMMITTEE [INAUDIBLE] SOME VARIOUS WAYS THAT WE CAN GO ABOUT CAPTURING THE TIMELY INFORMATION OF PEOPLE WHO ARE SUBMITTING REQUESTS TO SPEAK DURING OPEN FORUM.
SOME OF THE FORMS THAT WE'LL BE USING WILL BE ELECTRONIC.
THEN ALSO, JUST A BRIEF MODIFICATION OF SOME OF THE TIME PERIOD THAT WE'RE ASKING PEOPLE TO RETURN THE DOCUMENTS BACK AGAIN TO US ONE HOUR BEFORE THE MEETING.
THEN WE ALSO LOOK AT THE [INAUDIBLE] ON OPEN FORUM, BUT ALSO UPDATE 119.
WE'LL BE BRINGING ALL THOSE TO YOU AT THE NEXT BOARD MEETING FOR POSSIBLE APPROVAL.
POLICY REVIEW COMMITTEE DID RECOMMENDED THAT WE VISIT OUR BED LOCAL, AND IT'S CURRENTLY WITH OUR TRUSTEE REPRESENTATIVE TO MAKE SURE THAT IT'S ALL LEGALLY IN COMPLIANCE.
BY THE TIME YOU HAVE IT AT THE NEXT BOARD MEETING, IT WILL ALSO [NOISE] HAVE THE STAMP OF APPROVAL FROM [INAUDIBLE].
ARE THERE ANY QUESTIONS? THANK YOU SO MUCH.
>> WE'RE AT THE 10TH SESSION OF THE ITEM 7.1 [INAUDIBLE] WORKSHOP. [INAUDIBLE]
[7.0 Study Session]
>> MADAM PRESIDENT, BOARD OF MEMBERS, AS YOU ALL KNOW, WE ARE IN THE MIDST OF THE [INAUDIBLE] IN OUR AREAS, SO IT'S IMPORTANT FOR US TO BEGIN TO LOOK AT WHERE WE ARE TODAY, AND ALSO THINK ABOUT WHERE WE WILL BE AND WHERE WE'D LIKE TO BE WITHIN THE NEXT 70 YEARS.
A PART OF THAT REQUIRES US ALL TO LOOK AT OUR STUDENTS [INAUDIBLE] LOOK AT OUR FACILITIES.
IS IT THE ENTIRE DETAILED PROCESS? TONIGHT, WE WILL HAVE [OVERLAPPING] I WAS GOING TO SAY [INAUDIBLE] HERE.
SHE WILL LEAD US THROUGH THE DISCUSSION ABOUT [INAUDIBLE] PROCESS.
THIS IS A WORKSHOP BOARD, SO FEEL FREE TO STOP, ASK ANY QUESTIONS.
WHAT WE WANT TONIGHT IS FOR YOU TO HAVE A GOOD UNDERSTANDING OF OUR PROCESS. MR. [INAUDIBLE]
>> THANK YOU, DR. MCFARLAND, MEMBERS OF THE BOARD.
WE'VE BEEN TALKING ABOUT THIS TIMELINE OVER THE LAST SEVERAL MONTHS, AND NOW IT'S ACTUALLY HERE.
WE'RE READY TO HIT THE GROUND RUNNING.
[INAUDIBLE] FROM TRANSCENDENCE HERE.
SHE'S GOING TO TALK ABOUT FACILITY PLANNING COMMITTEE PROCESS.
YOU ALL HAVE BEEN VERY HELPFUL WITH SUBMITTING NAMES.
WE'RE BUILDING THAT COMMITTEE.
BEFORE WE GET TALKING ABOUT THE PROCESS, WE WANTED TO INVITE MS. LAUREN BROWN FROM VLK TO TALK ABOUT OUR FACILITY PLAN, WHAT THAT LOOKS LIKE IN LONG RANGE BE OKAY.
OUR TEAM HAS BEEN DOING A LOT OF WORK BEHIND THE SCENES.
THAT'S GOING TO SET US UP FOR THIS FACILITY PLANNING COMMITTEES TO START IN TWO WEEKS. MS. BROWN. THANK YOU.
>> GOOD EVENING MADAM PRESIDENT, MEMBERS OF THE BOARD, DR. MCFARLAND.
[01:10:03]
I'M REALLY EXCITED TO SHOW YOU WHAT WE'VE BEEN WORKING ON FOR THE PAST YEAR OR A LITTLE BIT LONGER THAN THAT.ALSO, WITH ME I HAVE ONE OF MY COLLEAGUES, MR. CHAD DAVIS.
WE'RE GOING TO PRESENT TO YOU WHAT WE'VE BEEN REVIEWING WITHIN YOUR SCHOOL DISTRICT AND EXTENDED FACILITIES.
AGAIN, WE'RE GOING TO GO THROUGH THE PROCESS FOR THE LONG-RANGE FACILITY PLAN AND DO A CAMPUS OVERVIEW.
WE HAVE A PROCESS TITLED VLK LINK.
ESSENTIALLY IT'S ASSEMBLING DIFFERENT PARTS AND PIECES THAT FEED INTO THIS LONG-RANGE FACILITY PLAN.
WE'LL WALK YOU THROUGH EACH PIECE.
WE COORDINATED WITH MEMBERS OF THE DISTRICT ADMINISTRATION, STUDENTS, STAFF TO ASSEMBLE THIS LONG-RANGE FACILITY PLAN.
THE FIRST STEP WAS VLK CURATION.
WITH THIS STEP, WE HAVE AN EDUCATIONAL PLANNER ON STAFF, AND HER NAME IS SARA KOPROWSKI.
SHE MET WITH THE ADMINISTRATION AND LEADERSHIP AND DR. MCFARLAND.
THIS MEETING ENABLED US TO GATHER FOUNDATIONAL ELEMENTS WITHIN CROWLEY ISD.
THAT WAS THE BASIS OF OUR WORK.
ALONG WITH DR. MCFARLAND AND CABINET MEMBERS, THIS SET THE EXPECTATION OF WHAT WE WOULD STUDY AND INCLUDE [INAUDIBLE] REPORT ALONG WITH CURRICULUM AND INSTRUCTION.
THE NEXT STEP WAS EDUCATIONAL SPECIFICATIONS.
DURING THIS PROCESS, AGAIN, IT WAS LED BY SARA KOPROWSKI, OUR EDUCATIONAL PLANNER, AND MR. CHAD DAVIS.
THE PARTICIPANTS IN THE EDUCATIONAL SPECIFICATIONS WERE STUDENTS, TEACHERS, AND ADMINISTRATORS.
WE HELD TWO MEETINGS THIS SUMMER, AND SO IT WAS A GOOD CROSS-SECTION WITHIN THE SCHOOL DISTRICT.
THE GOAL OF THE EDUCATIONAL SPECIFICATION IT'S DESIGN STANDARDS THAT HELP PROVIDE A GUIDED CONCEPT FOR FACILITIES AND CONSTRUCTION.
TEA DOES REQUIRE THAT SCHOOL DISTRICTS HAVE EDUCATIONAL SPECIFICATIONS, BUT YOU ALL REINCORPORATED GUIDELINES THROUGHOUT THE FACILITY, SO THIS FORMALIZES THIS DOCUMENT.
BUT IT'S A VERY ENGAGING PROCESS BECAUSE YOU ARE GETTING INPUT THROUGH YOUR SERVANTS, STUDENTS, TEACHERS, AND ADMINISTRATORS [INAUDIBLE].
THIS ALSO DEFINES HOW LEARNING TAKES PLACE IN CROWLEY ISD, AND IT ESTABLISHES THE PERFORMANCE EXPECTATION FOR FACILITIES.
>> A LITTLE BIT TO THE CAPACITY STUDY.
WE PREPARED A CAPACITY STUDY DOCUMENT WHERE THE PROCESS OF THAT WAS SIMILARLY ACCURATE FLOOR PLANS FOR EVERY CAMPUS IN THE DISTRICT.
THEN WITH ASSISTANCE FROM OPERATIONS AND FROM THE CAMPUS ADMINISTRATION, WE'RE ABLE TO GET ACCURATE LABELS ON EVERY SINGLE ROOM IN EVERY BUILDING THAT'S BEING USED.
WE KNOW CLASSROOMS VERSUS A SPECIAL ED SPACE VERSUS AN ART CLASSROOM AND MUSIC CENTER, TO KNOW EXACTLY HOW THEY'RE USING EVERY ROOM AND EVERY SPACE.
THEN FROM THAT, WE ARE ABLE TO GENERATE THE CAPACITY WORKSHEET FOR EACH CAMPUS TO GIVE YOU ACCURATE INFORMATION.
WE TOOK THOSE NUMBERS THEN WIRED THOSE TO YOUR DEMOGRAPHER.
THE DEMOGRAPHER IS USING THOSE NUMBERS AS THEIR BASELINE TO MAKE SURE THAT WE'RE ALL WORKING OFF THE SAME SET OF DATA TO GENERATE THEIR PROJECTIONS FOR [INAUDIBLE]
>> THE FACILITY CONDITION INDEX.
THIS IS A SCORE GIVEN TO EACH CAMPUS THROUGHOUT THE DISTRICT.
IT'S THE RATIO OF THE COST TO REPAIR A FACILITY VERSUS A NEW FACILITY OF THE SAME SIZE IN TODAY'S DOLLARS.
YOU DIVIDE THE COST OF THE CAPITAL OF IMPROVEMENT, BY REPLACING THE FACILITY THAT SAME WITH TODAY'S DOLLARS, AND THAT GIVES YOU THE SCORE.
[01:15:02]
THIS SCORE YOU CAN USE IT TO COMPARE THE FACILITIES ACROSS THE DISTRICT.THIS SCORE DOES NOT TAKE INTO ACCOUNT EDUCATIONAL ADEQUACY, WHICH WE'LL TOUCH ON A LITTLE BIT LATER.
THE EDUCATIONAL SPECIFICATION COMPLIANCE, TEA COMPLIANCE, CAPACITY NEEDS OR THE LONG-RANGE FACILITY PLANNING COMMITTEE PRIORITIES.
>> LOREN MENTIONED ON THAT CONDITION INDEX, THAT'S TALKING ABOUT THE PHYSICAL CONDITION OF THE BUILDING, IF THAT NEEDS TO BE IMPROVED, THOSE SUCH THINGS.
THIS EDUCATIONAL ADEQUACY ASSESSMENT IS A 100 TOUCH POINTS ROUGHLY, ASSESSMENT OF THINGS THAT ARE A LITTLE BIT LESS TANGIBLE AND THAT THEY'RE NOT ABOUT THE CONDITION OF THE BUILDING.
IF THIS WAS A CLASSROOM, FOR EXAMPLE, WE COME IN, WE EVALUATE: DOES IT HAVE APPROPRIATE TEACHER STORAGE, DOES IT HAVE SEATS? IF IT'S AN ART CLASS, DOES IT HAVE ACCEPTABLE AMOUNT OF NATURAL LIGHT WINDOWS? THOSE ARE THE KINDS OF THINGS THAT WE'RE LOOKING AT THIS ADEQUACY ASSESSMENT: FURNITURE, FLEXIBILITY, IS THE ROOM LARGE ENOUGH [INAUDIBLE] THOSE SUCH THINGS.
WE GO THROUGH ALL OF THOSE LESSONS, SCORE ON A 1-5.
THREE IS ACTUALLY YOUR TARGET.
A FOUR MEANS IT'S LARGER THAN NEEDED BY STANDARDS.
A FIVE WE HAVE PUT ON THERE AS EXTRAVAGANT, THAT MEANS YOU'RE OVERSPENDING.
THAT MEANS YOU HAVE A FULL SIZE, LET'S SAY, MIDDLE SCHOOL GYM AT EVERY ELEMENTARY SCHOOL WITH A FULL REGULATION COURT AND A THOUSAND SEATS.
THOSE KINDS OF THINGS THAT COULD BE SEEN AS AN OVERSPENDING.
FIVE IS NOT NECESSARILY A GOOD NUMBER, MUCH LIKE A ONE IS NOT.
YOU SEE ON, FOR EXAMPLE, JUNE DAVIS, YOU'RE AT 3.18.
PERFECT. ALL THE STANDARDS THAT HAVE BEEN SET FOR CROWLEY MEETING THE SPECS.
THIS IS NOT JUST GUESS THING, THESE ARE THINGS THAT YOU DECIDED THAT ARE MORE IMPORTANT.
THINGS LIKE COLLABORATION AND FLEXIBILITY, NATURAL LIGHT IN EVERY CLASSROOM.
THEN SOME OF THE THINGS ARE EVEN BEYOND BETTER OR NICE TO BE ABLE TO CONTRIBUTE THAT.
THESE SCORES OF AROUND 2.5, 2.6 ARE PRETTY GOOD FOR A BUILDING THAT HAS A COMPACT FOOTPRINT.
YOU HAVE A LOT OF OLDER SCHOOLS THAT HAVE A TERM CLASSROOMS THAT YOU CANNOT PHYSICALLY [INAUDIBLE] THOSE KINDS OF THINGS BRING YOUR SCORES DOWN.
SOME OF THOSE BUILDINGS DON'T HAVE ELABORATE SPACE BUILT IN, SUCH THINGS WILL BE LOOKED AT IN THE FUTURE FOR RENOVATION.
THESE 2.5, 2.6 SCORES ARE PRETTY GOOD SCORES FOR THE [INAUDIBLE]
>> THE FACILITY CONDITION ASSESSMENT.
THIS HAS BEEN A PROCESS WE WALKED.
WHEN I SAY WE IT'S VLK, NEP ENGINEERS, CIVIL ENGINEERS, LANDSCAPE ARCHITECTS, THE TECHNOLOGY TEAMS THAT WALKED EVERY SINGLE CAMPUS AND WE DID AN ASSESSMENT OF THE CAMPUS.
WE LOOKED AT LIFE SAFETY ITEMS, WE LOOKED AT TEA, LIFE CYCLE REPLACEMENTS, MAINTENANCE ITEMS, ANY SUBSTANDARD EDUCATIONAL CONDITIONS, SAFETY AND SECURITY.
WE WALKED EACH CAMPUS AND THAT'S SUMMARIZED IN A SPREADSHEET, AND COSTS THAT ARE ASSOCIATED WITH THOSE ITEMS, SO IT'S CAPITAL OF PERMANENT ITEMS. IT'S ALL COMPILED IN THIS NICE, NEAT SPREADSHEET.
BUT THE PROCESS OF THIS IS, WE HAD WEEKLY MEETINGS WITH MR. RANDY REEVES AND WE MET WITH CROWLEY ISD'S POLICE DEPARTMENT, WE MET WITH TECHNOLOGISTS, SO WE MET WITH GROUPS THROUGHOUT THE DISTRICT TO MAKE SURE THAT THIS WAS A VERY COMPREHENSIVE LIST.
IT MAY BE A ONE PAGER FOR THE CAMPUS, BUT THERE'S A LOT OF BACKUP INFORMATION THAT GOES ALONG WITH THIS TO HELP COMPILE FACILITY CONDITION ASSESSMENT.
ARE THERE ANY QUESTIONS ON WHAT I'VE PRESENTED SO FAR? WE'RE GOING TO GO THROUGH EACH CAMPUS AND DO A CAMPUS OVERVIEW FOR PRIMARY AND SECONDARY CAMPUSES.
I'M JUST GOING TO TELL YOU HOW WE LAID OUT EACH SLIDE SO YOU KNOW WHAT WE ARE LOOKING AT.
AT THE TOP, WE HAVE THE YEAR THE SCHOOL WAS CONSTRUCTED.
YOU'LL SEE THAT FOR EVERY CAMPUS.
FOR BESS RACE, THE SCHOOL WAS BUILT IN 2005.
WE HAVE THE TOTAL BUILDING AREA, 81,630 SQUARE FEET.
WE PULLED FROM THE SUMMARY SHEET THE EDUCATIONAL ADEQUACY SCORE, SO YOU CAN SEE THAT, IT'S 2.71 FOR THIS CAMPUS, AND WE HAVE THE FUNCTIONAL AND MAXIMUM CAPACITY LISTED.
THIS IS IMPORTANT TO NOTE BECAUSE BELOW YOU'LL SEE ON THE CHART THE PROJECTED ENROLLMENT.
[01:20:02]
THIS IS INFORMATION FROM THE DEMOGRAPHER FOR THE PROJECTED ENROLLMENT OVER THE COURSE OF 10 YEARS.AS WE PROGRESS THROUGH ALL THE SLIDES, YOU'LL SEE A YELLOW HIGHLIGHT, WHERE IT'S HIGHLIGHTED YELLOW, THAT'S WHERE YOUR PROJECTED ENROLLMENT EXCEEDS YOUR FUNCTIONAL CAPACITY.
ARE THERE ANY QUESTIONS ON THAT?
>> NEXT YEAR BEEN UP? [LAUGHTER] [INAUDIBLE]
>> THAT'S ALL WE'RE GOING TO GO THROUGH, ALL THESE CAMPUSES, SO YOU COULD SEE THE INFORMATION THAT'S BEEN COMPILED.
IF YOU HAVE ANY SPECIFIC QUESTIONS, FEEL FREE TO ASK. [BACKGROUND]
>> WE'RE GOING TO PRINT YOU ALL COPIES OF ALL OF THESE.
>> [INAUDIBLE] NEXT YEAR WHAT DOES THIS TELL US [INAUDIBLE]
>> FOR NEXT YEAR AND FOR FUTURE YEARS, SOMETHING NEEDS TO HAPPEN TO ACCOMMODATE THOSE EXTRA SCHOOL STUDENTS THAT NOW CANNOT BE HOUSED AT THIS CAMPUS.
I ALSO WANT TO HIGHLIGHT THE ASTERISK, YOU CAN BARELY SEE IT, THAT SPECIAL EDUCATION CLASSROOMS ARE NOT INCLUDED IN THAT COUNT FOR THE CAPACITY.
RIGHT NOW IT'S AT 671, WHERE ARE THOSE OTHER KIDS LOCATED? THAT MAY ACCOUNT FOR SOME OF THE STUDENT POPULATION AS WELL.
BUT SOMETHING HAS TO BE DONE ACROSS THE DISTRICT.
AS WE PROGRESS THROUGH THESE SLIDES, YOU'RE GOING TO SEE A TREND.
THERE'S A LOT OF GROWTH HAPPENING OVER THE NEXT 10 YEARS.
>> [INAUDIBLE] THE DEMOGRAPHERS NUMBERS AT 671 DOESN'T PUT ALL SPECIAL ED STUDENTS, THAT VARIES SO GREATLY PER CAMPUS THAT IT'S NOT PART OF WHAT WE USED FOR THE CAPACITY STUDY.
THE 650 WE HAVE MIGHT BE 650 STUDENTS IN THE BUILDING [INAUDIBLE] 71 MIGHT BE SPECIAL ED.
THAT ALSO MEANS WE'RE NOT COUNTING THOSE ROOMS. ONE CAMPUS MAY HAVE TWO OR THREE CLASSROOM SPACES FOR THE SPECIAL ED.
OTHER CAMPUSES MAY HAVE 3-12, SO THERE MAY BE ADDITIONAL SPACE AVAILABLE WITHIN CAMPUSES WHERE YOU GUYS ARE PUSHING THE JOB OF COMBINING, SPLITTING ROOM IN HALF, TRANSFERRING PROGRAMS IN SMALLER ROOMS. BY THE WAY, HOW THEY'RE USING EACH CAMPUS [INAUDIBLE]
>> NOT EVERYTHING IS SET IN STONE PER SE, THERE'S FLEXIBILITY WITHIN.
>> THE FLEXIBILITY VARIES GREATLY PER STANDARDS.
>> THE OTHER THING THAT WE ALSO NEED TO SAY, WE NEED TO ADJUST THE BOUNDARIES.
WE LOOK AT THIS [INAUDIBLE] ALSO, WE HAVE TRANSFERS OR OVERFLOW.
WE USE ALL THESE SPACE [INAUDIBLE]
>> WE'RE ONLY LEFT WITH SCHOOL NUMBER 1 HERE.
BUT WITH THAT BEING SAID, DOES IT INTEREST OR BEHOOVE US TO LOOK AT THE BESS RACE ES PROJECT FASTER TO PULL SOME STUDENTS OUT OF BESS RACE OR LEAVE THE ONES THAT WANT TO DO THE ONE-STORY ROUTE? MAYBE 20 HERE, 20 THERE, DOES IT INTEREST US TO DO THAT FASTER?
>> IT DOES, BUT IT ALSO, EVEN IF WE TAKE 100 STUDENTS OUT, IN TWO YEARS IT WILL BE RIGHT BACK.
SO WHAT THIS REALLY TELLS US IS THAT ELEMENTARY 17 WHICH IS OWNED BY ELLIE MIDDLE SCHOOL, THAT'S PROBABLY LIKE WE'RE ABLE TO BE ABLE TO MOVE FORWARD.
THAT SCHOOL IS GOING TO BE MUCH MORE IMPROVED AS FAR AS BALANCING.
YOU'LL SEE THE SAME RESULTS THEY EVEN [INAUDIBLE] WAS GOING TO HAPPEN WITH THAT ONE IS WE'RE GOING TO HAVE TO ADJUST.
WE NEED CURRENCIES, BUT WHAT WE WILL HAVE TO DO IS WE'LL HAVE TO ADJUST OUR BOUNDARIES ON THE INTERNAL TO MAKE SPACE EXTERNAL.
BUT WE STILL HAVE MORE PEOPLE COMING ON THE EXTERNAL.
SO EXTERNAL IS NOT GOING TO [LAUGHTER].
>> PERFECT. KELLY, YOU HAVE A QUESTION?
>> A NEW SCHOOL ON AVERAGE TAKES ABOUT 14 MONTHS TO BUILD, WITH ESPECIALLY MATERIAL SHORTAGES IN THIS GOING THROUGH THE PERMITTING PROCESS.
[01:25:02]
SO THERE ARE SOME CHALLENGES THERE, YOU HAVE TO BE MORE CREATIVE ON HOW YOU MOVE FORWARD WITH CONSTRUCTION, EARLY RELEASE PACKAGES, AND MAKING SURE AND HAVING A CONSTRUCTION MANAGER ON BOARD.IT MAKES IT EASIER TO MANAGE THAT, WITH THOSE EARLY RELEASE PACKAGES, BUT YEAH, 14 MONTHS.
>> YES, THE DESIGN TIME AS WELL.
SO FOR AN ELEMENTARY SCHOOL, YOU SEE ON AVERAGE BETWEEN AROUND 8-9 MONTHS FOR DESIGN TIME AND THEN PLUS SUPPORT TEAM FOR CONSTRUCTION.
>> THE AVERAGE AGE OF A BUILDING OF THE WHOLE SCHOOL TO GET TO THIS IS INSANE WITHOUT THE OLD BOOKS, BUT THE AVERAGE AGE IS?
>>THE AVERAGE AGE OF THE BUILDING FOR SCHOOLS, FROM 50 YEARS, SO THAT'S IDEAL.
[OVERLAPPING] FOR A LIFE-CYCLE SPECTRUM OF 50 YEARS FOR SCHOOLS.
>> SPEAKING OF ACTUALLY THE SCHOOL, SO WHEN WE LOOKED AT OLDER SCHOOLS, CLASS SIZES MAY BE A LITTLE BIT SMALLER, AND THEN WE GO INTO A NEWER BUILDING WE HAVE LARGER CLASS SIZES, WHAT DETERMINES THE SQUARE FOOTAGE IN A CLASSROOM?
>> IT'S A MOVING TARGET. IT USED TO BE VERY CLEAR, WITH GS DATA FOR PROGRESS SPECIFIC FOR FOOTAGE PER CLASSROOM, AND THERE'S NEWER STANDARDS ARE SET UP INTO PLACE.
THEY ARE ABOUT SQUARE FOOTAGE PER STUDENT AND ITS AN AGGREGATE WITHIN THE SCHOOL.
WE STILL THINK IT'S GOOD PRACTICE, TO LOOK AT WHERE ROUGHLY WE ARE ON THAT 800 TO 750 RANGE.
WE STILL THINK IT'S A REALLY GOOD TARGET JUST TO PHYSICALLY HAVE THE RIGHT AMOUNT, ALTHOUGH IT'S NOT QUITE REGULATED.
>> DALLAS PARK ELEMENTARY SCHOOL WAS BUILT IN 2002 THE SQUARE FOOTAGE IS 77,550 SQUARE FEET.
THE FUNCTIONAL CAPACITY IS AT 599.
SEE IN 2024, YOU'RE EXCEEDING FUNCTIONAL CAPACITY WITH THE PROJECTED ENROLLMENT AT 608.
DAVID L. WALKER THAT ONE THAT I WAS PROBABLY [LAUGHTER] I CAN'T REMEMBER FOR THAT CONVERSATION EARLIER.
THIS CAMPUS HAS A FUNCTIONAL CAPACITY OF 441, AND IN 2025, WE'RE SEEING THAT THE PROJECTED ENROLLMENT IS AT 447.
>> READERSHIP ACTS OR WHATEVER, YOU DID SHOW BEFORE YOU STARTED THE NEW SCHOOL PROJECT OR THE NEW PROGRAM.
WHAT WAS THAT NUMBER BEFORE THEN?
>>IT WAS RIGHT AROUND 570 TO 600.
>> DAVID L. WALKER, THERE IS THE EARLY CHILDHOOD, THAT'S ALSO IMPORTANT AS CAMPUS ONES.
>> IT'S NOT THAT NUMBER, IT'S SO MUCH SMALLER THAN OTHER BUILDINGS THAT YOU KNOW IN THE SAME SIZE.
>> DEER CREEK, THE FUNCTIONAL COMPATIBLE.
THE AGE OF THE SCHOOL IS 1975, THE FUNCTIONAL CAPACITIES AT 727, THE ENROLLMENT FOR THIS SCHOOL YEAR IS AT 717.
YOU CAN SEE THE TREND OVER THE COURSE OF 10 YEARS.
>>THIS IS ANOTHER EXAMPLE, WITH THE DEER CREEKS BOUNDARY, FOR BESS RACE BOUNDARY AT LEAST WE CONNECTED TO EACH OTHER AND REALLY VIABLE TECHNOLOGY DEVICE, WITH ELEMENTARY 17 GO BY AL WILSON.
I'M PRETTY SURE ALL THOSE ONES.
>> HARGRAVES ELEMENTARY SCHOOL WAS BUILT IN 2004.
THE FUNCTIONAL CAPACITY IS AT 483 AND THE PROJECTED ENROLLMENT IS 502 BY 2024.
>> CAN YOU GO BACK TO THIS ONE? IF WE TAKE THAT ONE AT 72,000 AND YOU HAVE A FUNCTIONAL OF ABOUT 700.
FOR EVERY 100 IS 10,000 SQUARE FEET.
[01:30:03]
BUT IF WE GO TO THE NEXT ONE, CAN YOU TALK ABOUT THE FUNCTIONALITY? WHAT MAKES THIS BUILDING SO MUCH DIFFERENT THAN THE OTHER ONE?>> THE OLDER BUILDING CLASSROOMS SIZES THEMSELVES ARE MUCH SMALLER, ONE OF THEM.
THE BORDERS ARE SMALLER, THERE'S MUCH LESS OF THOSE, FROM OTHER KINDS OF PROGRAMS. BUT I SUSPECT THAT IT'S A DIFFERENCE IN SPECIAL ED PROGRAMS, THAT'S JUST MY GUESS IN AS THE CLASSROOMS ARE CONCERNED.
>> IT ACTUALLY AT HEART RATE, YOU ALL KNOW, WE DID RE-DESIGN OTHER SECTION OF THE BUILDING AND CHART EARLIER HITS FOR IT, OR CHILD CARE ASSOCIATES WE ACTUALLY HAD ABOUT 150-200 FOR EARLY CHILDHOOD KIDS IN ONE IMPORTANT ONE AREA WEEK GIVE THAT TOOK OF ABOUT 200 SEATS OUT OF THERE I GUESS.
THAT'S [INAUDIBLE] AND THE SAME THING HAPPENED AND SO WHY WE DID WE HANDLE THE POINT DAYCARE, WITH THE PRE-K3, AND 4 AND 5-YEAR-OLD HAD TO TAKE A PORTION.
>> I'M SORRY, CAN WE GO BACK TO YOUR DEER CREEK? SO SHE SAID A LIFE CYCLE OF A SCHOOL IS 50 YEARS.
>> THERE'S NOTHING WRONG WITH 1975.
>> I AM CONCERNED, WAS THERE A LIFETIME [LAUGHTER] OF A SCHOOL.
IT'S 50 YEARS, WE'RE REALLY CLOSE TO THAT NOW.
[OVERLAPPING] [LAUGHTER] DOES THAT PRESENT A PROBLEM CONSIDERING THAT WE'RE THREE YEARS AWAY FROM THAT FACILITY GETTING IT'S LIFETIME AT THE SCHOOL? [OVERLAPPING].
>> ABSOLUTELY. THIS IS THE REASON WHY WE WALK THROUGH BECAUSE WE IDENTIFY SITUATIONS LIKE THAT.
WE HAVE TO ADDRESS IT AT SOME POINT IN TIME.
WHETHER IT IS TODAY WHETHER IT'S FIVE YEARS FROM NOW, WE DEFINITELY HAVE TO TRANSFER.
IT DOES RISE SURVIVES HIGHER ON THIS.
WHEN WE TALK ABOUT THE LIFE-CYCLE OF SCHOOL BEING AT 50 YEARS, WHAT HAPPENS IN 50 YEARS? WHY IS THAT THE TARGET? ARE WE LOOKING AT STRUCTURAL ISSUES IN THIS BUILDING?
>> NO, IT'S MORE OF INDUSTRY STANDARD FOR SCHOOL FACILITY IS 50 YEARS. SO WHAT DOES THAT MEAN? A SCHOOL THAT WAS BUILT IN 1975, IT'S NOT GOING TO BE AS ENERGY EFFICIENT AS A SCHOOL THAT WAS BUILT IN 2022.
THE SPACES AND SPATIAL CONFIGURATIONS HAVE CHANGED OVER THE COURSE OF DECADES.
AS FAR AS MAINTENANCE COSTS, THEY MAY BE HIGHER AT AN OLDER FACILITY BECAUSE WINDOWS MAY NOT BE INSULATED, TO GIVE YOU EXAMPLES, YOUR WINDOWS MAY NOT BE INSULATED LIKE THEY ARE, IT'S ENERGY CODE REQUIREMENT NOW TO BE VENTILATED.
YOU'RE THE TYPE OF THE CAMPUSES THAT ARE AGING AND PROBABLY WILL NEED TO REPLACED THE SPACE ON THE LIFE CYCLE OF THAT SYSTEM.
ELECTRICAL SYSTEM UPGRADES MAY BE NEEDED FOR OLDER AGING FACILITY.
THERE IS A POINT WHERE YOU ARE SPENDING MORE DOLLARS ON AN OLDER FACILITY, BUT STRUCTURALLY, THERE IS A NEED THAT IT'S NOT PERFORMING AT THE SAME LEVEL AS A NEWER FACILITY.
SAFE AND SOUND, BUT WHEN IT COMES TO MAINTENANCE AND OPERATIONS.
[INAUDIBLE] JACKIE CARDEN 1989.
THIS ALSO HAS A DAYCARE AT THIS FACILITY, SO YOU'RE GOING TO SEE THAT FUNCTIONAL CAPACITY AT 523 WITH THE PROJECTED ENROLLMENT THIS YEAR IS AT 531.
JUNE DAVIS. ALSO, YOU LOOK AT THE ENROLLMENT, YOU CAN SEE WHERE YOUR GROWTH IS IN THE DISTRICT.
THE SCHOOL WAS COMPLETED IN 2019.
THE [NOISE] FUNCTIONAL CAPACITY IS AT 605, AND WITH TODAY'S ENROLLMENT, WE'RE AT 632 AND GROWING.
[01:35:07]
MARY HARRIS, BUILT IN 2009.THE FUNCTIONAL CAPACITY OF 464 AND THE PROJECTED ENROLLMENT AT 557.
MARY HARRIS HAS THE MONTESSORI.
MONTESSORI IS AT THIS CAMPUS SO THAT'S WHY WE'RE SEEING THAT HIGHER NUMBER FOR 2022 AND 2023.
MEADOWCREEK ELEMENTARY SCHOOL WAS BUILT IN 1985.
THE FUNCTIONAL CAPACITY IS SITTING AT 582.
YOUR PROJECTED ENROLLMENT IN 2023 STARTS EXCEEDING THE FUNCTIONAL CAPACITY AT 584.
OAKMONT ELEMENTARY SCHOOL, BUILT IN 1996, AND THE PROJECTED ENROLLMENT IT'S NOT GOING TO EXCEED FUNCTIONAL CAPACITY OVER THE NEXT 10 YEARS, BASED ON THE PROJECTED ENROLLMENT.
PARKWAY ELEMENTARY SCHOOL, THE SAME.
BUILT IN 1994, THE FUNCTIONAL CAPACITY AT 483, AND THE PROJECTED ENROLLMENT IS NOT EXCEEDING THE FUNCTIONAL CAPACITY.
THE FUNCTIONAL CAPACITY IS AT 523 IN 2023, AND IT'S EXCEEDING THE FUNCTIONAL CAPACITY AT 575 STUDENTS FOR THE PROJECTED.
YOU CAN SEE THERE'S A LOT OF GROWTH IN CAPACITY STANDARDS OVER THE NEXT 10 YEARS.
>> THIS IS THE AREA THAT WILL LIKELY BE MOST IMPACTED BY THE [INAUDIBLE]
>> SIDNEY POYNTER ELEMENTARY SCHOOL WAS BUILT IN 2005.
THE FUNCTIONAL CAPACITY AT 483 AND OVER THE NEXT 10 YEARS, THE PROJECTED ENROLLMENT IS NOT EXCEEDING THE FUNCTIONAL CAPACITY.
SUE CROUCH ELEMENTARY SCHOOL WAS BUILT IN 2006.
THE FUNCTIONAL CAPACITY AT 563 AND THE PROJECTED ENROLLMENT IS NOT EXCEEDING THE FUNCTIONAL CAPACITY.
SYCAMORE ELEMENTARY SCHOOL WAS BUILT IN 1972.
THE FUNCTIONAL CAPACITY IS AT 625 AND IN 2025, EXCEEDING THE FUNCTIONAL CAPACITY AT 626.
SUE CROUCH, IS THAT THE ENROLLMENT TREND THERE, OR IS THIS AN ANOMALY?
>> LAST YEAR, WE HAD MONTESSORI THERE SO WE HAD QUITE A FEW STUDENTS THAT WERE GOING FOR SUE CROUCH, THEY WERE A PART OF THE MONTESSORI, THEY WERE AT MARY HARRIS NOW.
WHAT WE WERE DOING THIS YEAR IS USING SUE CROUCH AS OUR OVERFLOW CAMPUS.
AS JUNE DAVIS OVERFLOWS, WE HOLD THEM RIGHT INTO SUE CROUCH.
WE SCHEDULE JUST TO MAKE SURE EVEN NEW KIDS HAVE SPACE THERE.
>> NOW WE'RE ONTO YOUR SECONDARY CAMPUSES.
CROWLEY MIDDLE SCHOOL WAS BUILT IN 1992.
THE FUNCTIONAL CAPACITY IS AT 1,353.
OVER THE NEXT 10 YEARS, THE PROJECTED ENROLLMENT IT'S NOT EXCEEDING THE FUNCTIONAL CAPACITY.
IT WAS BUILT IN 1994 AND OVER THE NEXT 10 YEARS, IT SHOULD NOT EXCEED THE FUNCTIONAL CAPACITY OF 1,236.
[NOISE] THEN RICHARD J. ALLIE MIDDLE SCHOOL, BUILT IN 2010, AND THE FUNCTIONAL CAPACITY IS AT 1,285 AND THEN 2029, YOU START EXCEEDING THE FUNCTIONAL CAPACITY.
IT WAS BUILT IN 2008, THE FUNCTIONAL CAPACITY IS AT 1,175, AND WE'RE SEEING A LOT OF GROWTH IN THAT AREA.
THE PROJECTED ENROLLMENT IN 2025, YOU START TO EXCEED THE FUNCTIONAL CAPACITY.
[01:40:02]
CROWLEY HIGH SCHOOL 9TH GRADE, THE FUNCTIONAL CAPACITY IS SITTING AROUND 786.OVER THE COURSE OF THE NEXT 10 YEARS, [NOISE] YOU ARE NOT EXCEEDING THE FUNCTIONAL CAPACITY OF THIS CAMPUS.
CROWLEY HIGH SCHOOL, BUILT IN 1967.
[NOISE] THE FUNCTIONAL CAPACITY IS AT 1,832.
IN 2029, YOU START EXCEEDING THE FUNCTIONAL CAPACITY.
NORTH CROWLEY 9TH, BUILT IN 2003.
IN 2028, YOU START TO EXCEED THAT FUNCTIONAL CAPACITY.
[NOISE] NORTH CROWLEY HIGH SCHOOL, BUILT IN 1998.
THE FUNCTIONAL CAPACITY IS AT 2,204 AND THEN IN 2029, YOU START EXCEEDING THAT FUNCTIONAL CAPACITY.
[NOISE] THE BILL R. JOHNSON CTE, BUILT IN 2020, AND BECAUSE OF THE USE OF THIS FACILITY, WE JUST HAVE THE MAXIMUM CAPACITY FOR STUDENTS.
THIS BUILDING SERVES YOUR CCA PROGRAM IN BOTH CROWLEY HIGH SCHOOL AND NORTH CROWLEY HIGH SCHOOL.
THIS SLIDE JUST SHOWS A SUMMARY OF ALL THE CAMPUSES THAT WILL EXCEED THE FUNCTIONAL CAPACITY OVER THE COURSE OF THE NEXT 10 YEARS.
>> NOT SO MUCH A QUESTION BUT A COMMENT.
I THINK, AND NOBODY TOLD ME THIS, THIS IS JUST SOMETHING I ASSUMED ON MY OWN.
[LAUGHTER] [INAUDIBLE] BUT I WAS THINKING, HIGH SCHOOL CAMPUSES WERE CLOSER, ESPECIALLY NORTH CROWLEY HIGH, THAT WERE CLOSER TO CAPACITY THAN THEY ARE.
THIS IS GOOD TO KNOW BECAUSE I WAS THINKING THERE WAS AN URGENCY THERE, BUT I WAS THINKING WE'RE THERE.
>> WE GOT SEVEN YEARS, MS. JUNE.
>> YEAH, I KNOW. I WAS THINKING NEXT YEAR.
[LAUGHTER] OR THE NEXT TWO YEARS BASED ON JUST CONVERSATIONS AND THINGS LIKE THAT.
LIKE I SAID, NOBODY TOLD ME THAT, BUT I WAS THINKING THE URGENCY WAS SOONER THAN IT IS.
>> [INAUDIBLE] POINTED OUT THAT [INAUDIBLE] WHEN YOU LOOK AT SCHOOLS LIKE THE HIGH SCHOOL WITH ALL THE DIVERSITY OF PROGRAMMING, WE REACHED THE CAPACITY [INAUDIBLE] THESE DIFFERENT TYPES OF SPECIALIZED COURSES THAT CAN'T BE IN THAT [NOISE] LIMITATION SPACE.
DOES THAT HAPPEN? BECAUSE I AGREE, I THINK THE [INAUDIBLE] HIGH SCHOOL CAMPUS, SO THE NUMBER OF [INAUDIBLE] AND I GUESS ALSO FROM WHAT I HEARD FROM THE COMMUNITY.
DOES THAT HAVE ANYTHING TO DO WITH AT ALL, A PERCEIVED CAPACITY BECAUSE OF HOME-LEARNING, MAYBE THE ABILITY? I DON'T KNOW IF I'M ASKING THAT RIGHT BUT AT LEAST YOU GAVE YOUR SOLUTION.
>> I DO UNDERSTAND WHAT YOU'RE SAYING, MS. WOODSON.
WHEN WE SAY THE NUMBER OF FUNCTIONAL CAPACITY, WHAT THEY DO IS THEY ASK US HOW WE'RE USING THE ACTUAL BUILDING.
WELL, THERE'S FUNCTIONAL CAPACITY IN AN IDEAL SITUATION, AND THEN THERE'S ALSO THE REALITY THAT SOMETIMES YOU MAY HAVE 30 KIDS IN THIS CLASS AND FIVE IN THIS CLASS.
IT WAS JUST HOW IT ALL PANS OUT, IT'S NOT ALWAYS EXACTLY LIKE WHAT WE GIVE.
WHAT WE DO IS WE TAKE THIS INFORMATION, AND THEN WE GO OVER AND ACTUALLY WALK THE BUILDING TO FIGURE OUT EXACTLY HOW THE BUILDING [INAUDIBLE] ESPECIALLY IF WE GOT A CAMPUS WE'RE CONCERNED ABOUT, AND NORTH CROWLEY IS ONE OF THEM THAT WE'RE CONCERNED ABOUT SO WE LOOK AT TO VERIFY THAT 2,204 IS THE ACTUAL CAPACITY WE FEEL IT CAN OFFER BECAUSE THERE IS SOME WIGGLE ROOM [INAUDIBLE] CROWLEY HIGH.
[01:45:03]
I THINK ONE THING IS, OF COURSE, WHEN YOU TALK ABOUT LIFE CYCLE, THERE'S BEEN SOME RENOVATIONS ON THE BUILDING AND ALL THAT, SO WE MAY HAVE EXTENDED.WHEN YOU SEE THE YELLOW, THE YELLOW IS 2029.
WELL, IF WE'RE GOING TO TRY TO ADDRESS 2029, WE MAY HAVE TO HAVE SOMETHING LIKE A SCHOOL UP AND READY TO GO BY 2027.
OR AT LEAST A DECISION MADE NOW TO MAKE A MOVE IN 2027, SO THEY WILL ADDRESS 2029, SO IT'S A LEAD.
WE SEE THE HIGHLIGHT, IF BY 2027 WE DON'T HAVE A BUILDING BEING DESIGNED, THEN WE'RE BEHIND THE EIGHT BALL.
THAT'S WHY WE LOOK AT THOSE DATES, MOST HAVE GOT FOR TWO YEARS ALMOST THREE, ESPECIALLY FOR HIGH SCHOOL.
THIS IS PROBABLY ONE THAT WE'RE MOST CONCERNED ABOUT FROM AN AGE STANDPOINT AND JUST BEING ABLE TO THINK ABOUT, THEY'D BE OKAY RIGHT NOW BUT IN THE NEXT 10 YEARS, WHAT KIND OF CONDITION WOULD IT BE? [INAUDIBLE].
>> THESE NUMBERS ACTUALLY ARE FROM THE DEMOGRAPHER AND THAT'S WHAT HE DOES, [INAUDIBLE] MOVES IT UP AND THIS IS THE OTHER THING THAT WE HADN'T MENTIONED.
THESE NUMBERS ARE BASED UPON MODERATE GROWTH.
RIGHT NOW, WE'RE AT THE FAST GROWTH ALREADY SO THIS IS THE WORST CASE SCENARIO.
PROBABLY IS NOT THE CORRECT TERM BUT IT'S PROBABLY BEFORE 2029.
>> WHEN WE TALK ABOUT TRYING NOT TO GET CAUGHT UP ON THE LIFECYCLE OF A BUILDING, HOW DOES THAT CONNECT TO THE EDUCATIONAL EXPERIENCE OUR STUDENTS ARE HAVING? IS THERE A CONNECTION? IS THERE NOT A CONNECTION? ARE WE MAKING MUCH ADO ABOUT NOTHING JUST BECAUSE THE BUILDING OLD? OR ARE THERE ISSUES THAT OUR STUDENTS ARE GOING TO EXPERIENCE WITH THE BUILDING THAT WAS BUILT IN 1967?
>> I THINK THE EDUCATIONAL ADEQUACY SCORE ATTEMPTS TO CAPTURE THE EDUCATIONAL ENVIRONMENT.
BUT TO YOUR POINT THERE ARE SOME REALITIES IN AN OLD BUILDING, THERE ARE SOME REALITIES AS IT RELATES TO TECHNOLOGY THAT WE'RE HAVING RIGHT NOW TODAY.
THERE'S REALITIES THAT RELATES TO SCIENCE LABS, THE REALITIES THAT RELATES TO THE CAFETERIA.
ALL OF THOSE SPACES AFTER WE ALL THE NUMBERS BASED ON OUR PARTICULAR DESIGN INFORMATION OR JUST IN REALITY THAT WE OUGHT TO CONSIDER AS WELL.
WE'VE GOT TO THINK THE LONG-RANGE STUFF [INAUDIBLE] TAKE ALL THOSE INTO CONSIDERATION.
THEN WE'LL RATE ALL OF OUR BUILDINGS THAT THEY'VE IDENTIFIED THREE OF THE BUILDINGS THAT WE NEED TO ADDRESS FIRST AND THIS IS WHY.
COULD BE BECAUSE OF THE BUILDING CONDITION, COULD BE BECAUSE OF GROWTH, COULD BE BECAUSE THE PROGRAM.
THERE IS A LOT OF DIFFERENT FACTS [INAUDIBLE].
>> TO YOUR POINT, PSYCHOLOGICALLY BUILDING SETTING.
IF I'M IN AN OLD BUILDING I CAN [INAUDIBLE].
>> VERSUS SOMETHING THAT FEELS MORE MODERN, MORE STATE OF THE ART. YEAH.
>> ESPECIALLY WHEN YOU HAVE TWO HIGHS SCHOOL IN A DISTRICT THAT ARE VERY, VERY DIFFERENT.
>> I WAS GOING TO SAY THE SAME THING ABOUT STUDENT PERCEPTION, SEEING A BUILDING THAT WAS BUILT IN 1967 VERSUS ONE THAT WAS BUILT IN 2003 OF COURSE THERE ARE GOING TO BE DIFFERENT EXPERIENCES JUST PERSONALLY.
THEN LOOK AT THE INTERIOR OF THE BUILDING, LOOK AT THE PARKING SPACE, AND JUST THE LOCATION.
THERE IS, I THINK, A PERCEPTION [INAUDIBLE] VERSUS YOU.
>> ANY OTHER QUESTIONS OR COMMENTS? [INAUDIBLE] THIS YEAR 2022-23 AND USING THE TWO-YEAR PLAN, SO EIGHT MONTHS OF PLANNING PLUS 14 MONTHS.
I COUNTED THE SCHOOLS FROM THIS WHOLE YEAR TO 2025
[01:50:03]
AND IT LOOKS LIKE 56 PERCENT OF OUR CAMPUS WILL BE AT CAPACITY WITHIN THE NEXT TWO YEARS.THAT MEANS YOU HAVE [INAUDIBLE] TOMORROW.
[LAUGHTER] I KNOW WE'VE HAD THE SESSION ABOUT WHAT WE WANT TO DO THAT LISTS THE POINTS [OVERLAPPING].
>> I'M GLAD YOU ASKED WHAT'S NEXT BECAUSE REALLY WHAT'S NEXT WAS TO HEAR FROM MS. RIMATO [INAUDIBLE] CONSTRUCTION.
QUITE FRANKLY, WE HAVE ENVISIONED WHAT WE WANT [INAUDIBLE] TO LOOK LIKE IN THE NEXT 5-7 YEARS SO THIS [INAUDIBLE] SO THIS IS THE START.
>> SO JUDY RIMATO, YOU'VE HEARD A LOT ABOUT HER.
WE'RE SO EXCITED TO FINALLY HAVE HER WITH US HERE IN CROWLEY IN THE BOARDROOM.
WE'RE GOING TO BE SEEING A LOT OF JUDY AND THE TEAM OVER THE NEXT SEVERAL MONTHS AS WE'RE DOING THIS VISION AND BUILDING FOR THE FUTURE.
I'LL PASS OUT SOME INFORMATION ABOUT TRANSCEND COMPANY AND HOW THEY'RE GOING TO WORK WITH OUR COMMUNITY AND GET INPUT ON THIS PROCESS AND ALSO I'VE COPIED THE PRESENTATION FOR YOU AS WELL. MS. RIMATO.
>> THANK YOU. I AM SO EXCITED TO BE IN CROWLEY ISD, AND I'M ESPECIALLY EXCITED TO SEE ALL OF THE WONDERFUL THINGS THAT ARE GOING ON.
THAT DAVID L. WALKER PRESENTATION WAS A SLAM DUNK KNOCKOUT.
I JUST CONGRATULATE ALL OF YOU AND THOSE TEACHERS.
YOU ALL WERE WATCHING THE VIDEO.
I WAS WATCHING THE TEACHER FACES AND EVERY TIME THEY SAW A KID, THEY KNEW, THEY JUST BEAMED AND THAT'S WHAT IT'S ALL ABOUT.
THAT'S WHY WE'RE HERE, THAT'S WHY YOU DO THIS AS A BOARD AND VOLUNTEER YOUR TIME.
SO I JUST WANTED TO THANK YOU AND COMMEND YOU FOR WHAT YOU DO EVERY DAY.
TO THE FOLKS SITTING AROUND THE ROOM THAT WORK FOR CROWLEY ISD, I WANT TO THANK YOU ALL AS WELL.
JUST OUTSTANDING, OUTSTANDING WORK.
AS ANTHONY SAID, I'M JUDY RIMATO AND I WORK WITH TRANSCEND 4 AND WE'RE GOING TO BE HELPING YOU MAKE ALL OF THESE WONDERFUL THINGS HAPPEN THAT LAUREN HAS DISCOVERED THROUGH HER FACILITY ASSESSMENT PROCESS.
IT'S A VERY PRESCRIPTIVE PROCESS, BUT IT'S A VERY COLLABORATIVE PROCESS THAT WE DO.
I REALLY THINK IT'S GOING TO BE FUN IN CROWLEY ISD, AND SO LET'S JUST JUMP RIGHT IN.
YOU'VE GOT SOME INFORMATION ABOUT THIS COMPANY, SO I'M NOT GOING TO GO INTO DETAIL ABOUT THE COMPANY.
YOU CAN READ THAT AT YOUR LEISURE.
LET ME JUST TELL YOU JUST A TINY BIT ABOUT ME SO YOU'LL FEEL COMFORTABLE WITH WHO I AM AND WHY I LOVE DOING THIS KIND OF WORK.
I SPENT 49 YEARS IN KLEIN ISD, 16 YEARS AND THAT'S NORTH OF HOUSTON, IF YOU DON'T KNOW WHERE KLEIN ISD IS.
SIXTEEN YEARS AS A TEACHER, AND THEN I WAS AN ASSISTANT PRINCIPAL, AND THEN I WAS THE DIRECTOR OF TECHNOLOGY, AND THEN I WAS THE ASSISTANT SUPERINTENDENT FOR FACILITIES IN CHARGE OF TRANSPORTATION, FOOD SERVICE MAINTENANCE, PLANT OPERATIONS, BONDS, AND ZONING.
ALL RIGHT, THANK YOU. ALSO, I FINISHED UP THE LAST FIVE YEARS AS THE ASSOCIATE SUPERINTENDENT OF COMMUNICATIONS.
I SAW A LOT OF DIFFERENT PARTS OF THE DISTRICT, AND A LOT OF THE DIFFERENT WAYS THAT YOU RUN A DISTRICT.
I WAS OVER THE FACILITIES DEPARTMENT, BUT I WAS ALSO IN CHARGE OF RUNNING THOSE TWO BONDS.
I WOULD NOT RECOMMEND THAT FOR ANYONE.
I REALLY THINK IT'S MUCH BETTER IF YOU HAVE SOMEONE THAT IS AN OUTSIDER, IF YOU WILL, IN THIS ROLE THAT I'M GOING TO BE DOING FOR YOU GUYS.
BECAUSE AS AN ADVOCATE FOR THE COMMITTEE AND FOR THE CROWLEY ISD COMMUNITY, I DON'T HAVE ANY SKIN IN THE GAME.
YOU KNOW WHAT I'M SAYING? THE ARCHITECTS, THEY HAVE A LITTLE BIT OF SKIN IN THE GAME BECAUSE THEY'RE GOING TO BE DESIGNING AND BUILDING YOUR BUILDINGS FOR YOU. I DON'T.
AFTER I FINISH MY WORK HERE, YOU CAN BET I'M GOING TO STAY INVOLVED IN CROWLEY.
I'M GOING TO WATCH WHAT YOU'RE DOING, BUT YOU'RE NOT GOING TO PAY ME ANYMORE.
YOU SEE WHAT I'M SAYING? THE COMMITTEE MEMBERS ARE GOING TO KNOW THAT.
I JUST WANT TO GO THROUGH THE COMMITTEE MEMBERS ARE GOING TO SEE THIS SLIDE RIGHT HERE.
THIS IS MY PERSONAL CELL PHONE NUMBER AND THIS IS MY EMAIL ADDRESS FOR TRANSCEND 4.
THEY'LL HAVE IT IN WRITING AND THEY'LL SEE IT AT EVERY COMMITTEE MEETING.
I'M GOING TO ENCOURAGE THEM TO ALWAYS CONTACT
[01:55:02]
ME PERSONALLY IF THEY HAVE A QUESTION OR A BEEF, OR JUST WANT SOMETHING CLARIFIED.I WANT TO DO THAT FOR TWO REASONS.
ONE, I DON'T WANT THEM BUGGING THE PEOPLE HERE THAT HAVE A LOT OF OTHER THINGS ON THEIR MIND THAT THEY'VE GOT WORK TO DO.
BUT TWO, I WANT ALL OF THOSE THINGS FUNNELED THROUGH ME SO I CAN THEN GO TO THE RIGHT PERSON IN CROWLEY, FIND THE ANSWER, AND THEN I'M GOING TO SHOOT THAT OUT TO EVERYBODY ON THE COMMITTEE.
I'M NOT JUST GOING TO ANSWER THE PERSON THAT ASKED ME THE QUESTION AND I THINK THAT'S IMPORTANT.
LET'S SEE, FIGURE OUT HOW TO WORK THIS. HERE WE GO.
WE'RE GOING TO START OFF TONIGHT.
I HAVE A LITTLE BIT OF A FEEL FOR WHO YOU ARE, BUT I WANTED TO GET TO KNOW YOU A LITTLE MORE, SO WE'RE GOING TO GO THROUGH THESE THINGS JUST SO I CAN GET A BETTER FEEL FOR WHO YOU ARE AND WHY YOU CHOSE TO SERVE AND IN CROWLEY AND WHAT MAKES YOU MOST PROUD.
MADAM PRESIDENT, WILL YOU START US OFF?
[INAUDIBLE] WANTS TO GET IN TOUCH WITH ME.
I WAS ELECTED IN 2017, SO I'M SERVING MY SECOND TERM HERE [INAUDIBLE] I'VE BEEN IN THE DISTRICT FOR 27 YEARS MAYBE A LITTLE LONGER [INAUDIBLE] MYSELF.
IT WAS THAT INFAMOUS CLASS OF 2020, [LAUGHTER] BUT HE'S DOING QUITE WELL AS A JUNIOR IN COLLEGE NOW.
MY DAUGHTER IS A JUNIOR AT NORTH CROWLEY HIGH SCHOOL.
PROFESSIONALLY, I'M A GLOBAL DIRECTOR OF DIVERSITY, EQUITY, AND INCLUSION, FOR A COMMERCIAL REAL ESTATE COMPANY.
I JOINED THE BOARD, I WAS INTERESTED IN BEING A BOARD MEMBER MAINLY BECAUSE OF THE OUTCOMES FOR STUDENTS.
EARLY WE WERE IN A PRIVATE SCHOOL, THEN WE MATRICULATED TO CHARTER SCHOOLS AND THE EXPERIENCES THAT MY CHILDREN HAD THAT TIME, I JUST SAID THERE'S NO REASON WHY THEY COULDN'T HAVE SOME OF THOSE SIMILAR EXPERIENCES WHEREVER THEY GO, AND SO I WAS DETERMINED TO MAKE SURE THEY HAVE A VOICE IN THOSE DECISIONS FOR THEM AND FOR OTHER STUDENTS THAT WERE READY AND BRIGHT FOR LEARNING AND TO NOT MAKES PARTS FOR YOU.
I BELIEVE THAT EVERY STUDENT HAS THE POTENTIAL TO LEARN AT THEIR PERSON CAPACITY
>> SO MUCH. WE HAVE SO MANY THINGS TO BE PROUD OF.
[LAUGHTER] AS YOU WITNESSED TODAY, WE HEAR THEM EVERY TIME WE COME IN THIS ROOM, ALTHOUGH WHAT MAKES ME MOST PROUD HONESTLY, AND I'VE SAID THIS IN A LOT OF FORUMS, I CAME ON BOARD [INAUDIBLE] [NOISE] ACCEPTING THE FIRST RESPONSIBILITY I HAD WAS TO SEARCH AND FIND THE BEST LEADER FOR THIS DISTRICT.
FOR ME, JUST HAVING DR. MCFARLAND AND BEING A PART OF THAT DECISION PROCESS, I'M MOST PROUD OF THAT WE GET MOMENTS OF [INAUDIBLE].
>> YES, MA'AM. I'M HERE, [NOISE] I'VE BEEN PROBABLY SEVEN YEARS, [INAUDIBLE].
I DECIDED TO RUN FOR BOARD BECAUSE I GIVE A DIFFERENT PERSPECTIVE THAN MOST PEOPLE.
I'VE BEEN TO BUSINESS, AND I ENJOY COUNTING MONEY AND MAKING SURE MONEY IS STILL IN THE RIGHT PLACE AND ALL OF THAT GOES, JAZZ.
MY KIDS STARTED BASICALLY AT KINDERGARTEN ALL THE WAY THROUGH, ALL THREE GRADUATED FROM NORTH CROWLEY.
I LOVED CISD FROM DAY ONE ALL THE WAY UNTIL THE LAST DAY, AND I DON'T KNOW I GET FURIOUS WHEN PEOPLE THINK THAT THERE'S SOMETHING BIGGER AND BETTER ON THE OTHER SIDE OF THE FENCE, BUT THERE'S NOTHING BETTER.
[LAUGHTER] I MEAN, THERE'S NOTHING BETTER.
IT'S NOT JUST IN CROWLEY ISD, BUT IT'S PUBLIC SCHOOL SYSTEMS AND PEOPLE TRY TO GRAB THAT FRUIT, AND IT'S RIGHT IN YOUR BACKYARD [OVERLAPPING] [NOISE] YOU'RE TOO NAIVE TO SEE.
[02:00:04]
MOST PROUD IS WHEN YOU GET STORIES LIKE IN THE LOCKER AND MAINTENANCE, BUT THAT'S WHAT WE'RE HERE FOR.DOCTOR SAID IT'S ABOUT MAKING SURE THAT OUR KIDS CAN ACHIEVE THEIR FULLEST POTENTIAL.
>> MY NAME IS MIA HALL, I HAVE SERVE IN THE BOARD [INAUDIBLE] I HAVE BEEN BEFORE SIMILAR TO [INAUDIBLE] I'M INTO CROWLEY ISD BECAUSE OF THE DIVERSITY OF COMMUNITY AND BECAUSE OF THEIR PROMISING SCHOOL SYSTEM.
WHEN MY KIDS ARE OLDER TO THOSE THOSE CHALLENGES THAT THE CAMPUS IS ACTUALLY TRIED IT WHEN WE WERE TRYING TO [INAUDIBLE], I'M A 21-YEAR VISION OF PUBLIC EDUCATION, AND I FELT SO LIVE SESSION, TAKEN UP TO PUBLIC SCHOOL EVERY DAY AND LIVING [INAUDIBLE] FOR PUBLIC EDUCATION.
I RAN BECAUSE I FELT LIKE CROWLEY HAD ALL MAKING OF A GREAT SCHOOL DISTRICT AND I WANTED REALLY BAD TO BE A PART OF THAT CHANGE [NOISE].
WHAT I'M MOST PROUD OF, AGAIN, IT'S JUST THAT IT DOESN'T MAKE THIS POINT THAT I'M PROUD OUR DIVERSITY, I'M A PROUD OF OUR ACADEMIC ACHIEVEMENT, OUR ACTION, AND OUR LABOR FACILITY.
I'M NOT SAYING THAT ANY FACULTY, [INAUDIBLE] STUDENTS OF COLOR, AND WE HAVE TOP-NOTCH ACADEMIC PERFORMANCE, AND BEAUTIFUL FACILITIES, AND WONDERFUL TEACHERS AND STAFF, I JUST FEEL LIKE IT'S THE BEST LEADERSHIP.
I MEAN, I'M JUST VERY PROUD TO BE OF.
>> HELLO, MY NAME IS DARREL DAVIS.
[LAUGHTER] I BARELY MADE IT TO MARK [LAUGHTER] I WAS ELECT IN THE MOST RECENT SCHOOL BOARD ELECTION IN MAY, I'VE BEEN IN EDUCATION FOR ABOUT 15 YEARS, I'VE SERVED BOTH ON THE ELEMENTARY LEVEL AS WELL AS COLLEGIATE LEVEL.
PART OF MY CATALYST FOR RUNNING FOR SCHOOL BOARD WAS TO ADVOCATE FOR OUR STUDENTS, AND ALSO FOR OUR FACULTY AND STAFF.
I THINK IT'S IMPORTANT FOR ALL OF OUR STAKEHOLDERS TO KNOW THAT THOSE WHO SOUGHT TO REPRESENT THEM, ACTUALLY HAVE A HEART TO DO SO.
THAT'S NO INDICTMENT ON ANYONE ELSE, THAT'S MY PERSONAL QUOTE, TO MAKE SURE THAT ALL OF OUR STAKEHOLDERS [INAUDIBLE], EVEN OUR STUDENTS KNOW THAT THERE'S SOMEONE HERE WHO IS WILLING TO LISTEN TO THEM, WHO'S ALSO WILLING TO ADVOCATE FOR THEM.
I BELIEVE THAT THERE HAVE TO BE THOSE INDIVIDUALS WHOSE VOICE GOES INTO SPACES WHERE OTHERS' VOICES WON'T GO.
THAT'S MY CALL AND MY MISSION TO WORK.
WHAT I'M MOST PROUD OF AS IT PERTAINS TO CROWLEY ISD, I WOULD SAY THE CULTURE OF OUR DISTRICT.
WHILE THERE IS A LOT OF THE WAVES, AT TIMES, THERE ARE A LOT OF NOISE, I MEAN, WITH ALL DUE RESPECT, THERE'S SOMETIMES THERE'S A LOT OF CHATTER ABOUT WHAT'S WRONG, I THINK THERE'S SO MUCH ABOUT THIS DISTRICT THAT'S RIGHT [NOISE] AND AGAIN, I THINK THAT IT IS OUR RESPONSIBILITY TO ALWAYS CHANT WHAT FEELS RIGHT ABOUT OUR DISTRICT.
I THINK THE SUCCESS THAT WE HAVE IN CROWLEY ISD OVER THE LAST SEVERAL YEARS HAS HAD A LOT TO DO WITH CULTURE.
EVEN PART OF BEING ON BOARDS, JUST WATCHING FROM THE OUTSIDE, YOU CAN SEE THE CULTURE BEING PERSONIFIED WITH MANTRA, ACT LIKE A FAN OR LIKE A TEEN.
JUST EVEN GOING BACK TO THE VIDEO OF DAVID L. WALKER, I THINK THE RESPONSE THAT YOU SAW FROM MANY OF THE STAFF UPDATE THAT WALK WE CAN SEE,
[02:05:03]
ONE OF THE STUDENTS TALK, I THINK THAT WAS BECAUSE IT WAS FAN, WHEN ONE OF THE YOUNG MAN SPOKE TO THE FACT THAT THIS WAS HIS FAMILY.I THINK AGAIN, THE CULTURE OF OUR HISTORY, IS ONE OF THE THINGS THAT WE REALLY SHOULD BE PROUD OF [NOISE].
>> THAT'S BEAUTIFULLY SAID. MISS JIMMY?
>> OKAY. THIS IS MY TO SERVE ON BOARD- DOWN THROUGH THE YEARS, MY REASON FOR STAYING ON THE BOARD IS CHANGED.
BUT INITIALLY, WHEN I RAN FOR SCHOOL BOARD, I DID IT BECAUSE MY DAUGHTER RECEIVED GOOD EDUCATION WHEN SHE WAS IN SCHOOL HERE; SHE GRADUATED IN 2002.
ME, RUNNING FOR SCHOOL BOARD WAS MY WAY OF GIVING BACK TO A DISTRICT THAT WAS SO GOOD FOR HER.
LIKE I SAID, DOWN THROUGH THE YEARS, MY REASONS FOR STAYING ON THE BOARD CHANGED, BUT THAT'S THE INITIAL REASON WHY.
I CONTINUE TO STAY BECAUSE LIKE THE STATE IS JUST ADVOCATING FOR THOSE THAT DON'T HAVE A VOICE.
THOSE ARE THE REASONS I'D STAY.
NOW, WHAT MAKES ME MOST PROUD OF CISD IS THE PEOPLE.
THE PEOPLE, AND THE LEADERSHIP AND THE VISIONING OF DR.
MCFARLAND AND THE PEOPLE THAT MAKE IT HAPPEN AND, OF COURSE, EXPERIENCE, MAKES ME VERY PROUD.
I HAVE SERVED ON THE BOARD FOR FIVE YEARS.
TRUSTEE MAYFIELD AND I WERE ELECTED TOGETHER IN 2017.
PROFESSIONALLY, I'M AN EDUCATOR.
I TAUGHT IN THE NEIGHBORING DISTRICT.
AT THE TIME WHEN I GOT TO FIVE-YEAR MARK WHERE TEACHERS DECIDED IF THEY'RE GOING TO STAY OR GO, I SAID SOMETHING NEEDS TO HAPPEN IN EDUCATION, SOMETHING NEEDS TO CHANGE.
I DECIDED TO PURSUE A MASTER'S IN PUBLIC ADMINISTRATION INSTEAD OF EDUCATION ADMINISTRATION BECAUSE I JUST FELT THE NEED TO IMPACT EDUCATION POLICY.
I THOUGHT THERE WERE EXTERNAL FACTORS THAT ARE IMPACTING STUDENTS AND SO YOU COULD BE A PHENOMENAL TEACHER IN A CLASSROOM, BUT UNLESS YOU ADDRESS THOSE OTHER FACTORS WOULD NOT [LAUGHTER] IMPACT STUDENT ACHIEVEMENT [INAUDIBLE] STUDENT OUTCOMES.
I LEFT AND I WORKED FOR A TEXAS STATE REPRESENTATIVE FOR A WHILE.
THEN THERE'S A PRESIDENTIAL ELECTION COMING UP AND I WAS TALKING ABOUT WOMEN RUNNING FOR OFFICE, AND TRUSTEE HALL WAS LIKE, "BASICALLY, PUT IT UP OR SHUT UP." [LAUGHTER] "WHY DON'T YOU RUN?" I WAS LIKE, "WHAT? I DON'T WANT TO RUN." [LAUGHTER] BUT I WAS THINKING, OKAY, I WORK IN FOR A POLITICIAN, I HAVE A TEACHING BACKGROUND.
THIS IS EDUCATION POLICY, IT ALLOWS ME TO WORK AND ADVOCATE, MAKING SURE THAT WE IMPACT STUDENT OUTCOMES.
ADVOCATE FOR TEACHERS TOO AND STAFF.
I REMEMBER WHAT IT'S LIKE TO PASS AROUND BACK, GET AN EDUCATION, NO LONGER IN A CLASSROOM BECAUSE GOD BLESS THOSE WHO ARE, BUT I COULDN'T DO IT ANYMORE, BUT THAT'S FINE.
THEN WHAT MAKES ME MOST PROUD, I DID WORK FOR PROBABLY ONE YEAR, AND THE YEAR THAT I WORKED IT FELT LIKE HOME.
IT WAS LIKE THE THEME SONG TO CHEERS EVERYONE KNOWS YOUR NAME.
[02:10:02]
[OVERLAPPING] [LAUGHTER] THAT'S WHAT IT FELT LIKE.I'VE BEEN IN THIS COMMUNITY FOR 15 YEARS.
NOT ONLY RACIAL ETHNIC DIVERSITY BUT ALSO ECONOMIC DIVERSITY, IS JUST ON THE EXPOSURE THAT STUDENTS GET TO VARIOUS POPULATIONS.
LIKE TRUSTEE DAVIS WE WERE BOTH ELECTED THIS LAST ELECTION IN MAY, SO WE KIND OF [INAUDIBLE] BOTH TOGETHER [INAUDIBLE] AS WE GO.
I RAN FROM BEING ON THE SCHOOL BOARD FOR MANY, MANY YEARS.
I THINK WITH SISTER DAVIS [INAUDIBLE] BUT THIS TRUSTEE DAYS.
I HAD SEVERAL PEOPLE ASKED ME TO RUN [INAUDIBLE] FOUR OF MY CHILDREN WENT TO CROWLEY ISD.
PRIOR TO MOVING TO CROWLEY, I WORKED IN A DISTRICT [INAUDIBLE] HERE IN CROWLEY AS COORDINATOR AND COACH IN SOFTBALL.
MY MOVE IN CROWLEY I WAS LIKE, "NO, I'M DONE WITH SCHOOL." BUT EVERY POSITION THAT I'VE WORKED WITH THE COMMUNITY HAD LED ME BACK TO CROWLEY HIGH SCHOOL [INAUDIBLE] SEVERAL THINGS IN CROWLEY [INAUDIBLE] JUST A NUMBER OF PROGRAMS IN CROWLEY [INAUDIBLE] IN 2021, ACTUALLY 2020, SOMEONE APPROACHED ME AND ASKED ME TO RUN IN CROWLEY ISD BOARD AND I WAS LIKE, "NO." BUT SOMETHING HAPPENED THAT I WAS RUNNING FOR ANOTHER OFFICE AND I GOT DRAWN OUT OF THE DISTRICT TO RUN.
THAT WAS KIND OF A BLESSING IN DISGUISE BECAUSE CROWLEY SCHOOL BOARD HAD A VACANCY.
THEN I STARTED TO LOOK INTO WHAT A SCHOOL BOARD PERSON DID.
IT WAS LIKE RESEARCH AND GOING TO DIFFERENT [INAUDIBLE] SCHOOL BOARD TRUSTEE DOES.
I DECIDED, "OKAY, YEAH, I CAN DO THIS." THE MOST IMPORTANT THING FOR ME IS MAKING SURE THAT I'M ADVOCATING STUDENTS, ADVOCATING FOR PARENTS, ADVOCATING FOR TEACHERS THROUGH MY OWN CHILDREN OR TEACHERS.
MY SON TAUGHT IN CHINA [NOISE] FOR THE LAST NINE YEARS AND HE DECIDED TO MOVE BACK TO TEXAS.
THEN I HAVE A DAUGHTER THAT'S TEACHING FOR CROWLEY ISD.
I JUST DECIDED THAT THIS IS WHERE I NEED TO BE, IN CROWLEY ISD.
CROWLEY HAD A LOT GOING FOR THEM.
I LOVE THE APPROACH TO HELP OUR CHILDREN.
I LOVE THAT FACT THAT DR. MCFARLAND LOVES OUR CHILDREN, HE LOVES THE STAFF.
ONE LAST THING IS, EVERYBODY, I COULD SEE CHEERS IN THE EYES ACROSS THE ROOM WHEN [INAUDIBLE] THAT IS WHAT WE'RE ALL ABOUT.
THAT'S WHAT MAKES ME PROUD TO SEE PEOPLE THAT ARE PASSIONATE ABOUT WHAT THEY DO [INAUDIBLE]
>> THANK YOU. DR. MCFARLAND, TELL US WHAT MAKES YOU MOST PROUD WITH CROWLEY.
>> IT WILL JUST MEAN EVERYTHING NEARBY, SAY REALLY THE BURST DISTRICT THAT WE COULD BE EXCELLENT AND THAT WE WON'T BE THERE.
WE WERE HAVE HEAVILY ON BOARD.
IT'S VERY SINGULAR FOCUS ON THAT.
WE HAVE DIFFERENT WAYS OF DOING THAT.
THAT MAKES IT EASIER TO BELIEVE.
>> IT'S AWESOME. AND I SAW THAT IN EVERYTHING THAT YOU ALL SAID, AND I REALLY APPRECIATE YOU TAKING THE TIME TO TELL ME ALL OF THOSE THINGS.
WHAT I SAW AND HEARD IS PRIDE AND PASSION FROM EACH AND EVERY ONE OF YOU ABOUT CROWLEY ISD, COMMITMENT AND STUDENTS.
WHEN YOU HAVE A STRONG AND UNIFIED BOARD, IT MAKES MY JOB A LOT EASIER AND IT MAKES THE JOB OF A BOND COMMITTEE OR A LONG-RANGE PLANNING COMMITTEE EASIER, BECAUSE THEY KNOW THEY HAVE GOOD, STRONG PEOPLE IN PLACE, AND I CAN SEE THAT HERE.
LET'S GET ONTO THE BUSINESS OF TONIGHT.
[02:15:03]
WE'RE GOING TO START WITH TALKING ABOUT THE PROCESS, AND I'M GOING TO REFER TO MY NOTES A LOT, BECAUSE THERE ARE CERTAIN THINGS THAT I WANT TO MAKE SURE THAT I TELL YOU.AS I SAID, I'M GOING TO BE THE THIRD PARTY ADVOCATE FOR THE COMMITTEE, AND SO BASICALLY THEY WILL KNOW THAT I WORK FOR THEM.
WE HAVE A WELL THOUGHT OUT MEETING DESIGN, AND AS I MENTIONED, IT'S VERY PRESCRIPTIVE, BUT IT'S ALSO VERY COLLABORATIVE.
WHEN I HEARD THE ACT LIKE A FAMILY, WORK LIKE A TEAM, I THOUGHT, OH MY GOD THAT'S EXACTLY WHAT OUR PROCESS IS.
THEY'RE GOING TO COME IN AND THEY'RE GOING TO BE STRANGERS TO EACH OTHER.
SOME PEOPLE WILL KNOW EACH OTHER IN THE ROOM OBVIOUSLY, BUT WE'RE GOING TO COME IN AND WE'RE GOING TO SIT AT TABLES, AND THEY'RE GOING TO SIT AT THE SAME TABLE EACH TIME, SO THEY GET TO KNOW EACH OTHER, AND THEY'RE GOING TO GET SOME ELBOW BUDDIES, AND AS THEY WORK THROUGH THE PROCESS, THEY'RE GOING TO LEARN ABOUT THE OTHER PEOPLE ON THEIR TABLE, SO THAT'S GOING TO BE THEIR TEAM.
SO THEY'RE GOING TO BE BASICALLY WORKING TOGETHER IN THESE LITTLE TABLE GROUPS ARE GOING TO BE WORKING TOGETHER AS A FAMILY AND AS A TEAM, AND WHEN THEY WALK OUT OF THE ROOM ON THAT 6TH NIGHT, THEY'RE GOING TO HAVE A SINGULAR FOCUS.
THAT'S GOING TO BE THIS ABSOLUTELY WONDERFUL BOND PACKAGE THAT THEY'VE PUT TOGETHER, THAT THEY WILL THEN BRING TO YOU AT THE END OF THE PROCESS.
EACH TABLE IS GOING TO HAVE A CROSS-SECTION OF PARTICIPANTS AND YOU ALL HAVE SUBMITTED SOME NAMES, AS I UNDERSTAND IT.
THEY'LL BE TEACHERS, STAFF, THEY'LL BE COMMITTEE MEMBERS, MAYBE SOME CLERGY, SOME BUSINESS PEOPLE, STUDENTS.
WE ALWAYS WANT TO MAKE SURE WE INCLUDE OUR STUDENTS IN THIS BECAUSE THEY HAVE A STRONG VOICE IN WHAT HAPPENS IN THE FACILITIES AND WHAT COULD HAPPEN IN THE FACILITIES IN THE FUTURE FOR NEW COLLEGE STUDENTS AS THEY COME ALONG.
EACH TABLE WILL HAVE A CROSS-SECTION.
WE DON'T WANT TO PUT ALL THE STUDENTS AT A TABLE OR ALL OF THE STAFF AT A TABLE THEY'LL HAVE A CROSS-SECTION AT THAT TABLE.
SO THEY'LL ALL GET TO KNOW EACH OTHER.
NOW, THE WAY WE'RE GOING TO DO IT IS THERE'S NOT GOING TO BE ANY OPEN MIC DURING THE PROCESS.
THERE'S GOING TO BE A LOT OF LEARNING GOING ON, AND THAT LEARNING IS GOING TO STACK ON TOP OF EACH OTHER.
SO WE'LL PRESENT A TOPIC AND THEN PRETTY THOROUGHLY PRESENT THAT TOPIC, AND THEN THE TABLE WILL DISCUSS THE TOPIC, AND PEOPLE CAN JUST THROW OUT THEIR THOUGHTS AND NOTIONS ABOUT THAT TOPIC, AND ASK QUESTIONS ABOUT IT, AND THEN AT THE END, THE TABLE FACILITATOR WILL BE TAKING NOTES AS TO WHAT THEIR THOUGHTS ARE ON THAT TOPIC.
IF THEY GO OFF TOPIC, THE TABLE FACILITATOR WILL BRING THEM BACK IN, AND THEY'RE GOING TO BE WRITING DOWN THEIR QUESTIONS.
THEY MAY COME UP WITH 10 QUESTIONS ABOUT THAT TOPIC.
AND THEN AS A TABLE, THEY'LL DECIDE WHICH QUESTION IS THE MOST IMPORTANT.
IF I LEAVE HERE TONIGHT AND I DON T KNOW THIS ANSWER, I'M NOT GOING TO BE ABLE TO SLEEP, AND THEN WE'RE GOING TO HAVE A ROUND-ROBIN, AND EACH TABLE IS GOING TO ASK THEIR ONE BURNING QUESTION, AND USUALLY BY THE TIME WE GET TO THE 6TH TABLE, THAT QUESTION HAS ALREADY BEEN ASKED AS ANOTHER TABLE HAVE IT, AND THAT'S OKAY.
ALL THOSE OTHER QUESTIONS, THEY'RE GOING TO GO ON THE PARKING LOT AND THOSE WILL BE TURNED INTO ME.
I'LL SEEK THE ANSWERS FROM ALL THESE GREAT FOLKS AROUND HERE, AND THEN I'LL E-MAIL THOSE QUESTIONS AND THOSE ANSWERS TO EVERYBODY ON THE COMMITTEE.
SO EVERYBODY WILL KNOW ALL OF THE QUESTIONS AND ALL OF THE ANSWERS ON THAT TOPIC.
THAT KEEPS US REAL FOCUSED AND ALWAYS MOVING FORWARD AND WE DON'T GET BOGGED DOWN IN SOMEBODY'S.
I'M REALLY WORRIED ABOUT THIS.
WHEN ARE WE GOING TO LEARN ABOUT THAT? WE'LL JUST BUILD ON WHAT WE'RE GOING TO DO, AND WE'LL TALK ABOUT WHAT WE'RE GOING TO DO IT EACH MEANS.
I WILL STRESS OVER AND OVER AGAIN THAT THEY NEED TO SHARE WHATEVER THEY LEARN IN THE COMMUNITY.
THIS IS NOT A SECRET COMMITTEE.
WE WANT EVERYTHING THAT WE'VE TALKED ABOUT TO BE SHARED WITH THE COMMUNITY.
I'M GOING TO TALK ABOUT THAT ALL THE TIME, AND WE'RE GOING TO START AND END ON TIME.
THE ESTABLISHED NORMS AND GUIDELINES WILL BE CLEARLY OUTLINED AND THEY WILL SEE THOSE AT EVERY MEETING.
[02:20:02]
LET'S SEE THE FACILITATOR AVAILABILITY TO COMMITTEE.WE'VE ALREADY TALKED ABOUT THAT.
I WILL BE IN CHARGE OF PREPARING ALL OF THE SLIDE DECKS FOR THE DISTRICT AND THEN I'LL SEND THAT TO THE DISTRICT IN PLENTY OF TIME FOR THEM TO GET THOSE PRINTED AND THREE WHOLE PUNCH, AND WE'LL HAVE A NOTEBOOK THIS SIZE, BUT PROBABLY A FOUR-INCH FINDER, AND SO THEY'LL HAVE ONE BINDER THAT THEY'LL BE ABLE TO PUT ALL OF THEIR MEETING NOTES FROM EVERY MEETING IN.
THE MEETING DEBRIEF WILL BE HELD THE NEXT DAY, AND THAT WILL BE WITH ALL OF THE TABLE FACILITATORS, BECAUSE THOSE WILL BE DISTRICT FOLKS AND THEN ALL OF THE CABINET MEMBERS.
AND AT THAT MEETING, WHAT WERE THE GOAL REALLY IS AT THAT MEETING IS TO LEARN WHAT ROADBLOCKS MIGHT BE COMING UP, BECAUSE THAT FACILITATORS CAN BE LISTENING REAL CAREFULLY TO WHAT'S HAPPENING AT THEIR TABLE, AND THEY MAY SEE SOMEBODY SAYING, "I DON'T WANT TO GET RID OF CROWLEY HIGH SCHOOL.
IT NEEDS TO BE TORN DOWN, BUT I DON'T WANT TO GET RID OF IT." IT NEEDS TO ALWAYS BE RIGHT THERE ON THAT LAND. IT IS ON THAT.
I DON'T KNOW IF THAT'S SOMETHING THAT'LL HAPPEN, [INAUDIBLE] [LAUGHTER].
WE WANT TO KNOW ABOUT THOSE IN ADVANCE, SO WE CAN ADDRESS IT AHEAD OF TIME.
WE WANT TO GET AHEAD OF THAT PERFECT AS IF WE DON'T, AND THINGS LIKE THAT FESTER, AND MAYBE ANOTHER TABLE TALKED ABOUT IT.
MAYBE THIS TABLE OVER HERE TALKED ABOUT IT, AND THEN THEY GO OUT IN THE COMMUNITY AND THEY START TALKING ABOUT IT, AND PRETTY SOON WE'RE TALKING ABOUT IT AT CHURCH AND THEY'RE TALKING ABOUT IT ON THE BASEBALL FIELD.
SO THAT'S WHY WE ALWAYS HAVE A MEETING DEBRIEF THE NEXT MORNING, SO WE CAN LOOK FOR THOSE ROADBLOCKS AND JUST NIP THEM IN THE BUD.
THEN WE'RE GOING TO EDUCATE THE COMMITTEE ON A CONSENSUS PROCESS, WHICH YOU'LL SEE TONIGHT AS WELL.
AND THIS IS THE FIRST SLIDE FOR THAT.
WHAT WE'D LIKE TO SAY IS AS WE'RE MOVING FROM CONSENSUS TO COMMITMENT, NOT EVERYONE IN THE ROOM IS GOING TO GET EVERYTHING THEY WANT, BUT EVERYONE WILL GET SOMETHING THAT THEY WILL, AND WE'LL REMIND THEM OF THAT OVER AND OVER AGAIN, BECAUSE SOMEBODY IS GOING TO COME IN AND THEY'RE GOING GO BACK TO THE 2007 BONDS.
SOMEBODY ON THAT COMMITTEE PROBABLY WANTED A NEW STADIUM REALLY BAD.
PROBABLY SOMEBODY ON THAT COMMITTEE THOUGHT THAT WAS GOING TO BE A WASTE OF MONEY, AND THEY REALLY DIDN'T WANT IT.
PROBABLY BOTH OF THEM LEFT THAT COMMITTEE FEELING PRETTY GOOD ABOUT WHAT THEY GOT.
THIS ONE GOT THE NEW STADIUM, AND THIS ONE GOT MAYBE THE FINE ARTS FACILITY AT THE MULTIPURPOSE CENTER.
BUT DO YOU SEE WHAT I'M SAYING? EVERYBODY WILL GET SOMETHING THAT THEY WILL.
HERE'S THE COMMITTEE MEETING OVERVIEW AND THE DATES.
AT THE FIRST MEETING WE'LL BE DOING A LOT OF TALKING ABOUT THE PROCESS, THE TIMELINE, THE VISIONS, THE END GOAL.
WE'LL BE PRESENTING THEM A CHARGE, AND THIS WILL BE THE BOARD OF TRUSTEES' CHARGE, AND WE'RE GOING TO WORK ON THAT TONIGHT.
WE'LL LEAVE HERE TONIGHT WITH YOUR CHARGE FOR THE COMMITTEE.
WE'LL ALSO BE DOING SOME TABLE WORK TOGETHER SO THEY CAN GET TO KNOW EACH OTHER, SIMILAR TO WHAT WE DID TONIGHT WITH THE BOARD.
THEN WE'RE GOING TO TALK ABOUT THE GRADIENTS OF A DECISION-MAKING MODEL, WHICH YOU'LL SEE TONIGHT, AND ALSO SCHOOL FINANCE 101.
IT'S REALLY IMPORTANT FOR THEM TO UNDERSTAND IN A NUTSHELL, WHAT SCHOOL FINANCE IS.
BECAUSE IF WE TRY TO EXPLAIN WHAT SCHOOL FINANCE REALLY IS, THEIR HEADS WOULD EXPLODE.
[LAUGHTER] WE'RE GOING TO GIVE THEM JUST THE BASICS OF SCHOOL FINANCE 101.
THAT'LL BE AT MEETING 1, AT MEETING 2 WE'LL HAVE A DEMOGRAPHY REPORT AND MR. ALEXANDER WILL BE HERE WITH SDS, AND THEN LAUREN WILL PRESENT HER DISTRICT NEEDS VERY SIMILAR TO WHAT YOU ALL SAW TONIGHT.
THEY'LL SEE ALL OF THE SAME THINGS THAT YOU SAW TONIGHT.
WHAT EACH SCHOOL LOOKS LIKE AND WHAT EACH SCHOOL WHEN THEY ARE GOING TO REACH CAPACITY AND THE AGE OF EACH SCHOOL AND SO FORTH.
MEETING 3 IS GOING TO BE A FUN DAY.
IT'S GOING TO BE ON A SATURDAY AND WE'RE GOING TO TOUR SOME OF THE FACILITIES.
WE HOPE TO HAVE A LOT OF STUDENTS BAND FAIR, SOME STUDENTS TO WELCOME US TO THAT AND BECAUSE WE ALWAYS WANT TO KEEP IN EVERYBODY'S MIND THAT WE'RE DOING THIS FOR THE STUDENTS.
IT'S ALWAYS KEEPING THAT STUDENT-FOCUSED.
[02:25:02]
WE'LL PROBABLY START OUT AT A NEWER FACILITY AND WORK OUR WAY TO SOME OF THE OLDER FACILITIES SO THEY CAN SEE THE DIFFERENCE BETWEEN THE TWO.IT'S GOOD FOR THEM TO JUST WALK THROUGH THE BUILDINGS AND BE ABLE TO ASK THEIR QUESTIONS OF THE ARCHITECTS AND THAT THING.
THEN MEETING NUMBER 5, JEFF ROBERT WILL PROBABLY BE THERE AND SPEAK A REALLY SHORT FINANCIAL ADVISOR PRESENTATION.
WE'LL TALK A LITTLE BIT MORE IN DETAIL ABOUT WHAT EACH OF THESE MEETINGS WILL TALK ABOUT.
THEN AT THAT MEETING, OUR ARCHITECTS WILL PRESENT, DID I SKIP MEETING NUMBER 4? MEETING NUMBER 4 IS SO IMPORTANT.
LET'S DON'T SKIP MEETING NUMBER 4, MEETING NUMBER 4 IS WHERE WE GET INTO THE NITTY-GRITTY OF THE FACILITY ASSESSMENTS.
WE'LL SEE THE RATINGS ON EACH OF THE LINE ITEMS, FOR EXAMPLE, A HVAC UNIT NEEDS TO BE REPLACED AT CROWLEY HIGH SCHOOL, AND IT'S CRITICAL BECAUSE ITS LIFETIME TERM IS ALREADY PASSED BY THREE YEARS OR WHATEVER, IT IS THAT DETAIL.
THERE NEEDS TO BE A NEW DOOR IN ROOM 210 OR WHATEVER.
WE NEED THIS LINE BY LINE BY LINE AND EVERY LINE IS RATED ABOUT, IT'S A PRIORITY 1, A PRIORITY 2, OR A PRIORITY 3.
THEN MEETING NUMBER 5, THEY'RE GOING TO ACTUALLY GET AND I'M GOING TO SHOW YOU AN EXAMPLE.
I KNOW YOU WON'T BE ABLE TO SEE IT BUT YOU GET AN IDEA.
THEY'RE GOING TO GET A PROJECT PRIORITY WORKSHEET.
THIS IS ONE FROM GALVESTON ISD THAT WE DID.
IT HAS COMMITTEE MEMBER 1, 2, 3, 4, 5, ETC.
THEY'RE GOING TO BE ASSIGNED A NUMBER.
I GOING TO BE COMMITTEE MEMBER NUMBER 1 AT MY TABLE.
HERE'S THE THINGS THAT NEED TO BE REPLACED AND WHETHER IT'S A PRIORITY 1, PRIORITY 2, OR A 1A OR 1B, AND A PRIORITY 2.
WHAT IT COSTS AND THEN ALL YOU HAVE TO DO IS CIRCLE YES OR NO.
YES. NO, I DON'T WANT TO DO THAT.
I DON'T WANT TO PUT IT IN AN AUDITORIUM, WE'RE GOING TO CIRCLE NO ON THAT ONE.
EVERYBODY IS GOING TO TAKE THEIR WORKSHEET HOME WITH THEM AND THEY'RE GOING TO COME UP WITH WHAT THEY THINK THIS BOND SHOULD LOOK LIKE AFTER ALL OF THESE DIFFERENT THINGS THAT THEY'VE LEARNED AND ALL THE THINGS THAT THEY'VE HEARD ABOUT, ABOUT THE DEMOGRAPHERS, HOW SCHOOL FINANCE WORKS, THE DETAILS OF THE ASSESSMENTS.
ALL THOSE THINGS WE'RE GOING TO LOOK AT THIS AND THEY'RE GOING TO TAKE THIS HOME, THIS CAN BE THEIR HOMEWORK.
THEY'RE GOING TO BRING IT BACK TO THE NEXT MEETING AND AT THEIR TABLE, THEY'RE GOING TO SAY, OKAY, WE'RE GOING TO PUT A MOCK TABLE BOND TOGETHER.
THEY'RE GOING TO SCORE IT AND THEY'RE GOING TO TALK ABOUT IT.
THEY'RE GOING TO SAY, "WELL, WHY DO YOU WANT TO HAVE A NEW MIDDLE SCHOOL?" YOU'LL EXPLAIN WHY.
THEY'LL SAY, "WELL, I CAN SEE YOUR POINT, BUT I'M THINKING IT SHOULD BE THIS." WELL, IF WE DO THAT, IT'S I DON'T KNOW, AND THERE MAY BE PEOPLE THAT WANT EVERYTHING, THEY WANT IT TO BE THE TAJ MAHAL.
NOTICE I HAVEN'T SAID ANYTHING ABOUT THIS IS HOW MUCH MONEY YOU CAN SPEND AT THIS POINT.
WE HAVEN'T SAID YOU ONLY HAVE THIS MUCH CAPACITY IN YOUR TAX RATE.
THESE ARE MY PROJECTS THAT I THINK WE SHOULD DO BASED ON THE DATA, AND WE'LL ALWAYS COME BACK TO, REMEMBER THIS IS BASED ON THE DATA, NOT YOUR FAVORITE PROJECT THAT YOU WANT.
THEN AT MEETING NUMBER 5, THEY'RE GOING TO FIND OUT, IF WE DO $300 MILLION, IT'S GOING TO BE THIS MUCH IMPACT ON THE TAX RATE.
THAT'S WHERE EVERYBODY IS GOING TO GO, "MY BOND PACKAGE I PUT TOGETHER WAS 500 MILLION.
I DON'T THINK WE'RE GOING TO BE ABLE TO AFFORD THAT." THEN THEY'RE GOING TO HAVE TO START LOOKING AT, "OKAY, LET'S GET REALISTIC.
WHAT CAN WE REALLY AFFORD?" AND THEN THEY START NEGOTIATING AT THEIR TABLE AND FIGURING OUT THE TYPES OF THINGS THAT NOT ONLY DO THEY WANT, BUT WHAT DOES THE DISTRICT REALLY NEED AND HOW MUCH MONEY CAN THE DISTRICT REALLY AFFORD TO PUT IN THIS BOND PACKAGE? ARE YOU WITH ME SO FAR? AT MEETING NUMBER 6 IS WHERE THE EXCITEMENT REALLY BEGINS.
[02:30:05]
BECAUSE AT MEETING NUMBER 6, EACH TABLE HAS PUT TOGETHER FROM EACH MEMBER WHAT THEY WANT THE BOND TO LOOK LIKE, AND THEY COME UP WITH A TWO-THIRDS VOTE ON THEIR TABLE, OF WHAT? TABLE NUMBER 1, THIS IS WHAT OUR PROJECT LOOKS LIKE.EVERYBODY'S HAPPY, EVERYBODY SIGNED OFF ON IT AND IT GOES INTO A COMPUTER PROGRAM CALLED COVOICE.
THAT'S GOING TO BE UP ON THE SCREEN.
JUST IMAGINE THAT GOES UP ON THE SCREEN, TABLE NUMBER 1, THEY'VE ENTERED ALL THEIR PROJECTS.
AS EVERYBODY SUBMITS THEIR BOND PACKAGE, IT GETS INPUT INTO THE SYSTEM AND WHEN A LINE ITEM REACHES TWO-THIRDS OF A VOTE, SO THAT'S A MAJORITY, THEN THE SYSTEM GOES [NOISE] AND EVERYBODY GETS ALL EXCITED, WHATEVER IT IS PASSED.
EVERYBODY HAS BEEN WONDERING, ARE WE GOING TO GET TO BUILD THREE ELEMENTARY SCHOOLS IN THIS BOND PROJECT? LOOK, ALL THREE OF THEM GOT PASSED, THAT'S SO EXCITING.
IT'S A CELEBRATORY NIGHT AND IT'S REALLY AN EXCITING WAY TO DO IT.
WHEN I WAS DOING BONDS FOR CLINE, WE DIDN'T DO THAT.
IT WAS ALL DONE ON PAPER AND PEOPLE HAD THEIR CALCULATORS OUT AND WE'RE TRYING TO ADD THINGS UP.
THIS IS GOING TO BE A REALLY FUN AND EXCITING NIGHT.
ARE THERE ANY QUESTIONS ABOUT THE MEETING? I'M NOT GOING TO SPEND A WHOLE LOT OF TIME.
>> I'M SORRY BEFORE YOU GO ON. I WANT TO SHARE WITH THE BOARD WHO SO FAR HAS COMMITTED TO JOINING US AT THESE MEETINGS.
WE'VE GOT SOME GREAT NAMES SUGGESTED.
BUT AS YOU CAN TELL, THIS IS A SERIOUS COMMITMENT OF TIME THROUGHOUT A VERY BUSY TIME OF YEAR.
WE HAVE SOME GREAT COMPETING MEMBERS WHO SAID, "YES, WE WILL BE THERE FOR ALL OF THESE MEETINGS.
WE'RE GOING TO SEE THIS ESSAY DRAFT BECAUSE WE'RE STILL ADDING NAMES, WE HADN'T MADE JUST LIKE THE [INAUDIBLE] AND ITS VERY DIVERSE MIX OF PARENTS, STUDENTS, STAFF MEETING MEMBERS.
WE'RE REALLY EXCITED ABOUT THE RESPONSE SO FAR.
THE TOP SECTION IS THE MEMBERS, I THINK RIGHT NOW WE'RE AT ABOUT 34 WHO SAID YES, THE MIDDLE SECTION IS THE FACILITATORS THAT SHE WAS DISCUSSING BUT ALSO THE PRESENTERS, THERE WILL BE AT DIFFERENT MEETINGS AND JUST THOSE THERE TO PROVIDE SUPPORT THAT'S GOING TO TAKE A LOT OF HELP AND THEN THE MEETING DATES ARE LISTED THERE BELOW.
THEN ON THAT SECOND COLUMN, THE FOURTH NAME FROM THE TOP, MARIN, THAT'S A STUDENT.
I FELT SHE WAS OUR LATE ADDITION TO THIS AFTERNOON, I FAILED TO MENTION THAT SHE'S A STUDENT.
ANY QUESTIONS ABOUT THAT LIST?
>> DO YOU HAVE A VISUAL AID [INAUDIBLE]. [OVERLAPPING].
EACH MEETING, THEY'LL SEE THIS SLIDE.
I REALLY LIKE TO SHOW THEM THIS SLIDE AT EVERY MEETING BECAUSE THEY CAN REFER BACK TO IT.
THEY CAN USE THESE CHOICES WHEN DISCUSSING PROJECTS FOR INCLUSION IN THE BOND PACKAGE THEY'LL BUILD.
IT GOES ALL THE WAY FROM I REALLY LIKE THIS PROJECT, TO I'VE DETAILED THIS PROJECT.
THERE'S NO WAY I WANT THIS PROJECT ON THE BOND.
THEN ALL THE DIFFERENT LAYERS IN-BETWEEN.
BECAUSE YOU MIGHT HAVE SOMEBODY THAT SAYS, I DON'T LIKE IT, BUT I DON'T WANT TO HOLD UP THE DISCUSSION ANYMORE.
LET'S KEEP ON MOVING FORWARD, AND THAT SORT OF THING.
IT KIND OF GIVES THEM SOME GRAY AREAS, IF YOU WILL, BETWEEN YES AND NO.
THEN WE'VE GOT THE DYNAMICS OF GROUP DECISION-MAKING.
AS I SAID, WE ARE GOING TO PRESENT NEW TOPICS, WE'RE GOING TO TALK THROUGH THOSE PRECONCEPTIONS THEY MIGHT HAVE, OR WE'RE GOING TO LET THE TABLES TALK ABOUT THEIR DIFFERENCES.
THEY'RE GOING TO DO ALL THEIR MOANING AND GROANING AND COMPLAINING AT THEIR TABLE, AT THEIR FAMILY TABLE.
THEN WE'RE GOING TO KEEP MOVING, ALWAYS MOVING FORWARD TOWARDS A POINT FOR CONSIDERATION AND THEN REACH A DECISION ON WHATEVER THE TOPIC IS THAT THEY'RE TALKING ABOUT.
THE ULTIMATE GOAL IS TO EDUCATE COMMITTEE ON THESE FOUR THINGS: DEMOGRAPHICS, FACILITIES, FINANCE, AND THE WHY.
WE'RE GOING TO SPEND JUST A FEW MINUTES ON EACH ONE OF THESE.
WE'RE NOT TALKING ABOUT ANY OF THESE IN DETAIL BECAUSE THEY'RE GOING TO JUST BE GOING THROUGH IT EVERY MEETING.
LIKE I SAID, IT'S LAYERING THE LEARNING.
DEMOGRAPHICS, THEY'RE COVERED AT MEETING 2.
WE'RE GOING TO LOOK AT HISTORICAL DATA AND ENROLLMENT TRENDS, HOME TRENDS AND FUTURE DEVELOPMENTS.
YOU ALL HAVE SEEN THE DEMOGRAPHER PRESENT AND IT'S GOING TO BE VERY SIMILAR.
HE SENT ME A SELECTION OF SLIDES
[02:35:02]
TODAY THAT WERE FROM THE LAST REPORT THAT YOU SAW IN THE REPORT PRIOR TO THAT.THE LAST REPORT I BELIEVE DID NOT INCLUDE BIRTH RATES AND I DO BELIEVE WE ARE GOING TO INCLUDE BIRTH RATES, THERE WE GO, BECAUSE BIRTH RATES I THINK ARE IMPORTANT.
THE COMMITTEE MEMBERS WILL SAY, WELL, HOW DOES IT WORK WITH DEMOGRAPHERS? HOW DO THEY KNOW HOW MANY KINDERGARTENERS ARE GOING TO BE THERE? I THINK WE CAN KIND OF TALK ABOUT THAT A LITTLE BIT.
EMPLOYMENT TRENDS, THOSE INDICATE GROWTH OR DECLINE THAT IMPACT STUDENT GROWTH, AND ALSO EMPLOYMENT INDUSTRY TRENDS AND THE PERCENTAGE OF CHANGE FACTORS.
THEN A 10-YEAR FORECAST PROVIDES THE DATA NEEDED.
THAT'S REALLY CRITICAL FOR LAND PURCHASES, AND WHEN AND WHERE TO BUILD SCHOOLS.
WHEN YOU'RE LOOKING 10 YEARS OUT, AND YOU ALWAYS WANT TO REFRESH THAT DATA EVERY YEAR.
IT NEVER FAILED TO ALWAYS GOT THIS QUESTION WHEN I WAS DOING ZONING AND WORKING WITH DEMOGRAPHERS, WHEN IN MY EDUCATION CAREER, PEOPLE WOULD, EVEN PRINCIPLES, THEY WOULD CALL ME AND SAY, "OH, THEY'RE BUILDING AN APARTMENT COMPLEX IN MY ZONE." I'D SAY, "I KNOW.
WE'VE GOT THAT 3,000-PAGE DOCUMENT THAT WE'VE GOT, AND LOOK ON PAGE 428, IT SHOWS THAT APARTMENT COMPLEX.
WE'VE ALREADY TAKEN THAT INTO CONSIDERATION FOR YOUR ZONING." THEY'LL BE LIKE, "OH, OKAY." IT'S GOOD FOR THE COMMUNITY TO SEE THAT YOU GUYS ARE ON TOP OF THAT.
YOU KNOW WHERE YOU SHOULD BUILD SCHOOLS, WHEN YOU SHOULD BUILD SCHOOLS, AND THAT SORT OF THING.
BY THE WAY, IS THAT NOT A BEAUTIFUL BUILDING RIGHT THERE? THAT CT IS [NOISE] I CAN'T WAIT TO SEE IT INSIDE.
>> OUR FACILITY BOARD MEETINGS WILL BE HELD THERE.
>> PERFECT. WONDERFUL. THE FACILITY NEEDS WE'LL BE TALKING ABOUT THOSE AT TWO DIFFERENT MEETINGS.
THE 50,000 FOOT VIEW, WHICH IS KIND OF WHAT YOU ALL GOT TONIGHT.
THAT WILL BE AT MEETING NUMBER 2, AND THEY'LL SEE WHAT YOU SAW, THE FACILITIES NEEDS ASSESSMENT AND THE FACILITY CONDITIONS ASSESSMENT.
ALL THAT WILL BE AT MEETING 2.
BASICALLY, MEETING 2 IS KIND OF LAYING THAT FOUNDATION.
IT'S JUST LAYING THAT FOUNDATION BECAUSE THEY'RE GOING TO GET THE NITTY-GRITTY AFTER THAT.
THEN WE'LL HAVE THE FACILITY TOUR AND THEN THE PROJECT PRIORITIES THAT SET NITTY-GRITTY I WAS TALKING ABOUT, AND THAT WILL BE AT MEETING 4.
THIS IS NOT YOUR SCHOOL DISTRICT, BUT WE'LL BE TOURING YOUR SCHOOL DISTRICT.
I'M LOOKING FORWARD TO SEEING THE FACILITIES.
I THINK SOMETIMES IT IS EYE-OPENING BECAUSE PEOPLE GO TO THEIR NEIGHBORHOOD SCHOOLS, BUT MAYBE THEY'VE NEVER SEEN A SCHOOL.
IF THEY LIVE KIND OF IN THE MIDDLE PART OF CROWLEY, MAYBE THEY'VE NEVER SEEN A NORMAL SCHOOL OR THEY'VE NOT SEEN A SCHOOL IN THE WEST OR IN THE EAST AND SO FORTH.
FINANCE, LIKE I SAID, WE'RE GOING TO TALK ABOUT SCHOOL FINANCE ONE-ON-ONE, BASICALLY THE DIFFERENCE BETWEEN M&O AND I&S OR BOND MONEY, WHAT YOU CAN USE BOND MONEY FOR, I MEAN, HOW MANY OF US HAVE HEARD I'M NOT VOTING FOR THAT BOND.
THOSE TEACHERS DON'T NEED A RAISE.
OR I DON'T WANT TO PAY THE SUPERINTENDENT MORE MONEY.
WE'RE GOING TO EDUCATE THE COMMITTEE THAT THESE BOND FUNDS ARE NOT GOING TO PAY FOR THE SUPERINTENDENT TO GET A RISE.
THEY'RE NOT GOING TO GIVE THE TEACHERS A RISE.
THAT'S PAID FOR WITH THE MAINTENANCE AND OPERATIONS SIDE OF THE TAX RATE.
SCHOOL FINANCE IS NOT AN EASY TOPIC, BUT WE'RE GOING TO TRY TO BREAK IT DOWN AND MAKE IT AN EASIER TARGET.
WE'RE GOING TO TALK ABOUT THE TAX RATE HISTORY OR THE FINANCIAL ANALYSTS WILL PRESENT US WITH A SUMMARY OF HIS ASSUMPTIONS THAT HE USES TO CALCULATE THE PROJECTED IMPACT ON THE TAX RATE BECAUSE THAT'S GOING TO BE VERY CRITICAL INFORMATION FOR OUR COMMITTEE AS THEY START PLANNING HOW MUCH MONEY THEY WANT THIS PACKAGE TO BE.
WE'VE GOT THIS MANY PROJECTS, BUT WE CAN ONLY SPEND THIS MUCH MONEY BECAUSE OTHERWISE THE TAX RATE IS GOING TO GO TOO HIGH.
A LITTLE BIT ABOUT THE FISCAL HISTORY OF THE DISTRICT AND THE DIFFERENCE BETWEEN APPROVING AND ISSUING BONDS.
A LOT OF TIMES PEOPLE SAY, OKAY, WE JUST PASSED THE $300 MILLION BOND AND THEY'RE GOING TO SELL ALL THOSE BONDS NEXT WEEK.
WHEN WE KNOW THAT'S NOT HOW IT HAPPENS.
YOU SELL THE BONDS AS YOU'RE GOING TO NEED THEM FOR THE PROJECTS THAT YOU'RE BUILDING AT THAT TIME.
[02:40:02]
THEN YOU WAIT UNTIL THE NEXT YEAR OR TWO YEARS LATER TO SELL THE BONDS THAT YOU NEED FOR THE PROJECTS THAT YOU'RE GOING TO BUILDING AT THAT TIME.WE'LL TALK ABOUT THAT. WE'RE ALSO GOING TO PROVIDE A LITTLE BIT OF INFORMATION ON THE LEGISLATIVE CHANGES THAT AFFECT BOND ELECTIONS.
WE'VE HAD SOME OF THOSE AND THE WORDING ON THE BALLOT ARE DIFFERENT.
YOU HAVE TO HAVE DIFFERENT PACKAGES PUT TOGETHER IN EVERY DISTRICT IN THE STATE IS NOW REQUIRED TO DO THAT.
HERE'S OUR MOST IMPORTANT THING, AND WE'LL BE TALKING ABOUT THIS THROUGHOUT THE PROJECT.
THIS WILL BE WOVEN THROUGH EVERY MEETING.
WHY ARE WE DOING THIS? WE'RE GOING TO DRILL DOWN TO THE WHY OF A POTENTIAL BOND ELECTION, SO THAT EVERYONE REALIZES THAT EVERY PROJECT THAT WE PUT ON THERE IS GOING TO BENEFIT THE STUDENTS.
HEY, WE'RE NOT GOING TO DRILL DOWN TO HOW MANY WINDOWS ARE GOING TO BE IN AN ELEMENTARY SCHOOL.
THAT'S NOT WHAT THIS COMMITTEE IS FOR.
BUT WE'RE GOING TO TALK ABOUT WHAT DO OUR STUDENTS NEED NOW AND IN THE FUTURE TO MAKE CROWLEY GREAT, IT'S ALREADY GREAT, BUT TO KEEP IT GREAT, AND MAKE IT CONTINUALLY MARCHING FORWARD, BE EXCELLENT.
BECAUSE THAT'S WHAT YOU ALL WANT.
WHEN YOU TALKED ABOUT WHY YOU RAN FOR THE BOARD AND WHAT YOU'RE MOST PROUD OF. THE STUDENTS.
I KEPT HEARING THE STUDENTS, THE STUDENTS, THE STUDENTS.
WE'RE GOING TO ALWAYS MAKE THAT A PRIORITY WHEN WE'RE WORKING ON THIS COMMITTEE, CONNECTION BETWEEN OUR PRIORITIES AND THE STUDENTS.
WE'D LIKE TO SAY THAT WE ALWAYS PUT PEOPLE BEFORE BUILDINGS AND EVERYTHING THAT WE DO, AND WE TRULY DO.
I KNOW THAT THIS BOARD AGREES WITH THAT, JUST FROM WHAT YOU'VE TOLD ME TONIGHT.
WE'RE GOING TO DO A LITTLE WORK ON THE COMMITTEE CHARGE, AND I DIDN'T WANT YOU TO HAVE TO START WITH A BLANK SLATE.
I KIND OF CREATED A CHARGE EXAMPLE.
THIS IS A CROWLEY ISD CHARGE EXAMPLE.
THIS IS WHAT THE FACILITY PLANNING COMMITTEE WILL SEE EVERY MEETING.
IT'LL BE AT THE FRONT OF EVERY MEETING.
WE'D LIKE TO HAVE THE BOARD CREATE THIS CHARGE BECAUSE SOMETIMES A COMMITTEE WILL START TO GO OFF COURSE.
WE'LL SAY, LET'S GO BACK TO THE CHARGE.
ARE WE USING THE FACTS AND DATA TO MAKE OUR DECISIONS? ARE WE USING OUR BIAS ABOUT WHAT I REALLY WANT BECAUSE MY KID GOES TO THAT SCHOOL OR FOR WHATEVER REASON? WE SOMETIMES HAVE TO BRING THE COMMITTEE BACK TO THIS CHARGE SO THAT THEY UNDERSTAND.
I GOT TO PUT MY FEELINGS ASIDE AND LOOK AT THIS FROM THE BOARD OF TRUSTEES CHARGE TO US.
MANY OF THE CHARGES FROM OTHER BOARDS THAT WE'VE DONE IN THE PAST ARE VERY SIMILAR TO THIS.
I'M GOING TO GIVE YOU JUST A FEW MINUTES WHILE I HUSH FOR YOU ALL TO READ THIS CHARGE AND THEN TELL ME THE THINGS THAT YOU LIKE ABOUT IT OR TELL ME SOME THINGS THAT YOU DON'T LIKE ABOUT IT, OR SOME AREAS THAT WE MIGHT IMPROVE THIS.
WHO WANTS TO START? MS. ROBINSON, WHAT DO YOU THINK?
>> REPORTING, BUT I DON'T NEED IT.
>> ANYTHING. LET'S START WITH WHAT YOU LIKE ABOUT IT.
[02:45:04]
>> I LIKE THIS, HOPE THIS IS INTENTIONAL.
TWO THINGS THAT STOOD OUT TO ME WERE ENSURING THAT ALL STUDENTS THRIVE TODAY AND IN THE FUTURE.
THEN THAT HAVING EQUAL FACILITIES DOESN'T MEAN THAT SAY THEY LOOK LIKE BUT THEY SUPPORT COMMON EDUCATIONAL GOALS FOR STUDENTS BECAUSE THAT LEADS BACK TO THE FIRST BOOK.
>> IS THERE ANYTHING THAT YOU DON'T LIKE ABOUT IT? OKAY. WHO ELSE? YES.
I DON'T LIKE THE FACT THAT THEY END UP ON FUTURE, SO IT TALKS ABOUT FUTURE GENERATIONS IN THE ALREADY.
I ALSO MECHANICALLY, I THINK THE QUESTION I HAVE WITH COMMUNITY AND MAKING SURE YOU'RE TALKING BACK WITH THE COMMUNITY.
MY QUESTION IS THIS COMMUNITY NEED ALL STAKE HOLDERS.
IF THE TEACHERS AND STAFF, ALL OF THOSE WITHIN THE DISTRICTS WHO KNOW OUR TEACHERS AND PRINCIPALS HAPPEN TO LEAD OUR RESPECTIVE SCHOOLS THEY MAY NOT DECIDE, [INAUDIBLE]
>>OKAY. WOULD YOU RATHER IT SAY VALUES OF THE ENTIRE COMMUNITY AND THEN PARENTHETICALLY PUTS ALL STAKEHOLDERS AND THEN LISTS PARENTS? OR WOULD YOU RATHER JUST SAY THE WORD STAKEHOLDERS? BECAUSE THAT IMPLIED THAT ALL OF THOSE ARE INCLUDED.
WHICH DO YOU THINK WOULD BE BETTER?
>>RIGHT. OR SAY MAYBE COMMUNITY AND STAKEHOLDERS?
>> WHAT DO THE OTHERS THINK ABOUT ADDING THAT, COMMUNITY AND STAKEHOLDERS?
>> I THINK THAT COMMUNITY AND STAKEHOLDERS BECAUSE THEY COULD BE A BUSINESS OWNER THAT DOESN'T LIVE IN THE DISTRICT.
>>DID ANYONE HAVE AN OBJECTION TO ADDING THAT? GOOD. ANY OTHER SUGGESTIONS FOR CHANGES?
>> IT'S NOT A CHANGE BUT IN ADDITION TO THOSE TWO ONLINE, THE NEW SPECS OF DATA TO MAKE INFORMED DECISIONS.
>>YEAH. I THINK THAT'S CRITICAL TO KEEP THAT IN THERE BECAUSE REALLY WE HAVE GOT TO KEEP THEM FOCUSED ON THAT DATA THAT SHOULD INFORM THEIR DECISIONS. YEAH.
BECAUSE IT'S COME UP MORE SEVERAL TIMES TONIGHT.
SHOULD WE ADD A BULLET? BOARD IS CHARGING SOMEBODY TO ACT AS A FAMILY.
THEY'RE GOING TO HEAR THIS CHARGE AT ALL THE READINGS.
>>DO YOU WANT TO PUT THAT FIRST? SHALL WE LEAD WITH THAT OR AT THE END? DO YOU LIKE THE INCLUSION OF IT? I SAW A LOT OF HEADS SHAKING.
>> GOING INTO THAT AND I HAVE ANOTHER QUESTION.
IS THIS COULD BE THAT IN YOUR WORKINGS WILL THAT BE CONFIDENTIAL? ARE THEY EXPECTED TO KEEP THE DISCUSSION TO HIMSELF? [OVERLAPPING]
>>OH NO. THEY WILL GO HOME, EACH MEETING WITH THE BINDER OF ALL THE SIDES.
WE WANT THEM TO LEAVE THERE AND TALK ABOUT IT ALL OVER THE COMMUNITY.
>>YEAH. IF NOT NONE OF IT IS A SECRET, WE DEFINITELY WANT THEM SHARING THIS INFORMATION AND GETTING FEEDBACK.
WE LEARNED THAT CROWLEY IS GOING TO GROW BY 6,000 STUDENTS IN THE NEXT 10 YEARS AND THAT'S GOING TO IMPACT US BECAUSE OUR ELEMENTARY SCHOOLS ARE GETTING CROWDED AND SOME OF THEM ARE GOING TO BE OVERCROWDED NEXT YEAR.
THEN WE'RE PROBABLY ARE GOING TO NEED TO BUILD SOME NEW SCHOOLS.
HOW DO WE DO THAT? HOW DO WE PAY FOR IT? I LIKEN A BOND PLAN TO A MORTGAGE.
YOU DON'T PAY FOR YOUR HOUSE WITH YOUR REGULAR BUDGET.
YOU'VE GOT A MORTGAGE THAT PAYS FOR THAT.
THEN YOU'VE GOT YOUR REGULAR BUDGET THAT PAYS FOR YOUR GROCERIES AND YOUR ELECTRICITY AND SO FORTH AND SO ON.
IT'S TWO DIFFERENT PARTS OF MONEY.
[02:50:02]
WE WILL TRAIN THEM ON THAT AND TEACH THEM ABOUT THAT.THEN WE WANT THEM TO GO OUT AND TALK TO THEIR NEIGHBORS ABOUT THAT.
IT JUST BUILDS A KNOWLEDGE-BASE ACROSS THE COMMUNITY.
LET'S REALLY [NOISE] ANY BUSINESS BUT PHYSICALLY SOUND AND RESPONSIBLE AND THAT THESE PEOPLE UNDERSTAND THAT.
THAT IT'S NOT JUST ABOUT BUILDING A NEW SCHOOL OR HEY, WE'RE DOING THIS.
THIS IS THE REASON WHY WE'RE DOING THIS AND THAT THEY INFORM THE COMMUNITY WHEN THEY SPEAK ABOUT ALL OF THESE THINGS.
IT'S GREAT THAT WE HAVE PASTORS AND COMMUNITY LEADERS AND STUDENTS.
BUT IF WE DON'T GET OUR MESSAGE ACROSS ON WHY DO WE DO THIS AND HOW WE'RE GOING TO DO THIS.
IT JUST NEEDS TO BE PROJECTED IN THE CORRECT WAY.
>>I THINK IT'S A TERRIBLE THING.
I GAVE YOU THE LAST FULL OF THE SAME.
>>IT DOESN'T HAVE TO BE BUT IT'S TRYING TO FIT A LOT OF PEOPLE WORK, BUT IT'S NOT PAINING AS WELL.
THAT'S SAID PART IS IMPORTANT TO ME. I'M SORRY.
>>I FEEL LIKE UNDERSTANDING THE DISTRICT FINANCES TO DEVELOP SHORT AND LONG TERM GOALS ARE PHYSICALLY SOUND.
FOR BEING SAFE I GET THE DISTRICT FINANCES AND THE OTHER PART OF ME THAT'S MISUNDERSTANDING.
OUTSIDE OF DISTRICT APARTMENTS IS TAX IMPLICATIONS OR LEGAL IMPLICATIONS.
OUR DISTRICT FINANCES AGAIN HOW WE ARE SUPPOSED TO SPEND, BUT WHAT ARE THE IMPLICATIONS OF WHAT WE DO AS A RESIDENT IN THE DISTRICT TAX PAYMENT.
WHAT DOES THAT MEAN? [BACKGROUND]
I THINK IT'S RIGHT FROM THE START.
THERE WAS A WAY THAT YOU'RE TRYING TO SAY IT SO MUCH I TRY TO THINK FROM THAT.
>>IF WE CAN MAKE IT CLEARER AND MORE, THEN WE SHOULD DO THAT.
>>PERSONALLY, THIS IS COMING OUT BUT WHEN I SEE, UNDERSTANDING DISTRICT FINANCES OR I CONSIDER TO UNDERSTAND THAT MEANS THAT I KNOW IT WELL ENOUGH TO ACTUALLY TEACH SOMEBODY ELSE.
I THINK FOR ME, IS THAT BAR TOO HIGH TO FULLY UNDERSTAND THE DISTRICT FINANCES OR IS THE GOAL FOR THE COMMITTEE TO HAVE A WORKING KNOWLEDGE OF HOW.
I THINK SOMEWHERE ELSE IN HERE, WE TALKED ABOUT A HIGH LEVEL OVERVIEW OF DISTRICT FINANCING.
WHEN I THINK, WE'RE JUST HAVING A HIGH LEVEL OVERVIEW OF DISTRICT FINANCE AND HOW IT WORKS.
M&O FUNDS, LIKE ALL THERE'S GOING TO BE VERY HIGH LEVEL. CORRECT.
>>HOPEFULLY WE'LL PUT IT IN A WAY WHERE THEY CAN UNDERSTAND IT.
IS THAT HOW YOU TYPICALLY DESCRIBE IT?
>>THE MORTGAGE IS JUST A DIALYSIS [BACKGROUND]
>>SCHOOL FINANCE HAS SO MANY NUANCES.
>>WE'RE GOING TO BE TALKING ABOUT THE ONES THAT REALLY RELATE TO THE DIFFERENCE BETWEEN A BOND AND WHAT THINGS YOU CAN BUY WITH BOND MONEY AS OPPOSED TO THE THINGS THAT YOU CAN BUY WITH THE MAINTENANCE AND OPERATION MONEY.
WE DO WANT THEM TO HAVE A GOOD WORKING KNOWLEDGE OF THAT FOR SURE.
[02:55:01]
>>RIGHT. I THINK WHAT YOU JUST IDENTIFIED IS MORE SPECIFIC IN THAT SENTENCE BECAUSE WHEN I'M HEAR, I UNDERSTAND DIFFERENT FINANCES.
>>TALKING ABOUT A MUCH BIGGER THING VERSUS WE WANT PIGEONHOLE KIND INTO WHAT WE CAN DO WITH THESE FUNDS.
I THINK THAT BULLET POINT NEEDS TO BE REVOKED.
>>MAYBE IT NEEDS TO SAY SOMETHING ABOUT UNDERSTAND THE MAYBE WE JUST NEED TO SAY IT.
THE DIFFERENCE BETWEEN M&O AND I&S.
HOW THAT IMPACTS THE TAX RATES.
I DON'T KNOW HOW EXACTLY TO WORD IT.
>> I DON'T KNOW IF THE TAX RATE BECAUSE WE KEPT AND WE CAN [INAUDIBLE]
>>THEN SOMETHING ELSE WE HAVE TO TEACH THEM ABOUT [LAUGHTER] IS THE TAX RATE CATS.
>>I LIKE WHERE YOU'RE GOING RIGHT NOW.
JUST SAYING THAT THE DIFFERENCE BETWEEN THE FUNDS AND ALSO THE SHORT AND LONG TERM BOTH BECAUSE SOME OF THE SHORT TERM GOALS [INAUDIBLE] WE ALL KNOW WE'VE BUILT MARY HARRIS RESIDENTS.
WE DON'T KNOW WE COULD TAKE IT FOR YEAR [INAUDIBLE] .
BUT I THINK THERE'S CONNECTION BETWEEN THE TWO [INAUDIBLE] TO MAKE SURE THEY DO KNOW THE DIFFERENCE [INAUDIBLE] SO WE CAN AFFORD-
>> ENOUGH MONEY TO STAFF IT AND KEEP THE LIGHTS ON. YEAH.
>> WHAT DO YOU THINK IF WE TURN THIS OVER TO THE CABINET MEMBERS TO ROLL THIS ABOUT? WOULD THAT WORK WITH YOU? THEN THEY COME UP WITH SOMETHING AND SEND IT OUT TO THE BOARD TO MASSAGE.
WE JUST NEED IT DONE FAIRLY QUICKLY BECAUSE THE FIRST MEETING IS IN TWO WEEKS AND WE WILL ADD THE-
>> BACK TO YOUR POINT. WORK LIKE A FAMILY.
>> OR ACT LIKE A FAMILY AND WORK LIKE A FAMILY.
>> I LOVE THAT AND I LIKE IT AT THE BEGINNING.
WHAT DO YOU ALL THINK AS THE FIRST BULLET?
>> I AGREE IT'S THE SENTIMENT FOR ME WOULD BE TO HAVE THEM AND WE'LL FIGURE OUT HOW TO CAPTURE THIS BUT I WANT THEM TO APPROACH THIS DESIGN PROCESS AS IF THEY WERE DESIGNING A SCHOOL FOR THEIR CHILD OR THEIR GRANDCHILD, OR SOME STUDENT OR SOMEBODY THAT THEY HAD SOME KIND OF DEEP CONNECTION TO.
NOT EVERYBODY [INAUDIBLE] PARENTS [INAUDIBLE] DESIGN IT FOR YOUR OWN CHILD.
FOR ME, I WANT TO PUT SOMETHING IN THERE ABOUT A STANDARD OF EXCELLENCE, WE WANT EXCELLENT FACILITIES.
THAT'S WHAT [INAUDIBLE] ABOUT EXCELLENCE.
WE WANT WHAT [INAUDIBLE] WE WANT A STANDARD OF EXCELLENCE.
>> WELL, I THINK WE HAVE TO REDEFINE WHAT EXCELLENCE IS BECAUSE I THINK EXCELLENCE IS A RELATIVE TERM.
EXCELLENCE OR YOU COULD BE ON QUALITY EXCELLENCE FOR ME COULD BE ON VALUE.
THE MORE MONEY WE SPEND, THE MORE EXCELLENT IT IS WHEN IN FACT.
I THINK YOU HAVE TO ESTABLISH WHAT EXCELLENT IS SO THAT EVERYBODY IS WORKING FROM THE SAME FRAME OF REFERENCE TO WHERE WE'RE NOT SPENDING RIDICULOUSLY BECAUSE WE WANT EXCELLENCE.
EXCELLENCE DOESN'T NECESSARILY MEAN A CERTAIN PRICE TAG. [OVERLAPPING]
>> I'LL PUT THAT IN [INAUDIBLE].
>> MS. DAVIS WAS SAYING THAT PERHAPS ON THAT LAST BULLET, TO DEVELOP SHORT AND LONG-TERM FACILITY GOALS AND MAYBE SOMEWHERE IN THAT, WE CAN WEAVE IN.
>> IN RELATION TO THE DISTRICT FUNDING?
>> IN RELATION TO DIFFERENT DISTRICT FUNDING.
THEN MAYBE WE CAN WEAVE IN THE STANDARD OF EXCELLENCE OR A HIGH STANDARD OR A VERY HIGH STANDARD OR AN EXCELLENT STANDARD OR SOMETHING OF THAT NOTION.
[03:00:04]
THEN WE CAN HAVE THE STAFF DO SOME WORK TO MASSAGE THIS AND SEND IT OUT.DO YOU ALL GET BACK TOGETHER NEXT-
THEN YOU ALL CAN JUST LET ME KNOW WHAT IT IS.
I LIVE IN WILLIS, SO IT'S LIKE A THREE-AND-A-HALF-HOUR DRIVE, OR ELSE I'LL JUST COME BACK NEXT WEEK.
[LAUGHTER] BUT I WOULD LIKE TO ASK THAT USUALLY, WE'D LIKE TO HAVE THE BOARD PRESIDENT PRESENT THE CHARGE TO THE COMMITTEE AT THE FIRST MEETING.
NOT EVERY MEETING, BUT JUST AT THE FIRST MEETING, SO DR. [INAUDIBLE], IF YOU'RE ABLE TO MAKE THAT FIRST MEETING AND AGREE, THEN WE'D LOVE TO INVITE YOU TO COME AND HELP DR. MCFARLAND WELCOME THE COMMITTEE MEMBERS AND PRESENT THIS CHARGE TO THEM AND TELL THEM, WE'RE SO EXCITED THAT YOU'VE DECIDED TO JOIN US FOR THIS ENDEAVOR AND IT'S GOING TO BE GREAT FOR THE DISTRICT AND YOU'LL DO A WONDERFUL JOB ON THAT.
>> GREAT. THANK YOU. ALL RIGHT, LET'S JUST TALK REAL QUICKLY ABOUT NEXT STEPS.
AFTER THAT LAST MEETING, AND THE COMMITTEE HAS PUT TOGETHER A BOND PACKAGE.
I KNOW THE FIRST BULLET SAYS THE BOARD OFFICIALLY CALLS THE BOND ELECTION, AND YOU WOULD BE THE ONES THAT OFFICIALLY CALLED THE BOND ELECTION.
BUT I WILL BE AT THE MEETING IN JANUARY, I BELIEVE IT'S ON JANUARY 26TH IS WHEN IT'S CURRENTLY SCHEDULED.
I'LL JUST TALK BRIEFLY ABOUT HOW THE COMMITTEE PROCESS WENT.
VERY BRIEFLY BECAUSE I REALLY WANT YOU ALL TO HEAR FROM PROBABLY TWO ADULTS AND TWO STUDENTS THAT WERE ON THE COMMITTEE.
THEY CAN TELL THE STORY OF HOW WE GOT FROM NO BOND PACKAGE TO BOND PACKAGE BECAUSE THERE'S GOING TO BE A LOT OF WORK IN BETWEEN AND I THINK IT'S CRITICAL THAT YOU ACTUALLY HEAR FROM THE FOLKS THAT MADE THE DECISIONS.
BECAUSE I WON'T BE MAKING THOSE DECISIONS, SO I WANT YOU TO HEAR FROM THEM.
THEN IF THE BOARD AGREES WITH THE BOND PACKAGE AND APPROVES THE BOND PACKAGE, THEN THE DISTRICT WOULD BEGIN PREPARING THEIR INFORMATIONAL CAMPAIGN.
AS YOU PROBABLY KNOW, ONCE THE BOARD VOTES TO CALL AN ELECTION, AT THAT POINT, EVERYTHING CHANGES AS FAR AS WHAT YOU CAN AND CANNOT SAY ABOUT, NOT YOU, BUT WHAT STAFF MEMBERS CAN AND CANNOT SAY ABOUT THE BOARD AND WHAT THE INFORMATION THAT THE DISTRICT CAN PUT OUT.
IT HAS TO BE FACTUAL INFORMATION ONLY IT CANNOT BE INFORMATION THAT IS PERSUASIVE AND THE DISTRICT CAN EXPEND NO DISTRICT FUNDS.
THAT INCLUDES MAKING A COPY ABOUT SOMETHING THAT COULD BE SEEN AS PERSUASIVE.
