AT THIS TIME, OUR BOARD TRUSTEES WILL HAVE THE OPPORTUNITY TO SHARE CELEBRATIONS.

WE WANT TO CELEBRATE THE FALL HBCU WHICH IS HISTORICALLY BLACK COLLEGES AND UNIVERSITIES TOUR, SPONSORED BY THE BETA THETA LAMBDA CHAPTER OF ALPHA PHI ALPHA FRATERNITY INCORPORATED, WHICH WAS AN INCREDIBLE SUCCESS.

EIGHTY FIVE SENIOR STUDENTS FROM ACROSS THE DFW AREA PARTICIPATED.

CROWLEY ISD HAD 13 OF THOSE STUDENTS.

ALL STUDENTS APPLIED FOR ADMISSION AT ALL COLLEGES VISITED.

APPLICATION FEES WERE WAIVED ON-SITE,

AND EVEN SOME LETTERS OF ADMISSIONS OR ACCEPTANCE WERE GRANTED ON SITE.

THE FRATERNITY HAS RECENTLY APPROVED A SPRING TOUR, WHICH WILL BE FOCUSED ON 9TH-11TH GRADERS, AND THE PLAN IS TO TAKE 75 STUDENTS.

THE CURRENT ALLOTMENT FOR CROWLEY ISD STUDENTS IS 20-25 OF THOSE 75.

AS A MEMBER OF THAT ORGANIZATION, I WOULD LIKE TO SAY, THANKS TO THE GOOD BROTHERS. THANK YOU. [APPLAUSE]

AGAIN, THOSE ARE REQUIRED TO PASS THE FIRST REPORT AND THOSE ARE ALL YES'S FOR US.

DO YOU HAVE ANY QUESTIONS SO FAR? NO.

GOING ON, NUMBER 5 WAS NOT BEING SCORED THIS YEAR.

NUMBER 6 WAS THE AVERAGE CHANGE IN THE FUND BALANCE OVER THREE YEARS, LESS THAN A 25 PERCENT DECREASE? YES, WE PASS THAT WITH NO POINTS EARNED, BUT WE HAD TO PASS THAT IN ORDER TO GO ON AS WELL.

NUMBER 7, THE NUMBER OF DAYS OF CASH ON HAND, WAS IT SUFFICIENT TO COVER OUR IMMEDIATE EXPENDITURES? LAST YEAR YOU CAN SEE WE RECEIVED A 10, THIS YEAR, INSTEAD OF 90 DAYS, WE HAD 89.4 DAYS SO THEY DROPPED US TWO POINTS,

SO WE HAVE TO BRING THAT UP JUST HALF A DAY.

BUT OUR ACTION PLAN TO RESOLVE THAT EVERY TWO YEARS, WE HAVE TO SUBMIT TO THE STATE WHAT OUT ANTICIPATED ADA WILL BE AND THEY PAY US BASED ON OUR ANTICIPATED ADA.

IF WE ARE LESS CONSERVATIVE ON THAT, WHICH I'M VERY CONSERVATIVE, YOU ALL KNOW THAT, BUT IF WE ARE LESS CONSERVATIVE ON THAT, THEY WILL PAY US ALL THROUGHOUT THE YEAR AND THEN WE'LL DO A SUBTLE UP.

THE NEXT ONE THOUGH WAS THE MEASURE OF CURRENT ASSETS TO CURRENT LIABILITIES SUFFICIENT? YES, THAT'S A GOOD TESTIMONY TO ME, IS ON THE BALANCE SHEET, DID WE HAVE ENOUGH ASSETS? WHAT THAT AMOUNTS TO IS IF THEY UNDERPAID US AND THEY OWE US MONEY, THAT'S ON THE BALANCE SHEET BECAUSE AS A RECEIVABLE THAT WE'VE EARNED.

THAT'S WHY WE RECEIVED A 10 ON NUMBER 8 AND ONLY AN EIGHT AND NUMBER 7.

DID THE DISTRICT'S GENERAL FUND REVENUES EXCEED EXPENDITURES? YES, THEY DID. IT'S OKAY TO DIP INTO FUND DOWNS ONCE IN A WHILE BUT IF WE DO DIP INTO FUND BALANCE IN ORDER TO PASS THIS INDICATOR, WE WOULD STILL NEED 60 DAYS OF CASH ON HAND.

BUT WE WERE GOOD, OUR REVENUES EXCEED OUR EXPENDITURES.

NUMBER 10 IT'S NOT BEING SCORED, BUT WE RECEIVE 10 POINTS BECAUSE THEY DIDN'T HAVE A SCORE INDICATOR.

NUMBER 11 WAS OUR LONG-TERM LIABILITIES TO TOTAL ASSETS SUFFICIENT TO COVER FOR SOLVENCY PURPOSES.

AS YOU CAN SEE, WE'RE VERY CONSISTENT ON THAT.

ONLY RECEIVING A FOUR OUT OF 10.

BUT AS OUR TAX BASE GROWS AND INCREASE, IT'LL CHANGE THAT RATIO A LITTLE BIT AND CURRENTLY OUR RATIO WAS 0.8944 PERCENT.

BUT AS WE GROW, I CALCULATED IT FOR NEXT YEAR AND IT'LL INCREASE THAT AS WELL.

BUT ALSO THE GOOD NEWS ON THIS ONE IS IF OUR ENROLLMENT OVER A FIVE-YEAR PERIOD INCREASES MORE THAN SEVEN PERCENT, WE AUTOMATICALLY PASS THIS WITH 10 POINTS.

NEXT YEAR I CALCULATED THE 21, 22 INFORMATION AND WE WILL BE AT FIVE PERCENT FOR NEXT YEAR.

PROBABLY IN TWO YEARS, WE'LL BE ABLE TO SCORE A 10 ON THIS JUST BECAUSE OF ENROLLMENT INCREASE OVER THE FIVE-YEAR PERIOD.

NUMBER 12 WAS THE DEBT PER 100 DOLLARS OF ASSESSED PROPERTY VALUE SUFFICIENT TO SUPPORT FUTURE DEBT PAYMENTS.

WE RECEIVED A SIX OUT OF 10 ON THAT ONE.

THAT IS A NEW INDICATOR AS OF LAST YEAR, A LOT OF DISTRICTS ARE COMPLAINING ABOUT THAT BECAUSE IT HAS TO DO WITH LONG-TERM DEBT AND WE HAVE TO HAVE MONEY TO BUILD BUILDINGS WHEN WE HAVE AN INCREASED ENROLLMENT.

THE DISTRICTS THAT SEE GROWTH ARE REALLY COMPLAINING ABOUT THIS BECAUSE WE HAVE TO HAVE THE BONDS IN ORDER TO SUPPORT OUR CHILDREN.

BUT WE'RE NOT THE ONLY ONES RECEIVING A SIX ON THAT ONE AS WELL.

NUMBER 13, WAS THE DISTRICT'S ADMINISTRATIVE COST RATIO EQUAL TO OR LESS THAN THE THRESHOLD? WE'RE PRETTY CONSISTENT ON THAT AS WELL EIGHT OUT OF 10.

OUR ACTION PLAN THOUGH, IS TO REEVALUATE AND MAKES SURE ALL THE POSITIONS THAT WE HAVE ARE CODED IN THE PROPER FUNCTION AREA.

HOPEFULLY WE CAN JUST MONITOR THAT AND MAKE SURE AND TRY TO BRING THAT UP TO 10.

NUMBER 14, DID THE DISTRICT NOT HAVE A 15 PERCENT DECLINE IN THE STUDENT TO STAFF RATIO? WE'RE VERY CONSISTENT ON THAT AS WELL.

OUR STUDENT ENROLLMENT DOES NOT DECREASE, SO WE'RE IN GOOD SHAPE THERE.

DID THE EXTERNAL AUDITOR REPORT THAT THE FINANCIAL STATEMENT WAS FREE OF ANY MISSTATEMENTS? YES, THAT'S A NEW INDICATOR AS WELL.

WE JUST GET A PASS OR FAIL AND WE DID PASS THAT AS WELL.

DID THE EXTERNAL AUDITOR INDICATE THAT WE ARE FREE OF ANY MATERIAL NONCOMPLIANCE? THERE WE RECEIVED 10 AND WE CONSISTENTLY RECEIVE 10 ON THAT ONE AS WELL.

THE NC-9PANTHERS FEEL THE BASS HALL WITH A SEA OF BLUE SHIRTS AND REPRESENTED CROWLEY ISD WITH SUCH PRIDE AND SOPHISTICATION.

STUDENTS, TEAMS FROM ACROSS ELEMENTARY AND SECONDARY CAMPUSES COMPETED IN AN ACADEMIC QUIZ BOWL, WHILE OTHER STUDENTS FROM EACH GRADE LEVEL SUBMITTED ORIGINAL ARTWORK FOR THE ART CONTEST.

THESE GRADE LEVELS RANGE FROM KINDERGARTEN THROUGH 12TH GRADE.

FAMILIES AND STUDENTS ALSO GOT TO ENJOY THE CARNIVAL LIVE GAMES PROVIDED BY NCHS, LATINO STUDENT UNION.

ALSO AS PART OF THE SPEND THE DAY WITH CROWLEY ISD, FAMILIES WERE ABLE TO PARTICIPATE IN ALL PRO DANCE A DYSLEXIA AWARENESS FAIR, AND A HEALTH FAIR.

THIS EVENT WAS PROVIDED WITH OVER 100 VOLUNTEERS.

WHEN WE TALK ABOUT STUDENT VOICE INITIATIVE, WE ARE TALKING ABOUT THREE DISTINCT PROGRAMS. WE'RE TALKING ABOUT THE SUPERINTENDENT ADVISORY COUNCIL, THE STUDENTS SCHOOL BOARD TRUSTEE PILOT PROGRAM, AND THE BOARD ADVISORY COUNCIL PILOT, AND THE OBJECTIVES OF THESE THREE PROGRAMS BASICALLY IS TO EDUCATE AND ADVISE STUDENT LEADERS ABOUT GOVERNANCE AND TO EMPOWER STUDENT LEADERS BY PROVIDING OPPORTUNITIES TO BE A PART OF THE DECISION-MAKING PROCESS.

THE FIRST PROGRAM WE'RE GOING TO DISCUSS IS THE SUPERINTENDENT ADVISORY COUNCIL.

THIS IS MADE UP OF 19 STUDENTS FROM ACROSS THE DISTRICT, RANGING FROM GRADE 6 THROUGH 12.

THE STUDENTS WERE SELECTED THROUGH AN APPLICATION PROCESS AND AS YOU SEE IN THAT PICTURE, THEY WORK COLLABORATIVELY WITH DR. MCFARLAND TO ADDRESS VARIOUS CONCERNS AND FIND SOLUTIONS.

WE HELD OUR FIRST MEETING ON OCTOBER 18TH, AND THEN WE HAVE TWO MORE THAT ARE SCHEDULED IN PERSON FOR JANUARY 17TH AND APRIL 17 AND AS NEEDED WE WILL HOLD ANY VIRTUAL MEETINGS AS WELL.

THE SECOND PROGRAM IS THE STUDENT SCHOOL BOARD TRUSTEE PROGRAMMING DR. MCFARLAND YOU WANT TO SAY A LITTLE BIT ABOUT WHO THIS PROGRAM HAS A BRANCH OUT OF REAL QUICK.

>> YEAH, SO I THINK AT A COUPLE OF THE WORKSHOPS THAT WE ATTENDED, THE NATIONAL WORKSHOPS, MR. RAY AND ALSO MISS DAVIS BOTH MENTIONED TO ME THAT THEY HAD THE OPPORTUNITY TO SIT NEXT TO A STUDENT SCHOOL BOARD TRUSTEE, AND SO WE BEGAN TO INVESTIGATE AND FIND A LITTLE BIT MORE AND WE THOUGHT IT'S SOMETHING THAT WE SHOULD PILOT HERE IN CROWLEY ISD SO THANK YOU ALL FOR BASICALLY BRINGING THIS IDEA BOARD AND SO WE ARE LOOKING FORWARD TO PILOTING THIS YEAR AND LEARNING ABOUT IT TO SEE HOW WE COULD DO IT IN THE FUTURE.

AND WE DECIDED WE ARE GOING TO ALLOW TWO STUDENTS TO SERVE AT EACH BOARD MEETING, AND THEY WILL BE SITTING RIGHT HERE AT THIS TABLE RIGHT HERE, AND THEY WILL BE RAISED 10TH TO 12TH, WILL SERVE IT TWO BOARDS BOARD MEETINGS EACH GRADE SIX THROUGH NINE WITH EACH SERVER AT ONE BOARD MEETING, AND WE DECIDED THAT THE TRUSTEES MUST CONDUCT FORMAL AND INFORMAL MEETINGS ON THEIR CAMPUSES TO EDUCATE OTHER STUDENTS ABOUT DISTRICT LEVEL DECISIONS AND SOLICIT FEEDBACK.

WHEN WE TALK ABOUT THE BOARD MEETING REGULATIONS, THE STUDENTS, AS I SAID, IT SHOULD BE SHALL BE SEATED NEXT TO THE DAIS.

THEY SHALL PREPARE REMARKS AND READ THEM ALOUD DURING A STUDENT TRUSTEE AGENDA ITEM SECTION AT THE BEGINNING OF EACH MEETING, THEY SHALL SERVE IN AN ADVISORY ROLE ONLY AND THEY WON'T HAVE ANY VOTING RIGHTS, THEY SHALL NOT BE CONSTRUED AS MEMBERS OF THE SCHOOL BOARD FOR ANY REASON, INCLUDING, BUT NOT LIMITED TO, ESTABLISH AN A QUORUM OR MAKING ANY OFFICIAL DECISION, AND FINALLY, THEY SHALL BE EXCLUDED FROM EXECUTIVE SESSION.

THE THIRD AND FINAL PROGRAM OF THIS INITIATIVE IS ALSO A PILOT PROGRAM AND IT WAS ESTABLISHED BY THE STRATEGIC INITIATIVES COMMITTEE, AND THIS WILL BE WHERE WE TAKE TWO FIFTH GRADE STUDENTS FROM EACH ELEMENTARY CAMPUS WHO ARE SELECTED BY THEIR RESPECTIVE CAMPUS LEADERSHIP TEAMS, AND WE'LL TAKE 5-10 STUDENTS FROM EACH SECONDARY CAMPUS WHO ALSO ARE SELECTED BY THEIR RESPECTIVE LEADERSHIP TEAMS, AND THOSE STUDENTS WILL BE SELECTED FROM VARIOUS ORGANIZATIONS, LEADERSHIP GROUPS ON CAMPUS AND ATHLETIC CLUBS.

THE BOARD ADVISORY COUNCIL WILL PROVIDE A STRATEGIC INITIATIVES COMMITTEE MEMBERS WITH THE OPPORTUNITY TO CHECK IN ON DISTRICT MATTERS BY GATHERING FIRST-HAND INFORMATION FROM THE STUDENTS, AND THEY WILL MEET WITH THE BOARD ADVISORY COUNCIL QUARTERLY, AND THEY'LL MEET BY FIFTH GRADE STUDENTS, MIDDLE SCHOOL STUDENTS, AND HIGH SCHOOL STUDENT LEADERS.

THIS YEAR THOUGH, AGAIN, THIS IS WHERE WE'RE PILOTING THE STUDENT SCHOOL BOARD TRUSTEE PROGRAM, AND WHAT WE'LL DO IS WORK WITH THE BOARD OVER THE SUMMER AFTER WE HAVE A COUPLE OF MONTHS UNDER OUR BELT AND WE'LL DETERMINE HOW DO WE MAKE SURE THAT THIS GROUP IS REPRESENTATIVE? HOW DO WE MAKE SURE THAT ALL KIDS HAVE ACCESS TO THE OPPORTUNITY TO PARTICIPATE, WILL WORK ON ALL THOSE DETAILS.

BUT WHAT WE WANT TO DO NOW IS GET STARTED AND THEN WE'LL FIGURE OUT AS WE GO THROUGH THE PILOT.

THERE'S NO END TO HOW FAR THAT RIPPLE EFFECT CAN GO FOR THE INDIVIDUAL STUDENTS AND THE ONES THEY CAN TOUCH.

THERE WERE 17 RESPONDENTS, FOUR OF THOSE 17 RESPONDENTS HOLD THE CLASSIFICATION OF SMALL BUSINESS ENTERPRISE, WOMEN OWNED BUSINESSES ENTERPRISE, MINORITY BUSINESS ENTERPRISE, AND HISTORICALLY UNDERUTILIZED BUSINESS.

THE PERIOD OF PERFORMANCE IS FROM THE DATE OF THE AWARD TO JUNE 30TH, 2023.

WE WILL ALSO BE ABLE TO, TRUSTEE DAVIS, RENEW THIS BID IN THE EVENT THAT THERE'S A NEED FOR ADDITIONAL CHROMEBOOKS FOR FOUR YEARS IN ONE-YEAR INCREMENTS.

THE AWARDED VENDOR, THIS IS REALLY IMPORTANT, THIS POWERS AS A GREAT JOB OF MAKING SURE THAT WE LOCK IN THE PRICE FOR AT LEAST 180 DAYS.

WE TOOK A REALLY DEEP DIVE AND MR. CAMPBELL AND HIS TEAM ARE REALLY RESPONSIBLE FOR THE EXCELLENCE IN THIS PARTICULAR ENDEAVOR.

WHAT WE FOUND IS THAT OUR MIDDLE SCHOOL, OUR SECONDARY LEVELS THERE IS SOME KNEE THERE.

WHAT WE FOUND IS THAT WE'VE ISSUED 3,340 CHROMEBOOKS WITH THE STUDENT ENROLLMENT BEING APPROXIMATELY 3,685, SO A VARIANCE OF ABOUT 345, BUT THAT'S STILL 91 PERCENT.

HIGH SCHOOL YOU'LL SEE THE REFERENCE THERE TO THE 4,760 CHROMEBOOKS, THE STUDENT ENROLLMENT BEING 5,330.

AGAIN, THAT VARIANCE THERE, BUT WE'RE STILL RUNNING ABOUT 89 PERCENT.

PRE-COVID, THINKING BACK WHAT FEELS LIKE A LIFETIME AGO, WE WERE MAKING THE SHIFT AWAY FROM ONE-TO-ONE DEVICES FOR STUDENTS AT THE MIDDLE SCHOOL LEVEL AND SHIFTING TO CHROMEBOOK CARTS IN THE CLASSROOM.

BECAUSE WHAT WE FOUND FROM TEACHERS, WHAT WE FOUND FROM PRINCIPALS IS THAT BECAUSE STUDENTS IN MIDDLE SCHOOL LEVEL WEREN'T NECESSARILY BRINGING THEIR DEVICES BACK-AND-FORTH EVERY DAY THAT WAS A CHALLENGE FOR INSTRUCTION.

THEN COVID HIT, SO WHAT WE DID WAS WE TOOK THOSE CARTS APART AND WE SENT THOSE HOME WITH STUDENTS, AND SO NOW AS AN ARTIFACT OF THAT COVID TIME PERIOD, STUDENTS AT MIDDLE SCHOOL STILL HAVE THAT ONE-TO-ONE DEVICE RATIO, BUT WE'RE SEEING THE SAME ISSUES NOW THAT WE TRY TO ADDRESS PRE-PANDEMIC.

BASED ON THE SURVEY RESULTS FROM OUR PRINCIPALS, APS, AND INSTRUCTIONAL SPECIALIST AT THE MIDDLE SCHOOL LEVEL, ONE WAY THAT WE'RE REALLY TRYING TO ADDRESS THE ROOT CAUSE OF THE SHORTAGE IS THAT SHIFT BACK TO PROVIDING CARTS OF CHROMEBOOKS IN THE CLASSROOM SO THAT THEY'RE AVAILABLE FOR ALL STUDENTS, ALONG WITH A CHECKOUT SYSTEM FOR STUDENTS WHO DO NEED THOSE FOR HOME USE.

JUST REALLY WHAT WE'RE FINDING THAT THIS SIXTH OR EIGHTH GRADE LEVEL IS IT'S MUCH MORE EFFECTIVE TO HAVE THOSE DEVICES AVAILABLE AT SCHOOL AND AVAILABLE ON A CHECKOUT BASIS AS OPPOSED TO STUDENTS JUST TAKING THEM BACK AND FORTH.

WHAT WE'RE ADDRESSING HERE IS REALLY A SYMPTOM AND THE WORK THAT WE'RE DOING RIGHT NOW TO TRY TO MAKE THOSE AVAILABLE ON CARTS IS WHAT WE SEE IS THE ROOT CAUSE.

THAT REPORT COMES AS A RESULT OF SINGLE AUDITS WE PERFORMED OVER MAJOR PROGRAMS. THE MAJOR PROGRAMS THAT WE TESTED THIS YEAR INCLUDE THE ESSER FOR SHORT, THE ELEMENTARY AND SECONDARY SCHOOL EMERGENCY RELIEF FUND ESSER II AND ESSER III, AS WELL AS THE EMERGENCY CONNECTIVITY FUND PROGRAM.

AS FAR AS THE FINANCIAL HIGHLIGHTS, WE'LL START WITH THE GENERAL FUND, AS MS. ADRIAN MENTIONED EARLIER, THE ENDING FUND BALANCE AS OF JUNE 30TH, 2022 IS APPROXIMATELY 44 MILLION.

THE FUND BALANCE, WHICH EQUATES TO ABOUT 27 PERCENT OR THREE MONTHS OF CURRENT EXPENDITURES.

OF THAT 44 MILLION, THERE IS APPROXIMATELY 42 MILLION AS UNASSIGNED.

IN A LATER SLIDE WE'LL SHOW GENERAL FUND BALANCE HAS REMAINED MATERIALLY CONSISTENT OVER THE PAST 5-6 YEARS.

THIS YEAR, ACTUAL EXPENDITURES CAME UNDER THE REVISED BUDGET BY APPROXIMATELY $10 MILLION.

THOSE EXPENDITURES WERE APPROXIMATELY $164 MILLION.

REVENUES EXCEEDED EXPENDITURES BY APPROXIMATELY 1.6 MILLION.

THIS IS MOSTLY ATTRIBUTABLE TO STATE FOUNDATION REVENUE THAT COMES FROM VARIOUS ALLOCATION ADJUSTMENTS, PROPERTY VALUE AUDITS, AND THINGS LIKE THAT THROUGHOUT THE YEAR.

AS FAR AS LOOKING AT THE BUDGETS THROUGHOUT THE YEAR, BUDGET AMENDMENTS ARE APPROVED AND BASED ON FINAL BUDGETED AMOUNTS, TOTAL REVENUES CAME IN ABOUT $278,000 MORE THAN BUDGETED, AND TOTAL EXPENDITURES CAME UNDER APPROXIMATELY $10 MILLION.

AS I MENTIONED, TOTAL FUND BALANCE IS APPROXIMATELY 10 MILLION, THE BUDGET.

THIS SLIDE, WE WANT TO SHOW YOU HOW FUND BALANCE HAS TRENDED OVER THE PAST 5-6 YEARS.

LIKE I SAID, IT'S REMAINED MATERIALLY CONSISTENT EVERY YEAR, STARTING IN ABOUT 2020 YOU CAN SEE AN UPTICK MOSTLY RELATED TO THE INFLUX OF ADDITIONAL FUNDING RELATED TO THE CORONAVIRUS.

THAT'S WHY YOU SEE THAT START IN 2020.

AGAIN, AS OF JUNE 30, 2022, FUND BALANCE REPRESENTS ABOUT 27 PERCENT OF EXPENDITURES.

THE NEXT AREA WE WANTED TO TALK ABOUT IS CAPITAL PROJECT FUNDS.

AS OF JUNE 30TH, CASH WAS APPROXIMATELY $55 MILLION, WHICH CONSISTS MAINLY OF UNSPENT BOND PROCEEDS AND THE ENDING FUND BALANCE IN THAT FUND IS APPROXIMATELY $49 MILLION, WHICH IS RESTRICTED FOR CAPITAL AND MAINTENANCE PROJECTS.

THROUGHOUT THE YEAR, MAJOR CAPITAL PROJECTS THAT WERE IN PROCESS DURING THE YEAR ARE SHOWN UP HERE WITH TWO MAJOR PROJECTS BEING COMPLETED AND THAT WAS THE CAREER TRAINING EDUCATION CENTER AND THE INDOOR PRACTICE FACILITY.
