THE FEATURE INCLUDED A PICTURE OF OUR SUNDAY IN CROWLEY ISD AND IT'S SHARED A FACT THAT OUR SPECIALISTS ROTATE THROUGH GRADE LEVELS, CO-TEACHING, STIMULATING LESSONS.
[APPLAUSE] ALSO ON LAST SATURDAY, JANUARY 20TH, THE JUNIOR LEAGUE OF FORT WORTH HOSTED THEIR FIRST ANNUAL IN HER BOOTH, 5K RUN AND ONE MILE WALK.
I AM THE PROUD CREATOR OF THE EVENT AND I WAS SO PROUD TO HAVE THE SUPPORT OF MY CISD FAMILY PRESENT.

WHILE DELIVERY OF THE PROGRAM IS VIDEO GAMING, THERE'S NEW EVIDENCE THAT SHOWS THAT A WELL PLAYED ESPORTS PROGRAM CAN HELP DRIVE THE STEM PROGRAM WITH MANY SKILLS SUCH AS TEAMWORK AND PROBLEM SOLVING, SCIENTIFIC METHODOLOGY, USING DATA AND EVIDENCE, AND AN INCREASED TECHNOLOGY PROFICIENCY.
WE CURRENTLY HAVE 56 STUDENTS ACTIVE WITH ESPORTS ATHLETES, AND THAT NUMBER KEEPS GROWING.
PLAYING A VARIETY OF SEVEN GAMES IN FOUR DIFFERENT LEAGUE, OUR ROCKET LEAGUE TEAM WHICH IS HERE TODAY QUALIFIED IN JUST OUR SECOND YEAR OF EXISTENCE TO PLAY IN THE VANTA LEAGUE STATE TOURNAMENT, WHICH TOOK PLACE IN DUNCAVILLE IN THE ESPORTS ARENA.
OUT OF 56 TEAMS, VANTA TOOK THE TOP 16 TEAMS WHICH WE PLACE IN, AND WE WON ALL THE MATCHES UP TO THE FINAL FOUR WHICH THEY HELD IN PERSON.

I KNEW THAT IT MEANT THAT OUR STUDENTS HAD REACHED THEIR GOAL AND THAT WAS JUST GOING TO DRIVE THEM TO BELIEVE IN THEMSELVES MUCH MORE.

IN EDUCATION, THAT'S THE CHAMPIONSHIP.
WE REALLY WON THE CHAMPIONSHIP AND IT WAS AMAZING FOR THE KIDS TO SEE WHAT THEY CAN ACCOMPLISH NO MATTER WHAT SITUATION, WHAT THEIR HOME LIFE IS.

EVERYONE WAS PUSHING FORWARD, EVEN IF THAT MEANT THAT CERTAIN THINGS NEEDED TO BE CHANGED OR CATERED TO THOSE SPECIFIC CLASSROOMS OR SPECIFIC PROGRAM.

IT WAS JUST AN EXTRAORDINARY CIRCUMSTANCE.

WE ARE A MEMBER OF SEVERAL NATIONAL, STATE, AND AUTHORIZED PURCHASING COOPERATIVES ALONG WITH INNER LOCAL AGREEMENTS.
NOT ALL PROVIDE REBATE OPPORTUNITIES, BUT THE ONES THAT DO I SIGNED IT.

OUR SON IS IN HIS 18TH GOING ON TO 19TH YEAR AS A US MARINE STATION AT PENDLETON, AND OUR YOUNGEST DAUGHTER IS IN SALES IN BURLESON.
THIS DISTRICT HAS DONE A LOT FOR OUR FAMILY AND FOR THE THINGS THAT WE BELIEVE IN.
I HAD SEVERAL THINGS WRITTEN DOWN, THOSE I'M NOT SURE I'LL GET THROUGH IT.
I'M A SUBSTITUTE TEACHER AFTER I FINISHED A 40-YEAR CAREER IN HEALTHCARE, AND I'M TEACHING IN THE FORT WORTH SCHOOL DISTRICT.
THE CROWLEY SCHOOL DISTRICT HAS BEEN AMAZING, BUT I HAD AN UNFORTUNATE THING HAPPEN TO ME.
A STUDENT ACCUSED ME OF DOING SOMETHING THAT WASN'T TRUE, AND I SEE STUDENTS THAT ACT UP AND I SEE NOT MUCH DISCIPLINE BEING DONE TO THEM.
I SEE IT HURTING OUR GOOD STUDENTS BECAUSE 90 PERCENT OF OUR STUDENTS ARE GOOD.
I WANT TO WORK WITH THE SCHOOL DISTRICT, PROPOSED THAT I WORK WITH YOU OR DO SOMETHING TO MAKE SURE THAT THERE'S A DETERRENT FOR KIDS TRYING TO RUN PEOPLE'S LIVES AND DISRUPTING THE REST OF THE CHILDREN THAT ARE HERE TO LEARN.
IT'S SUCH A GOOD SCHOOL DISTRICT, BUT IT DOESN'T TAKE ABOUT THOSE TWO PERCENTERS AND WE TALKED ABOUT IT.
THOSE TWO PERCENTERS DISRUPT THE LEARNING ENVIRONMENT FOR THE REST OF OUR CHILDREN.
I THINK THIS IS AN OPPORTUNITY FOR US TO GET EVEN BETTER THAN WE ARE.

BUT JUST TO PROVIDE SOME CONTEXT FOR THAT, FROM THAT DATE IN OCTOBER TILL NOW, WE HAVE INCREASED SO THAT WE ARE NOW AT 16,915 STUDENTS.
THIS GROWTH HAS RESULTED IN SEVERAL GRADE CLOSURES THAT THE ELEMENTARY LEVEL.
WHEN A CLASS REACHES 22 TO ONE RATIO AT PRE-K THROUGH 4TH, OR 24 AND 1 AND 5TH GRADE, THAT CLASS IS CLOSED.
THEN WHEN STUDENTS COME TO ENROLL AND THEY DON'T HAVE ROOM AT THAT CAMPUS FOR THAT GRADE LEVEL THAT'S CONSIDERED CLOSE.

MY EXPERIENCE WITH THIS COMMITTEE HAS BEEN ABSOLUTELY AMAZING.
I LEARNED MORE ABOUT MONEY AND FINANCES THAN I THOUGHT I EVER WOULD.
[LAUGHTER] I LEARNED HOW BOND PACKAGES ARE FORMED AND EVERY SINGLE COMPONENT THAT GOES INTO IT.
I ALSO LEARNED ABOUT ALL THE CURRENT NEEDS THAT ARE CURRENTLY NEEDED AT CAMPUSES AND FUTURE NEEDS.
BEING A STUDENT ON THIS COMMITTEE WAS AN AMAZING EXPERIENCE.

WE WERE RESPECTFUL OF EACH OTHER'S TIME AND OPINIONS.
WE WERE COLLABORATIVE, WE CHALLENGED OURSELVES TO MAKE THE BEST DECISIONS FOR THE COLLECTIVE.
WE WERE SUPPOSED TO CONSIDER THE NEEDS OF ALL THE DISTRICTS STUDENTS SO THAT ALL STUDENTS THRIVE TODAY AND IN THE FUTURE.
WE WERE DILIGENT AND LOOKING AT EVERY UNIT AND FOCUSING ON THE BIG PICTURE.
WE REPRESENTED THE PRIORITIES AND EXPECTATIONS AND VALUES OF THE ENTIRE COMMUNITY.
THIS COMMITTEE WAS COMPRISED AS YOU SAW EARLIER, OF COMMUNITY LEADERS, PARENTS, STUDENTS, FACULTY, AND MANY, MANY MORE.
IT WAS AN UNPRECEDENTED GROUP OF RESOURCES FOCUSED ON ONE COMMON GOAL.
WE USED FACTS AND DATA TO MAKE INFORMED DECISIONS.
WE WERE FURNISHED WITH AN ORDINATE AMOUNT OF DATA, INCLUDING HISTORICAL, STATISTICAL, VISUAL CONTENT THAT WAS CRITICAL IN OUR DECISION MAKING PROCESS.
WE STRIVED FOR EXCELLENCE AND EQUITY OF FACILITIES.
WE DEVELOPED SHORT AND LONG TERM GOALS.
FOR ME, MY HISTORY HAS ALWAYS BEEN FOCUSED ON CORE COMPETENCIES THAT RESONATE NOT ONLY IN YOUR PERSONAL LIFE, BUT ALSO IN YOUR PROFESSIONAL LIFE.
WE FOCUSED ON CORE COMPETENCIES LIKE PRIORITY SETTING, DEALING WITH AMBIGUOUS SITUATIONS, TIME MANAGEMENT.
ALL OF THESE THINGS WERE PARAMOUNT IN OUR PROCESS.
WE ESTABLISHED A PRIORITY RATING SYSTEM OF 1, 2 OR 3 FOR EACH PROJECT JUST BASED ON OUR NEEDS ASSESSMENT ALONE.
IN OUR FIRST MEETING, WE WERE FOCUSED ON PROCESS, TIMELINE, VISION, AND GOALS.
WE WERE INSTRUCTED AT THE BEGINNING OF EVERY MEETING WHAT OUR PURPOSE WAS AND WHAT THAT END GOAL WAS, INCLUDING WE HAD GROUND RULES.
ONE SPEAKER AT A TIME, RESPECT FOR THE SPEAKER, LISTEN TO THE INTENT TO LEARN AND TO CONTRIBUTE AND TO ENGAGE.
THIS WAS A WONDERFUL REMINDER OF WHAT WE NEEDED TO STAY FOCUSED ON AND THE OBJECTIONS.
EVERY MEETING WAS ORCHESTRATED FLAWLESSLY.
WE RECEIVED AN AGENDA AND THE APPROPRIATE TOOLS FOR THE MEETING TO ENSURE WE WERE PRODUCTIVE.
YOU KNOW CHOCOLATE ON THE TABLE WAS A NICE LITTLE ADDED BONUS, BY THE WAY.
THE OTHER THING THAT I REALLY LIKED WAS THE GRADIENT OF DECISION MAKING MODEL, THAT WAS PRETTY OUTSTANDING BECAUSE IT GAVE US THE OPPORTUNITY TO BE HONEST WITH OUR VOTE.
WE HAD EIGHT DIFFERENT OPTIONS TO CHOOSE FROM, FROM ENDORSEMENT, TO AGREEMENT WITH RESERVATION, STAIN OR BLOCK.

WE REVIEWED THE 2007 BOND AND WE WERE PROVIDED WITH AN ENTIRE SUMMARY OF THE VARIOUS PHASES, THE THREE PHASES THAT WERE PRESENTED TO US.WE TALKED ABOUT SCHOOL FINANCE 101, AND YES, IT IS COMPLICATED.
I COME FROM A FINANCE BACKGROUND AND I SAID, YEAH, THIS IS COMPLICATED.
BUT WHAT WE LEARNED WERE THERE ARE TWO FACTORS THAT DRIVE SCHOOL FINANCE, STUDENT ENROLLMENT AND PROPERTY VALUES.
WE RECEIVED THE ENROLLMENT GROWTH IN OUR PACKET, PROPERTY VALUE GROWTH TAX RATES AND FUNDING.
LASTLY, WE FOCUSED ON IN OUR SECOND MEETING, THE DEMOGRAPHIC REPORT.
THIS REALLY OPENED OUR EYES TO THE ANTICIPATED GROWTH THAT WE'RE GOING TO HAVE HERE IN OUR SCHOOL DISTRICT.
FURTHERMORE, WHAT WE EXPECT IN TERMS OF HOUSING GROWTH IS SIGNIFICANT.
WE ALSO TOURED THE FACILITIES.
WE TOURED SEVERAL SCHOOLS AND THIS WAS ENLIGHTENING.
SOME OF THE AMENITIES IN THE SCHOOLS NEED AN UPGRADE AND SOME OF THEM NEEDED SOME REPAIR.
WE IDENTIFIED SAFETY AND SECURITY NEEDS, LOGISTICAL NEEDS, ETC.
BUT THAT BEING SAID, IT WAS CLEAR TO US THAT WE NEEDED TO SOLICIT MORE STAKEHOLDER INPUT FOR WHAT MORE THAN WHAT OUR COMMITTEE COULD AFFORD TO DO.
IT JUST WAS PRUDENT FOR US TO REACH OUT TO OTHER PEOPLE IN A COMMUNITY.
MR. KIRSCHNER AND I HAD A CONVERSATION AND SAID, HEY, LISTEN LET'S PUT TOGETHER A SURVEY AND GET IT OUT TO THE PEOPLE WHO ARE LIVING THIS EVERY DAY, WHICH WAS INCLUSIVE OF TEACHERS, ADMINISTRATORS, STUDENTS ETC AND I THINK THE RESULTS WERE PRETTY AMAZING.

THAT THEY'D HEAVILY IN MY MIND AND I'M SURE MANY OF OUR OTHER COMMITTEE MEMBERS FELT THE SAME.
IN MEETING NUMBER 5, WE MET WITH THE FINANCIAL ADVISOR, HILLTOP SECURITIES CAME TO SHARE WITH US THEIR EXPERTISE ON BOMBED INFORMATION AND THEIR ANALYSIS.
PREVIOUS BONDS ARE DISCUSSED, WE DISCUSSED HOW CIZ TAX RATE IS A SECOND MOST AND IT HAD BEEN SINCE THE FISCAL YEAR OF 1993.
TRUST ME, WHEN I SHARED THAT, WE WERE ALLOWED TO ASK THE QUESTION, WE KNEW THE COMMUNITY WANTED US TO ASK.

YEAH, WE HAD THE COMMUNITY MEMBERS THERE.
THEY HEARD ALL OUR VOICES AND THE ALTERNATIVES.
BUT IN MY CASE, I FELT LIKE THEY HEARD THIS CROWLEY ISD MUM WITH FOUR SPECIAL NEEDS LATINO KIDS IN THE DISTRICT.
IT MADE ME VERY HAPPY FOR THE FUTURE THAT MY 10-YEAR OLD TRIPLETS STILL HAVE A GOOD AMOUNT OF THE TIME WHEN THE SCHOOLS AND I'M SURE THEY'RE GOING TO SEE A LOT OF WHAT TIME AND ENERGY THAT WE ALL PUT IN THIS MEETING.
IT MADE FOR ME MEETING NUMBER 6 TO BE A LOT MORE SMOOTHER CONVERSATIONS AS WE VOTED AND HELPED IN CREATING THIS BOND PACKAGE WITH THE COAL VOICE, WE DID A SWAT ANALYSIS AND LASTLY, WE CELEBRATED, MANY DEDICATED HOURS BY MANY PEOPLE TO BE ABLE TO ACCOMPLISH THIS TOGETHER.

MOST OF THOSE WERE CLASSROOM. THAT NATURE.
LAST ONE, CROWLEY HIGH SCHOOL REPLACEMENT.
I SAW THAT I FELT LIKE I WAS LOSING PART MY ARM OR PART OF MY BODY.

WHAT WE DID WAS WE BEGAN TO LOOK AT SOME OTHER THINGS THAT WE WERE DOING AND DECIDED THAT WE COULD ACTUALLY CREATE THE CLASSROOMS ON THIS SIDE, THEN THESE CLASSROOMS WOULD ALLOW US TO USE THIS FACILITY THROUGHOUT THE WEEK ON A REGULAR BASIS, AND ALSO STILL HAVE THIS PERFORMING FINE ARTS CENTER TO BE USED WHEN PERFORMANCES OCCUR.
IT'S A BETTER USE OF THE FACILITY.
IT CALLS US TO INCREASE THE CLASSES THERE ON THAT SIDE.
WE CALL IT THE INNOVATIVE LEARNING CENTER BECAUSE WE WANTED TO LEAVE IT AS FLEXIBLE FOR US TO HAVE SOME MORE BRAINSTORMING AND PLANNING.
THERE ARE SEVERAL P-TECH OPPORTUNITIES.
WHAT P-TECH STANDS FOR IS THAT IT'S P-TECHS ARE PROGRAMS THAT ARE DESIGNED TO END UP WITH A FREE CERTIFICATION ON COLLEGE CREDIT.
WE'RE IN THE PROCESS WITH ACHIEVING OR RECEIVING ANOTHER GRANT WHICH IS AN INNOVATIVE GRANT, WE DESIGN WHAT THE PROGRAM IS,

AND SO THE FUTURE GROWTH OF THE DISTRICTS IS PROJECTED, SEEING THE DEMOGRAPHER'S REPORTS.

OBVIOUSLY, IF THOSE NEW HOMES ARE BUILT, THAT'S GOING TO ADD A NEW VALUED ROLE AND NEW STUDENTS HERE.IF YOU GET THOSE HOMES, WE'VE GOT SOME ASCII BUILDING, THE STRUCTURE ITSELF.
THE INCREASE IN THE TAX BASE WILL ALLOW YOU TO BORROW MONEY THROUGH BONDS FOR NEW PROJECTS AND FACILITIES.
WE FEEL COMFORTABLE THAT THE DISTRICT CAN CERTAINLY AFFORD THE BILLION-PLUS DOLLAR ELECTION THAT YOU'RE CONTEMPLATING AND KEEP IT AT THAT BUSINESS TAX RATE.
AND IF FOR WHATEVER REASON THE GROWTH DOES NOT COME TO FRUITION AT THE PACE THAT WE'RE EXPECTING.
WE WOULD JUST SLOW DOWN THE ISSUANCE BECAUSE THERE'S A LOT OF CERTAINTY WITH WHAT WE ISSUE EVERY YEAR.
EACH YEAR AT THE END OF JULY, WE'RE GOING TO GET THE DISTRICT'S CERTIFIED VALUE FROM THE PARENT APPRAISAL DISTRICT.
AND WE'RE GOING TO KNOW HOW MUCH CAPACITY WE ARE NOT ALLOWED TO GO ABOVE THAT LEVEL.
WE'RE GOING TO STAY AT THAT LEVEL OF ISSUE.
HOPEFULLY, IT'S AN AMOUNT THAT CAN MAKE SURE THAT WE MEET ALL OF THE CONSTRUCTION DEADLINES OR INSTRUCTION PROJECTIONS THAT THE DISTRICT HAS.
IF THE GROWTH IS A LITTLE BIT SLOWER, MAYBE THAT MEANS THE STUDENTS HAD TO COME IN AS QUICKLY AND MAYBE WE ISSUED OVER AN EXTRA YEAR TWO.
WE DO FEEL GOOD ABOUT THE ASSUMPTIONS WE'VE USED.
WE FEEL GOOD ABOUT CONSTRUCTION.

WHAT IS OUR INTERIM PLAN TO MAKE SURE THAT THERE ARE FACILITIES AVAILABLE WHILE WE'RE WAITING ON ADDITIONAL GROWTH?

AS WE DEVELOPED THOSE, OUR MAIN GOAL IS INCREASING INSTRUCTIONAL TIME BUT ALSO OUR PROFESSIONAL DEVELOPMENT AND LONG-TERM PLANNING TIME FOR OUR TEACHERS AND STAFFING.

WE'LL BE SCHEDULING THOSE ON TIMES, WE'LL PLEASE GET WITH MS. MATAVO, IF YOU ARE INTERESTED IN GOING.
THE DATE IS THAT CORRECT? THERE WERE 21ST.
THEY ACTUALLY THEN IT'S FEBRUARY 21ST.
WE'LL ACTUALLY BE GOING DOWN ON FEBRUARY 20TH.

THERE ARE REALLY FIVE AREAS THAT WE HAVE IDENTIFIED INTERNALLY, THAT WILL BE FOCUSED ON, NUMBER 1, OF COURSE IS SCHOOL SAFETY.
NUMBER 2, HB 4545, WHICH DEALS WITH THE EXTENDED LEARNING AND ENSURING THAT FUNDING IS STILL APPLIED FOR THAT.
WE ALSO WILL BE ADVOCATING FROM A DISTRICT STANDPOINT.
WE LIKE US TO LOOK AT LEGISLATION DEALING WITH ENROLLMENT AND TRYING TO PUSH THE SEAT OF ADAS CALCULATED ON ENROLLMENT.
THAT'S BECAUSE OUR EXPENSES ARE ALL TIED TO ENROLLMENT.
BUT THE REVENUE THAT WE GET FROM THE STATE IS TIED TO ADA, WHICH IS THERE'S A GAP IN THOSE TWO.
WE WANT TO BRING THOSE MORE IN LINE.
ALSO THE BALLOT LANGUAGE, AS WE GET DOWN FURTHER INTO THE BAN OF PROCESS, WHAT YOU WILL SEE IS THAT THE BALLOT IS REQUIRED TO SAY THAT THE ACTION THAT WE'RE TAKING IS A TAX RATE INCREASE.
HOWEVER, THE BOND THAT WE'RE PROPOSING IS NOT A TAX RATE INCREASE.
THERE WILL BE NO IMPACT ON YOUR TAX RATE AS A RESULT OF THE BOND.
BUT THERE'S LEGISLATION RIGHT NOW THAT FORCES US TO HAVE TO PUT THOSE IN THE LANGUAGE ON THE VALUE.
THAT'S SOMETHING THAT I FEEL LIKE WE NEED TO REALLY ADVOCATE TO GET THAT REMOVED, AND SO WE WANT TO HAVE AN IMPACT.

WE BELIEVE THAT MENTAL HEALTH IS AN ISSUE THAT WE ALL NEED TO ADDRESS.
WE ALSO BELIEVE THAT WITH THE STATE HALVING THE AMOUNT OF SURPLUS THAT THEY HAVE TODAY, THAT'S PUTTING FONTS INTO MENTAL HEALTH IS AS IMPORTANT AS IT IS PUTTING FUNDS INTO POLICE IN SCHOOLS.
WE FEEL LIKE THERE IS A NEED FOR MENTAL HEALTH FUNDING, THEIR NEED FOR COUNSELING, THEIR NEED FOR OTHER PREVENTATIVE MEASURES AS WELL.
THOSE ARE FIVE AREAS THAT WE HAVE IDENTIFIED, HOWEVER, WE'LL BRING THOSE AREAS TO THE BOARD COMMITTEE.
THE BOARD COMMITTEE WILL HAVE CONVERSATIONS I THE END BY THE TIME THAT YOU'RE READY TO GO ON THE 21ST, WILL HAVE VERY CLEAR AREAS THAT WE HAVE DECIDED ARE IMPORTANT TO US.
