[3.0 Report Item(s)]
REVIEW DEPARTMENT PRESENTATION, STUDENT SERVICES AND ATHLETICS DEPARTMENT.MR. VICE PRESIDENT AND BOARD MEMBERS, WE ARE DEFINITELY EXCITED TO REPORT ON THIS ITEM.
THIS IS OUR STUDENT SERVICES REPORT, SPECIFICALLY OUR ATHLETIC DEPARTMENT.
AND SO WE'RE DEFINITELY EXCITED TO HAVE MR. MOFFITT HERE TO SHARE WITH US THE REPORT FOR THE ATHLETIC DEPARTMENT.
MR. MOFFITT. GOOD EVENING VICE PRESIDENT, MEMBERS OF THE BOARD, DR.
IT IS WITH GREAT PRIDE THAT I BRING BEFORE YOU THE ATHLETICS UPDATE, WHICH INCLUDES SOME ATHLETIC ACCOLADES AND MILESTONES FOR OUR STUDENT ATHLETES AND OUTSTANDING COACHES HERE IN CROWLEY ISD.
TRUSTEE I'D LIKE TO BEGIN BY THANKING YOU FOR YOUR SUPPORT.
THIS YEAR AS A DEPARTMENT, WE SET A GOAL.
WE SET A GOAL TO INCREASE STUDENT PARTICIPATION IN ATHLETICS.
IF YOU'LL SEE HERE, BASED ON THE DIAGRAM FROM THE CHART HERE IN 2021 AND 22, WE HAD 1941 STUDENTS THAT WERE PARTICIPATING IN ATHLETICS IN CROWLEY ISD.
WE WERE ABLE TO INCREASE THAT NUMBER TO 2360.
WE NOT ONLY MET OUR GOAL FOR INCREASING PARTICIPATION.
WE REACHED 30.3% FOR STUDENT PARTICIPATION IN ATHLETICS IN CROWLEY ISD.
THAT'S A 419 STUDENT INCREASE, WHICH IS 18 COUNTS FOR 18%.
WE KNOW THAT WHEN STUDENTS ARE INVOLVED IN EXTRACURRICULAR ACTIVITIES, THEY BECOME MORE ENGAGED AND A MORE ENGAGED STUDENT BRINGS ABOUT A MORE ENGAGED CAMPUS, WHICH IMPACTS CULTURE AND CLIMATE ON THE CAMPUS.
SPORTS HAVE A POWER TO CHANGE THE WORLD.
THE POWER TO UNITE PEOPLE IN A WAY THAT LITTLE ELSE DOES.
IT SPEAKS TO YOUTH IN A LANGUAGE THEY UNDERSTAND.
SPORTS CAN CREATE HOPE WHERE THERE ONCE WAS ONLY DESPAIR.
IT IS MORE POWERFUL THAN GOVERNMENT IN BREAKING DOWN RACIAL BARRIERS.
AT LAST, IN THE FACE OF ALL TYPES OF DISCRIMINATION, SPORTS IS A GAME OF LOVE.
WE HAVE RAISED OUR PARTICIPATION FOR STUDENTS THAT RECEIVE SERVICES AND SPECIAL SERVICES.
AND CURRENTLY 51% OF THE STUDENTS AT THE SECONDARY LEVEL THAT RECEIVES SPECIAL SUPPORTS AND SPECIAL SERVICES ARE PARTICIPATING IN ATHLETICS.
NOT ONLY HAVE WE WORKED ON WAYS TO INCREASE PARTICIPATION AND INCLUSIVITY, OUR COACHES AND STUDENT ATHLETES HAVE BEEN WORKING HARD TO BRING HOME ALL THE HARDWARE THAT YOU SEE BEFORE YOU.
[00:10:03]
LET'S GIVE THEM A ROUND. WE CURRENTLY AND CURRENTLY WE STILL HAVE COMPETITION SEASON STILL TAKING PLACE WITH TRACK AND SOFTBALL AND BASEBALL.BUT RIGHT NOW AT THIS POINT, WE HAVE FIVE DISTRICT CHAMPIONSHIPS.
NORTH CROWLEY FOOTBALL COACH RAY GAINES.
NORTH CROWLEY MEN'S BASKETBALL COACH TOMMY CRAWFORD.
NORTH CAROLINA WOMEN'S BASKETBALL COACH LORI SHEDD.
NO. CROWLEY MEN'S SOCCER COACH.
BROWNING STUFF. AND COACH WITH CROWLEY WOMEN'S TRACK AND FIELD COACH KRYSTAL THOMAS.
SHE'S. SHE'S STILL THERE IN THE DISTRICT.
THE DISTRICT ON LAST DAY SO SHE'S.
IN THOSE KIDDOS GOING IN ADDITION TO THE DISTRICT CHAMPIONSHIPS.
THEY WERE DISTRICT RUNNERS IN DISTRICT.
THAT MADE A PLAYOFF APPEARANCE AS WELL.
NOT ONLY DISTRICT CHAMPIONSHIPS, WE'VE ALSO ACCUMULATED FIVE REGIONAL APPEARANCES.
NORTH CROWLEY MEN'S AND WOMEN'S BASKETBALL.
CROWLEY WOMEN'S CROSS COUNTRY AND NORTH CROWLEY SWIM.
IN ADDITION TO THAT, WE HAD A STATE QUALIFIER FOR THAT NORTH CROWLEY SWIM TEAM.
SO WE'RE SO PROUD OF THE WORK THEY'RE DOING.
WE TRULY BELIEVE ATHLETICS IS A PATHWAY TO ACADEMIC SUCCESS.
CURRENTLY, AGAIN, I STATED BEFORE, WE'RE STILL IN THE COMPETITION SEASON, BUT CURRENTLY CROWLEY ISD HAS 54 STUDENT ATHLETES WHO WERE DESIGNATED AS DISTRICT THREE, SIX EIGHT ALL ACADEMIC TEAMS AND SHE.
AND WHAT THAT IS, THAT MEANS THAT THAT FOR THAT ALL STATE, A STUDENT MUST HAVE GOOD CHARACTER, BE A SENIOR AND HAVE A 90 AVERAGE OF 92.
ATHLETIC PERFORMANCE MONITORING.
ATHLETICS IS TRULY A PATHWAY TO ACADEMIC SUCCESS.
AS I STATED EARLIER, THAT PARTICIPATION IN EXTRACURRICULAR ACTIVITIES BECOME MORE WHEN STUDENTS PARTICIPATE, THEY BECOME MORE ENGAGED STUDENTS. SOME OF OUR AGAIN, OUR COMPETITIVE SEASON IS STILL UNDERWAY AND WE'RE WORKING HARD.
A GOOD COACH WILL ALWAYS TELL YOU THAT PREPARATION IS PARAMOUNT.
WE AS A DISTRICT ARE PREPARING OUR STUDENT ATHLETES TO SEIZE ALL ACADEMIC AND ATHLETIC POSTSEASON OR POST GRADUATION ENDEAVORS VIA RECRUITMENT SEMINARS CONDUCTED BY OUR RECRUITMENT COORDINATORS ON OUR CAMPUS AT EACH HIGH SCHOOL ATHLETIC SIGNING DAYS TO CELEBRATE THE HARD WORK AND COMMITMENT OF THOSE STUDENTS THAT ARE SELECTED TO COMPETE ATHLETICALLY AT THE NEXT LEVEL.
AND FINALLY, WE ARE DEVELOPING A UNIVERSAL MONITORING SYSTEM TO TRACK BEHAVIOR, ATTENDANCE AND GRADES FOR OUR STUDENTS TO ENSURE THAT THEY ARE READY AND PREPARED FOR WHATEVER PATHWAY THEY CHOOSE BEYOND HIGH SCHOOL.
WE HAD THREE HEAD COACHES IN CROWLEY ISD THAT WERE SELECTED AS COACH OF THE YEAR.
THIS DESIGNATION IS MADE BY THEIR PEERS.
OTHER COACHES IN DISTRICT THREE, SIX, EIGHT AND I'LL BEGIN WITH COACH BROWNING STUFF.
[00:15:02]
COACH THERE AT NORTH CROWD.WOMEN'S BASKETBALL COACH LARRY CROWDER.
SHE WAS ALSO SELECTED, UNABLE TO BE HERE WITH US.
THE ATHLETICS DEPARTMENT IS CURRENTLY DOING A BOOK STUDY WITH ALL OF THE CAMPUS ATHLETIC COORDINATORS ON THE JOHN MAXWELL BOOK ENTITLED LEADERSHIP IN CHAPTER ONE.
IT STATES, THE TRUTH IS THAT EVERY ADVANCE YOU MAKE AS A LEADER WILL REQUIRE A LEADERSHIP THAT CHANGES THE WAY YOU THINK, ACT AND LEAD.
YOU CANNOT BE THE SAME, THINK THE SAME AND ACT THE SAME.
IF YOU HOPE TO BE SUCCESSFUL IN A WORLD THAT DOES NOT REMAIN THE SAME.
WITH THAT BEING SAID, YOU CAN ONLY IMAGINE THE SHIFTS THAT COACH TOMMY BRACCO AFTER 24 DISTRICT CHAMPIONSHIPS, NUMEROUS REGIONAL TOURNAMENT APPEARANCES AND 700 WINS ON THE BASKETBALL COURT THAT HE'S HAD TO MAKE.
AND IN HIGH SCHOOL ATHLETICS, I WOULD LIKE TO ALLOW COACH TOMMY BRACCO TO COME AND SHARE BRIEFLY ABOUT HIS JOURNEY TO 700 WINS.
THANK YOU, MR. VICE PRESIDENT.
MEMBERS OF THE BOARD. DR. MCFARLAND.
AT THE SAME SCHOOL AT NORTH CROWLEY.
THAT AS AN ASSISTANT COACH AT CROWLEY HIGH SCHOOL.
THERE HAVE BEEN SO MANY CHANGES, SO MANY GREAT CHANGES OVER THOSE YEARS.
I'M JUST SO HONORED TO BE ABLE TO BE HERE TONIGHT.
MR. MOFFAT ASKED ME THE OTHER DAY IN OUR END OF THE YEAR MEETING, HE SAID, COACH, DO YOU HAVE A SUCCESSFUL SEASON? I WAS JUST KIND OF GRINNED AT HIM A LITTLE BIT.
I SAID, 31 WINS, YOU KNOW, NOT NOT MANY PEOPLE GET 20.
TO GET 31IN A YEAR IS PRETTY GOOD.
IT WAS THE NINTH TIME THAT WE HAD DONE THAT.
HE GAVE US A LITTLE BIT TOO MUCH CREDIT.
ONLY 21 DISTRICT CHAMPIONSHIPS IN THE 25 YEARS.
BUT BUT 21 ARE, I BELIEVE IT WAS OUR 11TH UNDEFEATED DISTRICT CHAMPIONSHIP.
AND OUR NINTH CONSECUTIVE DISTRICT CHAMPIONSHIP.
WE WON A DISTRICT CHAMPIONSHIP AT THE EIGHTH GRADE LEVEL, THE SUMMER CREEK MIDDLE SCHOOL.
WE WON OUR DISTRICT CHAMPIONSHIP, NINTH GRADE JV AND OUR VARSITY.
GAVE TO ME, THE REAL DEFINITION OF SUCCESS IS HOW CLOSE DID YOU COME TO GETTING THE MOST OUT OF EACH INDIVIDUAL TEAM? HOW MUCH HAVE YOU BEEN ABLE TO MOVE THE NEEDLE FOR EACH INDIVIDUAL STUDENT ATHLETE? AND I HAD TO LOOK AT IT AND SAID, YES, MR. MOFFITT, WE WERE VERY SUCCESSFUL THIS YEAR.
I APPRECIATE YOU GUYS HAVING ME BACK.
THANK YOU, COACH RYAN. WITH HARD WORK AND COMMITMENT ON THE PART OF A COLLECTION OF GREAT COACHES.
CROWLEY ISD HAS ACCOMPLISHED SOME GREAT WORK.
I WOULD LIKE TO FIRST INTRODUCE THE NEW CROWLEY HIGH SCHOOL HEAD FOOTBALL COACH AND ATHLETIC COORDINATOR, MR. CARLOS LYNN.
I'M A TRUE BELIEVER THAT THE GREATEST IMPACT TO AN ORGANIZATION OR A PROGRAM IS FIRST MADE AT THE MOST FOUNDATIONAL LEVEL.
IN HIS VERY SHORT TIME IN BEING HERE I'VE PERSONALLY WITNESSED A CHANGE IN THE PROGRAM CULTURE AND THE OVERALL EXCITEMENT OF THE KIDDOS.
[00:20:10]
THANK YOU, MR. MOFFIT. VICE PRESIDENT AND BOARD OF TRUSTEES.HONORED TO STAND BEFORE YOU TODAY.
I'LL TELL YOU, LIKE ELIZABETH TAYLOR TOLD HER THIRD HUSBAND, I'M NOT GOING TO KEEP YOU LONG.
AND ON JULY 25TH, WE'LL BE MARRIED 25 YEARS, ANTOINETTE.
MY SON, 18 YEARS OLD, JUST GRADUATED.
CALEB LYNN. YOU KNOW, YOU ALWAYS HAVE SOMEBODY THAT'S TAG ALONG.
I GOT MY GODDAUGHTER, CALEB, RIGHT THERE.
IT IS AN HONOR TO BE HERE AT CROWLEY ISD AT CROWLEY HIGH SCHOOL WHERE I AM SUPER EXCITED TO BE ABLE TO SHARE IN THE EXPERIENCE OF THIS DISTRICT IS THE THINGS THAT THE DISTRICT IS DOING, GROWING AND MOVING FORWARD, AS WELL AS GROWING A PROGRAM AND HELPING CROWLEY HIGH SCHOOL TO EXCEL, TO BEING AN ELITE NOT JUST FOOTBALL PROGRAM, BUT ATHLETIC PROGRAM, NOT JUST A PROGRAM, BUT A HIGH SCHOOL AND JUST EVERYTHING, EVERYTHING THAT WE'RE DOING AND THE LEADERSHIP OF MR. BROWN AND THE STAFF THERE.
I TELL YOU, IT'S BEEN LIKE A BREATH OF FRESH AIR TO BE ABLE TO BE HERE AT CROWLEY ISD I'M SO EXCITED AND I HOPE I HAVE AN OPPORTUNITY TO PERSONALLY MEET EACH AND EVERY ONE OF YOU, BUT I THANK YOU FOR THE OPPORTUNITY AND WE'RE LOOKING FORWARD FOR SOME GREAT THINGS GOING ON IN CROWLEY HIGH SCHOOL.
THANK YOU. OUR NEXT NEWEST MEMBER OF THE COACHING RANKS IN CROWLEY ISD.
SHE IS A NATIVE OF CROWLEY, TEXAS AND GRADUATE OF 2008.

HAVE A THREE WEEK OLD AT HOME.
SO I'M GOING TO STEP BACK A LITTLE BIT.
UM, SO, MR. VICE PRESIDENT, MEMBERS OF THE BOARD AND DR.
MCFARLAND, THANK YOU ALL FOR THE OPPORTUNITY TO MOVE THE PROGRAM FORWARD AND IMPLEMENTING PRINCIPLES [INAUDIBLE] ATHLETES HAD TO WORK HARD, COMPETE, WORK HARD, COMPETE WHILE DOING IT, AND GETTING THE DESIRED OUTCOME OF WINNING.
I THANK MY HUSBAND FOR THE OPPORTUNITY TO MOVE BECAUSE WE'RE ACTUALLY FROM BERNICE, LOUISIANA, AND I THANK HIM FOR TRUSTING ME WITH THIS OPPORTUNITY TO MOVE THE DIRECTION OF THE PROGRAM FORWARD.
THANK YOU. THANK YOU, COACH CALLOWAY.
WE LOOK FORWARD TO SEEING ALL THE GREAT THINGS.
YOU WILL BE THERE AT HALL CROWLEY HIGH SCHOOL.
AT THIS TIME, I WILL NOW HAVE MR. GREG WILLIAMS COME AND SHARE OUR ATHLETIC FACILITIES UPDATE.
WILLIAMS. GOOD EVENING, MR. VICE PRESIDENT. MEMBERS OF THE BOARD.
DR. MCFARLAND. I AM GREG WILLIAMS AND I SERVE AS THE DIRECTOR, ASSISTANT DIRECTOR OF ATHLETICS AND THE DISTRICT ATHLETIC FACILITIES, INCLUDING CISD MULTI-PURPOSE STADIUM.
BOTH TEAMS AND OUR FANS ENJOYED PLAYING IN THE NEW STADIUM AND THE ATMOSPHERE WAS TRULY LEGENDARY.
[00:25:09]
AS WORD SPREAD ABOUT CISD STADIUM, HE RECEIVED A GREAT NUMBER OF REQUESTS TO HOST PLAYOFF GAMES.WE WERE ABLE TO HOST SIX GAMES, EACH ONE WITH TOP 20 STATE RANKED TEAMS, INCLUDING TWO TEAMS THAT WERE RANKED NUMBER ONE IN THE STATE AT THEIR TIME IN THEIR CLASSIFICATION.
WE HOSTED OVER 12,000 FANS DURING THE PLAYOFFS.
SPEAKING WITH A FRIEND WHOSE SON PLAYED QUARTERBACK AT ONE OF THE PLAYOFF GAMES, HE MENTIONED THAT THEY HAD PLAYED PLAYOFF GAMES IN MCKINNEY, MANSFIELD AND ALLEN STADIUM BEFORE COMING TO CROWLEY.
TEN AGE GROUP CHAMPIONS WERE CROWNED, EACH WITH EACH TEAM RECEIVING A TROPHY AND EACH ATHLETE A CHAMPIONSHIP RING JUST LIKE THE ONE I'M HOLDING HERE. OK CROWLEY AND NORTH CROWLEY BOYS AND GIRLS SOCCER TEAMS PLAYED MANY OF THEIR HOME GAMES AT CISD MULTIPURPOSE STADIUM.
CISD STADIUM COMMUNITY ROOM HAS BEEN BUSY SINCE WE OPENED IT, HOSTING VARIOUS VARIOUS PROFESSIONAL DEVELOPMENT SESSIONS, END OF YEAR ATHLETIC AND FINE ARTS CELEBRATIONS, AS WELL AS COMMUNITY EVENTS.
WE HAVE SOME UPCOMING EVENTS THAT WE'D LIKE TO TELL YOU ABOUT.
SO COME OUT AND JOIN US AT CISD MULTIPURPOSE STADIUM AS WE PARTNER WITH THE CROWLEY ISD SPECIAL EDUCATION SERVICES TO HOST THE ABILITY GAMES ON FRIDAY, MAY 12TH. WE LOOK FORWARD TO A GREAT ATMOSPHERE AS WE SHARE THE FUN FESTIVITIES WITH OUR STUDENTS.
WE ARE EXPECTING UP TO 18,000 GUESTS OVER A TWO DAY PERIOD.
IT'S WITH GREAT EXCITEMENT THAT I SHARE WITH YOU AN OPPORTUNITY TO PARTNER WITH TEXAS WESLEYAN UNIVERSITY TO HOST THEIR HOME FOOTBALL GAMES FOR THE NEXT TWO, POSSIBLY THREE SEASONS. WE ARE STILL FINALIZING SOME OF THE SMALL DETAILS OF THE CONTRACT, BUT WE HOPE TO HAVE THESE COMPLETED IN THE NEXT COUPLE OF WEEKS.
WE THINK ABOUT WHAT ARE THE BENEFITS TO CROWLEY ISD WITH THIS PARTNERSHIP.
I WOULD ALSO LIKE TO THANK ALL OF THE DEPARTMENTS, INCLUDING SCHOOL LEADERSHIP, STUDENT SERVICES, MAINTENANCE, FINANCE, COMMUNICATIONS, TECHNOLOGY, SAFETY AND SECURITY, AS WELL AS OTHERS.
BECAUSE WITHOUT YOU ALL, THIS WOULD NOT BE POSSIBLE.
THANK YOU, MR. WILLIAMS, AND THANK YOU FOR ALL THE HARD WORK YOU'RE DOING TO STAY.
THAT CONCLUDES MY PRESENTATION.
AT THIS TIME, WE ARE ABLE TO TAKE WAS A GREAT PRESENTATION.
ARE THERE ANY QUESTIONS? OF COURSE I HAVE. MR DAVIS.
[00:30:01]
SO MR. MOFFAT AND I ECHO THE SENTIMENTS OF OUR VICE PRESIDENT THAT THAT WAS AN EXCELLENT PRESENTATION.SOME GREAT THINGS ARE DEFINITELY HAPPENING IN CROWLEY ISD AND OUR ATHLETICS DEPARTMENT, AND CERTAINLY THAT IS, I THINK, A TESTAMENT TO YOUR LEADERSHIP AS WELL AS THOSE THAT SERVE ALONGSIDE YOU. MY QUESTION IS, IN ONE OF THE SLIDES YOU TALKED ABOUT, 51% OF THE STUDENTS ARE.
THERE WE GO. THANK YOU. THANK YOU.
CAN YOU EXPLAIN SPECIAL SERVICES? I JUST WANT TO MAKE SURE THAT I GOT A PROPER CONTEXT.
AND THEN WHY IS IT A 51% SIGNIFICANT? YES, SIR. AND SO ONE OF THE THINGS WE WANT TO DO IS WE WANT TO BE AS INCLUSIVE AS POSSIBLE IN ATHLETICS.
AND WITH THAT, IN GRADES SEVEN THROUGH 12, WHICH THAT'S THE AREA IN WHICH MOST ATHLETICS TAKE PLACE.
AND SO THE 51% IS DERIVED FROM THE 894 STUDENTS THAT ARE SERVED THROUGH.
BUT WHETHER IT BE THROUGH SPECIAL ED, SPECIAL EDUCATION OR UNDER THE FIVE FOUR UMBRELLA THAT ARE SERVED THROUGH SPECIAL ED, 452 OF THOSE STUDENTS ARE PARTICIPANTS IN ATHLETICS AND.
BUT I WANTED TO MAKE SURE THAT I HAD PROPER CONTEXT.
SECONDLY, I'M JUST CURIOUS, WHEN WE TALK ABOUT THE FUTURE OPPORTUNITIES WITH THE STADIUM AND OF COURSE, YOU KNOW, THAT IS ONE OF OUR CROWN JEWELS HERE IN CROWLEY ISD.
DO WE HAVE ANY UPDATES ON WHERE WE ARE WITH NAMING RIGHTS, SPONSORSHIPS, ANYTHING PERTAINING TO THAT? FOR BOARD MEMBER DAVIS WE ARE WE'RE STILL WORKING THROUGH THAT PROCESS.
ONE OF THE ONE OF THE KEY QUESTIONS AND I KNOW MR. FISHER AND I BELIEVE ALSO MR. WILLIAMS AS WELL, WE'VE ALL BEEN KIND OF WORKING THROUGH IT.
THEY WANT TO SEE THE STATISTICS OF THE NUMBER OF PEOPLE WE'RE BRINGING FOOD THROUGH THE FACILITY.
ANYTHING ELSE YOU ALL WANT TO ADD? FEEL FREE. GOOD EVENING, MR. VICE PRESIDENT. DISTINGUISHED MEMBERS OF THE BOARD.
THAT IS EXACTLY. THAT IS EXACTLY CORRECT.
THAT SONG. AS MR. MOFFAT SAID, WE'RE STILL IN COMPETITION SEASON.
SO WE ARE. WE ARE GATHERING ALL OF THAT.
THANK YOU SO MUCH. THERE ANY OTHER QUESTIONS? COMMENT. YOU KNOW, I SEE THESE TROPHIES IN THE ROOM AND I WAS AN ATHLETE IN HIGH SCHOOL.
AND SO I AM JUST SO PROUD OF ALL THE THINGS THAT ARE GOING ON IN CROWLEY ISD.
I COMMEND ALL THE COACHES AND THE COACHING STAFF.
AND I HAVE A COMMENT AND A QUESTION BECAUSE I'M EXCITED ALSO TO SEE THE GREAT THINGS THAT ARE HAPPENING IN CROWLEY ISD, ESPECIALLY THE PARTNERSHIP WITH TEXAS WESLEYAN.
I CAN'T WAIT TO GO TO THEIR GAMES AND OUR STUDENTS CAN POSSIBLY GROW UP HERE AND PLAY.
ALL RIGHT. UM, YOU KNOW, JOIN THE SCHOOL AND MAYBE PLAY ON THE FIELD, TOO, ONE DAY.
GOING BACK TO THE ABILITY GAMES.
SO IS THIS A CULMINATING ACTIVITY FOR THE YEAR? DO STUDENTS AND RISE AND LIFE SKILLS PARTICIPATE IN ATHLETICS OR SPORTS THROUGHOUT THE YEAR, OR IS THIS A ONE TIME EVENT? YES, MA'AM. WE DO HAVE WHAT IS CALLED ADAPTIVE PE THERE ON THE HIGH SCHOOL CAMPUSES IN WHICH MANY OF OUR STUDENTS.
IS, UM, MAYBE AN OPPORTUNITY FOR THE DISTRICT TO LOOK AT EXTENDING ADAPTIVE TO ADAPTIVE SPORTS AND MAYBE HAVING SPORTS THROUGHOUT THE YEAR FOR STUDENTS IN THOSE PROGRAMS. YES, MA'AM. AND SWIMMING, TOO.
AND SO THE STUDENTS WERE THERE WITH ALL DIFFERENT ABILITIES.
TWO WERE WHEELCHAIR BOUND, BUT THEY WERE ABLE TO PARTICIPATE IN THE COMPETITION AS WELL.
MR I JUST LIKE TO ADD TRUSTEE ROBINSON THAT'S A GREAT IDEA.
[00:35:03]
THAT'S SOMETHING THAT WE, YOU KNOW, WE SAY ALL AND SO WE REALLY NEED TO MEAN ALL.I DEFINITELY APPRECIATE YOU BRINGING THAT UP.
AND IT IS A NICE SET OF BLING THAT WE HAVE HERE.
SO Y'ALL ARE DOING A GREAT JOB.
AND MY UNDERSTANDING IS, IS THAT COACH LYNN AND COACH GATES ACTUALLY COACHED TOGETHER PRIOR TO MANY, MANY YEARS AGO IS JUST A COUPLE OF YEARS AGO.
A COUPLE OF YEARS AGO. IS THERE ANY RIVALRY GOING ON THERE? NO, I LOVE HIM EXCEPT FOR ONE NIGHT.
THANK YOU VERY MUCH. THANK YOU.
IT'S A GOOD THING. YES, MA'AM.
MR. MR. GRASSIA. I THINK WE'D LIKE TO GET A QUICK PICTURE IF WE CAN TAKE A SECOND.
WHILE THE COACHES HAVE COME UP BY THEIR TROPHIES AND, AND WE CAN GET A QUICK PICTURE AND WE WOULD TRUSTEE IF YOU ALL WOULD STAND WHERE YOU ARE AND WE'LL GET EVERYONE IN AND COACHES JUST KIND OF STAND ON THE SIDES.
THAT WILL BE THREE AND THREE. THAT'S PERFECT.
BRICK OUT THERE. YOU'LL KIND OF STAGGER LIKE THEY DID ON THOSE STEPS.
I THINK THAT'LL BE GREAT. YOU WANT WHAT YOU WANT? DR. HALL AND MR. DAVIS MS. WHAT DO YOU WANT? YEAH, WE'RE GOOD.
ALL RIGHT. LET'S SQUEEZE IN JUST A LITTLE MORE.
COACH STUFF. LET ME PUT YOU BEHIND THAT TROPHY.
ALL RIGHT. THANK YOU SO MUCH. ALL RIGHT.
SO AS EVERYONE'S GOING BACK TO THEIR SEATS.
I'M SORRY I DIDN'T INTRODUCE MYSELF.
SO I HAVE. SHE UNFORTUNATELY CANNOT JOIN US THIS EVENING.
MCFARLAND, THE SEAT DOES GET A LITTLE WARMER.
I'M NERVOUS, BUT I WON'T LET Y'ALL SEE THAT.
WHICH BRINGS US TO AGENDA ITEM 3.2 COMPENSATION PLAN 2023.
DR. BIERI HERE TO ADDRESS THIS ITEM.
GOOD EVENING, MR. VICE PRESIDENT.
SO I BELIEVE YOU HAVE SOME NOTEBOOKS AND I WILL GET TO THOSE IN JUST A MINUTE AS WELL.
TONIGHT'S PRESENTATION, WE'LL JUST KIND OF THANK YOU AND MAKE YOU AWARE THAT OBVIOUSLY CROWLEY IS THE WE'RE ALWAYS IN THE MIDST OF OUR HEAVY RECRUITING SEASON, AS WELL AS OUR EFFORTS FOR RETENTION, RETAINING OUR MOST VALUED EMPLOYEES.
AND THAT'S WHERE WE'RE WE'RE LIVING RIGHT NOW.
SO THE PURPOSE OF THIS PRESENTATION TONIGHT IS JUST TO CALL YOUR ATTENTION TO THE PAST EFFORTS RELATED TO RAISES THAT WERE APPROVED LAST YEAR. CONNECT THE BOARD TO SOME OF THE WORK THAT WAS DONE IN THAT REGARD AND THEN MOVE US FORWARD TO THE POTENTIAL EFFORTS THAT WE HAVE FOR THE UPCOMING SEASON.
JUST SO YOU CAN KIND OF GET SOME INSIGHT INTO THE THINGS THAT WE LOOK AT AND CONSIDER AS WE MOVE FORWARD WITH A PROPOSAL FOR FOR RAISES AND OTHER RETENTION EFFORTS.
SO JUST WANT TO KIND OF TAKE YOU BACK FIRST BOARD TO THE WORK THAT THAT WE TALKED THROUGH THE LAST BOARD MEETING AND OUR PRELIMINARY PLANNING IN FOUR DIFFERENT AREAS IS WHAT WE PRESENTED ON OUR LAST PRESENTATION.
OR DO WE NEED THE BOOKS NOW OR.
[00:40:07]
AND SO THE FOUR AREAS THAT WE WENT THROUGH VAGUELY OR AT A HIGH LEVEL, THE LAST TIME WE BRIEFLY TALKED ABOUT THE DIFFERENTIATED COMPENSATION MODEL THAT WE USED IN THE PAST.WE TALKED ABOUT COHORT BENCHMARKING AND WE'LL BE COVERING BOTH OF THOSE AREAS AGAIN THIS EVENING.
THE THIRD AREA THAT WE MENTIONED WAS THE HEALTH CARE CONTRIBUTIONS IN WHICH WE WILL BE BRINGING THAT FORWARD IN OUR NEXT BOARD WORKSHOP AS WE CONTINUE TO WORK WITH OUR HEALTH CARE PROVIDERS TO GET THE SPECIFIC DATA AS IT RELATES TO OUR HEALTH CARE CLINIC USAGE, HOW OUR EMPLOYEES CURRENTLY ARE USING THE HEALTH CARE CLINIC, HOW OFTEN, HOW MANY EMPLOYEES, ETCETERA.
AND THEN THE LAST AREA WHICH IF YOU RECALL, WE LAUNCHED ON APRIL 3RD WAS OUR REFERRAL STIPENDS FOR OUR TEACHER REFERRAL CHALLENGE. THE BOARD JUST TAKING US BACK TO THE 2223 SCHOOL YEAR.
WE USE A DIFFERENTIATED COMPENSATION MODEL AS WE BEGIN TO HAVE DISCUSSIONS WITH THE GROUP ABOUT A FLAT TO 3%, 4%, 5% RAISE.
IF THOSE OF YOU RECALL, WE KIND OF GOT TO THAT PLACE WHERE WE DETERMINED THAT THERE WERE MULTIPLE AREAS THAT WE WANTED TO ADDRESS, AND THEREFORE IT RESULTED IN A VARIETY OF RAISES AT EVERY AT EVERY LEVEL.
AND SO IF YOU'LL NOTICE UP THERE, THOSE THAT WERE IMPACTED IN OUR TEACHER NURSES AND LIBRARIANS SALARY SCALE RECEIVED ANYWHERE BETWEEN THE 3.2% RAISE TO A 4.4% RAISE OUR PARAPROFESSIONALS ALL RECEIVED A 5% RAISE AND OUR ADMIN PROFESSIONALS RECEIVED A 3% RAISE.
AND SO OUR DIFFERENTIATED COMPENSATION MODEL LOOKS LIKE WHAT YOU SEE IN FRONT OF YOU HERE.
OUR STARTING SALARY, AS YOU MAY RECALL, WE WERE AT THE TOP IN TARRANT COUNTY FOR ABOUT A WEEK, AND THEN OTHER PEOPLE HAD THEIR BOARD MEETING AND WE WERE STILL UP THERE IN THE TOP TEN, BUT WE WEREN'T THE TOP, BUT WE KNOW THAT WE WERE IN THE TOP.
WE WERE IN THE SEVENTH RANKING AND YOU'LL SEE THAT MOMENTARILY.
AND SO WHAT YOU'LL ALSO NOTICE BOARD IS THAT WHERE IT SAYS STEPS, THOSE ARE YEARS OF SERVICE.
SO AN EDUCATOR THAT CAME INTO OUR SYSTEM WITH 2 TO 9 YEARS RECEIVED A 33.2% RAISE.
EDUCATORS WHO WERE HAD 10 TO 14 YEARS AT 3.5 15 TO 24 YEARS AT 3.7.
AND OUR MOST SEASONED EDUCATORS THAT HAVE BEEN WITH US AND ARE IN THE FIELD OF EDUCATION FOR SOME TIME, 25 TO 30 YEARS, RECEIVED A 4% RAISE JUST AS IT RELATES TO OUR TEACHERS.
AND SO ONE OF THE THINGS THAT AS WE LOOK AT AND YOU'LL NOTICE ON HERE, MY GOOD COLLEAGUES IN FINANCE, AS WE CONTINUE TO WORK THROUGH LOOKING AT THE FINANCIAL IMPACT OF THINGS, WE WANT TO ME TO MAKE SURE I KEEP REMINDING MYSELF THESE ARE PRELIMINARY PLANNING ESTIMATES.
AND SO AS WE LOOK AT OUR CURRENT NUMBER OF STAFF MEMBERS, IF WE WERE TO CONSIDER JUST A STANDARD COMPENSATION MODEL, WHICH IS WHAT YOU'LL SEE REFLECTED IN MANY DISTRICTS, YOU'LL NOTICE THE NUMBERS HERE THAT IF WE WERE TO GIVE ALL TEACHERS A 3% RAISE, IT WOULD BE AT THE TUNE OF ABOUT 2.6 MILLION.
YOU'LL SEE 3.55% OF $4.4 MILLION FOR OUR TEACHERS PARAPROFESSIONALS.
THAT WOULD BE AT ABOUT 527,004%.
[00:45:03]
INDIVIDUALS, A 3% RAISE WOULD COST THE DISTRICT ABOUT 904,004%, 1.2 MILLION 5%.AND THIS LAST CATEGORY, YOU'LL SEE THE TOTAL FOR GIVING ALL OF THOSE POSITIONS.
SO A 3% RAISE FOR ALL THREE AREAS WOULD BE ABOUT $4 MILLION, 4% RAISE, 5.4 AND A 5% RAISE, $6.7 MILLION.
SO BOARD ONE OF THE OTHER AREAS AS WE HAVE BEGAN HAVING THESE PRELIMINARY CONVERSATIONS WITH DIFFERENT GROUPS, YOURSELVES INCLUDED, AS YOU'RE DIGESTING THIS INFORMATION, WE'RE GOING TO BE ASKING YOU TO KIND OF NOTE TAKE AND ANY QUESTIONS THAT YOU MAY HAVE BE IN DISCUSSION WITH DR. MCFARLAND AND WE'LL TALK ABOUT GETTING THAT INFORMATION TO HIM.
BUT JUST WANTED TO GIVE YOU SOME INSIGHT AS WE'RE LOOKING AT BENCHMARKING AS ONE OF THE AREAS THAT WE ALSO WILL BE LOOKING AT AS WE LOOK AT SPECIFIC TARGETED, THE WAY THAT WE GOT TO OUR DIFFERENTIATED COMPENSATION MODEL LAST YEAR WAS LOOKING AT SPECIFIC AREAS THAT WE KNOW WE NEED TO HAVE AN INTENTIONAL FOCUS ON. AS YOU MAY RECALL, THE CONVERSATIONS WE WERE HAVING LAST YEAR WITH OUR PEER PROFESSIONALS.
AND SO THAT IS THE HANDBOOK THAT OR THE NOTEBOOK THAT YOU HAVE IN FRONT OF YOU.
THE VERY FIRST PAGE IN THERE YOU WILL NOTICE IS OUR UEA COMPARISON OF TEACHER SALARIES.
THIS IS AVAILABLE ANNUALLY ONLINE.
UEA PROVIDES THAT TO THE DISTRICT.
AND SO AS WE LOOK AT WHERE WE STAND IN THE TOP 50 CATEGORY OF OF CAMPUSES, YOU WILL SEE ON THERE AGAIN, WE WERE IN THE SEVENTH RANKING OR ZERO YEAR TEACHERS.
SO THAT'S OUR INCOMING SALARY.
AND I'M ON THE VERY FIRST PAGE OF YOUR YOUR HANDOUT THERE.
AND IF YOU KEEP GOING THROUGH THAT FOR OUR FIFTH YEAR TEACHERS, TEACHERS WITH FIVE YEARS OF SERVICE, WE THEN MOVE TO A RANKING OF 1310 YEARS.
YOU'LL SEE WE MOVED TO A RANKING OF 17 AND I TRY TO HIGHLIGHT THOSE IN EACH OF YOURS TO FOLLOW.
15 YEARS AGO, WE WERE RANKED 23RD FOR OUR 20 YEAR EMPLOYEES.
OUR 25 YEAR EMPLOYEES WERE WE WERE RANKED LAST YEAR'S 15TH AND 30TH, ALTHOUGH WE WERE MAKING SOME MOVEMENT UP THIS CHART, WE WERE STILL RANKED NUMBER 12.
YOU KNOW, OUR GOAL IS ALWAYS TOP IN TARRANT COUNTY.
BUT AS WE LOOK AT THIS LIST, THIS IS THE TOP 50 IN THE DFW AREA.
OUR GOAL IS REALLY WE WOULD LOVE TO BE AT LEAST IN THE TOP TEN IN EACH OF THESE AREAS.
ON THE BACK SIDE OF THIS, YOU'LL SEE THE SAME INFORMATION.
THIS FRONT SIDE IS REFLECTED OF INDIVIDUALS THAT HAVE A BACHELOR'S DEGREE.
THEY GIVE US THE SAME INFORMATION ON THE BACK SIDE OF THAT FOR INDIVIDUALS WITH THE MASTER'S DEGREE.
IT'S JUST A MOMENT TO KIND OF LOOK THROUGH THOSE.
BUT AS YOU CONTINUE TO LOOK THROUGH THOSE, DEFINITELY FEEL FREE TO JOT DOWN QUESTIONS THAT YOU MAY HAVE AND THERE WILL BE OPPORTUNITY FOR YOU TO PROVIDE THOSE QUESTIONS OR FEEDBACK AS WE BEGIN TO MEET AT A LATER TIME AS WELL.
AND SO BORING YOU CAN GO TO THE NEXT ONE.
I THINK IT'S THE SAME. IT'S ABOARD THE OTHER AREA AS YOU AFTER YOU LEAVE THE PAGE WITH THE UEA SALARY COMPARISONS, ANOTHER AREA IN WHICH WE REALLY ARE INTENTIONALLY LOOKING AT TARGETING AGAIN AS WE DID LAST YEAR, ARE OUR PROFESSIONAL AREAS FOR AGAIN BENCHMARKING. SO WHAT YOU WILL SEE HERE, EACH YEAR DISTRICTS PARTICIPATE IN A SURVEY WHERE WE SUBMIT OUR DATA TO TASB REGARDING OUR OUR PAY RATE, OUR PAY RATES IN EACH AREA.
SOME AREAS WE REPORT FULL SALARIES, OTHER AREAS WE REPORT A HOURLY WAGE.
[00:50:02]
AND SO DISTRICTS THAT PARTICIPATE, YOU'LL NOTICE SOME OF THESE IN HERE MAY SAY D AND R, THEY DID NOT REPORT AT THAT TIME.AGAIN, THIS IS MY NOTES AND MEASURES OF HOW WE MOVE FORWARD WITH THIS.
BUT IF YOU LOOK AT, FOR EXAMPLE, THE SECOND PAGE ON HERE, YOU'LL NOTICE THERE ARE HIGHLIGHTS.
IF THE VERY FIRST LINES THAT ARE HIGHLIGHTED, I JUST WANTED TO IDENTIFY CROWLEY ISD AND WHAT WE SORRY, LET ME TO BIERI CAN YOU TELL US WHAT PAGE WE.
YEAH, I'M TRYING. I'M GOING TO TAKE YOU TO A VERY SPECIFIC ONE.
I WILL GO TO THAT VERY FIRST SECTION ON PARAPROFESSIONAL SALARIES.
THEY'RE DIVIDED BY THE BLUE TAB.
PAGE ONE, YOU'LL SEE THE BLUE TAB OR PARAPROFESSIONAL SALARIES.
BRICK MCFARLAND. YOU SAY YOU'RE A BLUE TAB? YEAH, I SAID THEY'RE ALL BLUE.
AND THEIR PROFESSIONAL SALARIES.
AND I'M GIVING YOU SEVERAL JUST BECAUSE WE'LL BE LOOKING AT SEVERAL.
ARE THERE OTHER AREAS THAT YOU WOULD LIKE FOR FOR US TO TO CONSIDER? SO THE VERY FIRST TAB IS PARAPROFESSIONAL SALARIES.
WE'RE GOING TO KEEP ON GOING TO TEACHER AIDES.
I THINK THAT'S A BIG CATEGORY FOR US THAT WE TYPICALLY HAVE A LOT OF DIALOG AROUND.
IF YOU'RE IN A MOMENT TO GET TO THE TEACHER AIDES AND THAT VERY FIRST GNAGE.
ANYTIME YOU SEE THAT AND YOU'LL SEE THE YELLOW HIGHLIGHT THAT IS CROWLEY CROWLEY ISD.
AND SO YOU'LL NOTICE IN THIS THAT OUR MEDIUM AND THIS IS WHAT A INCOMING TEACHER AIDE WOULD MAKE IF YOU WERE TO BREAK DOWN THEIR HOURLY PAY IS $12.19.
AND THEN YOU'LL NOTICE RIGHT NEXT TO THAT IS OUR MAXIMUM $17.51.
SO ANY TIME UNDERNEATH THAT, YOU WILL SEE THE ORANGE HIGHLIGHT, WHERE IT WILL INDICATE WHAT IS OUR AVERAGE OF OUR COHORT GROUP. SO THE GROUPS THAT WE PULL THAT YOU WILL SEE REFLECTED ARE GROUPS THAT ARE EITHER SOME OF THEM ARE IN OUR TOP TARRANT COUNTY.
I THOUGHT THAT WAS IMPORTANT, BUT SEVERAL OF THESE ARE OUR DISTRICT.
IF YOU'LL NOTICE, THERE'S SOME DISTRICTS LISTED IN THERE THAT ARE NOT NECESSARILY IN OUR TOP IN TARRANT COUNTY, AND THEY'RE LISTED BECAUSE AS WE CONDUCT OUR EXIT SURVEYS WITH EMPLOYEES, THESE ARE DISTRICTS THAT EMPLOYEES HAVE INDICATED WHEN I LEAVE CROWLEY ISD, I'M GOING TO X, Y, Z DISTRICT. AND SO THAT'S WHY I MAY BE A DISTRICT THAT'S LISTED THERE THAT'S NOT A TOP IN TARRANT COUNTY.
AND SO FINALLY ON THE BACK SIDE OF THAT PAGE, AND AGAIN, WE'RE STILL DISCUSSING TEACHER AIDES, YOU WILL NOTICE THAT THERE ARE DISTRICTS THAT ARE HIGHLIGHTED AGAIN, THERE ARE SOME THAT ARE NOT OUR DISTRICTS BECAUSE THOSE ARE DISTRICTS THAT EMPLOYEES INDICATE THAT THEY WOULD BE GOING TO.
AND IF THEY ARE HIGHLIGHTED, YOU'LL SEE THAT WE ARE BELOW THEIR PAY IN TERMS OF HOURS.
AND SO THOSE ARE, AGAIN, SEVERAL AREAS THAT WE RECOGNIZE THAT WE HAVE WORK TO DO.
TEACHER AIDES, YOU'LL NOTICE OUR CATEGORIES FOR OUR SPECIAL AID STAFF MIDDLE SCHOOL.
WE WOULD LOVE TO RECEIVE THAT FEEDBACK.
AS YOU KNOW, WE WE'D LIKE TO SEE THIS SPECIFIC CATEGORY, BUT WE HAVE TRIED TO PROVIDE YOU AS MANY THAT WE KNOW OF THAT HAVE BEEN KIND OF HOT TOPICS FOR US AS IT RELATES TO RECRUITMENT AND OR RETENTION.
SO I AM GOING TO MOVE FORWARD FROM THAT.
[00:55:03]
BUT YOU WILL. THIS IS YOUR COPY.AND AGAIN, DEFINITELY JOT DOWN ANY OF THOSE CATEGORIES OR ANY SPECIFIC QUESTIONS THAT YOU HAVE AS WE START MEETING IN THE IN THE UPCOMING WEEKS SO THAT WE CAN MAKE SURE THAT IF THERE'S SOMETHING SPECIFIC THAT YOU'D LIKE TO LOOK AT OR GROUP THAT YOU WOULD LIKE TO HAVE MORE INFORMATION ABOUT, WE CAN PROVIDE THAT AS WELL.
OR A DISTRICT THAT YOU MAY NOT SEE LISTED HERE.
DR. BIERI YES, IF WE IF WE CAN.
I KNOW THAT YOU JUST MENTIONED JOTTING THOSE DOWN, BUT DOES ANYONE HAVE ANY QUESTIONS RIGHT NOW? I JUST HAVE ONE. IS THERE ANY TYPE OF TRAINING THAT THE PARAPROFESSIONALS, THEY GET ONGOING TRAINING OR IS THERE ANY TYPE OF TRAINING THAT THEY DO THROUGHOUT THE YEAR OR JUST ONE TIME? HOW IS THAT? SO I THINK OUR TRAINING AND PROFESSIONAL DEVELOPMENT IS PROVIDED ONGOING THROUGHOUT THE YEAR.
SO THAT LOOKS DIFFERENT DEPENDING ON THE ROLE THAT THEY SERVE.
SO MOST OF THEM PARTICIPATE OBVIOUSLY IN OUR BEGINNING OF THE YEAR TRAININGS.
CAMPUSES HAVE THEIR OWN INDIVIDUAL TRAININGS THAT ARE SPECIFIC TO THE DEPARTMENT MOST OF THE TIME AT THE DEPARTMENT IS GETTING A TRAINING, WHETHER THAT'S THE ENGLISH DEPARTMENT, MATH, SCIENCE, SOCIAL STUDIES, YOUR TEACHER AIDE IS GOING TO BE A PART OF THAT TRAINING AS WELL SO THAT THEY CAN DELIVER INSTRUCTION ALONGSIDE WITH THE TEACHER ALSO.
SO THERE ARE A VARIETY OF TRAININGS THAT WE RECEIVE THROUGHOUT THE YEAR.
LOOKING AT THIS PAGE, WE JUST FINISHED TALKING ABOUT THAT, I'M SURE I UNDERSTAND THIS CORRECTLY.
SO WHEN I LOOK AT THE HIGHLIGHTS AND THOSE ARE THE DISTRICTS THAT'S PAYING MORE THAN WE ARE, AND THEN I LOOK AT GRAND PRAIRIE IS NOT PAYING AS MUCH AS WE ARE.
AM I CORRECT? THAT IS CORRECT.
AND THEN IS THERE A REASON WHY EAGLE MOUNTAIN, SAGINAW AND HURST-EULESS-BEDFORD, WE DON'T HAVE ANY NUMBERS THERE.
DO THEY NOT HAVE THEIRS LISTED? YES. SO THEY MAY IT'S A VARIETY OF REASONS THAT IT MAY NOT BE LISTED HERE EITHER.
THEY DID NOT REPORT YOU'RE NOT REQUIRED TO REPORT ALL OF YOUR CATEGORIES SINCE IT'S A VOLUNTARY PART OF BEING A MEMBER OF TASB.
SO WE ALL TRY TO PARTICIPATE VERY WELL JUST SO PEOPLE CAN DO THIS AND KNOW WHERE YOU STAND.
AND SO AND SOMETIMES, HOWEVER, IF THERE'S NOTHING THERE, IT MAY BE BECAUSE THEY HAVE EITHER COMBINED LIKE I THINK ABOUT THE PENS AND REGISTRAR, IF THOSE INDIVIDUALS ARE BOTH OPERATING IN THE SAME CAPACITY, I MAY ONLY REPORT IT UNDER A PEN.
SO IF THEY'RE LISTED HERE, THEY HAVE PARTICIPATED.
THEY JUST MAY NOT HAVE REPORTED IN THIS CATEGORY.
AND THEN FIVE YEARS LATER, I'M ASSUMING THAT IF A TEACHER CAME IN WITH FIVE YEARS OF EXPERIENCE TO THE CROWLEY INSTRUCTOR POOL, THEY WOULD START WITH A SALARY OF $61,187.
IS THAT CORRECT? AM I UNDERSTANDING THAT, LIKE IF YOU COME HERE WITH FIVE YEARS EXPERIENCE, THIS IS WHERE YOUR SALARY WOULD BE SLATED? YES, MA'AM, THAT IS CORRECT.
SO I GUESS MY QUESTION AND LIKE I SAID, IT MIGHT BE AN ELEMENTARY QUESTION, PRESUMABLY IF YOU STARTED AT CROWLEY AND YOU WORKED FOR FIVE YEARS, YOU WOULD EXCEED THE $61,000, RIGHT? I MEAN, I MEAN, ON AVERAGE, WE GIVE ABOUT A 3% RAISE.
YOU WOULD IN FIVE YEARS, YOU WOULD EXCEED THE $61,000.
YES. PRESUMABLY YOU COULD YOU COULD RIGHT FROM THE MATH.
SO I GUESS MY QUESTION IS WHY OR IS IT A PRACTICE OR WHY IS IT THE PRACTICE THAT WHEN WE BRING PEOPLE IN AT FIVE YEARS, WE DON'T PUT THEM WHERE A FIVE YEAR TEACHER WOULD BE LIKE, WHY WE DON'T ALIGN THEM WITH THEIR SAYING, I DON'T KNOW WHAT YOU CALL THAT COHORT GROUP.
YEARS OF PEOPLE WITH THE SAME YEARS OF EXPERIENCE, YEARS OF SERVICE.
AND I DON'T KNOW HOW THAT WORKS ACROSS.
I KNOW WE ALL HAVE THE SAME TYPE OF THING IN DISTRICTS, BUT WHY ISN'T THAT THE PRACTICE TO KIND OF KEEP PEOPLE IN ALIGNMENT? AND I DON'T KNOW IF THAT'S A REASONABLE QUESTION IF THAT'S REALLY BIG, BUT I JUST DON'T UNDERSTAND WHY THE INDUSTRY STANDARD IS TO START YOU HERE WHEN YOU COULD JUST START ME
[01:00:08]
WHERE A FIVE YEAR TEACHER MIGHT HAVE BEEN, IF THAT MAKES SENSE.YEAH, I MEAN, I THINK IT'S DEFINITELY A GOOD QUESTION.
DR. BIERI, WHY DON'T YOU GIVE US A HIGH LEVEL? AND IT'S DEFINITELY A COMPLEX.
IT'S A COMPLEX. IT'S NOT AS EASY AS A LOT OF PEOPLE THINK.
AND AND ONE THING THAT WE'RE GOING TO DO IS THE REASON WHY I ASKED DR.
BIERI TO GIVE TO MAKE SURE WE HAVE ALL THIS INFORMATION IS THAT WE'RE GOING TO HAVE A SERIES OF WORKSHOPS OVER PROBABLY THE NEXT THE NEXT THREE WEEKS OR SO BEFORE WE GET DOWN TO SALARIES. SO TO REALLY, REALLY DIVE IN BIERI JUST GIVE US A HIGH LEVEL OVERVIEW OF HOW WE SET SALARIES, HOW WE CALCULATE SALARIES WHEN WE HAVE A PERSON COMING INTO THE DISTRICT VERSUS A PERSON THAT'S IN THE DISTRICT AND GETTING PROMOTED, RIGHT? SO WHEN WE HAVE A PERSON THAT IS COMING IN, OBVIOUSLY THEIR THEIR SERVICE RECORDS ARE EVALUATED AND WE KIND OF EVERYONE IS IN, IF YOU'LL RECALL, OUR COMPENSATION PLAN.
EVERYONE IS IN LIKE A POOL OF A PAY GRADE AREA.
AND SO WE'RE YOU ARE GIVING A CERTAIN AMOUNT OF POINTS FOR CERTAIN EXPERIENCES.
SO TEACHER EXPERIENCES, POINT FIVE, ADMINISTRATIVE EXPERIENCE, WHICH THEN GIVES YOU A NUMBER.
AND THIS IS REALLY THE COMMON PRACTICE FOR MOST EDUCATIONAL SYSTEMS. AND SO BASED UPON THAT, THAT STANDARD NUMBER, IT PUTS YOU IN THAT PAY GRADE WITH OTHERS.
AND SO EVEN YOUR EXPERIENCE IS EVALUATED TO SOME TO SOME EXTENT, DEPENDING ON THE POSITION.
YOU'RE LOOKING AT. IF I HAVE TEN PEOPLE IN THIS PAY GRADE, WHERE DO YOU FALL IN LINE WITH THAT AND ENSURING THAT HOW YOUR SALARY IS CALCULATED? BECAUSE IT IS THAT THAT NUMBER POSITIONS YOU IN THAT PAY GRADE AND WE JUST MAKE SURE THAT THERE IS A BALANCE BETWEEN ANYONE THAT'S LOWER THAN YOU ANYONE THAT'S HIGHER THAN YOU.
SO YOU MAY NOT COME IN RIGHT AT THIS.
THAT IS THE BASE IN WHICH WE START.
AND IT IS. I HAVE SIMPLIFIED IT.
SO IF I COME IN AND I'M AN ADMINISTRATOR WITH 20 YEARS OF EXPERIENCE, BUT THREE OF THOSE WERE AS A TEACHER AND 17 WAS AS AN ADMINISTRATOR, IT GIVES ME A DIFFERENT RATIO OF OF POINTS THAN SOMEONE WHO COMES IN WITH 20 YEARS OF EXPERIENCE AND 18 WERE AS A TEACHER AND TWO WERE AS AN ADMINISTRATOR.
SO THERE'S SOME VARIATION THERE.
SO WHAT I HEAR YOU SAYING IS THAT THESE NUMBERS AREN'T ABSOLUTE.
THEY'RE JUST KIND OF A BASELINE.
HAVE. WERE YOU DONE? OKAY. I DO HAVE ANOTHER QUESTION AGAIN FOR CLARIFICATION.
SO WE'RE TALKING ABOUT TEACHER SALARIES.
AND I'M LOOKING AT THIS SCHEDULE HERE AND I'M LOOKING AT A TEN YEAR TEACHER.
I'M LOOKING AT MANSFIELD AGAIN BECAUSE THAT'S ONE OF OUR COMPARISON DISTRICTS.
AND WHEN I LOOK AT AND AND MANSFIELD IS NUMBER 15 AND WE'RE NUMBER 17.
SO WHEN YOU LOOK AT IT, IT LOOKS LIKE MANSFIELD IS BETTER THAN WE ARE.
BUT THEN WHEN I LOOK AT THE ACTUAL NUMBERS, THEY'RE PAYING $158 MORE THAN WE ARE.
AM I UNDERSTANDING THAT CORRECT? YES, MA'AM. AND THE OTHER THING THAT YOU DO HAVE TO FACTOR IN THIS IS BASE SALARIES.
AND SO IF WE WERE TO CALCULATE THIS AS IT RELATES TO STIPENDS THAT WE RECEIVE IN ADDITIONAL THINGS LIKE THAT, THIS THIS WOULD PROBABLY LOOK MUCH DIFFERENT FOR MANY PEOPLE.
BUT YES, MA'AM, THAT IS WHAT YOU SEE.
THANK YOU. UM, I THINK A FEW YEARS AGO I REMEMBER US DOING A SALARY STUDY.
UM, AND I THOUGHT ELIMINATED THE EXTRA PAY FOR ADVANCED DEGREES.
SO WHEN DID WE INCLUDE THAT IN? SO SINCE I'VE BEEN HERE, WE'VE HAD MASTER'S DEGREE STIPEND.
THAT'S THE ONLY STIPEND THAT WE HAVE AT THIS TIME.
[01:05:04]
VARIATIONS. WE PULLED SOME OF THAT TOGETHER.THERE ANY OTHER QUESTIONS? YEAH.
MR. VICE PRESIDENT. I DO HAVE A QUESTION, AND I'M TRYING TO MAKE SURE THAT I PHRASED THE QUESTION PROPERLY, BECAUSE I'M TRYING TO UNDERSTAND, I GUESS, THE RATIONALE WITH THE PARAPROFESSIONAL WAGE.
UM, I THINK I'M STRUGGLING ACTUALLY.
CORRECT. YEAH. SO WHEN WE LOOK AT TEACHER'S AID, WHEN WE LOOK AT SPECIAL EDUCATION AID, UM, JUST LOOKING AT THESE NUMBERS ALMOST IN A VACUUM, WHY WOULD I BE A PARAPROFESSIONAL OR TEACHER'S AID AT CROWLEY ISD? I'M TRYING TO UNDERSTAND WHY IT WOULD BE ADVANTAGEOUS FOR AN INDIVIDUAL TO ACCEPT THAT POSITION, SEEING THAT THAT'S NOT A LIVING WAGE.
I MEAN, THERE ARE FAST FOOD RESTAURANTS AND I MEAN THIS WITH ALL DUE RESPECT.
SO, SO PLEASE UNDERSTAND THE CONTEXT IN MY HEART IN WHICH I'M SAYING THIS, BUT THERE ARE FAST FOOD RESTAURANTS THAT PAY MORE, UM, PROBABLY, UM, FOR A LESS STRESSFUL POSITION.
AND SO I GUESS IT'S MORE OF A STATEMENT THAN A QUESTION I'M TRYING TO RECONCILE IN MY OWN MIND WHY THAT NUMBER IS, THAT NUMBER, AND MAYBE SOMEONE CAN KIND OF SHED SOME LIGHT FOR ME BECAUSE I'LL CHALK THIS UP TO BEING ONE OF THE NEOS ON THE BOARD.
UM, BUT I'M NOT UNDERSTANDING THE RATIONALE.
AND SO I GUESS THE QUESTION TO THAT WOULD BE, ARE OUR PARAPROFESSIONALS FULL TIME OR ARE THEY WORKING 40 HOURS A WEEK? IS THAT ONLY DURING THE COURSE OF THE SCHOOL YEAR? SO WHAT ARE THEY DOING DURING THE SUMMER? I'M THINKING ABOUT ALL OF THOSE THINGS BECAUSE JUST LOOKING AT THESE NUMBERS, WE'RE TALKING, YOU KNOW, ROUGHLY $25,000 A YEAR.
AND THAT'S IF THEY WORK 40 HOURS A WEEK FOR 52 WEEKS, WHICH I'M ASSUMING THAT THAT'S NOT THE CASE.
SO TO ANSWER YOUR FIRST QUESTION, WE HAVE BOTH.
THE MAJORITY ARE FULL TIME EMPLOYEES.
AND I BELIEVE THAT'S REALLY WHY WE ARE ALSO BRINGING THIS FORWARD, BECAUSE IT IS DEFINITELY A TARGETED AREA FOR US AS WE LOOK AT AND ASK OURSELVES THE SAME QUESTIONS THAT YOU'RE ASKING TONIGHT.
AND THAT'S OUR COMMITMENT TO THIS PROCESS, IS REALLY EVALUATING THAT TO DETERMINE WHAT ARE THE NEXT STEPS TO VALUE OUR MOST TRANSGENDER EMPLOYEES.
THANK YOU. AS WE MOVE FORWARD, I WAS I KNOW THAT YOU'RE GOING TO GIVE INFORMATION BACK TO US.
I DON'T KNOW WHO WE'RE SUPPOSED TO ASK THIS MANY QUESTIONS TONIGHT, BUT THAT'S WE MOVE FORWARD.
IS IT OKAY AS WE MOVE FORWARD? CAN WE HAVE POSSIBLY LIKE THE NUMBER OF PEOPLE IMPACTED IN SOME OF THESE AREAS, LIKE HOW MANY EMPLOYEES WE HAVE THAT SERVE AS TEACHER AIDES OR SPECIAL EDUCATION NEEDS? JUST TO GIVE US SOME SOME CONTEXT? ABSOLUTELY. YES. WE WILL ADD ALL OF THOSE NUMBERS TO TO THESE WHEN WE BRING IT TO YOU PRIOR TO YOUR YOUR MEETINGS AS WELL.
YES. CAN WE CAN WE ACTUALLY HAVE THE NUMBER OF PEOPLE THAT ARE AFFECTED? BUT I'M ALSO CURIOUS TO KNOW THE NEED, HOW MANY POSITIONS THAT MAY NEED TO BE FILLED, YOU KNOW, AND YOU KNOW, ALSO WANT TO KNOW SOME SOME POTENTIAL RECOMMENDATIONS, YOU KNOW, TRUSTEE, DAVIS.
I JUST WANT TO MAKE SURE WHEN YOU SAY THE NEED AND THE POSITION THAT NEEDS TO BE FILLED, ARE YOU REFERRING TO OVERALL OUR VACANCIES? WELL, AND AGAIN, I'M LOOKING AT IT FROM THE FROM THE LENS OF THE PARAPROFESSIONALS.
SO IF THERE ARE, I DON'T KNOW, 200 PARAPROFESSIONAL POSITIONS IN THE DISTRICT, BUT ONLY 50 OF THEM ARE FILLED, I THINK THAT'S THE KIND OF INFORMATION THAT I WOULD WANT TO KNOW.
ABSOLUTELY. AND SEE SOMETHING REAL QUICK.
DR. MR DAVIS IN THAT WE DID LAST YEAR.
DR. MCFARLAND BROUGHT THIS TO US AND WE FELT THAT AT THE TIME AND I'M NOT SPEAKING FOR ANYONE BUT MYSELF, I THINK THAT WE I FELT THAT WE DID AS GOOD AS WE COULD HAVE DONE WITH THE GAP THAT WE CURRENTLY HAD, AND WE BUMPED IT UP TO THE 12 PLUS.
[01:10:09]
SO, I MEAN, THAT'S THE TRUTH.I THINK THIS IS MAIN REASON WHY WE'RE DOING THIS.
OKAY. AND I THINK, TOO, LIKE DR.
BIERI SAID, WHEN WE DID IT, WE MAY HAVE BEEN AT THE TOP, BUT THEN AS SOON AS WE DO OURS, THEN OTHER DISTRICTS LOOK AND THEY TRY TO ONE UP US, YOU KNOW.
SO I THINK A LOT OF THAT COMES INTO PLAY AS WELL.
SO AH, AND KIND OF CONNECTED TO EACH OF YOUR POINTS.
LOOKING AT OUR 2324 FOCUS AS WE SIT DOWN TO PROVIDE ADDITIONAL INFORMATION TO EACH OF YOU AS WE MAKE THESE VERY IMPORTANT DECISIONS. YOU KNOW, OUR FOCUS REALLY, AS WE LOOK AT US AS A COLLECTIVE WHOLE, ARE ON INSTRUCTIONAL AIDES.
ANY OTHER QUESTIONS FROM THERE? I'D JUST LIKE TO ADD WHAT OUR OUR PLAN IS ACTUALLY TO BRING BACK PROBABLY A SERIES OF POSSIBILITIES, OPTION ONE, 2 OR 3 FOR EACH ONE OF THESE CATEGORIES, AS WELL AS THE OTHERS THAT WE'VE SHARED.
SO THOSE ARE THOSE WILL BE THOSE WILL BE OUR PRIORITIES.
AND THEN ONCE WE GET THOSE DONE, WE'LL MOVE TO THE NEXT.
BUT WE WILL BRING YOU BACK, YOU KNOW, MULTIPLE RECOMMENDATIONS.
SO FOR THE LAST SORRY, DO YOU HAVE A QUESTION? I DO. UM, SO I KNOW THAT WE'RE LOOKING AT AREA DISTRICTS, BUT IS IT POSSIBLE TO COMPARE TO, UM, I GUESS CORPORATE AND LOOK OUTSIDE OF EDUCATION AND LOOK AT SECRETARIES OR LOOK AT SUMMER CAMP LEADERS OR UM, DIFFERENT POSITIONS THAT INTERACT WITH STUDENTS AND YOUTH? BECAUSE THERE ARE NONPROFIT ORGANIZATIONS THAT HAVE YOUTH DIRECTORS OR YOUTH LEADERS THAT MAY MAKE 15 TO $18 AN HOUR.
SO IT'S MORE ADVANTAGEOUS FOR THEM TO GO OUTSIDE OF THE DISTRICT.
SO INSTEAD OF LOOKING AT COHORT DISTRICTS, LOOK AT OTHER AGENCIES TO.
ABSOLUTELY. TO TO MR. DAVIS POINT, WE'RE IN COMPETITION WITH A VARIETY OF ENTITIES, RIGHT? YES, MA'AM. SO THE OTHER AREA BOARD IS WE'RE THINKING ABOUT THESE DECISIONS THAT WILL BE MAKING SOON. WE KNOW THAT THE LEGISLATION IS GOING ON RIGHT NOW.
AND I KNOW YOU ALL HAD AN OPPORTUNITY TO GO DOWN THERE AND HAVE SOME WORK AROUND THAT AS WELL.
AND SO THERE ARE SOME THINGS THAT WE ARE ALSO CLOSELY WATCHING, SEVERAL ITEMS. BUT SPECIFICALLY, IF YOU YOU HEARD RINGING THROUGH THE THROUGH THE WORLD SENATE BILL NINE.
HOUSE BILL 1485 IS ACTUALLY ANOTHER ONE.
SO LOOKING AT WHAT FUNDING WILL OCCUR TO THE NEXT ONE FOR THOSE TWO AREAS WILL ALSO HAVE AN IMPACT ON SOME OF THE DECISIONS THAT WE MAKE AS WE LOOK TO TO SHOW VALUE TO OUR EMPLOYEES AS WELL.
SO WHERE SENATE BILL NINE IS REALLY THE PRIMARY LEGISLATION THAT IS OUT THERE RIGHT NOW AS IT RELATES TO A FLAT $2,000 RAISE FOR ALL TEACHERS.
AND THEN THERE'S ALSO THE HOUSE BILL THAT IS HASN'T GOTTEN AS MUCH ATTENTION AND OR TRACTION, BUT THAT IS THE BILL THAT IS PROPOSING A $1,500 A MONTH PAY RAISE FOR TEXAS TEACHERS.
SO OBVIOUSLY, THOSE THINGS ARE PLAYING OUT IN THE LEGISLATION.
WE CONTINUE TO WATCH AND LOOK FOR UPDATES ON AS WELL.
THAT WOULD HAVE IN IN, YOU KNOW, IMPLICATIONS FOR US AS A DISTRICT AND ESPECIALLY WORKING WITH OUR FINANCIAL TEAM TO ENSURE THAT WE'RE ALL FISCALLY RESPONSIBLE IN THIS PROCESS.
AND THEN FINALLY, BOARD JUST A REMINDER, MISS DAVIS, I GAVE A NOTIFICATION TO THAT EARLIER.
WE'RE CONTINUING WITH OUR JOB FAIRS.
WE'VE BEEN AT THREE THIS WEEK.
THEY HAVE SEEMED TO BE MUCH MORE FRUITFUL THAN THEY WERE LAST YEAR.
WE WERE PULLING THE NUMBERS THIS MORNING AT HOURS AND JUST OUR PREREGISTRATION ALONE.
[01:15:05]
WE NOW HAVE 100.AND WHAT I'LL TELL YOU, 149 PRE REGISTRANTS FOR OUR JOB FAIR, 64 OF THOSE QUALIFY AS VIP CANDIDATES.
YOU'LL NOTICE THAT UP THERE AS WELL.
AND THOSE ARE INDIVIDUALS THAT ARE ELIGIBLE.
AND SO THEY HAVE RECEIVED PHONE CALLS THIS WEEK THAT THEY CAN COME AT 8:00.
SO THEY HAVE AN HOUR BEFORE OUR GENERAL SESSION OPENS TO MEET OUR PRINCIPALS AS WELL.
SO WE'LL CONTINUE MARCHING ON IN THAT REGARD.
WE'LL BE AT THE REGION 11 JOB FAIR TOMORROW.
AND WE FEEL LIKE BY JUST TO STOP BY AND MEET WHO WE HOPE WILL BE OUR NEW EMPLOYEES AS WE CONTINUE TO WORK ON WHAT WE'RE PLANNING AND WANTING TO DO FOR OUR RETURNING EMPLOYEES, WE EXTEND THE OFFER.
SO I KNOW WE HAVE DEFINITELY ASKED SOME QUESTIONS, BUT I WANT TO OPEN IT UP AGAIN IF THERE ARE ANY FURTHER QUESTIONS AT THIS TIME OR ANY QUESTIONS YOU WANT TO MOVE FORWARD IN YOUR FUTURE MAINTENANCE WITH DR.
DO WE KNOW HOW MANY TEACHERS THAT WE'RE LOOKING AT HIRING THIS YEAR, OR DO WE HAVE A NUMBER? BALLPARK NUMBER? OH, I'M CURRENTLY SEE, I WILL DEFINITELY GET THE NUMBERS BACK TO YOU.
EXACTLY. FOR OUR CURRENT VACANCIES WE JUST WENT THROUGH, IN FACT, MEETING WITH OUR PRINCIPALS THIS PAST WEEK TO IDENTIFY THEIR STAFFING MEETINGS THAT THEY HAD TO IDENTIFY.
HERE ARE YOUR NUMBERS FOR NEXT YEAR.
HERE ARE ANY NEW POSITIONS THAT YOU WOULD BE RECEIVING AS WELL.
ANY OTHER QUESTIONS? SO JUST JUST TO FOLLOW UP, WE HAVE ACTUALLY WE'RE SCHEDULING A TWO, POSSIBLY THREE ADDITIONAL MEETINGS FOR THE COMMITTEE OF THE BOARD, FOR THE FINANCE COMMITTEE, THE CPAC COMMITTEE, FINANCE AND HUMAN CAPITAL MANAGEMENT COMMITTEE.
SO THE FIRST MEETING WILL BE FINANCE 102, KIND OF A CONTINUATION OF FINANCE THAT WE ALL WENT THROUGH LAST YEAR, A CONTINUATION OF THAT, BECAUSE WHAT WE KNOW IS WE'RE TALKING TONIGHT ABOUT RAISES IN ISOLATION, BUT WE DO KNOW THAT WE HAVE TO HAVE A BUDGET AND SO EVERYTHING WILL HAVE TO BE A PART OF THAT.
THANK YOU, DR. BERRY, FOR YOUR REPORT.
WE WILL BE REVISITING THIS ITEM IN FUTURE MEETINGS.
THANK YOU. THAT BRINGS US TO AGENDA ITEM 4.0.
MR. ANTHONY, DO WE HAVE ANY TONIGHT? EXCELLENT. UM, WHICH NOW BRINGS US TO AGENDA ITEM 5.1 INSTRUCTIONAL MATERIALS AND TECHNOLOGY ALLOTMENT AND TEKS
[5.0 Future Action Item(s)]
CERTIFICATION 2023-2024.MADAM VICE PRESIDENT AND BOARD MEMBERS, WE HAVE DR.
LALUGBA HERE TO PRESENT THIS ITEM.
GOOD EVENING, MR. VICE PRESIDENT GRASSIA, DISTINGUISHED MEMBERS OF THE BOARD AND SUPERINTENDENT, DR.
MICHAEL MCFARLAND. MY NAME IS DR.
KELLY LALUGBA. I'M THE EXECUTIVE DIRECTOR OF TEACHING, LEARNING AND LEADERSHIP DEVELOPMENT.
TONIGHT, I'M HERE TO SHARE INFORMATION WITH YOU ABOUT THE 2023-2024 TEKS CERTIFICATION SURVEY.
THIS ALIGNS WITH GOAL ONE THRIVING STUDENTS.
THE PURPOSE OF THIS SURVEY IS TO DEMONSTRATE THAT WE ARE IN COMPLIANCE WITH TEXAS EDUCATION CODE 31.004 AND TEXAS ADMINISTRATIVE CODE 66.105, WHICH REQUIRES ALL TEXAS SCHOOL DISTRICTS TO CERTIFY THE USE OF MATERIALS THAT COVER 100% OF THE STANDARDS FOR ALL CONTENT AREAS.
[01:20:04]
TDA. WE WILL BE BRINGING IT BACK TO YOU AT THE END OF APRIL FOR YOUR APPROVAL.DO YOU HAVE ANY QUESTIONS? ARE THERE ANY QUESTIONS? WELL, THIS IS A FUTURE ACTION ITEM.
AND WE WILL WE WILL SEE YOU AGAIN.
THANK YOU. THANK YOU VERY MUCH FOR YOUR REPORT.
DR. MCFARLAND MR VICE PRESIDENT AND BOARD MEMBERS.
PEPINSKY HERE TO PRESENT THIS NEXT ITEM.
AGAIN, THIS IS ON OUR EARLY CHILDHOOD EXPANSION.
MR. VICE PRESIDENT, MEMBERS OF THE BOARD, DR.
MCFARLAND, I BRING TO YOU A POTENTIAL PARTNERSHIP PRESENTATION THAT ALIGNS WITH DISTRICT GOALS ONE, TWO AND THREE WRITING STUDENTS ENGAGED COMMUNITY AND EMPOWERED STAFF. TODAY WE WILL BE DISCUSSING A PARTNERSHIP AS WE COMPLETE AN OVERVIEW OF THIS POTENTIAL PARTNERSHIP.
I WANT TO BRING YOUR ATTENTION TO THE QUOTE.
WE HAVE TO BUILD ON A SOLID FOUNDATION.
WE MUST CONTINUE TO ADD VALUE TO OUR EARLIEST LEARNERS AS EARLY AS POSSIBLE.
THE NATIONAL EDUCATION ASSOCIATION SAYS PROVIDING A HIGH QUALITY EDUCATION FOR CHILDREN BEFORE THEY TURN FIVE YIELDS SIGNIFICANT MEDIUM AND LONG TERM BENEFITS FOR STUDENTS. ACCESS TO EFFECTIVE, DIVERSE PROGRAMS BREAKS DOWN STRUCTURAL BARRIERS THAT HAVE PREVENTED ALL CHILDREN, PARTICULARLY CHILDREN OF COLOR AND CHILDREN FROM DISADVANTAGED FAMILIES FROM ACHIEVING THEIR FULL POTENTIAL.
YOU CAN SEE THE LIST OF OPPORTUNITIES FOR CHILDREN WHO ARE REACHED EARLY IN EDUCATION LISTED HERE.
EVERYONE SAY GROW, GROW, GROW.
WE ARE STILL GROWING AND WE ARE VERY NEAR FULL CAPACITY.
OUR CURRENT NUMBER IS 1175 STUDENTS AND COUNTING.
WE ARE ATTEMPTING TO INCREASE CAPACITY WITH OUR BOND EFFORTS AND DR.
MCFARLAND HAS MENTIONED IN THE PAST IT TAKES ANYWHERE BETWEEN 18 TO 24 MONTHS TO BUILD A SCHOOL.
SO WHAT CAN WE DO UNTIL THEN? ONE OF THE THINGS WE CAN DO IS PARTNER WITH OUR LOCAL CHILD CARE CENTERS.
FROM THAT MEETING, FOUR CHILDCARE CENTERS WERE CHOSEN.
WE MET WITH THOSE CHILDCARE CENTERS TO DETERMINE FIT AND COMPATIBILITY.
AT THE COMPLETION OF OUR WALKS, WE MET AS A GROUP TO MAKE A SELECTION.
HERE ARE THE HIGH LEVEL BENEFITS TO A PARTNERSHIP FOR FAMILIES.
CONSISTENCY BETWEEN THE SCHOOL DAY AND BEFORE OR AFTER CARE.
BETTER HOURS FOR WORKING FAMILIES WHO NEED A FULL DAY, FULL WORK DAY OR CARE, AND A CHILD CARE CURRICULUM ALIGNED WITH THAT OF LOCAL SCHOOL DISTRICT, WHICH INCREASES CHILDREN'S SCHOOL READINESS.
FOR CHILD CARE PROGRAMS, PRE-K PARTNERSHIPS CAN PROVIDE HIGHER ENROLLMENT AND GREATER FINANCIAL STABILITY AS PROGRAMS CONTINUE TO FILL CLASSROOMS FOR THREE AND FOUR YEAR OLD CHILDREN WHILE ALSO RECEIVING SUPPORT AND [INAUDIBLE] FROM LOCAL SCHOOL DISTRICT AN OPPORTUNITY TO SHARE KNOWLEDGE AND LEARN FROM TEACHERS WHO HAVE RECEIVED A DIFFERENT TYPE OF TRAINING AND EDUCATION, PATHWAY TO HELP TRANSITION CHILDREN TO PUBLIC OR PUBLIC SCHOOL FOR KINDERGARTEN AND INCREASE SCHOOL READINESS, RESOURCES AND PROFESSIONAL DEVELOPMENT
[01:25:01]
OPPORTUNITIES.FOR SCHOOL DISTRICTS, PRE-K PARTNERSHIPS CAN PROVIDE QUALITY WRAPAROUND CARE FOR LONG HOURS, LONGER HOURS THAN A TYPICAL SCHOOL DAY.
THE ABILITY TO SHARE SCHOOL READINESS STANDARDS AND EXPECTATIONS FOR FUTURE STUDENTS, ACCESS TO TEACHERS WITH MORE RIGOROUS TRAINING AND DEVELOPMENTALLY APPROPRIATE PRACTICE AND SOCIAL EMOTIONAL SUPPORT.
MORE PRE-K SETTING OPTIONS TO MEET THE DIVERSE NEEDS AND PREFERENCES OF FAMILIES.
A LARGER POPULATION OF ELIGIBLE THREE AND FOUR YEAR OLD CHILDREN WITHOUT HAVING TO BUILD MORE CLASSROOMS AND INCREASED RESOURCES AND PROFESSIONAL DEVELOPMENT, AS WELL AS EARLIER OPPORTUNITIES TO ENGAGE FAMILIES.
THERE ARE SOME CRITERIA THAT MUST BE MET IN ORDER TO ENTER A FORMAL PARTNERSHIP WITH AN ISD.
THE CHILD CARE CENTER MUST HAVE A TEXAS WORKFORCE COMMISSION RISING STAR OF A THREE OR A FOUR.
ALSO, THEY MUST ACCEPT CCMS IN ORDER TO PARTNER WITH US AS A DISTRICT.
THEY MUST BE WILLING TO ALIGN WITH OUR CURRICULUM.
ONE CENTER CHECK ALL THE BOXES FOR US AT THIS TIME.
KIDDYLAND CHILD CARE CENTER IS LOCATED BETWEEN SYCAMORE SCHOOL ROAD AND MACARTHUR.
KIDDYLAND CURRENTLY SERVES CROWLEY ISD STUDENTS AND HAS BEEN IN EXISTENCE FOR 16 YEARS.
THE CHILD CARE CENTER DIRECTOR AND OWNER IS QUENETTE DEAN.
WHILE KIDDYLAND WILL BE THE FIRST IN OUR PILOT PHASE, THEY WILL NOT BE THE LAST.
OUR GOAL IS TO HAVE PARTNERSHIPS ALL OVER THE DISTRICT.
WE KNOW THAT THERE IS ALWAYS A CHALLENGE WITH OVERFLOW BECAUSE WE ARE GROWING SO RAPIDLY.
BUT HOW AMAZING WOULD IT BE FOR PARENTS IF THEIR STUDENTS HAD TO OVERFLOW, BUT IT WAS STILL IN PROXIMITY TO THEIR HOME CAMPUS? KIDDYLAND IS CURRENTLY SITTING BETWEEN SUE CROUCH, JACKIE CARTER AND MEADOWCREEK.
KIDDYLAND COULD BE THE FIRST CHOICE FOR THOSE PARENTS INSTEAD OF A BEST RACE OR POINTER.
ALL STAKEHOLDERS WILL BE INVOLVED IN THE PROCESS TO ENSURE WE ARE CONTINUING TO MEET THE NEEDS OF OUR FAMILIES AND COMMUNITY THROUGH SURVEYS, PARENT MEETINGS IN PERSON OR VIA ZOOM, ANOTHER AREA OF OPPORTUNITY IS THE POTENTIAL REVENUE.
RIGHT NOW, KIDDYLAND CURRENTLY SERVES 31 STUDENTS, 17 PRE-K, THREE AND 14 PRE-K FOUR.
THE ESTIMATED HALF DAY FUNDING FOR 31 STUDENTS AT $4,181 PER CHILD IS $129,000.
IF WE MAX OUT AT 22 STUDENTS PER CLASSROOM, THE ESTIMATED REVENUE WOULD BE $183,964.
WHICH MEANS ESSENTIALLY IT PAYS FOR ITSELF.
OUR NEXT STEPS ARE THE COMPLETION OF THE MOU.
THERE WILL ALSO BE AN OPPORTUNITY TO HEAR MORE ABOUT THE CENTER AT THE NEXT BOARD MEETING.
I WANT TO END BY SAYING THIS IS ONLY THE BEGINNING.
WE LOOK FORWARD TO ADDING MANY MORE AMAZING OPPORTUNITIES FOR OUR YOUNGEST LEARNERS.
THIS CONCLUDES MY PRESENTATION AND I WILL TAKE QUESTIONS AT THIS TIME.
MR. GRASSIA. I HAVE A QUESTION.
SO IF WE ARE DOING THIS THOUGH, IS GOING TO PREVENT US FROM HAVING TO TURN STUDENTS AWAY.
AM I CORRECT? YES, MA'AM. SO RIGHT NOW, AS OF RIGHT NOW, WE ARE PRETTY MUCH AT CAPACITY AT ALL OTHER SCHOOLS.
AND SO THIS WILL DEFINITELY KEEP US FROM HAVING TO TURN AWAY OTHER STUDENTS.
AND THEN WILL WE PROVIDE TRANSPORTATION? WE ARE HOPEFUL THAT THOSE STUDENTS WILL ALL DO THE SAME AS THEY'VE DONE WITH ALL OF OUR OTHER PRE-K THREE AND PRE-K FOR STUDENTS TO BRING THEM THE SAME WAY THAT THEY BRING THEM TO THOSE CLASSES AS WELL.
OKAY. SO WILL WE HAVE TEACHERS WORKING AT KIDDIELAND? IS THAT WHAT YOU WERE SAYING? YES, MA'AM. YES, MA'AM.
BUT OUR GOAL IS TO ADD AN ADDITIONAL TEACHER TO THEIR CAMPUS.
[01:30:02]
SO THAT WAY THERE'S AN ALIGNMENT AND A PARTNERSHIP BETWEEN US AND THEM.SO WHILE WE HAVE A GREAT DEAL OF OUR, UH, UH, WHAT DO YOU CALL IT, OUR DISTRICT POLICIES AND PROCEDURES, THEY'LL BE THE ONES WHO WILL BE ABLE TO FACILITATE THOSE THINGS AT THE CHILDCARE CENTER.
OKAY. AND NOW YOU SAID THIS IS THE FIRST ONE.
HOW MUCH CAPACITY DOES KIDDIELAND HAVE FOR ADDITIONAL STUDENTS? YES. SO THEY HAVE AN OPPORTUNITY RIGHT NOW.
SAID THEY HAVE 17 PRE-K, THREE AND 14 PRE-K FOUR.
SO WE CAN ADD ADDITIONAL STUDENTS UP TO 22 PER I'M SORRY, NOT 22.
THE MAX CAPACITY FOR BOTH IS 22, SO A TOTAL OF 44 STUDENTS.
TRUSTEE ROBINSON. YES, I HAVE A QUESTION.
I KNOW YOU MENTIONED THE FINANCIALS.
IT WAS A LITTLE TOO QUICK FOR ME TO CATCH, UM, IS THIS TUITION BASED FOR THE FAMILIES OR NOT? SO IT'S ALL ELIGIBLE STUDENTS AS FAR AS IS AS AS NON TUITION BASED STUDENTS.
AND SO THAT'S THE SAME THING THAT THEY OFFER THERE, WHICH IS ALSO WHY IT'S SO IMPORTANT THAT THE CHILDCARE CENTER THAT WE CHOSE ALSO ACCEPTED CMS SO THAT THAT THAT HELPS ALL OF OUR STUDENTS WITH THE FREE AND REDUCED LUNCH.
ANY CAN YOU REPEAT THE FINANCIALS? YES, THANK YOU.
YES, MA'AM. I HAD IT WAS $4,181 PER STUDENT.
AND SO THE CURRENT NUMBER OF STUDENTS THAT THEY HAVE THERE, THAT WILL BE $129,000.
AND IF WE WERE TO GO TO FULL CAPACITY, THE 20 2K3 AND 22 FOR PRE-K FOR $183,000 DOLLARS DOLLARS, PERHAPS YOU SAID IT BEFORE.
DID WE CHOOSE KITTY LANE? I GUESS, WHY KITTY LANE VERSUS ANY OTHER CHILDCARE CENTER? YES. PROXIMITY? YES, SIR. YES, SIR.
WE ARE WORKING IN PARTNERING WITH TEXAS WORKFORCE COMMISSION.
SO WE ENDED UP HAVING FOUR THAT WERE ON THE LIST.
KITTY LAND MET ALL THE CRITERIA, AS IN THEY ARE TEXAS RISING STAR FOUR ACTUALLY.
SO THEY MET ALL OF THAT CRITERIA.
SO THEN THE OTHER PIECE WAS, OKAY, DO THEY ALIGN WITH US AS A DISTRICT IN OUR VALUES? AND THEY DEFINITELY DO.
ONE OF THE OTHER THINGS THAT MADE IT AN EASY CHOICE FOR US WAS WHEN WE TALK ABOUT CURRICULUM, THEY'RE ALREADY UTILIZING THE CURRICULUM THAT WE UTILIZE HERE IN CROWLEY ISD SO THEY'RE ALREADY UTILIZING BROAD STREET, THEY ALREADY ARE UTILIZING THE PRE-K STANDARDS.
AND I HAVE ONE MORE FOLLOW UP QUESTION.
I HAVE SEEN SIMILAR PROGRAMING, WILL WE? I KNOW THAT THIS IS A TEST, RIGHT? THIS IS A PILOT.
WILL WE BE WORKING WITH OTHER EARLY CHILDHOOD, EARLY LEARNING CENTERS TO HELP? I GUESS WHAT THE WORD IS HELP THEM REACH THE RECOGNITION FOR THE PROGRAM, THE RISING STAR PROGRAM? SORRY, NO, I'M NOT EARLY CHILDHOOD, SO I KNOW THE WORDS, BUT I DON'T KNOW THEM.
SECOND NATURE. OR WILL WE BE WORKING WITH THOSE CHILDHOOD CENTERS IN OUR PROXIMITY TO HELP THEM REACH THAT STATUS SO THAT WE CAN EXPAND THE BREADTH OF THESE PARTNERSHIPS? THAT IS SUCH A GREAT QUESTION.
AND SO WE ARE WORKING WITH THEM TO GET TO THE TEXAS RISING STAR THREE.
SOME CENTERS DON'T HAVE A CLUE.
THEY DON'T KNOW ABOUT THESE PARTICULAR PROGRAMS. AND SO ONE OF THE OTHER THINGS THAT WE'RE LOOKING TO TRY TO DO AS WE MOVE INTO NEXT YEAR IS TO TRY TO HAVE A MEETING WITH ALL THE LOCAL CHILD CARE CENTERS IN THE AREA AND REALLY GET THEM CAUGHT UP AS TO WHAT IT COULD LOOK LIKE AND SOUND LIKE WITH HAVING A PARTNERSHIP WITH GRASSIA ISD AGAIN, ESPECIALLY THE ONES THAT ARE SITTING ON THE CROWLEY SIDE, THEY'RE THEY'RE ALREADY SERVING OUR KIDS.
AND SO IF WE CAN GO AHEAD AND GET IN AND START WORKING WITH THOSE STUDENTS EARLY ON AND PROVIDE THEM WITH A CURRICULUM THAT THEY NEED IN ORDER TO BE SUCCESSFUL, THEN WHY NOT GO AHEAD AND AND DO THAT? BECAUSE THEY'RE ALREADY BEING SERVICED ANYWAY.
AND SO BEING ABLE TO MEET THE NEEDS OF OUR OUR PARENTS IN THAT WAY I THINK WOULD BE AMAZING.
JUST HAD A COMMENT. SO 25 YEARS AGO, I MOVED HERE.
[01:35:05]
SO I JUST COMMEND CROWLEY ISD FOR DOING THIS BECAUSE THERE ARE A LOT OF THREE AND FOUR YEAR OLDS THAT CAN BENEFIT FROM THESE PROGRAMS AND WILL BE READY BY THE TIME THEY GET TO FIRST GRADE. SO.YES, MA'AM. THANK YOU. MR DAVIS.
YES. SO I'M JUST CURIOUS ABOUT WHAT DOES ACCOUNTABILITY LOOK LIKE BECAUSE ARE THE EMPLOYEES EMPLOYEES OF KIDDIELAND OR ARE THEY CROWLEY ISD EMPLOYEES? WHO DO THEY REPORT TO? WHAT DOES THAT STRUCTURE LOOK LIKE? SO IT'S GOING TO BE A PARTNERSHIP WITH BOTH, RIGHT? SO THE TEACHING ASSISTANTS, THEY WILL BE A PART OF THE KIDDIELAND STAFF AND THEN THE ACTUAL TEACHERS, THEY WILL BE A PART OF CROWLEY ISD AND IT WILL BE A PARTNERSHIP WORKING TOGETHER WITH KEEPING ACCOUNTABILITY TOGETHER.
AS FAR AS THE TYPE OF ASSESSMENTS AND THINGS WE'VE ALREADY HAD CONVERSATIONS AND THAT WILL BE A PART OF THE MOU THAT YOU GUYS WILL HAVE AN OPPORTUNITY TO VIEW WITH THEM ABOUT UTILIZING THE CIRCLE ASSESSMENT THAT WE ALREADY CURRENTLY USING, CROWLEY, ISD AND THEY ARE ON BOARD WITH THAT.
SO THEY ARE MORE THAN WILLING TO AGAIN, WE WOULDN'T EVEN PARTNER WITH THEM IF THEY WEREN'T ALIGNED WITH OUR VALUES AND OUR EXPECTATIONS FOR OUR STUDENTS HERE IN CROWLEY ISD AND HOW DOES THE FUNDING PIECE WORK? RIGHT? ARE WE INCURRING THE COSTS, I ASSUME, OF OUR EMPLOYEE, THOSE STUDENTS IN THEIR PROGRAM? I MEAN, WE TALK ABOUT IT POTENTIALLY BEING 180 WHATEVER THOUSAND DOLLARS THAT IS COMING IN.
WHAT DOES THAT LOOK LIKE AS FAR AS DISBURSEMENTS? SO THAT WOULD BE ON THE CROWLEY ISD SIDE OF THINGS.
AGAIN, WE'D BE DOING ROLL AND SO ANY.
GO AHEAD. YES. GOOD EVENING AGAIN.
IT INTRODUCED THE FULL DAY FUNDING PRE-K PART OF THE WAY ITS FULL DAY FUNDING.
WE WOULD GET THE AMOUNT THAT DR.
PINSKY ALLUDED TO BEFORE $1,181 PER STUDENT.
BUT THE WAY IT BECOMES FULL TIME IS WE HAVE THE EARLY CHILDHOOD ALLOTMENT, WHICH IS REALLY 10% OF THE BASIC ALLOTMENT, AND THAT'S 10% BASED UPON THE ENROLLMENT THAT WE HAVE IN KINDERGARTEN THROUGH THIRD GRADE.
AND SO THAT'S HOW THE FUNDING COMES IN.
IT COMES IN, IT'S ADA AND IT COMES IN AS OUR GENERAL REVENUE.
BUT I THINK THE SO I UNDERSTAND HOW THE FUNDS COME IN, BUT I GUESS HOW DOES YEAH, WHAT WHAT ARE THE EXPENSES I MEAN BECAUSE I'M SURE THIS ALSO THIS INCREASED NUMBER OF STUDENTS PRESENTS ADDITIONAL EXPENSES FOR KITTY LAND.
SO OF THESE FUNDS THAT COME IN, WHAT DOES THAT LOOK? IS IT A CERTAIN PERCENTAGE THAT WE AS A DISTRICT RECEIVE FOR THESE STUDENTS? IS IT A CERTAIN PERCENTAGE THAT GOES TO THIS PARTICULAR CHILD CARE CENTER? I'M JUST. OUR INVESTMENT IS ACTUALLY IN THE TEACHER.
SO IT GOES BACK TO THE DUAL ENROLLMENT PROCESS, RIGHT? SO WE WILL AGAIN, WE TAKE CARE OF THE TEACHERS.
THEY ALREADY HAVE THE TEACHING ASSISTANTS THERE.
THEY ACTUALLY ALREADY HAVE THE CURRICULUM THERE.
THE ONLY THING THAT WE WOULD BE DOING IS REPLENISHING THOSE THINGS.
THAT'S ONE OF THE THINGS THAT THEY CURRENTLY HAVE.
SO THAT'S ANOTHER PIECE THAT WE'LL BE ABLE TO PIGGYBACK WITH THEM OFF OF.
SO IT REALLY IS ONE OF THOSE SITUATIONS WHERE IT'S TRULY A PARTNERSHIP.
SO THEY MAY INCUR A LITTLE BIT OF SOMETHING, WE MAY INCUR A LITTLE BIT OF SOMETHING.
BUT IT'S AGAIN, IT'S TWO CLASSROOMS THAT WE ARE LOOKING AT.
SO IF WE'RE THINKING ABOUT ANY CURRICULUM OR ADDITIONAL PIECES THAT WE NEED IS AS IF WE'RE JUST ADDING TO TWO CLASSROOMS THAT WE WOULD NORMALLY ADD TO ANYWAY IF THOSE STUDENTS WERE ACTUALLY WITH US IN CROWLEY ISD DR.
DUBINSKY THAT THE MODELS THAT I'VE SEEN IN THE PAST, I DON'T KNOW IF THIS IS HOW WE'RE WORKING, BUT FOR WHAT I UNDERSTAND, THE CHILD CARE CENTER CONTINUES TO RECEIVE CMS FOR THE STUDENTS WHO ATTEND. SO THAT IS THEIR COMPENSATION, THAT COVERS THE THE COST OR THE EXPENSES FOR PROVIDING CARE FOR THOSE THOSE CHILDREN.
AND SO OUR EXPENSE WILL BE THE COST OF PROVIDING PERSONNEL.
[01:40:05]
BUT EVERYONE IS GETTING COMPENSATION FROM THEIR REQUISITE SOURCE PROVIDERS.DR. HALL, YOU KIND OF CAME UP HERE AND GAVE THAT SPEECH YOURSELF.
SO I WANTED TO JUST FULLY UNDERSTAND.
SO THANK YOU. TRUSTEE HALL, MS. [INAUDIBLE] THANK YOU. ARE THERE ANY OTHER QUESTIONS? WELL, AS A SMALL BUSINESS OWNER, THIS IS SOMETHING THAT IS WE LOOK FORWARD TO PARTNERING WITH A BIGGER ENTITY.
AND I MEAN, LIKE YOU SAID, I THINK THIS IS A WIN WIN.
SO THIS IS A FUTURE ACTION ITEM AND LOOK FORWARD TO THE MOU AND EVERYTHING.
DR. MCFARLAND, DO YOU HAVE ANY OTHER.
THAT BRINGS US TO EXECUTIVE SESSION.
