THIS WEEKEND AS THEY ACTUALLY PASSED THE $1.04 BILLION BOND. SO LET'S GIVE IT UP FOR OUR COMMUNITY [APPLAUSE]. BUT, YOU KNOW, THERE WERE SOME UNIQUE THINGS THAT OCCURRED DURING THIS TIME. AND I WANT TO REALLY PERSONALLY THANK THE BOARD AND THE COMMUNITY FOR JUST BEING JUST TIRELESSLY SUPPORTING CROWLEY ISD OPENING UP THE DOOR FOR CROWLEY ISD TO REALLY HEAR ABOUT OUR STORY. WE COLLECTIVELY COMPLETED OVER 300 PLUS COMMUNITY MEETINGS OVER 100 DAY PERIOD, AND WE TOOK EVERY AVAILABLE OPPORTUNITY TO DO OUR NUMBER ONE RESPONSIBILITY, WHICH IS TO EDUCATE OUR COMMUNITY. WE WORK TOGETHER TO INFORM THEM, TO EDUCATE THEM. AT THE END WE WERE ABLE TO MOBILIZE WITH THE WITH Y'ALL'S HELP, WE WERE ABLE TO MOBILIZE OUR COMMUNITY AND THE RESULTS WERE SIGNIFICANT. SO I JUST WANT TO SAY BOARD AND TO THE [INAUDIBLE] FAMILY, THANK YOU FOR ACTING LIKE A FAMILY AND WORKING LIKE A TEAM. SO ON ANOTHER NOTE, I ALSO WOULD LIKE TO JUST PAUSE FOR A SECOND. I'VE HAD SEVERAL MEETINGS OVER THE COURSE OF THE LAST REALLY TWO WEEKS, THREE WEEKS WITH OUR DISTRICT SAFETY TEAM. AND BOY, I WOULD JUST LIKE TO STOP FOR A SECOND AND INTRODUCE OUR SAFETY TEAM. [00:10:03] SEVERAL MONTHS AGO, WE HAD AN OPPORTUNITY TO BRING IN OUR SAFETY ADMINISTRATORS FROM THE DISTRICT WIDE. WE HAD THEM DO SEVERAL ASSESSMENTS OF WHAT'S HAPPENING ACROSS OUR DISTRICT, SO I LIKE THEM TO JUST STAY IN SO I CAN INTRODUCE THEM. DR. NOEL REID. MS. MS. FIELDS. MS. KRISTIN FIELDS AND MR. TYE CRAWFORD. THESE ARE THREE OF OUR DISTRICT SAFETY ADMINISTRATORS THAT ARE HELPING US TO MAKE SURE THAT WE'RE MEETING ALL OF THE SAFETY REQUIREMENTS SET FORTH BY THE COMMISSIONER AND ALSO BY THE GOVERNOR. ALSO, OUR POLICE DEPARTMENT, DR. WRIGHT AND MS. KUNTSCHIK AND OUR CAMPUS ADMINISTRATORS. WE'VE BEEN ALL TOGETHER REVIEWING OUR SAFETY PROTOCOLS THROUGHOUT THE DISTRICT, AND ESPECIALLY THOSE PROCEDURES THAT IMPACT THE SECONDARY CAMPUSES. AS WE KNOW OUR MOST, OUR CAMPUSES WHERE WE KNOW WE NEED TO MAKE SURE THAT WE HAVE ALL OF OUR CAMPUSES IS IMPORTANT. BUT WE KNOW OUR SAFETY, OUR SECONDARY CAMPUSES ARE CRITICAL TO MAKING SURE WE HAVE SAFE, SAFE SPACES. WE ALSO PARTNERING WITH LOCAL LAW ENFORCEMENT AND COMMUNITY PARTNERS TO ENSURE THAT WE HAVE A SMOOTH END TO WHAT HAS BEEN AN AWESOME AND SUCCESSFUL YEAR. PARENTS AND STUDENTS AND STAFF. I AM REQUESTING YOUR SPECIAL ATTENTION TO SAFETY AND SECURITY AND OUR MITIGATING MITIGATION PLANS WILL RESULT IN A STRICTER ENFORCEMENT OF OUR SAFETY PROCEDURES. SO PARENTS, WE ARE SENDING MESSAGES HOME TOMORROW WE WILL BE SHARING WITH YOU THE THINGS THAT WE'RE DOING. AND I THINK THAT THAT IS A DISSERVICE TO OUR STUDENTS WHEN SCHOOLS AND DISTRICTS BEGIN TO DO THAT BECAUSE WE WERE WE ARE PROCREATORS. IT IS IN OUR HUMAN NATURE TO CREATE AND TO PROCREATE AND THE ARTS GIVE US THE OPPORTUNITY TO DO THAT. AND SO NO MATTER NO MATTER WHAT TYPE OF ART OR ABILITIES THAT AN INDIVIDUAL HAS AS IT PERTAINS TO FINE ARTS, I THINK THAT IS JUST AN INNATE PART OF WHO WE ARE. AND SO WE CONTINUE, I THINK, TO DO WHAT IS IN THE BEST INTEREST OF OUR STUDENTS BY GIVING THEM THE OPPORTUNITY TO EXPRESS THEMSELVES AND TO BE CREATIVE AGAIN, WHICH IS A PART OF OUR HUMAN NATURE. SO MY GOAL TONIGHT IS TO GIVE YOU A HIGH LEVEL OVERVIEW OF SUMMER LEARNING PROGRAMS AND HOW IT ALIGNS WITH GOALS ONE DRIVING STUDENTS. WE HAVE THREE PRIMARY OBJECTIVES FOR OUR SUMMER LEARNING PROGRAMS. ACCELERATE, ENRICH AND EXTEND. WE KNOW THAT RESEARCH SHOWS THAT STUDENTS WHO RECEIVE ACCELERATED INSTRUCTION, NOT JUST REMEDIATION, INCREASES THEIR ACADEMIC PROFICIENCY. WE HAVE DESIGNED THESE PROGRAMS TO ACHIEVE THESE THREE OBJECTIVES ANY STUDENTS ENGAGED THROUGHOUT THE MONTH OF JUNE. STARTING OFF WITH OUR ELEMENTARY PROGRAMS, WE HAVE SEVERAL CAMPS FOR STUDENTS IN GRADES 1-5. THE FIRST OF OUR PRIMARY SUMMER CAMPS IS TARGETED TO STUDENTS IN 1ST AND 2ND GRADE WITH THE GREATEST ACADEMIC NEEDS. [00:55:03] THEY WILL BE HAVING INSTRUCTION WITH MULTIPLE MODES OF LEARNING THROUGHOUT THE DAY IN READING MATH AND SCIENCE. THE OTHER ELEMENTARY CAMP THAT WILL BE OFFERED IS OUR 3RD THROUGH 5TH GRADE READING AND MATH CAMP. THESE WILL BE WEEK LONG COURSE OR WEEK LONG PROGRAMS TO HELP STUDENTS WHO HAVE BEEN IDENTIFIED WITH THE GREATEST ACADEMIC NEEDS AND WILL ALSO HAVE MULTIPLE MODES OF LEARNING THROUGHOUT THE SCHOOL DAY. SO WITH SPECIALS AND ENRICHMENT ROTATIONS EMBEDDED INTO THEIR INSTRUCTION. THE CAMPUSES THAT HOUSE THE SUMMER LEARNING PROGRAMS ARE STRATEGICALLY SELECTED SO THAT THE MAIN CAMPUS FEEDER PATTERN. THE CAMPUSES WILL BE DEER CREEK, JACKIE CARDEN, JUNE DAVIS, AND SYCAMORE. THIS WAY THE PROXIMITY ALLOWS EASE FOR PARENTS AND FOR OUR BUS ROUTES. CONTINUING ONTO OUR ESL BILINGUAL PROGRAMS. THESE PROGRAMS WILL BE HOUSED AT PARKWAY ELEMENTARY. THE FIRST PROGRAM WILL BE OUR PRIMARY ESL BILINGUAL CAMP WORKING WITH PK-2ND GRADE STUDENTS. THIS GROUP OF STUDENTS ARE REQUIRED BY FEDERAL LAW TO RECEIVE 120 HOURS OF SUMMER ENRICHMENT AND WILL BE ATTENDING ALL THREE WEEKS IN JUNE. THE OTHER CAMP THAT WE HAVE IS OUR ESL OR IS OUR 3RD THROUGH 5TH GRADE BILINGUAL READING AND MATH CAMPS. THESE WILL BE ONE WEEK PROGRAMS MIRRORING THE OTHER ELEMENTARY LEARNING CAMPS THAT WE HAVE FOCUSING ON STUDENTS WITH THE GREATEST ACADEMIC NEEDS AND PROVIDING MULTIPLE MODES OF LEARNING THROUGHOUT THE SCHOOL DAY. MOVING ON TO OUR MIDDLE SCHOOL SUMMER LEARNING PROGRAMS, THESE THESE CAMPS WILL BE FOCUSED ON READING AND MATH STUDENTS WHO ALSO NEED WHO HAVE BEEN IDENTIFIED WITH THE GREATEST ACADEMIC NEEDS. SO THESE CAMPS WILL AGAIN FEATURE MULTIPLE MODES OF LEARNING AS WELL AS TOURNAMENTS AND COMPETITIONS TWICE PER DAY TO HELP ENCOURAGE ATTENDANCE AND PARTICIPATION. MUCH LIKE OUR ELEMENTARY PROGRAMS, THE MIDDLE SCHOOL PROGRAMS WILL BE HOUSED ONE PER FEEDER OR PATTERN. SUMMER CREEK AND RICHARD ALLIE WILL SERVE AS OUR TWO MAIN CAMPUSES FOR THESE PROGRAMS. OUR HIGH SCHOOL CREDIT RECOVERY AND ORIGINAL CREDIT PROGRAM WILL OFFER STUDENTS IN OUR 9TH THROUGH 12TH GRADES AN OPPORTUNITY TO COMPLETE CREDITS THAT THEY MAY NEED TO GRADUATE. THIS PROGRAM WILL RUN ALL FOUR WEEKS IN JUNE AND USE THE EDGENUITY CREDIT RECOVERY SOFTWARE THAT PROVIDES STUDENTS WITH A FLEXIBLE SCHEDULE WITH BOTH VIRTUAL AND LIVE INSTRUCTION AS NEEDED. AS WE MOVE INTO OUR SPECIAL EDUCATION PROGRAMS, THE DISTRICT WILL HAVE TWO PROGRAMS THAT HELP SERVE OUR SPECIAL EDUCATION STUDENTS. THE FIRST BEING A SPECIAL ED INTENSIVE, A THREE WEEK PROGRAM FOCUSED ON STUDENTS WHO WOULD BENEFIT FROM RIGOROUS AND DEMANDING PERIOD OF ACADEMIC INTERVENTION DURING THE SUMMER. OUR OTHER PROGRAM WILL BE THE SPED EXTENDED SCHOOL YEAR, A TWO WEEK PROGRAM IN ACCORDANCE WITH THEIR INDIVIDUAL EDUCATION PROGRAM OR IEP. OVER AT BRJ CTE CENTER WE'LL BE OFFERING SIX PROGRAMS THAT WILL SERVE A WIDE RANGE OF STUDENTS. THE FIRST BEING THE MIDDLE SCHOOL CTE SUMMER PROGRAM, WHICH WILL SERVE GRADES 6-8. SO IN A ONE WEEK PROGRAM TO HELP EXPLORE CTE PROGRAMS OF STUDY. WE ARE EXPANDING THE TSI PREP PROGRAM TO TWO WEEKS THIS YEAR TO HELP PREPARE STUDENTS TO PASS THE TSI ASSESSMENT. OUR GATE CAMP WILL BE A ONE WEEK PROGRAM FOCUSING ON VARIOUS STEM RELATED ACTIVITIES FOR OUR GIFTED AND TALENTED STUDENTS. OUR ALGEBRA READINESS PROGRAM WILL BE A TWO WEEK PROGRAM FOR PREPARING RISING 8TH GRADERS FOR ALGEBRA ONE IN MIDDLE SCHOOL. AND WE HAVE TWO ADDITIONAL PROGRAMS THAT WILL BE UNDER DR. DUVALL AND WILL BE GRANT FUNDED. FINALLY, SOME OF OUR ADDITIONAL PROGRAMING OCCURRING THROUGHOUT THE DISTRICT. WE HAVE THE ELEMENTARY FINE ARTS CAMP, WHICH WILL BE A ONE WEEK PROGRAM AT SH CROWLEY, THE 21ST CENTURY PROGRAM, WHICH WILL BE A FIVE WEEK PROGRAM AT MARY HARRIS THIS YEAR WITH A THEME OF GRAND SLAM. STEM LITERACY, ART AND MATH, WHICH WILL FEATURE EDUCATIONAL FIELD TRIPS, ADDITIONAL PROGRAMING AND CULMINATING IN A STUDENT SHOWCASE FOR FAMILIES AND FRIENDS. THE SUMMER BRIDGES PROGRAM WILL BE AN EIGHT WEEK PROGRAM FOCUSING ON STUDENTS CLOSEST TO GRADUATION AND BE HELD AT THE CLC CENTER. AND WE HAVE OUR ANNUAL FRESHMAN SUMMER ACADEMY, WHICH WILL BE OCCURRING IN LATE JULY AT THE BOTH OF OUR 9TH GRADE CAMPUSES. ONE OF OUR GOALS IS TO PROVIDE THESE SERVICES TO OUR HIGHEST NEEDS STUDENTS. WE ARE DOING SO BY REDUCING CREDIT RECOVERY COSTS BY 75%, PROVIDING FREE BUS TRANSPORTATION TO ALL PROGRAMS, PROVIDE FREE BREAKFAST AND LUNCH AT ALL PROGRAMS AND CAMPUSES ARE USING DATA FROM VARIOUS ASSESSMENTS TO HELP IDENTIFY AND TARGET STUDENTS WITH THE GREATEST ACADEMIC NEEDS. AND SO I WANTED TO WALK THROUGH A COUPLE OF THE BILLS THAT ARE ON THE TABLE RIGHT NOW THAT IMPACT CROWLEY, OK AND ALL OF THE OTHER SCHOOL DISTRICTS ACROSS THE STATE. HOUSE BILL ONE, WE'VE HEARD A LOT OF CONVERSATION ABOUT INCREASING THE FUNDING FROM AN AVERAGE I'M SORRY, THE PER PUPIL FUNDING, THE BASIC ALLOTMENT, IF YOU WILL, FROM 61 TO 60 $6160 TO $6210. AND WHAT WE KNOW IS THAT THE SYSTEM CURRENTLY DOES NOT HAVE AN INFLATION ADJUSTING MECHANISM RIGHT NOW. AND SO WE KNOW THAT THERE HAVE BEEN SOME STUDIES THAT SAY THE INFLATION ADJUSTED BASIC ALLOTMENT SHOULD BE SOMEWHERE UPWARDS OF ABOUT [01:15:07] 7325. HOUSE BILL 100 PURPORTS TO INCREASE THE BASIC ALLOTMENT BY $90 PER STUDENT. BUT MORE IMPORTANTLY OR EQUALLY AS IMPORTANT, I SHOULD SAY, IT ATTEMPTS TO CREATE A MECHANISM THAT ADJUSTS THE BASIC ALLOTMENT FOR INFLATION. IT WILL TRANSFER OR TRANSITION, I SHOULD SAY, FROM ATTENDANCE BASE, AVERAGE DAILY ATTENDANCE BASE TO AVERAGE ENROLLMENT BASED FUNDING FOR PUBLIC EDUCATION. AND DR. HOUSE BILL 4340. THIS IS RELATIVE TO THEY CALL IT EDUCATION SAVINGS ACCOUNTS. THERE'S ANOTHER TERM OUT THERE CALLED VOUCHERS FOR STUDENTS TO ATTEND PRIVATE SCHOOL OF THEIR CHOICE. AND WHAT WE KNOW IS THAT THERE'S A CAP ON THAT SPENDING AMOUNT. SENATE BILL THREE WILL INCREASE THE HOMESTEAD EXEMPTION FROM $40,000 TO $70,000, AND SENIOR CITIZENS 65 AND OVER WOULD ACTUALLY GET AN ADDITIONAL EXEMPTION OF ONE. THE LAST BILL I WANT TO JUST FOCUS YOUR ATTENTION ON IS THE SENATE BILL 1814. AND THIS BILL WILL REQUIRE DISTRICTS TO SET THAT TAX RATE. WE TALKED ABOUT THE TWO COMPONENTS OF OUR TAX RATE, NO INS, INS BEING THE DEBT SERVICE TAX RATE. THIS WILL REQUIRE DISTRICTS TO SET THE DEBT SERVICE TAX RATE AT THE MINIMUM AMOUNT TO PAY ALL OF THEIR OUTSTANDING SCHEDULED DEBT. ARE THERE ANY QUESTIONS ABOUT THAT? ALL RIGHT, NEXT SLIDE, THEN. AND SO WHAT WE'VE HAD CONVERSATIONS ABOUT HOW DO WE GET THERE, RIGHT? AND SO WHAT WE KNOW IS THAT OUR PARAPROFESSIONALS AND SOME AUXILIARY STAFF, THEY THEY'RE CURRENTLY EARNING WAGES AT A RATE OF ABOUT $12.19 PER HOUR TO $33 PER HOUR. ALL RIGHT. WE HAVE APPROXIMATELY 273 EMPLOYEES THAT ACTUALLY EARN LESS THAN $15 AN HOUR. AND SO WHAT WE'VE DONE IS WE'VE CONTEMPLATED WE TALKED ABOUT A COUPLE OF DIFFERENT SCENARIOS THAT WOULD HELP US TO RAISE THOSE SPECIFICALLY. FIRST, THOSE 273 EMPLOYEES TO $15 AN HOUR. WHAT WE'VE DONE IS ESTIMATED A COST OF APPROXIMATELY $682,000 TO DO THAT. UM, THE AVERAGE HOURLY RATE FOR THOSE EMPLOYEES IS ABOUT $13.27 PER HOUR. AND WHAT WE DID IS WE TOOK THAT AVERAGE HOURLY RATE OF WHAT WE DID WAS WE SAID, HOW DOES THAT COMPARE TO $15 AN HOUR? BECAUSE WHAT WE ALSO WANT TO DO IS MAKE SURE THAT WE ADDRESS OTHER EMPLOYEES FROM AN EQUITY PERSPECTIVE. AND SO WE'RE LOOKING FOR OPPORTUNITY TO MAKE IT AN EQUITABLE ADJUSTMENT FOR OTHER EMPLOYEES THAT ARE NOT DIRECTLY AFFECTED. AND SO THE DIFFERENCE BETWEEN $15 AN HOUR AND THE $13.27 AN HOUR IS APPROXIMATELY APPROXIMATELY IS $1.73, WHICH IS ABOUT A 13%. SO WHAT YOU SEE WITH THE EQUITY ADJUSTMENT IS THAT THOSE EMPLOYEES THAT WERE MAKING GREATER THAN $15 AN HOUR, WE ARE PROPOSING WE WILL BE CONTEMPLATING AND BRINGING BACK FOR THE BOARD TO REVIEW A POSSIBLE ALTERNATIVE THAT WOULD PAY THOSE EMPLOYEES A 13% INCREASE ON THEIR HOURLY RATE. WE'VE CALCULATED THAT COST TRUSTEE DAVIS TO BE ABOUT $1.2 MILLION, ABOUT 1.8, WELL, REALLY ABOUT 1.9 ALTOGETHER FOR BOTH SCENARIO A AND B. ALL RIGHT, THAT CONCLUDES MY PRESENTATION.
