>> THANK YOU AGAIN, STUDENTS AND PARENTS, AND TEACHERS.

MS. EIDMAN AND MS. MARINA, THANK YOU SO MUCH.

CONGRATULATIONS.

WE ARE AT AGENDA ITEM 7.0.

[7.0 CISD Student School Board Trustee Program Pilot]

THIS IS THE STUDENTS SCHOOL BOARD TRUSTEE PILOT PROGRAMS. AGAIN, WE'VE HAD INTRODUCTIONS FROM OUR STUDENTS TRUSTEES ALISON, O'HAREAN, AND J.M.

MAYFIELD. BUT THIS TIME, THE FLOOR IS OPEN FOR YOU TO PRESENT ANY OF THESE THAT YOU WANT TO SHARE.

>> RIGHT NOW WE DO NOT CURRENTLY HAVE ANY UPDATES FOR YOU.

[LAUGHTER]

>> WE MAY HAVE QUESTIONS FOR YOU THOUGH, SO BE PREPARED.

THERE WAS A QUESTION ASKED BY TRUSTEE ROBINSON.

THE LAST DAY OF SCHOOL WAS TODAY, HOW DO YOU FEEL? [LAUGHTER] THAT'S A GREAT QUESTION.

>> IT FEELS GREAT. I GRADUATE ON SATURDAY.

[APPLAUSE]

>> CONGRATULATIONS. [LAUGHTER]

>> THANK YOU.

>> LIKE SHE SAID, IT FEELS REALLY GREAT.

I ENDED THIS YEAR OFF BETTER THAN EXPECTED.

SO I'M REALLY PROUD OF MYSELF.

I'M READY FOR MY LAST YEAR AND I'M OFFICIALLY A SENIOR NOW.

[APPLAUSE]

>> CONGRATULATIONS TO BOTH OF YOU.

[INAUDIBLE] HAVE QUESTIONS LATER.

[8.0 Report Item(s)]

AT THIS TIME, WE ARE GOING TO MOVE TO AGENDA ITEM 8.1 UNDER OUR REPORT ITEMS, STUDENTS SAFETY PROTOCOLS COMMITTEE OVERVIEW. DR. MCFARLAND.

>> THE PRESIDENT, BOARD MEMBERS, IT'S AMAZING THAT WE ARE ACTUALLY LANDING THE PLANE FOR THE '22, '23 SCHOOL YEAR AND ALSO GETTING READY TO TAKE OFF THE '23, '24.

WE HAVE PUT TOGETHER A GROUP OF DISTRICT PERSONNEL, COMMUNITY MEMBERS, AND OTHERS TO HELP US TO REALLY, AS WE THINK ABOUT '23, '24, PREPARE FOR STRENGTHENING OUR STUDENTS' SAFETY PROTOCOLS.

WE HAVE MISS [INAUDIBLE] HERE, OUR DIRECTOR OF STUDENT BEHAVIOR MANAGEMENT, TO SHARE THE PLANS AND OVERVIEW OF OUR STUDENTS' SAFETY PROTOCOLS PROCESS. MISS [INAUDIBLE]

>> MADAM PRESIDENT AND MEMBERS OF THE BOARD, DR. MCFARLAND.

TONIGHT'S PRESENTATION WILL SPEAK TO ALL THREE DISTRICT GOALS THRIVING STUDENTS, ENGAGE COMMUNITY, AND EMPOWER STAFF.

THE PRIORITY OF THE STUDENTS' SAFETY PROTOCOLS COMMITTEE IS TO REALLY STRENGTHEN OUR STUDENTS' SAFETY PROTOCOLS AS WELL AS OUR BEHAVIOR MANAGEMENT SYSTEMS AND TO ENSURE THAT WE HAVE CONSISTENT EXPECTATIONS FOR ALL OF OUR STUDENTS AND CAMPUSES THROUGHOUT THE DISTRICT.

WE'RE GOING TO USE A COLLABORATIVE APPROACH.

TO STUDENT MANAGEMENT, THE COMMITTEE WILL REVIEW OUR EXISTING SAFETY PROTOCOLS IN STUDENT MANAGEMENT SYSTEMS AND MAKE RECOMMENDATIONS FOR UPDATES AND REVISIONS USING QUALITATIVE AS WELL AS QUANTITATIVE DATA, WE WILL REVISE OUR DOCUMENTS.

THERE WERE EIGHT STUDENTS SAFETY PROTOCOLS INCLUDING OUR PSEUDOCODE CONDUCT, OUR DISCIPLINE MATRIX AS WELL AS OUR EXTRACURRICULAR STANDARDS OF BEHAVIOR WHICH MANAGES OUR BEHAVIOR, OUR STUDENTS AND OUR ATHLETICS PROGRAMS, AND OTHER URL OUTSIDE OF SCHOOL ACTIVITIES.

OUR STUDENTS SAFETY PROTOCOL COMMITTEE IS MADE UP OF APPROXIMATELY 60 MEMBERS, OF THEM, REPRESENTING OUR 12 DIFFERENT CATEGORIES OF STAKEHOLDERS, INCLUDING CAMPUS AND DISTRICT LEVEL, LEADERSHIP AND STAFF, TEACHERS, PARENTS, STUDENTS, AS WELL AS COMMUNITY MEMBERS.

FROM THAT OVERALL GENERAL COMMITTEE, WE HAVE A STEERING COMMITTEE AND IT IS ABOUT 24 MEMBERS, TWO FROM EACH OF THOSE STAKEHOLDER CATEGORIES, THAT WILL MEET AND MAKE FINAL RECOMMENDATIONS FOR CHANGES TO THE BOARD.

THE GENERAL COMMUNITY OF OUR TEACHERS AND OUR VOLUNTEERS ARE DIVIDED INTO THREE DIFFERENT NEXUS TEAMS AND THESE TEAMS WORK AROUND RELATED SAFETY TOPICS.

THOSE NEXUS TEAMS WILL USE A SET OF SYSTEM REVIEW QUESTIONS TO

[00:50:01]

ANALYZE OUR CURRENT POLICIES AND MAKE RECOMMENDATIONS TO CHANGE TO THE STEERING COMMITTEE.

THIS PROCESS IS CENTERED AROUND OUR DATA SOURCES, VARIOUS DATA POINTS.

I STARTED WITH OUR SURVEYS, DATA INTERNAL AS WELL AS THE EXTERNAL SURVEY THAT IS CURRENTLY STILL OPEN.

OUR EXTERNAL SURVEY CURRENTLY HAS ABOUT OVERNIGHT NUMBER CLOSE TO 2,000 RESPONDENTS OF WHICH 61% ARE OUR STUDENTS.

IT WAS INTENDED TO CLOSE TOMORROW, BUT RIGHT NOW WE'VE DECIDED TO KEEP IT OPEN TILL NEXT THURSDAY, JUNE THE 1ST.

WE ALSO LOOK AT OTHER DATA POINTS INCLUDING DISCIPLINE DATA, OUR DATA FOR ATTENDANCE, AS WELL AS THIS YEAR'S BEHAVIOR THREAT ASSESSMENTS, ANY BULLYING, AND STOP IT REPORTS.

OUR NEXUS TEAMS WILL LOOK AT THOSE SYSTEMS AND LOOK AT THAT DATA AND THEY WILL USE A SET OF ABOUT NINE SYSTEM REVIEW QUESTIONS TO ANALYZE OUR EXISTING SYSTEMS AND MAKE RECOMMENDATIONS FOR CHANGES.

THE STEERING COMMITTEE WILL REVIEW THE RECOMMENDATIONS FOR CHANGE, CONSTANT CONSENSUS, AND MAKE FINAL RECOMMENDATIONS TO THE SUPERINTENDENT AND TO THE BOARD.

WE WILL MEET THROUGHOUT, WE'VE BEEN MEETING SINCE MAY.

THE INITIAL SURVEY WENT OUT IN APRIL, THE INTERNAL SURVEY FOLLOWED BY AROUND MAY THE 12TH AND WE HAVE MEETINGS SCHEDULED FOR JUNE AS WELL AS JULY.

WE'LL BRING TO YOU IN JUNE THE DRESS CODE FOR APPROVAL AND THEN IN JULY WE WILL BRING THE REMAINING DOCUMENTS, OUR STUDENT CODE OF CONDUCT, EXTRACURRICULAR STANDARDS OF BEHAVIOR, AND OUR DISCIPLINE MEASURES.

I'M CERTAINLY LANDING ON A QUOTE, ''OUR CHILDREN ARE THE PRIORITY, CHANGE IS DEFINITELY THE REALITY AND COLLABORATION IS THE STRATEGY WHICH WE MAKE THESE CHANGES." IT'S TIME YOU HAVE ANY QUESTIONS I WOULD LOVE TO ANSWER.

>> TRUSTEES ARE THERE ANY QUESTIONS OR COMMENTS?

>> I DON'T HAVE A QUESTION I DID HAVE A COMMENT THOUGH.

I LIKE THE STRUCTURE THAT THE GROUP HAS COME UP WITH TO READ THIS INFORMATION SO THANK YOU.

>> YES, MA'AM.

>> I HAVE A COMPLIMENT.

I WANTED TO COMMENT ON THE SURVEY RESPONSE.

TO HEAR THAT WE HAVE MORE THAN 2000 RESPONSES ALREADY SEEMS VERY ENCOURAGING.

IS THERE ANY ADDITIONAL INFORMATION THAT YOU CAN SHARE TO HELP FOSTER MORE PARTICIPATION FOR THIS REMAINING WEEK THAT YOU HAVE OPEN?

>> SURE. WE DECIDED TO KEEP IT OPEN UNTIL THE NEXT WEEK.

WE DID SOME ANNOUNCEMENTS, SPECIFIC ANNOUNCEMENTS ON OUR CAMPUSES, AND THEN WE'RE GOING TO CALL OUT THAT I HAD TO BE MADE BY A STUDENT, IT'S ONE OF OUR STUDENT BODY PRESIDENTS IN CROWLEY HIGH SCHOOL DID THE ANNOUNCEMENT AND I STILL ASK THOSE STUDENTS TO PUT ON THEIR INSTAGRAM PAGE AND SHARE IT OUT.

SO THEY WANTED TO GIVE MORE STUDENTS A VOICE.

IT'S BEEN VERY INTERESTING WORKING AND HEARING WHAT THEY HAVE TO SAY.

YEAH, WE'RE JUST GOING TO HOPEFULLY GET THE RESPONSES THAT OUR POLICIES WILL BE REFLECTIVE OF WHAT OUR COMMUNITY BELIEVES.

>> ARE THOSE RESPONSES ONLY FOR STUDENTS OR ALSO THOSE STAKEHOLDERS?

>> ALL STAKEHOLDERS, PARENTS, STUDENTS, TEACHERS, STAFF, COMMUNITY.

>> IS THERE A LINK THAT WE CAN ACCESS OTHER STAKEHOLDERS?

>> YES IT'S ON THE DISTRICT WEBSITE IS ALSO ON OUR SOCIAL MEDIA.

IT'S A PRETTY EASY LINK, IT'S 20URL.COM/CISDSAFETYSURVEY23.

>> IT'S QUICK AND EASY AND ONLY A FEW MINUTES.

I MEAN, MAYBE 3-1 MINUTES IS REALLY QUICK AND I APPRECIATE THE SURVEY, I APPRECIATE THE THOUGHTFULNESS IN THE QUESTIONS, AND I'M REALLY LOOKING FORWARD TO THE RESULTS.

>YES, MA'AM.

>> THANK YOU.

>> THANK YOU.

>> THANK YOU. [BACKGROUND]

>> WE'RE AT AGENDA ITEM 8.2 HIGHLIGHTING SUCCESSES OF YEAR 1, HIGH-QUALITY INSTRUCTIONAL MATERIALS. DR. MCFARLAND.

>> MADAM PRESIDENT, BOARD MEMBERS I'M DEFINITELY EXCITED TO BRING FORWARD THIS NEXT ITEM.

MS. ROSE COMING FORWARD TO SHARE JUST A GENERAL UPDATE, AN OVERVIEW OF OUR SUCCESSES AS WELL AS HQ RAM.

SHE ALSO WILL BE FOLLOWED BY [INAUDIBLE] AND SEVERAL OTHERS.

BUT AGAIN, THANK YOU, MS. ROSE.

>> ABSOLUTELY. MADAM PRESIDENT, ESTEEMED BOARD MEMBERS, DR. MCFARLAND.

WE WERE SO EXCITED TONIGHT TO BRING YOU TWO PRESENTATIONS FROM THE DEPARTMENT OF CURRICULUM AND INSTRUCTION.

OUR FIRST PRESENTATION FOCUSES ON THE IMPLEMENTATION OF HIGH-QUALITY INSTRUCTIONAL MATERIALS HERE IN CROWLEY ISD.

AS WE MOVE FORWARD FOR THE '23, '24 SCHOOL YEAR, WE'VE REALLY IDENTIFIED THREE KEY ELEMENTS THAT HAVE BEEN PROVEN IN STUDENT ACHIEVEMENT FROM OUR RESEARCH THIS YEAR, WHICH ARE HIGH-QUALITY INSTRUCTIONAL MATERIALS, HIGH-QUALITY LEADERS, AND HIGH-QUALITY TEACHERS.

[00:55:02]

AS WE IMPLEMENTED, AS WE'VE REFINED, AS WE CAN COLLABORATE AND WE OBSERVE AND LEARN THROUGH THE IMPLEMENTATION OF HIGH-QUALITY INSTRUCTIONAL MATERIALS WE'VE REALLY BEEN ABLE TO SEE THE WORK AND THE CHARACTERISTICS THAT PUSH OUR TEACHERS FORWARD TO THEIR HIGH-QUALITY MARK AND REALLY IDENTIFY THE CHARACTERISTICS OF HIGH-QUALITY LEADERS.

BUT TONIGHT OUR FOCUS IS GOING TO BE ON ONE KEY ELEMENT, WHICH IS HIGH-QUALITY IN INSTRUCTIONAL MATERIALS.

HERE TO BRING YOU THE SUCCESSES OF THE '22, '23 SCHOOL YEAR IS KELLIE CONLON OUR ELEMENTARY MATH CURRICULUM COORDINATOR.

>> THANK YOU, MS. ROSE. DR. MCFARLAND, MADAM PRESIDENT, MEMBERS OF THE BOARD WE'RE HERE TONIGHT TO SHARE WITH YOU THE SUCCESSES OF OUR YEAR 1 DISTRICT-WIDE IMPLEMENTATION OF EUREKA MAP.

IN ADDITION, WE BEGAN A PILOT OF AMPLIFIED READING LAST YEAR AT DEER CREEK AND MEADOWCREEK AND EXPANDED IT THIS YEAR TO OUR MONTESSORI CAMPUS AND K-2 DAVID WALKER ELEMENTARY.

BEFORE WE BEGIN THIS PRESENTATION, WE WOULD LIKE TO REVIEW WHAT HIGH-QUALITY INSTRUCTIONAL MATERIALS ARE, ACCORDING TO THE TEXAS EDUCATION AGENCY.

HIGH-QUALITY INSTRUCTIONAL MATERIALS ENSURE FULL COVERAGE OF THE TEKS, ARE ALIGNED WITH RESEARCH-BASED INSTRUCTIONAL STRATEGIES, SUPPORT ALL LEARNERS, ENABLE FREQUENT PROGRESS MONITORING, INCLUDE IMPLEMENTATION SUPPORTS FOR OUR TEACHERS, AND INCLUDE ALL TEACHER AND STUDENT RESOURCES NEEDED FOR INSTRUCTION.

THERE HAS BEEN SOME INFORMATION ON SOCIAL MEDIA AND ON THE TEXAS EDUCATION WEBSITE HIGHLIGHTING THE POSITIVE IMPACT OF THE IMPLEMENTATION OF HIGH-QUALITY MATERIALS IN CROWLEY ISD.

THIS IS A PROFILE OF CROWLEY ISD THAT'S PUBLISHED ON THE TEA WEBSITE.

YOU'VE BEEN PROVIDED A COPY.

THIS SHOWS DATA OF STUDENT GROWTH AT THE MEAN LEVELS OF EXPECTATION OF THE FIRST YEAR OF IMPLEMENTATION FOR AMPLIFIED READING AT MEADOWCREEK AND DEER CREEK.

I'LL GIVE YOU A MOMENT TO LOOK AT IT. AS YOU CAN SEE THE GROWTH, CROWLEY, THE TWO CAMPUSES; MEADOWCREEK AND DEER CREEK, OUTPERFORMED THE STATE IN GROWING STUDENTS AND ATHLETES CATEGORY.

THOSE THREE STUDENT GROUPS WERE OUR OVERALL STUDENTS, OUR AFRICAN-AMERICAN STUDENT GROUP, AND OUR ECONOMICALLY DISADVANTAGED STUDENTS.

THIS IS A FLYER THAT THE COALITION FOR THE EDUCATION OF EXCELLENCE HAS PUT OUT AND YOU MAY HAVE SEEN THIS IN SOCIAL MEDIA.

THEY ARE SUPPORTING HOUSE BILL 1605, WHICH WOULD PROVIDE MATERIALS TO DISTRICT STUDENTS AND TEACHERS, THOSE HIGH-QUALITY INSTRUCTIONAL MATERIALS.

HERE THEY HAVE HIGHLIGHTED THE SUCCESS THAT MEADOWCREEK ELEMENTARY, THE GROWTH THAT THEY HAD IN MATH FROM OUR BENCHMARK LAST YEAR TO OUR BENCHMARK THIS YEAR.

YOU MAY REMEMBER A LITTLE OVER A YEAR AGO, THE COMMISSIONER OF EDUCATION AND THE STATE BOARD OF EDUCATION VISITED THE AMPLIFY READING AT DEER CREEK ELEMENTARY.

SINCE THAT TIME, WE'VE HAD THE TEXAS EDUCATION AGENCY, THE TEXAS EDUCATION AGENCY COUNCIL OF CHIEF ACADEMIC OFFICERS, EUREKA MATH CHIEF EXECUTIVES, REGIONS, AND DISTRICTS COME AND VISIT EUREKA MATH AND AMPLIFY READING CLASSROOM.

WE'VE ALSO COLLABORATED WITH MULTIPLE DISTRICTS AND SHARED OUR RESOURCES SO THAT THEY COULD HAVE SOME OF THE SAME BENEFITS THAT WE'VE SEEN.

TWO OF THE RESOURCES DESIGNATED BY THE TEXAS EDUCATION AGENCY AS HIGH-QUALITY, YOU'VE HEARD ME MENTION, ARE AMPLIFY READING, WHICH IS BUILT ON TEXAS STANDARDS IN THE SCIENCE OF TEACHING READING.

IT'S ALSO TIGHTLY ALIGNED WITH THOSE LITERACY CONCEPTS TAUGHT IN TEXAS READING ACADEMIES.

EUREKA MATH TEKS EDITION IS BASED ON THE TEXAS STANDARDS.

IT BUILDS A SOLID CONCEPTUAL FOUNDATION FOR STUDENTS AND ALLOWS THEM TO PRACTICE PROCEDURAL SKILL AND FLUENCY, AND THEN THEY CAN APPLY WHAT THEY LEARN IN REAL-WORLD SCENARIOS.

IT IS WITH GREAT PRIDE THAT I SHARE WITH YOU THAT CROWLEY ISD HAS BEEN SELECTED AS ONE OF THE EIGHT DISTRICTS TO BE A K5 HIGH QUALITY INSTRUCTIONAL MATERIAL INNOVATOR LEARNING LAB.

THERE ARE 129 DISTRICTS ELIGIBLE TO COME AND VISIT OUR CLASSROOMS.

[01:00:07]

WHY HAVE WE BEEN SELECTED? IT IS NOT JUST BECAUSE OF THE MATERIALS THAT WE'VE PROVIDED TEACHERS AND STUDENTS.

IT'S BEEN THE EXECUTION OF OUR IMPLEMENTATION.

THIS HAS ONLY HAPPENED BECAUSE OUR CAMPUS AND DISTRICT LEADERS WORK TOGETHER TO DEVELOP SYSTEMS AND SUPPORTS AND A HIGH-QUALITY PROFESSIONAL DEVELOPMENT FOR OUR TEACHERS AND THOSE DISTRICT AND CAMPUS CONTENT COACHES.

I'D LIKE TO TAKE A MOMENT TO THANK OUR PRINCIPLES AND ALL OF OUR DISTRICT IN KANSAS COACHES BECAUSE THEY'RE THE ONES THAT MAKES SURE THESE MATERIALS ARE PAIRED WITH BEST PRACTICES SO THAT OUR STUDENTS AND TEACHERS CAN FLY EVERYDAY.

SOME OF THEM ARE OUT IN THE AUDIENCE TONIGHT SO THANK YOU.

[APPLAUSE]

>> [INAUDIBLE] [APPLAUSE] THANK YOU.

>> JUST BRIEFLY, WHAT ARE THE GOALS OF THE LEARNING LAB? IT'S TO EXPOSE TEXAS' DISTRICTS TO OUR CLASSROOMS AND SUPPORT OTHER LOCAL EDUCATION AGENCIES AND SEEING THOSE SYSTEMS THAT ALLOW FOR EFFECTIVE IMPLEMENTATION OF A HIGH-QUALITY INSTRUCTIONAL MATERIALS.

WHAT DO WE GET OUT OF THE LEARNING LAB? WE GET TO COLLABORATE WITH THE OTHER LEARNING LAB DISTRICTS AND ALSO PROBLEM-SOLVE WITH THEM AS WE GO INTO OUR YEAR 2 AND 3 IMPLEMENTATION.

WE WILL GET TO SHOWCASE OUR STUDENTS AND USE FEEDBACK TO STRENGTHEN OUR PROCESSES.

SOMETHING YOU MAY NOT KNOW IS WE'VE ALREADY BEEN DOING THIS WORK.

WE'VE ALREADY HAD A LAB VISIT AT TWO OF OUR CAMPUSES.

THE FIRST CAMPUS WAS SUE CROUCH ELEMENTARY.

THE FOCUS OF THIS VISIT WAS PRIMARILY TEACHERS THAT WANTED TO SEE K2 EUREKA MATH.

DURING THIS VISIT, WE VISITED CLASSROOMS AND DEAN MS. ROBINSON AND HER LEADERSHIP TEAM SHARE THEIR SUPPORTS AND STRUCTURES THEY PROVIDED AT THE CAMPUS LEVEL.

THEY ALSO PROVIDED THE INSIDE ON OUR PLCS IN MATH AND HOW THEY DIFFERENTIATED SUPPORT FOR THEIR TEACHERS IN THIS IMPLEMENTATION.

I'D LIKE TO TAKE THIS TIME TO THANK SUE CROUCH, THEIR LEADERSHIP TEAM, FOR BEING BRAVE AND HOSTING OUR FIRST LEARNING LAB VISITS.

I KNOW MS. EVENNESS IS HERE WITH SEVERAL OF HER TEACHERS AND THE CONTENT COACHES.

IF THEY CAN PLEASE STAND.

[APPLAUSE] IT'S HARD TO HAVE ALL THOSE VISITORS IN YOUR CLASS ALL THE TIME, SO THANK YOU.

OUR SECOND CAMPUS WHERE WE HOSTED ANOTHER LAB VISIT WAS AT MEADOWCREEK.

THIS VISIT WAS A LITTLE DIFFERENT BECAUSE THEY WANTED TO SEE AMPLIFY READING AND EUREKA MATH, AND AS YOU CAN SEE, IT ALSO INVOLVED MORE PEOPLE.

WE HAVE PRINCIPALS, DISTRICT LEADERSHIP, REGIONAL LEADERSHIPS, SPECIALISTS, AND COACHES.

WE WERE ALLOWED TO VISIT CLASSROOMS IN LIKE GROUPS FOR COLLABORATION PURPOSES, THEN THE DISTRICT SHARED HOW THEY SUPPORTED CAMPUSES, AND THEN MR. KAO AND HIS TEAM SHARED HOW THEY SUPPORTED TEACHERS, AND THEN SOMETHING UNIQUE AND VERY WELL-LIKED, WAS THEY HAD A TEACHER PANEL.

MANY OF THOSE TEACHERS ARE HERE TONIGHT AND THEY SHARE CHALLENGES IN IMPLEMENTING THESE HIGH-QUALITY INSTRUCTIONAL MATERIALS.

THEY WERE ALSO ABLE TO SHARE HOW THEIR CAMPUS SUPPORTED THEM THROUGH THOSE CHALLENGES SO THAT THEY CAN BE SUCCESSFUL.

THEN THEY PROVIDED INSIGHT TO HOW IT TRANSLATES INTO THE CLASSROOM TO ALL OF OUR STUDENTS.

WE WOULD LIKE TO PUBLICLY THANK MEADOWCREEK ELEMENTARY, MR. KAO, AND HIS ENTIRE TEAM FOR OPENING THEIR DOORS TO ALL OF THESE PEOPLE, THEIR DOORS IN CLASSROOM. [APPLAUSE]

>> OH [INAUDIBLE] I LOVE YOU.

>> JUST LASTLY, ONE OF THE BENEFITS OF THIS IS THE ATTENDEES COMPLETED SURVEY AND PROVIDE FEEDBACK.

THIS IS SOME OF THE FEEDBACK THAT WE RECEIVED FROM

[01:05:02]

OUR FIRST TWO VISITS BECAUSE WE ALWAYS WANT TO IMPROVE OUR PROCESSES AND GET BETTER.

I'D LIKE TO JUST GIVE YOU A MOMENT TO READ SOME OF THE FEEDBACK THAT WE RECEIVED.

THANK YOU. THAT CONCLUDES OUR PRESENTATION.

>> [INAUDIBLE] SAY THANK YOU TO MS. COLLEN AS WELL.

MS. COLLEN HAS LED THE CHARGE OF THIS INNOVATOR LEARNING LAB AND BEING IDENTIFIED AS ONE OF EIGHT DISTRICTS IN THE STATE OF TEXAS DOESN'T JUST HAPPEN.

AS MS. COLLEN SAY, IT IS THE COLLECTIVE WORK AND THE INTENTIONALITY OF THE PEOPLE.

WE CAN DESIGN SYSTEMS, BUT IT'S THE PEOPLE THAT MAKE THOSE DREAMS A REALITY, AND IT'S THE PEOPLE SITTING IN THIS ROOM, AND IT'S THE PEOPLE DOING THE WORK.

NOT ONLY HAS THIS AFFECTED STUDENTS HERE IN CROWLEY ISD, THIS HAS ALLOWED US TO ADVOCATE FOR STUDENTS ACROSS THE STATE OF TEXAS.

BECAUSE OF THEIR WORK, AND MS. COLLEN SHOWED YOU SOME DATA THAT TEA IS PUTTING OUT ALL OVER SOCIAL MEDIA, THEY'RE ALSO USING THIS IN LEGISLATION.

I WAS ABLE TO GO TO THE CAPITAL AND ADVOCATE ON BEHALF OF STUDENTS IN CROWLEY ISD AND ACROSS THE STATE OF TEXAS ON HOUSE BILL 1605 AND SENATE BILL 2565, ENSURING THAT EVERY SINGLE STUDENT HAS EQUITABLE ACCESS TO HIGH-QUALITY INSTRUCTION.

THEN WE KNOW NOT JUST HERE IN CROWLEY ISD, BUT ACROSS THE STATE, EVERY STUDENT WHO WATCH THE DOORS HAS ACCESS TO EXCELLENCE.

I JUST WANT TO SAY THANK YOU TO EACH AND EVERY ONE.

WHEN I LOOK OUT AND WHEN YOU GET THE PRIVILEGE TO WALK INTO THESE ROOMS, IS BECAUSE OF THE DEEP BELIEF IN STUDENTS AND A DEEP BELIEF IN WHAT WE CAN DO TO CHANGE THE WORLD REALLY, AND IT'S RIGHT HERE IN THIS ROOM AND BEYOND IN OUR SCHOOLS.

THANK YOU SO MUCH. IF YOU HAVE ANY QUESTIONS, MS. COLLEN AND I ARE AVAILABLE.

>> WONDERFUL. I JUST WANT TO SAY, CAN WE GIVE THEM A ROUND OF APPLAUSE.

[APPLAUSE] LEADERSHIP. I MEAN, WONDERFUL PRESENTATION AND A WONDERFUL DISPLAY OF ALL OF WHAT WE'RE DOING.

I LOVE HEARING THE DATA BECAUSE THAT TELLS A LOT, BUT THE QUALITATIVE RESPONSES FROM THOSE SURVEYS, AND ONE RESPONDENT SAID, YOU ALL SHOULD BE VERY PROUD OF THE WORK, AND IT SHOWS WE ARE VERY, VERY PROUD, BUT I HEAR IT IN MS. ROSE VOICE, I HEAR IT IN YOURS.

WE'RE VERY THANKFUL BECAUSE TO YOUR POINT, IT IMPACTS OUR STUDENTS, BUT WE'RE DOING EVEN MORE BY IMPACTING DISTRICTS ACROSS THE STATE, BUT ALSO ACROSS THE COUNTRY.

WHO KNOWS? I AM INTERESTED.

ARE THERE ANY NEARBY DISTRICTS IN THAT AID? CAN YOU SHARE? JUST CURIOUS.

>> THERE IT'S ONE, EVER MEN, BUT IT IS ONLY FOR AMPLIFY READING.

>> SEE, YOU HAD IT. [LAUGHTER] THAT HELPS US.

WE HAVE SOME BRAGGING RIGHTS.

THANK YOU. BOARD MEMBERS, ARE THERE ANY OTHER COMMENTS OR QUESTIONS YOU HAVE?

>> I DID HAVE A FEW QUESTIONS TO CLARIFY MY OWN UNDERSTANDING.

WE'RE REQUIRED TO HAVE ALL THE INSTRUCTION MATERIALS, AND I KNOW IN THIS CASE, WE'RE REFERRING TO, EUREKA MATH, EMILY, AND AMPLIFY READING.

WERE THOSE TWO OPTIONS AMONGST THE LIST THAT TEA PROVIDED? I JUST WANT UNDERSTAND, HOW QUALITY? I'M JUST SAYING ARE THERE OTHER VENDORS OR RESOURCES AND IS THAT THE TOTALITY OF HIGH-QUALITY INSTRUCTION MATERIALS WE'RE CURRENTLY USING IN CROWLEY WHEN WE SAY THAT ACRONYM?

>> DO YOU UNDERSTAND?

>> ABSOLUTELY. WE ALSO IMPLEMENTED THE SECONDARY LEVEL, CARNEGIE LEARNING AND MATH THAT IS ALSO IDENTIFIES HIGH-QUALITY INSTRUCTION MATERIALS.

THESE ARE IDENTIFIED BY TEA, BUT THERE ARE MORE CURRICULUMS ON THE LIST.

THESE ARE JUST TWO THAT WE HAVE CHOSEN TO PILOT HERE IN CROWLEY ISD.

>> WHEN WE PILOTED THESE PROGRAMS, WAS THERE ANY TYPE OF VARIANCE FOR FINANCIAL INCENTIVE? DID THE DISTRICT LIKE TO BE PAID LESS FOR THESE ITEMS? I MEAN, WILL THEY BE ABLE TO CONTINUE TO BUY THE CONSUMABLES THEN CONTINUE PROGRAMMING? I DON'T KNOW, BECAUSE IT WAS FANTASTIC AND SUCH AN EXAMPLE FOR OTHERS.

I WAS WONDERING WHAT THE FINANCIAL [INAUDIBLE] HAVE ALSO INCLUDED.

>> THE FIRST TWO YEARS, THEY WERE FUNDED BY GRANT FUNDS, NT GRANT FUNDS.

NOW WE'RE ABLE TO CONTINUE THAT FUNDING.

[01:10:01]

WITH HOW SPILLS 1605 AND CENTRAL 2565, IT REALLY IS ABOUT EXPANDING THE FUNDING OF HIGH-QUALITY INSTRUCTIONAL MATERIALS IN THE STATE OF TEXAS.

WE'RE HOPEFUL WHEN LEGISLATION ENDS THIS MONTH, THAT THAT WILL APPROVE.

>> I HAVE ONE MORE QUESTION.

THIS IS ALL FOR MY OWN JUST TO PICK STRENGTH TO ALL THAT FOR MY LEARNING.

I KNOW WE STARTED WITH A PILOT AND IT WAS JUST A FEW CAMPUSES.

WHERE ARE WE WITH REGARDS TO THE PERCENTAGE OF CAMPUSES THAT WE HAVE THAT WE'RE USING THE MATERIALS ON NOW? ALL OF THEM?

>> GREAT QUESTION. WITH EUREKA MATH, ALL OF OUR ELEMENTARY CAMPUSES ARE ENGAGED IN EUREKA MATH.

WITH AMPLIFY READING, WE STARTED WITH TWO SCHOOLS, DEER CREEK AND MEADOWCREEK.

IN OUR SECOND YEAR, WE EXPANDED TO DAVID WALKER AND A MONTESSORI.

IN THIS UPCOMING YEAR, WE'LL BE AT OUR NEW COLLEGE PREP AND IN HARGRAVE ELEMENTARY.

WE'RE REALLY JUST TAKING OUR TIME, REALLY LOOKING AT THAT LITERACY PILOT.

WE REALLY WANT TO MAKE SURE THAT IMPLEMENTATION IS STRONG.

>> I GUESS MY LAST QUESTION WOULD BE HOW ARTICULATION OF GETTING THE HIGH-QUALITY MATERIALS ON OUR [INAUDIBLE]

>> REALLY, WHEN WE INITIALLY STARTED, OF COURSE, WE WANTED TO MAKE SURE WE WANTED TO KEEP IT SMALL [INAUDIBLE].

EVERY YEAR THE PLAN IS TO CONTINUE TO SCALE HIGH-QUALITY CURRICULUM ACROSS THE BOARD.

THIS NEXT YEAR, AS SHE MENTIONED THERE'S TWO OTHER CAMPS BEING ADDED.

WELL, WE'RE DOING THOUGH. WE STILL WE'RE MOVING SLOW.

WE COLLECTED DATA TO MAKE SURE THAT WHAT WE'RE DOING WITH THEIR SUGGESTED FOR US TO DO IS SOMETHING BETTER THAN WHAT WE'RE CURRENTLY DOING.

THE REALITY IS ALL 15 OUR ELEMENTARY CAMPUSES ARE EASILY.

IT'S GOT TO BE MORE THAN JUST THE CURRICULUM.

I'LL EVER DO KNOW THAT THERE WAS ADDITIONAL FUNDING CONNECTED TO AMPLIFY, AS WELL AS THE CHANGE IN THE STAR, START REDESIGN WAS ACTUALLY MORE ALIGNED TO AMPLIFY.

THEY ANSWER SOME OF THE OTHER CURRICULUM MATERIALS.

NOW, ALL OF OUR CURRICULUM IS HIGH QUALITY.

IS JUST THAT THERE ARE SOME RESOURCE GAPS IN SOME OF OUR CURRICULUM THAT WE CURRENTLY HERE.

WE HAVE A BENCHMARK AND WE HAVE AMPLIFY.

AMPLIFY, WE HAVE MORE RESOURCES, MORE THINGS THAT TEACHERS WILL SIMPLY HAVE TO TAKE AND IMPLEMENT AS OPPOSED TO TEACH THEM TO CREATE.

WHAT WE WERE ABLE TO DO THOUGH WITH IMPLEMENTATION OF AMPLIFY, WE WERE ABLE TO ACTUALLY REVIEW OUR LITERACY FRAMEWORK, AND SO IT REALLY REDESIGN OUR FRAMEWORK.

WE NOW REDESIGNED OUR FRAMEWORK.

WE START FROM OUR FRAMEWORK AND THEN BEGINS TO LOOK AT HOW WE MAKE SURE THAT ALL THE CURRICULUM IS WHERE IT NEEDS TO BE.

WITH IMA, WITH OUR STRUCTURAL TEARS A LOT, WE ACTUALLY PURCHASED BENCHMARK A YEAR BEFORE WE ACTUALLY DID AMPLIFY.

WE ALREADY MADE A SIGNIFICANT INVESTMENT IN BENCHMARK.

WE DIDN'T WANT TO JUST GO OVER THERE AT THIS MOUTH WINDOW.

OUR CONVERSATION WITH TA WILL ALSO SAY, WHO ARE WILLING TO PILOT THIS TO SEE IF IT WORKS? WE JUST NEED SUPPORT.

TA THEY WERE ABLE TO FILE THIS ADDITIONAL PE RESOURCES.

OF COURSE, THE WAY IT WORKS IS THE LONGER YOU GO, THE LESS THEY PROVIDE AND THE MORE WE TAKE OFF.

WHAT WE THINK, WHAT WE'RE BELIEVING THAT IS, AS WE GET DOWN THE LINE, EITHER ONE OR TWO THINGS WE HAVE, EITHER WE WILL TAKE OUR CURRICULUM THAT WE HAD AND MAKE SURE THAT WE HAVE ALL THE RESOURCES THAT TEACHERS NEED AT THEIR FINGERTIPS OR WE'LL SWITCH TO A SYSTEM THAT HAS IT ALL AGAIN.

WE'RE STILL JUST LET'S SAY LEARNING.

>> I APPRECIATE THAT YOU'RE GOING TO TAKE MY QUESTION.

THANK YOU DR. MCFARLAND.

THERE BEING SOME ALGEBRA ONSET DATE THAT I APPRECIATE IT. THANK YOU.

>> IN ADDITION, WE AREN'T.

WE DID DEVELOP A LITERACY FRAMEWORK THIS PAST YEAR, REALLY BASED ON RESEARCH-BASED INSTRUCTIONAL STRATEGIES THAT DARWIN WAS TALKING ABOUT, THAT WOULD INCLUDE ALL THEIR LITERACY PROGRAMMING.

>> YES, [OVERLAPPING].

I DON'T THINK, WE CAN SAY THANK YOU TOO MANY TIMES.

FOR ALL THE WORK DONE ON THIS, AND THE ENTHUSIASM THAT YOU'RE SHOWING FOR DOING WAS BEST FOR STUDENTS.

THANK YOU. THANK YOU, DR. MCFARLAND FOR BEING FORWARD THINKING AND ALWAYS LOOKING FOR WAYS TO IMPROVE ON WHAT IT IS WE'RE DOING.

THIS SAYS TO ME THAT, AND I DIDN'T NEED THIS TO TELL YOU, BUT WE'RE KEEPING THE MAIN THING AND THAT'S THE STUDENTS. THANK YOU.

IN MY OTHER DEVICE, OUTSIDE OF HERE, I HAD THE PRIVILEGE OF ATTENDING THE AMPLIFY EUREKA TEACHER

[01:15:01]

AND ADMINISTRATOR PD AS A FORMER SECONDARY MATH TEACHER, EUREKA WAS MIND-BLOWING BECAUSE IT PROVIDES A FOUNDATION TO THE STUDENTS.

LIFETIMES AS A 6TH GRADE TEACHER AND EVEN 8TH GRADE.

THESE ARE STUDENTS COME IN WITH ADS IN EUREKA ACTUALLY CLOSES THOSE GAPING, ISN'T AT KNOWLEDGE AND SKILLS FOUNDATION THAT THEY NEED.

WE MY CAMPUS WANTED TO COME TO OUR CROWLEY.

YOU COULDN'T DO IT THIS YEAR, BUT I JUST THAT'S MY PERSONAL LIVES, I THINK [LAUGHTER].

THAT WE CAN SEE EUREKA AND ACTION AND AMPLIFY BUT I DO THINK THEY PROVIDE A STRONG FOUNDATION, AS WELL AS LEARNING BECAUSE THIS PAST WEEK ELSE HAVE A MUCH GREATER, BUT THE SIGN IS A HARDENING EMAIL.

JUST SEEING IT FROM THE EDUCATOR LENS AND ALSO THE PARENT LENS, IS A VERY BENEFICIAL PROGRAM, AND IT DOES PROVIDE THOSE TOOLS AND SUPPORT THAT OUR STUDENTS NEED TO ACTUALLY GROW.

>> I HAVE COMMENT. FROM BOTH OF US OVER HERE.

EXCUSE ME IF I STUTTERED.

WE JUST WANTED TO THANK YOU ALSO AS TRUSTEE DAVIS CARED FOR EXCELLING WITHIN YOURSELVES TO BE BETTER AND ALSO JUST FOCUSING FROM THE TARGET ON THE KIDS, TRYING TO HELP US TO DO BETTER AS A STUDENTS, AND A FORMER STUDENT [LAUGHTER].

IT'S REALLY INSPIRATIONAL. THANK YOU.

>> ONE MORE THING I'VE MADE SURE I LOVE BEING ME. [LAUGHTER].

>> A COMPETITIVE SPIRIT?

>> I'M SORRY, COMPETITIVE SPIRIT.

JUST LOOK [LAUGHTER] BUT I LOVE IT THAT PEOPLE ARE COMING TO SEE WHAT IT IS WE'RE DOING.

THAT MEANS WE'RE DOING SOMETHING RIGHT. THANK YOU BOTH.

THANK ALL OF YOU [APPLAUSE].

>> NOT TO BELIEVE BEFORE BUT I WANT TO LIFT UP MEADOWCREEK I SEE.

[OVERLAPPING] [LAUGHTER] THEY'VE BEEN DOING PHENOMENAL WORK.

IN EVERY CAMPUS HAS BEEN DOING REALLY GOOD WORK, BUT MEADOWCREEK WAS A CAMPUS THAT WE WORK REALLY HARD TO GET GOING IN THE RIGHT DIRECTION.

THEY ARE EXCELLING AND DOING A GREAT WORK.

I WANT TO JUST ACKNOWLEDGE THE TEACHERS AND STAFF OF MEADOWCREEK FOR THE HARD WORK FOR SURE.

>> THANK YOU.

>> [APPLAUSE]. OF COURSE, WE'VE TALKED MULTIPLE TIMES ABOUT DEER CREEK, BUT WE DEFINITELY APPRECIATE GRAVITY FOR YOUR LEADERSHIP IN DEER CREEK.

THEY ALSO SUE CROUCH.

WE HAVEN'T SHARED A LOT ABOUT SUE CROUCH.

BUT SUE CROUCH HAS BEEN THE CAMPUS THAT WE HAVE TAKEN THE THINGS THAT WE LEARNED AND WALKER AND HARGRADE AND WE'VE SCALED, AND WE'LL CONTINUE TO SCALE.

I JUST ALSO WANT TO LIFT UP THE FACT THAT THE SYSTEM OF SCALARS IS WORKING AND IT'S WORKING BECAUSE OF THE PEOPLE IN THE BUILDING. THANK YOU ALL.

THANK YOU. [APPLAUSE]

>> WE WILL MOVE ON TO OUR OPEN FORUM.

THIS IS AGENDA ITEM 9.0.

>> [INAUDIBLE].

>> YES. THANK YOU.

AGENDA ITEM 8.3, MOVING HEAD.

TEACHER SUPPORT INITIATIVES.

DR. MCFARLAND.

>> MADAM PRESIDENT, BOARD MEMBERS, THIS IS ANOTHER ITEM WE WANT TO BRING BEFORE FOR YOU.

WE OFTENTIMES TALK A LOT TO THE TEACHERS AND WHAT WE'RE DOING FOR TEACHERS.

WE'RE IN THE HIRING SEASONS.

WE WANT YOU TO KNOW SOME OF THE THINGS THAT WE ARE DOING AND WE WANT YOU TO SEE SOME OF THE PEOPLE WHO ARE ACTUALLY DOING THE WORK TO SUPPORT OUR TEACHERS.

MS. ROSE IS HERE TO PRESENT THE NEXT ITEM. MS. ROSE.

>> MADAM PRESIDENT, BOARD MEMBERS, DR. MCFARLAND, THIS IS THE SECOND PRESENTATION OF CURRICULUM INSTRUCTION.

WE'RE SO EXCITED TO BRING YOU TEACHER SUPPORT INITIATIVES, THE DIVISION AND WORK OF MS. COURTNEY DAVIS.

WE'VE BEEN ABLE TO SUPPORT THE NEW TEACHERS INTO CROWLEY ISD.

I'M EXCITED FOR YOU TO HEAR FROM MS. DAVIS ABOUT THE PROGRAM THAT SHE HAS PUT IN PLACE AS A SUPPORT OUR NEW TEACHERS. MS. DAVIS.

>> THANK YOU DR. MCFARLAND, THANK YOU MS. ROSE, MADAM PRESIDENT, MEMBERS OF THE BOARD.

MY NAME IS COURTNEY DAVIS AND I AM HERE TO TALK WITH YOU ABOUT TEACHERS SUPPORT INITIATIVES FOR THE 22-23 SCHOOL YEAR.

THIS ALIGNS WITH GOAL 1 THRIVING STUDENTS AND GOAL 3 EMPOWERED STAFF.

WE HAVE APPROXIMATELY 1,277 TEACHERS IN CROWLEY ISD.

BUT DID YOU KNOW THAT 387 OF THOSE TEACHERS ARE NEW HIRES TO THE DISTRICT? THOSE TEACHERS FALL INTO ONE OF THREE CATEGORIES.

[01:20:02]

WE HAVE NEW TEACHERS OR FIRST-YEAR TEACHERS, WE HAVE TEACHERS IN RESIDENCE WHICH ARE INDIVIDUALS WHO HAVE A COLLEGE DEGREE BUT ARE WORKING THROUGH AN ALTERNATIVE CERTIFICATION PROGRAM, AND THEN WE HAVE EXPERIENCED TEACHERS IN CROWLEY, 20% OF THAT 387 TEACHERS ARE NEW TO THE PROFESSION, 28% OF THOSE TEACHERS WERE TEACHERS IN RESIDENTS, AND 52% OF THOSE TEACHERS ARE EXPERIENCED.

WHEN IT COMES TO SUPPORTING ALL TEACHERS, OUR GOAL IN CROWLEY ISD IS TO HAVE THE RIGHT SYSTEMS IN PLACE TO EMPOWER STAFF WITH THE TOOLS THEY NEED TO PROVIDE A HIGH-QUALITY EDUCATION FOR OUR STUDENTS.

THANK YOU SO MUCH BOARD MEMBERS, YOU APPROVE OUR CALENDAR, WHICH ALLOWS FOR A JOB EMBEDDED TRAINING ON THE UPCOMING CONTENT FOR ALL OF OUR TEACHERS THROUGH OUR DISTRICT LEARNING ACADEMY.

ALSO ON THAT CALENDAR WE HAVE LONG-RANGE PLANNING DAYS, WHICH GIVES TEACHERS AN OPPORTUNITY TO COLLABORATE AND WORK TOGETHER IN VERTICAL AND HORIZONTAL TEAMS TO PLAN FOR UPCOMING INSTRUCTION.

BOARD MEMBERS, YOU ALSO APPROVE THE POSITIONS OF OUR CONDENSATE COACHES ON CAMPUSES.

ON EACH CAMPUS WE HAVE READING AND MATH COACHES, AND THEN WE HAVE SCIENCE AND SOCIAL STUDIES DISTRICT LEVEL COACHES.

THOSE COACHES PROVIDE WEEKLY COLLABORATIVE MEETINGS FOR TEACHERS TO TALK ABOUT STUDENT WORK, UPCOMING INSTRUCTION AND THEN THEY ALSO PROVIDE FEEDBACK TO TEACHERS THROUGH CLASSROOM OBSERVATIONS TO HELP THEM EXCEL AND GROW.

THANK YOU SO MUCH FOR APPROVING OUR CALENDAR AND FOR APPROVING THOSE POSITIONS.

BY DOING SO, YOU SHOW THAT YOU REALLY HAVE INVESTED IN OUR TEACHERS AND THEN YOU VALUE THE WORK THAT THEY DO. THANK YOU.

THOSE SUPPORTS THAT I SPOKE ABOUT, THOSE ARE SUPPORTS FOR ALL TEACHERS.

BUT WE RECOGNIZE THAT OUR NEW TEACHERS AND OUR TEACHERS IN RESIDENCE ARE ACTUALLY NEW TO THE PROFESSION AND NEED BIT MORE INTENSIVE SUPPORT.

TO PROVIDE THAT FOR THEM WE HAVE THREE PROGRAMS. WE HAVE OUR MENTORS INVESTING IN NEW TEACHERS PROGRAM OR MINT PROGRAM, WE HAVE NEWBIE NETWORK AND THEN WE HAVE TEACHERS AND RESIDENTS, SOME ADDITIONAL COURSES THAT WERE OFFERED FOR THEM THIS SCHOOL YEAR.

I'M GOING TO TAKE YOU THROUGH EACH OF THOSE.

OUR MINT PROGRAM IS A GROUP OF HIGHLY QUALIFIED TEACHERS AT EACH CAMPUS.

THAT MINT STANDS FOR OUR MENTORS INVESTING IN NEW TEACHERS.

THEIR JOB IS TO PROVIDE GUIDANCE TO TEACHERS, TO THEIR MENTEES, TO FIELD ANY QUESTIONS THAT THEY MAY HAVE AND, THEN TO JUST KEEP THEM ON THE KNOW OF WHAT'S HAPPENING AT THEIR CAMPUS.

FOR THE MINT PROGRAM, WE MEET TOGETHER AT THE DISTRICT LEVEL ONCE A MONTH, AND EVERYTHING THAT WE DO IS PRETTY MUCH GUIDED BY THESE SEVEN PRINCIPLES OF SUPPORT THAT NEW TEACHERS NEED TO BE SUCCESSFUL.

THIS INVOLVES A ROLE-PLAYING.

WE TALK ABOUT PRINCIPLES OF MENTORSHIP, SOME COACHING STRATEGIES AND SOMETIMES IT'S REALLY JUST TO SIT DOWN AND SAY, HEY, THIS IS WHAT MY TEACHER IS EXPERIENCING.

ARE YOU GUYS EXPERIENCING THAT TOO, WHAT'S WORKING FOR YOU AND VICE VERSA.

WE JUST PROBLEM-SOLVING TALK THROUGH WHAT'S GOING ON AT THE CAMPUS.

NEWBIE NETWORK IS FOR OUR FIRST-YEAR TEACHERS.

THOSE NEW TEACHERS THAT I SPOKE ABOUT, AS WELL AS OUR TEACHERS IN RESIDENTS ARE BOTH SERVICED THROUGH THIS PROGRAM.

THE GOAL OF IT IS TO PROVIDE TEACHERS WITH THOSE FOUNDATIONAL SKILLS OF BEING A TEACHER, BUT THEN ALSO TO SUPPORT THEM THROUGH THE YEAR AS THEY GO THROUGH THE HILLS AND VALLEYS OF THEIR FIRST YEAR TEACHING.

I'M GOING TO TAKE ABOUT 20 SECONDS TO JUST STUDY THIS GRAPH THAT I HAVE HERE.

BOARD MEMBERS, I KNOW THAT SOME OF YOU WERE TEACHERS.

THEN EVEN IF YOU WEREN'T A TEACHER, YOU CAN RELATE TO JUST LEARNING A NEW JOB OR A NEW CAREER.

THESE PHASES OF A TEACHER'S ATTITUDE TOWARDS TEACHING, THEY START OFF SUPER EXCITED, WANTING TO DECORATE THEIR CLASSROOM, EXCITED TO GET IN FRONT OF STUDENTS.

BUT THEN ONCE THE SCHOOL YEAR STARTS, THEY HIT THAT SURVIVAL PHASE WHERE THEY'RE REALIZING THERE'S A LOT OF THINGS THAT THEY NEED TO LEARN AND THEY NEED SOME LEARN THOSE THINGS VERY QUICKLY.

IT GETS A LITTLE BIT WORSE AS WE GET INTO

[01:25:03]

BAD DISILLUSIONMENT PHASE WHERE TEACHERS ARE A LITTLE BIT OVERWHELMED AND THEY REALIZE THAT THINGS AREN'T GOING THE WAY THAT THEY MAY HAVE ENVISIONED.

BUT LUCKILY THEY HAVE THOSE MENTORS THERE TO SUPPORT THEM WITH THAT.

THEN WE MOVE ON TO THIS REJUVENATION PHASE WHERE TEACHERS LEARN FROM SOME OF THE MISTAKES THAT THEY MADE IN THE SCHOOL YEAR.

THEN WE GO TO THAT REFLECTION PHASE WHERE THEY SAY, THESE ARE THE THINGS THAT WORKED REALLY WELL, THESE ARE THE THINGS THAT DIDN'T, SO NEXT YEAR IS GOING TO BE EVEN, BETTER AND THEY MOVE TO ANTICIPATING THE NEXT SCHOOL YEAR.

NEWBIE NETWORK IS A PLACE TO CELEBRATE THOSE SMALL SUCCESSES AS WELL AS HAVING AN OPPORTUNITY TO COLLABORATE AND TALK ABOUT WHAT YOU'RE GOING THROUGH WITH PEOPLE THAT ARE GOING THROUGH THE SAME THING.

I SPENT A LOT OF TIME REALLY TRYING TO NORMALIZE FOR THEM HOW THEY'RE FEELING AND THAT IT DOES GET BETTER WHEN IT IS DIFFICULT.

WE HAD OUR END OF YEAR CELEBRATION ON MAY 5TH, AND ALL OF THE MENTORS AND MENTEES WERE INVITED.

MENTEES ACTUALLY WROTE THANK YOU CARDS TO THEIR MENTORS AND THEN MENTORS CREATED A ONE-OF-A-KIND AWARDS FOR THEIR MENTEES.

I JUST WANTED TO HIGHLIGHT HERE THE RELATIONSHIP THAT'S FOSTERED THROUGH THIS MENTORSHIP PROGRAM.

LASTLY, WE HAVE OUR TEACHERS IN RESIDENCE.

REMEMBER, THESE ARE OUR TEACHERS THAT HAVE A COLLEGE DEGREE BUT ARE WORKING THROUGH AN ALTERNATIVE CERTIFICATION PROGRAM.

THEY ARE SERVICED THROUGH NEWBIE NETWORK AND FOR THEM WE'VE ADDITIONALLY DONE SESSIONS ON BEING A PROFESSIONAL EDUCATOR, MANAGING STUDENT BEHAVIOR, UNDERSTANDING STANDARDS, SOME OF THOSE THINGS THAT IF YOU WORKED IN A DIFFERENT FIELD YOU MIGHT NEED TO BE SUCCESSFUL.

NEXT YEAR TO INCREASE THE EFFECTIVENESS OF THIS PROGRAM, WE ARE ADDING BOOTCAMPS AND STUDY GROUPS TO HELP THESE TEACHERS PASS THEIR CERTIFICATION TEST TO BECOME FULLY CERTIFIED.

I'M PRETTY EXCITED ABOUT THAT.

HERE ARE JUST THREE OF THOSE TEACHERS IN ACTION. IN CLOSING, I'D LIKE TO LEAVE YOU WITH THESE BOOKS TO LET THESE PROGRAMS SPEAK FOR THEMSELVES.

[NOISE] THANK YOU.

DO YOU HAVE ANY QUESTIONS? I'LL BE HAPPY TO ANSWER. KELICIA STEVENSON.

>> ONE QUESTION. ALL THE MOVIES THAT I WENT THROUGH THIS PROGRAM OR I WANT THIS SCHOOL YEAR DID YOU DO A SURVEY TO FIND OUT SOME OF THE THINGS THAT WE PROBABLY DO BETTER NEXT YEAR OR DO YOU TAKE A SURVEY AND HOW WAS THAT SURVEY?

>> YES, WE DID TAKE A SURVEY.

MOST OF THE FEEDBACK THAT I RECEIVED WAS THAT THEY WERE EXCITED, THEY APPRECIATED EVERYTHING THAT WAS DONE FOR THEM.

THEY DID ASK TO HAVE MULTIPLE SESSIONS AND THEN TO ALSO HAVE MORE TIME WITH THEIR MENTORS ON CANVAS.

THAT WAS ONE OF THE BIG ASKS OF THOSE TEACHERS.

WAS JUST SOMETIMES THEY MIGHT NOT HAVE THE SAME COMPREHENSIVE OR THINGS LIKE THAT, AND SO THEY JUST WANT WE'RE SAYING, IF WE COULD JUST BE AS STRATEGIC AS POSSIBLE WHEN PARENTS.

>> I HAD TWO, ONE AND THEN EXCEPT TRUSTEES INNOCENT QUESTIONS THE SEGMENTS MEET MONTHLY, AND SO I WANTED TO KNOW IF SOMETHING ARISES BETWEEN MEETINGS HOW ARE MINUTES ABLE TO CONTACT HER MENTOR? IT GOES THROUGH THE SITUATION INSTEAD RANGE IN THE NEXT MEETING.

>> I RECEIVED LOTS OF EMAILS FROM OUR MENTORS, AND SO THEY ARE MORE THAN WELCOME TO REACH OUT TO ME IN THAT WAY.

BUT THEN ALSO, I FEEL THEY DO A LOT OF TROUBLESHOOTING WITH EACH OTHER, SO THEY KNOW THAT ON EACH CAMPUS WE HAVE SEVERAL MENTORS, AND SO THEY'RE USUALLY ABLE TO WORK THOSE THINGS OUT WITH THEIR MENTORS OR WITH THEIR CAMPUS LEADERSHIP, BUT SOMETIMES I DO DATING AS WELL.

>> THEN THE SECOND QUESTION IS, HOW ARE THESE REPROGRAMS HIS TEACHER TURNOVER.

I KNOW THAT ESPECIALLY DURING THAT DISILLUSIONED PHASE WHEN THE CHRISTMAS BREAK. I'LL LET YOU HAVE THAT.

I DON'T SEE YOU AGAIN IN THE NEW YEAR,

[01:30:02]

SO HOW AS THE MENTORING OTHERS PROGRAMS THAT CAN MAKE THE NETWORK HAS IMPACTED TURNOVER?

>> MS. ROBINSON, THAT'S A GREAT QUESTION, AND SO WHAT WE'LL DO IS CUSTOMER STILL ENFORCED RIGHT NOW WILL STILL FINALIZING THE END OF YOUR DOCTORS, AND SO IN THE END OF JUNE WE WILL HAVE A GOOD UNDERSTANDING AND THAT'S ONE OF THE THINGS THAT WE'LL USE AS ONE OF THE METRICS THAT WE'LL USE CALIBRI, REDEFINE WHAT WE DO WON'T FALL, BUT WE WILL HAVE A RETENTION NUMBER AT THE END OF JUNE.

>> NO OTHER QUESTION GREG, PRESENTATION, BY THE WAY.

THANK YOU SO MUCH.

[NOISE] I LIKE ALL THE PROGRAMS. THE QUESTION I HAVE IS RELATED TO THE MENTAL HEALTH ASPECT BECAUSE WHEN YOU GET TO THAT THE SOLUTION THEN HOW ARE WE PARTNERING WITH OUR HEALTH PERSONNEL OR THOSE RESOURCES DURING THAT IS THE MENTORS THAT GET BUT ANY OTHER PARTNERS INVOLVED IN ANY OF THESE PROGRAMS?

>> WE DIDN'T HAVE COUNSELING, COME OUT AND DO SOME PROFESSIONAL DEVELOPMENT WITH THEM.

THEN ALSO MAYBE IN SEPTEMBER, OCTOBER'S TIME FRAME, ALL NEW TEACHERS WERE PROVIDED WITH A BOOK FROM COUNSELING JUST TO READ, AND IT WAS, I WANT TO SAY POP BILLING, POSITIVE HABITS, OR A POSITIVE MINDSET, AND SO THEY WERE ALL GIVEN THOSE BOOKS.

>> I KNOW THAT UPFRONT DURING ORIENTATION AND ALL THAT, THEY GET THOSE RESOURCES PRESENTED TO THEM THAT AS THEY GO THROUGH THIS PROGRAM. THANK YOU, SIR.

>> IS ALL GOOD THAT I HAVE THERE FIRST.

FIRST OF ALL IS FROM HERE I LOVE THE NOTES WHERE THEY TOLD TO USE MUSIC AS A [INAUDIBLE], I REALLY WANT TO COMMEND THE SUPPORT THAT'S PROVIDED BECAUSE I REMEMBER AS A FIRST-YEAR TEACHER AND NOT HAVING ANOTHER EVENT SAID THAT WAS A LONG TIME AGO.

[LAUGHTER] BUT DIDN'T HAVE ANY SUPPORT AT ALL.

IT'S LIKE ROLLING TO SWIM, SO I CAN CERTAINLY REALIZE THE VALUE IN THAT, AND I JUST WANT TO THANK YOU FOR HAVING THAT COMPONENT AS A PART OF WHAT IT IS YOU'RE DOING.

IF YOU WOULD PLEASE JUST DIFFERENTIATE FOR ME THE DIFFERENCE BETWEEN THOSE FIRST TWO GROUPS.

THE NEW TEACHERS THAT TEACHES THE RESIDENTS OF ONE THAT HAVE DEGREES, BUT THEY'RE WORKING ON.

>> THEY'RE WORKING ON THEIR TEACHING CERTIFICATION.

>> OKAY.

>> THEN THE NEW TEACHERS ARE CERTIFIED.

THIS IS JUST THEIR FIRST YEAR IN THE PROFESSION.

>> THANK YOU. NICE JOB.

>> THANK YOU.

>> HAD FOLLOW-UP TO THAT QUESTION, SO COULD THE NEWBIES BE THE TEACHERS AS WELL IN THE DISTRICT BURSA?

>> YES. NEWBIE NETWORK IS FOR THE CERTIFIED NEW TO THE PROFESSION, TEACHERS AS WELL AS THE TEACHERS AND RESIDENTS, SO BOTH ARE THEIR FIRST YEAR TEACHING FOR BOTH OF THOSE GROUPS.

SOMEBODY THAT CAN UNDERSTAND YOUR QUESTION.

>> I WAS JUST HOLD YOUR QUESTION YOU ASKED ABOUT [INAUDIBLE] THE TWO, SO.

[OVERLAPPING].

>> THE SAME THING.

>> [INAUDIBLE] CONFUSE WITH THE GROWTH 20%.

>> [INAUDIBLE].

>> THAT'S 20 PERCENT, CORRECT?

>> I'M SORRY. THAT'S THE 20%.

>> YES, MA'AM.

>> AND 28% WAS THE NEWBIES.

>> THOSE ARE TEACHERS AND RESIDENTS WHO ARE, YES.

>> WELL, WHAT I'M ASKING IS THAT WE, ARE THEY FIRST-TIME TEACHERS IN THE DISTRICT AS WELL?

>> YES, MA'AM.

>> THAT WAS MY QUESTION.

>> THANK YOU.

>> ANY OTHER QUESTIONS FROM THE TRUSTEES? ARE THE STUDENT TRUSTEES, YOU HAVE ANY QUESTIONS?

>> YOU MIGHT HAVE ALREADY STATED THIS. I'M SO SORRY.

[NOISE] WHEN MADAM PRESIDENT, I DRESS LIKE THE HEALTH MENTAL HEALTH ISSUES.

BECAUSE YOU'D LIKE TO ELABORATE MORE ON IF YOU HAD ANY FEEDBACK OR RESULTS OF WHATEVER SUPPORT YOU GAVE THE TEACHERS.

>> IN REGARDS TO THEIR MENTAL HEALTH.

I KNOW THAT THERE WAS POSITIVE FEEDBACK FOR THE SERVICE THAT WAS PROVIDED BY COUNSELING.

[01:35:02]

DOESN'T THEY APPRECIATED IT, BUT I FEEL SHOWING THAT GRAPH THAT I DISPLAYED AND BRINGING THAT UP AND KEEPING THAT TOP OF MINE THAT WAS SOMETHING THAT WE TALKED ABOUT AT THE BEGINNING OF EACH SESSION OR EACH TIME THAT WE MET.

I FEEL THAT REALLY HELPED THEM TO FEEL LIKE IT'S NOT JUST ME.

OTHER PEOPLE GO THROUGH THIS AS WELL AND BECAUSE IT DOES GET BETTER.

>> THANK YOU.

>> CAN I PRESCRIBE? JUST A QUICK QUESTION ABOUT THE TEACHER IN RESIDENCE PROGRAMS, SO THOSE ARE TEACHERS WHO ARE WORKING THROUGH ALTERNATIVE CERTIFICATION.

HOW LONG CAN THEY REMAIN A TEACHER IN RESIDENCE? DO WE PROVIDE ANY ADDITIONAL SUPPORT EVEN THOUGH THEY'RE WORKING THROUGH THEIR ALTERNATIVE CERTIFICATION PROGRAM? ARE THERE ADDITIONAL THINGS THAT MAYBE WE DO HERE TO HELP THEM THROUGH THAT AS WELL? BECAUSE IT SEEMS THE REASON I ASKED THAT QUESTION BECAUSE IT SEEMS THERE IS A LOT, IN THE FIRST YEAR, BUT IN OTHER SITUATIONS, I'M AWARE THAT YOU HAVE A LIMIT THERE'S A FLOAT AS FAR AS HOW LONG IT COULD BE A TEACHER IN RESIDENCE, AND SO IF THE GOAL IS ULTIMATELY TO RETAIN THOSE TEACHERS FOR THEM TO BECOME FULLY CERTIFIED TEACHER.

JUST CURIOUS AS TO HOW WE'RE AIDING IN THAT PROCESS.

>> GREAT QUESTION, TRUSTEE DAVIS, BECAUSE WE DID LAUNCH INTO THIS PROCESS WITH THE IDEA THAT IT WOULD TAKE THIS SCHOOL YEAR BASED UPON THE FEEDBACK THAT WE GOT FROM THE ALTERNATIVE CERTIFICATION PROGRAMS THAT THEY WERE USING.

WHAT WE DISCOVERED ALONG THE WAY WAS THAT IT IS A LINE.

THEY WERE TRYING TO TAKE MODULES.

THEY'RE DOING A PHENOMENAL JOB OF IMPLEMENTING AMPLIFY AND ALL OF OUR OTHER PROGRAMS, AND SO AS WE GOT CLOSER TO THE CONCLUSION OF THE PROGRAM, WE HAVE EXTENDED MAYBE INTO A YEAR TO BASE, AND SO WE BLEND INTO A PROCESS WITH ALTERNATIVE CERT PROGRAM IN ORDER TO JUST EVALUATE WHERE ARE YOU, HOW MANY MODULES DID YOU ACTUALLY GET THE TAKE? HOW CLOSE ARE YOU TO GIVING A STATEMENT OF ELIGIBILITY, WHICH IS THEIR TEACHERS ARE, AND WORKING WITH THEM ON THAT.

BUT THE IDEA THAT IF THEY DID NOT FINISH THIS YEAR WITH THE ADDITIONAL SUPPORTS THAT WE WORK WITH CNI DEPARTMENT, LOTS OF WRAP AROUND THEM THAT THEY SHOULD BE FINISHED OR AT LEAST A STATEMENT OF ELIGIBILITY WHICH ALLOWS THEM TO FOR THEIR CERTIFICATION TEST BY DECEMBER, SO A YEAR-AND-A-HALF IF THEY'RE REALLY PUSHING AFTER.

BUT WE DEFINITELY ACKNOWLEDGE THAT IT IS MORE THAN A YEAR LONG PROGRAM THAT WE ANTICIPATED AS WE PILOTED IT IN THE BEGINNING.

>> JUST AS A FOLLOW-UP TODAY.

BECAUSE OF COURSE, TEACHERS IN TEXAS ARE REQUIRED TO BE CERTIFIED, SO DOES THAT TIME FRAME PUT US IN JEOPARDY IN ANY WAY OF TEACHERS NOT MEETING THE EXPECTATIONS OF THE TASTE OF EDUCATION, AGENCY, AND THAT THING.

>> WE ARE CURRENTLY, I'M HENCE WE WOULD ADVICE ANYTHING IF THERE'S A TEACHER IN RESIDENCE IN THE STATE REQUIRED TO IDENTIFY AND NOTIFY THE PARENTS AT THE BEGINNING OF THE YEAR THAT THERE IS A TEACHER THAT MAY NOT BE FULLY SATISFIED IN THAT CLASSROOM, AND WE WOULD DO THAT ANNUALLY.

AGAIN, WE'LL JUST WRAP AROUND SERVICES FOR THE DEPARTMENT MEMBERS, OTHER INDIVIDUALS IN THE BUILDING TO PROVIDE BABY, THE LESSON PLANNING SUPPORT, THE CHECKING CONNECTS THAT ARE WEEKLY, AND THEN OBVIOUSLY PARTNERING WITH THIS APHIS AND HER TEAM TO REALLY GIVE IT NETWORK MOM'S SIDE, THOUGH, WE DO MEET THE REQUIREMENTS OF NOTIFYING THE PAINTER.

>> THE COPY DOCUMENT.

I FEEL THAT'S AN INTERESTING POINT YOU MAKE, MR. DAVIS, BECAUSE FOR US IN PUBLIC SCHOOLS, TEACHERS DO HAVE TO BE SATISFIED, BUT THEY KNOW IN CHARGE SO.

>> THAT'S CORRECT.

[NOISE]

>> YEAH, SHE WANTED TO MAKE THAT POINT.

>> MADAM PRESIDENT, BOARD MEMBERS, ALSO JUST I WOULD LIKE TO LIFT UP DR. KELLY.

HE HAS ALSO BEEN WORKING WITH OUR DIRECTOR OF TEACHING AND LEARNING AND REALLY THAT'S KELLY IDENTIFY AS MS. COURTNEY HAVING PASSION IN THIS AREA.

HER JOB WAS NOT ACTUALLY NEW TEACHER DEVELOPMENT OR TEACHING SUPPORT YOU WITH EXTRA BLENDED LEARNING.

BUT IT'S WHEN SHE WAS ABOUT THE KALE, I SAW A NEED.

THEY COLLECTIVELY SOMETHING THAT FIELD IS NICE.

I JUST WANT TO ACKNOWLEDGE YOU FOR THAT.

WE APPRECIATE YOU DOING THAT.

APPRECIATE YOU, MS. HALL, APPRECIATE YOU, DR. KELLY, BY HAVING THAT LEADERSHIP IS NO MYSTERY WHY THE RESULTS ARE LIKE THEY ARE,

[01:40:03]

IS BECAUSE OF THE TEAMS THEMSELVES KNOWS WHAT NEEDS TO BE DONE IS I JUST WANT TO ACKNOWLEDGE PUBLICLY NOT A JOB.

THANK YOU FOR DOING IT [APPLAUSE].

>> THANK YOU SO MUCH.

THAT ENDS OUR REPORT ITEMS. WE WILL NOW MOVE TO OUR OPEN FORUM.

>> IF YOU WILL CALL THE NAME OF THAT PERSON WHO SIGNED UP TO SPEAK AN OPEN FORUM AND THEN ALSO, IF YOU WILL PROVIDE THEIR TIME CUES AS WELL.

>> YES, MA'AM. OUR FIRST SPEAKER IS LINDA PALMER. MISS PALMER

>> THANK YOU SO MUCH. I HAVE REALLY ENJOYED BEING HERE.

I AM A FORMER CHS TEACHER AND STARTED TUTOR AT SHARING GORE'S SAKE OF ART AND I REALLY ENJOYED BEING AT THIS MEETING.

MADAM PRESIDENT, BOARD MEMBERS AND DR. MCFARLAND, MY NAME IS LINDA PALMER AND I DO RESIDE AT 4012 ARE QUITE DRY FOR TEXAS 76123.

I'M A VOLUNTEER ALSO WITH GARRETT COUNTY CHAPTER OF CITIZENS DEFENDING FREEDOM AND I DID GIVE A HANDOUT TO MR. KIRSCHNER HEAVILY AS MANY HANDED OUT.

A NUMBER OF PROGRESSIVE ORGANIZATIONS ARE ATTEMPTING TO PRESSURE SCHOOL ADMINISTRATORS TOO BROAD.

LANGUAGE OF TITLE NINE INCLUDES SEXUAL ORIENTATION AND GENDER IDENTITY.

THIS UNDERMINES FEDERAL LAW AND THE LEGISLATIVE AUTHORITY OF THE UNITED STATES CONGRESS.

THESE ORGANIZATIONS ARE LEANING ON THE MISLEADING GUIDANCE OF THE DEPARTMENT OF EDUCATION'S 2021 NOTICE THAT INTERPRETATION IN CONJUNCTION WITH PRESIDENT BIDEN'S EXECUTIVE ORDER OF A SUPREME COURT RULING IN BOSTON VERSUS CLAYTON.

IT MUST BE NOTED THE COURT CLEARLY STATED BOSTON WAS A TITLE SEVEN ISSUE.

THEY DID NOT APPLY TO TITLE NINE OR ANY OTHER LAW.

THE SUPREME COURT AND VOSTOK EMPHASIZE THAT SEX-BASED EMPLOYMENT DISCRIMINATION, CONSISTENT WITH THE TITLE SEVEN, WAS UNCONSTITUTIONAL.

HOWEVER, THEY EXPLICITLY REFRAIN FROM APPLYING OR RELATE TO THE TITLE 9.

THEREFORE, THE DEPARTMENT OF EDUCATION'S NOI AND EXECUTIVE ORDER OR NOI BECAUSE IT EXPRESSLY CONTRADICTS SUPREME COURT PRECEDENT.

THERE HAVE ALSO BEEN A HANDFUL OF CASES FURTHER DEMONSTRATING THE BOSTON RULING DOES NOT APPLY TO TITLE 9 ISSUES.

THE RECENT FEDERAL DISTRICT COURTS REALLY PREVENTS THE BIDEN ADMINISTRATION NOI EXECUTIVE ORDER FROM TAKING EFFECT IN 20 STATES, INCLUDING TEXAS.

ADDITIONALLY, A FEDERAL DISTRICT COURT IN TEXAS AFFIRM THAT SEXUAL ORIENTATION AND GENDER IDENTITY ARE NOT PROTECTED CATEGORIES BECAUSE TITLE 9 MUST BE READ IN THE ORIGINAL CONTEXTS IN WHICH IT WAS DRAFTED IN 1972, WHERE SEX WAS UNDERSTOOD TO BE BIOLOGICAL.

IN THE BOSTON CASE IS SUPREME COURT STATED THAT

[01:45:01]

THE PEOPLE'S REPRESENTATIVES ARE THE ONES WHO MUST AMEND TITLE 9 THEREFORE, ONLY CONGRESS CAN AMEND TITLE 9.

I ASKED YOU TO CONSIDER THIS INFORMATION BEFORE ACTING ON THE COERCIVE TACTICS BY ORGANIZATIONS INTENTIONALLY MISINFORMED TITLE 9, DO YOU PUSH YOUR POLITICAL AGENDA THAT WOULD ERADICATE TITLE 9, SEX SPECIFIC PROTECTIONS.

FEMALE STUDENTS HAVE THE RIGHT TO PRIVACY IN BATHROOMS AND LOCKER ROOMS. FEMALE STUDENTS HAVE THE RIGHT TO PARTICIPATE IN SPORTING ACTIVITIES AGAINST ONLY FEMALE ATHLETES.

I LEFT YOU COPIES WITH MORE INFORMATION YOU WERE ALSO SEND AN EMAIL WITH INFORMATION AS WELL.

I URGE YOU TO TAKE THIS INFORMATION INTO ACCOUNT AS YOU DELIBERATE FURTHER ACTION ON THIS ISSUE. THANK YOU VERY MUCH.

>> ALL RIGHT. THANK YOU.

>> THAT CONCLUDES OUR PERFORMANCE.

>> THANK YOU VERY MUCH.

WE'LL MOVE TO OUR CONSENT AGENDA AND THERE ARE

[10.0 Consent Agenda]

SEVERAL ITEMS I'LL LOOK THROUGH THESE AND WE HAVE 10.1, WHICH IS THE APPROVAL OF THE CONSENT AGENDA.

WE HAVE 2.2 FINANCIAL STATEMENTS TO FORM 3, THE BUDGET AMENDMENT, 10.4 STRONG FOUNDATIONS RAMP, WHICH IS TECHNICAL ASSISTANCE CONTRACT APPROVAL.

FEBRUARY 5, THE RE CONTRACT RENEWAL 2023, 2024, 10.6 CURRICULUM AND INSTRUCTION RENEWABLES, AND 10.7 THE CARNEGIE LEARNING PROFESSIONAL DEVELOPMENT TRAINING, AND 10.8, THE FINAL SITE CONTRACT, 10.9 THE ANNUAL END-OF-YEAR REPORT FROM THE SCHOOL HEALTH ADVISORY COUNCIL, 10.10 RELAY GSE PROFESSIONAL DEVELOPMENT PROGRAM, 10.11, RENEWAL OF CONTRACT WITH REGION 11 EDUCATION SERVICE CENTER FOR PRE-KINDERGARTEN FOR CHINK AND PLC SUPPORT AND FINALLY, AGENDA ITEM 10.12 THE NOTICE OF PUBLIC MEETING TO DISCUSS OR BUDGET AND TAX RATE.

BOARD AT THIS TIME, ARE THERE ANY QUESTIONS OR DISCUSSIONS REGARDING THE CONSENT AGENDA? HEARING NONE, CAN WE MOVE TO VOTE, PLEASE.

WHEN YOU MOVE, BACKWARD MOTION.

>> THANK YOU.

>> WRITE THEM IN THE APPROVAL OF THE CONSENT AGENDA AS PRESENTED.

>> THANK YOU, TRUSTEE ROBINSON, IS THERE A SECOND?

>> I SECOND

>> THANK YOU, TRUSTEE DAVIS.

NOW WE WILL MOVE TO VOTE ELECTRONICALLY.

[NOISE] THE MOTION PASSES UNANIMOUSLY. THANK YOU.

WE WILL NOW MOVE TO CONSIDERATION AND POSSIBLE ACTION ITEMS.

[11.0 Consideration and Possible Action Item (s)]

WE HAVE AGENDA ITEM 11.1, WHICH IS THE DISTRICT OF INNOVATION RESOLUTION. DR. MCFARLAND.

>> MADAM PRESIDENT AND BOARD MEMBERS, [INAUDIBLE].

>> MADAM PRESIDENT, MEMBERS OF THE BOARD, AND DOCUMENT CARLIN FOR POSSIBLE ACTION THIS EVENING OF SENIOR BOARD BOOKS RESOLUTION THAT WE PRESENTED TO YOU REGARDING OUR DISTRICT OF INNOVATION PROCESS.

YOU RECALL DISTRIBUTED FASHION FOR MANY YEARS.

AT THIS PROVIDES US CERTAIN EXEMPTIONS EDUCATION CODE WHEN IT COMES TO START DATE, CERTIFICATION FOR CTE TEACHERS AND THE KINDERGARTEN START AGE.

TO CONTINUE AND CONTINUE WITH THAT WE WILL NEED TO PASS THIS RESOLUTION THIS EVENING AND YOU'LL SEE IN THERE THE NEXT STEP WOULD BE FOR THE BOARD TO HOLD A PUBLIC HEARING WHICH SHOULD HAPPEN IN JUNE AND THROUGHOUT THE SUMMER.

OUR SITE BASED COMMITTEES AND OTHER INDIVIDUALS THAT YOU'D LIKE TO BE PART OF THIS COMMITTEE WILL BE REVIEWING THE INNOVATION PLAN AND SEE IF THERE ARE ANY OTHER EXEMPTIONS, THEY WOULD LIKE FOR THE DISTRICT TO CONSIDER AS PART OF OUR INNOVATION PLAN MOVING FORWARD.

YOU'LL SEE THE TIMELINE THERE THAT TAKES US THROUGH SUMMER AND STEP THAT WE WOULD NEED TO TAKE TONIGHT FOR YOUR POSSIBLE ACTION IS THIS RESOLUTION TO MOVE FORWARD WITH THAT.

ARE THERE ANY QUESTIONS?

>> I HAVE A QUICK QUESTION JUST ON THE SIZE OF THE CONVENIENT WHO MAKES UP THAT COMMITTEE.

>> YES, MA'AM. WE BEGAN THIS IN MAY WITH OUR DISTRICT-WIDE EDUCATIONAL IMPROVEMENT COUNCIL, WHICH IS MORE THAN 50 PEOPLE REPRESENTING TEACHERS FROM EVERY CAMPUS, PARENTS, AND COMMUNITY MEMBERS.

WE INVITED THEM TO TAKE PART OVER THE SUMMER IF THEY'RE AVAILABLE VIA ZOOM.

[01:50:03]

BUT WE ALSO WILL BE ASKING THE TRUSTEES AND THE PUBLIC HEARING IF THERE'S ANYONE ELSE THAT THEY WOULD LIKE TO CONSIDER FOR THAT INNOVATION COMMITTEE.

>> THANK YOU. ARE THERE ANY OTHER QUESTIONS?

>> THOSE ARE HURTING YOURSELF, RESPECTIVELY.

RENEWING BECAUSE IT'S BEEN FIVE YEARS.

THAT HAS NO MORE THAN FIVE YEARS AND SO THE PROCESS FOR US RIGHT NOW WILL BE TO DECLARE THAT WILL PREVENT THE CONTINUED TO BE A DISTRICT OF INNOVATION BECAUSE OF THAT PROCESS WITH THE PUBLIC HEARING AND A PLAN AND PRESENT OUR EXEMPTIONS BACK TO THAT COMMITTEE AND THEN TO THE COMMISSIONER.

YOU'LL SEE THAT EACH STEP ALONG THE WAY, WE ENFORCE THE COMMISSIONER THAT WE'RE DOING THIS SO THAT'S THE PROCESS FOR THAT.

BUT IT IS OPPORTUNITY THERE ANY OTHER ASSUMPTIONS THE BOARD OR COMMITTEE WOULD LIKE TO RECOMMEND THAT WE DO THAT DURING THIS TIME.

ANY OTHER QUESTIONS? BUT THERE IS A RESOLUTION THAT SIT HAD ANY QUESTIONS ABOUT THAT ONE.

>> ANY OTHER QUESTIONS BOARD? IT IS A POSSIBLE ACTION ITEM.

IS THERE A MOTION TO APPROVE THE RESOLUTION OF THE BOARD OF TRUSTEES ARE IN OUR HISTORY, AN ANIMATION.

>> SECOND.

>> THANK YOU. DR. HALL, IS THERE A SECOND?

>> I WILL SECOND.

>> THANK YOU, TRUSTEE DAVIS.

MOVED TO VOTE, PLEASE.

THE MOTION PASSES UNANIMOUSLY.

THANK YOU. AGENDA ITEM 11.2.

THE ACCEPTANCE OF THE PROPOSED CONSTRUCTION DELIVERY METHOD FOR ELEMENTARY SCHOOL NUMBER 17 AND THE NEW CROWLEY HIGH SCHOOL, DR. MCFARLAND.

>> MADAM PRESIDENT, BOARD I WAS DEFINITELY EXCITED TO BRING FALL TO THIS NEXT ITEM.

MR. RANDY GREENS HERE OR CONSTRUCTION WILL BE DISCUSSING ARE SUCH THAT THIS.

>> PRESIDENT, MEMBERS OF THE BOARD DOCUMENT FALLEN.

SO GO THROUGH THESE DELIVERY METHODS.

FIRST, I'D LIKE TO LOOK AT WHERE WE GET OUR GUIDANCE AND DIRECTION FOR THESE METHODS SO THE TEXAS EDUCATION CODE, CHAPTER 44 ITEM FILE, IT REFERS US TO CHAPTER 2269 OF THE TEXAS GOVERNMENT CODE AND THAT'S WHERE WE WILL SEE OUR SIX DELIVERY METHODS SO THE SIX-MONTH IS OUR COMPETITIVE BIDDING DEPENDENT IS SEALED PROPOSALS.

CONSTRUCTION MANAGER AGENT, CONSTRUCTION MANAGER AT RISK, DESIGN VIA LOOK IN JAVA OR CONTRACTS SO WITH EACH DELIVERY METHOD, YOU HAVE THE SECTION AND THE TEXAS GOVERNMENT CODE, AND YOU HAVE THE CV LEGAL POLICY FOR EACH ONE SO WE'LL START WITH COMPETITIVE BIDDING SO WITH COMPETITIVE BIDDING, THERE'S REALLY ONLY ONE QUALIFIER WHEN YOU GO THROUGH THE COMPETITIVE BIDDING PROCESS AND THAT IS LOWEST PRICE.

ONE THING THAT YOU CAN DO TO VERIFY LOWEST PRICE IS LOOKING AT THE SAFETY RECORD THAT'S SPELLED OUT AND GET OUR INTEGRATION WITH BOARD POLICY, CVA LOCAL AND THAT'S LOOKING AT THE LAST THREE YEARS OF THEIR OCEANS INSPECTIONS.

THAT'S LOOKING AT THE ANALYSIS FROM THE INSURANCE CARRIER AND ALSO THE LOSS HISTORY COVERING ALL LINES OF INSURANCE.

WE'LL LOOK AT PROS AND CONS WITH EACH METHOD AND THE PRO TO THIS IS JUST THAT IT'S THE LOWEST COST.

BUT SOME OF THE CONS ARE NO NEGOTIATIONS ARE ALLOWED.

THERE IS NO VALUE ENGINEERING.

THE LOWEST BE IT COULD BE HIGHER THAN THE BUDGET THAT WE SET FOR THAT PROJECT.

NO GUARANTEED MAXIMUM PRICE AND IT'S SUBJECT TO CHANGE OR AN SCHEDULE DELAYS SO ONE THING ABOUT THIS PROCESS IS IF WE GET ALL GOODS IN AND IT'S NOT WHAT WE LACK OR THEY'RE TOO HIGH.

WE DO NOT HAVE TO SELECT THOSE AND GOOD, WE CAN JUST START OVER, GO THROUGH THAT WHOLE PROCESS SO COMPETITIVE SEALED PROPOSALS.

THIS IS VERY SIMILAR TO COMPETITIVE BIDDING, EXCEPT WITH THIS, WE CAN GO THROUGH THE PROCESS, RANKING EVALUATION, AND NEGOTIATE PROJECT SCOPE AND SCHEDULE SO WHICH IS ACTUALLY THE PRO TO THIS SO ONE THING WITH EACH METHOD IS WE WILL ALSO HAVE A CONTRACT WITH EITHER AN ARCHITECT OR AN ENGINEER, DEALT WITH CONSTRUCTION DOCUMENTS.

SOME OF THE PROS AND CONS.

THE PROS ARE THE RANKING EVALUATION, THE PROJECT SPILL, BEING ABLE TO BE NEGOTIATED AND SCHEDULING OF THE PROJECT.

WE CANNOT RELEASE AND EVERY PACKAGE LIKE WE'VE DONE WITH OTHER METHODS, IT CAN BE ADVERSARIAL IF WE'RE NOT CHOOSING THE LOWEST BID.

[01:55:05]

THERE'S NO GUARANTEED MAXIMUM PRICE AND IT IS SUBJECT TO CHANGE ORDERS SO THE DIFFERENCE BETWEEN THE TWO, WHERE COMPETITIVE BID IS WHAT WE CALL A HEARTBEAT.

COMPETITORS STILL PROPOSAL AT LEAST ALLOWS THE FLEXIBILITY OF NEGOTIATION AND STILL MODIFICATION.

SO I'VE GONE OVER THE FIRST TWO.

I'LL STOP THERE AND SEE IF THERE'S ANY QUESTIONS, EITHER WITH COMPETITIVE BIDDING OR COMPETITIVE SEAL PROPOSAL.

THE THIRD ONE IS CONSTRUCTION MANAGER AGENT.

SO THIS IS A DELIVERY METHOD TO WHERE THE DISTRICT WILL CONTRACT WITH THE CM AGENT.

THEY WILL PROVIDE CONSULTATION OR ADMINISTRATIVE SERVICES DURING DESIGN AND CONSTRUCTION.

THEY WILL ALSO HELP WITH MANAGING THE CONTRACTS WITH THE SUBCONTRACTORS.

WHAT THE DISTRICT WILL DO IN THIS PROCESS, THEY WILL ACTUALLY HAVE THE CONTRACT DIRECTLY WITH THE SUBCONTRACTOR OR THE GENERAL CONTRACTOR.

ON OR BEFORE THE CONSTRUCTION MANAGER AGENT, WE ALSO HAVE THE SAME THING, WE HAVE TO HAVE A CONTRACT WITH AN ARCHITECT OR ENGINEER FOR THE CONSTRUCTION DOCUMENTS.

THE PROS AND CONS, ONE OF THE THINGS WITH THE CM AGENT IS THEY CAN PROVIDE THE ASSISTANCE WITH SUBCONTRACTORS, MAKING SURE SCHEDULING AND CONTRACTS ARE BEING VETTED OUT.

BUT THE RISK GOES TO THE DISTRICT.

THE RISK IS NOT ON THE CM AGENT.

HE OR SHE'S JUST THERE TO ASSIST WITH THAT PROCESS.

SOME OF THE PROS ARE THE DISTRICT CAN SELECT THEIR OWN SUBCONTRACTORS.

THEY CAN CONTROL HOW THE PROJECT IS DESIGNED, AND THE CNA WORKS AS A FIDUCIARY CAPACITY FOR THE DISTRICT.

SOME OF THE CONS, THE CN AGENT DOES NOT HAVE CONTRACTUAL LEVERAGE OVER THE SUBCONTRACTORS.

THE DISTRICT CONTRACTS DIRECTLY WITH THE SUBCONTRACTORS.

THE DISTRICT WILL ASSUME A RISK OF SCOPE, BUDGET.

THERE'S NO GUARANTEED MAXIMUM PRICE THAT SAID, AND IT IS ANOTHER METHOD AS SUBJECT TO CHANGE ORDERS.

THE CM-AT-RISK IS A METHOD THAT WE CURRENTLY USE.

WE'VE BEEN USING THIS FOR ABOUT 15 YEARS.

IT IS THE METHOD AGAIN THAT WE HAVE A CONTRACT WITH AN ARCHITECT, ENGINEER, AND WE HAVE A CONTRACT WITH THE CONSTRUCTION MANAGER-AT-RISK.

WITH THIS PROCESS, THEY WILL SET A GUARANTEED MAXIMUM PRICE FOR THE SCOPE OF WORK THAT ARE ALSO SERVING IN AN ADVISORY PROCESS THROUGH BOTH DESIGN AND CONSTRUCTION, JUST LIKE THE CM AGENT WOULD DO.

THE PROS TO THIS, WE HAVE THE OPPORTUNITY TO SELECT THE SUBCONTRACTORS.

WE CONTROL THE DESIGN FOR THAT PROCESS.

CMAR DOES HAVE LEVERAGE OVER SUBCONTRACTORS AND THEY SET A GUARANTEED MAXIMUM PRICE FOR THAT PROJECT.

THE CMAR IS THE ONE THAT ASSUMES ALL THE RISK AND NOT THE DISTRICT FOR BOTH THE SCOPE, THE SCHEDULE, AND THE BUDGET.

THERE'S NO CHANGE ORDERS WITH THIS UNLESS THE DISTRICT DETERMINES THEY NEED TO CHANGE THE SCOPE OF WORK IT WAS INITIALLY BID, OR IF THE LOCAL MUNICIPALITY CHANGES IN AGREEMENT WITH THE CFA OR THERE'S ADDITIONAL WORK THAT NEEDS TO BE DONE WITH PART OF THAT PROJECT.

THE CONS OF THIS IS THAT IT'S TYPICALLY NOT USED FOR SMALL PROJECTS.

DESIGN-BUILD IS A METHOD THAT IS UNIQUE.

IT TAKES CARE OF BOTH THE DESIGN PROCESS AND CONSTRUCTION PROCESS.

YOU HAVE ONE CONTRACT INSTEAD OF TWO.

ONE ENTITY WILL TAKE CARE OF BOTH DESIGN AND CONSTRUCTION.

THERE IS NOT A GUARANTEED MAXIMUM PRICE WITH THIS PROCESS.

ONE THING ABOUT THIS DESIGN DEAL IS WE PRETTY MUCH GIVE THEM CONTROL OF THE DESIGN.

WHICH OTHER ONE, WE WANT WITH THIS PROJECT.

THEN THEY GO IN DESIGN IT AND BRING IT TO US WITH THE DOLLAR AMOUNT.

THE PRO TO THIS IS THAT IT CAN BE ACCELERATED BECAUSE IT'S ALL TAKEN CARE OF WITH ONE ENTITY.

BUT THE CONS, WE HAVE TO BE IN A POSITION THAT WE CAN REALLY CLEARLY DEFINE THE SCOPE OF WORK.

IT DIDN'T OFFER GUARANTEED MAXIMUM PRICE, AND WE ARE NOT MANAGING DESIGN OR SELECTING OUR SUBCONTRACTORS.

[02:00:07]

THEN THE LAST ONE IS JOB OR A CONTRACT.

IT'S A METHOD THAT WE TYPICALLY USE WITH REPAIR, MAINTENANCE ITEMS, VERY SMALL CONSTRUCTION ITEMS. YOU ONLY HAVE ONE CONTRACT, AND WITH THAT, JOB CONTRACTOR.

THEY CAN HANDLE MULTIPLE PROJECTS, CONCRETE, FANCY FLOORING THAT CAN DO ALL THAT UNDER ONE CONTRACT.

THAT IS THE PRO TO THAT AND THE CON IS THAT THEY ARE LIMITED ON WHAT THEY'RE ABLE TO DO, MOST WITH WHEN IT COMES TO CONSTRUCTION PROJECTS, MOST ARE NOT ABLE TO BOND.

VERY HARD TO HANDLE A BIG PROJECT.

I'LL STOP THERE BEFORE WE GO ON AND SEE IF THERE'S ANY QUESTIONS WITH THE SIX DELIVERY METHODS.

>> JUST A CLARIFYING ONE FOR THE ONES WHICH WERE SEVERAL AND AFTER THAT WE CHANGE ORDERS.

IN THE CASE THAT THERE IS ONE THAT WE WOULD MEAN, AND LET'S SAY WE WENT DOWN USING ONE OF THOSE OPTIONS AND WE FOUND THAT SOMETHING WAS NEEDED.

IS IT JUST WE MAY HAVE TO CREATE A SEPARATE RFE OR. [OVERLAPPING]

>> NO, MA'AM. YOU JUST DO A CHANGE OVER TO THE CONTRACT AND IT WOULD HAVE, THE CONSTRUCTION PROJECT WOULD HAVE A NEW DOLLAR AMOUNT TO IT.

YOU JUST CHANGE ORDER FOR THE ADDITIONAL WORK AND ADD TO THAT CONTRACT.

>> AND THAT'S EVEN ON THE ONES THAT SAY NO CHANGE ORDERS?

>> WE WOULD DO FOR, T [INAUDIBLE] MAR IS THE ONLY ONE THAT GIVES YOU A GUARANTEED MAXIMUM PRICE.

THAT'S WHY THAT ALL THE ELEMENTS ARE VULNERABLE TO GOING OVER BUDGET AND HAVING TO CHANGE OR TO CORRECT THAT AVERAGE.

BUT YOU STILL GO THROUGH THE PROCESS OF A CHANGE ORDER WITH A CMAR AND WE'RE JUST MAKING OR CHANGING THAT GUARANTEED MAXIMUM PRICE.

>> THANK YOU.

>> JUST [NOISE] THIS ANSWERS YOUR QUESTION, BUT I CAN REMEMBER WHEN WE HAD CHANGE ORDERS COMING OUT OF MY BILLS WITH PROJECTS.

RECENTLY WE HAVE HAD, AND CHANGE ORDERS HAVE [INAUDIBLE] IN ADDITION TO INCREASE IN MONEY.

JUST WANTED TO TAKE THAT ON.

I DON'T KNOW IF THAT MAKES ANY SENSE OR [OVERLAPPING].

>> IT DOES.

>> OKAY.

>> MISS TAKES, IT WAS THE CMAR.

CHANGING TO THE CMAR METHOD REALLY IS WHAT HELPS TO THAT END.

>> YES. THAT'S RIGHT.

>> I HAVE A QUICK QUESTION ABOUT THE CMAR.

THE CLIENT WAS SMALL PROJECT.

I WANT TO KNOW WHAT CONSTITUTES A SMALL PROJECT, IS THAT DOLLAR AMOUNT OR THE SLOPE OF WORK.

WHAT DETERMINES?

>> YES, MA'AM. [NOISE] IT IS BOTH.

TYPICALLY WITH A SMALLER PROJECT, YOU COULD USE THE JOB ORDER CONTRACTING.

TYPICALLY, WHEN WE DO ROOFING SYSTEMS, WE USE A CSP, IS IT'S VERY STRAIGHTFORWARD, HARD BID.

IT WOULD BE PROJECTS LIKE THEM.

[NOISE].

>> ANY QUESTION?

>> SINCE WE USE THIS MODEL FOR SO MANY YEARS, DOES THIS MEAN THAT WE'RE GOING WITH THE SAME CONTRACTOR OR DOES IT MEAN THAT WE'RE GOING OUT FOR BIDS TO DETERMINE THE CONTRACTOR?

>> WE WILL GO OUT FOR BIDS FOR EACH CONTRACT.

THIS IS JUST THE DELIVERY METHOD THAT WE USE TO GET TO THAT.

>> THANK YOU.

>> YES, MA'AM.

>> I HAD A QUESTION. THE CONSTRUCTION MANAGER AGENT, IS THAT CORRECT? THE CMA AND CMAR.

BOTH OF THOSE WE HAVE, INFLUENCE IN THE SUBCONTRACTORS, CORRECT?

>> YES, SIR.

>> BUT IN A CONSTRUCTION MANAGER AGENT, THE SUBCONTRACTORS ARE ACCOUNTABLE TO US VERSUS BEING ACCOUNTABLE TO THE GC, TO THE GENERAL CONTRACT?

>> YES, SIR.

>> IS THAT CORRECT?

>> THIS IS TRUE.

>> ALSO IN BEING ACCOUNTABLE TO US, THEY INVOICED US, WE PAY THEM DIRECTLY.

FIRST IS USING CMAR.

THEY ARE BEING PAID THROUGH THE GENERAL CONTRACTOR.

WE'RE IN ESSENCE PAIN CONSTRUCTION MANAGER-AT-RISK WHO'S BEEN TAKING CARE OF THE INVOICES FROM THE SUBCONTRACTORS.

>> THAT'S CORRECT.

> SO FROM A BOOKKEEPING STANDPOINT, I'M LOOKING BACK AT THE PAGE WHERE THIS CONSTRUCTION MANAGER-AT-RISK IS A LITTLE BIT, IS LESS INVASIVE ON OUR AUDIENCE TEAM. IS THAT [OVERLAPPING].

>> ABSOLUTELY.

[02:05:01]

>> YES, THAT'S IT.

>> BUT WE STILL HAVE SOME, EVEN THOUGH THEY ARE ACCOUNTABLE TO THE GENERAL CONTRACTOR, WE STILL HAVE INFLUENCE AS TO WHAT SUBCONTRACTORS WE USE.

>> ABSOLUTELY.

>> WE WANT TO MAKE SURE THAT WE USE HISTORICALLY UNDERUTILIZED BUSINESSES, OR IN-DEPTH BES.

WE STILL HAVE THAT INFLUENCED BECAUSE OF CONSTRUCTION MANAGER AT RISK ACCOUNTABLE TO US.

THEY ADHERE TO THOSE GUIDELINES, CORRECT?

>> YES, SIR.

>> THANK YOU.

>> THE PROCESS OF CHOOSING A CONTRACTOR, IF YOU USE ANY OTHER METHOD EXCEPT FOR COMPETITIVE BID.

THERE ARE TWO MANDATORY CONSIDERATIONS.

THE FIRST ONE IS WE APPLY ANY AND ALL EXISTING LAWS THAT RELATE TO HISTORICALLY UNDERUTILIZED BUSINESSES.

SECOND, WE DO THE SAME PROCESS AS IT RELATES TO THE USE OF WOMEN MINORITY, SMALLER, DISADVANTAGED BUSINESSES.

I WANTED TO SHOW YOU WHAT ARE THE CRITERIA THAT THE TEXAS GOVERNMENT CODE RECOMMENDS.

WE TAKE THIS AND WE USE THIS EACH TIME WE EVALUATE A BIDDER.

YOU CAN SEE THE DIFFERENT OPTIONS.

WE HAVE THE COMMITTEES TOGETHER, WE HAVE THE GRADING CRITERIA THAT WE USE IN A POINT SYSTEM THAT YOU USE WITH THESE ITEMS RIGHT HERE.

I WANT TO SPEAK SPECIFIC TO ITEM NUMBER 7 WHEN IT COMES TO THE FINANCIALS, WE LOOK AT THE FINANCIAL STATEMENT, THE PREVIOUS TWO YEARS FOR THAT CONTRACTOR AND THEN ALONG WITH THE LATEST BALANCE SHEET AND INCOME STATEMENTS.

THEN ITEM NUMBER 8 IS SPECIFIC TO WHAT YOU WERE SAYING, TRUSTEE DAVIS, WE HAVE THE ABILITY TO TAKE THIS, AND WE HAVE SPECIFIC LANGUAGE, IN OUR RQ, IN OUR RFP.

THIS IS THE LANGUAGE THAT WE USE THAT GOES IN EACH ONE OF THOSE, BOTH THE RQ AND THE RFP.

IT SPEAKS TO THE POLICY THAT WE SAID CH LOCAL AND WE'RE ABLE TO HAVE OUR QUESTIONS THAT WE ASK THROUGH THE INTERVIEW PROCESS REALLY TAILORED TO THESE WOMEN.

I WANTED TO SHOW YOU JUST SOME OF THE RECENT PROJECTS THAT WE'VE DONE WITH CONSTRUCTION MANAGER AT RISK.

YOU CAN SEE THE ORIGINAL CONTRACT SUMS THE GUARANTEED MAXIMUM PRICE.

YOU CAN SEE WHAT THE PROJECT [NOISE] AT, AND THEN WHAT THE COST SAVINGS WERE AND THEN WHAT WE WERE ABLE TO DO WITH THE REMAINING FUNDS.

WE HAVE THE STATEMENT AND CENTRAL I MEAN NOT BEING COMPLETELY CLOSED OUT.

IT'S DOWN TO THE FINAL PHASE OF THAT AND AN EDITORIUM IS VERY CLOSE ALSO.

SPEAKING ABOUT AN EDITORIUM, JUST A QUICK REMINDER, [LAUGHTER] JUNE 2ND AT 10:00 A.M. IS THE GRAND OPENING OF AN EDITORIUM AND I BELIEVE WE ARE DOING HARD HEAD TOURS ON WEDNESDAY, THE NEXT WEEK.

THESE ARE THE 2023 ON PROJECTS.

WE HAVE THEM IN TWO SEPARATE GROUPS.

THERE'S REALLY NO PRIORITY PAST THE TWO THAT I HAVE HIGHLIGHTED.

THE TWO THAT ARE HIGHLIGHTED ARE PART OF THE CONSIDERATION AND POSSIBLE ACTION ITEMS TONIGHT SLIPPED INTO DELIVERY METHOD FOR THEM.

BUT I JUST WANTED [NOISE] YOU TO HAVE A GOOD LOOK AT THE PROJECTS THAT ARE ONGOING THAT WE WILL BE DOING.

THERE'S ANOTHER SLIDE WITH OTHER HALF.

THE ITEM AT THE BOTTOM, THE DISTRICT WIDE FACILITY UPGRADES, SAFETY UPGRADES, TECHNOLOGY UPGRADES AND DISTRICT WIDE TRANSPORTATION FLEET, WERE LOOKING AT COLLECTING ALL THOSE ITEMS, GETTING THEM PRIORITIZED.

THEN I'LL PRESENT THEM TO DOCUMENT ON HOW WE CAN MOVE THROUGH THAT POLICY IS ABOUT TAKING CARE OF THEM.

>> THIS MEANS THAT THESE ARE PARENTS PRIORITY?

>> NO, MA'AM. WE HAVE NOT PRIORITIZED THESE YET, ONLY THE TWO THAT ARE HIGHLIGHTED ARE THE TWO THAT WE'RE ASKING FOR A POSSIBLE ACTION ITEM ON THE DELIVERY METHOD.

>> THANK YOU.

>> WITH THAT, WE'LL GO TO THAT CONSIDERATION OF POSSIBLE ACTION ITEM.

>> ANY OTHER QUESTIONS FROM THE BOARD?

[02:10:03]

JUNIOR BOARD MEMBERS. YES. TRUSTEE ROBINSON.

>> I HAVE A QUICK QUESTION. LOOK AT THE DISTRICT DELIVERY METHODS, THAT LIST AROUND [INAUDIBLE], I DIDN'T SEE THE ACCESSIBLE PLAYGROUNDS.

ARE THOSE INCLUDED?

>> IT'S ON THE FIRST ONE.

>> WELL, AT THAT EACH, OF OUR ELEMENTARY IS GOING TO GET ACCESSIBLE PLAYGROUND?

>> YES, MA'AM. THAT'S A PART OF THE DISTRICT FACILITY UPGRADES.

>> ARE THERE ANY OTHER QUESTIONS OR COMMENTS, BOARD?

>> I'M SORRY, A COUPLE OF SLIDES BACK, THERE WAS ADDITION TO NORTH CROWLEY HIGH SCHOOL?

>> YES, MA'AM.

>> WHAT'S THAT ADDITION?

>> BOTH THE NORTH CAROLINA HIGH SCHOOL IN NORTH CAROLINA WERE SEVERAL THINGS, THEY WERE CLASSROOM ADDITIONS, CAFETERIA EXPANSIONS INTO DIFFERENT AREAS.

>> ANY OTHER QUESTIONS OR COMMENTS? HEARING NONE, THIS IS A POSSIBLE ACTION ITEM. IS THERE A MOTION?

>> I RECOMMEND APPROVAL OF THE CONSTRUCTION MANAGER AT RISK DELIVERY METHOD FOR THE ELEMENTARY SCHOOL NUMBER 17, AND THE NEW CROWLEY HIGH SCHOOL FACILITIES AS PRESENTED.

>> THANK YOU. TRUSTEE DAVIS, IS THERE A SECOND?

>> SECOND.

>> THANK YOU. TRUSTEE STEVENSON, WILL DO A VOTE PLEASE.

THE MOTION PASSES UNANIMOUSLY.

THANK YOU, MR. [INAUDIBLE], APPRECIATE IT.

[12.0 Future Action Item(s)]

THIS TIME WE'RE GOING TO MOVE TO OUR FUTURE ACTION ITEMS. AGENDA ITEM 12.1, WHICH IS GROWING YOUR OWN PARTNERSHIP AND TEACHWORTHY. DR. MCFARLAND.

>> MADAM PRESIDENT AND BOARD MEMBERS, AS YOU ALL KNOW, JUST THE TEACHER OF THE NEED OR TEACHERS AND THEIR NEED TO BUILD [INAUDIBLE] CREW AND ALSO DEVELOP TEACHERS IS REALLY PRIORITY FOR US, AND SO WE WANT TO ALSO HIGHLIGHT A NEW POTENTIAL PARTNERSHIP THAT WE'RE ABLE TO PRESENT THIS NEXT ITEM, FOR SURE.

>> GOOD EVENING, MADAM PRESIDENT, DR. MCFARLAND AND MEMBERS OF THE BOARD.

I'M EXCITED TO ADDRESS THIS FUTURE ACTION ITEM TONIGHT BECAUSE IT IS AN OPPORTUNITY FOR OUR PEER EDUCATORS TO ADVANCE IN THEIR CAREER PATHWAYS.

THE CISD PEER EDUCATOR TO TEACH ADVANCEMENT PROGRAM IS ALIGNED WITH ALL THREE GOALS, THRIVING STUDENTS, ENGAGING COMMUNITY, AND EMPOWERING OUR STAFF.

WITH THIS POTENTIAL PARTNERSHIP, WE WOULD BE ABLE TO PARTNER WITH TEACHWORTHY AND TEACHWORTHY WILL HELP US WITH THE ALTERNATIVE CERTIFICATION NEEDS OF OUR STAFF MEMBERS THAT WE SELECT.

THEY WOULD ALSO BE ABLE TO SUPPORT SOME OF THE PROFESSIONAL DEVELOPMENT OPPORTUNITIES TO HELP THEM BE SUCCESSFUL IN THE CLASSROOM.

IN ADDITION, TEACHWORTHY IS PARTNER WITH INDIANA WESLEYAN UNIVERSITY THAT WOULD HELP TO ACCEPT ALL OF THOSE PREVIOUS COLLEGE HOURS AND JUST TO HELP THEM IN THEIR PATHWAY TO FIRST RECEIVING IN THEIR COLLEGE DEGREES AND THEN WORKING ON THEIR TEACHING CERTIFICATION.

ONCE AGAIN, THIS PROGRAM WILL PROVIDE A CAREER ADVANCEMENT OPPORTUNITY FOR US CISD PEER EDUCATORS, AND IT WILL ALSO HELP US TO EXPAND OUR T CLASS 11 GRANT.

WE ACTUALLY HAVE A LOT OF INTERESTS IN OUR CURRENT PEER EDUCATORS THAT ARE INTERESTED IN SOME TYPE OF GROW YOUR OWN PROGRAM.

WE ACTUALLY HAVE AN INFORMATIONAL MEETING TOMORROW AND I'M HAPPY TO SAY WE'VE HAD ABOUT 46 PEOPLE THAT HAVE REACHED OUT AND WANT TO PARTICIPATE.

HOPEFULLY WITH THIS FUTURE ACTION ITEM, WE WILL BE ABLE TO CREATE THIS PARTNERSHIP WITH THIS PROGRAM.

THE PARA-EDUCATORS TO TEACH ADVANCEMENT PROGRAM, PTAP, WOULD BE THAT OPPORTUNITY FOR OUR PARENTS.

AT THIS TIME, IF YOU HAVE ANY QUESTIONS?

>> I HAVE A QUESTION.

YOU MENTIONED THAT YOU WOULD SELECT THEM, SO DO THEY HAVE AN OPPORTUNITY TO GO THROUGH THE PROGRAM IF THEY WERE GOING TOWARDS JUST ON THE SELECTION BASIS?

>> WELL, WE WOULD CERTAINLY HAVE TO GET SOME INFORMATION FROM THEM TO SEE IF THEY QUALIFY.

WE'RE LOOKING FOR PEOPLE THAT HAVE ABOUT 50 HOURS OF COLLEGE CREDITS TO BEGIN, AND THEN WE WOULD BE ABLE TO ROUTE THEM THROUGH THE PROGRAM.

[02:15:03]

>> I'M EXCITED ABOUT THIS.

TO PTAP PROGRAM BECAUSE IT HELPS THEM TO PEOPLE WHO ARE WORKING IN THE CLASSROOMS AND IT INCREASES NON-SALARIES.

I'M EXCITED AND JUST GIVING PEOPLE OPPORTUNITIES TO EDUCATE THEMSELVES AND IMPROVE.

>> YES, ABSOLUTELY. IS THERE A CRITERIA? I'M EXCITED AS WELL.

IS THERE A CRITERIA FOR HOW LONG THEY'D BEEN IN THE DISTRICT? I KNOW YOU SAID A NUMBER OF TIMES.

>> COLLEGE. WE HAVE NOT SET THAT BENCHMARK AT THIS POINT, BUT IT IS GOING TO BE FOR CURRENT PROBABLY ACTIVE EMPLOYEES.

>> THANK YOU.

>> MAY I PRESENT A QUESTION ABOUT THE UNIVERSITY.

INDIANA WESLEYAN UNIVERSITY, ARE WE DETERMINING THE DEGREE PLAN OR CAN THEY GET THE DEGREE IN AEROSPACE ENGINEERING IF THEY WANT TO DO THIS PROGRAM OR DO WE HAVE SPECIFIC COURSES OF STUDY THAT WE EXPECT OF THEM?

>> YES, THEY WOULD'VE BEEN RECEIVED THE BACHELOR'S OF SCIENCE IN INTEGRATED STUDIES FOR THIS PROGRAM.

THE BEAUTY OF THE PROGRAM IS WITH THIS PARTNERSHIP, THEY DO IS SET PREVIOUS CREDITS FROM OTHER COLLEGES AND SO GUESS WHAT MAKES THIS WHOLE PARTNERSHIP SUCCESSFUL, WE DECIDE TO GO WITH IT.

>> TO TRUSTEE DAVIS POINT, I GUESS THE NUMBER OF CREDITS THAT THEY ALREADY HAVE IN THOSE CREDITS IN ANY SUBJECT AREA?

>> YES. THEY WILL EVALUATE THEIR TRANSCRIPTS AND SEE WHAT THEY CAN TRANSFER AND WHICH IS FOR MY UNDERSTANDING, MAJORITY FOR THOSE CREDITS.

>> JUST CURIOUS, MILITARY EDUCATION, DO YOU KNOW OPENING IN THOSE TRANSFER?

>> THAT IS SOMETHING THAT I CAN DEFINITELY SEEK SOME INFORMATION ABOUT.

IF WE'RE DECIDING TO ENTERTAIN THIS, THE TEACH WORK [INAUDIBLE] WOULD BE WILLING TO COME AND EXPLAIN A LITTLE BIT.

>> OKAY. THANK YOU.

>> I HAVE A QUESTION. YOU MAY HAVE INSISTED ON GOING THROUGH THIS PROGRAM FOR OUR PARENTS, THAN OUR PROPERTY EMPLOYEE, DO WE HAVE ANY EXPECTATIONS THAT THEY WILL, ONCE THEY FINISH THIS PROBLEM, THEN STAY HERE IN THE VALLEY AND TEETH.

>> THAT IS DEFINITELY SOMETHING THAT WE WANT TO EXPRESS IN THIS PROCESS AND THAT IS PART OF WHAT WE'RE PUTTING IN THAT APPLICATION, IS THAT WE WOULD LIKE FOR THEM TO POTENTIALLY STAY IN OUR DISTRICT OR COMMIT TO AT LEAST THREE YEARS.

IT TRULY WOULD BE A GROW YOUR OWN OPPORTUNITY AND YOU DON'T WANT TO WRAP AROUND SUPPORT WITH THIS GROUP.

THEY HAD ALL THE AMENITIES THEY NEED TO BE SUCCESSFUL TEACHERS AND THE MAIN THING TO BE A TEACHER OF THE YEAR.

[LAUGHTER]

>> THAT WAS MY QUESTION AS WELL, SHARING THE INFORMATION.

MY QUESTION WOULD BE, IS THERE SOMETHING THAT WE COULD USE A CONTRACT, MAYBE [NOISE] NUMBER OF YEARS THAT WE STAY WITHIN THE DISTRICT.

>> WE DEFINITELY COULD WORK IN LIEU OF LEGAL BATTLES THAT ISLAM.

>> JUST TWO.

>> [INAUDIBLE]

>> WELL THAT IS THE BEAUTY OF THIS PARTNERSHIP.

BUT WHAT WE WILL BE ABLE TO DO IS TO HAVE THE PREP, THE PAYMENT STRUCTURE WOULD BE TAKEN FROM, SAY, A FIRST-YEAR TEACHER SALARY.

THEY WOULD BE ABLE TO DEDUCT THE COST OF THOSE COURSES FROM THAT SALARY AND THE PROFESSIONAL DEVELOPMENT AND THE ROBUST MENTORSHIP THAT WILL COME ALONG WITH THIS.

THAT REALLY WOULD NOT BE AN INCREASE CHARGE TO THE DISTRICT.

>> AREAS WHO ALREADY HAVE ARE THEY ELIGIBLE FOR [INAUDIBLE] THE TEACHERS ARE NOT.

>> THAT'S SOMETHING I DEFINITELY [LAUGHTER].

>> BELIEVE MAPS AND [INAUDIBLE]. IT'S PRETTY MUCH IN THE SERVICE RELATED.

>> OKAY, THIS ONE IN [INAUDIBLE].

>> YEAH.

>> ANY ADDITIONAL QUESTIONS?

>> I'M EXCITED BECAUSE I WAS A PARENT YEARS AGO. [INAUDIBLE]

>> YES. IT'S AN EXCITING TIME. THANK YOU.

>> THANK YOU.

>> OKAY. OUR FINAL FUTURE ACTION ITEM IS AGENDA ITEM

[02:20:02]

CONGRATULATIONS MISS SPRINGDA GONZALEZ.

AT THIS TIME, WE ARE AT AGENDA ITEM 15.1.

[15.0 Reorganization of Board of Trustees]

[02:25:02]

WE HAVE ONE THAT ABSTAINED.

THE MOTION PASSES UNANIMOUSLY.

[BACKGROUND] THE MOTION PASSES WITH THE FOUR VOTES. THANK YOU.

NOW WE ARE AT THE FINAL AGENDA ITEM, WHICH IS 15.2 THE ELECTION OF BOARD OFFICERS.

THANK YOU. WE WILL HAVE THE BOARD'S ATTORNEY TO PRESIDE OVER THIS PROCESS.

>> THANK YOU, MADAM BOARD PRESIDENT, MEMBERS OF THE BOARD, AND DR. MCFARLAND.

AT THE MEETING AND AFTER THE ELECTION OF BOARD MEMBERS HAS BEEN SWORN IN BY STATUTE, IT IS TIME FOR THE BOARD TO VOTE ON REORGANIZING OFFICERS BASED ON THE BOARD'S VOTE ON 15.1, THE FOUR OFFICERS THAT THE BOARD WILL BE VOTING ON TONIGHT ARE PRESIDENT, FIRST VICE PRESIDENT, SECOND VICE PRESIDENT, AND SECRETARY.

I WILL GIVE THE BOARD AN OPPORTUNITY TO VOTE ON EACH ONE FOR EACH OFFICE.

I'LL ASK FOR NOMINATIONS AND THEN PROVIDE AN OPPORTUNITY FOR BOARD TO VOTE.

BEGINNING WITH PRESIDENT, ARE THERE ANY NOMINATIONS FROM THE BOARD FOR THE PRESIDENT OF THE BOARD FOR THE UPCOMING YEAR?

>> I WOULD LOVE TO VOTE FOR MYSELF.

WITH THE BOARD'S APPROVAL, I'D LIKE TO NOMINATE MYSELF TO CONTINUE THIS ONE MORE YEAR AS PRESIDENT [INAUDIBLE]

>> ARE THERE ANY OTHER NOMINATIONS?

>> I'D LIKE TO BE CONSIDERED FOR PRESIDENT.

>> OKAY. ANY OTHER NOMINATIONS? ANY OTHER BOARD MEMBERS WHO WANT TO THROW THEIR HAT IN THE RING? IF NOT, THEN THIS TIME I'LL ASK IF THERE ARE ANY MOTIONS OR ANY DISCUSSION REGARDING THE NOMINATIONS.

THERE COULD BE A VOTE, THERE JUST NEEDS TO BE IN MOTION ON THE BOARD.

>> IF I CAN JUST SHARE BECAUSE I DON'T WANT TO MAKE THIS DIFFICULT FOR ANYBODY.

THE REASON WHY I'D LIKE TO CONTINUE IS IT'S BEEN AN INCREDIBLE YEAR WHEN I FIRST TOOK OFFICE FOR THE BOARD.

IT WAS A DIFFERENT KIND OF EXPERIENCE IN THE BEGINNING WHERE WE WERE AS A BOARD TO WHERE WE ARE NOW HAS TAKEN SOME CONSIDERABLE PROGRESS IN MANAGING HOW WE OPERATE IN THE BOARD.

HOW WE RELATE TO ONE ANOTHER AND WHAT WE'VE STARTED, I THINK AT THE START OF MY TERM, WE WERE ENTERING INTO THE BOARD ELECTION SO WE'VE GOT THAT.

WE WERE CONSIDERING WORKING THROUGH OUR BOARD RELATIONS AND WE MANAGED THROUGH THE SUMMER WITH SUPPORT FROM PARTNERS, BUT ALSO OURSELVES AND I THINK MY LEADERSHIP HELPED WITH THAT AS WELL AND THEN FINALLY, GETTING US STARTED WITH OUR BOARD PROCESS, KNOWING WHERE WE WERE, WHAT WE'VE ACCOMPLISHED, THE INTERACTIONS WITH THE BOARD MEMBERS, I THINK PLAYS A MAJOR PART IN THAT DECISION.

BUT ALONG WITH THAT, THE RELATIONS WITH THE DISTRICT PERSONNEL, THE ADMINISTRATORS IN THE COMMUNITY I THINK ALL OF IT PLAYS A PART, I THINK ANY ONE OF US CAN ATTEST TO THAT.

THEN JUST BEING PRESENT, AVAILABLE, AND BE WILLING TO SERVE AS ALL OF US HAVE TAKEN AN OATH TO DO THAT.

BUT I REALLY DO THINK THAT JUST HAVING THAT CONTINUITY TO FINISH WHAT WE STARTED, I THINK THAT LEADS AS OF JULY AND MY WORKING RELATIONSHIP WITH DR. MCFARLAND AND HIS LEADERSHIP TEAM WE HAD

[02:30:05]

NOT A SINGLE HICCUP DURING THIS PAST YEAR AND I THINK THAT SAYS A LOT.

I'M ADVOCATING FOR MYSELF, BUT ALSO CONSIDERATION FROM THE BOARD TO CONTINUE FOR ONE MORE YEAR.

>> THANK YOU, DR. MAYFIELD.

MR. DAVIS, OR ANY OTHER BOARD MEMBERS, DO YOU WANT TO SAY ANYTHING ON YOUR BEHALF OR WITH ANY OTHER BOARD MEMBERS LIKE TO DISCUSS BEFORE THE VOTE IS CALLED?

>> SURE, THANK YOU. I WOULD JUST LIKE THE OPPORTUNITY TO CONTINUE TO SERVE ON THE BOARD.

THIS IS NOT A REFERENDUM ON OUR CURRENT PRESIDENT SO I CERTAINLY HOPE THAT IS NOT TAKEN IN THAT WAY, I JUST BELIEVE THAT I DO HAVE A DESIRE.

I HAVE THE ABILITY AND SKILL SETS NECESSARY I THINK TO BE AN EFFECTIVE PRESIDENT.

IT WILL CERTAINLY BE AT THE PLEASURE OF THE BOARD AND SO IF THE BOARD AGREES, I THINK THEY WILL VOTE ACCORDING TO WHO THEY THINK IS BEST SUITED FOR THE OPPORTUNITY.

IT REALLY IS THAT SENSE FOR ME.

>> THANK YOU, TRUSTEE DAVIS.

ANY OTHER DISCUSSION IN FRONT OF THE MEMBERS OF THE BOARD BEFORE THE QUESTION'S CALLED? HEARING NONE, IS THERE A MOTION ON THE OFFICE OF PRESIDENT?

>> I WILL MOVE THE MOTION. I WOULD LIKE TO RECOMMEND DR.

LA TONYA WOODSON-MAYFIELD AS PRESIDENT OF THE BOARD.

>> IS THERE A SECOND? THE MOTION MADE BY TRUSTEE ROBINSON, IS THERE A SECOND ON THAT MOTION?

>> I'LL SECOND.

>> SECOND FROM TRUSTEE DAVIS.

TAKING A VOTE ABOUT DR. MAYFIELD SERVING AS PRESIDENT OF THE BOARD FOR THE UPCOMING YEAR.

I GUESS, BY SHOW OF HANDS.

I SEE THREE IN FAVOR, THREE AGAINST, AND ONE ABSTENTION, AND THE MOTION DOES NOT PASS.

IS THERE ANOTHER MOTION?

>> I MAKE A MOTION TO RECOMMEND, DARYL DAVIS AS PRESIDENT.

>> ANY MOTION FROM TRUSTEE GRASSIA. IS THERE A SECOND?

>> I SECOND.

>> SECOND FROM DR. HALL, ALL IN FAVOR? ALL AYES? SORRY, THREE IN FAVOR, THREE AGAINST, AND ONE ABSTENTION.

MOTION DOESN'T PASS. THIS TIME, THERE NEEDS TO BE ANOTHER MOTION OR POTENTIALLY ANOTHER NOMINATION OR FURTHER DISCUSSION.

>> I MAKE A MOTION TO RECONSIDER DR. MAYFIELD AS PRESIDENT.

>> MOTION ON THE FLOOR FROM TRUSTEE STEVENSON.

[NOISE] PARDON, IS THERE A SECOND?

>> I SECOND.

>> TRUSTEE DAVIS SECONDS.

ALL IN FAVOR? FOUR IN FAVOR.

ALL AGAINST? THREE AGAINST.

THE MOTION PASSES [APPLAUSE].

>> THANK YOU.

>> CONGRATULATIONS DR. MAYFIELD.

AT THIS TIME, FIRST VICE PRESIDENT.

IS THERE ANY DISCUSSION FROM THE BOARD REGARDING THE FIRST VICE PRESIDENT POSITION? IF THERE IS NO DISCUSSION, ARE THERE ANY NOMINATIONS?

>> I MAKE A NOMINATION THAT THEY ARE NATURAL [LAUGHTER], I NOMINATE NEDRA ROBINSON AS FIRST VICE PRESIDENT.

>> OKAY, ANY OTHER NOMINATIONS?

[02:35:02]

>> I NOMINATE GARY GRASSIA.

>> THANK YOU, ANY OTHER NOMINATIONS FOR THE FIRST VICE PRESIDENT POSITION? HEARING NONE, IS THERE ANY DISCUSSION BEFORE WE VOTE, FOR THE BOARD VOTES? OBVIOUSLY, I'M NOT VOTING, HEARING NO DECEPTION.

SORRY, GO AHEAD, TRUSTEE ROBINSON.

>> I APPRECIATE THE NOMINATION.

THERE'S FAITH IN MY BODY.

I DON'T WANT TO ACCEPT THE RESPONSIBILITY AT THIS TIME.

>> THANK YOU, TRUSTEE ROBINSON. ANY OTHER DISCUSSION BEFORE WE CALL THE QUESTION FOR VOTE? HEARING NO DISCUSSION, TRUSTEE GRASSIA HAS BEEN NOMINATED FOR FIRST VICE PRESIDENT. DO WE HAVE A MOTION?

>> I MAKE A MOTION TO APPROVE [INAUDIBLE]

>> A MOTION FROM DR. HALL FOR TRUSTEE GRASSIA TO BE FIRST VICE PRESIDENT. DO I HAVE A SECOND?

>> I SECOND.

>> THANK YOU, TRUSTEE DAVIS.

ALL IN FAVOR? FIVE IN FAVOR [LAUGHTER] I WAS WONDERING.

>> [OVERLAPPING] TOO

>> OKAY, SIX IN FAVOR AND THEN ONE ABSTENTION.

FIRST VICE PRESIDENT GRASSIA CONGRATULATIONS.

FOR THE POSITION OF THE SECOND VICE PRESIDENT.

AT THIS TIME I'LL OPEN THE FLOOR FOR ANY NOMINATIONS THE BOARD MAY HAVE, FOR THAT POSITION.

>> I WOULD LIKE TO NOMINATE TRUSTEE HALL FOR THE SECOND VICE PRESIDENT?

>> WE HAVE A NOMINATION FOR DR. HALL.

ANY OTHER NOMINATIONS FOR THE POSITION OF SECOND VICE PRESIDENT?

>> I'LL NOMINATE TRUSTEE DAVIS, SECOND VICE PRESIDENT.

THANK YOU, SIR.

>> THANK YOU.

[OVERLAPPING] GOOD TO CLARIFY THAT'S RIGHT.

THE NOMINATION FOR TRUSTEE DARYL DAVIS FOR A SECOND VICE PRESIDENT, ANY OTHER NOMINATIONS BEFORE WE CALL THE QUESTION OR OPEN IT FOR ANY DISCUSSION? IN THAT CASE, IS THERE ANY DISCUSSION BEFORE WE CALL THE QUESTION? IF NOT, DO I HAVE A MOTION REGARDING THE SECOND VICE PRESIDENT POSITION? [OVERLAPPING] I'M SORRY, GO AHEAD AND PUT YOUR MIC GOOD.

>> I'D LIKE TO NOMINATE TRUSTEE DARYL DAVIS TO THE SECOND VICE PRESIDENT POSITION.

>> DO WE HAVE A MOTION NOW?

>> YES, I MOVE THAT WE [INAUDIBLE] [LAUGHTER]

>> MOVE THE TRUSTEE, DARYL DAVIS?

>> YES, MOVE THE TRUSTEE DAVIS BE THE SECOND VICE PRESIDENT.

>> WE HAVE A MOTION, DO I HAVE A SECOND?

>> THAT WAS MY MOTION?

>> YES.

>> OKAY, THANK YOU.

>> WE HAVE A MOTION, DO I HAVE A SECOND?

>> I SECOND.

>> A SECOND FROM TRUSTEE STEVENSON.

>> ONBOARD?

>> YES.

>> TRUSTEE ROBINSON MADE THE FIRST MOTION FOR DR. HALL, I'M JUST TRYING TO UNDERSTAND ARE WE RULING THAT OUT?

>> NO, SO TRUSTEE DAVIS, THANK YOU FOR THAT QUESTION.

RIGHT NOW WE HAVE TWO BOARD MEMBERS WHO HAVE BEEN NOMINATED TO FILL THAT POSITION AND SO NOW THAT WE HAVE THE TWO BOARD MEMBERS THAT HAVE BEEN NOMINATED, WE ARE CALLING A QUESTION AND OPENING THE FLOOR FOR ANY MOTIONS REGARDING WHO WILL FILL THAT POSITION.

AS I UNDERSTAND IT, WHAT WE HAVE ON THE FLOOR RIGHT NOW IS A MOTION FROM DR.

MAYFIELD THAT TRUSTEE DAVIS BE SECOND VICE PRESIDENT.

I DON'T THINK I'VE GOTTEN A SECOND ON THAT MOTION.

>> SIR.

>> YES.

>> YES, SIR. I APPRECIATE IT, BUT I DECLINE THAT NOMINATION.

>> YOU CAN CERTAINLY TELL [LAUGHTER] WHY YOU REQUIRE TO DECLINE IT AND THEY CAN WEIGH THAT IN DECIDING WHETHER TO CALL THE MOTION OR TO VOTE.

>> I WOULD LIKE TO DECLINE.

[02:40:02]

>> [LAUGHTER] HAVING HAD THAT DISCUSSION NOW, WE DO HAVE CURRENTLY THE BOARD CALLED THE MOTION AND THE SECOND, WOULD YOU LIKE TO WITHDRAW THAT AT THE TIME TO LEAVE THE FLOOR OPEN FOR ANOTHER MOTION, DR. MAYFIELD?

>> YES, I WOULD LIKE TO WITHDRAW THIS TIME, TRUSTEE DARYL DAVIS, THAT ONE.

>> IN THAT CASE, AT THIS TIME WE HAVE ONE TRUSTEE DR. HALL, WHO'S BEEN NOMINATED.

DO I HAVE A MOTION FOR THE SECOND VICE PRESIDENT POSITION?

>> YES, I'LL MAKE A MOTION TO RECOMMEND DR. HALL, FOR THE SECOND VICE PRESIDENT.

>> WE HAVE A MOTION FROM TRUSTEE ROBINSON.

DO I HAVE A SECOND ON THAT?

>> I SECOND.

>> SECOND FROM TRUSTEE GRASSIA.

ALL IN FAVOR? I SEE FOUR.

ALL OPPOSED? NONE OPPOSED AND THREE ABSTENTIONS.

CORRECT. MOTION PASSES.

DR. HALL, CONGRATULATIONS.

THE LAST POSITION THAT THE BOARD HAS BEFORE TONIGHT IS THE OFFICE OF SECRETARY.

ARE THERE ANY NOMINATIONS THAT BOARD MEMBERS WOULD LIKE TO MAKE REGARDING SECRETARY AND/OR ANY DISCUSSION THAT YOU WOULD LIKE TO HAVE REGARDING THAT POSITION?

>> I NOMINATE ANDREW ROBINSON.

>> WE HAVE ONE NOMINATION FOR TRUSTEE ROBINSON FROM TRUSTEE GRASSIA.

ANY OTHER NOMINATIONS? HEARING THAT THERE ARE NO FURTHER NOMINATIONS AND NO FURTHER DISCUSSION.

IS THERE A MOTION REGARDING THE SECRETARY POSITION?

>> I NOMINATE ANDREW ROBINSON AS SECRETARY.

>> MOVE THAT SHE SERVES SECRETARY.

>> I'M SORRY.

>> OKAY, THANK YOU, TRUSTEE GRASSIA.

WE HAVE A MOTION FOR TRUSTEE ROBINSON TO BE FOR SECRETARY. DO I HAVE A SECOND?

>> I SECOND.

>> SORRY, WHO WAS THAT? THANK YOU. DR. MAYFIELD.

MOTIONING HAVING A FIRST AND SECOND, ALL IN FAVOR? IT APPEARS TO BE UNANIMOUS.
