DR. MCFARLAND MADAM PRESIDENT, BOARD MEMBERS, FIRST OF ALL, THANK YOU FOR GIVING ME THE OPPORTUNITY TO SHARE TONIGHT.

AS YOU KNOW, WE ARE WE ARE DEFINITELY PLANNING FEVEROUSLY FOR OUTSTANDING SCHOOL YEAR.

AND THERE ARE TWO ITEMS THAT I KNOW THAT ARE TOP OF MIND FOR YOU AS WELL AS FOR FOR ME AS SUPERINTENDENT.

THE FIRST ITEM JUST REALLY DEALS WITH SAFETY.

AND SO I WANT TO TALK A LITTLE BIT ABOUT SOME OF THE THINGS THAT WE ARE ENGAGED IN RIGHT NOW TO ENSURE THAT WE HAVE A REALLY SAFE, SMOOTH START OF THE SCHOOL YEAR IN A SAFE, SAFE SCHOOL YEAR GOING FORWARD.

THE KEY FOR US TO UNDERSTAND, THOUGH, IS THAT SCHOOL SAFETY IS NOT ONLY ABOUT PREVENTING VIOLENCE, WEAPONS AND DRUGS, BUT ALSO ABOUT JUST CREATING THIS POSITIVE AND SUPPORTIVE LEARNING ENVIRONMENT WHERE EVERYONE FEELS SAFE, RESPECTED AND VALUED.

NOW, ACCORDING TO THE NATIONAL CENTER ON SAFE AND SUPPORTIVE LEARNING ENVIRONMENTS, SCHOOL SAFETY IS DIRECTLY LINKED TO IMPROVE STUDENT OUTCOMES, IMPROVED ACADEMIC PERFORMANCE, IMPROVED ATTENDANCE, IMPROVED GRADUATION RATE AND PRO-SOCIAL BEHAVIOR AS WELL.

ON THE OTHER HAND, STUDENTS WHO EXPERIENCE BULLYING, HARASSMENT AND TRAUMA AT SCHOOL, WE KNOW THAT THEY'RE IN A RISK OR REALLY POOR MENTAL HEALTH AND ALSO SUBSTANCE ABUSE AS WELL AS DROPPING OUT.

SO WE'VE BEEN TAKING ALL THIS INFORMATION INTO INTO CONSIDERATION AND HAVE SEVERAL TEAMS THAT HAVE BEEN WORKING.

YOU'RE HERE A LITTLE BIT MORE TONIGHT ON KIND OF THE THINGS THAT THE TEAMS ARE DISCUSSING RIGHT NOW.

BUT IT IS ESSENTIAL THAT WE CONTINUE TO IMPLEMENT AND ENFORCE OUR SAFETY PROTOCOLS.

AND WE STARTED PUTTING IN PLACE LAST YEAR AND THEN WE ALSO ADDRESSED BOTH THE PHYSICAL AND THE EMOTIONAL SAFETY.

AND SO I JUST WANTED TO GIVE YOU SOME OF THE SAFETY PROTOCOLS THAT WE ARE ARE FOCUSED ON AND LOOKING AT FOR NEXT YEAR.

FIRST OF ALL, WE WILL CONTINUE TO CONDUCT REGULAR SAFETY ASSESSMENTS.

WE'RE INCREASING ACTUALLY THE NUMBER OF SAFETY ASSESSMENTS AND HAVE TAKEN OUR DISTRICT OF SAFETY ADMINISTRATORS AND REALLY DIVIDED OUR DISTRICT INTO THREE.

ACTUALLY, WE DIVIDED IT INTO REALLY THREE DIFFERENT ZONES.

AND SO WE'LL MAKE SURE ON A REGULAR BASIS THAT WE'RE ENSURING THAT WE HAVE SAFETY PROTOCOLS IN PLACE AND REALLY DOING OUR RISK MITIGATION EFFORTS.

ALSO, AS YOU ALL KNOW, WE'RE BRINGING NEW TEACHERS BACK AND WE ALSO HAVING A PD FOR TEACHERS THAT ARE RETURNING.

AND WE'RE FOCUSED ON REALLY THE TRAINING AND THE RESOURCES FOR THOSE STUDENTS AND STAFF AND REALLY MAKING SURE THAT OUR STUDENTS, OUR PARENTS, OUR TEACHERS KNOW HOW TO REPORT, AND THEN ALSO HOW TO RESPOND TO INCIDENTS OF VIOLENCE, BULLYING, HARASSMENT OR SUBSTANCE ABUSE.

THAT'S IMPORTANT FOR US TO REALLY MAKE SURE THAT WE MAKE SAFETY SOMETHING THAT'S PARAMOUNT AND REALLY AT THE TOP OF MIND FOR ALL OF OUR ALL OF OUR ALL OF OUR CONSTITUENTS.

IN ADDITION, WE ARE WE'VE BEEN WORKING HARD AT IMPLEMENTING PROGRAMS ON OUR CAMPUSES THIS NEXT YEAR THAT WILL PROMOTE SOCIAL AND EMOTIONAL LEARNING, POSITIVE BEHAVIOR, SUPPORTS CONFLICT RESOLUTION AND RESTORATIVE JUSTICE.

SO WE ARE REALLY WORKING THROUGH THOSE THOSE ITEMS NOW.

AND SO OUR GOAL WITH WITH OUR IMPLEMENTATION OF STUDENT BEHAVIOR MANAGEMENT PLAN IS TO MAKE SURE THAT WE LEAD OUT THIS YEAR WITH THESE THINGS IN PLACE.

AND THEN AGAIN, OF COURSE, WE'RE REVIEWING SCHOOL DISCIPLINE PROCEDURES.

YOU'LL HEAR TONIGHT ABOUT OUR STUDENT CODE OF CONDUCT REFRESH AND JUST SOME OTHER CRISIS MANAGEMENT THINGS THAT WE'RE LOOKING AT.

BUT I WANT TO ASSURE YOU, BOARD THAT WE ARE AS WE PREPARE FOR THIS SCHOOL YEAR, WE'RE BEING INTENTIONAL ABOUT MAKING SURE THAT WE ARE HAVING REALLY CLEAR PROCEDURES AND WE WILL BE ENGAGING PARENTS IN A CONSISTENT BASIS.

I KNOW DURING THE DURING THE BOND ELECTION WE HAD A REALLY, REALLY A TIGHT STRATEGY OF ENGAGEMENT.

OUR GOAL IS TO LEARN WHAT IS TO TAKE THAT INFORMATION THAT WE LEARNED THROUGH THAT BOND ELECTION PROCESS ABOUT ENGAGEMENT AND REALLY ENGAGE PARENTS IN THIS CONVERSATION AROUND SCHOOL SAFETY, BECAUSE WE KNOW IT'S EVERYBODY'S PRIORITY.

SO AGAIN, I JUST WANTED YOU TO KNOW OUR BOARD THAT YOU'LL HEAR SEVERAL REPORTS TONIGHT THAT ARE OUTCOMES.

BUT I WANT YOU TO KNOW, AT THE TOP LEVEL, WE ARE PRIORITIZING SAFETY FOR OUR STUDENTS, BOTH PHYSICAL AND SOCIAL AND EMOTIONAL SAFETY.

IN ADDITION, I KNOW THE OTHER THING THAT'S TOP OF MIND IS THAT WE ALL RECOGNIZE THAT WE ARE IN A IN A SITUATION RIGHT NOW WHERE HIRING AND AND EVERYONE IS IN THE PROCESS OF MAKING SURE THAT WE HAVE CLASSROOMS STAFFED WITH WITH HIGH QUALITY TEACHERS.

WE'RE PROUD TO REPORT THAT WE ARE AT ABOUT A 96%, ALMOST 97% NOW FILL RATE.

AND SO THAT IS EXTREMELY THAT IS VERY POSITIVE.

WE ARE WE FEEL LIKE WE ARE ON THE OWNER ON THE TRACK TO BE 100% BY REALLY BY THE END OF NEXT WEEK.

AND SO WE'RE EXCITED ABOUT THAT.

YOUR DECISION TO INCREASE THE MINIMUM RATE FOR PARENTS IN THE IN THE DISTRICT TO $15 AN HOUR HAS HAD SIGNIFICANT.

PET OWNERS, ATTRACTING REALLY GOOD PEOPLE AND REWARDING THE ONES THAT WE THAT WE HAVE HERE.

THE SELECTION CRITERIA FOR THIS PRESTIGIOUS AWARD IS EXTREMELY DETAILED AND OFTEN TAKES MONTHS TO PUT TOGETHER THE DATA POINTS AND THE EXTENSIVE DOCUMENTATION REQUIRED TO MEET ALL OF THE REQUIREMENTS TO FULLY REPRESENT THE PHENOMENAL IMPACT THAT YOU ARE MAKING ON THIS SCHOOL AND THE COMMUNITY.

NOT SURPRISINGLY, CROWLEY I.

THESE APPLICATIONS FOR THIS AWARD WAS QUITE IMPRESSIVE.

ONE THING YOU MAY NOT KNOW AND I'M VERY HAPPY TO SHARE TONIGHT.

OVER THE PAST FEW MONTHS, WE'VE BEEN ABLE TO CONDUCT TOURS OF THE FACILITY WITH TEXAS WESLEYAN COACHING STAFF, ADMINISTRATION, FINE ARTS DEPARTMENT, ALUMNI BOOSTERS AND POTENTIAL SPONSORS.

THEY WERE ALL IMPRESSED WITH THE UNLIMITED POSSIBILITIES OUR STATE STADIUM HAS TO OFFER THE EXCITEMENT.

PLEASE MARK YOUR CALENDARS FOR THE NEXT SIX HOME GAMES FOR THESE SIX HOME GAMES THAT WILL BE HELD AT RSD MULTIPURPOSE STADIUM.

THIS COMMITTEE WAS FORMED AS PART OF OUR DISTRICT IMPROVEMENT FRAMEWORK AROUND OUR STUDENT MANAGEMENT SYSTEM.

NEXT SLIDE, PLEASE. THE PURPOSE AND GOAL OF THE COMMITTEE, I JUST WANT TO REMIND YOU ALL WAS TO STRENGTHEN OUR STUDENT SAFETY AND BEHAVIOR MANAGEMENT SYSTEMS AND TO DEVELOP CONSISTENT EXPECTATIONS THROUGHOUT OUR DISTRICT.

WE USE A COLLABORATIVE APPROACH TO REVIEW OUR CURRENT SAFETY PROTOCOLS AND MAKE RECOMMENDATIONS FOR SYSTEM UPGRADES.

WE DIVIDED THAT STEERING COMMITTEE INTO THREE SUBCOMMITTEES THAT WERE FORMED AROUND RELATED TOPICS AND NEXUS ONE, TWO AND THREE WERE.

IT'S REALLY HARD FOR ME UP UNTIL JULY TO IMPROVE OUR CURRENT STUDENT MANAGEMENT SYSTEMS. I JUST REALLY WANTED TO BRING TO YOU TONIGHT THE OUTCOMES OF OUR STUDENT SAFETY PROTOCOLS COMMITTEE.

WE WILL HAVE MORE ENFORCEMENT GUIDELINES AROUND OUR DRESS CODE, AND FROM A RESTORATIVE STANDPOINT, WE WILL BE RECOMMENDING CLEAR BACKPACKS FOR GRADE SIX THROUGH 12TH GRADE.

AND YOU'LL SEE THAT IN JUST A SECOND.

WE WILL BE HAVING OUR ANTI-BULLYING, OUR DISTRICT WIDE INITIATIVE THAT WILL BE STUDENT LED, AND WE WILL LAUNCH THAT IN OCTOBER.

WE HAVE INCREASED OUR COMMUNICATION AROUND OUR BULLYING INVESTIGATIONS TO KEEP PARENTS EDUCATED AND INFORMED ABOUT BULLYING AND THE OUTCOMES OF THAT PROCESS.

WE WILL BE PILOTING THREE CAMPUSES IN THE FALL FOR PEER MEDIATION ONE MIDDLE SCHOOL, ONE HIGH SCHOOL, AND ONE ELEMENTARY AS A CONFLICT RESOLUTION STRATEGY. ALL SIX THROUGH 12TH GRADE STUDENTS AND SECONDARY WILL BE REQUIRED TO WEAR ID BADGES, AND OUR SECONDARY OR HIGH SCHOOL STUDENTS WILL CONTINUE TO WALK THROUGH METAL DETECTORS AND GO THROUGH BAG SEARCHES AT THEIR ENTRY AT SPECIFIC TIMES.

AND THEN WE HAVE GREATLY IMPROVED OUR BULLYING INVESTIGATION PROCESS AGAIN TO MAKE SURE THAT OUR STUDENTS ARE SAFE ON OUR CAMPUSES.

AND SO ULTIMATELY I THOUGHT, GOSH, THEY'RE TAKING A LOT OF TAXABLE VALUE AWAY FROM US.

YOU KNOW, WE STARTED THIS PROCESS WHEN EARLY FALL LAST YEAR, AND THE WORRY WAS THAT, YOU KNOW, THE POTENTIAL IT MIGHT TAKE LONGER FOR US TO ISSUE BONDS.

WELL, THANKFULLY WITHIN A WEEK, NOT ONLY DID THEY SAY THAT THEY WOULD HOLD HARMLESS BONDS ISSUED BY SEPTEMBER 1ST 23, THEY WENT SO FAR AS TO SAY THEY WOULD HOLD HARMLESS ALL AUTHORIZATIONS FOR PAST ELECTIONS THAT TOOK PLACE PRIOR TO SEPTEMBER 1ST OF 23.

SO THE FANTASTIC NEWS IS THAT YOUR ENTIRE AUTHORIZATION WILL BE HELD HARMLESS WITH THE STATE PAYMENT AS THOUGH YOUR HOMESTEAD EXEMPTION WOULD REMAIN AT 40,000. SO THE BENEFIT IS, IS THAT THE TAXPAYERS GET THE BENEFIT OF THE HOMESTEAD EXEMPTION AND THE DISTRICT GETS THE BENEFIT OF THE HOLD HARMLESS FROM THE STATE.

SO FANTASTIC TIMING, A BIG WEIGHT OFF OUR SHOULDERS.

AND SO IT'S FULL SPEED AHEAD.

IT DOESN'T REFLECT ON HERE, BUT IT CAME OUT THREE 60 YOU CAN SEE LAST WEEK IT WAS A 357 THERE IN RED.

IF YOU LOOK OVER AT THE BOTTOM RIGHT THERE, I KIND OF CALL THOSE THE COVID RATES.

THOSE ARE PROBABLY RATES THAT WE'RE NOT GOING TO GET BACK TO UNLESS SOMETHING LIKE ANOTHER PANDEMIC HITS.

I FEEL LIKE IN OUR ASSUMPTIONS GOING FORWARD, THE GREEN LINE THERE SHOWS WHAT THE PROJECTED IRS TAX RATE WILL BE JUST AFTER THIS ISSUANCE.

SO WE MIGHT HAVE THE OPPORTUNITY TO ISSUE THESE BONDS EVEN QUICKER THAN WHAT WE ORIGINALLY PLANNED BECAUSE YOU'VE GROWN MORE THAN WE EXPECTED AND BECAUSE OF THAT THAT HOLD HARMLESS THAT THE STATE IS GIVING US.

UNFORTUNATELY, UM, IN THE SPRING OF 2020, JBS CLOSED MOST OF THEIR SCHOOL BASED HEALTH CENTERS, WITH CROWLEY BEING ONE OF THOSE DUE TO COVID AND THE DEMANDS THAT IT TOOK TO KEEP ANY CLINIC OPEN.

AND SO, UM, BUT IN THAT CLINIC SERVED UM, SEVERAL HUNDRED, CLOSE TO 1100 OF OUR STUDENTS AND THEIR FAMILIES WITHIN THE COMMUNITY SO AS THEIR MEDICAL HOME.

BUT WE ARE NOW SO GRATEFUL TO BE, UM, PRESENTED WITH AN OPPORTUNITY TO BE PARTNERS WITH TEXAS HUGUELY MEDICAL ASSOCIATES. AND I HAVE HERE, UM, MISS ASHLEY MIDDLEBUSH, WHO IS THE ONE OF THE DIRECTOR OF PRACTICE OPERATIONS FOR TMA.

IT CAN SERVE THE STAFF, THEIR FAMILIES AND OUR COMMUNITY, OUR WHOLE FAMILY.

SO, UM, AND IN ALL OF THIS, OF COURSE, IT IMPROVES OUR SCHOOL ATTENDANCE, UM, BY HAVING THAT QUICK ACCESS TO CARE.

THEY NEED TO BE GETTING ON THE PHONE AND CALLING DOWN TO AUSTIN AND AND LETTING THESE FINE PEOPLE IN AUSTIN KNOW THAT THAT THEY WOULD LIKE TO SAVE SOME MONEY ON THEIR ON THEIR HOUSE THAT KISD HAS PROVIDED FOR THEM.

SO THEY WILL SEE A SAVINGS.

IT'S JUST THAT ADDITIONAL HOMESTEAD EXEMPTION THAT MAY HAVE A NEGATIVE IMPACT ON HOW YOU PROVIDE THOSE PROGRAMS. AND THAT'S THE DISCUSSION THAT WILL CONTINUE TO HAVE AT THE LEGISLATURE.

AGAIN, THE VOTERS HAVE TO APPROVE IT ANYWAY, AND THAT COULD DO A WHOLE HARMLESS OR SOME OTHER TYPE OF PROVISION THAT WOULD NOT CAUSE YOU TO HAVE A NEGATIVE IMPACT, IMPACT. I HAVE.

CORRECT. UNLESS THE STATE OFFSETS THE PORTION, BECAUSE I KNOW THE STATE WAS SUPPOSED TO PROVIDE 50, 50.

50% WAS SUPPOSED TO COME FROM STATE FUNDING, 50% FROM PROPERTY TAX.

THAT HASN'T ALWAYS BEEN THE CASE.

AND WITH LOWERING THE MINNOW AND HOMESTEAD EXEMPTIONS, YES, WE BENEFIT PROPERTY OWNERS, BUT SCHOOLS ULTIMATELY LOSE OUT.

CORRECT. WELL, LET ME CLARIFY.

OKAY. SO THE REGULAR TRADITIONAL HOMESTEAD EXEMPTION THAT THE STATE FOR SCHOOL DISTRICTS THAT THE STATE IS HAS PASSED AN SB TWO AND H.J.R.

TWO TWO IS INCREASING THE HOMESTEAD EXEMPTION FROM 40,000 TO 100,000.

THERE IS ANOTHER PROVISION THAT THE STATE IS SUPPOSED TO USE THE SURPLUS.

WE HAD A $33 MILLION IN SURPLUS.

WE'RE GOING TO PUT $12.6 MILLION TO TRY TO IN PLACE TO OFFSET SO YOU DON'T LOSE ANY MONEY FROM THAT HOMESTEAD EXEMPTION.

THERE IS NOTHING PUT IN PLACE FOR THOSE SCHOOL DISTRICTS, THOSE FEW SCHOOL DISTRICTS THAT HAVE A LOCAL OPTIONAL HOMESTEAD EXEMPTION.

SO THAT'S THE DIFFERENCE.

SO THE STATE IS BYPASSING THIS BILL AND THEN THE VOTER APPROVAL IS SAYING WE WILL HONOR THAT AND COVER YOUR DIFFERENCE BY BUYING DOWN, COMPRESSING YOUR RATE SO THAT WAY THE HOMEOWNERS TAXES ARE REDUCED.

BUT THERE'S NOTHING SIMILAR IN PLACE FOR THIS LOCAL OPTION.

AND REMEMBER, THE LOCAL OPTION WAS ORIGINALLY PUT IN PLACE BY IN 1981 OR SO TO REDUCE THE STICKER SHOCK SHOCK OF HOME OWNERSHIP WITH THE PROPERTY TAXES.

NOW THAT THE STATE HAS STEPPED UP, LIKE YOU SAID, TRUSTEE ROBINSON IS CONTRIBUTING MORE OF THEIR SHARE, RIGHTFULLY SO, OF THE TAXES AND THE CONTRIBUTIONS TO THE SCHOOL DISTRICTS THAT NEED FOR THIS PROVISION IS REDUCED BECAUSE THE STATE IS OFFERING AND IS GOING TO COVER A LARGER SHARE OF THAT COST. I HAVE A QUESTION AS IT PERTAINS TO OUR 10% ADDITIONAL EXEMPTION THAT WE GIVE HERE IN CROWLEY ISD.

IS THAT SOMETHING THAT THE VOTERS HAVE TO APPROVE OR IS THAT SOMETHING THAT THIS BOARD CAN APPROVE? THAT WOULD BE THROUGH THE BOARD.

BUT IT'S PRUDENT TO DO A WAIT AND SEE BECAUSE WE DON'T KNOW THE FULL RAMIFICATIONS.

SO WHILE I UNDERSTAND WE HOLD THE AUTHORITY BASED ON WHAT YOU'RE SAYING, YOUR HONOR, UM, I DON'T THINK THAT WE SHOULD JUST DO THAT IN A SILO, IF I MAY RESPOND.

I ABSOLUTELY APPRECIATE YOUR CONCERN IS VERY VALID AND APPROPRIATE, BUT WHEN YOU WERE PROMOTING YOUR BOND, YOU'RE OPERATING UNDER THE FACTS AS YOU KNEW THEM, AS THEY WERE.

AND THERE WAS NO $100,000 HOMESTEAD EXEMPTION.

AND SO WE WILL HAVE TO BE A PART OF THE TEXAS ACE PROGRAM, THE 21ST CENTURY PROGRAM, MY PRESCHOOL PROGRAM, AND OUR SUMMER PROGRAM PROVIDES OPPORTUNITIES FOR OUR STUDENTS TO HAVE SMALL GROUP TUTORIALS ONE ON ONE INTERACTIONS WITH THEIR TEACHERS.

TIMES FOR TEACHER. FOR OUR KIDS TO BE ABLE TO GO VISIT DIFFERENT COLLEGES FOR COLLEGE, CAREER, MILITARY READINESS OPPORTUNITIES.

AND THEN ALSO WE MAKE SURE THAT OUR KIDS ARE EXPOSED TO ALL DIFFERENT TYPES OF ENRICHMENT.

SO THIS SUMMER, OUR KIDS WERE ABLE TO DO SWIMMING THROUGHOUT THE SUMMER.

AND THEY ARE ALSO ABLE TO DO COOKING AND OUR ARRAY OF DIFFERENT ACTIVITIES.

ONE OF OUR THINGS THAT WE ALSO LOVE TO DO IN OUR 21ST CENTURY PROGRAM IS PROVIDE PARENT AND FAMILY CLASSES, ALL OF OUR CENTERS, MAKE SURE THAT WE ARE ENGAGED WITH OUR FAMILIES AT ALL TIMES. AND ALL OF OUR PROGRAMS ARE HANDS ON EXPERIENCES THAT WE PROVIDE AS ONE OF THE THINGS THAT WE REALLY LOVE IS MAKING SURE THAT KIDS ARE TRULY ENGAGED WITH USING THEIR HANDS. FOR OUR FIRST YEAR, WE WILL RECEIVE $1.9 MILLION APPROXIMATELY.
