WE APPRECIATE ALL OF THE PARENTS THEY FACE LEADERS, COMMUNITY PARTNERS, ADMINISTRATORS, AND MEDIA OUTLETS THAT JOINED US ON THE RED CARPET TO KICK OFF AN AMAZING YEAR, THANK YOU TO ALL OF THOSE SCHOOLS THAT HOSTED.

[3.0 Superintendent Report]
AT THIS TIME WE'RE AT AGENDA ITEM 3.0 WHICH IS OUR SUPERINTENDENT'S REPORT, DR. MCFARLAND.>> MADAM PRESIDENT, BOARD MEMBERS.
FIRST OF ALL DEFINITELY THANK YOU ALL FOR BEING HERE AND MAKING TIME TO BE HERE TONIGHT.
I KNOW WE HAD TO RESCHEDULE THIS MEETING BECAUSE WE HAD THE FIRST DAY SCHOOL OR LAST THURSDAY.
DEFINITELY APPRECIATE ALL OF YOU FOR SUPPORTING IN THAT EFFORT.
AS WE THINK ABOUT THE FIRST DAY OF SCHOOL, WE OFTEN TIMES WE THINK ABOUT THE TEACHERS, WE THINK ABOUT CHILDREN AND GETTING THE SCHOOL BUT SOMETIMES WE DON'T PAUSE, YOU DON'T KNOW IF YOU HAVE A REALLY SMOOTH SPARK OR MAINTENANCE AND OPERATION TEAM HAD TO WORK EXTREMELY HARD DURING THE SUMMER.
GETTING THE BUILDING READY, ENSURING OUR HVAC GOES UP AND RUNNING AND JUST ENSURING THAT WE HAD NICE COMFORTABLE PLACES FOR OUR STUDENTS TO RETURN, SO WE WILL JUST PUBLIC THANK OUR MAINTENANCE AND OPERATIONS TEAM FOR THAT EFFORT. [OVERLAPPING]
>> [APPLAUSE] FELT THAT HE IS READY. THANK YOU ALL.
>> I'M GOING TO SAY IF THEY WERE NOT HERE AND SOMETHING BROKE, THEY WOULDN'T BE HERE.
WITH OUR MAINTENANCE AND OPERATIONS WE ALSO HAVE CUSTODIAN.
WE KNOW THAT CUSTODIAN IS CRITICAL THAT WE UNDERSTAND THAT WE WANT OUR FACILITIES, OUR PHYSICAL PLANTS CLEAN, AND WE WON'T FADE, WANT THEM SPOTLESS FOR OUR CHILDREN AND OUR CUSTODIANS ARE PART OF THAT MAINTENANCE AND OPERATION ALSO DO A PHENOMENAL JOB IN ALL OUR BUILDINGS.
OUR BUILDINGS ARE IN GREAT SHAPE IS BECAUSE THE WORK ON A DAILY BASIS OF OUR CUSTODIANS.
IN ADDITION TO THAT GROUP, WE HAVE BUS DRIVERS.
OFTEN TIMES WE DON'T REALIZE WE MOVE ABOUT 11,000 KIDS TWICE A DAY IN SOME CASES, ALL DAY LONG.
WE HAVE BUS DRIVERS THAT ARE SHOWING UP WORKING EXTREMELY HARD, SOME CASES LONG HOURS, SEVERAL OUR OWN FAMILY LESS TODAY WITH ALTERNATIVES AND OTHER TRIPS.
AND SO WE'RE CONSTANTLY IN MOTION AND WE HAVE PEOPLE THAT ARE CONNECTED TO OUR CISD FAMILY.
I JUST WANTED TO JUST THANK THEM AS WELL FOR A SMOOTH FIRST WEEK OF SCHOOL.
IN ADDITION I HAVE A COUPLE OF VIDEOS.
IN ADDITION, WE ALL SEND OUR CHILDREN TO SCHOOL, WE PRAY THEY ARE SAFE, WE WORK TO ENSURE THEY ARE SAFE.
BUT THERE ARE PEOPLE THAT THEIR NUMBER 1 PRIMARY MISSION IS TO MAKE SURE THAT THEY DO EVERYTHING THEY CAN AND WHATEVER IT TAKES TO MAKE SURE THAT THEY ARE SAFE, THAT'S OUR POLICE DEPARTMENT.
THEY ARE OUT HERE AT 4-5 O CLOCK IN MORNING AND THEY'RE HERE 11-12 O CLOCK AT NIGHT.
IT'S OUR CHILDREN TO APPRECIATE OUR POLICE OFFICER, POLICE CHIEF AND OTHER POLICE OFFICERS.
THEY'RE HERE TODAY SO WE DEFINITELY APPRECIATE THEM AS WELL. [APPLAUSE] WHEN WE THINK ABOUT STARTING SCHOOL, ONE THING WE THINK IS THAT OFTENTIMES WE THINK STUDENTS JUST SHOW UP.
WHAT HAS HAPPENED IS THAT WE HAD TO HAVE A DEPARTMENT OF PEOPLE THAT ARE WORKING BEHIND THE SCENES. THEY'RE WORKING TODAY.
THEY'RE WORKING BEHIND THE SCENES TO MAKE SURE THAT WE KEEP THE KIDS ENROLLED, TO MAKE SURE THAT WE HAVE THE RIGHT DOCUMENTS, MAKE SURE THAT WE HAVE KIDS ASSIGNED TO THE RIGHT SCHOOLS AND MAKE SURE THAT THEY GET IN RIGHT PROGRAM, TO MAKE SURE THAT ALL OF THESE THINGS ARE IN THE SYSTEM SO THAT [INAUDIBLE] AND REALLY A RESPONSE.
OUR TEAMS DEPARTMENT, YOU NEVER SEE THEM, BUT THEY ARE THE ONES THAT DO ALL THE WORK TO MAKE SURE THAT THE DATA IS IN A SYSTEM, THAT KIDS HAVE [INAUDIBLE] AND THEN WE CAN ACTUALLY SERVE OUR KIDS.
WE [INAUDIBLE] OUR TEAMS DEPARTMENT AS WELL FOR THE WORK THAT THEY HAVE DONE UP TO THIS POINT.
[APPLAUSE] ONCE WE GET THESE NUMBERS IN THE SYSTEM, THEN WE HAVE STUDENTS WHO SHOW UP.
WHEN STUDENTS SHOW UP TO SCHOOL THAT NORMALLY THEY DON'T NECESSARILY SEE ME,
[00:10:04]
THEY DON'T NECESSARILY SEE YOU ALL BOARD MEMBERS, AND HALF THE TIME THEY DON'T SEE THE PRINCIPLES AND THEY DON'T SEE THE OTHERS, BUT THEY SEE THE SECRETARIES.THEY SEE THE LADIES IN THE FRONT OFFICE.
THESE LADIES REALLY REPRESENT CROWLEY ISD.
WE TALKED ABOUT ACTING LIKE A [INAUDIBLE] AND WORKING LIKE A TEAM AND PROTECTING THE BRAND AND BEING AMBASSADORS, BUT OUR SECRETARIES, OUR FRONT OFFICE STAFF, OUR ATTENDANCE CLERK, THESE PEOPLE ARE THE FRONT LINES, SO I JUST WANT TO PUBLICLY SAY THANK YOU TO THE SECRETARIES, TO OUR ATTENDANCE CLERK FOR JUST GREETING OUR PARENTS, MAKING OUR FAMILIES FEEL SAFE AND REALLY JUST BRINGING NEW PEOPLE TO OUR DISTRICT AS WELL.
[APPLAUSE] AFTER WE GET STUDENTS INTO THE FRONT OFFICE, THEN WE'D HAVE TO FIGURE OUT WHAT CLASSES THEY GO TO AND SO THERE YOU HAVE ANOTHER GROUP OF PEOPLE.
YOU HAVE COUNSELORS WHO ARE LOOKING AT KID'S TRANSCRIPTS, LOOKING AT THE RECORDS.
YOU HAVE THE NURSES THAT ARE CHECKING TO MAKE SURE THAT OUR KIDS HAVE THE RIGHT MEDICINE AND RIGHT TREATMENT.
YOU HAVE ALL OF THESE PEOPLE THAT ARE WORKING TOGETHER, BOTH OUR NURSES AND OUR COUNSELORS AND OUR SEL, PEOPLE, WORKING WITH SOCIAL AND EMOTIONAL HEALTH, OUR COMMUNITIES IN SCHOOLS FALLS IN THIS ALL OUR PEOPLE WORKING TO MAKE SURE THAT KIDS ARE SAFE MENTALLY AND PHYSICALLY BEFORE WE GET TO THE ACADEMIC.
WE WANT TO THANK OUR SOCIAL AND EMOTIONAL TEAM, INCLUDING OUR COUNSELORS, OUR NURSES, OUR SEL PERSONNEL, ALL THOSE AS WELL.
THEY WORK EXTREMELY HARD TO MAKE SURE KIDS ARE SAFE.
[APPLAUSE] ALL THIS IS DONE, WE HAVEN'T STARTED SCHOOL HERE.
[LAUGHTER] THEN WE HAVE THE CENTRAL OFFICE ADMINISTRATORS WHO ARE WORKING TO MAKE SURE THAT THE PRINCIPALS HAVE THE SUPPORT THEY NEED SO THAT ALL THESE OTHER PEOPLE WHO ARE DOING THEIR PART AND THEN WE'RE DOING OUR PART, AND WE MAKE SURE THAT THE PRINCIPALS HAVE WHAT THEY NEED IN ORDER TO MAKE SURE THAT TEACHERS HAVE WHAT THEY NEED.
I JUST WANT TO DISCUSS IT IN A NUTSHELL AND SAY, THERE'S A LOT OF PEOPLE THAT ARE WORKING REALLY HARD TO MAKE SURE THAT WE HAVE A SMOOTH START.
WE'VE HAD A SMOOTH START, AND BOARD, I JUST WANT TO THANK YOU ALL FOR YOUR SUPPORT AND THANK ALL THE DIFFERENT GROUPS THAT PROVIDE US SUPPORT TO HELP US GET OFF TO A SMOOTH START.
>> DAY 7. WOW. DR. MCFARLAND, THANK YOU SO MUCH FOR RECOGNIZING ALL OF THOSE IMPORTANT PEOPLE THAT MAKE OUR DISTRICT SO GREAT.
HOPEFULLY WE DIDN'T LEAVE OUT ANYBODY.
[LAUGHTER] THERE ARE SO MANY PEOPLE THAT WE HAVE TO THANK.
WE THANK OUR PARENTS, WE THANK ALL OF THOSE BECAUSE IT TAKES A LOT.
I'M A PARENT, WE'RE PARENTS, GRANDPARENTS, SO WE KNOW WHAT IT TAKES TO GET THE STUDENTS READY, TO LEAVE THE HOUSE AND TO GET TO SCHOOL.
WHEN THEY GET THERE, DR. MCFARLAND IS ABSOLUTELY RIGHT, WE'RE ENTRUSTING ALL OF YOU WITH OUR STUDENTS AND TO KNOW THAT THEY ARE IN GOOD HANDS WHEN THEY GET TO SCHOOL.
IT'S REASSURING TO OUR COMMUNITIES AS WELL.
THANK YOU, DR. MCFARLAND AGAIN FOR YOUR LEADERSHIP AND WE JUST APPRECIATE ALL OF YOU AND WE'RE LOOKING FORWARD TO SUCH AN AWESOME SCHOOL YEAR.
JUST WANT TO SAY ANOTHER ROUND OF KUDOS FOR ALL OF YOU.
>> ALSO DR. MAYFIELD, I REALLY JUST GOT US LIKE 12 O'CLOCK, THEY HAVE 12 O'CLOCK.
WE HAVE ONE GROUP THAT'S WANT US PHOTOGRAPHED.
[LAUGHTER] THEN IN OUR POOL SERVICE, [INAUDIBLE].
LAUGHTER] IT'S IMPORTANT TO RECOGNIZE OUR POOL SERVICE TEAM THEY ARE DOING A GREAT JOB TOO.
I DIDN'T WANT TO LEAVE THEM OUT, SO [INAUDIBLE] OPPORTUNITY TOO.
>> [INAUDIBLE] HUNGRY, SO WE DON'T FEED THESE KIDS.
WE KNOW WHAT WE GET WHEN WE GET HOME IF THEY DON'T EAT.
AT THIS TIME, WE'RE GOING TO HAVE OUR RECOGNITION ITEMS AND ITS AGENDA ITEM 4.1,

[5.0 Report Item(s)]
STUDENT ENROLLMENT UPDATE, DR. MCFARLAND.>> MADAM PRESIDENT, BOARD MEMBERS, AS I MENTIONED EARLIER, WE'RE IN A SECOND, SO WE DEFINITELY SIDES TO REPORT ON OUR ENROLLMENT.
MRS. [INAUDIBLE], SHE WILL PRESENT THIS ITEM.
>> THANK YOU, DR. MCFARLAND, DR. WOODSON-MAYFIELD, DR. MCFARLAND, AND BOARD OF TRUSTEES.
I'M HERE TODAY TO SHARE SOME GREAT NEWS WITH YOU ALL IN REGARDS TO OUR ENROLLMENT AND TALK A LITTLE BIT ABOUT OUR ENROLLMENT PROCESS.
AS OF TODAY, THIS MORNING, WE CURRENTLY HAVE 16,610 STUDENTS ENROLLED IN CROWLEY ISD, 7,686 OF THOSE STUDENTS ARE ELEMENTARY SCHOOL STUDENTS, AND 8,924 STUDENTS ARE OUR SECONDARY STUDENTS.
SECONDARY INCLUDES MIDDLE AND HIGH-SCHOOL, AS YOU ALL KNOW, AND WE HAVE SOME PENDING APPLICATIONS AND THIS MEANS THAT PEOPLE WHO ARE WAITING TO BE ENROLLED IN OUR DISTRICT, AND WE'RE AT 933 OF THOSE INDIVIDUALS.
ON THE NEXT SLIDE, BASICALLY WE HAVE OUR ENROLLMENT TRENDS FOR THE LAST THREE YEARS, AS YOU CAN SEE FROM THE DISTRICT LEVEL BACK IN 2021/2022, AT THAT TIME, WE WERE AT 16,199 STUDENTS, LAST YEAR, ABOUT A WEEK LATER, AUGUST 25TH, WE WERE AT 16,551 STUDENTS, AND THIS YEAR BEING AUGUST 17TH, WE'RE AT 16,610 STUDENTS.
ELEMENTARY CONTINUES TO HAVE THE MOST GAINS, AS YOU CAN SEE, FROM BACK IN 2021, WE'RE AT 7,435 STUDENTS, 2022/2023, WE'RE AT 7,648 STUDENTS, AND THEN THIS YEAR WE'RE CURRENTLY AS OF TODAY, 7,686 STUDENTS.
OUR SECONDARY CAMPUSES COMBINED MIDDLE SCHOOL AND HIGH SCHOOL, BACK IN 2021/'22, WE HAVE 8,764 STUDENTS, AND THEN IN 2022/'23, 8,903 STUDENTS, AND THIS YEAR WE'RE AT 8,924 AGAIN FOR TODAY.
DURING THIS PROCESS, WE REALLY FOCUS ON THE ELEMENTARY CAMPUSES WITH OUR LEVELING, AND PART OF THAT IS BECAUSE OF THE TEXAS EDUCATION CODE THAT REQUIRES US TO HAVE A CLASS SIZE RATIO OF LESS THAN 22 STUDENTS TO EVERY TEACHER FOR RIGHTS PRE-K-4.
FIFTH GRADE DOES NOT HAVE A MINIMAL, BUT WE HAVE RIGHT NOW PLANNING TO KEEP IT AT 24 STUDENTS, WHICH WILL LIMIT THE NUMBER OF SEATS AVAILABLE AS WE OPEN THE YEAR, AND WE'LL HAVE FURTHER DISCUSSIONS FOR THAT.
WE DO THESE THINGS BASICALLY TO MAKE SURE THAT WE'RE IN ALIGNMENT WITH THE TEXAS EDUCATION CODE, BUT OUR OTHER GOAL DURING THIS PROCESS IS TO ENSURE THAT WE MINIMIZE SEATED STUDENT MOVEMENTS.
THAT MEANS ONCE YOU ARE ENROLLED IN A CAMPUS, WE WANT TO MAKE SURE THAT YOU STAY AT THAT HOME CAMPUS.
OUR LEVELING COMMITTEE IS COMPRISED OF SEVERAL CENTRAL OFFICE LEADERS.
IF THEY'RE HERE THEY CAN STAND, BECAUSE IT TAKES A LOT OF US TO MAKE THIS PART COME TOGETHER.
MS. MARIA IS THE EXECUTIVE DIRECTOR OF SPECIAL PROGRAMS INCLUDING BILINGUAL EDUCATION AND SPECIAL EDUCATION.
DR. CAMCEA STAPINSKI, SHE IS REPRESENTING OUR EARLY CHILDHOOD PORTION OF IT, AND SHE IS THE DIRECTOR OF ONE OF OUR SCHOOL LEADERSHIP DIRECTORS, EXECUTIVE PRINCIPAL TYPE DIRECTORS.
CARA HYATT, AS YOU ALL HEARD MENTIONED EARLIER, SHE IS OUR DIRECTOR OF PEIMS AND DATA MANAGEMENT SYSTEMS. ANTHONY KIRCHNER, YOU ALL KNOW THERE WELL HE'S OUR CHIEF COMMUNICATIONS OFFICER.
KIMBERLY SHERFIELD IS ONE OF OUR DIRECTORS IN OUR HUMAN RESOURCE DEPARTMENT.
DR. PAM BERRY IS A CHIEF IN OUR HUMAN RESOURCES [INAUDIBLE] IS HUMAN CAPITAL MANAGEMENT SYSTEM.
[00:25:02]
DARRELL MUFFET, CHIEF FOR STUDENT SERVICES, AND MISS ANNA ROE, CHIEF OF ACADEMICS, SO CHIEF ACADEMIC OFFICER, AND THEN MYSELF I SERVE IN THE SUPERINTENDENT'S OFFICE.THIS CONCLUDES OUR LEVELING REPORT, AND I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU ALL MAY HAVE AT THIS TIME.
ARE THERE ANY QUESTIONS FROM THE BOARD?
>> THANK YOU, MADAM PRESIDENT. THANK YOU, MISS BATISTE, FOR THE REPORT. I'M JUST CURIOUS.
THERE ARE ALMOST A THOUSAND STUDENTS THROUGHOUT CROWLEY ISD THAT ARE WAITING TO BE PLACED NOT ONLY ON CAMPUS BUT ALSO IN A CLASSROOM.
WHAT IS THE EXPECTED AMOUNT OF TIME THAT IT'S GOING TO TAKE US TO GET FROM 933 TO ZERO?
>> THIS TIME LAST WEEK WE WERE AT 1,700 STUDENTS.
IT'S A COMBINED PARTNERSHIP WITH THE PARENTS PROVIDING THE APPROPRIATE DOCUMENTATIONS TO BE ALLOWED TO HAVE A SEAT IN THE DISTRICT.
THERE ARE SEVERAL REQUIREMENTS THAT ARE BROUGHT FORTH BY THE STATE AND BY THE BOARD ITSELF.
SOME OF THOSE DOCUMENTS MISSING MAYBE BIRTH CERTIFICATES, RESIDENCY, UTILITY BILLS, TRANSCRIPTS, IMMUNIZATION RECORDS, ETC.
WE PROCESS ABOUT 2-300 A DAY AND THEN WE GET 2-300 MORE.
RIGHT NOW, OUT OF THAT 900, WE HAVE ABOUT 700 OF THOSE STUDENTS WHO ARE PENDING DOCUMENTATION.
THE OTHER 200 WHO ARE, FOR LACK OF A BETTER PHRASE, READY SET GO, WE CAN GET THROUGH THOSE A LOT QUICKER.
>> FOR THE RECORD, ALL 933 STUDENTS ARE NOT WAITING ON ACTION FROM CROWLEY ISD.
>> THE OVERWHELMING MAJORITY OF THEM ARE WAITING FOR RENTAL ACTION, BUT WE ARE PROCESSING THAT 200 ON THE LOW AND GETTING THESE STUDENTS PLACED.
>> WE HAVE A TEAM WORKING ALMOST 24 HOURS A DAY SINCE THE BEGINNING OF JUNE, AND JUST HAVE A LOT OF EXTERNAL SUPPORT THAT COMES FROM OUR CENTRAL OFFICE STAFF.
>> WAITING ON RESIDENCY, WHAT CAN YOU PROVIDE? ARE THEY GIVING FEEDBACK ON WHAT INFORMATION NEEDS TO BE ASSIGNED?
>> YES. FOR THOSE WHO ARE STILL UNCLEAR, IF YOU GO TO OUR CROWLEY ISD WEBSITE AND WE GO INTO THE COUNTY SECTION, AND YOU CAN LOOK AT RETURNING REGISTRATION OF STUDENTS, BECAUSE SOME OF THOSE PEOPLE MAY BE RETURNING STUDENTS.
IT GIVES YOU A VERY CLEAR LIST OF EVERY SINGLE DOCUMENT.
IN ADDITION TO THAT, FOR THOSE WHO AREN'T TECHNICALLY SAVVY, THEY CAN CALL AND WE HAVE OUR PHONE NUMBERS LISTED.
OUR PEIMS DEPARTMENT, THEY PICK UP THE PHONES EVEN WITH PRE-K, A LOT OF US AT THE CENTRAL OFFICE ARE PICKING UP THE PHONES, AND I'LL PICK THAT MYSELF INCLUDED.
WE TRY TO SEE WHERE THE BARRIER IS AND REMOVE THAT BARRIER TO GET THAT CHILD SEATED.
PRE-K, THIS YEAR, SOME PEOPLE DON'T UNDERSTAND THE QUALIFICATIONS.
THERE ARE VARIOUS LEVELS OF QUALIFICATION, BUT WE DO OUR BEST TO EXPLAIN TO EVERYONE INVOLVED AND DO IT WITH COURTESY, DIGNITY, AND RESPECT.
>> I HAVE A QUESTION. I'M NOT SURE HOW YOU WOULD ANSWER THIS OR WE COULD DO THIS, BUT WHAT ABOUT STUDENTS THAT MAY BE UNACCOUNTED FOR? FOR INSTANCE, MAYBE A HOMELESS POPULATION, OR STUDENTS THAT WE EXPECTED TO COME BACK BUT THEY'RE NOT HERE, WE DON'T KNOW THEIR WHEREABOUTS.
DO WE HAVE AN EFFORT FOR THAT?
>> YES. JUST CALL ON LABOR DAY, AND SO BASICALLY, WE GO THROUGH THE VERIFICATION PROCESS OF FINDING STUDENTS WHETHER THEY'RE AVAILABLE IN THE SYSTEM CALLED T-REX, WHICH IS WHAT THE STATE USES, AND ALSO REACHING OUT TO FAMILIES.
THERE'S A LOT MORE THAT GOES INTO THAT, BUT WE TYPICALLY DON'T HAVE TO HAVE ALL THAT INFORMATION CAPTURED UNTIL OCTOBER.
>> I HAVE A QUESTION. IN PREVIOUS YEARS, DO WE HAVE A LOT OF STUDENTS THAT END UP ENROLLING AFTER LABOR DAY?
>> BECAUSE WE START SO EARLY, THE MAJORITY OF OUR STUDENTS, THEY ENROLL WHEN WE ASK THEM TO ENROLL.
BUT FOR EXAMPLE, ON MONDAY WHEN SOME OF THE LARGER DISTRICTS CAME IN, WE SAW AN INCREASE OF ABOUT 600 MORE STUDENTS THAT DAY.
FURTHER ON, AND MAYBE LATER ON THIS MONTH WE'LL SHARE MORE ABOUT THE LEVELING PROCESS, WE'LL BE DONE WITH ALL THIS GOOD STUFF BY AUGUST 31ST, WHICH IS PRIOR TO LABOR DAY.
>> JUST ONE OF THE THINGS I WANT TO CLARIFY,
[00:30:01]
THIS IS DAY 5, NOT DAY 7.>> I TRIED TO FIGURE IT OUT BUT I CAN'T.
>> ONE OF THE REASONS THAT WE'RE SHARING THIS PROCESS IS BECAUSE IT'S A VERY COMPLEX AND REALLY CONVOLUTED PROCESS WHEN YOU HAVE TO GO THROUGH AND WE ARE ATTEMPTING TO LEVEL CLASSES.
WE KNOW, IN SOME CASES WE MAY HAVE 14 KIDS IN A CLASS, IN ANOTHER CASE WE HAVE 27 KIDS IN A CLASS, AND THEY MAY HAVE BEEN IN DIFFERENT CLASSES.
IN ORDER FOR US TO REALLY MAKE SURE THAT WE CAN MAINTAIN THE STAFFING BUT ALSO LEVEL, THEN WE TRY TO MAKE SURE AS A PRIORITY, AS BATISTE'S MENTIONED, THAT WE WOULD MOVE STUDENTS THAT WE WOULD MOVE TEACHERS IF WE NEED TO DO THAT.
NOW, THE IDEAL IS TO NOT HAVE TO MOVE TEACHERS OR STUDENTS AT ALL.
BUT I'M SHARING THIS, AND SO WE'RE GETTING TO THE POINT WHERE WE MAY HAVE TO MAKE SOME MOVES WITH TEACHERS.
I JUST WANTED TO MAKE SURE IT'S NOT THAT WE WANT TO DO THAT, THAT IS OUR ATTEMPT TO TRY TO MAKE SURE THAT WE'RE USING STAFF THAT EFFECTIVELY.
I WANT TO LET YOU KNOW THAT WE STARTED A LOT EARLIER, AND TO YOUR POINT, MS. DAVIS, THE URBAN LEGEND WAS THAT AFTER LABOR DAY WE HAD A LARGE INFLUX OF STUDENTS BACK TO US.
ABOUT TWO YEARS AGO, WE ACTUALLY LOOKED AND SAID, "LET'S SEE IF THERE'S REALLY TRUE OF THAT," BECAUSE WE WERE ACTUALLY DELAYING THE LEVELING PROCESS UNTIL AFTER LABOR DAY BECAUSE WE WERE WAITING ON THIS LARGE INFLUX.
WHAT IT DID WAS, QUITE FRANKLY, KIDS WILL BE IN CLASSES FOR TWO WEEKS OR THREE WEEKS, AND THEN WE WOULD HAVE TO START MOVING.
OUR TEACHERS WOULD BE IN CLASSES FOR TWO OR THREE WEEKS AND DIDN'T GET TO MOVE.
WE REALIZED WAITING THAT LATE IS A CHALLENGE FOR US.
WHAT WE SAID WE WOULD DO IS REALLY START THE LEVELING PROCESS AS EARLY AS POSSIBLE.
IT'S LIKELY THAT NEXT WEEK, OR THE FOLLOWING WEEK FOR SURE, WE'LL START THIS MOVEMENT.
YOU MIGHT GET SOME CONCERNS ABOUT THAT.
WE ARE ATTEMPTING TO MAINTAIN THE BUDGET, TO MAINTAIN STAFFING AS WE
>> [INAUDIBLE] MAYBE YOU CAN ANSWER THIS QUESTION.
IF STUDENTS ARE TRYING TO CHANGE CLASSES, IS THAT [INAUDIBLE]? IF THEY WANT THEIR SCHEDULE CHANGED, BUT IT'S COMING CHANGE.
THEN CAN I HAVE AN AFTER LEVELING OR DOES IT AFFECT IT AT ALL?
>> LEVELING AFFECTS REALLY ELEMENTARY LEVELS.
THE SECONDARY SCHEDULE CHANGES ARE MORE DRIVEN AT THE COUNCIL LEVEL BASED ON ELEMENTARY MUSCLE.
>> ONE LAST QUESTION BEFORE WE MOVE ON.
I'M JUST CURIOUS ABOUT CAPACITY, BECAUSE I KNOW A PART OF THE REASON THAT WE JUST PASSED AT $1.2 BILLION BOND IS BECAUSE MOST OF OUR CAMPUSES, I THINK LAST YEAR WERE SOMEWHERE AROUND 85% CAPACITY OR EVEN HIGHER.
IF WE'RE TALKING ABOUT HAVING TO MOVE TEACHERS, DO WE HAVE SPACE AVAILABLE OR ARE WE TALKING ABOUT DOING TEMPORARY SITUATIONS LIKE PORTABLES AND THINGS OF THAT NATURE?
>> TO ANSWER YOUR QUESTION, THE CAPACITY QUESTION FIRST, WE ARE CURRENTLY AT 84% CAPACITY AT THE ELEMENTARY LEVEL.
EVERY DAY THE TEAM THAT BATISTE RELEASES, THEY GO THROUGH THE PROCESS AND WE LOOK AT SEATS AVAILABLE IN EACH CAMPUS, IN EACH GRADE LEVEL BASED ON TEACHERS, BASED ON THE SPACE AVAILABLE, AND EVERY DAY THERE'S A RUNNING TOTAL THAT WE'VE BEEN WATCHING.
WE STARTED WITH ABOUT 82% AND MOVED UP TO ABOUT 85%.
THE IDEA IS THAT WE MONITOR THAT, WHICH IS WHERE WE'RE REALLY NOW.
WE THINK THAT WE'RE IN A GOOD POSITION, BUT WHAT WE WILL DO, AND WHAT BATISTE AND THE TEAM HAVE DONE, WE'VE ACTUALLY CLOSED GRADES AT PARTICULAR CLASSES.
YOUR CREEK BEING ONE. I THINK WITH GRADE LEVEL WE CLOSED IT BECAUSE, NUMBER ONE, WE DON'T HAVE ANY MORE TEACHERS AT THE GRADE LEVEL.
WE DON'T HAVE ANY MORE ROOMS FOR TEACHERS.
THERE'S NO SPACES. WE JUST CLOSE.
THE STUDENTS MOVED INTO DISTRICT ZONE AND THEY WROTE WHEN THEY WERE IN ANATOMY 33, STUDENTS WE HAVE IN [INAUDIBLE], AND WE'LL GO THROUGH THEIR PAPERWORK.
THEY MAY END UP HAVING TO GO TO PORTLAND BECAUSE WE HAVE SIX BEDROOMS THERE.
>> CURRENTLY WE'RE IN PRETTY GOOD SHAPE.
WE HAVE 1,278 ELEMENTARY SEATS LEFT AS OF TODAY, BUT IT DOESN'T MEAN THAT THEY'RE ALL AVAILABLE AT EVERY SINGLE CAMPUS.
LIKE DR. MCFARLAND SAID, WE'VE HAD SEVERAL COUNCILS WHERE WE HAVE GRADE CLOSURES.
THANK YOU, BOARD. THANK YOU, MS. NAZINSKI.
AGENDA ITEM 5.2, THE BOND 2023 UPDATE, DR. MCFARLAND.
[00:35:01]
>> MADAM PRESIDENT AND BOARD MEMBERS, WE ARE DEFINITELY EXCITED TO BRING THIS NEXT ITEM FORMALLY, AND WE'LL BE EXCITED EVERY TIME WE GET A CHANCE TO BRING IT FORWARD.
WE HAVE MR. FISHER, THE CFO TO GIVE US THE ADDRESS AT THIS TIME. MR. FISHER.
>> THANK YOU, SIR. BOARD PRESIDENT, DISTINGUISHED MEMBERS OF THE BOARD, TONIGHT I'LL BE PROPOSING WITH MY TEAMMATE HERE, OUR CHIEF OPERATIONS OFFICER, MR. REEVES.
TWO WEEKS AGO, ON JULY 27TH, WE MET THE DREAM TEAM AND THE JURY TEAM OVER-DELIVERED ON AUGUST 3RD.
ON AUGUST 3RD, APPROXIMATELY $433 MILLION PAR WAS SOLD IN THE OPEN MARKET.
WAS SOLD AT A TRUE ALL-IN INTEREST COST OF 4.53%.
BOARD, YOU REMEMBER, YOU AUTHORIZED US A PARAMETER OVER AT 5.5%, SO ALMOST A 1%, IF YOU WILL, COST AVOIDANCE.
THE DREAM TEAM OVER-DELIVERED. I WAS THERE.
I WAS ACTUALLY DELIVERING OUR PARTICULAR BRAND SPEECH WITH MS. BATISTE AND MS. DAVIS, AND OUR BOND ISSUANCE TEAM IS CALLING ME DURING THAT MORNING AND EVERYBODY IS SO EXCITED.
THAT MARKET WAS VERY VOLATILE THAT DAY.
THEN THE IZ HAD JUST ENTERED THE MARKET A COUPLE OF DAYS BEFORE WITH APPROXIMATELY $1 BILLION WORTH OF BOND, AND SO IT WAS REALLY IMPORTANT ON HOW OUR PRICING AND OUR TIMING WAS IMPACTED BY OUR DREAM TEAM TO MAKE SURE THAT THESE BONDS ACTUALLY SOLD QUICKLY, THESE BONDS WERE SOLD BY 11:30 A.M. BOARD, IF I CAN JUST GIVE YOU A FEW STATS, SO THESE BONDS WERE PRICED ON AUGUST 3RD AND THEY'RE GOING TO BE SETTLED CLOSE.
WE WILL RECEIVE FUNDING ON AUGUST 23RD, NEXT WEDNESDAY.
BECAUSE OF OUR PSF RATING, WE WERE RATED BY MOODY'S AND FITCH, A, AAA, AND A33 BY MOODY'S.
A, AAA, AND A, A-MINUS BY FITCH.
THOSE ARE DEFINITELY INDICATORS OF THE STABILITY OF OUR ORGANIZATION.
THE BOND ISSUE ACTUALLY ALSO CONTAINS WHAT WE CALL CALL PROVISIONS.
IN THE EVENT THAT INTEREST RATES DECLINE, WE ARE ABLE TO KNOW FROM WITHIN THOSE BONDS WITH A STANDARD TEAM THOSE CALL PROVISIONS.
WE HAD 65 DIFFERENT INVESTORS WITH OURS ON $1.9 BILLION.
THAT IS APPROXIMATELY FOUR TIMES WHAT WE WERE SEEKING IN THE MARKET.
LAST BUT NOT LEAST, WE HAVE THE TREMENDOUS BENEFIT OF THE STATE'S NEW RULE ON THE HOMESTEAD EXEMPTION.
THE HOMESTEAD EXEMPTION, AS YOU KNOW, BOARD, WILL BE MOVING FROM 40,000-100,000, WHERE THERE WILL BE A HOME CALL PROVISION FROM CISD, AND ALL OF THE DISTRICTS AS WELL THAT HAD 22,023 AUTHORIZATION.
ONE OF THE THINGS THAT THE FA WAS SAYING IT EQUALS THE PERFECT TIME TO GO TO THE MARKET AND GO TO THE MARKET NOW, BUT ALSO TO HAVE THE BOARD APPROVE IN MAY, THE PERFECT TIME.
THAT CONCLUDES MY PRESENTATION.
I TRIED TO CONTAIN MY EXCITEMENT.
[LAUGHTER] WHAT I'D LIKE TO DO, DR. MCFARLAND, IF I CAN JUST SPEAK TO THE DREAM TEAM AGAIN.
>> THAT DREAM TEAM, I WANTED TO SAY, THANK YOU.
THANK YOU TO THE CITIZENS OF CROWLEY CISD.
>> DR. REEVES, BEFORE WE GO ON, ON THE STOCK MARKET HAD A DREAM TEAM, WHEN WE DON'T HAVE THAT, BUT I DON'T WANT. [APPLAUSE]
>> NOW, IT'S MY INTENTION TO SPEND ALL OF IT.
[LAUGHTER] MADAM PRESIDENT, MEMBERS OF THE BOARD, DR. MCFARLAND, SO LET US LOOK QUICKLY AT THE PROJECTS TO BE AWARDED.
THAT WOULD BE THE NEW CROWLEY HIGH SCHOOL, WHICH IS SCHEDULED TO OPEN IN THE FALL OF '27.
IT IS IN PROGRAM REVIEW CURRENTLY, AND IT WILL BE ON THE SAME SIDE AS THE EXISTING CROWLEY HIGH SCHOOL.
OUR ELEMENTARY 17, IT HAS A SCHEDULED OPENING AT FALL '25,
[00:40:02]
AND IT IS LOCATED ON 17 ACRES IN THE BRIDGES NEIGHBORHOOD, WHICH IS JUST WEST OF RICHARD ALLEY MIDDLE SCHOOL.ONE THING ABOUT ELEMENTARY 17 IS A PROTOTYPE OF JUNE 11, DAVIS ELEMENTARY.
WHAT WE CAN DO WITH THIS PROTOTYPE IS AS WITH ANY OTHER PROTOTYPE, THERE'S ECONOMIES OF SCALE AND IT'S BENEFICIAL FOR THE DISTRICT TO DO SO.
THIS WAS WHEN I WALKED THE CAMPUS WITH THE CURRENT PRINCIPAL, SHE WAS JUST RAVING ABOUT THE WAY THAT BUILDING WAS LAID OUT FOR AN ADMINISTRATOR SO EFFICIENTLY.
SHE WAS VERY PLEASED WITH THE WHOLE OPERATION SO FAR THAT THAT BUILDING IS LAID OUT.
SO WHEN OTHER PROJECTS TO BE AWARDED IS SECURITY FENCING AND THAT'LL BE ENCLOSING THE PLAYGROUNDS AT ALL THE ELEMENTARY CAMPUSES.
WE CURRENTLY HAVE FENCING ON THREE SIDES OF THE PLAYGROUND AREAS, SO IT WOULD BE CLOSING IN THAT AREA, WHICH IS RIGHT NEXT TO THAT BACKGROUND, AND THEN WE WOULD HAVE JUST STAFF ACCESS GATES AT THAT LOCATION.
THE CURRENT PROJECT IS ELEMENTARY 16, AND AS YOU NOTICE IN THE KARIS DEVELOPMENT JUST OFF OF INDUSTRIAL BOULEVARD.
CURRENTLY, WE HAVE A SECTION OF THE CAMPUS PAVED.
IT'S PRETTY MUCH UP TO MR. KIRSCHNER ABOUT WHERE THE END OF THE CAFETERIA IS.
WHAT WE HAVE FROM THE LEFT TO THE RIGHT IS THE KITCHEN AND THEN THE CAFETERIA.
WE'VE PRETTY MUCH GOT THE FOUNDATION FOR THAT AND WE'LL BE MOVING ACROSS THE MAIN ENTRANCE INTO THE ADMINISTRATION AREA OF THE LIBRARY AND THEN HEADING NORTH INTO CLASSROOM WINGS.
THE INTENT IS TO HAVE ALL OF THE LOWER, OR THE FIRST-FLOOR FOUNDATION, BY THE END OF AUGUST, OR THE FIRST TO MIDDLE OF SEPTEMBER, SOMEWHERE IN THAT RANGE.
WHEN YOU GET TO THE VERY END, THE SECTION TO THE LEFT, THAT RECTANGLE BOX THERE TO THE LEFT, THAT IS THE GYMNASIUM.
IT'S JUST TO THE NORTH OF THE CRANIUM SETTING. YES, UP THERE.
ON THE NEXT SLIDE, YOU CAN SEE THERE'S A LITTLE BIT DIFFERENT ANGLE.
YOU'RE ON THE WEST AND YOU'RE LOOKING TO THE EAST AND YOU CAN SEE THE EXCESS FEEDERS IN THE BACKGROUND.
THIS ELEVATION, YOU CAN SEE THE DIFFERENT ROOF LINES.
AGAIN, STARTING ON THE RIGHT, THE KITCHEN, GOING INTO THE CAFETERIA, WORKING INTO THE ADMINISTRATION AREA.
THEN THE LAST SLIDE IS THE RENDERING JUST AS A REMINDER OF WHAT THE END PRODUCT IS TO LOOK LIKE.
THIS IS THE FRONT DRIVE FOR PARENT DROP-OFF PICKUP LOOKING AT IN MY IMAGES.
THE NEXT TWO RENDERINGS WILL BE IN ELEMENTARY 17.
THE FRONT ENTRANCE IS FACING DUE WEST, AND THE WEST OF THAT PROPERTY IS HAMPTON ROAD, WHICH CONNECTS TO 1187.
SO JUST TO ORIENT YOU TO THE HEADING, AND SO THE PICTURE, YOU'RE STANDING PRETTY MUCH ON THE NORTH OR THE SOUTHWEST CORNER LOOKING NORTHEAST, AND THAT'S THE MAIN ENTRANCE THERE.
AND THE NEXT SLIDE, IT'S JUST A BIRD'S-EYE VIEW, PRETTY MUCH THE SAME ANGLE.
YOU CAN SEE THE MAIN ENTRANCE WITH THE ABOVE CANOPY, AND THEN YOUR ADMINISTRATION TO THE RIGHT, AND THEN THE CAFETERIA TO THE NEXT ONE.
WHAT WE DID WITH THIS FLOOR PLAN IS JUST MIRRORED AND FLIPPED IT TO FIT THE SIDE [NOISE].
SO THAT CONCLUDES MY PRESENTATION AND I'LL ANSWER ANY QUESTIONS YOU MAY HAVE.
>> THANK YOU, MR. FISHER AND MR. REEVES.
[INAUDIBLE] I SAID DAVIS, SO EITHER ONE. [LAUGHTER]
>> I ACTUALLY HAD A QUESTION FOR BOTH OF YOU, MR. FISHER AND MR. REEVES.
I'M JUST CURIOUS, MR. REEVES, WHAT'S THE CAPACITY OF ELEMENTARY SCHOOL 17, I MEAN, THE STUDENTS, HOW MANY WE'D BE ABLE TO ADD TO THE SCHOOL?
>> MR. FISHER, SO WE CAME IN ON THE SELL OUR BONDS ALMOST A FULL PERCENTAGE POINT BELOW WHERE WE SET A CAP, WHICH IS PHENOMENAL, HAVE WE ANALYZED
[00:45:04]
HOW MUCH MONEY THAT IS GOING TO SAVE THE DISTRICT OVER THE LIFE OF THESE BONDS?>> APPROXIMATELY $4.5 MILLION.
>> IS THAT WHY YOU ASKED ME BECAUSE I'M OFFENDED? [LAUGHTER]
>> I HAVE A QUESTION FOR MR. WILLIAMS.
>> I'M JUST CURIOUS. IN CLOSING ALL OF THE ELEMENTARY CAMPUSES ESPECIALLY WITH THE FENCING, WILL THOSE JOBS HAPPEN CONCURRENTLY ON VARIOUS CAMPUSES OR WILL WE MOVE FROM ONE CAMPUS TO ANOTHER? I'M JUST TRYING TO SEE HOW QUICKLY THAT CAN HAPPEN.
>> YES, MA'AM. IT WOULD BE HARD TO DO MULTIPLE CAMPUSES AT THE SAME TIME.
IT MAY NOT BE ALL OF THEM, WE MAY BE ABLE TO DO 2,014.
OF COURSE, ONE HAS THAT ENCLOSURE.
WE DO IT IN GROUPS OF FOUR OR FIVE, BUT YES, IT WILL NOT BE ONE AND THEN WE GO TO THE NEXT.
>> ANY OTHER QUESTIONS OR COMMENTS?
>> THANK YOU BOTH. WE ARE AT AGENDA ITEM 5.3, THE EXTRA CURRICULAR UPDATES, ATHLETICS AND FINE ARTS, DR. MCFARLAND.
>> MADAM PRESIDENT, BOARD MEMBERS, WE'RE EXCITED ABOUT THIS NEXT ITEM.
WE KNOW THAT WE ARE HITTING THE TIME OF THE YEAR WHERE WE HAVE BOTH ATHLETIC EVENTS AND FINE ART EVENTS THAT ARE OCCURRING.
WE WANT TO GIVE YOU JUST A BRIEF UPDATE OF BOTH ATHLETICS AND FINE ARTS.
WE HAVE OUR NEW EXECUTIVE DIRECTOR OF ATHLETICS, MR. GRAY WILLIAMS HERE TO SHARE WITH US THE ATHLETIC PERSPECTIVE. MR. WILLIAMS.
>> MADAM BOARD PRESIDENT, MEMBERS OF THE BOARD WHO ARE BEFORE ME, THIS EVENING I HAVE THE PLEASURE TO INFORM YOU THE MANY ATHLETIC EVENTS AND ACTIVITIES THAT WILL BE TAKING PLACE THIS FALL.
FIRST, WE WOULD LIKE TO INVITE THE BOARD TO THE CELEBRATION OF THE CROWLEY ISD, TEXAS WESLEYAN UNIVERSITY PARTNERSHIP.

THE FIRST GAME WILL BE SATURDAY, AUGUST 26TH AT 7:00 PM. NEXT SLIDE.
AS WE BEGAN THE '23-'24 ATHLETIC YEAR, I'VE WITNESSED AN INCREASE IN PARTICIPATION IN MANY OF OUR FALL SPORTS.
BASED ON A RANK ONE THEM, WE CURRENTLY HAVE 685 STUDENT ATHLETES WHO ARE PARTICIPATING IN THREE HIGH SCHOOL FALL SPORTS THAT HAVE ALREADY STARTED.
THIS IS UP FROM 598 THIS TIME LAST YEAR, WHICH IS A 14.5% INCREASE.
OUR MIDDLE SCHOOLS BEGAN LAST THURSDAY, AND WE'RE CURRENTLY GATHERING DATA ON THE NUMBER OF PARTICIPANTS IN EACH FALL SPORT.
BASED ON THE EQUIPMENT NEEDS WE ARE EXPECTING GROWTH IN THOSE NUMBERS AS WELL.
THIS EVENING I WOULD LIKE TO HIGHLIGHT A FEW DATES FOR EACH FOR FALL SCHOOLS THAT HAVE PARTICULAR INTERESTS.
CROWLEY HIGH SCHOOL VOLLEYBALL STARTED THE SEASON LAST WEEK WITH A WIN OVER EVERMAN HIGH SCHOOL.
THEY ALSO DETERMINE THURSDAY THROUGH SATURDAY AND PLACED THIRD OVERALL.
SPECIALTY EVENTS FOR THEM INCLUDE YOUTH NIGHT, WHICH IS A DATE TO BE DETERMINED, SENIOR NIGHT FROM OCTOBER 24 AGAINST NORTH CROWLEY.
NORTH CROWLEY VOLLEYBALL TEAM, OPENED SEASON WITH THE VICTORY OVER HOUSTON, PARTICIPATING IN THAT GAME TERM OF CHAMPIONS LAST FRIDAY AND SATURDAY.
THE LADY PANTHERS PLAY TONIGHT OUT OF 22 TEAMS. SOME OF THEIR SPECIAL PRICE INCLUDE TEACHER APPRECIATION NIGHT ON AUGUST 29TH, PANTHERFEST, A YOUTH CAMP CONSISTING OF SECOND THROUGH FIFTH GRADERS ON SEPTEMBER 22, MIDDLE SCHOOL NIGHT ON SEPTEMBER 29TH, AND SENIOR NIGHT ON OCTOBER 13TH.
ONE NOTE THAT I GOT WORD TODAY, THAT WENT THROUGH IN ALL THE TIME TODAY.
[APPLAUSE] CROWLEY HIGH SCHOOL FOOTBALL TEAM IS LOOKING FORWARD TO A GREAT SEASON IN 2023.
LAST FRIDAY THE EAGLE PERFORMED WELL DISCRIMINATE AGAINST NASHVILLE HIGH SCHOOL.
THEY WILL TRAVEL TO BREWER HIGH SCHOOL TOMORROW FOR THE FOUNTAIN OF BEFORE NEXT WEEK SEASON OPEN.
SOME OF THEIR SPECIAL NIGHTS INCLUDE YOUTH NIGHT ON AUGUST THE THE 29TH, HOMECOMING ON OCTOBER THE 6TH AND SENIOR NIGHT ON NOVEMBER 2ND VERSUS NORTH CROWLEY.
THE NORTH CROWLEY FOOTBALL TEAM HAS HIGHEST REASONS TO MAKE IT DEEPER PLAYOFF RUN THAN THEY DID LAST YEAR.
THE PANTHERS LOOKED IMPRESSIVE AS THEY TRAVELED TO DENVERSULA LAST WEEK FOR THEIR FIRST PRE-MATCH.
[00:50:01]
NORTH CROWLEY PRE-MATCH TOOK PLACE THIS MORNING AGAINST [INAUDIBLE] HIGH SCHOOL AS THEY PREPARE FOR THEIR SEASONAL OPENER NEXT WEEK.SOME OF THEIR SPECIAL NIGHTS INCLUDE HOMECOMING ON SEPTEMBER 15TH, YOUTH NIGHT ON SEPTEMBER 27ND, AND SENIOR NIGHT ON OCTOBER 27TH.
OUR CROSS-COUNTRY TEAMS HAVE BEEN PREPARING FOR THE UPCOMING SEASON THAT BEGINS NEXT WEEK.
BOYS AND GIRLS TEAMS FROM BOTH SCHOOLS ARE LOOKING FORWARD TO MAKING MAJOR STATEMENTS DURING THE SEASON.
DISTRICT CHAMPIONSHIPS WILL BE HELD OCTOBER 12TH-13TH AT THE ATHLETIC PERFORMANCE RANCH.
WE'RE LOOKING FORWARD TO OUR ATHLETES AND FANS TO THE REGIONALS AND HOPEFULLY THE STATE MEET.
MIDDLE SCHOOL VOLLEYBALL IS SCHEDULED TO BEGIN IN A COUPLE OF WEEKS.
ALL OF OUR SCHOOL WILL PLAY AROUND THE SCHEDULE, PLAYING EACH OTHER TWICE BEFORE PLAYING CHAMPIONSHIP GAMES FOR EACH LEVEL.
AFTER THAT, WE'RE GOING TO PUT TOGETHER ALL-STAR TEAMS WHICH WILL BE SELECTED FROM EACH FIELDERS TO PLAY EACH OTHER IN THE FOLLOWING WEEK.
MIDDLE SCHOOL FOOTBALL SET UP IS SIMILAR TO THE VOLLEYBALL SET UP.
DISTRICT FOOTBALL CHAMPIONSHIPS WILL BE PLAYED AT CISD MULTIPURPOSE STADIUM ON OCTOBER 23RD AND 24TH FOLLOWED BY THE ALL-STAR GAME ON OCTOBER 31ST.
THE LAST TIME I STOOD BEFORE YOU, I MENTIONED THAT ONE OF OUR GOALS IN THE ATHLETIC DEPARTMENT WAS TO DEVELOP YOUNG MEN AND WOMEN THAT CAN GROW UP TO BE PRODUCTIVE CITIZENS.
WITH THAT BEING SAID, ON MONDAY, WE'RE LAUNCHING THE 2WORDS CHARACTER DEVELOPMENT INITIATIVE IN BOTH HIGH SCHOOLS AND FOR THE MIDDLE SCHOOLS.
THIS PROGRAM DEVELOPED BY STEPHEN MAGGIE, IS A 36 WEEK PROGRAM DESIGNED FOR OPEN DISCUSSIONS, WHICH INCLUDE COACHES, TEAM CAPTAINS, ATHLETES AND PARENTS WORKING TOGETHER TO DEVELOP GREAT CHARACTER TRAITS IN OUR STUDENT ATHLETES.
IT'S OUR GOAL TO HAVE A GREAT YEAR ACROSS ALL SPORTS UNDERSTANDING THAT FALL SPORTS SET THE TONE FOR THE YEAR.
AT THIS TIME, I'LL TAKE ANY QUESTIONS THAT YOU MAY HAVE.
GREATLY APPRECIATED. I HAVE A QUESTION.
I KNOW WE HIGHLIGHTED VOLLEYBALL AND FOOTBALL.
>> WHAT OTHER SPORTS ARE OCCURRING DURING THE FALL.
>> YOU JUST HAVE VOLLEYBALL, FOOTBALL, AND CROSS-COUNTRY AT THIS TIME? [INAUDIBLE].
>> SOCCER IS GOING TO BE MID-SEASON [INAUDIBLE].
THE PROGRAM THAT YOU'VE SPOKE OF, THE 36-WEEK PROGRAM, HOW DO YOU GET THE PARTICIPANCY? I KNOW THAT YOU'VE MENTIONED THE FAMILIES, IS IT GOING TO BE THE FAMILIES OF ALL THE STUDENTS?
>> HOW ARE YOU CONTACTING THEM TO BE A PART OF THIS?
>> THE WAY IT'S SET UP IS THAT EACH COACH OR AT THE HIGH SCHOOL IS GOING TO GIVE THESE KIDS THE LESSONS THROUGHOUT THE WEEK.
THEY'LL HAVE WORKSHEETS, DIFFERENT THINGS LIKE THAT, AND WE'RE GOING TO USE THE SPORTS SHEET AS OUR COMMUNICATION PLATFORM.
WE'LL BE SENDING THOSE THINGS TO THE PARENTS.
THE PARENTS WOULD STILL BE ABLE TO SEE THOSE WORKSHEETS, EVERYTHING, THERE'LL BE ABLE TO TALK TO THEIR KIDS ABOUT IT ALL.
WE'RE JUST WORKING ON SOMETHING THAT CONNECTS THE PARENTS TO THE KIDS TO THE SCHOOL, AND MAKING SURE THAT THEY'RE GETTING THE SAME LEVEL OF CONCENTRATED CHARACTER DEVELOPMENT, BOTH AT HOME AND IN SCHOOL.
>> I LOVE THAT IDEA OF THE CHARACTER DEVELOPMENT.
ANYBODY THAT KNOWS ANYTHING ABOUT ME KNOWS THAT UNIFORMITY IS IMPORTANT TO ME.
WHEN WE HAVE THIS INCREASE IN STUDENT ATHLETES, IS THERE A BUDGET TO SUPPORT THE UNIFORMS THAT GO ALONG WITH THAT INCREASE?
>> WE WORK CLOSELY WITH OUR FINANCIAL DEPARTMENT.
HAVING MEETINGS ABOUT THOSE THINGS, WE'VE ANTICIPATED SOME OF THOSE THINGS.
IN OUR ATHLETIC BUDGET, WE TRIED TO PREPARE FOR THIS INCREASE.
WE KNOW THAT OUR SCHOOLS ARE GROWING WITH FOOTBALL, VOLLEYBALL, ALL OF THESE DIFFERENT SPORTS ARE INCREASING WITH THE NUMBER OF KIDS THAT ARE COMING INTO THE DISTRICT, SO WE TRIED TO PREPARE FOR THOSE SITUATIONS.
>> OKAY, BECAUSE IF WE'RE GOING TO BE NUMBER 1 ACADEMICALLY [INAUDIBLE].
>> THAT MEANS MATCHING SHOES. [LAUGHTER]
>> THAT'S WHAT SHE REALLY WANTED. [LAUGHTER]
I WAS GOING TO ASK, IT'S FOR ALL ATHLETES OR DO THEY SIGN UP ONE SEMESTER?
>> WE'RE ROLLING IT OUT FOR ALL ATHLETES, 73.
>> I LOVE IT. I ABSOLUTELY LOVE IT.
[00:55:01]
THE LESSONS LEARNED, ARE THERE TALKING POINTS AND THE HUDDLES THAT COME AFTER VIDEOS OR HOW IS IT APPLIED?>> HOW DO WE MEASURE THE SUCCESS OF IT ALL?
>> THERE'S ANOTHER DOCUMENT THAT I'M GOING TO COME BACK AND TALK TO YOU ABOUT ALONG THE ROAD, HOW WE'RE GOING TO TRACK ALL OF THOSE DIFFERENT THINGS THAT WE'RE TRYING TO LEARN IN THOSE CLASSES OR IN THOSE SCHOOLS.
>> I LOVE IT. THANK YOU VERY MUCH.
>> I HAVE A QUESTION REGARDING THE INCREASE, WHERE IS THAT [INAUDIBLE]?
>> A LOT OF IT I BELIEVE JUST HAS TO DO WITH THE KIDS THAT ARE COMING TO THE SCHOOL.
WE'RE GROWING DISTRICT AND THE POPULARITY OF EACH ONE OF THE SPORTS BEING SUCCESSFUL IN THE PROGRAM THAT WE'RE TRYING TO DEVELOP, TRYING TO BUILD IS GOING TO ATTRACT MORE AND MORE KIDS, ESPECIALLY [INAUDIBLE]
>> THANK YOU VERY MUCH. GREAT PRESENTATION [INAUDIBLE]
>> ALSO AN ADDITIONAL PROGRAMS, WE HAVE THESE KEY DATES.
THIS ONE IS TOP READS ADD TO YOUR CALENDAR.
THAT WAY YOU'LL HAVE THEM IN YOUR TEAM DEFINITELY HERS, BUT SHE'LL BE ADDING THOSE KEY DATES IN THE ACCOUNT.
>> THEN ON THE LEFT SIDE WILL BE ADDED.
>> I HAVE A QUESTION, DR. MCFARLAND.
I NOTICE THAT THE GIRLS VOLLEYBALL TEAM PLAYED THE SAME NIGHTS AS BOYS FOOTBALL TEAM.
IS THERE A WAY DOING PRACTICALLY INACTIVATE THEM ON SEPARATE DATES.
I NOTICE THAT A LOT OF OUR ATHLETES ON SPECIAL DAYS AT HOME COMING, THEY NEED TO BE PLAYING ABOUT ONE GAME OR SOMETHING LIKE THAT.
>> WE REALLY DON'T HAVE CONTROL ABOUT JUST TO SETS, EVERYTHING UP, BUT WHAT DOES HAPPEN IS ALL THOSE NIGHTS IN FOOTBALL TEAM'S PLAN, THE VARSITY VOLLEYBALL TEAM IN PLAYS FIRST YEAR, SO THEY CAN LEAVE AND GET TO THE FOOTBALL.
>> ANY OTHER QUESTIONS OR COMMENTS? THANK YOU. FINE ARTS?
>> ALSO MEMBERS AND BOARD MEMBERS AGAIN, WE'RE EXCITED ABOUT OUR FINE ARTS DEPARTMENT AND THE THINGS THAT WE HAVE GOING WITH FINE ARTS.
WE HAVE ANOTHER EXECUTIVE DIRECTOR OF FINE ARTS HERE TO GIVE US AN UPDATE ON OUR FINE ARTS ACTIVITIES, WHAT'S HAPPENING NOW ON THE SLIDE.
>> THANK YOU. GOOD EVENING, MADAM PRESIDENT, BOARD OF TRUSTEES, SUPERINTENDENT MCFARLAND.
I HAVE BEEN DELIGHTED TO MEET THE FINE ARTS STAFF AND STUDENTS.
I KNOW FINE ARTS CREATED TO BE.
I HAVE BEEN GIFTED TO WORK SIDE-BY-SIDE WITH MRS. TRACY BRANDENBURG, MY ASSISTANT.
SHE HAS A WEALTH OF KNOWLEDGE AND I'M GRATEFUL FOR HER AND MANY OTHER PROFESSIONALS ON OUR DISTRICTS ADMINISTRATIVE TEAMS. THE FINANCE DEPARTMENT HAS HAD A GREAT SUMMER.
TEACHERS CONTINUE EMBRACING CREATIVE SOLUTIONS TO LEARNING.
I WOULD LIKE TO CELEBRATE A FEW ONES.
CHS, OUR STUDENTS RECEIVED A SPECIAL INVITE TO CREATE ART IN THE KIMBELL MUSEUM.
HFS CHOIR WELCOMED AUTHOR RYAN WILLIAMS TO PRESENT HIS BOOK AND LEAD A DISCUSSION ABOUT SELF-MASTERY.
HE GIFTED OUT FOR OUR STUDENTS WITH A COPY TO SHARE WITH THEIR FAMILIES.
OUR DEPARTMENT HOSTED ADDITIONAL WI-FI NERDS CAMP, WHERE 113 STUDENTS ENROLLED, AND CONTINUED ADDITIONAL DEPARTMENT'S SUMMER CAMPS TO PREPARE FROM APRIL '23-'24 SCHOOL YEAR.
NOW, WE ARE ALL SEEING THE GROWTH CROWLEY IS EXPERIENCING.
THE DATA SHOWS THAT THE FINANCE DEPARTMENT IS ENGAGED IN ABOUT 12,000 STUDENTS SO FAR THIS YEAR AND WE ANTICIPATE MORE.
AN IMPRESSIVE INCREASE OF PARTICIPANTS FOR THE US BANDS CONTEST HAS CLIMBED FROM 11 BANDS TO 30 BANDS WITH A WAITING LIST OF MORE THAN LIKELY TO BE A PART OF THE [NOISE] [INAUDIBLE].
THE CONTEST WILL BE HELD ON AUGUST 30TH IN OUR STATE.
FINALLY, NCHS THEATRE PROGRAM HAS BEEN AWARDED 27 UIL METALS IN THE PAST TWO YEARS.
THEY ALSO TO RECEIVE SOME [INAUDIBLE] AND CAMP.
THERE'S SO MUCH MORE TO BRAG ABOUT, BUT FEEL ASSURED THAT THE FINANCE DEPARTMENT IS HEADED IN AN EXCEPTIONAL DIRECTION.
THE NEXT SLIDE SPEAKS TO A LIST OF PROFESSIONAL ORGANIZATIONS.
I LOOK FORWARD TO COLONIZE AND PARTNERSHIPS WITH THEM AND AID IN A CONTINUATION OF GREAT RELATIONSHIPS WITH THE EXISTING PARTNERSHIPS THAT WE HAVE.
PROGRAMS THAT PROVIDE WORKSHOPS, MASTERCLASSES, SUMMER MUSICALS, SCHOLARSHIPS, OUTREACH INITIATIVES ARE WAITING FOR OUR CROWLEY ISD STUDENTS.
THE NEXT SLIDE IS A SHORT SNIPPET OF UPCOMING EVENTS,
[01:00:03]
BUT THERE WILL BE A LIST FOR YOU ALL IN THE MORE UPDATES.NOW BOARD OF TRUSTEES, THIS IS SOMETHING I WOULD LOVE TO SEE FROM THE STUDENTS OF CROWLEY ISD.
AND ALL DISTRICT LEGACY PRODUCTION.
THE VISION IS FOR EVERY GRADE LEVEL VISUAL ARTISTS, SINGER, DANCER, ACTOR, MUSICIAN, FORM IN A COLLABORATIVE CONCERT, THAT FEATURE THE BEST OF THE BEST.
THE FINE ARTS DEPARTMENT WILL CREATE AND WRITE AN ORIGINAL SHOW TO TELL STORIES AND ALLOW OUR STUDENTS TO PERFORM ON PROFESSIONAL STAGE AND A PROFESSIONAL VENUE.
THIS CULMINATING EVENT PROMOTES LIGHTING TESTAMENTS, GRAPHIC DESIGNERS, AUDIO ENGINEERS, CHOREOGRAPHERS, COMPOSERS, ACTORS, STAGE MANAGERS TO SEE THEIR CREATIVITY COMES TO LIGHT IN A HISTORICAL BUILDING.
IT WOULD BE A GREAT RESUME BUILDER FOR OUR STUDENTS, THEY WILL WORK ALONGSIDE PROFESSIONALS IN THE INDUSTRY, PARENTS AND COMMUNITY MEMBERS WILL HAVE A FANCY NAME OF THE ARTS, AND IT REALLY WILL SERVE AS AN OPPORTUNITY TO LEAD TIME.
>> THANK YOU FOR YOUR TIME. [LAUGHTER] I'M HAPPY TO ANSWER ANY QUESTIONS YOU ALL HAVE FOR ME.
>> WONDERFUL, GO AHEAD [LAUGHTER].TRUSTEE, DAVIS.
>> THAT IS SO EXCITING AND I DON'T KNOW WHAT IT WILL REQUIRE FOR THAT TO HAPPEN, BUT I LIKE IT.
DO YOU HAVE ANY IDEA WHERE THE VENUE OR THIS IS EARLY PLANNING AND YOU CAN'T DO THAT UNTIL, YOU KNOW [INAUDIBLE]
>> YES. YOU HAVE TO BOOK THOSE HISTORICAL AUDITORIUM ABOUT A YEAR-AND-A-HALF OUT, YOU WILL BE LUCKY IF YOU CAN DO A YEAR.
BUT THERE'S A LOT OF, IT DEPENDS ON HOW FAR WE WANT TO GO, BUT IF THERE'S A WEALTH OF DIFFERENT FACILITIES THAT WE CAN TRY.
IF WE HAD TO, WE CAN DO IT IN ONE OF OUR AUDITORIUMS, BUT IT'S REALLY A NICE EVENT WHEN WE GET IN RIGHT NOW, INTO A HISTORICAL QUEST.
>> I WOULD LIKE TO GO TO BASKETBALL ALL. [LAUGHTER]
>> THAT WAS SAID, BUT [LAUGHTER] I'LL SAY.
OKAY, AND THEN YOU PROBABLY DID THAT, THIS IS PROBABLY A QUESTION FOR DR. MCFARLAND.
I THINK THAT WE HAVE SOME KIND OF INSTRUMENT ROTATION IN OUR BANDS AND THINGS LIKE THAT.
>> YES WE DO HAVE A REPLACEMENT CYCLE.
>> DOES THAT INCLUDE OUR ELEMENTARY CAMPUSES BECAUSE THEY DO SOMETHING WITH INSTRUMENTS, I'M I CORRECT?
>> YES, THEY HAVE WORK INSURANCE, AND SO THAT HAS TO BE A PART OF THE REPLACEMENT CYCLE AS WELL.
>> YES, IT IS, BUT WE'RE REDOING IT, AT LEAST AS WELL BECAUSE WE HAD A LEAST WHEN WE STARTED THE LIST WAS ONLY FOR EITHER THAT WAS OVER IT [INAUDIBLE] FOR 25,000.
WE KNOW WE NEED TO ADD MORE ITEMS THAT MAY NOT BE 25,000 AND WE NEED TO REPLACE THEM, SO WE'LL BE REVIEWING.
>> MR. FISHER, I HOPE ON A HARD TIME, BECAUSE EVERYTHING [INAUDIBLE] INTO [INAUDIBLE] [LAUGHTER].
>> BUT THAT'S WHAT EXCELLENCE US, SO GREAT IDEA.
DID YOU HAVE A QUESTION? GO AHEAD.
>> THANK YOU MADAM PRESIDENT I DID HAVE ONE QUESTION PER SE, BUT I'M EXCITED JUST ABOUT THE VISION AND THANK YOU FOR NOT JUST COMING IN AND MAINTAINING THE STATUS, ALL THAT EVEN JUST PUTTING YOUR SPIN ON IT AND TAKING THINGS UP HERE IN CROWLEY ISD UP A NOTCH, AND SO I'M EXCITED ABOUT THAT.
BUT I ALSO HAVE TO JUST SAY, FOR THE PEOPLE WHO DID NOT VOTE FOR PROPOSITIONS SEAT ON THE BALLOT, THIS IS WHY WE NEED A WORLD-CLASS FINE ART'S FACILITY RIGHT HERE IN CROWLEY ISD.
MAYBE BECAUSE WE HAD NOT PROPERLY ARTICULATED THE VISION AND WHERE WE'RE GOING AS A DISTRICT, MAYBE THAT'S WHY PEOPLE DIDN'T TAP INTO IT, BUT I THINK WE NEED TO AT SOME POINT REVISIT THE NEED FOR AN ARTS FACILITY, BECAUSE OF OUR STUDENTS DESERVE THAT.
WE SHOULDN'T HAVE TO NECESSARILY THOUGH WORTH AS A GREAT ARTS COMMUNITY AND I KNOW THAT THERE WILL BE OPPORTUNITIES JUST THROUGHOUT THE CITY FOR BEING USED,
[01:05:04]
BUT WE SHOULDN'T HAVE TO GO OUTSIDE OF OUR DISTRICT TO BE ABLE TO DO WHAT IT IS THAT WE ENVISIONED.SO I THINK AGAIN, WE NEED TO REVISIT THAT BECAUSE THERE IS A NEED FOR FINE ARTS FACILITY HERE, CROWLEY ISD.
IF I'VE MADE JUST TO TAG ONTO YOUR VISION, I THINK THEY WILL BE AMAZING AFTER THIS AMAZING REDUCTION, WHICH WE KNOW THEY WILL BE.
WE HAVE A WORLD CLASS CULINARY ARTS PROGRAM TO BE ABLE TO HIGHLIGHT WHAT IT IS THAT THEY DO AS WELL, SO I'M JUST THROWING IT OUT THERE YOU JUST LIFTED INTO THE ATMOSPHERE [LAUGHTER] IT HAS A NIGHT OF EXCELLENCE HIGHLIGHTING ALL THAT WE HAVE TO OFFER HERE AT CROWLEY ISD.
THAT WILL REQUIRE THAT CLAP TOO YOU'D PROBABLY GIVEN THIS VISUAL ART [LAUGHTER].
>> AN TO TAG ON TO THAT INCIDENCE THIS, AND TALKING ABOUT THE BOAT DIDN'T PUSH US SOME OF THE TOP.
CONNECTING THE DOTS BETWEEN FINE ARTS AND ACADEMIC, BECAUSE THERE IS A REAL CONNECTION, AND I JUST WANTED TO ADD THAT, CONNECT THE DOTS.
>> I'D LIKE TO ADD ONE QUICK THING.
PEOPLE ALSO DON'T RECOGNIZE THAT THERE ARE A LOT OF PROFESSIONAL ORGANIZATIONS THAT TRAVEL THERE ON TOUR WORK.
IF THEY'RE ON TOUR CLOSE TO YOU, THEY WOULD LOVE TO USE A FACILITY WITH THE SCHOOL DISTRICT TO REHEARSE.
THAT WILL PROVIDE AN OPPORTUNITY FOR OUR STUDENTS TO SIT IN AND WATCH PROFESSIONAL PERFORMANCES JUST BECAUSE THEY BORROWED ENOUGH SPACE.
IT BECOMES SOMETHING THAT WE PAY FOR AND WE CAN INVITE AS MANY AS THOUGH, SOMETIMES THAT'S NOW ON PEOPLE'S RADAR, BUT IT WOULD BE AN EXCELLENT OPPORTUNITIES FOR OUR STUDENTS.
>> THINKING OUTSIDE THE BOX, I LOVE IT.

BUT IF GIVEN THE OPPORTUNITY TO SERVE BY, I ASSURE YOU ALL THAT I WOULD DO SO AND DO ALL THAT I CAN TO REPRESENT OUR DISTRICT AND OUR STUDENTS. THANK YOU.
>> THANK YOU. I DO BELIEVE THERE'S SOCIAL MEDIA WIRE THAT JUST WANT TO MAKE SURE [INAUDIBLE].
>> I SEND THAT TO THE ONLINE EXHIBIT THERE.
[LAUGHTER] BUT I THINK WE HAVE SENT IT TO OTHER DISTRICTS IN HOPE OF GARNERING THEIR SUPPORT AND ENDORSEMENTS. HOPEFULLY THAT WORKS.
THANK YOU BOARD FOR THIS PROCESS.
HOPELESS THERE WHEN I DON T KNOW THE WHOLE HISTORY, BUT HAVE WE HAD NOMINEES ARE REPRESENTATIVE.
WE WILL CONTINUE TO LET US KNOW HOW WE CAN HELP IN ANY WAY.
WE HAVE AGENDA ITEM, THE POINTS 2.
THE AWARD TO CONSTRUCTION MANAGER AT RISK OR ELEMENTARY SCHOOL, NUMBER 17, DR. MCFARLAND.
>> MADAM PRESIDENT, BOARD MEMBERS, AS YOU ALL RECALL, THIS IS THE ITEM, IT WILL BRING IT BACK FOR CONSIDERATION.
BUT FIRST OF ALL, THANK YOU ALL FOR YOUR CLEAR DIRECTION AND GUIDANCE AS WE LOOK AT SOME OF THE CONSTRUCTION METHOD ASSUMES.
WE HAVE MR. FISHER HERE, BUT WHO WILL JUST GIVE US A HIGH LEVEL OVERVIEW, JUST A REMINDER, A BOARD.
AGAIN, WE DID TAKE INTO CONSIDERATION THE AXIAL DIRECTION FROM YOU ALL PRIOR MEETING AND WE DID GO THROUGH THE PROCESS AND ALL THE FISHER GIVING A HIGH-LEVEL OVERVIEW WHAT WE'VE DONE TO THIS POINT, AND THEN WE'LL GO FORWARD WITH THE RECOMMENDATION FOR THAT. MR. FISHER.
>> THANK YOU, DR. MCFARLAND, MADAM PRESIDENT AND DISTINGUISHED MEMBERS OF THE BOARD.
WE TALKED ABOUT THE SEA WALL CONSTRUCTION MANAGER AT RISK.
IT REALLY IS A BENEFIT TO THE DISTRICT BECAUSE IT TRANSFERS THE RISK OF THE PROJECT COST OVERRUNS ESPECIALLY IN AN ENVIRONMENT LIKE NOW WITH ESCALATING COSTS.
IT TRANSFERS THOSE RISKS TO THE CONTRACT AND FROM THE SCHOOL DISTRICT BOARD AND HERS PRESENT THE GUARANTEED MAXIMUM PRICE.
WELL, WITH THE GUARANTEED MAXIMUM PRICE, SO THIS THE DISTRICT CHANGES THE SCOPE.
THAT WILL BE THE ACTUAL PRICE THAT WE ACTUALLY PAY FOR BUILDINGS THAT WILL CONSTRUCT.
THERE WILL NOT BE ANY CHANGE ORDERS UNLESS THE DISTRICT CHANGES THE SCOPE.
THE CMAR ACTUALLY ANOTHER BENEFIT IS THE CONSTRUCTION MANAGER IS ENGAGED MUCH EARLIER IN THE DESIGN PROCESS.
YOU CAN ACT AS A CONSULTANT, AND HELP US TO REVIEW THE ARCHITECTURAL DRAWINGS.
THEY CAN ALSO ASSIST IN VALUE ENGINEERING, WHICH IS REALLY DEVELOPING MORE COST-EFFECTIVE SOLUTIONS FOR THE PROJECT.
BOARD, AS YOU KNOW, WE'VE ACTUALLY ENGAGED IN A TWO-STEP PROCESS.
THE FIRST THING WE DID WAS SUBMIT A RFQ REQUEST FOR QUALIFICATIONS,
[01:20:05]
THAT ENTAILS EXAMINING THE VENDORS, EXPERIENCED A TECHNICAL COMPETENCE, THEIR CAPABILITY TO PERFORM IN THEIR PAST PERFORMANCE.IN STEP 2 OF THE PROCESS, WE TALKED ABOUT, WE ASSESS THE GENERAL CONDITIONS, THE MANAGEMENT FEES THAT THE CONTRACT WILL ASSIST IN THE DISTRICT.
THOSE ARE THE CONSTRUCTION MANAGEMENT FEES, THE SITE MANAGEMENT FEES.
THEN WE ALSO HAD A DETAILED ENTITY.
IN THAT INTERVIEW, WE TALKED ABOUT IDENTIFICATION OF THE PROJECT TEAM AND THE M/WBE MADE ME LEAKY, IF YOU WILL, PARTICIPATION AT THE OWNERSHIP AND COMMITMENT TO CROWLEY ISD.
THAT CONCLUDES MY PRESENTATION I PERFORMED AND SO WE PROCEED.
>> REMEMBER IT'S MORE VARIABLES AGAIN.
WE JUST WANT YOU TO HIGHLIGHT OVERDUE.
WE DIDN'T THINK CONSIDERATION OF THE DIRECTION.
YOU SEE THAT THE PRIOR MEANING OF THE DIEGO OR REPOST IT AND WE DO HAVE RECOMMENDATIONS TONIGHT.
I DO BELIEVE THAT WE HAVE THE RECOMMENDATION FOR THE FIRST ITEM.
I'D LIKE TO INTRODUCE YOU TO THE GROUP THAT WE HAVE RECOMMENDED.
LIKE MR. REEVES AND COME UP AND INTRODUCE THE GROUP THAT WE WERE RECOMMENDING.
I ALSO BELIEVED THAT YOU'D LIKE TO HEAR FROM A FEW OF YOU HAVEN'T.
>> THANK YOU DR. MCFARLAND, MADAM PRESIDENT MEMBERS OF THE BOARD.
STEEL FRAMING WITH JOINT VENTURE WITH JETBLUE STILL GREW.
I'LL TURN IT OVER TO MR. JERRY JONES, VP OF OPERATIONS THAT HE CAN PRODUCE HISTORY.
>> THE PRESIDENT OF THE BOARD AND DR. MCFARLAND, JERRY JONES, VP OF OPERATIONS, WAS STILL IN FRIEDMAN.
WE'VE GOT DEBT POSTED, I'LL POST THEM GREW, SCALP FALL OR EXECUTIVE VP AND MANY OTHER TEAM MEMBERS HERE IN THE AUDIENCE.
JUST A LITTLE HISTORY. THIS JV WAS STILL BURIED IN THE PHOTO GROUP IS NOT SOMETHING THAT JUST WAS BORN LAST NIGHT.
IT'S BEEN EIGHT YEARS THAT WE'VE BEEN TOGETHER, WORKING TOGETHER, ASSISTING, WE VOTED TOGETHER.
WE'RE HELPING FULFILL GROUP OF NO GROUP ESOPHAGUS.
SO THIS IS SOMETHING THAT THE COMMITMENT WE'RE BRINGING TO CROWLEY ISD IS TWO SEPARATE GCS, JOINING IN BIG ONE, STRONG FORCE.
>> I ALSO LIKE TO SAY THAT WE'RE REALLY EXCITED ABOUT THIS OPPORTUNITY.
WE WOULD APPRECIATE THE OPPORTUNITY.
THIS PROJECT TAKES A CERTAIN LEVEL OF EXPERIENCE, COMMITMENT, AND CREATIVITY IN ORDER TO MEET THE GOALS.
CROWLEY ISD HAS THAT SAME THING AS QUALITY, AS FINANCIAL RESPONSIBILITY AND COMMITMENT TO THE CROWN MAJORITY POPULATION.
THAT'S WHAT YOU'RE GOING TO BE FROM R2.
>> SO MEMBERS OF THE BOARD, MADAM PRESIDENT SO WITH THAT, IT IS OUR RECOMMENDATION THAT WE RECOMMEND STEEL FRAMING AND POSTERIOR ROOF FOR BOTH THE ELEMENTARY 17 IN CROWLEY HIGH SCHOOL.
>> THANK YOU MR [INAUDIBLE] ARE THERE ANY QUESTIONS MORE?
>> SO FRIEDMAN, YOU SAID YOU CAN IN EXISTENCE FOR EIGHT YEARS, THE COLLABORATION?
>> SO THE COLLABORATION GROUP STILL VERY NEW, IT'S BEEN AROUND SINCE 1979 AND THEN THE POSTLE GROUP IS-
>> WE'VE BEEN AROUND FOR EIGHT YEARS AND SO YOU WILL SEE THAT TIME THAT FROM DAY 1, WE STARTED OUR FIRM AND WHEN I STARTED THIS FIRM 2015, THE SUPPORT AND COMMITMENT FOR STEEL FREEDOM TO GROW OUT THE CAPACITY OF FULFILLING HAS BEEN INTEGRAL IN OUR PROCESS.
WE STARTED WITH THREE PEOPLE 15 YEARS AGO, I'M SORRY, IN 2015 IN STEEL AND TREATMENT TRAIN THEM ON A JOB SITE AND TODAY WE'RE 62 TO EMPLOYEES STRUGGLE.
I>> I HAVE A QUESTION. SO WHAT'S THE NAME OF OUR GROUP AGAIN?
>> MY COMPANY IS CALLED POSTLE GROUP CONSTRUCTION.
>> WAS POSTLE INVOLVED IN OUR LAST CONSTRUCTION WITH STEEL FRIEDMAN.
>> WE'D BEEN INVOLVED ON SEVERAL PROJECTS AND AS A SUBCONTRACTOR TO STEEL FRIEDMAN.
AND THEN WE'D BEEN INVOLVED IN SEVERAL PROJECTS AS WORKING DOWN RIGHT BEFORE THE DISTRICT.
>> MY QUESTION IS, SO WAS THIS JOINT VENTURE, IS THIS WHAT WAS ORIGINALLY PRESENTED DURING THE INITIAL RFP PROCESS OR DID THIS COME OUT OF OUR DECISION TO TAKE BUT I JUST- THIS IS WHAT WAS ORIGINALLY PLANNED?
[01:25:04]
>> ANY OTHER QUESTIONS? THANK YOU WHOEVER YOUR QUESTIONS. ANY OTHERS? THIS IS A, PRESIDENT [INAUDIBLE] TRUSTEE ROBINSON DID YOU HAVE A QUESTION?
>> I JUST WANT TO ASK MR. FRIEDMAN ELABORATE ON THAT IN THE DISTRICT, THIS COLLABORATION WAS STILL AN AGREEMENT I BELIEVE HE WORKS AT CG STUDENTS. [INAUDIBLE]
>> ABSOLUTELY. SO I'LL PARTICIPATING IN CIVIC CAREER DAYS IN CROWLEY ISD, ALONG WITH SEVERAL OTHER DISTRICTS AND SEDENTARY COUNTY AND WE TALKED ABOUT HAVING A PASSION FOR THE OPPORTUNITY TO WORK IN TRAIN CONSTRUCTION AND SO I LOOK ALL AROUND AND PRESENTING THAT INFORMATION.
THERE ARE A LOT OF MEN AND WOMEN THAT ARE 30 YEARS OLD PLUS MINUS THAT ARE MAKING NEW SIX FIGURES WITH A HIGH SCHOOL DIPLOMA BECAUSE OF THE ABILITY AND THE COMMITMENT OF GAINING EXPERIENCE AND TRAINING CONSTRUCTION AND IT GOES ALONG WAY TO LEARN.
WE'RE GOING TO UTILIZE THIS OPPORTUNITY AS A PLATFORM TO BE A BEACON OF HOW TRAIN CONSTRUCTION CAN ABSOLUTLY CHANGE SOMEBODY'S LIFE.
>> THIS MAY BE A QUESTION THAT'S GOING TO COME LATER, BUT I JUST SAID.
YOU SAID THAT THE SCHOOL IS DONE ONCE A MODEL AFTER JUNE DAVIS.
DOES THIS SCHOOL WANT TO HAVE A [INAUDIBLE] AN ADAA ROOM FOR [INAUDIBLE]
>> I RECOMMEND STEEL TREATMENT AS CONSTRUCTION MANAGER AT RISK FOR THE CONSTRUCTION OF ELEMENTARY SCHOOL 17.
>> THANK YOU, TRUSTEE DAVIS, IS THERE A SECOND?
AND THE MOTION PASSES UNANIMOUSLY.
THANK YOU, GENTLEMEN FOR PRESENTING.
WE'RE LOOKING FORWARD TO SEEING THE PROGRESS.
I APPRECIATE THE PRESENTATION AS WELL.
THANK YOU. I'M AGENDA ITEM I SEE YOU STILL STANDING 8.3, WHICH IS TO AWARD THE AWARD TO CONSTRUCTION MANAGER AT RISK FOR CROWLEY HIGH SCHOOL REPLACEMENT, DR. MCFARLAND?
>> MADAM PRESIDENT, BOARD MEMBERS. MR. REASONABLE. AWESOME.
>> THANK YOU DR. MCFARLAND, MADAM PRESIDENT, MEMBERS OF THE BOARD.
THE DISTRICT IS RECOMMENDING STEEL FRIEDMAN AND POSTLE GROUP FOR THE CONSTRUCTION OF THE NEW HIGH SCHOOL.
>> THANK YOU. ARE THERE ANY QUESTIONS? YES. TRUSTEE DAVIS.
>> SO IN OUR PREVIOUS MEETING, THERE WAS A DIFFERENT RECOMMENDATION.
I GUESS MY QUESTION IS, I ACTUALLY HAVE TWO QUESTIONS.
ONE, WHAT CHANGED THAT WE ARE NOW RECOMMENDING STEEL FRAMING FOR BOTH PROJECTS.
I DON'T KNOW IF THAT WAS FROM REVELATION THAT CAME AS A RESULT OF THAT.
AND THEN THE SECOND QUESTION IS ABOUT CAPACITY.
BECAUSE THESE ARE, THIS IS THE SAME CONSTRUCTION MANAGER AT RISK BUILDING TWO ELABORATE FACILITIES.
SO WHAT IS THE IMPACT GOING TO BE ON THE TIMELINE? ARE WE ABLE TO DO THESE SOMEWHAT SIMULTANEOUSLY? DO YOU HAD CAPACITY OF BRINGING BOTH OF THESE PROJECTS TO SCALE AND TIMELY FASHION? OR DOES THIS CHANGE THINGS BECAUSE WE GOT TO DEDICATE SO MANY RESOURCES TO PROJECT ELMER'S SCHOOL 17, WHERE THIS COMES TO LIGHT THINGS ON THE CROWLEY HIGH REVEAL? I KNOW THERE WAS A LOT OF QUESTIONS AND I HOPE YOU'RE ALL ABLE TO FILTER THROUGH.
>> ABSOLUTELY, SO TRUSTEE DAVIS, IN THE PROCESS OF OUR RE-POSTING OF THE RFQ AND RFP, WE HAD THE VENDOR THAT WAS ACTUALLY PRESENTED LAST TIME.
THEY ACTUALLY DECLINED AND DECIDED TO PULL OUT AND SO THAT WAS THE REASON THAT WE ARE COMING BACK AND MAKING A DIFFERENCE.
>> AND CONCERNING CAPACITY DURING NEGOTIATIONS, ME AND MR. FISHER WITH STEEL FRIEDMAN AND POSTLE GROUP REQUESTED THAT THE BONDING AGENT PROVIDE THAT DOCUMENTATION FOR US SHOWING BOTH SINGLE PROJECT CAPACITY AND CAPACITY.
[01:30:10]
>> ANY OTHER QUESTIONS OR COMMENTS? THIS IS A POSSIBLE ACTION ITEM IS THERE A RECOMMENDATION?
>> I RECOMMEND STEEL FRIEDMAN AS A CONSTRUCTION MANAGER AT RISK FOR THE CONSTRUCTION OF CROWLEY HIGH SCHOOL REPLACEMENT.
>> THANK YOU TRUSTEE DAVIS. IS THERE A SECOND? ALL RIGHT. THANK YOU, TRUSTEE DAVIS.
MOVE TO VOTE PLEASE. THE MOTION PASSES UNANIMOUSLY.
CONGRATULATIONS AGAIN, AND THANK YOU ALL.
WE ARE NOW AT OUR FUTURE ACTION ITEMS.
[9.0 Future Action Item(s)]
AGENDA ITEM 9.1 2023/2024, STUDENT FEES, FINES, AND CHARGES. DR. MCFARLAND>> MADAM PRESIDENT AND BOARD MEMBERS, WE REALLY JUST HAVE THESE TWO QUICK ITEMS. THE FIRST ONE DEALS WITH STUDENT FEES, FINES, AND CHARGES.
IN YOUR PACKAGE, YOU HAVE A LIST OF THOSE FEES AND FINES.
A LITTLE BIT SPOKE OFTEN JUST LEAD THE TEAM TOGETHER.
THERE ARE VERY FEW CHANGES, BUT THERE ARE SOME SLIGHT MODIFICATIONS, SO WHAT I'LL SUGGEST IS THAT IF YOU WILL REVIEW THOSE, AND WE WILL BRING THOSE BACK FOR ACTION AT THE NEXT BOARD MEETING, BUT TONIGHT, [INAUDIBLE] TO YOUR ATTENTION, TO SEE IF YOU HAVE ANY QUESTIONS, WE WILL ADDRESS THOSE BETWEEN NOW AND NEXT WEEK.
>> THANK YOU, DR. MCFARLAND, TO THE REQUESTS FOR PROPOSALS FOR PURCHASE OF TWO REFRIGERATED TRUCKS.
>> SO MADAM PRESIDENT, BOARD MEMBERS, AGAIN, WE ARE IN THE PROCESS OF DOING AN RFP FOR TWO REFRIGERATED TRUCKS.
MR. WALKER CAN SHARE THIS HIGH LEVEL OVER WHAT THEY NEEDED, WHAT IT'S FOR, AND THEN WE'LL COME BACK AGAIN AND DECIDE THE NEXT [INAUDIBLE]
>> GOOD EVENING PRESIDENT DR. MAYFIELD, BOARD MEMBERS, AND DR. MCFARLAND.
I COME TO YOU THIS EVENING IN REGARDS TO OUR CURRENT RFP THAT WAS POSTED ON AUGUST 14TH, 2023.
THE REQUEST IS FOR TWO REFRIGERATED PHOSPHORYLATES, WITH FUNDING COMING FROM 240 CHALLENGE TRISHA FUNDS.
CRC CURRENTLY DOES NOT OWN A REFRIGERATOR.
OVER THE LAST YEAR, OPERATIONS HAS HAD TO RENT TRUCKS OUTRIGHT AND ALSO TO BORROW.
THIS PURCHASE WILL NOT ONLY PROVIDE FOR TRANSPORTING FOOD AND WATER, BUT IT WILL ALSO ALLOW US TO HAVE SAFE FOOD STORAGE PROCEDURE IN PLACE WHERE WE HAVE REFRIGERATION OR FREEZER FAILURE IN THE DISTRICT.
THESE TRUCKS WILL ALSO HELP WITH THE GOAL TO SERVE SAFE AND HEALTHY FOOD, [NOISE] TO OUR LEARNERS AND STAFF.
WE ALSO HAVE INCLUDED THE PURCHASE OF THESE TRUCKS IN RTA SPIN-DOWN RATE.
I'LL ANSWER ANY QUESTIONS YOU MAY HAVE.
ARE THERE ANY QUESTIONS OR COMMENTS FOR HIM?
>> I HAVE A QUESTION. YOU SAID THE FUNDING FOR THIS TRUCK WILL COME FROM FOOD SERVICE.
>> YES, MA'AM. 240 FUNDING WHO OBSERVES CHILD NUTRITION.
>> OKAY. SO IT WAS SUFFICIENT, YOU'LL COME BACK.
[LAUGHTER] AGAIN, IF WE'RE GOING TO BE NUMBER 1, WE JUST NEED TO LOOK LIKE.
>> I PROBABLY SHOULD KNOW THIS, BUT I'M GOING TO HAVE TO ASK ANYWAY.
WE CONTRACT OUT OUR FOOD SERVICE TO AIR MARCO.
>> BUT WE NEED TO PURCHASE TWO REFRIGERATOR TRUCKS.
I'M TRYING TO UNDERSTAND IF WE CONTRACT THAT OUT, WHY DOES THE DISTRICT NEED TO HAVE OUR OWN TRUCKS, WHY IS THAT PART OF THE WORK AIR MARCO IS RESPONSIBLE FOR LIKE FOOD TRANSPORTATION IS NOT THEIR RESPONSIBILITY?
>> YES, SIR. BUT IN SITUATIONS LIKE THIS PAST WEEK, WE ACTUALLY HAD TWO FREEZERS AND A REFRIGERATOR UNIT THAT CAN'T FAIL.
AIIR MARCO IS NOT CONTRACTUALLY OBLIGATED TO COME OUT AND SAY RESCUE THE FOOD.
THAT'S ONTO US AND SO A SITUATION LAST WEEK, WE ACTUALLY HAD TO FOOD FROM THE CAMPUS AND PLACE IT IN THE FREEZER AT WAREHOUSE.
WE HAVE REFRIGERATED TRUCKS BASICALLY WE JUST [NOISE] FOOD ONE TIME, AND THE NEXT MORNING WE HAD FOOD BACK ON THE CAMPUS FOR PREPARATION.
[01:35:01]
>> THAT HELPS ME TO PUT THE QUESTION THAT WAS FORMED AGAIN [INAUDIBLE] ANY OTHER QUESTIONS, BOARD OR COMMENTS?
>>I HAVE A QUESTION. I LIKE THE FACT THAT WE HAVE THAT [INAUDIBLE], BUT HOW OFTEN? I MEAN, REFRIGERATOR STANDARDS NOW, ARE THEY UP ALL? [OVERLAPPING] WE NEED ONE REFRIGERATOR OR IS THIS A COMMON PRACTICE WHERE THEY WOULD ACTUALLY HAVE TRUCKS?
>> YES, MA'AM. IN ADDITION TO THE REFRIGERATOR BOX TRUCKS, WE ALSO ARE IN THE PURPOSE OF UPGRADING OUR REFRIGERATORS AND ALSO FREEZERS THROUGHOUT THE DISTRICT, AND ALSO USING 240 FUNDING TO THE LEVEL WHERE WE ALSO HAVE EDGE.
AS I SAID LAST WEEK, WE HAD THREE UNITS THEN.
IN ADDITION TO THAT, I HAVE THOSE STAFF WHO HAVE BEEN TRANSPORTED, AND WE'VE LOST FOOD IN THE PAST DUE TO THAT, THAT THE DISTRICT HAD A BIG ONE.
>> THANK YOU. WHERE WILL THEY BE?
>> THEY'LL BE HOUSED AT THE MENCIUS FACILITY AND SO WE ACTUALLY NEED TO TAKE THEM OUT TO THE CAMPUS.
BUT LEXINGTON PLUS [INAUDIBLE] OPINIONS TO DELIVER WATER TO THE CAMPUSES, TO SUPPORT THEM IN THE FIELD DAYS AND OTHER ACTIVITIES, ALSO THE GRADUATION.
WE HAD TWO TRUCKS FOR GRADUATION AS WELL, SO THEY'LL BE A GREAT HELP TO THE OPERATIONS AND GOALS.
>> ONE LAST QUESTION, MADAM PRESIDENT, I'M SORRY.
WHAT IS THE EXPECTED USE? ANY GIVEN MONTH WHEN WE'RE IN SCHOOL, HOW MANY TIMES ARE THESE TRUCKS GOING TO BE USED? ALL HALLOWEEN.
>> I CAN TELL YOU, THIS PAST SCHOOL YEAR, WE PROBABLY RENTED THE TRUCK PROBABLY ABOUT, I'LL SAY 2-3 MONTHS.
IF YOU TOTAL ALL THE TIME FOR ABOUT TWO OR THREE MONTH PERIOD DURING THE OTHER SCHOOL YEAR.
>> JUST TRYING TO MAKE RECONCILES SOME PART IN MY OWN MIND, SO FORGIVE ME.
THAT CONCLUDES ALL OF OUR AGENDA ITEMS. AT THIS TIME,
