>> HELLO, MY NAME IS AUDREY MOSS AND I'M A MEMBER OF THE SHOWCASE DANCE TEAM.

I WOULD LIKE TO THANK YOU GUYS FOR INVITING US TO DANCE FOR YOU ALL.

WE WILL BE PERFORMING A LYRICAL DANCE IN REMEMBRANCE OF ALL THE VETERANS THAT SURFACE AND OUR COUNTRY.

BEFORE WE PERFORM, I WOULD LIKE TO TELL YOU ABOUT OUR TEAM.

WE SERVE AS LEADERS FOR OUR CAMPUS BY BEING THE BEST, BY BEING THE EXAMPLE FOR GOOD BEHAVIOR, AND BY STEPPING UP IN OUR CLASSES TO HELP OUR PEERS.

TOGETHER, WE WORK TO SUPPORT ONE ANOTHER AS SISTERS AND UPLIFT EACH OTHER IN ALL THAT WE DO.

WE ENJOY CELEBRATING OUR ACCOMPLISHMENTS TOGETHER LIKE PASSING OUR CLASSES AND MASTERING NEW DANCE SKILLS.

BEING ON THIS DANCE TEAM HELPED US BOOST OUR CONFIDENCE AS WE GROW AND BECOME BETTER DANCERS.

TOGETHER, WE LEARN SELF-DISCIPLINE, SELF-RESPECT, PEOPLE SKILLS, AND MORE.

PARTICIPATING IN THIS DANCE TEAM EXTENDS BEYOND JUST DANCING.

THIS IS WHEN WE AS A BOARD, HAVE THE OPPORTUNITY TO SHARE CELEBRATIONS THAT ARE HAPPENING THROUGHOUT THE DISTRICT AND WE WANT TO SHARE THOSE WITH YOU.

AT THIS TIME, ANY OF OUR BOARD MEMBERS WANT TO VOLUNTEER TO START US OFF.

THERE WERE OVER 100, FOURTH AND FIFTH GRADERS WHO PERFORMED FROM ALL 16 ELEMENTARY SCHOOLS AND SO IT WAS A BEAUTIFUL SHOW AND A BEAUTIFUL TRIBUTE WITH SONGS FROM AMERICAN OUR COUNTRY, AND MANY THAT YOU WILL RECOGNIZE.

AT BEST RACE, STUDENTS PLAYED THE KINDNESS GAME, PROMPTING THEM TO DO THINGS LIKE HOLD THE DOOR FOR SOMEONE, LEAVE A KIND NOTE, OR SIT WITH SOMEONE NEW IN THE LUNCH ROOM.

WHAT A WONDERFUL WAY TO ACT LIKE A FAMILY.

SIX WEEKS AGO, STUDENTS WERE REQUIRED TO SUBMIT AN APPLICATION.

IF SELECTED, THEY CAMPAIGNED AND CREATED MARKETING MATERIALS, PREPARED, A VIDEO CAMPAIGN, AND PRESENTED

THEIR CAMPAIGN SPEECHES IN FRONT OF THEIR PEERS DURING LUNCH.

TODAY STUDENTS HAD A REAL-LIFE VOTING EXPERIENCE THAT INCLUDED FILLING OUT A VOTER'S REGISTRATION CARD, CASTING THEIR VOTE AT A MOCK VOTING BOOTH, AND RECEIVED THE I VOTED STICKER WHEN THEY FINISHED.

KUDOS TO DR. WILLIAMS AND STAFF FOR CREATING A REAL-LIFE LESSON AND CIVIC RESPONSIBILITY.

STUDENTS WERE ABLE TO EXPERIENCE THEIR TOP CHOICES FROM THE AVAILABLE PROGRAMS OF STUDY AND BY SIGNING UP FOR THREE HANDS-ON INTERACTIVE EXPERIENCES THAT CTE HAS TO OFFER.

IT WAS AN EXTRAORDINARY COLLABORATION.

WE ARE ONE TEAM WITH ONE DREAM AT CROWLEY ISD.

FAMILY HAD A GREAT TIME LEARNING AND PLANNING TOGETHER, CROWLEY PRIDE UNIFIED.

THE DADS WERE ENCOURAGED TO BRING BREAKFAST FOR THEIR CHILD, TO SIGN UP FOR MORNING AND AFTERNOON DROP-OFF, AND TO REMAIN CONNECTED TO THE DEER CREEK FAMILY.

MS. KENNEDY BATTLES ON HER WIN AS THE 2023 MS. DEBUTANTE FOR THE ARLINGTON FOUNDATION FOR EXCELLENCE IN EDUCATION SCHOLARSHIP WINTER BALL THIS PAST WEEKEND.

KENNEDY WAS ESCORTED BY FELLOW CROWLEY HIGH SCHOOL SENIOR, CAMERON COLEMAN AND THE PAIR LOOKED STUNNING IN FORMAL ATTIRE, REPRESENTING THE DISTRICT WITH PRIDE.

LET'S GIVE HER A ROUND OF APPLAUSE.

THERE'S A LOT OF WORK, BUT IT WAS A BEAUTIFUL SHOWCASE.

YESTERDAY, ON WEDNESDAY, NOVEMBER 15TH, ALL UNIONS, INCLUDING LATIN STUDENT UNION, AFRICAN STUDENT UNION, AND ASIAN PACIFIC UNION, JOINED TOGETHER AFTER SCHOOL AND SHARED SOME CUISINES FROM THEIR CULTURE AND WE JUST HAD A THANKSGIVING POTLUCK AND IT WAS A REALLY GOOD EXPERIENCE.

WE ALL TRIED DIFFERENT THINGS, LISTENED TO DIFFERENT MUSIC, AND WE JUST HAD A GOOD TIME.

ONE, I'D LIKE TO LET YOU KNOW THAT I KNOW YOU ALL HAVE BEEN VERY CLEAR ABOUT TO WANT US TO BE ENGAGED IN ADVOCACY.

THIS WEEK WE HAD ACTUALLY MS. ANNA ROE, OUR CHIEF ACADEMIC OFFICER, SHE TESTIFIED IN FRONT OF THE STATE BOARD OF EDUCATION.

THEY WERE HEARING TESTIMONY CONCERNING HOUSE BILL 1605 IN HIGH-QUALITY INSTRUCTIONAL MATERIALS.

SHE WAS ABLE TO GO TO AUSTIN AND SPEND THE DAY THERE ADVOCATING ON BEHALF OF STUDENTS, NOT ONLY IN CROWLEY ISD BUT ACROSS THE STATE.

SHE IS RECOGNIZED REALLY AS AN EXPERT IN THAT AREA SO WE DEFINITELY PROUD OF ROE AND THE THINGS THAT SHE WAS DOING IN AUSTIN.

WE KNOW THAT'S REALLY BRINGING A POSITIVE LIGHT BACK ON CROWLEY ISD.

THANK YOU, MS. ROE. THANK YOU BOARD FOR ALLOWING US TO BE ABLE TO DO THOSE TYPE OF THINGS.

ALSO, I'M GOING TO ASK DR. STAPINSKI TO COME FORWARD.

AS YOU ALL KNOW BOARD, WE ARE CONSIDERED A TEA INNOVATION LEARNING LAB, AND SO WE OFTENTIMES HAVE SITE VISITS.

WE'VE HAD SEVERAL SITE VISITS THIS YEAR AND ACTUALLY THIS WEEK WE HAD QUITE A FEW AS WELL.

I'LL ASK DR. STAPINSKI TO JUST GIVE US A HIGH-LEVEL OVERVIEW OF THE SITE VISIT, WHO WAS ON A SITE VISIT, WHAT OCCURRED, AND THEN WHAT WE GAINED FROM IT.

>> ABSOLUTELY. MADAM PRESIDENT, MEMBERS OF THE BOARD, DR. MCFARLAND CROWLEY ISD RECENTLY HOSTED THREE LEARNING LABS FOR NORTH LAMAR ISD, DUNCANVILLE ISD, GRAND PRAIRIE ISD, AND ALSO WAXAHACHIE ISD.

THESE DISTRICTS WERE IN DIFFERENT PHASES OF IMPLEMENTATION FROM ZERO YEAR TO SECOND YEAR.

THEY HAD AN OPPORTUNITY TO SEE OUR CURRENT YEAR 1 IMPLEMENTATION CAMPUSES TO OUR YEAR 3.

I WOULD LIKE TO GIVE A HUGE SHOUT-OUT TO KELLY CARLIN FOR HER ORGANIZATION AND COORDINATION OF THE LABS.

SHE'S TAKEN ON THAT ROLE AND HAS BEEN INSTRUMENTAL IN GETTING THE INDIVIDUALS WHO ARE DESPERATELY WANTING TO GET INTO OUR SCHOOL DISTRICT AND SEE ALL THE GREAT THINGS THAT WE HAVE GOING ON IN CROWLEY ISD.

I WOULD ALSO LIKE TO GIVE A HUGE SHOUT OUT TO THE PRINCIPALS MS. MONTGOMERY, MOSLEY, GRAVLEY, AND NORFLIS FOR OPENING THEIR SCHOOL HOMES TO THESE DISTRICTS ANY AND EVERY TIME THAT WE ASKED.

THEY HAVE BEEN ACCOMMODATING AND AMAZING, AND WE TRULY APPRECIATE THEIR EFFORTS.

MEADOWCREEK AND DAVID L. WALKER HOSTED THE EUREKA MATH WALKS WHILE J.

A HARGRAVE AND DEER CREEK HOSTED AMPLIFY.

VISITORS APPRECIATED SEEING AND HEARING THE IMPACT AND JOURNEY OF THE HQIM AT OUR DISTRICT CAMPUS AND CAT CLASSROOM LEVEL.

THEY WERE EQUALLY IMPRESSED BY THE CULTURE, CLIMATE, AND BEHAVIOR OF OUR STUDENTS IN THE HALLWAYS AND CLASSROOMS. HQIM LEARNING LABS PROVIDE PARTICIPANTS AN OPPORTUNITY TO GIVE US FEEDBACK.

THESE ARE A FEW OF THE COMMENTS THAT WE HAD FOR CROWLEY ISD.

THEY LOVE SEEING THE LESSONS AND HOW WE UTILIZE THE MATERIALS.

THEY WERE IMPRESSED WITH THE KNOWLEDGE OF THE TEAMS. THEY WERE SUPER EXCITED THAT THEY WERE ABLE TO ACTUALLY SEE REAL TEACHERS DOING WHAT THEY CALLED REAL SCHOOL.

[LAUGHTER] IT DID NOT FEEL STAGED.

THE FIRST RATING ORIGINATED AS SENATE BILL 218 AND THE 77TH LEGISLATURE 2001.

THIS IS WHERE THIS SYSTEM WAS AUTHORIZED.

IT BECAME KNOWN BY THE ACRONYM FIRST, F-I-R-S-T.

THE ACRONYM STANDS FOR FINANCIAL INTEGRITY RATING SYSTEM OF TEXAS REPORT.

THE LAW REQUIRES THAT EVERY SCHOOL DISTRICT HOLD A PUBLIC MEETING.

IT CAN BE PART OF A REGULAR SCHOOL BOARD MEETING, BUT WE WANT TO MAKE SURE THAT WE PROVIDE AN OPPORTUNITY TO THE PUBLIC TO COMMENT AT THE PUBLIC MEETING, TO MAKE AVAILABLE THE FINANCIAL MANAGEMENT REPORT, THE FIRST REPORT, IF YOU WILL AT THIS MEETING.

NOW THE PRIMARY GOAL OF THE FIRST RATING IS TO IMPROVE THE MANAGEMENT, THE ACCOUNTABILITY OF EACH SCHOOL DISTRICT'S FINANCIAL RESOURCES.

THERE ARE SEVERAL KEY OBJECTIVES THAT THE FIRST WRITING SYSTEM HAS.

FIRST AND FOREMOST, IT IS TO EXPAND THE PUBLIC EDUCATION ACCOUNTABILITY SYSTEM IN THE STATE OF TEXAS, AGAIN, TO INCLUDE FINANCIAL SERVICES.

IT PROVIDES ADDITIONAL TRANSPARENCY FOR PUBLIC EDUCATION AND FINANCE TO THE CITIZENRY OF OUR SCHOOL DISTRICT.

IT ENCOURAGES MEANINGFUL FINANCIAL OVERSIGHT.

THE CRITERIA THAT ARE ESTABLISHED IN THIS RATING ARE ACTUALLY EVALUATED EVERY THREE YEARS.

THE RATINGS ARE APPLICABLE TO THE AUDITED FINANCIAL STATEMENTS OF THE PREVIOUS YEAR.

TONIGHT, THE 2022-23 RATING SYSTEM IS ACTUALLY WRITING THE 2021-22 AUDITED FINANCIAL STATEMENTS.

THERE ARE SEVERAL INDICATORS THAT HAVE A PASS-FAIL RATING.

YOU'LL SEE THAT THOSE INDICATORS ARE INDICATORS 1-4, 6, 17, AND 20.

THIS YEAR I AM PROUD TO ANNOUNCE THAT OUR DISTRICT SCORED A SUPERIOR ACHIEVEMENT, A RATING OF A THE HIGHEST RATING OF THE RATING SYSTEM.

WE SCORED 94 POINTS OUT OF A MAXIMUM OF 100 POINTS ON ALL INDICATORS.

LAST YEAR, WE SCORED 86 POINTS.

CROWLEY ISD QUALIFIES AS A LOW-RISK ODDITY, WHICH JUST MEANS THERE'S BEEN NO PRIOR REPORTABLE FINDINGS REGARDING FEDERAL AWARDS.

AGAIN, WE DIDN'T IDENTIFY ANY MATERIAL WEAKNESSES ARE ANY SIGNIFICANT DEFICIENCIES, AND NO FINDINGS THAT ARE REPORTED UNDER UNIFORM GUIDANCE.

THE MAJOR PROGRAMS THAT WE AUDITED THE SHEAR WAS THE EDUCATION STABILIZATION FUND, ALSO KNOWN AS ESSER, AND THE SPECIAL SPECIAL EDUCATION CLUSTER.

SOME OF THE FINANCIAL HIGHLIGHTS WILL FOCUS ON SOME OF THE MAJOR PROGRAMS ARE MAJOR FUNDS WHICH INCLUDE THE GENERAL FUND AND CAPITAL PROJECTS FUND.

FOR THE GENERAL FUND, ENDING FUND BALANCE IS APPROXIMATELY $37 MILLION, AS OF JUNE 30, 2023.

ENDING FUND BALANCE IS APPROXIMATELY 21% OR ABOUT THREE MONTHS OF CURRENT EXPENDITURES, WHICH ARE YOU'LL SEE AT THE BOTTOM BULLET POINT, EXPENDITURES WERE ROUGHLY 177.7 MILLION.

THE GENERAL FUND BALANCE UNASSIGNED WAS APPROXIMATELY 35.4 MILLION.

THE GENERAL FUND BALANCES ARE MADE REMAIN WITHIN THE PARAMETERS SET BY THE BOARD OF ABOUT 18 TO 24% AND FLUCTUATE TO YEAR TO YEAR BASED ON VARIOUS FACTORS.

HERE WE'RE JUST SHOWING THE BUDGETED AMOUNTS TO ACTUAL.

AS YOU CAN SEE, TOTAL EXPENDITURES ARE BIG FOCUS.

COMPARED TO THE FINAL BUDGET TO THE REVISED BUDGET CAME IN UNDER ACTUAL EXPENDITURES APPROXIMATELY 6.6 MILLION.

THEN YOU'LL SEE THE ENDING FUND BALANCE OF 37.1 MILLION.

THIS IS PRETTY NORMAL FOR WHAT WE'RE SEEING AND CROSS OTHER SCHOOL DISTRICTS.

AS FAR AS THE CAPITAL PROJECTS GO OUT, AS OF JUNE 30, 2023, CASH BALANCE WAS APPROXIMATELY 18.6 MILLION, WHICH CONSISTS MAINLY OF UNSPENT BOND PROCEEDS.

ENDING FUND BALANCE WAS APPROXIMATELY 13.3 MILLION, WHICH IS RESTRICTED FOR CAPITAL AND MAINTENANCE PROJECTS.

THROUGHOUT THE FISCAL YEAR OF THE MAJOR PROJECTS THAT WERE EITHER ONGOING OR COMPLETED INCLUDED THE MULTI-PURPOSE STADIUM, THIS ADMINISTRATION BUILDING, THE CROWLEY MONTESSORI ACADEMY, AND THEN AUDITORIUM.

ACCOMPLISHMENTS AND AREA OF FOCUS.

WE FIRST LIKE TO THANK MR. FISHER AND MS. HANDY, THE ENTIRE FINANCE DEPARTMENT AND ALL THE OTHER STAFF IN THE DISTRICT THAT HELPED US COMPLETE THIS AUDIT.

OUR FIRST GRANT TONIGHT AS OUR STRONGER CONNECTIONS GRANT.

CROWLEY ISD WILL RECEIVE APPROXIMATELY $1.5 MILLION.

THIS GRANT WILL BEGIN 11/15 AND GO THROUGH 9/30 OF 2025.

THE HOMAGE OF THIS GRANT IS TO HELP DECREASE BULLYING, VIOLENCE, AND ACTS OF HATE.

IT IS TO HELP IMPROVE THE OVERALL GOAL, IS TO HELP IMPROVE ACADEMIC ACHIEVEMENT AND OF COURSE OUR SEL, SOCIAL-EMOTIONAL LEARNING WITH MENTAL, BEHAVIORAL, EMOTIONAL, AND PHYSICAL HEALTH WELL-BEING AND FOR OUR STUDENTS.

IT'S ALSO TO HELP WITH DECREASING CHRONIC ABSENTEEISM.

I'M SORRY, I CAN'T SAY THAT TONIGHT.

BUT I ALSO WANT TO MAKE SURE THAT I THANK A FEW OF OUR PEOPLE WHO CAME AND TRULY HELP BECAUSE WRITING GRANTS IS TRULY A TEAM SPORT.

I REALLY WANT TO THANK MS. BOOK HOLTON FOR HER DATA THAT SHE PROVIDED FOR US AND MS. TRINA LANE AND EVEN TRUSTEE DARREL DAVIS FOR ALL YOUR EXPERTISE THAT YOU PROVIDED.

OUR NEXT GRANT THAT CROWLEY ISD RECEIVED AS OUR SAFETY AND FACILITIES ENHANCEMENT GRANT, WHICH WE'RE GOING TO CALL OUR SAFE GRANT.

MS. MANNING AND CHIEF MASTING WERE ABLE TO PUT IN A NEEDS ASSESSMENT FOR CROWLEY ISD.

IT PIGGYBACKS OFF OF OUR OTHER GRANT, WHICH IS OUR SAFE FORMULA GRANT AND WE'LL BE ABLE TO EXPAND SOME OF THE NEEDS THAT WE NEED THAT ARE MANDATED BY THE STATE.

CROWLEY ISD WILL RECEIVE APPROXIMATELY $1.4 MILLION FOR THOSE ADDITIONAL ITEMS THAT WE NEED TO HAVE HERE IN OUR DISTRICT.

DUE TO THE NATURE OF THE GRANT, WE WON'T NECESSARILY DISCUSS HOW WE'RE GOING TO USE THE MONEY.

BUT ON THE NEXT SLIDE WE CAN SEE SOME OF THE ALLOWABLE ITEMS THAT CROWLEY ISD WILL BE ABLE TO USE THOSE FUNDS FOR.

AT A LATER DATE THEY WILL COME BEFORE YOU IN CLOSED SESSION AND TELL YOU EXACTLY HOW THESE FUNDS WILL BE EXPENDED.

WITH BOTH OF THOSE GRANTS COMBINED, WE HAVE AT $2.9 APPROXIMATELY MILLION FOR THE MONTH OF NOVEMBER FOR GRANTS.

THEY'LL HELP US DOCUMENT PURCHASES AND TRANSACTIONS, AS WELL AS MONITOR THE TRANSACTIONS OR FUNDS.

NORTH CROWLEY HIGH SCHOOL HAS BEEN JUST KNOCKING IT OUT APART WITH THE SUCCESS THAT THEY'VE HAD WITH THE RECYCLE PROGRAM. NEXT SLIDE.

YOU SEE A STACK OF WHAT WE CALL BRICKS AND EACH BRICK REPRESENTS ABOUT 1,000 TRADES.

RIGHT THERE ALONE YOU'RE LOOKING AT ABOUT 95,000 TRAYS THAT HAVE BEEN RECYCLED.

NOW, IF YOU JUST PICTURE 95,000 TRAYS UP AGAINST A WALL ON THE PALETTE, THAT WHOLE WALL WILL BE COVERED.

THIS PARTICULAR STYROFOAM RECYCLE UNIT CAN HOLD UP TO 1,100 TRAYS AT ONE TIME, ALLOWING THE CAMPS TO RUN THE MACHINE 1-2 TIMES A WEEK.

IT REDUCES, AS I SAID, THE TRAYS INTO SMALL WHAT WE CALL BRICKS FOR SAFE DISPOSAL.

REDUCE STYROFOAM WASTE VOLUME BY 95%.

SAVES ON WASTE COLLECTION FEES, SIGNIFICANT REDUCED LANDFILL VOLUMES, AND ALSO FEW CARBON EMISSIONS FROM REDUCED WASTE HAULING.
