THEY ALWAYS MAKE US VERY PROUD.
>> THAT IT'S GOING TO BRING US TO AGENDA ITEM 4.0,
[4.0 Superintendent Report]
SUPERINTENDENT REPORT, DR. MCFARLAND.[00:10:04]
>> MR. VICE PRESIDENT AND BOARD MEMBERS IS DEFINITELY A GREAT TO SEE YOU ALL TONIGHT.
IT'S ALSO AMAZING THAT WE'RE AT THE END OF 2023 KELVIN YEAR.
ONE THING I KNOW IS THAT WE ALL RUN REALLY HARD AND WE WERE LOOKING AT THE NEXT CHALLENGE AND RUNNING AND LOOKING FORWARD.
OFTENTIMES AT THE END OF THE YEAR, WE GET A CHANCE TO STOP AND LOOK BACK.
I WANT TO JUST FOR A SECOND TAKE YOU BACK TO THE JANUARY, FEBRUARY OF LAST YEAR WHERE WE SAID THAT THIS IDEAS AND WE CALL FOR THE BOARD ELECTIONS THAT WE SAY WE CREATED 100 DAY PLAN. I DON'T KNOW IF YOU ALL REMEMBER.
I KNOW YOU ALL REMEMBER BECAUSE YOU ARE ALL A PART OF IT.
WE HAD 100 DAYS TO GET OUR FOLKS REGISTERED AND GET THEM OUT TO VOTE AND TO REALLY FOR THE STUDENTS AND THE CITY OF CROWLEY AND CITY OF FORT WORTH, AND THE FEATURE OF OUR STUDENTS IS I'LL JUST DEFINITELY PROUD WHEN I LOOK BACK TO KNOW THAT ALL OF YOU, ALL AS WELL AS OTHERS IN THE DISTRICT, THAT WE TOOK SOME ACTION AND WE SAW RESULTS.
OUR COMMUNITY SPOKE AND PASS THE $1.04 BILLION BOND, WHICH IS SIGNIFICANT.
WE KNOW THAT THAT BUTTON WILL IMPACT THIS AREA FOR THE NEXT 2030 YEARS.
IT'S EXCITING TO BE ABLE TO LOOK BACK AND SAY WE DID THAT.
WE ALL DID IT TOGETHER AND SO THAT WAS THAT WAS AWESOME.
WE ALSO BOUGHT, AS YOU REMEMBER, I WAS RECOGNIZED AT ONE OF THE TOP FIVE ON A BOARD AND A STATE FIRST, WE WOULD HAVE THE TOP AND THE REGION.
DEFINITELY THEY WENT TO THE STATE LEVEL AND BECAME ONE OF THE TOP 5 IN THE STATE.
THAT'S AWESOME RECOGNITION AND ACHIEVEMENT, AND WHEN WE LOOK BACK, MAN, IT'S DEFINITELY GREAT TO KNOW THAT WE WERE ABLE TO WORK TOGETHER TO ACHIEVE THAT.
AGAIN, WE'VE HAD A LOT OF SUCCESS THIS YEAR, WE'VE HAD A LOT OF SUCCESS ON THE FIELD, WE'VE HAD SUCCESS ON THE COURT, AND SUCCESS IN THE CLASSROOM AND TO THE END OF THE DAY, WHAT WE KNOW IS THAT OUR KIDS ARE THE ONES THAT ARE WINNING AND I'M DEFINITELY PROUD TO SAY THAT I'M A PART OF THIS DISTRICT.
OUR MISSION TALKS ABOUT HAVING AN ENGAGED COMMUNITY.
WE SAW THAT WE DO HAVE AN ENGAGED COMMUNITY.
IF YOU DIDN'T THINK WE HAD AN ENGAGED COMMUNITY, YOU SAW IT LAST WEEK WHEN THE AWESOME NORTH CROWLEY PANTHER'S SHOWED UP AND MAN 817 WAS REPRESENTED AND WE WERE IN THE STADIUM, THE STANDS WERE PACKED ON OUR SIDE.
IT'S AWESOME TO SEE AND ALSO TO KNOW THAT WE HAVE THAT KIND OF SUPPORT HERE IN CROWLEY ISD.
WE HAVE AN ENGAGED COMMUNITY POWERED STAFF.
WE HAVE STAFF MEMBERS THAT ARE DOING PHENOMENAL WORK THAT YOU-ALL HAVE ALL SAID THAT AND THERE ARE STUDENTS WHO ARE THRIVING AND SO I DEFINITELY A BOARD.
I'M EXCITED ABOUT WHAT ELSE TO CALL THEM.
I'LL FINANCIAL RATING IS AS HIGH AS IT'S EVER BEEN WITH A RATING THE FINANCE TEAM LED BY MR. FISHER AND OTHERS HAVE DONE A GREAT JOB.
THEN WHEN YOU TALK ABOUT OUR CURRENT CURRICULUM AND REALLY THE THINGS THAT WE DO ON A DAILY BASIS TO ENSURE THAT STUDENTS ARE LEARNING AT HIGH LEVELS, WE BELIEVE IT'S GOOD WORK.
WE KNOW IT'S GOOD WORK, BUT TO HAVE OVER 75 DISTRICTS FROM ACROSS THE STATE TO COME AND VISIT CROWLEY ISD TO SEE THE WORK THAT'S GOING ON IS JUST ADDITIONAL INFORMATION THAT WE'RE ENGAGED IN THE RIGHT WORK.
THAT HAS BEEN A GOOD YEAR IN BOARD.
I JUST DEFINITELY THANK YOU ALL FOR YOUR LEADERSHIP THROUGHOUT THIS PROCESS.
TOGETHER WE'VE BEEN ABLE TO ACHIEVE AND I BELIEVE WE CAN CONTINUE TO ACHIEVE AS LONG AS WE STAY TOGETHER.
I WANTED TO BRIEFLY I DON'T KNOW IF YOU'LL KNOW THAT I'M NOT THE ORIGINAL PRESIDENT HERE.
[LAUGHTER] I AM A LITTLE BIT NERVOUS.
JUST FYI. UNFORTUNATELY, I FORGOT TO ASK OUR JUNIOR TRUSTEES WHAT CELEBRATIONS THAT THEY HAD.
I APOLOGIZE FOR THAT BECAUSE YOU'LL ARE THE HEARTBEAT OF US.
MS. GOMEZ, CAN I GET YOU TO START FIRST?
>> YEAH, OF COURSE. WE WERE WAITING [LAUGHTER]
>> YOU'RE NOT GOING TO INVITE ME BACK.
>> ONE OF OUR FEW CELEBRATIONS IS THAT WE HAVE OUR OVERWATCH TEAM THAT TO REMARKABLE TOP 4 FINISH AND THE BOTH THE TEXSEF AND EVENTUALLY THEY WILL BE HEADING DOWN TO [INAUDIBLE] ON DECEMBER 17TH TO COMPETE AND THEY USE BROWSE ARENA FOR THE PHOSPHATE CHAMPIONSHIP [INAUDIBLE].
>> HAVE YOU HAVE A CELEBRATION? JASMINE IS HAPPENING TONIGHT [INAUDIBLE], BUT I THINK THEY'RE HAPPENING RIGHT NOW AND I'M SO EXCITED TO THEM.
I KNOW THEY'RE PLAYING GREAT TIME FOR THEIR KID AND SOMETIMES GET ANOTHER ONE.
I'M LIKE [INAUDIBLE] SO I MIGHT JOIN NEXT YEAR, BUT JASMINE.
DOES ANYONE HAVE ANY REFLECTIONS ON DR.
[00:15:02]
MCFARLAND THOUGHTS THAT HE JUST GAVE US ALL AND EVERYTHING? MS. DAVIS?>> YES. WE DID SOME GREAT THINGS THIS YEAR. GOOD JOB.
THAT'S GOING TO BRING US TO AGENDA ITEM 5.1,
[5.0 Recognition Item(s)]
NORTH CROWLEY HIGH SCHOOL VARSITY FOOTBALL TEAM RECOGNITION.[APPLAUSE] LET'S DO IT. AWESOME.
>> MR. VICE PRESIDENT AND BOARD MEMBERS, IT'S DEFINITELY EXCITING TO BE ABLE TO HAVE THIS RECOGNITION TONIGHT.
I MEAN, WE HAVE ENJOYED THE RIDE THAT WE'VE BEEN ON THIS YEAR.
WE JUST KNOW THAT THERE'S MUCH MORE TO CALL THEM, BUT MAN, IT'S BEEN GREAT THIS YEAR IT'S BEEN GREAT TO SEE THE WORK COME TO FRUITION AND GREAT TO JUST SEE OUR YOUNG MEN JUST DEVELOP AND JUST DELIVER A REQUISITE CROWLEY ISD IN THE BEST POSSIBLE WAY.
I WANT TO JUST BRING FALL AT OUR COACH GATES AND ALLOW HIM TO SHARE IT, AND ACTUALLY, MR. WILLIAMS, COME ON UP FIRST, THE ATHLETIC DIRECTOR, LET'S GIVE IT UP WITH MR. WILLIAMS. [APPLAUSE]
>> THANK YOU. THAT'S OKAY, DOCTOR, A LOT OF PEOPLE FORGET ABOUT ME.
>> I JUST WANTED TO JUST HONOR AND RECOGNIZE THIS BECAUSE I KNOW THEY'RE NOT HERE AS A WHOLE UNIT, BUT THOSE REPRESENTATIVES, I WANT TO HONOR THEM.
IF YOU THINK ABOUT THIS 14.1 THIS YEAR.
AT THE END OF THE SEASON, THEY WERE RANKED NUMBER SIX IN THE STATE OF TEXAS IN CLASS 6, 8.
UNDEFEATED REGULAR SEASON, DISTRICT 368 CHAMPIONS.
GOING INTO THE PLAYOFFS, BECAME BY DISTRICT CHECK-IN, AREA CHAMPION, REASONABLE SEMI-FINALISTS, CHAMPION AND THEN REGION ONE CHAMPION, AND THIS TEAM AFTER 20 YEARS, WE HONORED THAT 2003 TEAM AND THEY WILL FOLLOW THE RIGHT BEHIND YOUR FOOTSTEPS.
20 YEARS. THEY BECAME STATE SEMIFINALS.
I WENT TO GO WATCH THEM PRACTICE BACK IN AUGUST, AND HAVING CONVERSATIONS WITH GATES, HE SAW THIS COMING.
HE NEW THIS TEAM HAD THIS TYPE OF HEART, ENTHUSIASM AND DRIVE TO MAKE IT TO THIS LEVEL AND I'M JUST SO PROUD OF THEM OF THE THINGS THAT THEY'VE DONE THIS YEAR AND THEY'VE DONE IT WITH CLASS.
I'VE SEEN SOME TIMES THEY STRUGGLED WITH THINGS AND THEY JUST FOUGHT THEIR WAY THROUGH, AND IT'S TESTAMENT TO THE COACH, TO THE YOUNG MAN AND TO EVERYBODY THAT'S ASSOCIATED WITH THAT PROGRAM.
WITHOUT FURTHER ADO, I'D LIKE TO BRING UP COACH GREY GATES.
>> I'M NOT BARACK OBAMA SO YOU GUYS DON'T HAVE TO STAND UP FOR ME.
[LAUGHTER] IT'S A BLESSING TO STAND HERE TO REPRESENT OUR GROUP, OUR GODS, THEIR HARD WORK, THE BLOOD, SWEAT AND TEARS, EVERYTHING THAT GOES INTO THIS MOMENT.
GOOD BOOK SAYS THAT, WHERE THERE IS NO VISION THE PEOPLE PERISH.
WE'VE CAST A VISION FOR OUR TEAM.
NOT ONLY IN WHAT YOU GUYS SEE ON THE FIELD, BUT FOR THEIR BEHAVIOR AND HOW THEY CARRY THEMSELVES OFF THE FIELD, THERE'S AN EXPECTATION AND A RESPONSIBILITY, THAT GOES ALONG WITH BEING A NORTH CROWLEY FOOTBALL PANTHER, AND WE'RE HARD ON OUR KIDS.
JUST AS HARD AS WE ARE ON THEM, WHEN THEY DO THE RIGHT THINGS, WE LOVE THEM UP, AND I THINK THAT HAS BEEN THE REASON WHY WE HAVE A CENTERED SO FAST, AND THE STATE SHOULD SAY CLASSIFICATION 26 AND TWO YEARS, UNDEFEATED, BACK-TO-BACK SEASONS.
THE LIST GOES ON AND ON ARE THE FIRST THAT WE HAD AN OPPORTUNITY TO DO, AND THIS YEAR WE KILLED IT AGAIN.
AS FAR AS DISTRICT SUPERLATIVES, WE ADD 19 GODS TO RECEIVE FIRST DISTRICT SUPERLATIVES, AND SO THE GUYS THAT ARE HERE TO REPRESENT THE TEAM, I WANT TO MAKE SURE THAT I INTRODUCE YOU TO THESE GUYS.
STAND UP, PLEASE. STARTING HERE,
[00:20:03]
WE HAVE MASON FERGUSON, HE IS VERBALLY COMMITTED TO GO TO THE UNIVERSITY OF NORTH TEXAS TO PLAY FOOTBALL.[APPLAUSE] WE HAVE [INAUDIBLE] BROOKS, WHO IS VERBALLY COMMITTED TO GO PLAY AT TCU.
[APPLAUSE] WE HAVE BK WEST, WHO RIGHT NOW HAS A DIVISION ONE OFFER.
WE HAVE UNIVERSITY OF BUFFALO.
THEY OFFERED SEVERAL OF OUR KIDS GOING THEY'RE BACK TO LOOK AT HIM SO HE MAY BE GETTING A UTP OR BUFFALO OFFER FROM THIS CALLS.
[APPLAUSE] CHRIS JAMISON, OUR QUARTERBACK, WHOSE VERBALLY COMMITTED TO TCU AS WELL.
[APPLAUSE] EACH ONE OF THESE GUYS, THEY WERE ALSO FORCED TO BE MORE DISTRICT.
I THINK CHRIS [INAUDIBLE] OFFER TO BE MVP OF OUR DISTRICT AND THESE GUYS ALL SEE FIRST NAME OUR DISTRICT HONORS.
PLEASE GIVE HIM A ROUND OF APPLAUSE.
[APPLAUSE] WE HAD 19 INDIVIDUALS ON OUR TEAM RECEIVE FIRST TEAM OR SECOND TEAM SUPERLATIVES.
WHAT WE DID THIS YEAR ON OFFENSE WAS AMAZING.
WE BROKE EVERY SCHOOL RECORD THAT WE HAD ON THE BOOKS.
WE ARE THE MOST POINTS SCORED, WHICH WAS 788 POINTS.
ON THE YEAR WE AVERAGED 52 POINTS.
WE LET THE STATE AND SCORING AND 59 POINTS PER GAME THE REGULAR SEASON.
WE ARE THE MOST PASSING YARDS IN SCHOOL HISTORY WITH 3,092.
WE HAVE THE MOST RUSHING YARDS OR 4,479.
MOST TOTAL YARDS IN SCHOOL HISTORY.
MOST RUSHING TOUCHDOWN IN SCHOOL HISTORY WITH 70 RUSHING TOUCHDOWN, WHICH IS ABSURD.
MOST PASSING TOUCHDOWNS, 40, AND THEN CHRIS BROKE HIS RECORD FROM LAST YEAR, SEVERAL OF THEM IN PASSING TOUCHDOWNS, AND THEN ASHLEY SEALS BROKE THE MOST RUSHING DOWNS RECORDS IN OUR SCHOOL DISTRICT.
I KNEW THAT THIS MOMENT WAS GOING TO COME UP.
I TOLD SEVERAL GUYS DOWN AT COACHING SCHOOL AND COACHES CAN DO IN THE SPRING.
THEY ASKED, WHAT COULD YOU GUYS DO THIS YEAR? I SAID PEOPLE WON'T BELIEVE ME, WE'RE GOING TO PLAY AROUND FIVE.
I KNEW IT WAS GOING TO HAVE THAT OPPORTUNITY.
OF COURSE WE DID THAT, AND THAT'S ALL I GOT TO HANG THEIR HEAD UP HIGH.
THAT WAS A LEARNING EXPERIENCE FOR US WHEN I LOOKED AROUND AND I SAW THE SUPPORT FROM THE COMMUNITY, IT ALL CAME FULL CIRCLE FOR ME.
I KNOW THAT WHAT WE'RE DOING IS MAKING A DIFFERENCE, IS NOT ONLY IN OUR KIDS LIVES, BUT IN OUR COMMUNITY LIVES.
LIKE THEY LOOK FORWARD TO THOSE VIDEOS THAT I'VE PUT OUT EVERY SATURDAY OR SUNDAY AFTER OUR GAMES, THEY'VE BEEN ON THIS UNBELIEVABLE RIDE WITH US, AND I THINK MOST IMPORTANTLY, OUR ADMINISTRATION AT THE CENTRAL LEVEL AND AT THE HIGH-SCHOOL LEVEL HAS BEEN UNWAVERING IN THEIR SUPPORT.
WITHOUT YOU GUYS NONE OF THIS WOULD BE REMOTELY POSSIBLE.
WE WOULDN'T EVEN BE HERE, AND THAT'S ONE OF THE REASONS WHY I CAN STAND FIRM IN THIS POSITION AND REPRESENT OUR SCHOOL, THE WAY THAT I DO IS BECAUSE YOU GUYS, YOU ALWAYS THIS UP AND YOU ARE A FOUNDATION.
SO WE WANT TO SAY THANK YOU FOR EVERYTHING THAT YOU DO.
>> [INAUDIBLE] AND THE PLAYERS, COACHES AND THE TROPHIES.
[00:25:01]
[APPLAUSE]>> [LAUGHTER] BEFORE THEY GO, MR. GRASSIA, [BACKGROUND] COACH GATES AND I'D JUST LIKE TO SAY CONGRATULATIONS, AGAIN.
THE ONE THING THAT I MOST APPRECIATE ABOUT YOU AND YOUR COACHING STAFF, AND WHAT YOU'RE DOING FOR THE STUDENTS IS THAT YOU'RE NOT JUST BUILDING FOOTBALL PLAYERS, YOU'RE BUILDING SCHOLAR ATHLETES IN YOUNG MEN.
I REALLY APPRECIATE THAT BECAUSE OF THE WAY THEY CARRY THEMSELVES ON THE FIELD IT'S AMAZING, SO THANK YOU.
>> ARE THERE ANY OTHER COMMENTS FOR COACH, JASMIN?
I'VE HEARD SOME THINGS THAT YOU SAY TO THE STUDENTS, AND I ENJOY THE WISDOM THAT YOU IMPART IN THEM.
KEEP DOING THE GREAT WORK AND YOUR REWARD IS COMING.
THAT'S GOING TO BRING US TO AGENDA ITEM 5.2, THE HEARTBEAT TEAM AWARD. MR. KIRCHNER.
>> GOOD EVENING VICE PRESIDENT GRASSIA, MEMBERS OF THE BOARD AND DOCUMENT CARLIN.
THIS PRESENTATION ALIGNS WITH GOLD III EMPOWERED STAFF THAT WE HAVE PHENOMENAL EDUCATORS AT EVERY CAMPUS AND OUR DISTRICT.
BUT EACH MONTH, WE HAVE THE OPPORTUNITY TO SELECT ONE TO BE THE CROWLEY ISD HEARTBEAT TEAM AWARD WINNER.
THIS MONTH, WE GOT TO TRAVEL WITH SUMMER CREEK MIDDLE SCHOOL TO SUPPLIES A CLASSROOM TEACHER CHECKING OUT THIS VIDEO.
>> [BACKGROUND] [APPLAUSE] WE ARE ALL HERE BECAUSE OF YOU AREN'T BEING FOR ALL CROWLEY ISD FOR THE MONTH OF DECEMBER.
[APPLAUSE] SHE IS THE ROCK STARTS TO MATURE FOR SIXTH GRADERS IN ENGLISH LANGUAGE ARTS AND READING.
YOUR MENTOR, TEACHER OR TEACHERS HERE ACROSS THE BUILDING, YOU DO ANYTHING THAT'S EASIER FOR YOU.
FOR ALL THOSE REASONS, YOU ARE OUR HEARTBEAT TEAM.
[APPLAUSE] > GOING TO WORK FOR YOU.
THE DEFINITION UP ABOVE AND BEYOND AT SOMEWHERE BETWEEN OLD SCHOOL.
WHEN I THINK ABOUT WHAT CAN ADMINISTRATOR WANT ON EVERY CHAMPION, YOU WANT A TEACHER LIKE MISS SORES.
SHE LOVES HER SCHOOL'S AFTER-SCHOOL PROGRAM COUNTER HERE FOR 21ST CENTURY, AND SHE ALSO STARTED AS WORKING ON CHARTER FOR OUR PROGRAM FOR THE DISTRICT.
FOR HER NEEDS, NOT ONLY LOOKING AT HER FOR SUPPORT, BUT ALSO IT'S ALWAYS JUST A WARM AND FRIENDLY FACE IN THE BUILDING.
I FEEL I HAD LEARNED HOW TO BE A TEACHER, HAD AP CLASSROOM PRESENT AT MANAGEMENT AND HOW TO BUILD GREAT REFORM FOR MY STUDENTS.
I HAVE WATCHED HER FROM LAST YEAR TO THIS YEAR, MS. DORSEY IS VERY HUMBLE AND SHE IS VERY WELL-MANNERED AND HERE YOUR WHOLE LIFE, BUT ALSO SHE IS A BOARD OR IN AUDIO AND SHE DOESN'T HAVE TO RAISE HER VOICE HER KIDS ARE VERY FUN OF HER [LAUGHTER], AND THEY CAN LEARN HIS STEPS.
>> I FEEL SHE IS A MOTHER OF ME.
I FEEL SHE IS A PART OF ME AND I COULD ACTUALLY GO TO THE MOUNTAINS THINKING ABOUT SCHOOL, OR SOMEBODY'S MISSING SOMETHING AND CAN FEEL SAFELY.
I FEEL SHE CAN ALWAYS BE NEW FOR ME.
EVEN IF I DID SOMETHING THAT SHE DOESN'T LIKE, SHE SPEND HER DAYS.
BUT SHE STILL GOT ALWAYS LOVED.
>> I FELT DORSEY WAS A CHRISTMAS TREE.
BUT SHE'S NOT MY CHRISTMAS TREE.
SHE SEEMED SHE MAKES IT SOMETIMES SHE MAKES THE COLOR CLOCK.
>> I WASN'T THAT GOOD IN ENGLISH UNTIL I HAD MS. DORSEY, OR SHE MAY ME BUT BECAUSE HOW GOOD SHE IS.
>> I MADE SUDDENLY GET BETTER AT READING.
[00:30:01]
I MADE IN SEMESTER.SHE HELP ME SO MUCH SO MUCH AND SHE PUT ME ON I'M CREEPY REALLY.
>> YOU HAVE YOUR BEGINNING, YOUR RISING ACTION, YOUR CLIMAX THE FOLDING ACTION IN THE REVOLUTION.
I LOVE TEACHING THE STUDENTS TO REALLY BE STRONGER READERS AND STRONGER WRITERS.
WHEN THEY GOT MEET, I LOVE JUST HAVING CONVERSATIONS AND HAVING CLASS DISCUSSIONS WITH THE STUDENTS TO LEARN STUFF LIKE.
OUR STUDENTS ARE TALENTED, THEY ARE CREATOR, THEY ARE FIGHTING.
THEY ARE VERY OPINIONATED AS WELL AS THOUGH IT'S NEVER A DULL MOMENT IT, SO I JUST LOVE INTERACTING WITH THE STUDENTS.
I TRULY APPRECIATE SUCCESS TEAM.
IT MAKES A WORLD OF DIFFERENCE BEING I'M GOING TO COME TO SCHOOL EVERY DAY AND WORK.
WE'RE CO-WORKERS, FLEXIBLE WHO ARE HARD WORKERS AND ALSO FUNNY.
>> ONE THING THAT MAKE MS. DORSEY SPECIAL IS THAT, SHE JUST HAVE A BIG HEART.
NO MATTER HOW CARE ALL THINGS WILL GET, SHE WILL ALWAYS HAS TIME FOR YOU AND SO THAT IS WHAT I FIND AMAZING.
SHE'S GRATEFUL FOR ALL THINGS.
EVEN ON OUR WORLD TODAY, EVEN ON THE DAY WHERE HE REPRESENT THE HAAR, MS.DORSEY, YOU'VE NEVER REALLY HAD A BAD THING SHE SAY.
IF I HAD TO GIVE A DEFINITION OF WHO SHE WAS OF PERSON, SHE WAS TRULY A DUAL HARVARD AND I APPRECIATE HER.
>> SHE CARES ABOUT EVERYONE AND SHE WOULD TAKE HER TIME WITH EVERY SINGLE STUDENT TO MAKE SURE THEY'RE OKAY.
SHE WON'T HELP THEM GET THERE. SHE CALLED TO GET YOU.
THIS IS NOT GOING TO SIT THERE AND THINK THERE'S LIKE NO.
WHICH NO MAN CAN DO ANYTHING TO MAKE.
>> I JUST LOVE MAKING AN AN IMPACT ON STUDENTS.
I HAVE STUDENTS WHO ARE NOW TEACHERS THEMSELVES.
I HAVE STUDENTS WHO ARE LAWYERS, PREACHERS.
I JUST LOVE BEING IN A POSITIVE LIGHT IN A STUDENT'S LIFE, MOTIVATING THEM AND LETTING THEM KNOW THAT THEY CAN SUCCEED AND DO ANYTHING THAT THEY PUT THEIR MIND TO, AND I'M HERE TO BE THERE CHILDHOOD MAKER.
>> I DIDN'T EXPECT TO CRY, BUT THANK YOU VERY MUCH.
THANK YOU CROWLEY ISD FOR THIS RECOGNITION.
I WANT TO THANK MY COLLEAGUES WHO NOMINATED ME.
I AM TRULY GRATEFUL AND HUMBLED.
THANK YOU TO MY AMAZING SUCCESS TEAM THAT CAME OUT TO SUPPORT MY ADMINISTRATION, MY INSTRUCTIONAL SUPPORT SPECIALIST.
YOU GUYS HAVE SUPPORTED ME, AND I'M JUST SO THANKFUL FOR YOU.
I CAN'T WAIT GIVE HIM A BIG COAT TOMORROW.
I CAN'T BELIEVE IT. I DO GET ON THEM.
THEY ARE RIGHT. I DO STAY ON THEM AS WELL.
WELL, I DIDN'T KNOW THAT THEY THINK OF ME THIS WAY, SO I'M JUST TRULY BLESSED.
I DEFINITELY WANT TO THANK MY LOVING HUSBAND FOR ALL THE SUPPORT, AND ALSO LISTENED TO ALL MY CRAZY FUNNY STORIES THAT TELL THEM EVERY DAY.
THAT HAPPENS WHEN SUMMER CREEK.
I JUST WANTED TO SAY I'M SO PROUD TO BE A MEMBER OF OUR TEAM.
DR. MCFARLAND, I WANT TO LET YOU KNOW THAT SUMMER CREEK, WE TRULY ACT LIKE A FAMILY AND WORK AS A TEAM.
I JUST WANTED TO LET YOU KNOW THAT WE'RE DOING GREAT THINGS THAT SUMMER CREEK, BUT I DO WANT TO TALK OR WE WANT TO GET FOR THERE'S RECOGNITION.
I'M JUST TRULY BLESSED TO BE A PART OF CROWLEY ISD.
>> CONGRATULATIONS, ARE THERE ANY COMMENTS FROM THE TRUSTEES? MR. DAVIS?
>> THANK YOU, MR. VICE PRESIDENT.
I JUST WANT TO JUST COMMEND YOU FOR THE WORK THAT YOU'RE DOING NOT ONLY MAKING A DIFFERENCE IN THE LIVES OF OUR STUDENTS,
[00:35:05]
BUT I'M OFTENTIMES THINKING ABOUT LEGACY.OFTENTIMES, WE CREATE LEGACY NOT SIMPLY BY WHAT IT IS THAT WE DO, BUT THE IMPRESSIONS THAT WE MAKE ON OTHERS.
THE FACT THAT YOU ARE SERVING AS A MENTOR, YOU'RE HELPING MANY FIRST-YEAR TEACHERS.
YOU ARE IN ESSENCE DUPLICATING YOURSELF.
STUDENTS FOR YEARS TO COME, HOPEFULLY, THOSE THAT YOU'VE MENTORED WILL MENTOR OTHERS AND SO YOU ARE CREATING YOUR OWN LEGACY BY IMPARTING YOUR WISDOM AND ALL OF THOSE THINGS INTO NOT JUST YOUR STUDENTS, BUT TO ALSO CURRENT AND EVEN FUTURE EDUCATORS.
AGAIN, TAKE THIS MOMENT, EMBRACE IT FOR WHAT IT IS BECAUSE THIS IS YOU RECEIVING THE FLOWERS THAT YOU'RE STILL WORTHY OF.
AGAIN, CONGRATULATIONS, AND THANK YOU FOR WHAT YOU DO.
[6.0 Student School Board Trustee Program]
>> AGENDA ITEM 6.1, INTRODUCTIONS AND UPDATES FROM STUDENT TRUSTEES. I'M SORRY.
>> WELL, THAT'S BECAUSE MR. KIRCHNER HELPED ME OUT AND [LAUGHTER] THANKS.
>> ONE OF THE CELEBRATIONS PROBABLY HAD IS DONUTS FOR DADS, WHICH IS WHERE DADS GET DONUTS.
WHAT ARE THE CELEBRATIONS THAT KELLY HAS IS DONUTS FOR DADS WHERE DADS GET DONUTS FOR KIDS AND ME AND MY DAD CULTIVATED KIDS SOMEWHERE ELSE? YOU SENT ME PICTURES SO I WAS LIKE, WOW VERY FINE.
I LOVE DONUTS TODAY, EVERYONE LOVES DONUTS.
>> MOVING ON TO OUR CELEBRATIONS.
IT'S A NEW SEASON SO THAT MEANS NEW SPORTS.
RIGHT NOW WE HAVE BASKETBALL AND SOCCER.
OUR LADY PANTHERS IN BASKETBALL ARE STILL DEFENDING THEIR 2022 AND 2023 DISTRICT CHAMPIONSHIP AND HAD A GOOD WEEK AS THEY HAD WINS AGAINST CRANDALL AND MCKEE HORN.
THAT MOVES OR RECORD NOW TO 104.
WE ALSO HAVE OUR MEN'S BASKETBALL THAT IS RANKED FIFTH IN TEXAS.
THEY ALSO HAD A BIG WAYNE ON FRIDAY NIGHT AND THEY TRAVELED TO DALLAS AND DEFEATED THE NUMBER 63 CARBON COWBOYS WITH 66 TO 38.
>> EXCELLENT. THANK YOU ALL VERY MUCH.
>> MOVING ON TO OUR CAMPUS EVENTS WE HAVE SWIM TEAM THAT IS BACK IN THE POOL ON JANUARY 6TH FOR THE NEW YEAR'S AND EVENTUAL END COLTON FARMERS BRANCH.
WE ALSO HAVE OUR AS I SAID, OUR GIRLS AND BOYS SOCCER SEASON ON THE WAY.
THIS FRIDAY WE HAVE SCRIMMAGES HERE AT THE [INAUDIBLE] TOMORROW.
WE HAVE SCRIMMAGES THE BOY WILL BE PLAYING AT THE TAV STADIUM AND THE GIRLS VARSITY WILL BE PLAYING AT OUR NORTH COUNTY STADIUM.
THE GIRLS WILL BE PLAYING EVERMEN HIGH SCHOOL AND OUR BOYS WILL BE PLAYING.
GIVE ME ONE SECOND. THEY'LL BE PLAYING BOOGIE TOMORROW.
YEAH. THAT'S IT FROM MY CAMPUS EVENTS.
>> FOR CROWLEY HIGH SCHOOL CAMPUS EVENTS NEXT YEAR WE WILL HAVE AN ANNUAL K, I HAVE A DREAM ALL WHERE STUDENTS WILL GET POST-IT NOTES AND THEY WERE ERECTED IN AND STICK IT ON WALL.
THAT WILL HAPPEN ON TUESDAY, JANUARY 16, 2024.
STARTING ALSO NEXT YEAR, WE HAVE FUN FRIDAYS EVERY MONTH STARTING JANUARY 19TH.
I'M LOOKING FOR IT ON FRIDAYS AND THE WEEKEND.
I FORGOT TO SAY ON I'M SORRY. I'M SO SORRY.
I'M ALSO ON DECEMBER 20TH AT 06:00 PM WE WILL BE HAVING A FOOD BANK HERE AT NORTH PATTON.
PROBABLY HIGH SCHOOL CONSIDERATIONS ARE MORE FINANCIAL LITERACY WORKSHOPS OR CLASSES WHERE WE LEARN MORE ABOUT HOW TO PAY TAXES OR YOU BILL BASIC STUFF LIKE CREDITS AND STUFF BECAUSE NOT EVERY PARENT ALWAYS HAVE THE OPPORTUNITY TO TEACH THE KID THAT DOESN'T HAPPEN.
I THINK THAT'D BE REALLY BENEFICIAL FOR STUDENTS TO LEARN HOW TO MANAGE FINANCES FOR LIFE BEYOND HIGH SCHOOL AND JUST IN GENERAL.
[00:40:01]
ONE OF THE CONSIDERATIONS THAT I HAD IS ABOUT THE AUTOMATIC AIR FRESHENERS IN THE RESTROOMS. I DID SOME DIGGING BECAUSE I HAVE MENTIONED IT LAST BOARD MEETING AND I WAS LOOKING AND THE AIR FRESHENERS AREN'T THAT EXPENSIVE, THEY'RE $25, I BELIEVE, WITH THE AUTOMATIC AND THEN IT ALSO COMES WITH TWO OF THE SPRAYS.IT LASTS UP TO 60 DAYS SO IT WOULDN'T HAVE TO BE SOMETHING THAT YOU WOULDN'T HAVE TO CONSTANTLY BE CHANGING OUT.
THEN AFTER YOU PAY THE 25 IN KIDS THERE'S LIKE INDIVIDUALLY, THAT YOU WILL JUST HAVE TO RESTOCK, WHICH IS $10 PER TWO.
I REALLY HOPE YOU'RE TAKING CONSIDERATION AIR REFRESHENERS [LAUGHTER] AND ALSO THEY'RE AUTOMATIC SO THEY ACTIVATE AND SPRAY BY ITSELF SO YOU WOULDN'T NEED LIKE CUSTODIANS OR SOMEONE TO DO IT JUST BY HAVING BATTERIES. LET'S SAY.
WHAT I'D YOU TO DO IS MS. ACHOUCHIC IS THE SUPERVISORS SECONDARY OF THE HIGH SCHOOLS.
I THINK I THINK YOUR SUGGESTION OF FINANCIAL LITERACY WORKSHOPS IS DEFINITELY SOMETHING THAT WE COULD FOLLOW UP ON AND SO MS.ACHOUCHIC IF YOU CAN GET WITH HER AGAIN WITH THE HIGH SCHOOL PRINCIPALS AND LET'S FIGURE OUT HOW WE CAN CREATE SOME OPPORTUNITIES.
I KNOW WE HAVE SEVERAL PARTNERS THAT WILL HELP US AS WELL.
WE WILL WE WILL DEFINITELY BE MOVING ON THAT.
MR. WALKER, I BELIEVE IS IN THE ROOM.
MR. WALKER IS OVER OUR OPERATIONS.
MR. WALKER, I DEFINITELY WANT YOU GET TRUSTEE GOMEZ WILL MAKE SURE THAT WE FOLLOW UP ON THE AUTOMATIC OFFERS AND GREAT SUGGESTION.
THANK YOU ALL THOSE ARE GREAT VISITORS.
>> OF COURSE, THANK YOU FOR LISTENING.
>> DO WE HAVE ANY COMMENTS OR QUESTIONS?
I WAS WANTING TO TALK ABOUT THE FINANCIAL LITERACY THAT YOU MENTIONED DR. MCFARLAND.
IS THERE GOING TO BE FOR STUDENTS LITERACY CLASSES AND WORKSHOPS YOU WANT THOSE FOR STUDENTS?
>> IN FACT, THEY JUST MAKE A COMMENT.
I JUST WANTED TO APPLY BOTH BREAKFAST TO USE THAT ALSO TRUSTEE GOMEZ THANK YOU FOR YOUR FOLLOW-UP AND BRINGING IT BACK TO OUR ATTENTION AND NOT ONLY DOES BRING FORTH CONCERNS AND PROBLEMS BUT ALSO BRINGING BACK SOLUTIONS THAT YOU'VE INVESTIGATED.
>> THANK YOU. I JUST REALLY WANT SOMETHING TO BE DONE.
ALSO DO WANT TO MENTION $25, THAT'S BRAND.
WE DON'T EVEN HAVE TO DO BRAND.
NOW [LAUGHTER] WE CAN GO WITH THE CHEAP.
>> [OVERLAPPING] MS. ROBERTSON. THIS BRAND. [LAUGHTER]
>> IS THERE ANY OTHER COMMENTS? MS. ROBERTSON
>> I DO HAVE A QUESTION FOR TRUSTEE HAMILTON ROBERTS, WHEN DOES FUN FRIDAYS ENTAIL? I WOULD LIKE TO HEAR MORE.
>> I PERSONALLY DO NOT KNOW [INAUDIBLE] BUT I DO HAVE A NEIGHBORHOOD [INAUDIBLE] COUNCIL AND I COULD ASK THEM IF YOU WANT TO COME BACK TO THAT QUESTION.
>> I WOULD ALSO LIKE TO THANK YOU FOR BRINGING UP BOTH POINTS.
BEING THAT DR. MCFARLAND AND I HAVE TALKED SEVERAL TIMES ON FINANCIAL LITERACY, NOT ONLY TO PARENTS BUT STUDENTS AS WELL.
I WOULD LIKE TO HELP OUT ANY WAY THAT I CAN WITH THAT AS WELL.
HAVING A RESTAURANTS AND KNOWING ALL OF THE THINGS AND WHERE YOU CAN BUY BRANDS AND NOT I AGREE WITH YOUR INFORMATION AND IT'S A PRODUCT WE'LL USE.
I THINK WE COULD PROBABLY DO SOMETHING WITH THAT.
>> YES. THANK YOU. LET'S DO SOMETHING ABOUT IT.
>> THAT IS GOING TO BRING US TO AGENDA ITEM 7.1,
[7.0 Report Item(s)]
CONTINUING EDUCATION FOR SCHOOL BOARD MEMBERS. DR. MCFARLAND.>> MR. VICE PRESIDENT AND BOARD MEMBERS.
MR. KIRCHNER IS HERE TO ADDRESS THIS ITEM. MS. GARCIA.
>> MR. VICE PRESIDENT, MEMBERS OF THE BOARD, AND DOCUMENT FALLEN EVERY DECEMBER, WE ARE REQUIRED BY THE STATE TO AN A PUBLIC MEETING LET EVERYONE KNOW ABOUT THE CONTINUING EDUCATION FOR OUR SCHOOL BOARD MEMBERS.
I THINK MOST OF OUR COMMUNITY ONLY KNOWS ABOUT WHAT HAPPENS HERE DURING THE MEETINGS.
THEY DON'T REALIZE THAT THERE'S A LOT OF WORK GOING ON BEHIND THE SCENES BETWEEN MEETINGS AND A LOT OF THAT INCLUDES CONTINUING ED TO KEEP UP TO DATE WITH THE CHANGES IN LAWS AND BEST PRACTICES FROM OTHER DISTRICTS.
I AM VERY PROUD AND EXCITED TO REPORT THAT
[00:45:03]
YOU ALL HAVE MET YOUR CONTINUING ED REQUIREMENTS FOR THIS YEAR.THANK YOU FOR YOUR HARD WORK ON BEHALF OF OUR DISTRICT.
WE APPRECIATE THE WORK THAT YOU DO.
I WILL READ THIS STATEMENT THAT YOU SEE THERE ON YOUR SCREEN THAT ALL CROWLEY ISD BOARD MEMBERS HAVE MET THE CONTINUING EDUCATION REQUIREMENTS.
CONGRATULATIONS AND THANK YOU SO MUCH. ANY QUESTIONS ABOUT THAT?
>> THAT'S GOING TO BRING US TO AGENDA ITEM 7.2 UPDATE ON MIDDLE-SCHOOL VERY REDESIGN AND EXPLORATION OF PARTNERSHIPS. DR. MCFARLAND.
>> MR. VICE PRESIDENT AND BOARD MEMBERS, I WOULD LIKE TO TAKE JUST A FEW MINUTES TO WALK THROUGH, JUST GIVE YOU AN UPDATE, REALLY ALL MIDDLE-SCHOOL REDESIGN.
THEN ALSO SHARE WITH YOU THE EXPLORATION OF POTENTIAL PARTNERSHIPS FOR CROWLEY ISD AND OTHER INSTITUTIONS WILL JUST TAKE A WALK THROUGH AND I'LL STOP.
IF YOU HAVE ANY QUESTIONS, WE DEFINITELY WANT TO ADDRESS THOSE AS WELL.
IN ORDER FOR US TO REALLY TALK ABOUT MIDDLE SCHOOL REDESIGN AND MOST OF THE TRANSFORMATION I WANT TO TAKE US ALL THE WAY BACK TO WHEN WE STARTED IN 2017, '18.
ON MY ARRIVAL HERE IN THE DISTRICT, WE DID AN ANALYSIS OF OUR DISTRICT-WIDE SCHOOL PERFORMANCE.
WE ARE AT THAT POINT IN TIME IDENTIFIED THAT A LOT OF OUR PERSISTENT CHALLENGES WELL RESTED AT THE ELEMENTARY LEVEL.
WE BEGAN TO LOOK AT POTENTIAL WAYS OF REALLY MOVING OUR ACADEMIC PERFORMANCE.
AT THAT POINT IN TIME, IT WAS HEART GRADE, WALKER, MEADOW CREEK AND I BELIEVE PARKWAY.
I BUT WE REALLY SPENT A LOT OF TIME TALKING ABOUT MEADOW CREEK AT THAT POINT IN TIME.
WE INVESTIGATED DIFFERENT WAYS OF TRANSFORMATION.
THEN DURING THAT SAME TIME PERIOD, SENATE BILL 1882 WAS RELEASED AND WE BEGAN TO HAVE CONVERSATIONS ABOUT THE SPECIFICS OF 1882 TO THE PARTNERSHIP.
WHAT COULD BE SOME POTENTIAL POSSIBILITIES FOR US.
WE HAD SEVERAL WORKSHOPS ONE IN PARTICULAR WHAT WE BROUGHT REPRESENTATIVES FROM EMPOWER AND I THINK THEY'RE HERE TONIGHT, BUT WE BROUGHT REPRESENTATIVES AND TO DISCUSS 1882 AND THE SPECIFICS OF IT.
AT THAT POINT IN TIME, AFTER INVESTIGATING, WE FELT LIKE THERE WAS JUST STILL A LOT OF UNKNOWNS RELATIVE TO 1882 PARTNERSHIPS.
WE DECIDED THAT WE WOULD PURSUE OTHER AVENUES TO ATTRACT FUNDING SO THAT WE CAN ACTUALLY ENGAGE IN A TRANSFORMATION WORK THAT WE WANTED TO ENGAGE IN.
WE WERE ABLE TO SECURE TRANSFORMATION GRANT FUNDS.
WITHIN AT THAT POINT IN TIME PURSUE THE 1882 PARTNERSHIPS.
OUR TRANSFORMATIONAL GRANT ALLOWED US ACTUALLY TO IMPLEMENT INNOVATION AT HEART GRADE.
WE DECIDED AT THAT POINT THAT HEART GRADE WAS ACTUALLY IN A MORE SEVERE POSITION THAN MEADOW CREEK AND PARKWAY.
WE DECIDED TO GO WITH HEART GRADE.
WE ACTUALLY DECIDED TO DO ACE OR RECONSTITUTION AND HEART GRADE AS YOU ALL REMEMBER.
REALLY WE RECONSTITUTE THE CAMPUS CREATED, USE THE ACE MODEL.
WE BEGIN TO IDENTIFY THE TEACHERS THAT WE FELT LIKE IT GET US THE BIGGEST GROWTH OVER TIME.
WE ALSO EXTENDED THE SCHOOL DAY AND BEGIN TO DO OTHER PARTNERSHIPS AT HEART GRADE WITH HEADSTART AND OTHERS.
WE REALLY REVAMP THAT SCHOOL IN 2019 AND '20.
THEN WE TOOK WHAT WE LEARNED IN '19, '20 AND WE SECURED ADDITIONAL GRANTS FROM TEA.
WE ACTUALLY DECIDED THAT WE WOULD DO A SIMILAR TRANSFORMATION AT WALKER.
WE SCALED THE THINGS THAT WE LEARNED AT HEART GRADE.
WHAT WE LEARNED AT HEART GRADE WAS THAT THE LONGER DAY WAS A CHALLENGE ON TEACHERS OVER TIME.
WE FELT LIKE A LONG A YEAR WOULD ACTUALLY BE MORE ADVANTAGEOUS FOR THE WORK THAT WE WERE ATTEMPTING TO DO.
SO AT HEART GRADE AND WALKER, AS YOU REMEMBER, WE IMPLEMENTED ADDSY THE ADDITIONAL SCHOOL YEAR.
THEN ALSO WE BEGIN TO ACCELERATE THE CURRICULUM AND WE DESIGNED A PLAN TO SCALE THE WORK THAT WE'VE DONE AT HEART GRADE AND AT WALKER TO MEADOW CREEK AND THAT WAS '21, '22.
WE ALSO IN '22, '23 AND ACTUALLY I SKIPPED 2021, THAT WAS THE PLANNING YEAR FOR ADDSY AND FOR WALKER.
THE END '21, '22 WE ACTUALLY IMPLEMENTED AND WALKER.
'22, '23 WE ALSO, WHICH WAS ACTUALLY LAST YEAR, WE DECIDED THAT WE WOULD ACTUALLY TAKE THE ADDSY MODEL AND NOW ONLY SCALE IT TO MEADOW CREEK, BUT ALSO SCALE IT TO BOTH MARY HARRIS AND A COUPLE OF OTHER CAMPUSES.
BUT MARY HARRIS WAS ONE THAT HAD A SIGNIFICANT IMPACT AS WELL AS MONTESSORI AND OTHERS.
WE DESIGNED A PLAN FOR CROWLEY COLLEGE PREP AT CORNER.
IT'S ALL THE GOOD THING ABOUT THESE INNOVATIONS THAT OCCURRED, THEY ALL WERE ACTUALLY FUNDED THROUGH EITHER STATE FUNDING OR GRANT FUNDING.
WE WORK REALLY HARD TO CONTINUE TO GET THOSE GRANT FUNDS.
YOU'LL SEE IN A SECOND, THE IMPACT OF THE GRANT FUNDS.
'23, '24 WAS ACTUALLY THE START OF THIS SCHOOL YEAR.
[00:50:02]
THE INNOVATION THAT WILL ENGAGE THE WORLD, ACTUALLY COLLEGE PREP.WE BEGAN TO REVISIT THE 1882 POSSIBILITIES.
BECAUSE WHAT WE REALIZED IS THAT AROUND ABOUT THE MIDDLE OF SUMMER, WE REALIZE THAT AFTER ATTEMPTING TO PURSUE ADDITIONAL FUNDING FROM NON-PROFITS IN THE AREA, WE REALIZED THAT THE OPPORTUNITY TO GET FUNDING WAS ACTUALLY SLIMMER THAN WHAT WE ANTICIPATED.
WE BEGAN TO LOOK AT 1882 IN THE FALL, WE BEGAN TO INVESTIGATE POTENTIAL POSSIBILITIES.
WE VISITED A COUPLE OF 1882 PARTNERSHIPS AND SAW THAT, THIS MAY BE SOMETHING IS MAYBE THE ONLY OPTION ACTUALLY DUE TO THE INACTION OF THE LEGISLATORS FOR US TO GET ADDITIONAL FUNDING.
TONIGHT WE'LL BE TALKING A LITTLE BIT MORE ABOUT THE 1882 PARTNERSHIP.
BUT I WANTED TO JUST KIND OF REMIND YOU THAT WE'VE BEEN ON THIS TRANSFORMATION JOURNEY SINCE 2017 AND A LOT OF THE WORK THAT WE'VE DONE HAS BEEN FUNDED THROUGH GRANT FUNDS OR ADDITIONAL OUTSIDE FUNDING WHERE WE'RE AT THE POINT WHERE THE ADDITIONAL OUTSIDE FUNDING IS NO LONGER AVAILABLE, WE ARE AT THE BOTTOM OF THE BARREL FOR LACK OF A BETTER WORD.
NOW IT'S TIME FOR US TO FIGURE OUT WORKING WE GET ADDITIONAL FUNDING BECAUSE WE KNOW THAT WE NEED TO DO THE SAME INNOVATION THAT WE'VE DONE AT THE ELEMENTARY LEVEL.
WE NEED TO DO THAT AT THE MIDDLE SCHOOL LEVEL.
ONE THING THAT WE'VE LEARNED, JUST TO GIVE YOU AN OVERVIEW OF WHAT WE'VE LEARNED OVER THE TRANSFORMATION PROCESS, AND OVER THIS JOURNEY.
NUMBER 1, THERE ARE NO SILVER BULLETS, BUT WHAT WE KNOW, IS THAT, WHEN WE CAN INCREASE INSTRUCTIONAL TIME, WE CAN ACTUALLY ACCELERATE LEARNING IN A SIGNIFICANT WAY.
WE KNOW THAT WE WILL HAVE A LAND RESOURCE AND WHEN THE RESOURCES THAT WE'RE USING ON A DAILY BASIS ARE ALIGNED DIRECTLY TO THE ASSESSMENT AND DIRECTLY TOWARDS WHAT'S BEING TESTED, AND ALL THAT WE KNOW THAT WE CAN INCREASE STUDENT LEARNING.
WE KNOW THAT WE IMPROVE TEACHER CAPACITY WHEN WE ACTUALLY HAVE PROFESSIONAL DEVELOPMENT THAT'S DESIGNED TO IMPROVE THE TEACHER'S ABILITY TO DELIVER THE INSTRUCTION, AND WE CAN INCREASE THAT UNLEARNING.
WE ALSO KNOW THAT WHEN THERE'S A RELATIONSHIP BETWEEN THE STUDENTS AND THE TEACHERS, AND THE STUDENTS AND THE PRINCIPALS, AND THE STUDENTS AND THE MATERIAL THAT THEY'RE LEARNING, THE NERVES ARE RELEVANT THERE, THEN WE'D KNOW THAT WE CAN INCREASE THE LEARNING.
THE REASON WHY THIS IS IMPORTANT, IS THAT, THERE ARE ALL THESE DIFFERENT THINGS THAT YOU CAN DO TO TRANSFORM A SCHOOL, BUT THE ONLY THINGS THAT INCREASE THE UNLEARNING ARE THESE FOUR RIGHT HERE.
WE WANT TO MAKE SURE THAT WHATEVER WE DO GOING FORWARD AT THE MIDDLE SCHOOL TOUCHES THESE FOUR THAT WE'VE IDENTIFIED AS IMPORTANT TO IMPROVING STUDENT LEARNING.
THE OTHER THING THAT WE'VE LEARNED, IS THAT, WHEN WE HAVE TO TRANSFORM A SCHOOL, THERE'S REALLY NO ONE STRATEGY OR IT'S A COMBINATION OF STRATEGIES, AND WE HAVE TO BE ABLE TO BE STRATEGIC ABOUT HOW WE ADDRESS ALL OF THESE DIFFERENT COMPONENTS.
BUT THE NUMBER 1, STRATEGY, QUITE FRANKLY, IS HIGH-QUALITY LEADERSHIP.
MAXWELL TALKS ABOUT THE LAW OF THE LEAD, AND THEN AN ORGANIZATION CANNOT PERFORM AT A LEVEL THAT IS ABOVE THE CAPACITY OF THEIR LEADER.
WHAT WE'VE DONE IS, WE'VE INVESTED A SIGNIFICANT AMOUNT OF RESOURCES IN PRINCIPLES AND IN LEADERSHIP TEAMS. NOT JUST PRINCIPALS, BUT ALSO ASSISTANT PRINCIPALS AND INSTRUCTIONAL SPECIALISTS, AND ALL THAT.
IF YOU BEGIN TO LOOK AT THE ROSTER OF OUR PRINCIPALS RIGHT NOW, WHAT YOU'LL FIND IS ABOUT 80% OF OUR PRINCIPALS WHO ARE ASSISTANT PRINCIPALS WITHIN OUR DISTRICT BEFORE, AND WE REALLY DEVELOPED THEM, AND WE'RE CONTINUING TO DEVELOP THEM AS WELL.
BUT IT'S THE LEADER AND THE LEADERSHIP TEAM.
WE ALSO UNDERSTAND THAT ANY INNOVATION THAT WE WILL FOCUS ON AT THE MIDDLE SCHOOL AND THEN ANY LEVEL, WE HAVE TO FOCUS ON INSTRUCTIONAL PRACTICES.
THE REALLY HIGH-QUALITY INSTRUCTIONAL PRACTICES.
ALIGNED WITH CURRICULUM, OF COURSE, YOU'VE HEARD US TALK ABOUT HIGH-QUALITY INSTRUCTIONAL MATERIALS.
THE REASON WHY PEOPLE ARE VISITING CROWLEY ISD IS BECAUSE OF OUR INTENSE FOCUS ON THE PRACTICES, THE CURRICULUM, AND LEADERSHIP.
BUT WHAT WE ALSO KNOW, IS THAT, IN EVERY CASE WHERE WE'VE HAD SUCCESS WITH TRANSFORMATION, WE HAVE ENGAGED IN STRATEGIC STAFFING, MEANING THAT WE HAVE BEEN ABLE TO BE VERY INTENTIONAL ABOUT THE PEOPLE THAT WE HIRE, ABOUT HOW WE PAY THEM, AND ABOUT THE LENGTH OF TIME THEY WORK IN THEIR CONTRACT AND ALL THAT AND BOARDS, YOU'VE ALLOWED US SOME FLEXIBILITY TO BE ABLE TO DO THAT.
WHAT I'M SAYING IS, AS WE BEGIN TO LOOK AT THE MIDDLE SCHOOL LEVEL, WE WILL HAVE TO IDENTIFY STAFF THAT ARE BEST EQUIPPED TO DEAL WITH THE CHILDREN, AND ARE WILLING TO DO THE EXTRA WORK THAT'S ENTAILED, AND WE HAVE TO BE WILLING TO PAY HIM.
THEN THAT'S THE REALITY. WE CAN'T ASK PEOPLE TO DO THE ADDITIONAL WORK WITHOUT THE ADDITIONAL PAY, AND SO WHAT THAT MEANS IS, WE HAVE TO HAVE ACCESS TO ADDITIONAL FUNDS.
AGAIN, WE'VE ALREADY TALKED ABOUT THE ADDITIONAL TIME ENRICHMENT.
WHAT WE KNOW, IS THAT, WHEN WE HAVE OUR AFTER-SCHOOL PROGRAMS, AND INTERVENTIONS DURING THE DAY, AND WE'RE TRYING TO IMPROVE A SCHOOL, WE HAVE TO DO ALL OF THOSE THINGS. IT TAKES ALL OF THEM.
BUT WHAT WE DO ALSO, THOUGH, WE SAW DAVID WALKER, AND MAYBE, I'LL BE DAVID WALKER OR HER GRAVE, AND REALLY MANY OF OUR CAMPUSES, AND WHAT YOU'LL SEE, IS THAT, IT IS THIS INTENTIONAL FOCUS ON STUDENTS, FAMILY ENGAGEMENT THAT IS SO CRITICAL.
KNOW SCHOOL CAN PERFORM AND HAVE SUSTAINABLE SUCCESS WITHOUT THE STUDENT AND FAMILY INVOLVED.
IT TAKES RESOURCES IN ORDER TO DO THAT,
[00:55:02]
AND THEN AGAIN, AT THE END, IS A COMMUNITY ENGAGEMENT, MAKING SURE THAT EVEN THOSE THAT ARE CONNECTED TO THE COMMUNITY THAT MAY NOT HAVE CHILDREN IN OUR SCHOOL, THAT THERE ARE VESTED IN THE WORK THAT WE'RE DOING.WHAT WE KNOW, IS THAT, ANY DESIGN THAT WE'VE PUT IN PLACE, WE'LL HAVE TO ADDRESS ALL OF THOSE AREAS IN ORDER FOR IT TO GIVE US THE BIGGEST BANG FOR OUR BUCK.
I WANT TO SHOW YOU THIS. WE'VE TALKING ABOUT MIDDLE SCHOOL OR REDESIGN, BUT WHEN YOU START A REDESIGN, THERE'S REALLY TWO WAYS.
YOU CAN EITHER DO A TURNAROUND, WHERE YOU'RE JUST TRYING TO TURN THIS SCHOOL AROUND BECAUSE IT'S FAILING, AND THERE'S SOME CHALLENGES OR YOU COULD DO INNOVATION, MEANING THAT YOU'VE HAD SOME PROGRESS AND YOU'RE JUST TRYING TO CONTINUE TO GO FORWARD.
I WANT YOU TO LOOK AT 23-24, EVERYWHERE YOU SEE GREEN, IS ACTUALLY PROGRESS COMPARED TO THE PRIOR YEAR.
WHAT YOU CAN SEE RIGHT NOW, IS THAT, EVERY ONE OF OUR MIDDLE SCHOOLS, AND IF THIS WAS DONE BY EACH MIDDLE SCHOOL, YOU WOULD SEE THAT EVERY MIDDLE SCHOOL, UP TO THIS POINT ON OUR WINTER BENCHMARK, SITTING ON A BENCH MARK, I BELIEVE IT'S WINTER BENCHMARK.
WE JUST TOOK ALL OF OUR MIDDLE SCHOOLS HAVE SHOWN SIGNIFICANT IMPROVEMENT.
THE INNOVATION THAT WE'RE SPEAKING ABOUT IS NOT ABOUT TURNAROUND, IS ABOUT INNOVATING TO MAKE SURE THAT WE CAN CONTINUE TO SHOW THE GAINS THAT WE NEED TO SHOW OR THIS HAS BEEN PHENOMENAL.
OUR MIDDLE SCHOOL PRINCIPALS RIGHT NOW, WE KNOW THAT THEY ARE THE RIGHT PEOPLE, AND WE KNOW THAT WITH THE RESOURCES, WE CAN GET DONE, WHAT WE NEED TO GET DONE AT THE MIDDLE SCHOOLS.
AGAIN, WE'VE ALWAYS HEARD THESE QUOTES HERE, BUT THE REALITY IS, THE RESULTS THAT WE RECEIVE RIGHT NOW, THE RESULTS THAT WE HAVE RIGHT NOW ARE REALLY WHAT THE SYSTEM WAS DESIGNED TO PRODUCE.
IF WE WANT DIFFERENT RESULTS, WE HAVE TO CHANGE THE SYSTEM THAT WE'RE USING TO PRODUCE THEM.
THAT'S WHAT WE PLAN TO DO WITHIN THIS MIDDLE SCHOOL REDESIGN PROCESS.
I JUST WANTED TO SHARE THIS WITH YOU, BECAUSE THE FINANCE TEAM, AND MR. FISHER HAS BEEN ENGAGED WITH OUR SYSTEM OF GRAY SCHOOL'S PARTNER, AND REALLY ANALYZING HOW WE ARE ALLOCATING FUNDING.
WHAT WE FOUND BY FRANKLY, IS THAT, WHEN WE LOOK AT COMPARATIVE BASIS, OUR MIDDLE SCHOOLS HAVE BEEN UNDERFUNDED COMPARED TO OTHER SCHOOLS IN OUR DISTRICT.
REALITY IS, YOU KNOW THAT ALL ELEMENTARY SCHOOLS ARE A'S AND B, ALL THE HIGH SCHOOLS ARE B'S, MIDDLE SCHOOLS ARE C'S.
THE REALITY IS, WHEN YOU LOOK AT FUNDING, THE FUNDING GOES RIGHT ALONG THOSE LINES.
IT IS NO MYSTERY THAT WE HAVE TO CHANGE SOME OF OUR SYSTEM, THAT HOW WE ALLOCATE FUNDING, HOW WE INCENTIVIZE ACTION SO THAT WE CAN CHANGE THOSE RESULTS.
ALSO WANT TO SHARE THIS WITH YOU BOARD, YOU MAY HAVE NOT SEEN THIS.
WE JUST RECEIVED THIS THE OTHER DAY.
WHAT YOU'LL SEE, THEY'RE JUST WANT TO POINT TO IT, WELL LOOK AT THE MIDDLE, EVERY LEVEL YOU SEE GROWTH.
OUR NUMBERS ARE STILL CONTINUING TO IMPROVE. ENROLLMENT WISE.
WHEN YOU LOOK AT THE MIDDLE SCHOOL, MIDDLE SCHOOL IS THE ONE AREA WHERE WE SEE A SLIGHT DECREASE.
THERE'S A LOT OF FACTORS AS IT RELATES TO THAT.
WE KNOW WE HAVE CHARTERS THAT ARE OPENING UP IN THE AREA IN THIS SPACE, BUT THERE ARE OTHER FACTORS AS WELL.
WHEN WE LOOK AT OUR PERFORMANCE THAT THE BILL SCHOOL AREAS, THE AREA OF OPPORTUNITY FOR US.
WHAT THIS JUST SIMPLY TELLS ME, IS THAT, WE HAVE TO INNOVATE AT OUR MIDDLE SCHOOLS IN ORDER TO BE ABLE TO COMPETE, AND ALSO TO BE ABLE TO PROVIDE A HIGH-QUALITY EXPERIENCE FOR OUR STUDENTS.
THE QUESTION IS THEN WHAT IS AVAILABLE? THERE'S A LOT OF THINGS THAT WE COULD DO IT, BUT WE KNOW THAT FUNDING IS GOING TO BE CRITICAL FOR ALL OF THEM.
I LISTED A FEW. WE HAVE HERE, FROM PARTNERSHIPS, EVERYTHING FROM PARTNERSHIPS WITH HIGHER INSTITUTIONS TO STEM ACADEMIES AND AI TECHNOLOGY ACADEMIES, COLLEGE PREPARATORY ACADEMIES, LANGUAGE IMMERSION, ACCELERATED ACADEMIES PROBLEM-BASED.
I MEAN, IT RUNS THE GAMUT OF WHAT'S POSSIBLE.
THE QUESTION IS, WHAT ARE WE WILLING TO INVEST IN, AND WHAT WE WILL HAVE THE CAPACITY TO DO? THAT STILL DOWN LINE, AND WHAT WE'LL BE LOOKING THROUGH AS WE CONTINUE DOWN THIS PROCESS.
BUT I DO WANT TO JUST SHARE THIS WITH YOU, AND THEN, I'LL CALL UP MS. POLK AND MS. MORRISON AND THE TEAM, SO THAT WE CAN TALK A LITTLE BIT MORE ABOUT ABOUT 1882.
BUT I WANTED TO SHARE THIS, BECAUSE SOMETIMES I KNOW SOME PEOPLE SAY, WELL, MONEY DOESN'T MATTER.
PEOPLE THAT SAY THAT NORMALLY THAT PEOPLE WITH MONEY, SO HEAT AWAY.
WE LOOK AT HERE THOUGH, SO HEART RATE WAS 58 IN 2018.
THEY WERE EIGHT IN 2022, WHICH IS LAST YEAR THAT WE HAVE RATING.
BASED ON OUR BENCHMARKS, THEY'RE GOING TO BE EIGHT AGAIN, REGARDLESS OF WHAT THEY DECIDED TO DO.
THE HEART RATE AND WALKING, THEY'RE DOING SOME PHENOMENAL WORK BECAUSE OF THE SYSTEM, HOWEVER, IT WAS NOT ACHIEVED.
WITH THESE NUMBERS YOU SEE HERE ARE PER YEAR NUMBERS.
IT WAS 368,000 ADDITIONAL FUNDS IN ORDER FOR US TO ADD YOUR STRUCTURE TODAY IS TO GIVE THE STIPEND, THE TEACHERS TO PROVIDE THE AFTER-SCHOOL SUPPORT, TO DO ALL THE PD THAT WE NEED.
WE MADE AN INVESTMENT AND WE HAD A RETURN; A WALKER.
WE MADE AN INVESTMENT AND WE HAD A RETURN.
WITH THIS CHART, HOPEFULLY, WILL SHOW YOU, AND IF I WERE TO SHARE ALL 15 ELEMENTARY SCHOOLS, YOU'LL SEE THE SAME SLOPE OF THE LINE.
I'M DIDN'T START AT 58, BUT THEY ALL WERE LOWER THAN WHAT THEY ARE NOW.
[01:00:05]
THE SAME SLOPE OF THE LINE YOU'LL SEE ACROSS THE BOARD WOULD SAY, IS THAT, WE KNOW WHAT TO DO IN ORDER TO IMPROVE SCHOOLS, AND WE KNOW HOW MUCH IT COSTS.WHAT WE'RE ATTEMPTING TO DO RIGHT NOW IS, IDENTIFY ADDITIONAL FUNDING SOURCES THAT WILL HELP US TO REALLY INVESTIGATE WHAT WE NEED TO DO AT THE MIDDLE SCHOOLS AND REALLY BE ABLE TO HAVE THE SAME TRAJECTORY AT OUR MIDDLE SCHOOLS.
THERE'S NO QUESTION IN MY MIND THAT IN THREE YEARS, FOUR YEARS THAT WE WILL HAVE A AND B MIDDLE SCHOOL.
I MEAN, THERE'S NO QUESTION. WE KNOW WHAT TO DO.
IF WE HAVE ACCESS TO THE FUNDING, I BELIEVE IT WILL BE ABLE TO DO IT IN A SUSTAINABLE WAY.
WHEN WE LOOK AT WHAT WE WANT TO DO AT THE MIDDLE SCHOOLS AND CROWLEY MIDDLE SCHOOL AND RAMS AND HF STEVENS AND SUMMER CREEK, AND WHEN I SAY WHAT WE WANT TO DO, WHAT I MEAN IS, THOSE FOUR THINGS, WHATEVER WE DECIDE TO DO, THERE WILL BE TOUCHING THOSE FOUR THINGS.
THE SPECIFICS WE STILL HAVE TO DESIGN, BUT IT'LL BE SOMETHING THAT INCREASES INSTRUCTIONAL TIME.
IT'LL BE SOMETHING THAT WILL IMPROVE TEACHING CAPACITY, WE'LL BE ADDRESSING HIGH-QUALITY INSTRUCTION MATERIALS, AND WE WILL BE ADDRESSING RELEVANCE AND RELATIONSHIP ON THOSE CAMPUSES AND OTHER THINGS.
WHAT WE KNOW, IS THAT, IT'S GOING TO COST US BETWEEN 800,000 AND A MILLION DOLLARS PER YEAR PER CAMPUS.
HOW DID I GET TO THAT NUMBER? WHEN YOU LOOK AT THE NUMBER OF KEYS IN HEART RATE, IT'S AROUND 400.
LOOK AT WALKER, THE SAME NUMBER.
WHEN YOU LIFT THE NUMBER OF KEYS AT HF STEVENS, THAT MOST STUDENTS AT CMS, THEY'VE NEVER SEES ALLEY.
IT'S ANYWHERE FROM 900 TO 1,000 KIDS AT THOSE FOUR CAMPUSES.
WE JUST BASICALLY DOUBLE THAT AMOUNT.
WHAT WE KNOW IS BETWEEN $800 AND A MILLION DOLLARS WILL BE NEEDED IN ORDER TO ACCELERATE THE LEARNING AT THESE FOUR MIDDLE SCHOOLS.
WE BELIEVE THAT WE FIND SOME OPPORTUNITIES THAT COULD GIVE US THE RESOURCES WE NEED AND THE SUPPORT WE NEED TO MAKE THOSE NECESSARY CHANGES AT THOSE CAMPUSES.
WHAT I LIKE TO DO NOW IS CALL MS. POLK.
MS. POLK IS OVER OUR TRANSFORMATION AND INNOVATION, AND ALSO HAS DONE A FABULOUS JOB OF ACQUIRING FUNDING.
ALL OF THE FUNDING THAT WE TALKED ABOUT, WE GOT ALONG THOSE LINES, MS. POLK AND HER TEAM WERE CRITICAL TO ACTUALLY BRINGING THOSE FONTS TO FRUITION.
I LIKE MS. POLK TO TALK A LITTLE BIT ABOUT OUR 1882 PARTNERSHIPS AND THE OPPORTUNITIES, AND JUST WALK US THROUGH THE REST.
>> GOOD EVENING, MR. VICE PRESIDENT, BOARD OF TRUSTEES AND DR. FARLAND.
1882 PARTNERSHIP ORIGINATED FROM SENATE BILL IN 2017.
WHAT IT ACTUALLY IS, IT'S AN OPPORTUNITY FOR SCHOOL DISTRICTS TO GET ADDITIONAL FUNDS IF THEY PARTNER WITH AN OPEN ENROLLMENT CHARTER SCHOOL, A GOVERNMENT AGENCY OR A NON-PROFIT ENTITY OR A IHE, WHICH IS A HIGHER ED INSTITUTION.
SO YOU CAN SEE THERE ARE VAST POSSIBILITIES WITH PARTNERSHIPS.
IF YOU LOOK AT THE FAR LEFT COLUMN, THOSE ARE DIFFERENT DISTRICTS ACROSS THE STATE OF TEXAS.
IF YOU LOOK IN THE MIDDLE COLUMN, THAT WILL SHOW YOU WHAT TYPE OF PARTNER THEY PARTNER WITH AND THE THIRD COLUMN SHOWS US WHAT TYPE OF PARTNERSHIP, WHAT MODEL THEY USED.
FOR EXAMPLE, SAN ANTONIO ISD PARTNERED WITH HIGHER INSTITUTION EDUCATION, AND THEY'RE WORKING ON A MODEL FOR TECHNOLOGY FOR THEIR STUDENTS WITH A NON-PROFIT ENTITY.
TONIGHT WE BROUGHT WITH US A FRIEND FROM TEXAS WHO USED TO BE WITH TEXAS WEST LYNN FROM FORT WORTH.
I AM THE FOURTH ISD, THE PARTNERSHIP THAT YOU SEE AT THE VERY BOTTOM AND HE'S GOING TO SHARE WITH US THAT, DR. CHRIS SHOP SHIRE.
IT'S GOING TO SHARE WITH US JUST A LITTLE BIT ABOUT HOW THAT PARTNERSHIP HAPPENED, THE EXPERIENCES THAT THEY SHARED WITH THE FORT WORTH ISD, AND THE TEXAS WESLEYAN PARTNERSHIP, DR. SHARP SHIRE.
>> GOOD EVENING. MR. VICE PRESIDENT TO THE SCHOOL BOARD MEMBERS AND DR. MCFARLAND, I AM EXCITED TO BE WITH YOU.
I HAVEN'T BEEN IN A BOARD MEETING AND QUITE SOME TIME.
IT'S EXCITING JUST TO SEE HOW YOU ALL ARE DOING AND I APPLAUD YOU AND THANK YOU FOR ALL OF YOUR WORK.
AS YOU KNOW THE ISD, WORKED WITH TEXAS WESLEYAN TO THINK ABOUT HOW TO NOT ONLY INNOVATE AND IMPROVE SCHOOLS, BUT WHAT DOES IT LOOK LIKE TO DO THAT OVER SOME TIME AND KEEP A SUSTAINABLE, ALSO UNDERSTANDING THAT IT'S DYNAMIC.
UNDERSTANDING THAT YOU HAVE STUDENTS THAT COME IN AND OUT OF SCHOOLS, YOU ALSO HAVE CONDITIONS THAT CHANGE AND ALSO NOTING THIS, THAT DR. MCFARLAND MENTIONED, THE INVESTMENT THAT WILL BE NEEDED IN SOME OF THOSE PILLARS THAT HE TALKED ABOUT.
BUILDING TEACHER CAPACITY, HAVING STRONG LEADERSHIP, WHAT A WRAP-AROUND SERVICES LOOK LIKE.
WHAT DOES EXPERIENTIAL LEARNING LOOK LIKE FOR STUDENTS? IN THE TEXAS WESLEYAN PARTNERSHIP, WE LEARNED A COUPLE OF THOSE THINGS.
IT WAS NOT PERFECT, BUT IT WAS EXCITING.
IT WAS ALSO INNOVATIVE IN A LOT OF WAYS THAT WE LEARNED QUITE A BIT.
IN LEARNING THAT PARTNERSHIP, AND WORKING WITH TEXAS WESLEYAN, WE FOUND THAT WE WERE ABLE TO WORK WITH TEACHER CAPACITY AND TEACHER PIPELINE.
[01:05:02]
FOR EXAMPLE, WE LAUNCHED WITH TEACHER RESIDENCY PROGRAM, WORKING WITH CAMPUS-BASED STAFF THAT WERE IN NON-INSTRUCTIONAL POSITIONS, THEY WANTED TO BE TEACHERS AND LOWER THAT BARRIER TO ENTRY.WORKING WITH THE CREDITS THAT THEY HAD IN THEIR PAST EDUCATIONAL EXPERIENCE, WORKING WITH THEM TO PUT THEM IN RESIDENCY, FULL-TIME EQUIVALENT POSITIONS, AND THEN ALSO PROVIDING THEM WITH TRAINING ONE SITE AT THEIR CAMPUSES AND ALSO HAVE A RELEASE TIME FOR THEM TO COME TO THE CAMPUS.
WHAT'S EXCITING ABOUT THAT IS THAT THE FIRST COHORT, 60% OF THAT COHORT CAME FROM THE CAMPUSES.
THEY WERE FOLKS WHO KNEW OUR CHILDREN.
THERE WERE FOLKS THAT LOOKED LIKE OUR CHILDREN AND THEIR COMMUNITIES WERE NEIGHBORS WITH OUR CHILDREN AND WE'RE ABLE TO BE ON A CAREER TRAJECTORY TO BE A TEACHER.
WHAT WE KNOW IS, THAT THE RETENTION OF THOSE FOLKS IS HIGHER.
WE WERE ABLE TO DO THAT BECAUSE WE WERE THE UNIVERSITY AND SO THINKING ABOUT HOW TO FLEX THE CURRENT TEACHER PROGRAM TO MATCH THE NEEDS OF THOSE SCHOOLS WAS SOMETHING EXCITING.
THINKING ABOUT WHAT TEACHERS NEED TO PLAN BOTH HORIZONTALLY AND VERTICALLY AND TO PROVIDE STUDENTS WITH EXPERIENTIAL LEARNING WAS SOMETHING THAT WE ALSO WORKED ON.
DR. MCFARLAND ALSO MENTIONED PAYING TEACHERS, AND SO WE WERE ABLE THROUGH THE FLEXIBILITY TO THINK ABOUT HOW TO DO WHAT TEACHERS DO.
WE ADVANCED OUR TEACHER INCENTIVE ALLOTMENT BEFORE THE FUNDING CAME.
THINKING ABOUT HOW TO PAY FOR PERFORMANCE FOR HIGH-PERFORMING TEACHERS AND RETAIN THEM.
THOSE ARE SOME OF THE THINGS THAT WE LEARNED AND YOU CAN HAVE DIFFERENT LEVELS OF PARTNERSHIP.
SO YOU CAN HAVE PARTNERSHIP AROUND THINKING THROUGHOUT A BILL TEACHER CAPACITY.
THINK ABOUT HOW TO BUILD A TEACHER PIPELINE, THINKING ABOUT DIFFERENT EXPERIENCES FOR STUDENTS AND THEN ALSO WHEN YOU'RE THINKING ABOUT HAVING HIGH-SCHOOL STUDENTS, WHAT DOES A FOUR-YEAR PATHWAY LOOK LIKE FOR THEM? THOSE ARE SOME THINGS THAT WE LEARNED THAT WE KIND OF PLAYED WITH AN EXPERIENCE WHEN WE DID THE PARTNERSHIP WITH FORT WORTH ISD.
>> THANK YOU, DR. SHARP SHIRE.
I'M GOING TO BRING UP NEXT WITH MS. ALYSSA MORRISON.
MS. MARTIN, I'M SORRY, WORKS WITH US AND VERY CLOSELY WITH THEM.
THE POWER NETWORK THROUGH OUR SDS SYSTEMS ARE GREAT SCHOOL.
WE HAVE A PERSON OR A THIRD-PARTY ENTITY THAT WORKS BETWEEN OURSELVES AND TA WHO PROVIDES US WITH EXECUTIVE SUPPORT, AND MS. MARTIN IS GOING TO COME UP AND TALK TO US ABOUT THE PARTNERSHIP BENEFITS THAT WE CAN RECEIVE.
ONE THING IS THAT SHE DOES THIS ACROSS THE STATE WITH OTHER DISTRICTS.
THIS IS WHAT HER FULL-TIME JOB IS.
IS THAT TRULY HELPING OTHER SCHOOL DISTRICTS PAVE THE WAY FOR AN AT&T PARTNERSHIP? MS. MELISSA, I'M ALYSSA.
>> THANK YOU. GOOD EVENING, MR. VICE PRESIDENT, BOARD OF TRUSTEES, SUPERINTENDENT MCFARLAND.
HERE YOU'LL SEE SOME OF THE BENEFITS THAT DISTRICTS RECEIVE FROM PARTICIPATING IN 1882 PARTNERSHIPS.
IT LETS DISTRICTS WORK COLLABORATIVELY WITH NEW AND EXISTING PARTNERS TO CREATE INNOVATIVE MODELS AND THE SCHOOL DISTRICT AND DRAMATICALLY IMPROVE STUDENT OUTCOMES.
THE FIRST BENEFIT HERE IS AROUND EXPANDING THE DIVERSITY OF SCHOOL OPTIONS.
THIS OFTEN ATTRACTS STUDENTS TO THE DISTRICT, RETAINS THEM, AND GIVES FAMILIES OPPORTUNITIES TO CHOOSE THE MODELS THAT MEET THE NEEDS OF THEIR KITS.
IT ALSO EMPOWERS SCHOOL LEADERS AND PARTNERS WITH GREATER AUTONOMY.
THAT AUTONOMY CAN BE USED AS AN INCUBATOR FOR MODELS AND STRATEGIES THAT COULD EXPAND TO OTHER SCHOOLS IN THE DISTRICT AS WELL.
IT WOULD GIVE MORE STUDENTS ACCESS TO GREAT SCHOOLS, WHICH I KNOW IS ALIGNED WITH CROWLEY ISD'S VISION FOR 100% OF STUDENTS TO BE IN A AND B-RATED SCHOOLS.
THE OTHER ELEMENT OF 1882 PARTNERSHIPS IS THAT THEY ARE STRUCTURED WITH A PERFORMANCE CONTRACT THAT PROTECTS WHAT'S WORKING EVEN IN THE FACE OF POLITICAL CHANGE.
IF IT'S WORKING FOR KIDS, IT GETS TO KEEP GOING.
THEN HERE, THE LAST ONE IS AROUND THE BENEFITS AND INCENTIVES.
SENATE BILL 1882 OFFICIALLY OFFERS A FUNDING BENEFIT FOR ALL THE STUDENTS IN AN 1882 PARTNERSHIP SCHOOL.
THE PAST YEAR THE AVERAGE BENEFIT HAS BEEN $911 PER STUDENT PER YEAR OF THE PARTNERSHIP.
IF A SCHOOL IS IN IR STATUS, ENTERING INTO AN 1882 PARTNERSHIP, GIVES THAT SCHOOL A TWO-YEAR ACCOUNTABILITY PAUSE FROM ANY STATE-INITIATED SANCTIONS.
ON THE NEXT SLIDE, IS A GENERIC TIMELINE FOR HOW PARTNERSHIPS CAN BE LAUNCHED BY DISTRICTS.
THE FIRST STEP IS THAT THE SCHOOL BOARD PASSES AN AUTHORIZING POLICY.
THE POLICY DETERMINES HOW THE DISTRICT WILL PURSUE PARTNERSHIPS IN THE FUTURE IF THE OPPORTUNITY ARISES.
THAT POLICY SETS THE PARAMETERS FOR THE PARTNERSHIP, AND THEN THE DISTRICT DETERMINES THE NEED.
A NEED BASED ON THE COMMUNITY, BASED ON THE DATA.
FOR WHAT KINDS OF PARTNERS YOU'LL WANT TO PARTNER WITH.
THAT MAY BE A TYPE OF OPERATING PARTNER LIKE AN INSTITUTION OF HIGHER END.
IT MAY BE A PARTICULAR SCHOOL LEVEL, MIDDLE SCHOOL.
ONCE YOU HAVE THE IDEA OF WHAT YOU WANT TO SEEK, YOU INITIATE A CALL FOR APPLICATIONS AND THAT APPLICATION PROCESS INVITES PARTNERS TO
[01:10:04]
APPLY TO BE CROWLEY ISD'S 1882 OPERATING PARTNER FOR A SINGLE SCHOOL OR A GROUP OF SCHOOLS.THE DISTRICT WILL REVIEW THOSE APPLICATIONS AND RECOMMEND AN ENTITY, NEGOTIATE A CONTRACT, AND PRESENT THAT TO THE BOARD, AND THEN THE SCHOOL BOARD GETS TO VOTE ON WHETHER OR NOT YOU WANT TO MOVE FORWARD WITH THE PROPOSED PARTNER AND THAT OPERATING CONTRACT.
THIS IS THE OVERALL PROCESS FOR HOW DISTRICTS LAUNCH PARTNERSHIPS AND, IN CROWLEY, YOU ALL GET TO DECIDE WHAT THE TIMELINE IS.
I'M GOING TO PASS IT BACK TO MS. POLK TO TALK ABOUT HOW IT WOULD APPLY HERE.
>> WE'RE LOOKING AT OUR CISD PARTNERSHIP TIMELINE.
IF WE WERE TO APPROVE OUR ELA LOCAL POLICY TONIGHT OR IN JANUARY, OUR NEXT STEP WOULD BE THAT IN JANUARY, WE WILL THEN DO JANUARY THROUGH FEBRUARY.
WE WILL PUT OUT A CALL FOR PROPOSAL, WHICH WE WILL THEN ATTRACT OTHER SCHOOLS OR NON-PROFITS OR IG SUCCUMB TO APPLY.
ONCE THAT HAS HAPPENED, WE WILL HAVE A COMMITTEE THAT WILL THEN REVIEW THOSE APPLICATIONS THAT HAVE TAKEN PLACE IN MARCH.
ONCE THAT HAS HAPPENED, WE'VE GOT COMMITTEE WILL SELECT A FEW APPLICATIONS TO BRING BACK THE APPLICATION AND THE SELECTING PARTNER IN THE CONTRACT TO BRING IT BACK TO THE BOARD FOR MARCH THROUGH APRIL.
THEN THE BOARD WOULD APPROVE THAT IN APRIL, AND THE REASON WHY WE THOUGHT THAT THIS TIMELINES BECAUSE WE HAVE FUNDING THAT'S COMING OUT IN MAY, THERE WILL BE ELIGIBLE TO APPLY FOR IF WE'RE APPROVED, WE WILL BE ABLE THEN TO BEGIN OPERATING ACTUAL PARTNERSHIP, AND THEN THE ACTUAL LAUNCH OF THIS PARTNERSHIP WITHIN BEGIN, WE HAVE A WHOLE YEAR TO PLAN THAN ACTUAL PARTNERSHIP WITH LAUNCH OF FALL 2025, 2026.
LET'S LOOK AT THE FUNDING TIMELINE.
IF YOU LOOK ON THE FAR LEFT, YOU SEE THE SOURCE.
YOU SEE SCHOOL ACTION, WHICH IS THE LAST CELL GRANT.
THE LASO STANDS FOR LEARNING ACCELERATION SUPPORT OPPORTUNITIES.
THIS ONE JUST PASSED AND WE JUST PRESENTED WE JUST PUT THROUGH ONE APPLICATION FOR CREEK MIDDLE SCHOOL.
THIS GRANT WOULD GO WITH START THIS YEAR AND WE HAVE A YEAR TO PLAN, THEN WE HAVE TWO-YEAR IMPLEMENTATION, SO WE GET ABOUT $1.2 MILLION FOR JUST THAT ONE GRANT.
THE NEXT GRANT IS CALLED A CHARTER STARTUP PARTNERSHIP GRANT.
THIS GRANTS ONLY ALLOWABLE FOR US TO APPLY FOR IF WE ACTUALLY HAVE A CALL FOR PROPOSALS AND WE ACTUALLY HAVE A PARTNER AUTHORIZING ON THE TABLE AND HAVE BEEN APPROVED.
WE CANNOT APPLY FOR THESE FUNDS WITHOUT A PARTNERSHIP.
THE THIRD ONE IS WHAT'S CALLED AN SBU1882 FUNDS THIS IS NOT A GRANT.
BUT ONCE WE ENTER INTO THE ACTUAL AUTHORIZING PARTNERSHIP, WE, WILL BE ABLE TO RETAIN THESE FUNDS AND WE WILL GET APPROXIMATELY ABOUT $900,000 PER CAMPUS, WHICH WOULD BRING US ABOUT $6.5 MILLION.
AND THOSE FUNDS WILL NOT GENERATE UNTIL 25, 26.
THE IMPLEMENTATION OF THE PARTNERING AUTHORIZER ACTUALLY BEGAN TO HAPPEN.
AND SO IN TOTAL, WE LOOKED AT ALL THE FUNDING SOURCES FOR MIDDLE SCHOOLS FOR A FOUR-YEAR PERIOD, WE WILL BE ABLE TO RECEIVE ABOUT 10.8 TO $11.13 MILLION.
AND IF WE LOOK AT IT BASED UPON EACH CAMPUS FOR EACH SCHOOL, I JUST KINDA WANT TO BREAK YOU DOWN WHAT IT WILL LOOK LIKE FOR CROWLEY MIDDLE SCHOOL, HF STEVENS AND SUMMER CREEK ALLIE RAMS. SINCE CROWLEY MIDDLE SCHOOL IS ELIGIBLE FOR OUR SCHOOL ACTION FUND GRANT THROUGH OUR LASO.
THEY RECEIVE ADDITIONAL $1.2 MILLION AND THAT WILL START THE SCHOOL YEAR AND GO UNTIL '26, AND THEY WOULD ALSO RECEIVE AN $100,000, AND WHAT WE DID WAS WE TOOK THEIR ACTUAL ENROLLMENT CURRENTLY.
WE USE OUR FORMULA FOR THE 1882, WHERE WE'RE ABLE TO GET AN ESTIMATED AMOUNT WHICH IS ABOUT $893,000 OF WHAT WE RECEIVE FOR $822, AND WE DID THAT WITH EACH CAMPUS, AND AS YOU CAN SEE AT THE VERY TOP OF THE BUCKET, THAT IS HOW MUCH EACH CAMPUS WILL RECEIVE THROUGH '25, '26 TO BE INNOVATIVE AND TRANSFORMATIVE WITH, AND THAT WILL BRING OUR PROJECT TO A LITTLE BIT OVER $8 MILLION FOR JUST THREE YEARS OF FUNDING, ADDITIONAL FUNDING ON TOP OF WHAT WE ALREADY RECEIVED.
>> WHAT I WANTED TO DO IS JUST SHARE WITH YOU THE TIMELINE MONTH BY MONTH SO YOU CAN KIND OF UNDERSTAND WHAT'S OCCURRING.
ALSO I JUST WANT TO REITERATE THAT WE ARE REALLY PREPARING FOR A 25,
[01:15:04]
26 IMPLEMENTATION FOR 1882, BUT IN 24, 25 WILL BE IMPLEMENTING SCHOOL ACTION, AND SO I DON'T KNOW IF THAT WAS.CAN YOU GO BACK ONE SLIDE? IF YOU JUST DISREGARD THE 23, 26 LINES AND JUST ONLY LOOKING AT 24, 25.
SO 24, 25, THOSE FUNDS WILL BE AVAILABLE, BUT THEY'RE NOT, THEY'RE NOT CONNECTED TO THE ACTUAL 1800S TO PARTNERSHIP.
THOSE FUNDS ARE AVAILABLE BECAUSE WE HAVE AN AUTHORIZING POLICY IN PLACE, AND SO YOU'LL SEE 24, 25, YOU'LL SEE 900 FOR CMS, AGAIN, HF, SUMMER CREEK AND RAMS, SO THAT WILL BE THE ADDITIONAL FORCE THAT WILL ALLOW US TO REALLY DO THE INNOVATION WE NEED TO DO BEFORE THE 1800S TO PARTNERSHIP IS ACTUALLY FORMALIZED AND ACTUALLY WE MOVE FORWARD WITH IT.
THEN THE 25, 26, WHEN THE 1800S IS ACTUALLY IN PLACE, THEN YOU'LL SEE THE AMOUNTS.
THEIR OWN, 25, 26, WHAT EACH CAMPUS WILL BE GOOD.
I JUST WANTED TO MAKE SURE THAT WE CLARIFY THAT POINT.
BEFORE WE MOVE ON, CAN WE ACTUALLY GO BACK TO SLIDES, I WANT TO MAKE SURE THAT I UNDERSTAND THE 900,000 $900,000 IN FUNDING.
DID YOU SAY THAT THAT COMES AS A RESULT OF HAVING A PARTNERSHIP IN PLACE?
>> THIS IS NOT JUST BASED ON THE POLICY.
>> IS BOTH BASED ON, WE CAN'T DO ANYTHING WITHOUT A POLICY.
ONCE WE HAVE THE POLICY FIRST, THEN WE'RE ABLE TO APPLY FOR THE AUTHORIZING PARTNERSHIP GRANT.
BUT WE CAN'T DO THAT IF WE DON'T HAVE A POLICY.
>> IF WE PASS THE POLICY IN ORDER FOR THE 900,000 PER CAMPUS TO START.
WE HAVE TO HAVE AN ACTUAL PARTNERSHIP IN PLACE.
>> WHAT HAPPENS IS WE HAVE THE POLICY AND THEN WE WOULD ACTUALLY HAVE THE CALL.
WE WILL HAVE AN APPROVED PARTNER, SO THEY WENT NOT NECESSARILY BE OPERATING, BUT WE'D HAVE A CONTRACT IN PLACE SO THAT WE WOULD HAVE A YEAR TO PLAN.
>> WE DO IN ESSENCE HAVE TO SOLIDIFY A PARTNERSHIP RELATIVELY QUICKLY I'M I UNDERSTANDING THAT CORRECTLY?
>> YES. THIS GRANT IS JUST ACTUALLY FOR THE PLANNING OF WHAT'S GOING TO HAPPEN WITH THAT PARTNERSHIP.
WE DO HAVE A PARTNER BY THIS BY THIS JULY DATE.
IN THIS WAY, WHEN WE GO THROUGH THE TIMELINE THAT MAY HELP CLEAR IT UP, BUT THAT'S A CONFUSING POINT, WE HAVE TO HAVE THE POLICY IN PLACE, SO APPLY FOR IT.
THEN IN ORDER TO GET THE FUNDS, WE HAVE TO HAVE A PARTNERSHIP.
>> I HAVE A QUESTION REGARDING THE SCHOOL ACTION FUND LASO GRANT.
THAT'S ONLY FOR ONE MIDDLE SCHOOL CAMPUS?
>> YES, MA'AM. ONLY ONE MIDDLE SCHOOL CAMPUS QUALIFIED.
>> YOU HAVE TO BE A COMPREHENSIVE OR TARGETED CAMPUS BASED ON TWO ETAS LIST.
>> THIS TIMELINE MAY CLEAR IT UP A LITTLE BIT. WHAT'S HAPPENING? IN JANUARY, ASSUMING THAT THAT POLICY IS APPROVED, AGAIN, ALSO I JUST WANTED TO MAKE A POINT.
WE'RE SHARING THIS TONIGHT OF WHAT WE DO KNOW IS THAT THE POLICY COULD EITHER BE APPROVED TONIGHT OR IF WE FEEL LIKE WE NEED MORE TIME, WE CAN IMPROVE IT IN JANUARY.
WE PROBABLY GOING TO BE RECOMMEND WAITING TILL JANUARY BECAUSE OF SOME CHANGES THAT MAY HAVE TO BE MADE.
BUT AGAIN, THIS TIMELINE IS ASSUMING THAT THE POLICY IS BEING APPROVED.
BUT SO FAR THE CAMPUS RIGHT NOW WHAT'S HAPPENING IS THE CAMPUS DESIGN TEAM.
THE CAMPUS DESIGN AND SCHOOL ACTION PLANNING TEAM IS, WE'LL START TO MEET IN JANUARY.
THIS IS WHAT THE TEAM MADE UP OF STUDENTS, TEACHERS, AND PARENTS WILL BE DESIGNING WHAT THE MIDDLE SCHOOL EXPERIENCE IN CROWLEY ISD WILL LOOK LIKE ALONG THE FRAMEWORK THAT WE HAVE CREATED.
FROM JANUARY TO APRIL, THAT'LL BE HAPPENING.
THERE'LL BE MEETINGS AND THERE WILL BE VISIONING WORK THAT BE OCCURRING AROUND A MIDDLE SCHOOL EXPERIENCE PLAYING.
WHILE THE CANVAS TEAM IS DOING THAT, THE DISTRICT DESIGN TEAM WILL BE REVIEWING SCHOOL ACTIONS, AND THE SCHOOL, ACTION IS LIKE A'S OR RECONSTITUTION, AND WHATEVER OTHER KIND OF MAJOR CHANGES THAT WE WOULD MAKE AT THE MIDDLE SCHOOL.
WE'LL BE REVIEWING A DIFFERENT SCHOOL ACTIONS AND THE MIDDLE SCHOOL MODELS THAT EXIST OUT THERE.
AGAIN, WE'RE STILL IN THE PLANNING STAGES AT THIS POINT.
THE GOVERNANCE TEAM, WHICH IS YOU-ALL THE BOARD, ONCE YOU APPROVE THE POLICY, THEN WE HAVE FROM JANUARY TO MARCH TO REALLY LEARN IN DETAIL ABOUT ALL OF THE CURRENT 1882 PARTNERSHIPS THAT ARE AVAILABLE.
IN JANUARY, WE'LL PREPARE FOR YOU A NOTEBOOK THAT WILL HAVE
[01:20:01]
EVERY 1882 PARTNERSHIP THAT'S THAT'S OUT THERE IN TEXAS RIGHT NOW.THE SPECIFICS OF THAT PARTNERSHIP, THE PERFORMANCE CONTRACT, THE DETAILS OF IT, THE MODELS THEY USE, AND ALL OF THAT.
DURING THE MONTH OF JANUARY, WE'LL HAVE A WORKSHOP.
WE WILL JUST REALLY JUMP IN AND UNDERSTAND WHAT AN 1882 PARTNERSHIPS LOOK LIKE ACROSS THE STATE.
WE'LL TALK ABOUT THE PERFORMANCE CONTRACT, WE'LL ALSO TALK ABOUT THE REVOCATION PERIOD AND HOW YOU EXIT THE CONTRACT AS WELL.
THE GOAL IS REALLY TO BUILD OUR AWARENESS BEFORE WE HAVE TO MAKE A DECISION ABOUT A PARTNER.
>> HAD A QUESTION DOCUMENT FORM.
COULD WE HAVE MULTIPLE PARTNERSHIP OR ONE YEAR OR HOWEVER MANY YEARS? IF WE TALK ABOUT A CONTRACT, IS IT MORE THAN FOUR YEARS, FIVE YEARS, OR IS THAT SOMETHING THAT WE WOULD BE DISCUSSING?
>> ABSOLUTELY. THE ANSWER TO YOUR FIRST QUESTION, YES.
WE COULD HAVE MULTIPLE PARTNERS AND ALSO IT CAN BE FOR DIFFERENT TIME PERIODS AS WELL.
ASSUMING WE GET A AUTHORIZING POLICY APPROVED, THEN THERE'S A CALL FOR PARTNERSHIPS.
THE REASON WHY THE CALL FOR PARTNERSHIPS YOU WILL SEE FALLS WITHIN THE FEBRUARY, MARCH TIME PERIOD IS BY THEN WE WILL HAVE IDENTIFIED WHAT THE DESIGN WHAT DESIRE WE LIKE AND WHAT KINDS OF PARTNERSHIPS WE WANT TO PURSUE AND TO YOUR INVESTIGATION BOARD, AND WHAT WE'LL BE DOING IS ALSO ARRANGING CONVERSATIONS WITH BOARD MEMBERS FROM OTHER DISTRICTS THAT ARE DOING PARTNERSHIPS BECAUSE YOU'LL BE ABLE TO SEE ALL OF THE QUESTIONS AND WE'LL HAVE A COUPLE.
COUPLE THE ENDED PARTNERSHIPS, AND ALSO OTHERS THAT ARE ACTUALLY EXTENDING PARTNERSHIPS.
YOU'LL HAVE A GOOD PERSPECTIVE SO THAT BEFORE WE CREATE THE CALL FOR PARTNERSHIPS, WE'LL HAD THAT INFORMATION.
WE THEN DESIGN A CALL AND WE SUBMIT THE CALL FOR PARTNERSHIPS.
I BELIEVE IT'S, WHAT'S THE DATE ON, IS IT MARCH 20TH?
>> WE WILL DO IT THROUGH MARCH. YES, SIR.
>> WE DO THE CALL FOR PARTNERSHIPS IN MARCH.
THEN AFTER THE CALL FOR PARTNERSHIPS, I WANT TO NOW JUST GO BACK.
WE'RE GOING TO JUMP UP TO THE RED LINE, WHICH IS THE GOVERNANCE TEAM.
AFTER WE DO THE CALL FOR PARTNERSHIPS, THEN WE WILL APPROVE THE PARTNER.
WHAT WILL HAPPEN IS THERE'S A SELECTION TEAM THAT'S MADE UP OF REPRESENTATIVES FROM THE COMMUNITY, FROM THE DISTRICT, REPRESENTATIVE FROM THE BOARD, AND THEN OTHER MEMBERS, AND THEY WILL REVIEW THE PARTNERS LIKE WE DO ALL RFPS.
AND THEN WE WILL PRESENT TO THE BOARD 1, 2 OR 3 PARTNERS THAT WE'RE RECOMMENDING.
THE BOARD WOULD THEN HAVE THE OPPORTUNITY TO ASK QUESTIONS AND WE CAN DETERMINE A PARTNER.
THAT WILL BE APPROVED DURING THAT TIME PERIOD LISTED THERE.
ONCE THAT'S APPROVED, THEN WE START THE PLANNING PROCESS.
MR. DAVIS SO TO YOUR QUESTION, THAT CHARTER GRANT, ONCE THE PARTNERS APPROVE, THEN THE ATTENTION SHIFTS FROM PLANNING WHAT WE'RE GOING TO BE DOING AT THE MIDDLE SCHOOL.
PLANNING THE RELATIONSHIP BETWEEN THE PARTNER AND THE DISTRICT.
REALLY GOOD AND GET AN EXPLICIT ABOUT ALL THE DIFFERENT RELATIONSHIPS AND WITH THE PARTNERSHIP.
WHILE WE'RE DOING THAT, NOW, THE 24, 25 SCHOOL YEAR HAS STARTED AND INTERNALLY WE'RE IMPLEMENTING DISTRICT ACTIONS THAT HAVE BEEN DESIGNED BY TEACHERS, AND PRINCIPLES, AND MU TWO MEMBERS AT ALL.
BUT IT'S BEING FUNDED NOT FROM 1882, IT'S BEEN FUNDING WITH GRANT FUNDING, THE GRANT FUNDING DEBT THAT WE MENTIONED THAT CHARTER GRANT PLANNING FUNDING IS HAPPENING, BUT THE SCHOOLS ARE STILL BEING LED BY DISTRICT PERSONNEL AT THAT POINT.
THEN 25, 26 AND SO WE GET TO 25, 26.
THE CAMPUS TEAMS, THE DISTRICT DESIGN TEAMS, GOVERNANCE TEAMS, ALL OF US COLLECTIVELY, YOU'LL SEE THAT WE ARE CONTINUING TO PLAN.
WE'RE PLANNING THE PARTNERSHIPS, BUT WE'RE PLAYING WITH OUR PARTNERS FROM JANUARY TO MAY, AND THEN 25, 26, WE IMPLEMENT WITH THE SUPPORT OF THAT PARTNER.
THE PARTNER IS NOW ADHERING TO THAT CONTRACT, AND WE ARE MONITORING AND MANAGING IT BASED ON THE CONTRACT THAT WE CREATE.
THAT'S THE TIMELINE OVER THE NEXT FEW YEARS, HOW WE WOULD PURSUE THE PARTNERSHIP AND PURSUE THE INNOVATIONS IF THE AUTHORIZING POLICY IS PUT IN PLACE.
I'LL STOP NOW. I JUST WANT TO GIVE YOU JUST A BRIEF OVERVIEW AND I KNOW IT'S A LOT AND SO WE WANT TO STOP AND SEE IF YOU HAVE ANY QUESTIONS OR ANY POINTS OF CLARIFICATION NEEDED.
>> BOARD, ARE THERE ANY QUESTIONS, MR. DAVIS?
DR. [INAUDIBLE] I GUESS WE'RE ON THE CUTTING EDGE OF THIS PARTNERSHIP BETWEEN FORT WORTH ISD AND TEXAS WESLEYAN UNIVERSITY.
CAN YOU TALK A LITTLE BIT? BECAUSE I HEARD ABOUT THE PIPELINE FOR TEACHERS AND WHATNOT, BUT CAN YOU TALK A LITTLE BIT ABOUT STUDENT OUTCOMES?
[01:25:01]
WHAT HAS BEEN LEARNED? I'M NOT SURE HOW LONG THIS POLICY OR THIS PARTNERSHIP HAS BEEN IN PLACE.I REMEMBER WHEN IT HAPPENED, BUT I DON'T REMEMBER WHEN THAT WAS.
>> BUT I ASSUME THAT THERE'S SOME DATA THERE THAT CAN REFLECT PRE-PARTNERSHIP.
NOW THAT PARTNERSHIP IS IN PLACE, WHAT HAVE YOU LEARNED ABOUT STUDENT OUTCOMES? BECAUSE AT THE END OF THE DAY, THAT'S ULTIMATELY WHAT MATTERS MOST.
>> YES SIR. I CAN SPEAK TO THE HIGH LEVEL.
IT ALSO CAN WORK WITH THEIR TEAM TO PROVIDE YOU WITH THE SPECIFIC DATA.
BUT THEIR TIMELINE IN 2017, AND I KNOW SOME OF YOU ARE MORE FAMILIAR WITH IT THAN THAT BECAUSE YOU LIVED IT.
BUT IN 2017, THE DISTRICT FORT WORTH ISD AT THAT POINT IMPLEMENTED ACE INTERNALLY.
THEY INVESTED APPROXIMATELY $1.2-$1.4 MILLION PER CAMPUS ALONG THE PILLARS THAT DR. ROBIN MENTIONED.
WHEN 1882 CAME OUT, THAT PARTNERSHIP LAUNCHED IN 2019.
TACTICALLY, WHAT THAT SHIFTED FROM WAS FROM THE DISTRICT OPERATING THOSE SCHOOLS TO TEXAS WESLEYAN AND OPERATING THOSE SCHOOLS WITH A LEADERSHIP TEAM.
SOME OF THOSE FOLKS FROM LEADERSHIP TEAM CAME FROM FORT WORTH ISD AND HAD DONE THE RECONSTITUTION, AND HAD DONE SOME OF THE TURNAROUND WORK.
WHEN YOU TALK ABOUT THE STUDENT OUTCOMES, WHAT WAS NOTICED WAS THAT WHEN THOSE ELEMENTS WERE MENTIONED THAT DR. MCFARLAND OUTLINED THE ADDITIONAL TIME IN TERMS OF RECRUITING TEACHERS THAT HAD DONE WELL WITH POPULATION OF STUDENTS THAT WERE AT THOSE STUDENTS THAT WERE BEING SERVED IN THOSE SCHOOLS WHEN YOU HAVE STRONG LEADERSHIP AND YOU'VE HAD THE ADDITIONAL INVESTMENT OF FUNDS, THOSE SCHOOLS WENT FROM D AND F SCHOOLS TO A AND B SCHOOLS IN THE FIRST YEAR.
WHEN THEY DID THAT AND MOVE FROM THAT FIRST YEAR OF IMPLEMENTATION INTERNALLY TO THE SECOND YEAR, ONE OF THOSE CAMPUSES DROPPED TO ACE, THE REMAINDER AND MAY STATED B'S.
THEN WE SWITCHED THE TEXAS WESLEYAN IN 2019 WHEN IT BECAME FULLY AUTONOMOUS.
WELL THEN WE KNOW WE HAD A PANDEMIC.
SO THERE WERE SOME ACCOUNTABILITY PUT ON HOLD DURING THAT TIME.
WHAT WE SAW IN THOSE CAMPUSES, AS WE SAW THAT THOSE CAMPUSES DEMONSTRATE HIGHER LEVEL OF GROWTH THAN PURE CAMPUSES.
WHAT WE SAW AGAIN IN THE GROWTH IS A LEADING MEASURE TO ACHIEVE IT.
WHAT WE LEARNED IS THAT WE WERE ABLE TO PIVOT ON SOME THINGS WITH OUR AUTONOMIES AND FLEXIBILITIES.
FOR EXAMPLE, WITH THE STARTUP FUNDS, WE WERE ABLE TO PURCHASE TECHNOLOGY.
WHEN COVID HAPPENED, WE WERE ALMOST ONE-TO-ONE WHEN IT HAPPENED. THINK ABOUT THAT.
THEN WHAT THAT MEANS TO PIVOT, THAT WE WERE ABLE TO USE THAT FLEXIBILITY.
THEN WHAT WE'VE LEARNED ABOUT THOSE OUTCOMES IS THAT WE HAVE BEEN ABLE, THE TEAM HAS BEEN ABLE THAT IS STILL THERE, DOING THAT GREAT WORK.
THEY'VE BEEN ABLE TO RESPOND IN REAL-TIME RELATIVELY QUICKLY TO STUDENT AND COMMUNITY NEEDS AND OUTCOMES HAVE FOLLOWED AT THE END OF THE FORM OF STUDENT GROWTH.
THOSE CANVAS ON THE LAST CAN'T REALLY MEASURE. THEY WERE A'S AND B'S.
THERE IS ONE CAMPUS THAT THEY TOOK OVER, JUST TOOK OVER DURING COVID THAT THEY'RE WORKING THROUGH.
THAT'S WHY I WOULD SAY WE LEARNED MOST ABOUT THOSE OUTCOMES.
I WILL SHOW YOU THE COMPARISONS OF WHAT THE TRAJECTORIES ARE AND ALSO WHAT THE TRAJECTORY IS RELATIVE TO OUR COLLEAGUES IN DALLAS AND I'VE IMPLEMENTED THE SPOT ON MUCH LONGER THAN SOME OF US HAVING.
WHAT I CAN TELL YOU I LEVEL IS THAT THE PROJECTILE'S FOLLOW EACH OTHER.
WHEN YOU THINK ABOUT THE STUDENT OUTCOMES, WHAT THAT LOOKS LIKE FOR STUDENTS, THOSE STUDENTS AREN'T DOING WELL.
WHAT I ALSO WILL TELL YOU THAT THE DATA DOES NOT SHOW IS THAT THOSE STUDENTS WERE HAVING A HIGH-QUALITY EDUCATIONAL EXPERIENCE.
IN TERMS OF WHAT THEY'RE FEELING, WHAT THEY'RE EXPERIENCING, AND ALSO WHAT THEY'RE LEARNING.
THEN SO THOSE ARE SOME OF THE THINGS THAT WE'VE LEARNED THROUGH THE PARTNERSHIP.
>> ANOTHER QUESTION FOR YOU, DR. SHARP SHIRE.
YOU MENTIONED HEAT YOUR CAPACITY AND STUDENT OUTCOMES.
YOU BRIEFLY DISCUSS THE WRAPAROUND SERVICES?
>> YES, MA'AM. STUDENTS WERE ALSO THERE WERE PARTNERSHIPS WITH MULTIPLE NON-PROFIT, LOCAL NON-PROFITS AND AGENCIES TO PROVIDE SERVICES FOR FAMILIES THAT HAD EMERGENCY SITUATIONS.
THERE'S ALSO EMERGENCY FUNDS FOR FAMILIES.
THEY RAN INTO AN ISSUE WITH UTILITIES OR THE NEED IS SOME TYPE OF CASE MANAGEMENT.
THERE ARE ALSO PANTRY SUPPORT FOR FOLKS THAT MIGHT HAVE NEEDED FOOD.
NOW THEY'RE WORKING WITH SOME SOCIAL, EMOTIONAL, AND MENTAL HEALTH SUPPORTS FOR STUDENTS, WHETHER THAT'S COUNSELING OR GROUPS.
THERE'S ALSO SOME THAT TO HELP SUPPORT FOR TEACHERS.
WHAT DOES IT LOOK LIKE TO SUPPORT TEACHERS IN TERMS OF GROUPS AND ACTIVITIES AND SUPPORT?
[01:30:01]
THOSE ARE EXAMPLES OF SOME OF THE WRAP-AROUND.I'M AN AGGIE AND I CAN GET YOU SOME OF THE MORE SPECIFIC THINGS THAT THEY'RE DOING NOW. YES, MA'AM.
>> JUST ONE FOLLOW-UP QUESTION TO THAT.
>> ARE THOSE WRAPAROUND SERVICES PROVIDED BY WESLEYAN.
>> THEY'LL GET THROUGH WESLEY.
>> THEY'RE COORDINATED THROUGH WESTERN?
>> MS. POLK, CAN YOU TALK JUST BRIEFLY ABOUT THE FLEXIBILITY OF THE FONTS? ARE DR. SHOPS ARE MENTIONED THAT BUT ONE OF THE BENEFITS OF THE FONTS IS THE FLEXIBILITY TO TALK TO US ABOUT THE FLEXIBILITY OF THE POT.
>> ABSOLUTELY. WITH AGE $92 IS EXTREMELY FLEXIBLE.
THEY'RE JUST LIKE OUR REGULAR LOCAL DOLLARS.
THEY'RE NOT RESTRICTIVE AS LIKE MOST OF OUR GRANTS.
MOST OF OUR GRANTS ARE EXTREMELY RESTRICTIVE WITH THE 18, 82 PARTNERSHIP DOLLARS.
ALSO WITH THE CHARTER PARTNERSHIP GRANT.
THOSE BACKGROUND IS ALSO VERY FLEXIBLE.
IT ALLOWS A LOT OF THINGS THAT MOST GRANTS DO NOT ALLOW US TO DO.
FOR EXAMPLE, THEY ALLOW YOU TO DO RECONSTRUCTION ON A BUILDING WITH THOSE GRANTS.
IF WE WANTED TO ACTUALLY USE THAT.
I HAVEN'T SEEN A GRANT THUS FAR THAT WOULDN'T EVEN ALLOW THAT FLEXIBILITY.
THE SCHOOL ACTION GRANT IS IT'S STILL NOT AS FLEXIBLE AS THOSE OTHER TWO GRANTS.
HOWEVER, WE ARE STILL ABLE TO DO PROFESSIONAL DEVELOPMENT, PROVIDE TEACHERS AFTER SCHOOL PROGRAMMING AND THINGS LIKE THAT.
STUDENTS AFTER SCHOOL PROGRAMMING.
IT'S STILL GLANDS TO SOME FLEXIBILITY, BUT NOT AS MUCH AS THE PARTNERSHIP GRANT, AS WELL AS THE A2A2 FUNDS.
>> MISS POLK. COULD YOU SUMMARIZE AT THE INTERESTS AT THE HEART OF IT, WHAT'S THE MOTIVATION BEHIND THE 1882 PARTNERSHIP? I THINK THAT'S A REALLY BIG QUESTION.
BUT WHAT I'M TRYING TO STEAL FROM MYSELF IS THERE'S ALWAYS THIS DICHOTOMY BETWEEN CHARTER IN PUBLIC AND CHARTER SCHOOLS ARE PUBLIC SCHOOLS.
BUT YOU UNDERSTAND WHAT ISDS AND CHARTERS WILL SAY THAT 1882 ENCOURAGES US TO ENTER INTO, I DON'T KNOW, A CHARTERING PARTNERSHIP.
BUT I'M STILL TRYING TO UNDERSTAND WHAT IS THE MOTIVATION.
NOW WE'RE GETTING FUNDING TO DO SIMILARLY WHAT WE'RE ALREADY DOING, BUT MORE FUNDING TO DO IT WITH MORE FLEXIBILITY TO DO IT.
WHY DO YOU CHOOSE ONE SCHOOL VERSUS FOUR SCHOOLS VERSUS 24 SCHOOLS? HOW DO YOU DECIDE WHICH SCHOOLS? JUST FOUNDATIONALLY, WHAT IS 1882 MINUTES TO DO? IF YOU CAN SUMMARIZE THAT.
>> IT'S MEANT TO TRULY HELP AND GIVE STUDENT APP, OR DISTRICTS AND OPPORTUNITY TO GAIN EXTRA DOLLARS FOR BEING INNOVATIVE.
BOTTOM-LINE, THE REALITY IS THAT FOR THE LAST YEAR-AND-A-HALF, WE HAVE EXPLORED DIFFERENT POSSIBILITIES TO FIGURE OUT OTHER SOURCES OF FUNDS TO BE ABLE TO BRING THOSE INNOVATIVE FUN TO CROWLEY ISD? THERE'S NOT ANY.
IN ORDER FOR US TO BE INNOVATIVE, WE HAVE TO THINK OUTSIDE OF THE BOX, ARE ABLE TO TRULY USE WHAT THEY HAVE TO OUR BEST ADVANTAGE, BECAUSE THOSE ARE THE ONLY WAY WE COULD GET THAT MUCH MONEY TO TRULY HELP CROWLEY ISD STUDENTS.
>> HOW DO WE DECIDE? DR. MCFARLAND MAY BE A QUESTION FOR YOU.
HOW DO WE DECIDE WHICH CAMPUSES NEED THOSE INNOVATIONS?
>> YEAH, DEFINITELY GREAT QUESTION.
WHEN WE LOOK AT THE CAMPUSES, WE LOOK AT THEIR PERFORMANCE.
WE ALSO LOOK AT THE RESOURCES THAT WE CURRENTLY HAVE AVAILABLE TO INNOVATE ON THOSE CAMPUSES.
WHAT WE KNOW IS THAT WE HAVE TO FIGURE OUT A WAY, NUMBER 1, TO CONTINUE TO INNOVATION THAT WE HAVE IN PLACE AT THE ELEMENTARY LEVELS, BUT ALSO BEGAN TO INNOVATE AT THE MIDDLE SCHOOL LEVEL.
WE'VE ALL KIND OF LOOKED AT THE DATA AND WE'VE ALL TALKED ABOUT MIDDLE-SCHOOL BEING THAT AREA, THE PLACE WHERE WE NEED TO REALLY ENGAGE NOW.
WE LANDED ON MIDDLE SCHOOL BECAUSE OF THAT, BECAUSE IT WAS FLAT AS GROUND ZERO.
FOR US, THAT'S HOW WE DECIDE TO MIDDLE SCHOOL.
HOWEVER, ONCE WE GET A CHANCE TO REVIEW ALL OF THE DIFFERENT 800S TO PARTNERSHIPS, WHAT WE'RE GOING TO SEE IS THAT THERE'S A BENEFIT TO PARTNER WITH A PRE-K3 OR PRE-4 PROGRAM.
IT COULD BE A BENEFIT OF PARTNERING WITH EARLY COLLEGE.
THERE COULD BE A BENEFIT TO PARTNER WITH OTHER THINGS.
TO YOUR POINT THOUGH, ABOUT THE CHARTER, WHAT WE'RE GONNA BE DOING IS RECOMMENDING WE GET TO THE POLICY, WE PUT IN OUR POLICY THAT THE PARTNERSHIPS WILL BE WITH EITHER A HIGHER ED INSTITUTION OR A GOVERNMENTAL AGENCY, OR A NON-PROFIT, BUT NOT WITH A CHARTER.
THAT WILL PROTECT US FROM ACTUALLY BEING ABLE TO GO DOWN THAT ROAD.
[01:35:04]
THAT'S WHAT WE BECAUSE WE HAD ALL HAD THE SAME CONCERN WHEN WE INITIALLY TALKED ABOUT 1882.WE DIDN'T REALLY WANT TO GIVE OUR SCHOOL DISTRICT OVER TO A CHARTER ORGANIZATIONS.
BUT WHEN WE SEE NOW THAT THERE'S AN OPPORTUNITY FOR US NOT TO HAVE TO GIVE IT OVER, BUT TO BE ABLE TO LEVERAGE THE SKILLS AND STRENGTHS AND MISSION OF THE ANOTHER INSTITUTION TO ALSO HELP US.
WE FELT LIKE IT WAS SOMETHING THAT'S WORTH WORTH INVESTIGATING.
I DON'T WANT TO BELABOR THE POINT AND I KNOW THAT WE HAVE WE'LL HAVE AN OPPORTUNITY TO DO WORKSHOPS, BUT I KNOW THAT A QUESTION THAT I WILL HAVE TO TALK TO SOMEONE IN MORE DEPTH ABOUT OUR HEAR MORE ABOUT HER FUTURE PRESENTER WOULD BE WHAT THE RELATIONSHIP IS WITH FOR INSTANCE, LAND, HOW THAT WORKS WITH REGARDS TO SUPPLEMENTING, SUPPLANTING ON THE GOVERNANCE OF THIS BOARD VERSUS THE I DON'T KNOW IF THEY CALL THAT BOARD THE ADVISORY OR SUPERVISORY OR MANAGING OR WHATEVER THAT IS.
JUST HOW THAT WORKS WITH REGARDS TO RESOURCES AND TO ENSURE THAT WE STILL KEEP A BALANCE OF EQUITY OF RESOURCES. FOR OUR STUDENTS.
CONSISTENCY, I THINK OF AVAILABILITY OF OPPORTUNITY.
I KNOW I NAMED A LOT OF THINGS, BUT I JUST WANT TO KNOW WHAT THAT DANCE LOOKS LIKE WHEN WE DO SOMETHING THAT'S SEPARATE AND APART FROM THAT, WELL, A SPIN OFF OF US, IF YOU WILL.
>> I DON'T KNOW. ABSOLUTELY KNOW THOSE THOSE ARE GREAT CONCERNS AND THE GOOD THING ABOUT THE BOTH, WE HAVE TO REALLY CLEAR TOOLS THAT WE OWN.
THAT WOULD BE THE POLICY AND ALSO THE PERFORMANCE CONTRACT.
THOSE ARE TWO THINGS WHEN WE GET OPPORTUNITY TO REALLY CLARIFY EVERYTHING THAT WE WANT AND WE GET A CHANCE TO ACTUALLY CREATE WHAT WHAT'S IN THAT PUB IN THOSE TWO DOCUMENTS, AND SO WE DEFINITELY WILL ADDRESS THOSE CONCERNS.
>> MR. GRASSIA? I HAVE A QUESTION.
FIRST OF ALL. THANK YOU. MS. POLK.
ALWAYS FUNDING TO SUPPORT OUR STUDENTS AND KEEPING US IN A POSITION TO BE INNOVATIVE.
THANK YOU DR. MCFARLAND FOR ALWAYS COMING UP AND RESEARCHING NEW WAYS TO HELP US BE THE BEST WE CAN BE.
THE QUESTION I HAVE IS, YOU MENTIONED THAT IF WE DON'T DO IT VOTE TONIGHT BECAUSE SOME CHANGES TO THE POLICY NEEDS TO BE MADE.
I THINK A LOT OF THE QUESTIONS THAT HAVE BEEN RAISED ARE ADDRESSED IN THE POLICY ALREADY.
WHAT WOULD NEED TO BE CHANGED?
>> SINCE WE SENT THAT TO YOU ALL.
WHAT THERE'S REALLY A TWO-STEP DANCE OR WHATEVER THAT OCCURS.
WE APPROVED THE POLICY AND THEN TA REVIEWS THE POLICY TO ENSURE THAT IT MEETS ALL OF THE FUNDING GUIDELINES.
TA HAS REVIEWED THE POLICY AND WE HAVE THE REAL LINE VERSION TONIGHT TO SHARE WITH YOU ALL.
WE'LL WALK THROUGH THAT. WHEN WE GET TO THE POLICY ITEM, WE'LL WALK THROUGH THAT.
THEN THEN WE CAN EITHER TAKE ACTION TONIGHT OR WE CAN TAKE ACTION IN JANUARY.
TIME IS NOT AS CRITICAL FOR US NOW AS IT WAS BEFORE, BECAUSE OUR IMPLEMENTATION IS NOT FOR 2425 WITH 18% TO 2526.
WE DO HAVE TIME TO MAKE SURE THAT WE ALL ARE COMFORTABLE BUILDING AWARENESS OF THAT.
ADDITIONALLY, WHEN WE MET BEFORE, WHEN WE MET ACTUALLY LAST WEEK AND JUST BEEN TALKING, WE WERE THINKING THAT THE DEADLINE WAS REALLY ON TOP OF THIS.
BUT EVEN TA HAS SINCE MOVED THE DEADLINE.
THAT'S STILL GIVES PEOPLE WHO TRIED TO GO 2425 MORE TIME.
BUT WE FELT LIKE WE WANTED TO MAKE SURE THAT EVERYBODY IS ON BOARD AND WE NEED TO MAKE SURE THAT OUR ATTORNEY GETS A CHANCE TO REVIEW THE RED LINE COPY.
>> WITH THE 2526 IMPLEMENTATION, IS THAT WHAT YOU SAID?
>> WHAT 2425 BE A PLANNING YEAR THEN? OR IF WE WERE TRYING TO DO 2425, WHEN WOULD THAT PLANNING PERIOD?
>> THAT'S THE CHALLENGE IT CREATES A LITTLE UNEASINESS.
QUITE FRANKLY, I MY CONCERN WAS I DIDN'T WANT TO WAIT TO 2526 TO DO THAT, TO ENGAGE IN SOME INNOVATION.
AFTER THINKING THROUGH AND HAVING MORE CONVERSATIONS.
THE CHARTER GRANT AND THE OTHER GRANT THAT'S NOT CONNECTED TO 1882 GIVES US RESOURCES ENABLED TO GO AHEAD AND BEGIN.
I'M GOING TO INNOVATION, BUT IT JUST WOULD NOT BE WIDTH APART.
THE TIRE WITH A PARTNER WILL BE EXIT PLANNING, WOULD IT LOOK LIKE IN THE FUTURE? WE'RE NOT HAVING TO WAIT A YEAR TO DO THE WORK.
>> YES. GOING BACK TO THE FUNDING PIECE AND I'M SORRY, I CAN EVEN GO BACK TO THAT SLIDE.
WE DON'T HAVE IT IN OUR WE DON'T HAVE IT ACCESSIBLE.
THIS $3.6 MILLION PART OF THAT CAN BE USED TO IMPLEMENT THINGS FOR OUR STUDENTS.
[01:40:06]
IN THE 2425 SCHOOL YEAR.EVEN THOUGH THE FUNDS ARE BASED ON AS HAVING A 1882 PARTNERS SELECTED?
>> THAT IS CORRECT. IT'S FOR BOTH PLANNING AND IMPLEMENTATION? YES.
>> OKAY. THOSE FUNDS ARE ONLY AVAILABLE DURING THAT TIME-FRAME?
>>OKAY. SECOND QUESTION THAT I HAVE.
IF WE CAN GO TO THE NEXT SLIDE, MR. HANDY. KEEP GOING. I'M SORRY.
>> HERE. WE ARE WE ARE ULTIMATELY LEARNING ABOUT THE OPTIONS AND HAVING TO SELECT ON A PARTNER.
I THINK I WANT TO ASK THIS QUESTION.
HOW CAN WE DESIGN A PLAN BECAUSE THE ACTUAL PLANNING HAPPENS AFTER WE APPROVE THE PARTNER? WE'RE DOING THAT THROUGHOUT THE 24/25 SCHOOL YEAR? HOW DO WE KNOW THAT THE PARTNER HAS THE CAPACITY TO DELIVER ON WHAT IT IS THAT WE ARE WANTING TO ACCOMPLISH WITHOUT THE PLAN? IT SEEMS TO ME JUST THAT THEY ARE COMING TO US WITH AN RFP BUT, UNLESS THIS IS AN ENTITY WHO HAS DONE THIS, ULTIMATELY, THEY ARE PITCHING TO US A VISION, BUT NOT WITH ACTUAL DATA.
SO WHAT DO WE HAVE TO KNOW THAT THIS PARTICULAR PARTNER THAT WE SELECT HAS THE CAPACITY OF DELIVERING ON THESE PARTICULAR OBJECTIVES.
I'M TRYING TO MAKE [LAUGHTER] SENSE OVER HERE.
>> BECAUSE WE REALLY HAVE TWO PLANS.
SO WE HAVE THE PLAN FOR WHAT WE WANT TO DO AS DESIGNED BY THE PARENTS, TEACHERS, PRINCIPALS, DISTRICT.
WE HAVE THAT PLAN, AND THEN WE HAVE THE PLAN THAT WILL DELINEATELY HOW THE PARTNER WILL ENGAGE WITH.
SO WE'LL HAVE THE BASIS OF THE PLAN BEFORE WE DO THE RFP.
IN THE RFP WE'LL BE ABLE TO SPEAK TO WHAT WE WANT THE PARTNER TO DO.
SO THEN DURING RFP PROCESS, THE PARTNER WILL COME FORWARD AND TALK TO US ABOUT HOW THEY WOULD DO WHAT IT IS WE WANT THEM TO DO.
THAT IF THERE ARE PART THAT HAS BEEN ALREADY DOING IT IN THE CLEAR, BUT IF IT IS BLUE PART, THEN WE HAVE TO EVALUATE WHETHER THEIR PARTNER HAS THE CAPACITY TO REALLY DO WHAT THEY SAY THEY CAN DO.
IF WE DON'T FEEL LIKE THEY DO, THEN WE CAN WE CAN EITHER WORK WITH THEM TO GET THEM TO WHERE THEY NEED TO, OR WE COULD DECIDE TO GO WITH A DIFFERENT PART.
AND WE ALSO CAN MINIMIZE THE SCOPE OF WHAT WE WANT THEIR PARTNER TO DO.
>> WE'VE GOT TO DO ALL OF BETWEEN APRIL AND MAY.
SO TO HELP ME UNDERSTAND WHAT THIS DISCUSSION IS ABOUT, IS, WE HAVE IDENTIFIED WHO MIDDLE SCHOOL, I AM I CORRECT?
>> WE HAVE IDENTIFIED WHAT IS NEEDED, WE HAVE IDENTIFIED HOW WE CAN HELP OUR STUDENTS GET TO THE NEXT LEVEL? I GUESS I'M HAVING A PROBLEM UNDERSTANDING WHAT THE QUESTION IS, BECAUSE WE KNOW WHO, WE KNOW WHAT, WE KNOW WHY, WE KNOW HOW.
AND IT'S ALL ABOUT HELPING OUR IDENTIFIED STUDENTS GET TO THE NEXT LEVEL.
SO ARE WE QUESTIONING WHETHER OR NOT WE WANT TO DO THAT?
>> NO. I THINK WHAT WE'RE DOING IS, IN ORDER FOR US TO REALLY GO DEEPER, WE HAVE TO HAVE A AUTHORIZING POLICY IN PLACE.
AND IT DOESN'T MEAN THAT WE COULD PUT THE POLICY IN PLACE.
AND ACTUALLY, I THINK A COUPLE OF DISTRICTS DID THIS.
THEY HAD A POLICY IN PLACE, THEY DID THE RFP, PEOPLE PRESENTED TO THE TEAM AND THEY REJECTED ALL THEIR PART BECAUSE THEY DIDN'T FIT.
AND SO THEY GO AND THEY START OVER AGAIN, SO WHAT WE'RE DOING TONIGHT IS JUST SHARING THIS WITH YOU.
AND OUR PLAN IS IN JANUARY, IF WE APPROVE THE AUTHORIZING POLICY, DNS SIGNALS TO US, LET'S DO ALL THE THINGS THAT WE NEED TO DO TO EDUCATE US ON PARTNERSHIP.
ALL OF US CAN UNDERSTAND. HERE ARE ALL THE DIFFERENT TYPES OF PARTNERSHIPS.
[01:45:02]
THEN ONCE WE KNOW ALL THE DIFFERENT TYPES OF PARTNERSHIPS, WE'LL HAVE TO DECIDE WHAT TYPE OF PARTNERSHIP WE WANT TO START OFF WITH FIRST.DO WE WANT TO DO ALL? DO WE WANT TO DO ONE SCHOOL? DO WE WANT TO DO ONE PORTION OF? SO THAT'S STILL TO BE DECIDED.
BUT THAT'LL BE DECIDED IN APRIL, MAY TIME PERIOD AFTER WE HAVE REALLY LOOKED AT ALL OF THE PARTNERSHIPS THAT ARE OUT THERE, AND UNDERSTAND THE RELATIONSHIP OF THEM.
ONCE WE APPROVE THE PARTNERSHIP, THEN WE START WITH ALL THE PERFORMANCE CONTRACTS, ALL THE OTHER THINGS THAT THEY'LL ASK [INAUDIBLE].
>> SO EVEN IF WE APPROVED THE POLICY, WE CAN SAY YAY OR NAY, IF WE WANT TO MOVE FORWARD.
I DON'T SEE A PROBLEM WITH US A PROVEN THE POLICY, BECAUSE LATER WE CAN DECIDE IF WE WANT TO MOVE FORWARD OR NOT.
>> YES. WE WILL HAVE TO DECIDE THAT LATER TONIGHT OR EVEN JANUARY.
ALL WE CAN DO IS APPROVED THE POLICY RIGHT NOW.
>> ANY OTHER QUESTIONS OR COMMENTS? THANK YOU ALL VERY MUCH, GREAT PRESENTATION.
THERE WE GOT LOT OF INFORMATION, SO WE WILL LOOK FORWARD TO NEXT MONTH DEFINITELY.
THAT'S GOING TO BRING US TO AGENDA ITEM 7.3, ARAMARK CHILD NUTRITION UPDATE. DR. MAYFIELD.
>> MR. VICE PRESIDENT, BOARD MEMBERS WE HAVE MR. WALKER COMING FORWARD TO INTRODUCE OUR PARTNERS FROM ARAMARK FOR THE CHILD NUTRITION UPDATE, MR. WALKER.
>> GOOD EVENING VICE-PRESIDENT, [INAUDIBLE] IN HER ABSENCE, BOARD MEMBERS, DR. MCFARLAND AT THIS TIME WE HAVE AN UPDATE FROM MY CHILD NUTRITION [NOISE].
I PRESENT TO YOU WITH THREE MEMBERS OF A LOCAL ARAMARK MANAGEMENT TEAM, DANIEL ROBINSON, BRIAN ACHILLES AND DEREK JONES.
>> MR. VICE PRESIDENT, DISTINGUISHED MEMBERS OF THE BOARD, DR. MCFARLAND, GOOD EVENING? MY NAME IS DEREK JONES.
I'M A VICE PRESIDENT OF OPERATIONS WITH ARAMARK.
I WANT TO THANK YOU FOR THIS OPPORTUNITY TO PRESENT THIS INFORMATION TO YOU TONIGHT.
I ALSO WANT TO THANK YOU ON BEHALF OF ARAMARKS THROUGH NUTRITION.
YOU GUYS HAVE BEEN VERY SUPPORTIVE GREAT TO WORK WITH, AND QUITE FRANKLY AT CROWLEY ISD IS VERY SPECIAL, AND WE REALLY ENJOY THIS PARTNERSHIP. SO THANK YOU.
SO TODAY WE'LL BE DISCUSSING STATE OF THE BUSINESS, THE EXECUTIVE SUMMARY WHICH REALLY OUTLINES ALL OF THE GREAT THINGS THAT WE DO HERE AT CROWLEY ISD, AND YOU GUYS SAW THAT OUT THERE WITH THE PROMOTIONS, AND WE'LL CLOSE WITH SOME FINANCIALS.
SO WITHOUT FURTHER ADO, DANIEL ROBINSON YOUR GENERAL MANAGER, BRIAN ACHILLES THE DISTRICT MANAGER.
>> GOOD EVENING, MR. VICE PRESIDENT, AND DISTINGUISHED BOARD, DR. MCFARLAND? SO SOME OF OUR PAST DISCUSSION FOLLOWUPS THAT WE RECEIVED IN THE PAST AS FAR AS OUR FEEDBACK FROM STUDENTS, WAS THAT THEY WANTED TO HAVE A QUICK AND EASY BREAKFAST ITEMS. SO ONE OF THE THINGS THAT WE'RE DOING AS FAR AS THE STATUS IS WE'RE IN THE PROCESS OF IMPLEMENTING A GRAB AND GO BREAKFASTS AT THE SECONDARY SCHOOLS.
WE LOOKED AT THE SECONDARY SCHOOL STUDENTS THEY TOLD US THAT THEIR FAVORITE FOODS INCLUDED AMERICAN, MEXICAN IN CHINESE.
WE IMPLEMENTED UPDATED MENU FOR SCHOOL YEAR '22, '23 AT THE SECONDARY SCHOOLS, AND WE'RE CURRENTLY WORKING ON UPDATING SOME OF OUR MATES ORDER ACTIONS STATIONS THE OTHER FEEDBACK WAS ENHANCING THE DINING ENVIRONMENT.
SO SAMPLING AT SELECTED CAMPUSES, PARTICIPATING IN THE FARM FRESH CHALLENGE, AND WORKING WITH CAMPUS GARDENS.
SO WE'RE CURRENTLY ACTUALLY A FEW WEEKS AGO WE DID AN ACTIVITY AT OAK MOUNT WITH THEIR GARDEN, AND WE PLAN ON CONTINUING TO DO OTHER GARDEN PARTNERSHIPS WITH THE OTHER CAMPUSES THEY HAVE GARDENS.
WE HAVE OUR ARAMARK STUDENT VIEWPOINT SURVEY, WHICH IS SCHEDULED TO BE CONDUCTED IN JANUARY 2024, WHICH WILL BE AVAILABLE TO ALL STUDENTS TO BE ABLE TO PROVIDE US WITH THEIR FEEDBACK.
THE SECONDARY STUDENTS HAVE A SURVEY THAT THEY'RE ABLE TO COMPLETE ON THEIR OWN, AND THEN FOR THE ELEMENTARY SCHOOL STUDENTS, WE HAVE A SURVEY AVAILABLE FOR THE PARENTS TO BE ABLE TO ASSIST THEM WITH GIVING US THEIR FEEDBACK WITH THAT.
>> MADAM PRESIDENT, MR. VICE PRESIDENT, DR. MCFARLAND, MEMBERS OF THE BOARD.
AGAIN, MY NAME IS BRIAN ACHILLES.
I AM THE DISTRICT MANAGER FOR THE NORTH TEXAS MARKET WITH ARAMARK.
WANT TO TALK TO A LITTLE BIT ABOUT THE STATE AND THE INDUSTRY THAT WE'RE IN.
I'M GOING TO HOLD OFF AND TALK A LITTLE BIT MORE AROUND
[01:50:01]
LABOR AND ANOTHER SLIDE TO GET A LITTLE BIT MORE IN DEPTH.BUT WE'RE LOOKING AT A COUPLE OF DIFFERENT THINGS.
WE'RE LOOKING AT INCREASED COSTS AS I'M SURE YOU GUYS ARE ALL SEEING IT.
WHEN YOU GO TO YOUR TRIP TO THE GROCERY STORE, YOUR CHIP TO RESTAURANTS, YOU'RE SEEING THE DIFFERENT CHANGES OF SHORTAGES AND THEN YOU'RE SEEING JUST TOTAL LACK OF ITEMS AVAILABLE.
WE JUST WENT THROUGH A STATE AUDIT AT ANOTHER DISTRICT AND THE AUDITOR WALKED IN AND GOES.
THAT'S SURPRISING BECAUSE THERE'S A NATIONAL CARTON SHORTAGE RIGHT NOW.
BUT LUCKILY, WHEN YOU TEAM AND PARTNER WITH A COMPANY LIKE ARAMARK, WE KNEW WELL IN ADVANCE AND A MILK CARTON SHORTAGE WAS COMING.
WE WORK WITH OUR PARTNERS TO SOLVE FOR THOSE ISSUES SO THAT WAY, YOUR STUDENTS ARE NOT AFFECTED.
ON TOP OF THAT, WHEN WE LOOK AT THE LAST REPORT THAT CAME OUT, THIS TO SAY FROM THE BUREAU OF LABOR STATISTICS, WE SEE A CPI INCREASE THE FOOD AWAY FROM HOME AT 5.3 PERCENT.
EVEN THOUGH PRE-PANDEMIC, YOU USE TO PERCEIVE TWO, TWO-AND-A-HALF.
IT DID RAISE UP TO THE 12TH AND 16S FOR A LITTLE WHILE, WE'D HAVE START TO SEE A LEVEL OFF, WHICH IS A GREAT THING.
ALSO DURING THE PANDEMIC, YOU GUYS WERE USED TO THERE WAS MANY WAIVERS THAT WERE PASSED BY THE USDA AND TDA WHICH ALLOWED FOR MEALS TO BE SERVED TO ALL STUDENTS FOR FREE.
THOSE WAIVERS EXPIRED ABOUT TWO YEARS AGO.
WE CONTINUE TO WORK WITH MR. REAVES, MR. WALKER, MR. FISHER, LOOKING FOR WAYS, INNOVATIVE WAYS, SO WE CAN TRY TO BRING SOME OF THOSE TYPE OF IDEAS BACK.
HOW CAN WE EXPAND SERVICES TO ALL KIDS AND TRY TO MAKE SURE THEY HAVE ABILITY TO HAVE FOOD AT LITTLE TO NO COST?
>> IN OUR EXECUTIVE SUMMARY, WE HAVE OPERATING PRIORITIES FOR SCHOOL YEAR 23 AND 24.
AS CULINARY INNOVATORS, WE HAVE ELEVATED FOODS HERE ITEMS, SO THAT CONSISTS OF 100% BEEF PATTIES, ONE PER INCH ARE PERCENT WHOLE MUSCLE CHICKEN PRODUCTS AND ADDITIONAL MADE TO ORDER AT SECONDARY CAMPUSES.
WE ALSO HAVE OUR VERY OWN CHEF, LUCKY SPIRITS THAT'S DOING POP-UP KITCHEN, WHICH YOU'LL SEE IN THE NEXT SLIDE.
AS CULTURAL CONNECTORS, OUR GOAL IS TO BOOST MALE PARTICIPATION AND CURRENT STUDENTS TO TAKE SAMPLES AND CONTINUE TO PUSH STUDENTS FEEDBACK PARTICIPATION, WORK WITH STUDENTS ON THE MENU FEEDBACK.
PARTNER WITH CAMPUSES THAT HAVE GARDENS AND EXTEND THE SPIRAL JUANITA HIGH SCHOOL CAMPUSES.
I KNOW ABOUT A FEW WEEKS AGO, OUR STUDENT TRUSTEE, ABRAHAM, HAD PROVIDED SOME ADDITIONAL INFORMATION AND SOME FEEDBACK FOR US.
WE WORKED WITH MR. WALKER AND HIS TEAM TO BE ABLE TO MEET WITH HER AND WE DID.
WE MET WITH HER UNTIL HER FRIENDS AND HAD A CHANCE TO GET SOME FEEDBACK FROM THEM AND SO WE'RE GOING TO GO BACK AND WE'RE GOING TO TAKE ACTION THAT SHOULD TAKE PLACE IN THE SPRING SEMESTER.
AS IMAGINATIVE PARTNERS, OUR CLIENT GOAL IS OF COURSE, TO CONTINUE TO SHOW STRONG FINANCIAL PERFORMANCE SO THAT FUNDS CAN BE REINVESTED BACK INTO THE PROGRAM, BOOST EMPLOYEE ENGAGEMENT AND APPRECIATION THROUGH COMPETITIVE WAGES AND RECOGNITION, PROMOTE NUTRITIONAL EDUCATION WITH STUDENTS, PARENTS, AND THE COMMUNITY.
THIS IS JUST A QUICK SLIDE OF SOME OF THE FALL PROMOTIONS AND A STUDENT INVOLVEMENT THAT WE HAVE FOR THIS FALL SEMESTER.
SO OF COURSE, HIGHLIGHTING THE DECEMBER CURRENT PROMOTION THAT HOT HONEY CHICKEN BISCUITS, SO STATA, WHICH YOU ALL HAD AN OPPORTUNITY TO SAMPLE THIS EVENING.
WAS ACTUALLY MENU THIS WEEK AT ALL LEVELS, SO ELEMENTARY SCHOOL STUDENTS, AS WELL AS THE SECONDARY STUDENTS, SCHOOL STUDENTS HAD AN OPPORTUNITY TO TASTE THIS UNLIMITED TIME PROMOTION.
IF YOU ALL HEAR ME SAY LTL, THEN AT LEAST YOU'LL KNOW.
AS FAR AS OUR SPECIAL EVENT PROMOTIONS, WE DO PARTICIPATE IN THOSE AS WELL.
WE HAVE A COUPLE OF DIFFERENT THINGS THAT WE'RE DOING THAT WAY WE CAN MAKE SURE THAT WE STAY AHEAD AND KEEP THE KIDS ON THEIR TOES.
THESE ARE JUST A COUPLE OF PHOTOS OF OUR DISPLAY PLATES FROM OUR CAMPUSES OF SOME OF THE PROMOTIONS THAT WE HAVE DONE.
THIS IS JUST SOME ADDITIONAL INFORMATION THAT WE UTILIZE WITH OUR ACE CHARACTER.
THIS IS OUR MASCOT FOR OUR PRIMARY SCHOOLS, BUT IT'S JUST A FUN WAY TO BE ABLE TO PROVIDE INFORMATION TO OUR STUDENTS AND OUR PARENTS AND BE ABLE TO ENGAGE THEM SO THAT WAY THEY CAN BE ABLE TO LEARN AND BE ABLE TO APPLY SOME OF THOSE NUTRITIONAL HEALTHY HABITS AT HOME.
THESE ARE JUST A COUPLE OF PICTURES OF THINGS THAT WE'VE JUST DONE THROUGHOUT SOME OF THE YEARS LAST SCHOOL YEAR AS WELL AS THIS SCHOOL YEAR SO FOCUSING ON THE RIGHT HAND CORNER, OF COURSE, OUR MASCOT ACE WITH SOME OF OUR STUDENTS.
OF COURSE, THE SAMPLING WITH THE SMOOTHIES AND THEN OUR EDUCATIONAL OPPORTUNITY TO BE ABLE TO SPEAK WITH THE KIDS AND TEACH THEM ABOUT HEALTHY HABITS.
IN THIS SIDE, OF COURSE, FOCUSING ON THE RIGHT-HAND SIDE, YOU HAVE ASE AGAIN, YOU HAVE CHEF LUCKY DOING ONE OF OUR POP-UP KITCHENS AT HF STEVENS AS WELL AS CROWLEY MIDDLE SCHOOL.
IN THE TOP CORNER, USC HAS HAD AN OPPORTUNITY TO EDUCATE THE KIDS WHEN WE WERE DOING THE FARM FRESH CHALLENGE BACK IN OCTOBER,
[01:55:04]
AS WELL AS BEING ABLE TO GET SOME FEEDBACK FROM THEM.SOME OF OUR COMMUNITY AND STUDENT ENGAGEMENT AND INVOLVEMENT, WE ARE WORKING WITH THE SCHOOLS ON THEIR GARDENS TO TEACH STUDENTS LESSONS THAT WILL HELP WITH THE CURRICULUM AND WE WANT TO BE ABLE TO CONTINUE TO SUPPORT THE COMMUNITY BY PARTICIPATING IN VOLUNTEER ACTIVITIES AND EDUCATING THE COMMUNITY ON STUDENT NUTRITION AND PROVIDING RESOURCES TO THE PARENTS.
WITH OUR PERSONAL ENGAGEMENT, OF COURSE, WE HAVE EMPLOYEE TRAINING OPPORTUNITIES.
WE HAVE OUR MANAGER AND TRAINING, WHICH IS OUR MIT PROGRAM, WHICH HELPS PROMOTE TRAINING WITHIN OUR DEPARTMENT FROM FOOD SERVICE WORKERS AND WE WANT TO ENCOURAGE THEM FOR UPWARD MOBILITY.
IT ALLOWS US TO BE ABLE TO HIRE WITHIN BUILD BENCH STRENGTH AND TO HELP SMOOTH THE TRANSITION.
IT ALSO HELPS TO KEEP THE TURNOVER AND CONSISTENCY IN THE CAMPUSES.
IN ADDITION TO THAT, ARAMARK HAS A FRONTLINE EDUCATION PROGRAM.
WHAT THAT MEANS IS THAT OUR HOURLY FOOD SERVICE WORKERS AS LONG AS THEY'VE WORKED WITH US FOR AT LEAST SIX MONTHS AND WORK AT LEAST 30 HOURS A WEEK.
THEY'RE ABLE TO GET SOME EDUCATION ASSISTANCE TO BE ABLE TO GET THEIR COLLEGE DEGREES.
IF THERE'S ANY STUDENTS THAT ARE MAYBE HAVING ISSUES FINDING FUNDING FOR COLLEGES, THEY CAN COME AND WORK FOR US, BE WITH US FOR SIX MONTHS AND BE ABLE TO DO THIS PROGRAM TO START THEIR EDUCATION JOURNEY.
IT'LL TAKE PLACE AT ARIZONA STATE UNIVERSITY ONLINE.
AND OF COURSE WITH NO STRINGS ATTACHED.
WE ALSO PARTICIPATE WITHIN THE NATIONAL LUNCH HERO DAY, WHICH TAKES PLACE IN MAY AND WE DO A ANNUAL HOLIDAY PARTY AND THE END OF THE YEAR PARTY WITH OUR STAFF MEMBERS.
>> A FEW MINUTES AGO I TALKED ABOUT HOW THE LABOR MARKETS HAS CHANGED PRIOR TO COVID AND SINCE COVID.
I THINK YOU GUYS HAVE SEEN IT AND THE DISCUSSIONS YOU'VE HAD TO DO AROUND YOUR PAIR OF PROFESSIONAL PAY, YOU'VE HAD TO HAVE MULTIPLE DISCUSSIONS OVER THE YEARS AROUND TEACHERS PAY, BUT THEY INCREASED COSTS AND COST INCREASED COST OF LIVING.
WHEN WE ENTERED THIS LAST CONTRACT WITH YOU, THREE-AND-A-HALF YEARS AGO IT WAS A CONTRACT THAT'S CALLED A FIXED MEAL RATE.
WHAT THAT MEANS IS WE GET PAID A FIXED RATE PER MEAL AND THAT RATE DOESN'T CHANGE THROUGHOUT THE CONTRACT EXCEPT FOR A YEARLY CPI ADJUSTMENT.
AS THE COST OF CPI WAS THREE PERCENT, BUT INFLATION WAS NINE PERCENT, THAT VARIANCE COMES OUT OF THE BOTTOM SIDE OF ARAMARK A FINANCIALLY IF THAT CROWLEY.
THAT HAS TO DO THE SAME WITH PAY.
AS WE CAME BACK FROM THE PANDEMIC PRIOR TO THE PANDEMIC AND $10 STARTING WAGE WAS A GOOD WAGE IN THE AREA.
SINCE POST-PANDEMIC, THOSE WAGES HAVE INCREASED.
LAST YEAR WE DID INCREASE OUR STARTING PAY FOR ALL EMPLOYEES FROM $10-13.50.
TEAM MEMBERS EARNING OVER 13.50 RECEIVED A PERCENT INCREASE AND MANAGERS RECEIVED A PERCENT INCREASE.
WHAT THAT PROGRAM THAT LAST YEAR COST, NO COST OF CROWLEY.
ARAMARK TOOK THE $400,000 COST OF THAT.
ADD IT TO THIS YEAR, THAT'S ANOTHER 400,000.
WE'RE PROUD TO SAY AS WE GET INTO THE NEXT SCHOOL YEAR THAT WE WILL WE WILL TAKE ANOTHER INCREASE TO MEET WHAT YOU GUYS HAVE DUMPED THE PAIR OF PROFESSIONALS AND MOVE THAT UP TO MINIMUM OVER THE 15 OR IF YOU GUYS ARE TIRED, WE NEED TO GO HIGHER.
>> THIS IS JUST SOME OF THE VARIOUS PARENT COMMUNICATION THAT WE HAVE AND THAT WE LIKE TO BE ABLE TO SHARE.
IF THERE'S ANY OPPORTUNITIES THAT WE'RE ABLE TO PARTICIPATE AT THE DIFFERENT EVENTS AT THE SCHOOLS, THIS IS WHAT WE WILL HAVE.
WE ALSO POSTED ON OUR SOCIAL MEDIA, BUT HIGHLIGHTING THE SCHOOL CAMPAIGN.
THIS IS A SLIDE OF OUR SOCIAL MEDIA.
JUST A COUPLE OF QUICK PICTURES.
I'M JUST HIGHLIGHTING SOME OF THE THINGS THAT WE'RE DOING, ANYTHING THAT'S UPCOMING, WHETHER IT'D BE DIFFERENT PROMOTIONS THAT ARE COMING UP, IF IT'S COOKIE MONSTER'S BIRTHDAY, THAT'S HAPPENING.
ANYTHING EXCITING TO BE ABLE TO KEEP OUR CUSTOMERS ENGAGED.
OF COURSE, I ALSO WELCOME YOU ALL TO FOLLOW US ON FACEBOOK AND INSTAGRAM AS WELL SO THAT YOU CAN SEE WHAT WE HAVE GOING ON IN OUR DEPARTMENT.
>> FINALLY, THE END I'M GOING TO TALK A LITTLE BIT ABOUT A MEAL PARTICIPATION.
NOW, AS I MENTIONED, THE POST-PANDEMIC WAIVERS HAVE GONE.
BUT I'M PROUD TO STAND UP HERE AND SAY THAT EVEN THOUGH YOU HAVE INCREASED YOUR POPULATION, WE HAVE INCREASED PARTICIPATION EVEN HIGHER THAN THE POPULATION GROWTH.
IF YOU LOOK AT THE PARTICIPATION ACROSS THE DIFFERENT CATEGORIES, BREAKFAST IS UP THREE PERCENT.
LUNCHES UP THREE PERCENT, AFTER-SCHOOL SNACK PROGRAM, WHICH IS ONLY RUN AT CERTAIN CAMPUSES THAT ARE ELIGIBLE UP A PERCENT.
SAME WITH THE CAC API DEVELOPER PROGRAM, UPPER PERCENT AND THEN YOU LOOK AT THE EQUIVALENCY MEALS ARE UP TWO PERCENT.
OVERALL YOU STILL SEE GROWTH ABOVE ENROLLMENT, WHICH IS IMPORTANT.
THAT MEANS THE KIDS ARE COMING TO THE KITCHENS, THEY'RE ENJOYING FOOD.
I DO ALSO WANT TO GIVE A SHOUT OUT TO DANIELLE AS I'M STANDING HERE AND WHEN THE ICE STORM HIT LAST YEAR, AND HOW SHE WAS ABLE TO TURN AROUND AND SHE
[02:00:02]
GOT A CALL FROM DR. MCFARLAND FROM MR. REAVES, MR. WALKER SAYING WE'RE GOING TO BE SHUTTING DOWN FOR FIVE DAYS.WHAT CAN WE DO FOR THE KIDS? HOW THEY WERE ABLE TO PUT TOGETHER SACK LUNCHES, AND SO SENT HOME ALMOST 45,000 MEALS AT THE DROP OF A HAT? THAT'S WHAT SHE CARES ABOUT CROWLEY ISD AND WE DO APPRECIATE THE PARTNERSHIP AND WE DO APPRECIATE YOUR TIME THIS EVENING.
MADAM PRESIDENT, WOULD YOU LIKE TO TAKE THE HELM? [BACKGROUND] [LAUGHTER]
>> THANK YOU FOR THE PRESENTATION APOLOGIES FOR BEING TARDY.
BUT WHAT I HEARD, I GREATLY APPRECIATE.
THANK YOU FOR THE PRESENTATION AND THEN I THINK IT WAS FITTING TO ADD THE NOTE AT THE END, BECAUSE WHERE WE ALWAYS THINK ABOUT FOOD AND WE TALK ABOUT WHAT WE WANT TO PROVIDE FOR OUR STUDENTS.
I THINK HEARING FOR THE INDIVIDUAL AS WELL.
AGAIN, THANK YOU FOR WHAT YOU DID FOR US BECAUSE IT WAS THROUGH IT WAS AT THE DROP OF A [LAUGHTER] HAT AND YOU PUT IT INTO MOTION AND WE GOT SERVICE TO OUR STUDENTS.
THANK YOU FOR THAT. THEN JUST ONE QUESTION THAT I HAVE AND WHICH IS THE COMMUNICATION TO THE PARENTS BECAUSE, OKAY, YOU SIGN UP FOR THE PROGRAM, BUT HOW WOULD A PARENT THAT DOESN'T HAVE A STUDENT THAT'S SIGNED UP FOR FOOD SERVICE? HOW WOULD THEY GET THE INFORMATION TO ENCOURAGE THEIR STUDENTS TO PURCHASE FOOD SO THAT WE DON'T GET CALLS TO SAY PUT $3 ON MY CASH APP OR BRING ME SOME LUNCH, BREAK MORE TIMES?
>> YOU JUST WANT TO KNOW HOW DO WE HOW WE'RE ABLE TO COMMUNICATE WITH PARENTS THAT MAY NOT NECESSARILY HAVE THE TECHNOLOGY.
THAT'S WHERE WE ACTUALLY TRIED TO WORK WITH THE PRINCIPALS, AS WELL AS MR. KIRCHNER AND HIS TEAM TO BE ABLE TO GET THAT INFORMATION OUT BECAUSE THOSE SOME OF THOSE FIRES THAT I DID SHOW IN THERE, WE DO HAVE HARD COPIES OF THOSE AS WELL.
WHEN WE'RE AT THE BACK-TO-SCHOOL NIGHTS, WE MAKE IT A POINT THAT EVERY SINGLE MANAGER IS AT THOSE NIGHTS THAT THEY HAVE THAT INFORMATION TO BE ABLE TO PROVIDE TO THE CAMPUSES.
THAT WAY WHEN PARENTS HAVE QUESTIONS OR IF THEY WANT TO KNOW, "WHERE CAN I SEE THE MENU FOR THE WEEK?" SO THEY CAN PLAN ACCORDINGLY.
WHERE DO I GO TO CHECK MY ACCOUNT OR ADD MONEY TO MY ACCOUNT? WE MAKE SURE THAT THEY WERE THERE AND READILY AVAILABLE AND ALL THE OPPORTUNITIES THAT WE DO HAVE A CHANCE TO SPEAK WITH TO BE AT THE CAMPUSES WHEN THEY HAVE EVENTS.
FOR EXAMPLE, WHEN THEY HAD THEIR SOLAR ECLIPSE A BIT AT RAM'S, WE WERE THERE WITH THE TABLE JUST READILY AVAILABLE TO ANSWER ANY QUESTIONS THAT PARENTS MIGHT BE ABLE TO HAVE.
ANYTIME THERE'S OPPORTUNITIES LIKE THAT, WE WANT TO TRY TO MAKE SURE THAT WE'RE PRESENT AND AVAILABLE FOR THOSE PARENTS.
>> APPRECIATE IT. THANK YOU. YES, MA'AM.
>> THANK YOU. FIRST OF ALL, THANK YOU FOR GIVING STAFF OR RACE.
THAT WAS GREAT. HAVE YOU HAD ANY TAKERS ON THE GO ON TO COLLEGE FROM WITHIN OUR RANKS HERE IN CROWLEY?
>> YES, WE'VE ACTUALLY SHARED SOME OF THAT INFORMATION WITH OUR STAFF MEMBERS THAT WE DO HAVE A COUPLE OF FOLKS THAT ARE TAKING ADVANTAGE OF THAT.
THEY ACTUALLY WERE LIKE, HEY, CAN I GET MORE HOURS IS JUST ZERO.
TRANSITIONING FROM THE PARTS, I WANT TO GO FULL TIME JUST SO THAT THEY CAN TAKE ADVANTAGE OF THAT OPPORTUNITY TO FURTHER THEIR EDUCATION.
>> THAT'S GREAT. ONE OTHER QUESTION AND THIS IS JUST PERSONAL FOR ME, BECAUSE I'M NOT THE EURO.
[LAUGHTER] WHAT IS 100% FOR MUSCLE CHICKEN? [LAUGHTER]
>> CHICKEN THE FLUXES LOT, WHOLE MUSCLE CHICKEN, IT'S 100% WHITE BREAST MEAT, MEANING THAT IT'S A HEALTHIER, IT'S A COMPARABLE TO A CHICK-FIL-A CHICKEN SANDWICHES JUST NOT FRIGHTEN THE PEANUT OIL.
IT'S A HEALTHIER, NON-FORMED PRESSED WHITE AND DARK MEAT SORT OF COMBINATION, WHICH YOU FIND IN SOME CHICKEN NUGGETS LIKE BURGER KING AND THOSE THINGS, THEY'RE ACTUALLY A FORM OF CHICKEN.
THIS IS ACTUALLY WHITE PRESS CUT ME SO IT'S HEALTHIER, NUTRITIOUS CHICKEN.
>> I JUST WANT TO SAY THANK YOU FOR THE PRESENTATION AND FOR THE PICTURES.
DO YOU WANNA WORK WITH HIGH SCHOOLS? IS IT JUST MORE LIKE FOR ELEMENTARY AND MIDDLE SCHOOL WHEN IT COMES TO LIKE SAMPLES OR LIKE JUST A THING LIKE THE IMAGES WITH THAT?
>> NO, WE DO WORK WITH THE HIGH SCHOOLS AND MIDDLE SCHOOLS AS WELL.
[02:05:01]
WHERE WE DO A LOT OF THE ACTION STATIONS WITH THE POP-UPS AND THEN WITH THE SAMPLINGS, WE DO SAMPLINGS OF OUR MONTHLY PROMOTIONS OR LTE OWES AT LEAST A WEEK BEFORE.>> ONE MORE QUESTION. WHAT THE GARDENS, THE SCHOOL GARDEN? WHAT IS IT EXACTLY THEY ARE AND HOW THEY GOT A COLLABORATE WITH SCHOOLS WITH THE GARDENS?
>> WITH THE GARDEN SO CURRENTLY AT PMA OR WHAT, I WOULD SAY PROBABLY BEFORE COVID, THEY HAD RECEIVED A GRANT TO BE ABLE TO START THEIR GARDEN.
BUT SINCE THEN THERE NOW JUST JUST DOING IT ON THEIR OWN.
WE FOUND OUT THAT THEY HAD WON AND SO WE'RE JUST WORKING WITH THEM DIRECTLY TO DO THAT.
WE'RE DOING A FUN ACTIVITY WITH THEM WHERE THERE WERE GROWING FRUITS AND VEGETABLES AND THEN WE'RE GOING THROUGH THE PROCESS OF LIKE SO THEY'RE LEARNING HOW IT GROWS AND THEN THEY'RE LEARNING ABOUT THE NUTRIENTS.
THEY ALL GO INTO IT TO BE ABLE TO FORMULATE MALE WITH THAT.
WE'RE DOING THAT AT OAK MOUNT AND THEN I KNOW AT SYCAMORE THEY RECENTLY RECEIVED THEIR GRANT TO DO THEIR GARDEN.
IT WILL BE MORE SO JUST WORKING CLOSELY ALONGSIDE THEM SINCE THEY ALREADY HAVE A CURRICULUM ASSOCIATED WITH THAT PARTICULAR PROGRAM.
>> THANK YOU. I GOT ONE QUESTION FOR DR. MCFARLAND? FOR THE I BELIEVE IT'S FREE FOR THE GARDENS, HOW IS IT THAT WE RECEIVED THESE GRANTS TO LIKE GIVE MORE SCHOOLS LIKE GARDENS OR GIVE THE YOU KNOW WHAT I MEAN, HOW IS IT THAT WE CAN ACTUALLY PROVIDE MORE GUIDANCE FOR SCHOOLS?
>> THAT'S DEFINITELY SOMETHING THAT IT'S AVAILABLE AND THERE'S SEVERAL PROJECTS IN TARRANT COUNTY, THE BLUES ON PROJECTS AND OTHERS THAT WE PURSUED AT SOME CAMPUSES.
BUT WE CAN LOOK AT POSSIBLY PURSUING THEM AND OTHERS.
NORMALLY, THE TEACHERS ON THE CAMPUS WITH PURSUE THAT GRANT.
UNLESS IT'S SOMETHING THAT'S LARGER.
WE HAVEN'T PURSUED AT THE DISTRICT LEVEL, BUT THERE'S SOMETHING THAT WE COULD.
>> FEEL FREE TO ASK FOR SAMPLES ANYTIME IT DOESN'T HAVE TO BE A MONTHLY PROMOTION AT THESE CELL.
>> I WILL TOTALLY TAKE ANOTHER SAMPLE BECAUSE THOSE WERE SO GOOD.
>> I WASN'T HERE FOR THE SAMPLE SO YOU HAVE ANY LEFTOVERS, I'LL TAKER THEM.
>> TOMORROW AT THE HIGH SCHOOL.
>> WE SAW IT WHEN WE START WITH THE LIMITED TIME OFFERINGS, WE SERVE IT AT EVERY SCHOOL IN THE DISTRICT.
>> I'M AT CTE AND I DON'T KNOW ABOUT THE SAMPLES.
>> I WILL BE SEEING YOU SAT TOMORROW.
>> ARE THERE ANY OTHER QUESTIONS OR COMMENTS? THANK YOU VERY MUCH.
>> I REALLY APPRECIATE YOUR PRESENTATION.
>> THAT'S GOING TO BRING US TO AGENDA ITEM 8.0,

[02:10:02]
ARE THERE ANY SPEAKERS TONIGHT?>> YES, SIR. WE HAVE TWO SPEAKERS SIGNED UP FOR OPEN FORUM.
OUR FIRST SPEAKER IS DANIEL BENNETT.
DANIEL BENNETT, 401 OF WHITE SETTLEMENT. GOOD EVENING.
I'M NOW GOING TO TONIGHT AT 10.3 AND 10.4, YOU'LL BE CASTING YOUR BALANCE FOR JOHNSON AND TO OUR COUNTY APPRAISAL DISTRICTS.
WHAT YOU SAID ABOUT MENTORING, I THINK IS VERY IMPORTANT AND THERE'S MENTORING ON ALL LEVELS.
EVEN AS ADULTS, WE HAVE MENTORS.
THIS PARTICULAR ELECTION IS GOING TO BRING IN THREE NEW BOARD MEMBERS.
WAS THE ONLY IT'D BE ONE BOARD MEMBER WHO'S GOING TO HAVE THE EXPERIENCE OF CHOOSING ARB MEMBERS.
THAT'S MR. GUARDIOLA SIR, THE ADMINISTRATIVE JUDGE WAS CHARGED WITH THE TASK OF CHOOSING AD2 PEOPLE FOR THE ERP, ALONG WITH DELAYS ON TAX OFFICE.
OFFICER, AND THIS IS COMMON THROUGHOUT THE STATE.
NOW THE BOARD OF DIRECTORS WILL DO IT.
THEY USED TO BE THE BOARD OF DIRECTORS AND THEN THEY CHANGED THE LAW.
NOW, THE REVERTING BACK TO HOW IT WAS.
MR. LAZADA HAS SPENT SIX YEARS IN ARB HEARING THOUSANDS AND THOUSANDS OF PROTESTS, COMMERCIAL, BUSINESS, PERSONAL PROPERTY, AND RESIDENTIAL.
HE WILL BE MENTORING THAT BOARD WHEN IT COMES TIME TO CHOOSE PEOPLE FOR THE APPRAISAL REVIEW BOARD.
I WANT YOU TO KEEP THAT IN MIND AS YOU GUYS ARE TASKED TO CAST YOUR BALLOT.
HE IS A 23-YEAR OF OUR RESIDENT, ARLINGTON.
BOTH HIS KIDS GRADUATED LAMAR HIGH SCHOOL.
HE WAS ALSO ON THE BLUE RIBBON COMMITTEE FOR THE ARLINGTON INDEPENDENT SCHOOL DISTRICT.
HE HAS EXPERIENCED BOTH IN PRIVATE BUSINESS AND IN PUBLIC SECTOR.
WITH DART, HE'S BEEN AN ASSISTANT MANAGER TO A SCHOOL SUPERINTENDENT AND HE'S BEEN AN ASSISTANT MANAGER TO ACTUAL CITY MANAGER, AND HE'S RETIRED.
HE HAS THE TIME TO DEDICATE FULL-TIME RIGHT NOW, I JUST CAME FROM A TAD MEETINGS START AT 9:00.
I DON'T KNOW, I THINK THEY BROKE AROUND 5:00.
I DIDN'T GET TO SEE THE OUTCOME OUT OF EXECUTIVE SESSION.
I'M HOPING THAT YOU WILL CONSIDER MR. LAZADA CAST ALL 134 VOTES FOR HIM.
[NOISE] ALSO WOULD LIKE TO ASK, YOU CAN CONVERSE WITH ME WHEN THE VOTE COMES UP FOR OUR NEWEST MS. GOMEZ AND MS. HAMILTON, BECAUSE THIS IS A VERY ODD ELECTION AND THEY MAY NOT BE AWARE OF IT.
I'D BE MORE THAN HAPPY TO ANSWER A COUPLE OF QUESTIONS FOR THOSE FINE YOUNG LADIES IF THEY HAVE SOME.
JOHNSON COUNTY, HE'S A GENTLEMAN WHO WAS MAKING MY ROUNDS.
MR. LAZADA CAME TO SPEAK TO YEARS.
HE'S PROBABLY SPOKEN TO 15 ENTITIES.
THIS SERIES, I MET A GENTLEMAN NAMED DWAYNE GOULDING, G-O-U-L-D-I-N-G, 75 YEARS OLD. HE'S IT.
HE'S RETIRED. I DON'T KNOW IF HE'S ACTUALLY RETIRED, BUT I'VE MET THAT GENTLEMAN.
HE'S ON YOUR BALLOT FOR JOHNSON COUNTY AND I'M ASKING YOU TO CONSIDER HIM FOR THE 12 VOTES THAT YOU HAVE IN JOHNSON COUNTY.
I WANT TO THANK YOU FOR YOUR TIME.
LADIES, HAVE A QUESTION. THANK YOU.
>> THANK YOU, MR. BRENNAN. MR. KIRCHNER?
>> SIR, OUR NEXT SPEAKER THIS EVENING IS CARA WADDELL.
>> GOOD EVENING. MADAM PRESIDENT, MEMBERS OF THE BOARD, SUPERINTENDENT MCFARLAND.
I SERVE AS THE PRESIDENT AND CEO OF CHILDCARE ASSOCIATES.
WE'RE A LONG-TERM PARTNER OF WORKING WITH CROWLEY ISD.
I THINK WE SHARE A COMMON VISION IN YOUR COACH TALK TONIGHT ABOUT WITHOUT VISION, PEOPLE PERISH.
WE SHARE A COMMON VISION THAT EVERY CHILD REGARDLESS OF NEIGHBORHOOD OR CIRCUMSTANCE, WOULD HAVE ACCESS TO HIGH-QUALITY EARLY LEARNING BEFORE THEY COME AND BECOME A KINDERGARTEN STUDENT HERE.
I JUST WANTED TO BE HERE IN PERSON THIS EVENING AND THANK EACH ONE OF YOU AND DR. MCFARLAND SPECIFICALLY FOR YOUR INSIGHT INTO THE IMPORTANCE OF EARLY CARE AND LEARNING FROM 0-5.
IT'S ALMOST FIVE-YEAR ANNIVERSARY OF OUR PARTNERSHIP.
WE HAVE BEEN WORKING TOGETHER AND HEAD START AND EARLY HEAD START.
HEAD START FOR JOINT PRE-K PARTNERSHIPS.
THAT EARLY HEAD START AS OUR FIVE-YEAR ANNIVERSARY, AND THAT IS THE INFANT TODDLER CLASSROOMS AT J-HEART GRADE.
OVER THE LAST FIVE YEARS, WE'VE BROUGHT ALMOST FIVE MILLION DOLLARS INTO CROWLEY ISD FOR CRITICAL SERVICES FOR INFANTS AND TODDLERS.
SINCE THAT TIME, YOU'VE INSPIRED OTHER SCHOOL DISTRICTS, THEY FOLLOWED YOUR LEAD.
YOU'VE BEEN FEATURED NATIONAL BY THE OFFICE OF HEAD START AS WELL.
THANK YOU FOR MAKING A DEVELOPMENTAL BOOST IN FOR FAMILIES AND CHILDREN THAT NEED THAT LITTLE EXTRA HELP.
[02:15:04]
I SPECIFICALLY DID WANT TO CALL OUT ROLANDO MCKINSEY, WHO'S WORKED INCREDIBLY HARD ORIGINALLY TO HELP OPEN THE EARLY HEAD START CLASSROOMS. AT HEART GRAVE ROXY NORFLICKS, I BELIEVE TODAY FOR HER CAMPUS LEADERSHIP.A SHOUT OUT TO RANDY REEVES WHO SUPERVISED THE BUILDING OUT OF ALL THESE CLASSROOMS, SPECIAL REQUIREMENTS, YOU CAN IMAGINE.
A FIFTH GRADE CLASSROOM AND INFANT TODDLER CLASSROOM ARE QUITE DIFFERENT.
I THINK MR. WALKER IS HERE AS WELL WITH MAINTENANCE AND HE'S BEEN SO FAITHFUL AND MAINTAINING THE BUILDING, OPENING IT ON THE SUMMERS AND ODD HOURS WHEN WE NEED TO GET IN THERE, THE FOOD SERVICES TEAM, SAME THING.
FIFTH GRADE MEALS AND FIT MEALS ARE QUITE DIFFERENT AND THEY'D BEEN INCREDIBLE WORKING TOGETHER.
ALSO A SPECIAL THANK YOU TO ROBERT GILLIES, WHO'S OVERSEEING CROWLEY ISD EARLY CHILDHOOD PROGRAMS AS WELL.
SCHOOL BOARDS HAVE A LOT OF DIFFICULT DECISIONS.
I HOPE THIS WAS NOT A DIFFICULT ONE TO DECIDE TO INVEST IN OUR YOUNGEST LEARNERS AND THEIR BIGGEST BRAND-BUILDING HERE.
THANK YOU FOR A CHANCE TO BE HERE AND HAPPY HOLIDAYS TO EVERYONE AS WELL.
>> THANK YOU. THAT BRINGS US TO AGENDA ITEM 9.1.
[9.0 Consent Agenda]
THE APPROVAL OF THE SAME AGENDA.WE HAVE A AGENDA ITEM 9.2, APPROVAL OF THE NOVEMBER 16TH, 2023 REGULAR BOARD MEETING MINUTES 9.3, FINANCIAL STATEMENTS 9.4.
BUDGET AMENDMENT 9.5, REQUESTS FOR PROPOSALS FOR THE PURCHASE AND INSTALLATION OF VIDEO SURVEILLANCE CAMERAS, 9.6 REQUESTS FOR PROPOSALS FOR THE PURCHASE OF STYROFOAM RECYCLING UNITS, 9.7 APPROVAL FOR DAVIS BACON ACT LANGUAGE FOR 2023 BOND PROJECTS AND 9.8 PUBLIC PROPERTY EASEMENT WITH THE CITY OF FORT WORTH.
IS THERE A MOTION OR ANY QUESTIONS?
>> MR. VICE PRESIDENT, I DID HAVE A QUESTION, SIR, ON THE RFP FOR THE PURCHASE AND INSTALLATION OF THE CAMERAS.
THE RECOMMENDATION IS FOR ENTERPRISE SECURITY SOLUTIONS OF TEXAS AT A PRICE OF 485,000.
I'M JUST LOOKING AT THE EVALUATION AND SCORECARD, I'M NOTICING THAT THE RECOMMENDATION FOR THAT SPECIFIC VENDOR, THEIR PRICING CAME IN EXTREMELY HIGHER THAN THE OTHER BIDS THAT WERE SUBMITTED.
I GUESS MY QUESTION IS, WAS THERE SOMETHING SPECIFIC THAT THIS PARTICULAR VENDOR IS PROVIDING THAT IS VASTLY DIFFERENT FROM WHAT THE OTHER BIDDERS WERE OFFERING? BECAUSE WE'RE TALKING ABOUT A DIFFERENCE, ROUGHLY ABOUT $100,000 FOR THE SAME PRODUCT.
I'M JUST CURIOUS AS TO THE SELECTION.
I GET THAT THERE ARE MULTIPLE FACTORS, BUT WE'RE STILL TALKING ABOUT $100,000 DIFFERENT.
>> YES, SIR. THE ACTUAL COMPANY THAT BID THEM, THEY HAD THE LOWEST BID.
IT WAS SOME ITEMS IN THEIR BID THAT WAS NOT INCLUDED.
THEY DIDN'T EXACTLY BID THE PROJECT, THE SCOPE OF WORK AS WE NEED.
I THINK AFTER YOU LOOK AT WHAT THEY'VE MISSED OUT ON THE BIDS WERE, I THINK MAYBE $20,000-25,000 DIFFERENCE.
IN THE COMMITTEE, WE HAVE MORE EXPERIENCE WITH EAST PROJECTS THAT WE'VE DONE.
WITH THE EAST, WE JUST FELT THAT IT WAS A TURNKEY PROJECT.
THEY HAVE EXPERIENCED WHAT I BUILD THIS AS I SAID.
THE OUTER WORDS WAS ACTUAL WILL BE DONE IN-HOUSE COMPARED TO ONE THAT COMES WITH SOME SUBCONTRACTOR WORKOUT. THANK YOU.
>> ARE THERE ANY OTHER QUESTIONS? IS THERE A MOTION?
>> I RECOMMEND APPROVAL OF THE CONSENT AGENDA AS PRESENTED.
MS. DAVIS MADE THE MOTION AND THEN WE COME TO A VOTE.
[02:20:21]
THE MOTION PASSES UNANIMOUSLY, WHICH MOVES US TO CONSIDERATION AND POSSIBLE ACTION ITEMS.[10.0 Consideration and Possible Action Item (s)]
AGENDA 10.1, CONSIDER ADOPTION, LOCAL POLICY, ELA TO ALL PARTNERSHIPS.>> MR. VICE PRESIDENT, MADAM PRESIDENT, AND BOARD MEMBERS, WE HAVE MS. PAUL HERE TO JUST WALK US THROUGH ELA LOCAL.
THIS POLICY IS THE AUTHORIZING POLICY THAT WILL ALLOW US TO PURSUE PARTNERSHIPS.
AGAIN, THIS POLICY ONLY GIVES US THE ABILITY TO GO OUT AND HAVE CONVERSATIONS IN RFP FAR APART FOR THE PARTNERSHIP, THIS DOES NOT APPROVE THE PARTNERSHIP.
THIS ACTION WOULD JUST BE APPROVING POLICY. MS. PAUL.
>> MR. VICE PRESIDENT, BOARD OF TRUSTEES, AND DR. MCFARLAND.
TONIGHT, WE'RE GOING TO LOOK AT ELA LOCAL POLICY, WHICH ALIGNS WITH ALL THREE OF OUR BOARD GOALS.
I BELIEVE YOU RECEIVED THIS POLICY ALREADY, BUT TONIGHT WE JUST WANT TO GO THROUGH SOME UPDATES THAT WE RECEIVE FROM TEA.
IN ORDER FOR US TO RECEIVE FUNDING, IT HAS TO GO THROUGH A PROCESS OR TEA THAT IT PASSES.
YOU ALSO HAVE A HARD COPY, I BELIEVE TWO, BUT IF YOU LOOK AT THE RED, THE RED IS WHERE YOU WILL SEE CHANGES THAT TEA HAS RECOMMENDED THAT WE MAY THINK ABOUT LOOKING AT.
BECAUSE AS WE GO THROUGH THAT, I JUST WANTED TO NOTE THAT'S WHAT THAT IS WHEN YOU DO THOSE RED NOTES.
THE FIRST THING THAT I WOULD LIKE TO LOOK AT ON THE FIRST PAGE IS THE DIFFERENCE WITH OPERATING PARTNER IN PARTNERSHIP WHERE IT SAYS 11.782.
I WANT TO BE VERY SPECIFIC ABOUT WHAT THAT IS TALKING ABOUT FOR CROWLEY ISD.
ON THE NEXT SLIDE, YOU CAN DETERMINE BETWEEN SECTION 11.174 AND IT SAYS A, IN OUR CONTRACT THAT SAYS, 11.74 2A.
THE DIFFERENCE IS, 1A IS DESCRIBING AN OPEN ENROLLMENT CHARTER SCHOOL, 2A IS SAYING THAT WE CAN PARTNER WITH A HIGHER EDUCATION INSTITUTION, OR WE CAN PARTNER WITH A GOVERNING ENTITY, OR WE CAN PARTNER WITH A NON-PROFIT ENTITY.
THERE'S THREE DIFFERENT WAYS THAT WE CAN PARTNER IN TWO.
HOWEVER, SINCE WE DID NOT ADD A, WE'RE EXCLUDING OPEN ENROLLMENT CHARTER SCHOOL.
ON THE NEXT SECTION IS OUR REVIEW COMMITTEE.
ONCE WE PASS OUR POLICY, WE HAVE TO HAVE A REVIEW COMMITTEE.
THAT REVIEW COMMITTEE IS CONSISTENT UPON A DISTRICT PERSONNEL.
WE WOULD INCLUDE A BOARD MEMBER AND WE HAVE TO HAVE AN EXTERNAL PERSON OUTSIDE OF CROWLEY ISD TO BE A PART OF THIS COMMITTEE.
YOU CAN SEE IN RED THERE ONE OF THE THINGS THAT TEA RECOMMENDED THAT WE ADD IS PASSING A CONFLICT OF INTERESTS CHECK, WHICH WE WILL USE OUR LOCAL POLICY THAT WE HAVE WITH HUMAN RESOURCES TO UTILIZE THAT.
MOVING FORWARD IN THE POLICY, I'M GOING TO BRING MS. ALYSSA MORRISON, WHO IS VERY FAMILIAR WITH ALL THE WORK AND SHE'LL BE ABLE TO WALK US THROUGH EACH PAGE OF THIS DOCUMENT BECAUSE THIS IS WHAT SHE DOES EVERY DAY AND BE ABLE TO WALK US THROUGH PAGE BY PAGE, STEP-BY-STEP OF WHAT THIS POLICY REALLY MEANS FOR CROWLEY ISD.
>> HELLO AGAIN, MADAM PRESIDENT, BOARD OF TRUSTEES, SUPERINTENDENT MCFARLAND.
[NOISE] HERE ON PAGE 3, ONE OF THE THINGS I'LL CALL OUT IS THE OVERSIGHT AND EVALUATION SECTION OF THE POLICY.
THIS PART OF THE POLICY IS REALLY ABOUT HOW YOU WOULD MONITOR THE PARTNERSHIP WHILE IT'S ONGOING.
IT SAYS THAT THE BOARD HAS THE ROLE HERE OF AUTHORIZER THAT YOU WOULD DEVELOP A MONITORING SYSTEM FOR THE PARTNERS, ACADEMIC, FINANCIAL, OPERATIONAL, AND GOVERNANCE STANDARDS THAT WOULD ALL BE DELINEATED IN THAT PERFORMANCE CONTRACT.
SO DR. MCFARLAND SAID BEFORE, YOU HAVE CONTROL OVER WHAT'S IN THAT PERFORMANCE CONTRACT.
THAT'S WHERE YOU SET ALL THE STANDARDS AND THE DATA THAT YOU'RE GOING TO COLLECT, THE REPORTING SCHEDULE FOR THAT DATA, SO YOU CAN BE VERY CLEAR UP FRONT HOW YOU'RE GOING TO HOLD THAT PARTNER ACCOUNTABLE FOR MEETING YOUR GOALS FOR YOUR STUDENTS IN THE PARTNERSHIP.
[02:25:05]
ANOTHER THING THAT'S IMPORTANT ABOUT THIS IS THAT THEY'RE HELD ACCOUNTABLE FOR EACH CAMPUS SEPARATELY.IF YOU HAVE A PARTNER WHO HAS MULTIPLE CAMPUSES IN THAT PARTNERSHIP, THE DATA IS MONITORED FOR EACH INDIVIDUAL CAMPUS.
SOME CAMPUSES MAY MEET THEIR GOALS, SOME CAMPUSES MAY NOT AND YOU GET TO TAKE THAT INTO ACCOUNT WHEN YOU DECIDE FOR EACH CAMPUS, WILL THE PARTNERSHIP CONTINUE? ANOTHER PIECE I WANT TO CALL OUT ON THE NEXT PAGE, ON PAGE 4 IS AROUND INTERVENTION.
IF ANYTHING EVER HAPPENED WHERE THE PARTNER VIOLATED THE CONTRACT, THE DISTRICT COULD INTERVENE.
THERE ARE DIFFERENT LEVELS OF INTERVENTION IN DIFFERENT STYLES HERE.
BUT ULTIMATELY, YOUR BOARD COULD DECIDE TO PUT THAT PARTNER ON PROBATION OR REVOKE THE CHARTER.
DEPENDING ON WHAT THEY DID THAT VIOLATED THE CONTRACT, YOU WOULD HAVE THE OPPORTUNITY TO INTERVENE.
WE'LL TALK A LITTLE BIT ON THE NEXT PAGE ABOUT WHAT IT MEANS TO REVOKE THE CHARTER.
ON PAGE 5 HERE, THERE'S TWO SECTIONS OF THE REVOCATION CRITERIA.
THE FIRST SENTENCE SAYS WHAT THE BOARD MAY REVOKE A CHARTER AS PERMITTED BY LAW OR BY THE CHARTER PERFORMANCE CONTRACT FOR FAILURE TO MEET PERFORMANCE STANDARDS.
IF THE PARTNER DOESN'T MEET YOUR GOALS THAT YOU PUT INTO THAT CONTRACT, YOU CAN REVOKE THE CHARTER.
YOU SHALL EVOKE THE CHARTER, THIS NEXT SECTION, THE BOARD HAS TO REVOKE THE CHARTER IF ANY OF THESE THINGS HAPPEN, PERSISTENT FAILURES, VIOLATIONS.
THIS IS HOLDING YOU TO THAT, THAT YOU MUST REVOKE THE CHARTER IN THESE CASES, BUT YOU MAY REVOKE IT FOR NOT MEETING THE PERFORMANCE GOALS YOU SET.
THE PIECE THAT I WANT TO HIGHLIGHT ON PAGE SIX HERE IS ABOUT THE PROCEDURE FOR REVOKING.
IF YOU DECIDE THAT THERE'S BEEN A VIOLATION AND YOU'RE THINKING ABOUT REVOKING, THIS LAYS OUT WHAT THE PROCEDURE WOULD BE.
SUPERINTENDENT WOULD INITIATE AN INVESTIGATION AND YOU WOULD GO THROUGH THESE PROCESSES.
ULTIMATELY, IT WOULD BE A HEARING IN FRONT OF THIS BOARD AND YOU WOULD MAKE A DECISION.
IF YOU DID DECIDE TO REVOKE, IF THERE WERE A HEALTH OR A SAFETY CONCERN, YOU COULD REVOKE IMMEDIATELY.
UNDER THE NOTIFICATION SECTION, IT SAYS IF SOMETHING IS HAPPENING AND YOU NEED TO REVOKE IT FOR HEALTH OR SAFETY CONCERNS, YOU CAN REVOKE THAT CHARTER IMMEDIATELY.
OTHERWISE, YOU WOULD REVOKE IT EFFECTIVE AT THE END OF THAT SCHOOL YEAR.
THAT MINIMIZES DISRUPTION FOR STUDENTS, FOR PARENTS, FOR STAFF WHO ARE INVOLVED IN THAT PARTNERSHIP, AND THAT YOU WOULD NOTIFY THEM AND THE PUBLIC THAT AT THE END OF THE CURRENT SCHOOL YEAR, THAT PARTNERSHIP WITH TRANSITION.
FINALLY, ON THE LAST PAGE, THIS IS A NOTIFICATION AROUND NON RENEWAL.
AT THE END OF THE TERM OF THE PERFORMANCE CONTRACT, THE BOARD GETS TO RUN A RENEWAL PROCESS AND DECIDE WHETHER TO RENEW THE CONTRACT WITH THE PARTNER OR NOT TO RENEW THE CONTRACT WITH THE PARTNER.
IF YOU EVALUATE THEIR PERFORMANCE AGAINST THE STANDARDS IN THE CONTRACT AND YOU FIND THAT THEY DID NOT MEET THOSE GOALS, YOU COULD CHOOSE TO NON RENEW THE CONTRACT.
YOU WOULD NEED TO NOTIFY THEM BY JANUARY OF THE YEAR THAT YOUR NON RENEWING.
IF SCHOOL IS GOING TO START AGAIN IN THE FALL, THEY NEED TO HAVE SIX MONTHS NOTICE, ESSENTIALLY, TO MAKE SURE THAT THEY'RE WINDING DOWN, THAT THE DISTRICT WOULD HAVE THE OPPORTUNITY TO RAMP BACK UP AGAIN WITH A DIFFERENT PLAN AND SO IF EVER, YOU DECIDED TO NON RENEW A CONTRACT, YOU WOULD HAVE THAT NOTIFICATION PERIOD AHEAD OF TIME.
IF YOU DECIDED TO RENEW THE CONTRACT, YOU COULD HOLD A PUBLIC HEARING AND ALLOW THE PARTNER TO PRESENT THEIR RATIONALE FOR RENEWAL AND THEN YOU CAN MAKE A DECISION ABOUT WHETHER TO RENEW THE CONTRACT AND FOR HOW MANY YEARS.
THOSE ARE SOME OF THE ELEMENTS THE POLICY THAT WE SPECIFICALLY WANTED TO CALL OUT.
>> ARE THERE ANY QUESTIONS? MS. DAVIS?
>> DR. MCFARLAND, THIS IS THE POLICY YOU SENT US EARLIER, RIGHT?
>> YES. WITH JUST A FEW MINOR EDITS FROM TEA.
NOT SUBSTITUTE, BUT THERE WERE SOME THERE.
>> EXPLAINING EVERYTHING. THANK YOU.
>> ARE THERE ANY OTHER QUESTIONS?
>> I DID. JUST CLARIFICATION ON THE REVOCATION FOR CAMPUS BECAUSE YOU MENTIONED THAT EACH CAMPUS HAS INDEPENDENTLY CHARTERED.
WHEN, LET'S JUST SAY THERE'S A VIOLATION FOR ONE CAMPUS, IT DOES NOT IMPACT THE REST OF THE CAMPUSES.
HOWEVER, WOULD WE ALSO STILL, IF WE THOUGHT THAT IT WAS TOO RISKY TO CHANCE WITH ANY OF OUR OTHER CAMPUSES,
[02:30:03]
COULD THAT ONE CAMPUS ALLOW US TO MAKE A DECISION FOR THE ENTIRE PARTNERSHIP?>> IT WOULD REALLY BE BASED ON HOW YOU WRITE THE PERFORMANCE GOALS IN THAT CONTRACT.
BUT THEY CERTAINLY COULD BE WRITTEN THAT WAY.
>> THEN THE ONLY OTHER QUESTION I HAVE IS I KNOW WE'RE TALKING ABOUT WHAT THE VIOLATIONS ARE ON THE PARTNER SIDE OR THE OTHER SIDE.
WHAT RESPONSIBILITIES DO WE HAVE ON OUR SIDE?
>> YES. TYPICALLY THAT'S OUTLINED IN THE PERFORMANCE CONTRACT AS WELL AND USUALLY THERE'S A CURE PERIOD FOR BOTH SIDE.
IF THE PARTNER EVER FELT THAT THE DISTRICT HAD VIOLATED THE CONTRACT, THEY WOULD NOTIFY IN WRITING, THE DISTRICT WOULD HAVE THE OPPORTUNITY TO CARE, AND YOU WOULD GO BACK THROUGH AND ESCALATING PROCESS THE SAME WAY AS THE DISTRICT WOULD ESCALATE THE PARTNER.
YOU COULD PUT IN MEDIATION INTO THE CONTRACT TO MAKE VERY CLEAR HOW DISPUTES WOULD BE RESOLVED.
>> I BELIEVE THE REVOCATION SECTION, IT TALKS ABOUT PERSISTENT AND SERIOUS INCIDENTS.
WHO DETERMINES WHAT IS PERSISTENT AND WHAT IS SERIOUS?
>> YES. GREAT QUESTION. REALLY IT'S THIS BOARD THAT IS DETERMINING WHETHER THE CRITERIA MEET THE THRESHOLD FOR REVOCATION.
IN THIS SECTION IT TALKS ABOUT TOO, THAT THE DECISION IS BASED ON THE BEST INTERESTS OF STUDENTS, INCLUDING THE SEVERITY OF THE VIOLATION.
THAT'S SEVERITY IS UP TO YOU ALL.
>> ARE THERE ANY OTHER QUESTIONS? THANK YOU VERY MUCH. THIS IS A POSSIBLE ACTION ITEM.
>> I MAKE A MOTION THAT WE RECOMMEND APPROVAL OF THE BOARD ELA LIKEWISE PRESENTED.
>> MS. STEVENSON MAKES A MOTION. IS THERE A SECOND?
>> MS. DAVIS MAKES IT A SECOND. GOT A VOTE? MOTION PASSES UNANIMOUSLY.
GOOD JOB, YOU-ALL. DR. MCFARLAND.
>> MR. VICE PRESIDENT AND ALSO MADAM MADAM PRESIDENT AND BOARD.
WITH ALICIA'S HELP WE'RE GOING TO PROVIDE YOU ALL WITH NOTEBOOKS THAT WILL HAVE ALL OF THE PARTNERSHIPS IN TEXAS, AS WELL AS ALL OF THE PERFORMANCE CONTRACTS, AS WELL AS ALL OF THE INFORMATION ON DISTRICTS THAT HAVE REVOKED THE CONTRACT.
BUT IT WILL HAVE THAT INFORMATION TO BUILD OUR AWARENESS ABOUT THE PARTNERSHIPS.
WE THEN WILL IDENTIFY ABOUT THREE PLACES WE CAN VISIT, WHERE WE CAN GO AND YOU WILL HAVE THE OPPORTUNITY TO TALK TO THE BOARD.
WE CAN ACTUALLY SEE PARTNERSHIPS THAT WILL BE MOST LIKED ONES THAT WE CAN POSSIBLY DO.
THE GOAL IS TO DO ALL OF THAT REALLY DURING THE MONTH OF JANUARY, AND FEBRUARY, BEFORE WE SET THE CALL FOR BOTH OF THEM.
>> THAT'S GOING TO BRING US TO AGENDA ITEM 10.2, GUARANTEED MAXIMUM PRICE FOR ELEMENTARY SCHOOL NUMBER 17. DR. MCFARLAND.
>> MADAM PRESIDENT, BOARD MEMBERS, WE'RE DEFINITELY EXCITED TO BRING FORWARD THIS NEXT ITEM.
I KNOW AT THE NEXT BOARD MEETING WE HAVE SOME OTHER EXCITING CONSTRUCTION INFORMATION TO SHARE WITH YOU, BUT TONIGHT WE'LL TALK ABOUT ELEMENTARY 17.
MR. REAVES IS HERE TO TALK ABOUT ELEMENTARY 17. MR. REAVES.
MR. VICE PRESIDENT, MADAM PRESIDENT, AND MEMBERS OF THE BOARD.
FIRST,, I'D LIKE TO START WITH JUST REMINDING THE BOARD THE LOCATION SAT FOR ELEMENTARY 17.
YOU CAN SEE, THAT IS 1187, THAT IS TO THE NORTH OF THE SCHOOL SITE, HIGHLIGHTED IN YELLOW.
TO THE EAST OR TO YOUR RIGHT WOULD BE THE RICHARD ALLIE MIDDLE SCHOOL, JUST ACROSS THE STREET FROM OUR COURT.
THIS IS A 17 ACRE TRACK, SAY THE LOWER PORTION, COUPLE OF ACRES IN THE FLOODPLAIN, BUT WE HAVE 15 GOOD ACRES TO SET THIS ELEMENTARY ON THIS SIDE.
[02:35:04]
THIS IS A BIRD'S EYE VIEW OF THE MAIN ENTRANCE OF THE STOREFRONT GLASS, YOU'RE LOOKING AT WOULD BE THE LIBRARY.THE CLASSROOM WING WOULD BE TO THE NORTH OR TO YOUR LEFT.
JUST ON THE OTHER SIDE OF THE LIBRARY IS THE ADMINISTRATION OFFICES.
THEN THIS IS A RENDERING OF THE LEARNING STAIRS.
IT'S PRETTY MUCH CENTERED IN THE MIDDLE OF THE BUILDING BETWEEN THE LIBRARY, THE GYMNASIUM THEN THE EDUCATION WING.
THERE'S A COUPLE OF COLLABORATIVE SPACES LIKE THIS ONE TO THE RIGHT THAT ARE WORKING AROUND THIS OPEN AREA.
SOME OF THE FACTS ABOUT THIS BUILDING.
THIS IS BUILDING THAT'S OVER 97,000 SQUARE FEET, 40 CLASSROOMS, MULTIPLE COLLABORATIVE SPACES, MAKER SPACES, GEOTHERMAL COOLING SYSTEM, AND NATURAL LIGHTING FOR EACH OF THE CLASSROOMS. BOARD AS YOU KNOW, ONE OF THE THINGS THAT WE TRY TO DO IS MAKE SURE THAT WE EXCEED THIS MINIMUM GOAL OF 20% THAT THE BOARD HAS ESTABLISHED FOR HUBS IN MWBES.
WE FEEL LIKE THAT WHAT WE ACCOMPLISHED CERTAINLY EXCEEDED THIS GO BUT IT'S GOT US HEADED IN THE RIGHT DIRECTION.
WE HAD AN EVENT A COUPLE OF WEEKS AGO AND IT'S THIS FLOWER THAT I BELIEVE YOU HAVE AS PART OF YOUR PACKET.
THIS WAS A HUB MWBE INCLUSION, AVERAGE PRE-BID MEETING.
IT ATTRACTED, I THINK WE HAD OVER 40 OR SO IN THIS MEETING.
MR. FISHER WAS A GREAT HELP IN WORKING WITH STEEL FRAME AND POSTERIOR GROUP TO GET THIS EVENT SET UP IN A RANGE, SO I WOULD LIKE FOR HIM TO COME AND JUST SPEAK TO HOW HE SAW THE EVENT TOOK PLACE AND THE BENEFITS THAT WE HAD.
ONE THING I WANT YOU TO NOTICE, HE WOULDN'T BRING IT UP.
THIS IS OUR HUB MWBE PARTICIPATION, 44%.
AS LONG AS I'VE BEEN A PART OF CONSTRUCTION, WE'VE NOT COME ANYWHERE CLOSE TO THIS PERCENTAGE. MR. FISHER.
>> GOOD EVENING, MR. VICE PRESIDENT, MADAM BOARD PRESIDENT, AND DISTINGUISHED MEMBERS OF THE BOARD.
WE'RE VERY PROUD OF THAT NUMBER.
I WANT YOU TO LOOK AT IT AGAIN.
WE ARE VERY PROUD OF THAT NUMBER.
AT THE BEHEST OF THE BOARD SEVERAL MEETINGS AGO, WE TALKED ABOUT INCLUSION.
WE TALKED ABOUT INCREASING MINORITY PARTICIPATION.
WE'RE VERY PROUD OF THAT NUMBER.
THERE WERE SEVERAL EVENTS THAT WE CONDUCTED WITHOUT PARTNERS OVER THE PAST TWO WEEKS, THE HUB OUTREACH THAT MR. REAVES ALLUDED TO.
ALSO THIS TUESDAY, WE ALSO HAD AN EVENT WITH THE NATIONAL ASSOCIATION OF MINORITY CONTRACTORS.
THEY HOSTED THEIR TUESDAY MEETING AT OUR COMMUNITY ROOM.
NOW THE OBJECTIVE OF BOTH OF THESE EVENTS OBVIOUSLY, IS THE SAME.
WE WANT TO MAKE SURE THAT WE REACH OUT TO MINORITY CONTRACTORS.
WE WANT THEM TO KNOW THAT OUR DISTRICT VALUES MINORITY PARTICIPATION.
SPECIFICALLY, THE EVENT THAT WE HAD WAS STEEL FRAMING.
WE WENT OVER ELEMENTARY SCHOOL NUMBER 17, AND WHAT WE DID, IT WAS MORE LIKE A PRE-BID MEETING, IF YOU WILL, WHERE WE WANTED TO MAKE SURE THAT MINORITY CONTRACTORS, IF YOU WILL, HAD AN IDEA WHAT THAT PROJECT WAS ABOUT AND WE'RE ALSO ABLE TO ASK QUESTIONS OF THE CONTRACTOR DURING THAT SESSION.
THE SESSION THAT WE HAD WITH THE NATIONAL ASSOCIATION OF MINORITY CONTRACTORS, THAT WAS REALLY AN EVENT WHERE WE HAD A MIXER.
WE WERE TRYING TO MAKE SURE THAT THE PRIME CONTRACTORS KNEW WHO THE COMMUNITY MINORITY CONTRACTORS WERE AND WE MIXED THEM.
WE WANTED THEM TO COME TOGETHER AND DEVELOP WHAT RELATIONSHIP.
RELATIONSHIP, AND BEGINNING TO DEVELOP TRUST.
THOSE WERE OUR OBJECTIVES FOR THOSE TWO EVENTS.
WE ARE VERY PROUD OF THAT NUMBER THAT YOU SAW UP THERE.
WHAT WE DO KNOW IS THAT WE DON'T WANT TO DECLARE VICTORY TOO SOON.
WE KNOW THAT THIS IS A CONSISTENT PROCESS.
WE WILL MAKE SURE THAT ALL OF THESE PROJECTS HAVE, WE MEET THE FLOOR, BUT THE FLOOR IS NOT OUR GOAL.
WE WANT TO EXCEED THE FLOOR, THE MINIMUM AMOUNT OF 20%.
THAT CONCLUDES MY PART OF THE PRESENTATION.
>> THANK YOU MR. FISHER. YOU CAN SIT.
WITH THAT BOARD, THERE HAS BEEN A CONSIDERATION AND POSSIBLE ACTION ITEM.
THE GUARANTEED MAXIMUM PRICE FOR THE NEW ELEMENTARY 17, IS $48,998,873.
[02:40:06]
WITH THAT, THAT CONCLUDES MY PRESENTATION AND I'LL ANSWER ANY QUESTIONS YOU MAY HAVE.>> THANK YOU. MR. REAVES, IS THERE ANY QUESTIONS? MR. DAVIS?
>> I DO HAVE A QUESTION, EXCUSE ME. I HAVE A QUESTION.
WHEN WE'RE PUTTING SCHOOLS AND DIFFERENT SUBDIVISIONS AND STUFF LIKE THAT.
ARE WE RESPONSIBLE FOR THE TRAFFIC FLOW OR CREATING GUESS WASTE INTO THE SCHOOL, OR ARE WE USING WHAT'S ALREADY IN EXISTENCE?
>> WHAT WE DO IS WE WORK WITH THEM.
IF IT'S A MUNICIPALITY OR THE COUNTY LIKE THIS ONE WILL BE THE COUNTING.
THEY, TYPICALLY, REQUIRE A TRAFFIC IMPACT ANALYSIS? WE DO A TRAFFIC STUDY AND YES, THEY THEY DICTATE YOUR ENTERING AND EXITING AND MAKING SURE YOU'RE NOT CREATING ISSUES FOR THEM.
WE HAVE TEXTS.NET 1187, SO ALL PARTIES GET INVOLVED AND INTERESTS THAT.
>> ARE THERE ANY OTHER QUESTIONS?
>> JUST A COUPLE OF QUESTIONS. I'VE SLEPT SINCE WE PASS THE BOMB, WHAT DID WE SET ASIDE FOR THE CONSTRUCTION OF THIS PARTICULAR CAMPUS?
>> I BELIEVE THIS ONE WAS 52 OR 55.
>> I THOUGHT IT WAS AROUND 50 PLUS AT THIS PRICE, WE'RE LOOKING AT JUST SHY OF ABOUT $500 PER SQUARE FOOT.
HOW DOES THAT COMPARE TO OTHER SCHOOLS LIKE ELEMENTARY SCHOOL TO 16 IS CURRENTLY UNDER CONSTRUCTION.
WHERE ARE WE KIND OF IN THE PRICE PER SQUARE FOOT.
>> IT WASN'T TOO LONG AGO, PROBABLY.
YOU MAY BE ABLE TO SPEAK TO THIS BETTER.
PROBABLY A YEAR AGO, WE WERE LOOKING AT THE INFLATION RATE AROUND THE 7-12% RANGE IN THERE.
NOW IT'S LEVELED OUT TO ABOUT A 5-7% THERE.
THEY'RE SEEING ABOUT A HALF A PERCENT PER YEAR.
IT WAS JUNE W. DAVIS IN BED IN 2018.
CONSTRUCTION COSTS WAS 25 MILLION.
THAT'S WHAT WE'RE SEEING IN FIVE YEARS RUDE, WITH INFLATION OF MAINLY MATERIALS AND LABOR
>> IN THE ANTERIOR, NUMBER 16 AND NUMBER 17, EVEN THOUGH ELEMENT TWO DIFFERENT TYPES OF BUILDINGS, ESPECIALLY ONCE GEOTHERMAL GEOTHERMAL NUMBER 16 IS A ROOFTOP UNIT.
THAT MODIFIES AND CHANGES THE COST PER SQUARE FOOT, BUT ALSO IT HELPS ON OVERALL MAINTENANCE AND LIFE EXPECTANCY.
>> ARE THERE ANY OTHER QUESTIONS? MR. REAVES IS A GREAT PRESENTATION AND I JUST WANTED TO TAKE THE TIME TO THINK.
DR. HALL, MR. DAVIS, AND WHOEVER MR. FISHER, AND WHOEVER ELSE SPEARHEADED THIS GREAT TURNOUT FOR THE MINORITY, BUSINESS EMPORIUM, WHATEVER, HOWEVER, YOU WANT TO SAY IT.
BUT GREAT JOB AND THANK YOU FOR BRINGING THAT UP AND MAKING THAT A HIGH PRIORITY.
THIS BEING A POSSIBLE ACTION ITEM, IS THERE A MOTION?
>> I WOULD LOVE TO MAKE A MOTION.
I DID WANT TO I WANT TO SAY THANK YOU, BUT I DO WANT TO COMPLIMENT THE STAFF AND GIVE CREDIT WHERE CREDIT'S DUE.
IT WAS SOMETHING THAT I WAS VERY PASSIONATE ABOUT.
I APPRECIATE IT BECAUSE IN THE YEARS THAT I'VE BEEN HERE, I'M NOT QUITE SURE WHERE THAT NUMBER HAS BEEN, BUT I KNOW IT HASN'T BEEN WHERE IT IS TODAY.
SOMETIMES I QUESTION IF WE GOT TO OUR TO OUR THRESHOLD THAT WE HAD IN OUR POLICY.
BUT THANK YOU, MR. REAVES AND YOUR TEAM AND EVERYONE ELSE WHO PARTNER TO MAKE SURE THAT WE GOT THERE.
I DO WANT TO MAKE A RECOMMENDATION FOR APPROVAL AT THE GUARANTEED MAXIMUM PRICE OF $48,989,873 FOR THE CONSTRUCTION OF NEW ELEMENTARY NUMBER 17.
>> WE HAVE A MOTION BY DR. HALL. IS THERE A SECOND?
THE MOTION PASSES UNANIMOUSLY. THANK YOU.
[02:45:01]
>> THAT'S GOING TO BRING US TO AGENDA ITEM 10.3 2024, 2025, TARRANT APPRAISAL, DISTRICT BOARD OF DIRECTORS.
THE ELECTION BALLOT. DR. MCFARLAND.
>> MADAM PRESIDENT AND MR. VICE-PRESIDENT, WE HAVE MS. MONTAGE HERE TO SHARE THIS OUT.
>> THANK YOU, SIR. GOOD EVENING, MADAM PRESIDENT.
VICE-PRESIDENT, MR. GRASSIA, ESTEEMED TRUSTEES AND DR. MCFARLAND.
IN LINE WITH DISTRICT GOAL TO ENGAGE COMMUNITY, WE BRING CONSIDERATION AND POSSIBLE ACTION ITEM 24 25, SAURON APPRAISAL, DISTRICT BOARD OF DIRECTORS, BOARD OF DIRECTORS ELECTION BALLOT.
THE INFORMATION PROVIDED TO US BY TAD STATES THE FOLLOWING.
FIRSTLY, TAXING UNITS ARE NOT REQUIRED TO VOTE.
BUT IF CHOSEN TO DO SO, THE GOVERNING BODY CAN DETERMINE THE VOTES BY ADOPTING A RESOLUTION.

THE PACKET INCLUDED THE OFFICIAL BALLOT AND BIOS FOR EACH OF THE NOMINATIONS ON THE BALLOT.
THIS CONCLUDES MY PRESENTATION.
I'M AVAILABLE FOR ANY QUESTIONS.
>> I HAVE A COMMENT. [OVERLAPPING]
>> L WILL SAY THAT I'VE BEEN IN SOME SPACES OF LATE THAT HAVE ALLOWED ME TO DO SOME INVESTIGATIONS WITH REGARDS TO THE SUBJECTS.
I KNOW THAT IN THE PAST, WE HAVE TAKEN GREAT COMFORT IN HAVING SOMEONE ELSE DO THIS PART.
BUT I HAVE DONE A LOT OF TALKING AND I DO KNOW THAT THERE WAS SOME DISCONTENT WITH REGARDS TO THIS SPLITTING BOATS AND THE PATH AND THAT THAT PROVES TO BE SOMEWHAT INEFFECTIVE FOR THOSE THAT ARE SEEKING TO BE NOMINATED TO THE BOARD.
IF THERE AREN'T ANY QUESTIONS OR COMMENTS, I WOULD HAVE EMOTION. THAT'S OKAY.
>> CAN WE SEE IF THERE ARE ANY OTHER COMMENTS? ARE THERE ANY OTHER COMMENTS OR QUESTIONS?
I'LL JUST SAY THAT, I DID SOME ADDITIONAL RESEARCH.
I KNOW WE'VE BEEN HEARING ABOUT THE NOMINEE GARY AND LAZADA FOR AWHILE AND I DID SOME RESEARCH AS WELL, AND SO I'M PREPARED TO RECOMMEND THAT ALL BOATS GO TO WELL.
>> LET ME JUMP BACK TO DR. HALL
>> I GUESS THAT WE'RE ON THE SAME WAVELENGTH AND I WAS WANTING TO MAKE A RECOMMENDATION THAT WE PASS ALL 134 VOTES.
>> THEN CAN I ASK DR. HALL TO MAKE THE MOTION?
>> I MAKE A MOTION THAT WE KEPT ALL OF OUR 134 VOTES TO NOMINEE GARY LAZADA.
>> DR. MAYFIELD, WOULD YOU LIKE TO SECOND THEN?
>> ALL IN FAVOR? THE MOTION PASSES UNANIMOUSLY.
>> THAT'S GOING TO BRING US TO AGENDA ITEM 10.4, CENTRAL CENTRAL APPRAISAL DISTRICT BOARD OF DIRECTORS, ELECTRON BALLOT.
>> MADAM PRESIDENT AND MR. VICE-PRESIDENT, BOARD MEMBERS, MS. GONZALEZ, WHO TO ADDRESS THE SLIDE.
>> THANK YOU. DR. MCFARLAND, AGAIN.

AGAIN, NOT REQUIRED SO VOTES FOR THIS PARTICULAR RACE, THE CALCULATION OF TAXING ENTITY VOTES THAT HAS BEEN THAT CISD IS ENTITLED TO HIS 12TH VOTES.
AGAIN, THESE RESULTS HAVE TO BE THIS EVENING.
THAT CONCLUDES MY PRESENTATION AS IT RELATES TO CAD.
>> THANK YOU. MS. MONTH TAVO, ARE THERE ANY COMMENTS OR QUESTIONS?
>> I DON'T HAVE A COMMENT, BUT I AM PREPARED TO.
[02:50:04]
>> I RECOMMEND THAT THE CROWLEY ISD BOARD OF TRUSTEES, CATS AS WELL, BOATS, OR THE 2024 2025 ALLEGED THE CENTRAL DISTRICT FOR MR. DWAYNE GOLDING.
>> WE HAVE A MOTION FROM MS. ROBINSON. IS THERE A SECOND?
>> WE HAVE A SECOND FROM DR. HALL.
THE MOTION PASSES UNANIMOUSLY.
>> THAT'S GOING TO BRING US TO FUTURE ACTION ITEMS.
[11.0 Future Action Item(s)]
AGENDA ITEM 11.1.CONSIDER TAKING ACTION ON ORDER CALLING A BOARD OF TRUSTEES ELECTION AND THE DISTRICT OF THE MAY FOR 2024. DR. MCFARLAND.
>> MADAM PRESIDENT, MR. VICE PRESIDENT, BOARD MEMBERS, MS. MONTAGES, WHO WAS PRESENT THIS ITEM.
>> THANK YOU, AGAIN, DR. MCFARLAND, MADAM PRESIDENT, MR. VICE PRESIDENT AND AGAIN, TRUSTEES.

THESE WILL BE BROUGHT FORWARD FOR THE BOARD'S CONSIDERATION AND POSSIBLE ACTION DURING THE JANUARY 23, 2024 REGULAR BOARD MEETING.
THAT CONCLUDES MY PRESENTATION.
>> THANK YOU, MS. [INAUDIBLE] , ARE THERE ANY QUESTIONS?
>> WHICH WILL BRING US TO AGENDA ITEM 11.2, CHILD NUTRITION OR REQUEST FOR PROPOSAL. DR. MCFARLAND.
>> MR. VICE PRESIDENT, MADAM PRESIDENT, AND BOARD MEMBERS.
MR. WALKER IS HERE TO PRESENT THE SIDE. MR. WALKER.
>> MADAM BOARD PRESIDENT, VICE PRESIDENT, BOARD MEMBERS, DR. MCFARLAND.
I WAS IN FRONT OF YOU LAST MONTH AND MENTIONED THAT WE'RE GOING BACK OUT FOR AN RFP FOR FOOD SERVICE AND I JUST WANTED TO GIVE YOU SOME DATES DUE BY DECEMBER 15TH OR WE'VE SUBMITTED APPLICATIONS TO TDA TO ASK FOR PERMISSION TO GO OUT.
WE EXPECT TO HEAR SOMETHING BACK FROM TDA.
THEY'LL GIVE US ADJUSTMENTS THAT WE MAY NEED TO MAKE IN RFP.
SD SUB FIFTEENTH BY ACT APRIL 1ST 2024, CONTRACT SELECTIONS MUST BE APPROVED TO SUBMIT IT TO TDA FOR APPROVAL.
BY MAY 1ST, 2024, TDA WILL APPROVE CONTRACT RENEWAL OR SUBMISSIONS AND BY JUNE 21ST, THE NEW CONTRACT OR RENEWAL MUST BE SIGNED AND EXECUTED AND SUBMITTED TO TDA.
I'LL ATTEMPT TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.
>> THANK YOU. MR. TRAVIS. IS THERE ARE THERE ANY QUESTIONS? COMMENTS? THANK YOU.
>> WHEN WE ARE SUBMITTING REQUESTS AND RFPS FOR FOOD SERVICES, WHAT INPUT DO STUDENTS HAVE?
>> IN THE DEVELOPMENT OF THE RFP OR IN THE SELECTION PROCESS?
>> WHEN WE GET TO THE SELECTION PROCESS, WE'LL DEFINITELY HAVE A COMMITTEE OF STUDENTS THAT'LL BE INVOLVED AND ENGAGED IN THAT PROCESS, YEAH.
>> ARE THERE ANY OTHER QUESTIONS.
THAT'S GOING TO BRING US TO AGENDA ITEM 11.3, PURCHASE OF KITCHEN EQUIPMENT FOR SCHOOL CAFETERIAS. DR. MCFARLAND.
>> MR. VICE PRESIDENT, MADAM PRESIDENT, AND BOARD MEMBERS, WE HAVE MR. WALKER PREPARED TO ADDRESS THIS ITEM AS WELL. MR. WALKER.
[02:55:02]
>> THE SITUATION, MR. VICE PRESIDENT, BOARD PRESIDENT, DR. MAYFIELD, BOARD MEMBERS, DR. MCFARLAND, WE HAVE A RFP OPEN RIGHT NOW FOR KITCHEN EQUIPMENT.
IT OPENED 11/27, AND IT CLOSES TOMORROW AT 02:00 P.M.
THIS IS REQUESTING COOLERS AND WARMERS FOR OUR KITCHENS.
CURRENTLY, THE MAJORITY OF OUR COOLERS AND WARMERS ARE 15 TO 20 YEARS OF AGE.
IDEALLY, THE WARRANTY OR THE LIFE EXPECTANCY OF THESE COOLERS AND WARMERS ARE EIGHT TO TEN YEARS.
THAT BEING SAID, OUR FOOD SERVICE TECHNICIANS HAVE DONE AN EXCELLENT JOB IN KEEPING THESE UNITS WORKING.
I'LL USE NORTH CROWLEY TONIGHT FOR AN EXAMPLE.
THEIR WARMER, IS FOUR FEET FROM THE LINE.
THAT MEANS THAT ONCE THE SERVING LAST SO I WAS RUNNING LOW, THEY CAN SIMPLY TURN GET THE FOOD THAT'S GOING TO REFILL THE LINE AND THEN KEEP IT MOVING.
THAT KEEPS OUR LUNCHES GOING IN TIMELY MANNER.
WE CURRENTLY HAVE SIX DIFFERENT BRANDS.
ONE OF THE DIFFICULTIES WITH THE SIX DIFFERENT BRANDS IS GETTING PARTS AND IT'S GETTING PARTS FOR MULTIPLE BRANDS AND NOT REALLY GIVEN US THE ABILITY TO ADD PARTS ON SHELF.
WITH US GOING TO ONE BRAND OR ONE TYPE OF COOLER AND WARMER, WE THINK THAT IT'LL BE IN OUR BEST INTERESTS.
MOST OF COOLERS AND WARMERS, AS I SAY, IT HAS 8-10 YEARS LIFE EXPECTANCY.
OUR OVERALL PLAN IS TO COMPLETELY REPLACE EVERY COOLER AND WARMER OVER THE NEXT FIVE YEARS AND THE REPLACED COOLERS AND WARMERS WOULD BE USED AS AN EMERGENCY BACKUP.
I'LL ATTEMPT TO ANSWER ANY QUESTIONS YOU HAVE AT THIS TIME.
>> MR. WALKER, WHAT BRAND ARE YOU ALL LOOKING AT [OVERLAPPING]?
>> WITH NO OTHER QUESTIONS, THANK YOU.
THAT'S GOING TO BRING US TO AGENDA ITEM 11.4, DEVELOPMENT OF THE 2024, 2025 SCHOOL CALENDARS. DR. MCFARLAND.
>> MR. VICE PRESIDENT, MADAM PRESIDENT, AND BOARD MEMBERS, MR. KIRCHNER IS PREPARED TO ADDRESS THIS ITEM. MR. KIRCHNER.
>> THANK YOU. MR. VICE PRESIDENT, MADAM PRESIDENT, MEMBERS OF THE BOARD, DR. MCFARLAND, IS THAT TIME OF YEAR WHERE WE'RE PUTTING TOGETHER CALENDAR OPTIONS FOR '24, '25, ALSO WORKING CLOSELY WITH OUR DISTRICT LEVEL ADMINISTRATORS, OUR CAMPUS ADMINISTRATORS, AND THEN OUR DISTRICT WIDE EDUCATIONAL IMPROVEMENT COUNCIL, WHICH ARE REPRESENTATIVES FROM EVERY CAMPUS IN OUR DISTRICT.
THE TIMELINE IS TYPICALLY IS NOT WHAT WE'RE LOOKING AT DRAFTS, CONTINUING ON THAT THROUGH JANUARY AND BRING OUR CALENDAR FOR YOUR CONSIDERATION AND POSSIBLE ACTION IN FEBRUARY.
ONE OF THE OTHER FACTORS WE LOOK AT, OF COURSE, IS WHAT OTHER SURROUNDING DISTRICTS ARE DOING AS WELL WITH THEIR CALENDARS.
ALL OF THAT IS GOING ON RIGHT NOW.
WE JUST WANTED TO LET YOU KNOW THE TIMELINE AND JUST FOR YOU TO SEE THERE TONIGHT, THERE'S A COPY OF THIS YEAR'S CALENDAR, '23, '24.
YOU ALSO RECALL WHAT THIS WILL APPROVE THE TRADITIONAL CALENDAR AND THEN THERE ARE SOME MODIFIED SCHOOL CALENDARS THAT GO WITH THAT AS WELL FOR DISTRICT CAMPUSES THAT HAVE EXTENDED DAYS AND EXTENDED SCHOOL YEAR.
SO WE'LL START WITH A BASE TRADITIONAL CALENDAR AND THEN BUILD OUT THOSE OTHER CALENDARS AS WELL.
ARE THERE ANY QUESTIONS ABOUT THAT PROCESS OR TIMELINE?
>> NO. I JUST HAVE A NOTE OF APPRECIATION BECAUSE YOU ALL DO SUCH A FANTASTIC JOB WITH THE CALENDARS EACH YEAR.
I'VE TALKED TO PARENTS FROM OTHER DISTRICTS AND ALTHOUGH YOU LOOK OUT FOR WHATEVER THE OTHER DISTRICTS ARE DOING OR WHATEVER REASON, WE JUST HAVE THE BEST CALENDAR EACH YEAR.
I DON'T KNOW WHO THE COMMITTEE MEMBERS ARE, BUT THANK YOU.
>> THANK YOU. IT'S A GREAT TEAM EFFORT.
>> ARE THERE ANY OTHER QUESTIONS?
>> THAT'S GOING TO BRING US TO AGENDA ITEM 11.5, NAMING OF ELEMENTARY SCHOOL NUMBER 16. DR. MCFARLAND.
>> MR. VICE PRESIDENT, MADAM PRESIDENT, AND BOARD MEMBERS.
MR. KIRCHNER WILL ADDRESS THIS ITEM AS WELL.
>> THANK YOU ALL. ELEMENTARY SCHOOL NUMBER 16, JUST TO REMINDER, IS THE SCHOOL THAT'S BEING BUILT RIGHT NOW IN THE CARES DEVELOPMENT RIGHT HERE IN THE CITY OF CROWLEY.
IT IS ON SCHEDULE TO OPEN FOR THE FALL OF '24, '25.
WE'VE PUT IN THERE FOR YOUR REVIEW, BOARD POLICY, CW LOCAL THAT DEALS WITH THE NAMING OF SCHOOL FACILITIES.
THIS POLICY WAS UPDATED JUST RECENTLY IN SEPTEMBER OF 2022, AND IT TALKS ABOUT THAT PROCESS FOR NAMING OF FACILITIES AND SO THAT'S SOMETHING WE'LL BE WORKING THROUGH AND BRINGING BACK TO YOU ALL AT A FUTURE MEETING AND WE'LL BE ABLE TO
[03:00:03]
ANSWER ANY QUESTIONS ABOUT THAT PROCESS OR ANY INPUT YOU MAY HAVE AT THIS TIME.>> ARE THERE ANY QUESTIONS? [OVERLAPPING] COMMENTS?
>> SORRY. WILL YOU BRING IT BACK TO US OR WILL WE BE MAKING A DETERMINATION WHICH WAY WE WANT TO DO IT AND THEN WE ACTUALLY LOST YOU THERE?
>> THAT WOULD BE UP TO THE BOARD, ABSOLUTELY.
YEAH, AND THE POLICY TALKS ABOUT THE TWO OPTIONS FOR THE BOARD FOR SOLICITING THOSE.
>> ARE THERE ANY OTHER QUESTIONS? THANK YOU, SIR.
>> THAT'S GOING TO BRING US TO EXECUTIVE.
