WE HAVE CELEBRATIONS AND BOARD POINTS OF PRIDE.

THIS IS WHEN THE TRUSTEES WILL HAVE THE OPPORTUNITY TO SHARE THEIR CELEBRATIONS RELATED TO OUR DISTRICT ACHIEVEMENTS.

AT THIS TIME, ARE THERE ANY BOARD MEMBERS THAT WOULD LIKE TO SHARE OR WHO WOULD LIKE TO GO FIRST?

WE WOULD LIKE TO SAY HAPPY LAW ENFORCEMENT APPRECIATION DAY TO CHIEF LE'SHAI MASTON AND THE ENTIRE TEAM OF OFFICERS WHO SERVE ON THE CROWLEY ISD POLICE DEPARTMENT.

THANK YOU FOR YOUR BRAVERY COMMITMENT TO OUR STUDENTS AND COMMUNITY.

ALSO DURING THE HOLIDAYS, CROWLEY STUDENTS WERE SHINING BRIGHT.

OUR SUE CROUCH KNIGHTS HELD A SHOE DRIVE DURING THE MONTH OF NOVEMBER.

THEY PARTNERED WITH THE NONPROFIT SOLES 4 SOLES AND DONATED 131 PAIRS OF SHOES IN DECEMBER.

A HUGE THANK YOU TO ALL WHO DONATED TO HELP TURN SHOES INTO OPPORTUNITIES FOR DEVELOPING COUNTRIES.

THEIR COMPOSITION, THE WINTER TRADITIONS, WAS PERFORMED BY AN ORCHESTRA AND THE TEXAS BOYS CHOIR ON SATURDAY, DECEMBER 16.

WE ARE CROWLEY PROUD OF YOU TOO, [APPLAUSE] AND I HAVE A SECOND POINT OF PRIDE.

OFTENTIMES, WE AS TRUSTEES RECEIVE VARIOUS COMMUNICATIONS FROM CONSTITUENTS, AND PARENTS, AND STAKEHOLDERS IN OUR DISTRICT.

OFTENTIMES THEY ARE USUALLY A REFLECTION OF A PROBLEM.

[NOISE] WE RECEIVED A LETTER OF COMMENDATION FOR ONE OF OUR AMAZING STAFF MEMBERS HERE IN THE DISTRICT.

AND THE LETTER WAS ACTUALLY PENNED BY PASTOR TOMMY TURNER, THE STUDENT PASTOR AT THE FOUNTAINS FELLOWSHIP CHURCH IN CROWLEY.

IF I CAN, I JUST WANT TO READ AN EXCERPT AND IT SAYS, IN THIS TAPESTRY OF CARING EFFORTS, ONE SHINING EXAMPLE THAT IS TRULY TOUCH MY HEART, IS THE MENTORING CONFERENCE LED BY DR. JOHNSON.

INSTEAD OF AN EXAMPLE, I FIND IT TO BE THE PRIME EXAMPLE OF THE DISTRICT'S COMPREHENSIVE CARE FOR OUR STUDENTS.

IT IS NOT MY INTENTION TO OVERSHADOW OTHER COMMENDABLE EFFORTS, BUT RATHER, TO BRING TO LIGHT THE EXCEPTIONAL IMPACT OF DR. JOHNSON'S WORK.

DURING A BRIEF FEW HOURS, DR. JOHNSON AND HIS TEAM ORCHESTRATED A TRANSFORMATIVE EXPERIENCE THAT ELEVATED THE STANDARDS OF BEHAVIOR FOR A GROUP OF H. F. STEVENS MIDDLE SCHOOL BOYS.

THE SESSIONS ON CONFLICT RESOLUTION, PROPER SPEECH AND HUMILITY NOT ONLY PROMISE

POSITIVE CLASSROOM DYNAMICS BUT ALSO EQUIPPED THESE STUDENTS WITH ESSENTIAL LIFE SKILLS BEYOND THE SCHOOL ENVIRONMENT.

THE LETTER GOES ON TO TALK ABOUT THE AMAZING WORK THAT DR. ANTHONY JOHNSON IS DOING.

APPROXIMATELY 20 CHS SENIORS PARTICIPATED IN THE RAM APP EVENT AND RECEIVED MORE THAN ONE MILLION DOLLARS IN MERIT SCHOLARSHIPS.

WE ARE SO PROUD OF YOU.

THE NEXT STOP, OF COURSE, IS GRADUATION 2024 IN MAY.

TWELVE POTENTIAL HIRES ARE IN THE PIPELINE TO JOIN US AS WE CONTINUE TO ACT LIKE A FAMILY AND WORK LIKE A TEAM IN 2024. [APPLAUSE]

WE'RE AT AGENDA ITEM 3.0 FOR THE SUPERINTENDENT'S REPORT. DR. MCFARLAND.

>> MADAM PRESIDENT, BOARD MEMBERS.

FIRST OF ALL, I'D JUST LIKE TO SAY HAPPY NEW YEAR TO ALL OF YOU ALL AND JUST LOOKING FORWARD TO A GOOD 2024 CALENDAR YEAR.

ALSO, I WANTED TO TALK JUST BRIEFLY ABOUT THE FACT THAT AS WE'RE ENTERING INTO JANUARY, WE KNOW THAT MONDAY IS REVEREND DR. MARTIN LUTHER KING DAY.

WE KNOW THAT DURING THE MONTH OF JANUARY AND ALSO MONTH OF FEBRUARY, WE'LL BEGIN TO LEARN MORE AND MORE ABOUT THE CONTRIBUTIONS OF GREAT HEROES IN OUR AFRICAN AMERICAN HISTORY, IN THE HISTORY OF AMERICA.

ONE THING THAT I WANTED JUST TO SHARE BRIEFLY IS WHAT I'VE COMMITTED TO DOING IS REALLY THINKING ABOUT OUR MISSION IN THE DISTRICT.

OUR MISSION IN CROWLEY ISD IS THAT WE PROVIDE ALL OF OUR STUDENTS WITH EXCELLENCE IN EDUCATION SO THAT THEY CAN ACHIEVE THEIR FULL POTENTIAL.

I THOUGHT ABOUT THAT MISSION AS I WAS LISTENING TO, AND I'VE BEEN LISTENING TO A SERIES OF DR. MARTIN LUTHER KING'S SPEECHES.

BUT ONE THAT JUMPED OUT AT ME THAT I WANT TO LIFT UP TODAY IT'S TITLED, WHAT IS YOUR LIFE'S BLUEPRINT? I ENCOURAGE BOARD MEMBERS, IT'S ON YOUTUBE, TO PULL IT UP.

JUST LOOK AT IT, LISTEN TO IT.

I ENCOURAGE YOU TO THINK ABOUT THE WORK THAT WE'RE DOING, THE WORK THAT WE'RE ENGAGED IN, AND THE MISSION OF OUR DISTRICT.

A COUPLE OF KEY POINTS THAT HE LIFTED IN THAT SPEECH, HE TALKED ABOUT THIS CONCEPT OF SOME BODINESS.

WHEN WE TALK ABOUT OUR STUDENTS REACHING THEIR FULL POTENTIAL, IT STARTS WITH THEM UNDERSTANDING THEIR VALUE.

WHAT WE'RE COMMITTED TO DOING AS WE MOVE FORWARD IS TO MAKING SURE THAT STUDENTS IN OUR DISTRICT UNDERSTAND THE VALUE THAT THEY HAVE AS AN INDIVIDUAL, AND THE VALUE THAT THEY HAVE AND THE ABILITY THEY HAVE TO CONTRIBUTE.

THAT IDEA OF SOME BODINESS, AND YOU'LL HEAR US TALK ABOUT THAT.

WE'LL BE DOING VIDEOS AND WE REALLY WILL SPEND THE NEXT TWO MONTHS REALLY TRYING TO BRING ALIVE SOME OF THE CONCEPTS THAT WE OFTENTIMES HEAR IN SPEECHES.

BUT THE FIRST ONE IS SOME BODINESS AND VALUE.

THE OTHER THING HE TALKED ABOUT WAS SERVICE. IT WAS REALLY THREE.

IT WAS THE VALUE OF SOME BODINESS, SERVICE, AND THEN RESPONSIBILITY.

WHEN YOU TALK ABOUT SERVICE, WHAT HE WAS SPEAKING OF IS THAT WE ALL HAVE THE OPPORTUNITY TO BE GREAT, TO BE LEADERS.

IT'S NATURAL FOR PEOPLE TO WANT TO BE THE DRUM MAJOR.

BUT WHAT HE SAID WAS THAT WE ALL CAN BE GREAT BECAUSE WE ALL CAN SERVE.

WHAT I TRANSLATED THAT INTO FOR US AND WHAT THAT MEANS FOR US IN THE DISTRICT, IT IS OUR RESPONSIBILITY, NOT JUST TO MAKE SURE OUR STUDENTS CAN PASS STAR, NOT JUST TO MAKE SURE THAT THEY UNDERSTAND ALGEBRA AND SCIENCE AND ALL THAT, BUT THEY UNDERSTAND THE CONCEPT OF SERVICE.

WHAT WE'LL BE DOING IS MAKING SURE AS WE MOVE FORWARD THAT SERVICE IS AS IMPORTANT TO US AS ACADEMIC PERFORMANCE.

BECAUSE WE KNOW THEY GO HAND IN HAND.

THEN THE THIRD THING IS JUST RESPONSIBILITY.

THE REALITY IS THAT IT'S NATURAL FOR US TO TEACH STUDENTS TO ACHIEVE THEIR FULL POTENTIAL SO THAT THEY CAN IMPROVE THEIR LIFE.

BUT WHAT WE WANT THEM TO UNDERSTAND IS THAT THEY HAVE THE RESPONSIBILITY TO IMPROVE THEIR COMMUNITY.

DEFINITELY, I'M EXCITED JUST ABOUT REALLY DIVING IN AND THINKING ABOUT HOW WE CAN OPERATIONALIZE AND BRING TO FRUITION THE VISION THAT'S BEEN OUT THERE.

I JUST WANT TO SAY BOARD, I JUST WANT TO THANK YOU FOR YOUR SERVICE AND FOR THE THINGS THAT YOU'RE DOING.

YOU'VE GIVEN YOUR TIME, YOUR ENERGY, YOUR IDEAS TO MAKING THINGS BETTER FOR STUDENTS IN CROWLEY ISD AND SO WE'RE EXCITED ABOUT THAT.

LOOKING AT TONIGHT'S AGENDA, YOU SEE A LOT OF EXCITING REPORTS AND ACTION ITEMS ON THERE RELATED TO OUR BOND PROJECTS, AND THERE'S A LOT GOING ON IN CROWLEY ISD THAT YOU'VE ALREADY VOTED ON, THAT YOU'LL VOTE ON IN THE DAYS, AND WEEKS, AND MONTHS AHEAD.

WE WANTED TO PUT THAT JUST ON A ONE PAGE GRAPHIC JUST TO GIVE OUR COMMUNITY AN IDEA, AND WE WANT TO POST THIS ON OUR WEBSITE AND SOCIAL MEDIA.

BUT WE WANT TO SHARE WITH YOU FIRST OF WHAT THIS LOOKS LIKE.

WHEN WE WERE TALKING ABOUT OUR BOND ELECTION, WE TALKED ABOUT THIS WAS A FIVE YEAR PLAN.

YOU'LL SEE THAT WE HAVE, OF COURSE, HAD THAT SUCCESSFUL ELECTION IN 2023.

PRIOR TO THAT, AND NEVER SINCE THAT, THERE'S BEEN A LOT OF PROJECT PLANNING GOING ON BEHIND THE SCENES AND THAT YOU'VE ALL BEEN INVOLVED WITH.

CHECK OUT WHAT HAPPENS OVER THESE NEXT FOUR YEARS BECAUSE OF THAT VOTER APPROVED BOND.

2024, THIS DEPUPY FALL, WE ARE, OF COURSE, ARE GOING TO BE OPENING UP OUR NEWEST ELEMENTARY SCHOOL, ELEMENTARY NUMBER 16 AND THE CARRIS DEVELOPMENT.

NOW, OF COURSE, THAT WAS MADE POSSIBLE BY THE PREVIOUS BOND, BUT THAT IS GOING TO BE THE FIRST NEW SCHOOL THAT PEOPLE SEE OPENING IN CROWLEY ISD SINCE JUNE W. DAVIS ELEMENTARY.

THE OTHER THING WE'RE EXCITED ABOUT THAT YOU'VE ALREADY APPROVED IS THE SECURITY FENCING AT ELEMENTARY PLAYGROUNDS AT EVERY ELEMENTARY SCHOOL IN OUR DISTRICT.

SAFETY AND SECURITY WAS A TOP PRIORITY FOR OUR VOTERS, AND SO WE'RE DELIVERING ON THAT.

A MAJOR PROJECT THAT YOU'VE ALSO VOTED ON IS THE ROOF REPLACEMENT AT HF. STEVENS MIDDLE SCHOOL.

WE WANT TO MAKE SURE OUR FACILITIES ARE MAINTAINED AND THAT OUR TAXPAYERS AND OUR COMMUNITY ARE PROUD OF THEM.

THAT ALSO MEANS THERE'S GOING TO BE FACILITY AND SAFETY AND SECURITY IMPROVEMENTS HAPPENING ACROSS THE DISTRICT.

ONE THING WE MADE SURE DURING OUR BOND ELECTIONS, WE LET PEOPLE KNOW EVERY STUDENT IN EVERY SCHOOL WAS GOING TO BE BENEFITING FROM THIS, AND THOSE PROJECTS WILL BE HAPPENING ALL FOUR YEARS.

AS THOSE COME UP AND YOU VOTE ON THEM, WE'LL MAKE SURE TO CALL THOSE OUT AND INCLUDE THEM ON THOSE LISTS SO PEOPLE SEE.

THE FOLLOWING YEAR WE'LL BE LOOKING AT ELEMENTARY NUMBER 17 OPENING.

THAT'S THE SCHOOL THAT'S RIGHT OVER BY RICHARD ALLEY MIDDLE SCHOOL IN THE BRIDGES DEVELOPMENT AND LAND THAT THE DISTRICT ALREADY OWNED.

THOSE OTHER DISTRICT WIDE IMPROVEMENTS WILL BE UNDERWAY.

GOING AHEAD TO 2026, IT'S GOING TO BE A BIG YEAR WITH PHASE ONE OF THE NEW TRACK AND FIELD COMPLEX OPENING RIGHT

HERE BETWEEN THIS BUILDING AND OUR MULTIPURPOSE STADIUM.

ALSO SOME VERY SIGNIFICANT EXPANSIONS AND RENOVATIONS AT DEER CREEK, SYCAMORE, MEADOWCREEK, CROWLEY NINTH GRADE, NORTH CROWLEY NINTH GRADE, AND NORTH CROWLEY HIGH SCHOOL.

THEN IN 2027, THE MUCH ANTICIPATED NEW CROWLEY HIGH SCHOOL WILL BE SCHEDULED TO OPEN RIGHT IN THE HEART OF CROWLEY, ALONG WITH NEW MIDDLE SCHOOL NUMBER 5.

ALSO THAT INCLUSIVE OUTDOOR LEARNING CENTER, THERE'S PART OF PROPOSITION IN PARTNERSHIP WITH THE CITY OF CROWLEY.

WE'RE REALLY EXCITED ABOUT HOW FAMILIES AND STUDENTS WITH SPECIAL NEEDS CAN BENEFIT FROM THAT.

THEN ALSO, PHASE 2 WITH THE INDOOR TRACK WOULD BE SCHEDULED TO OPEN THERE IN 2027.

ALL THAT IS POSSIBLE BECAUSE OF OUR VOTERS.

THEY SAW THE NEED, THEY BELIEVE IN OUR STUDENTS.

THEY LOVE OUR SCHOOLS AND OUR EDUCATORS HERE AND THEY MADE THAT INVESTMENT.

WE'RE EXCITED TO DELIVER ON THAT.

TONIGHT YOU'RE GOING TO HEAR MORE ABOUT SEVERAL OF THESE PROJECTS, BUT WE JUST WANT TO GIVE YOU A BIG PICTURE.

WE'RE CURRENTLY DOING IT WITH ELEMENTARY 16, ELEMENTARY 17, AND CROWLEY HIGH SCHOOL.

THE CONSTRUCTION MANAGER AT RISK METHOD.

IT IS A METHOD THAT TRANSFERS THE RISK OF THE PROJECT TO THE GENERAL CONTRACTOR AND NOT THE OWNER.

THAT'S ONE OF THE MAIN POINTS OF THIS CONSTRUCTION DELIVERY METHOD BECAUSE IT HAS A GUARANTEED MAXIMUM PRICE THAT ALLOWS US TO HAVE THAT PRICE, AND IF THERE'S ANY FLUCTUATION IN MATERIALS OR WHATEVER THROUGHOUT THE COURSE OF THE PROJECT, THAT'S NOT ON THE OWNER,

ANOTHER THING ABOUT THIS IS THAT THEY CAN SERVE AS A CONSULTANT.

THEY CAN PROVIDE INPUT FOR VALUE ENGINEERING ON ITEMS. WE'VE DONE THAT IN THE PAST, PROBABLY ON EVERY PROJECT.

IT'S VERY IMPORTANT TO HAVE THEIR INPUT AS WE'RE GOING THROUGH DESIGN, BEING ABLE TO SAY THAT MAY NOT WORK OR WHAT ABOUT APPROACHING IT THIS WAY.

VERY HELPFUL DURING DESIGN FOR THEM TO DO THAT.

WHAT THIS IS JUST THE EVALUATION PROCESS WE GO THROUGH EACH TIME WE SEND OUT AN RFQ/RFP, WHICH IS WHAT THIS IS.

STEP 1 IS TYPICALLY REQUESTS FOR QUALIFICATIONS, AND THAT IS WHAT WE CALL STEP 1 FOR THE RFQ.

THESE ARE THE FOUR MAIN CATEGORIES.

COMMITTEE WILL REVIEW THEIR SUBMISSIONS AND WE'LL GRADE OUT EACH CATEGORY AND EACH INDIVIDUAL LINE ITEM AS WE GO THROUGH CALCULATED AND THE TOTAL OF A STEP 1 CALCULATION IS 60 POINTS OF THE 100 MAXIMUM POINTS.

WHEN WE GO TO STEP 2, THIS IS THE GENERAL CONDITION WHICH IS THE GENERAL CONTRACTORS FEES, SITE MANAGEMENT FEES, AND THEN WE DO THE INTERVIEW FOR THOSE THAT ARE SELECTED.

WHEN WE DO A TWO-STEP PROCESS, WE CAN SELECT UP TO FIVE BIDDERS FROM STEP 1 TO GO TO STEP 2 AND BE INTERVIEWED.

DURING THE INTERVIEW PROCESS, ALL THE INTERVIEWS THE COMMITTEE WILL GET BACK TOGETHER AND WE'LL GRADE OUT ALL OF THESE ITEMS. THE FINANCE GRADES OUT ITSELF, THEN WE GET A TOTAL SCORE AND MAKE THE RECOMMENDATION.

THAT WAS THE DISTRICT ENROLLMENT AS OF OCTOBER 27.

YOU CAN SEE HERE IN THE CHART THAT THE RATE OF GROWTH REALLY BEGAN TO ACCELERATE IN 2018, THESE LAST FIVE YEARS.

YOU CAN SEE THAT ENROLLMENT IS UP 7.8%.

THAT'S A NET INCREASE OF OVER 1,200 STUDENTS.

IT'S NEARLY DOUBLE THE RATE THAT WE SAW FROM THE PREVIOUS FIVE YEAR PERIOD.

NOW IF YOU LOOK BACK 10 YEARS, THE DISTRICT ENROLLMENT IS UP OVER 1,900 STUDENTS.

THAT'S ABOUT A 13%.

INCREASE IN DISTRICT ENROLLMENT OVER THE LAST DECADE.

HERE ARE THE YEAR OVER YEAR NUMBERS.

YOU CAN SEE YOUR PERCENTAGE GROWTH ON THE TOP, YOUR NUMERIC CHANGE ON THE BOTTOM.

YOU CAN SEE THAT THE DISTRICT HAS GROWN IN ENROLLMENT EIGHT OUT OF THE LAST 10 YEARS.

PAST YEAR, THE NET GROWTH IS 193, THAT'S A 1.2% GROWTH NUMBER.

WHEN YOU LOOK AT THE RATE YOU INCLUDE THE PANDEMIC PERIOD, THE DISTRICT IS AVERAGED 1.5% ANNUAL GROWTH.

IT IS INTERESTING WHEN YOU EXCLUDE THAT YEAR WHEN MOST DISTRICTS DID LOSE 2-4% THE DISTRICT IS GROWING AT ABOUT 2.5%.

AS YOU'LL SEE AS WE GO THROUGH, THAT'S MORE OF WHERE WE THINK THE DISTRICT IS HEADED.

AND CONTINUING ON THAT TWO TO 2.5% GROWTH RATE.

YOU CAN SEE THERE ON THE RIGHT HAND SIDE OF THE SLIDE, ENROLLMENT FOR HIGH SCHOOL IN THE DISTRICT HAS NOW SURPASSED 5,400 TOTAL STUDENTS.

WHEN YOU LOOK, ANOTHER REALLY ENCOURAGING NUMBER IS TO SEE THE RECORD NUMBER AT THE ELEMENTARY LEVEL.

YOU CAN SEE THAT 6913 TOTAL.

THAT IS A RECORD HIGH, AND IT ACTUALLY SURPASSES THE HIGH THAT WAS SET BACK IN 2010.

YOU SEE THE PRE K NUMBERS INCREASE.

WHAT IT MEANS IS SOME OF THAT COULD BE IMPACTING THE RATE OF GROWTH.

MOVING FORWARD, WE WILL USE THE SURVEY RESULTS AS BASELINE DATA IN OUR STRATEGIC AND CAMPUS PLANNING EFFORTS.

THESE RESULTS OF SURVEYS PROVIDE US WITH A TREMENDOUS AMOUNT OF INFORMATION, GOOD INFORMATION, USABLE INFORMATION.

HOWEVER, FOR THIS EVENING, IF YOU WOULD ALLOW ME TO FOCUS THIS PRESENTATION ON INSTRUCTIONAL PRACTICES.

THERE'S THREE THEMES THAT THESE SURVEYS ARE COMPRISED OF, INSTRUCTIONAL PRACTICES, STUDENT PERCEPTION, AND SAFETY, AND WE'LL BE COVERING THOSE AT A LATER DATE.
