BEFORE I BEGIN MY PRESENTATION, I WANT TO EXTEND AN OFFERING OF CONGRATULATIONS TO PRESIDENT DAVIS.

IS MY UNDERSTANDING THAT KENNEDALE CITY COUNCIL NOMINATED YOU AS A CANDIDATE FOR THE TERRAN APPRAISAL DISTRICT BOARD OF DIRECTORS.

I JUST WANT TO SAY THANK YOU FOR CONTINUING YOUR EFFORTS TO MAKE COUNTY THE BEST THAT IT CAN BE.

BOARD, I COME BEFORE YOU TO SPEAK ABOUT THE APPRAISAL DISTRICT.

I'M ALSO HERE SO THAT YOU CAN PUT A FACE TO A NAME.

I EMAILED THIS BOARD BACK ON AUGUST 15TH WITH CONCERNS ABOUT WHAT WAS HAPPENING AT THE APPRAISAL DISTRICT, AS WELL AS A PLAN THAT I FEEL CAN SERVE AS A BLUEPRINT TO MOVE THE NEXT BOARD FORWARD IN ITS MISSION.

WHAT IS THE MISSION OF THE APPRAISAL DISTRICT? THE PRIMARY MISSION OF THE APPRAISAL DISTRICT IS TO VALUE EACH PIECE OF PROPERTY FAIRLY AND EQUITABLY AND TO PROVIDE THIS ENTITY WITH A CERTIFIED VALUE SO THAT YOU CAN DETERMINE THE TAX RATE NECESSARY TO MEET YOUR BUDGET.

THIS BOARD HAS BEEN HIGHLY ENGAGED AND INFORMED IN THE MATTERS OF THE APPRAISAL DISTRICT,

AS EVIDENCED BY YOUR VOTE.

DISAPPROVING THE TAD BUDGET AT YOUR AUGUST 21ST MEETING.

UNFORTUNATELY, THE REQUIRED THRESHOLD OF ENTITIES TO VOTE DOWN THE BUDGET WAS NOT MET.

I SAY IT'S UNFORTUNATE BECAUSE IT REALLY IS THE ONLY RECOURSE YOU CAN TAKE WHEN RASH DECISIONS WITH INCOMPLETE DATA ARE MADE.

WHILE THE PRIMARY INCREASE IN THE BUDGET IS FOR MUCH NEEDED SOFTWARE UPGRADES IN THE DISTRICT, THE REAL ISSUE LIES IN THE FACT THAT THE CURRENT BOARD OF DIRECTORS FOR THE APPRAISAL DISTRICT NEVER ONCE STOP TO ASK ITS PARTNERS, THIS ENTITY HOW ITS PROPOSED CHANGES TO THE REAPPRAISAL PLAN WOULD AFFECT SCHOOL FINANCING.

WHAT THE DISTRICTS WERE ASKING FOR WAS TIME TO EVALUATE, AND THEY NEVER GOT IT.

WHAT THEY GOT WAS A PLAN IMPLEMENTED AND PASSED IN 40 DAYS FROM THE SEATING OF THE THREE NEWLY ELECTED MEMBERS.

TO BE CLEAR, I AM IN SUPPORT OF THE LAW THAT PASSED, GIVING TAXPAYERS THE RIGHT TO PLACE THREE MEMBERS OF THE COMMUNITY ON THE BOARD AND REPRESENT THEIR INTERESTS.

HOWEVER, WHAT I CANNOT SUPPORT IS THE PROCESS BY WHICH THESE CHANGES WERE IMPLEMENTED.

THE APPRAISAL DISTRICT MUST NOW CONSIDER THE NEEDS OF THREE GROUPS, TAXPAYERS, TAX ENTITIES, AND THE DISTRICT ITSELF.

I UNDERSTAND THE NATURAL REFLEX FROM THESE CHANGES WILL CAUSE ALL THE COMPETING INTERESTS NOW IN PLAY TO RUN TO THEIR CORNER AND DEFEND THEIR GROUND, AND IT'S COMPLETELY UNDERSTANDABLE.

I'M HERE TO OFFER A SOLUTION TO MOVE THE DISTRICT FORWARD BECAUSE IN THIS NEW REALITY, EVERYONE MUST WORK TOGETHER FOR THE COMMON GOOD.

THE COMMON GOOD BEING FAIR AND EQUITABLE PROPERTY VALUATIONS.

I'VE DEVELOPED A FIVE POINT PLAN, AND IT IS MY HOPE THAT IT CAN BE A WAY FORWARD FOR THE NEW BOARD.

NUMBER 1, COMPLETE AND ACCURATE COMPUTER ASSISTED MASS APPRAISAL DATA, COMMUNITY EDUCATION, LEGISLATIVE OUTREACH, THE CREATION OF A TAX ENTITY LIAISON AND A PRAGMATIC APPROACH TO THIS PROACTIVE AND NOT REACTIVE.

MY QUEST TO CONTINUE BUILDING TOWARDS AN APPRAISAL DISTRICT THAT WORKS FOR EVERYONE.

TO DATE, I'VE BEEN ABLE TO SECURE THE NOMINATIONS FROM EAGLE MOUNTAIN ISD AND HALTAM CITY.

WHILE I REALIZE THIS BOARD HAS AN EXTREMELY QUALIFIED CANDIDATE, IT WILL TAKE MORE THAN ONE.

IF THIS BOARD DETERMINES OUR GOALS ALIGN, I HUMBLY ASK FOR YOUR SUPPORT WITH THE NOMINATION. THANK YOU FOR YOUR TIME.

TODAY I'M EXCITED TO PRESENT THIS AMAZING OPPORTUNITY THAT WE HAVE TO OFFER BOTH STUDENTS, EDUCATORS, ACCESS TO MENTAL HEALTH SUPPORT.

THIS ITEM ADDRESSES ALL THREE BOARD GOALS, THRIVING STUDENTS, ENGAGED COMMUNITY, AND EMPOWERED STAFF.

INVICTA COUNSELING SERVICES IS A MENTAL HEALTH SUPPORTS GROUP THAT OFFERS OUTSTANDING MENTAL HEALTH SERVICES WITH INTEGRITY, COMPASSION AND EFFICIENCY.

THEY PROVIDE ALL OF THE RECRUITMENT, THE CREDENTIAL, EACH AND EVERY PERSON, VERIFY CREDENTIALS, THEY PERFORM BACKGROUND CHECKS, HIRE STAFF, AND PERFORM ON SITE COUNSELING SERVICES AT A ZERO FINANCIAL COST TO CROWLEY ISD.

INVICTA UTILIZES FACILITIES ON OUR SCHOOL IN OUR DISTRICT, ACCORDING TO THE CLIENT'S NEEDS AND SPACE AVAILABILITY.

THEY HAVE SCALABLE SCALABLE STAFFING, WHICH MEANS THEY PROACTIVELY MONITOR FUTURE APPOINTMENTS AND ADJUST STAFFING NEEDS ACCORDING TO THEIR CLIENT'S NEEDS.

THEY WORK WITH OUR COMMUNICATION DEPARTMENT AND COLLABORATE INFORMATION SO THAT EVERYONE IN OUR DISTRICT IS AWARE OF THE SERVICES THAT ARE BEING PROVIDED.

ADDITIONALLY, THEY HAVE FLEXIBLE COUNSELING SCHEDULING NEEDS IN WHICH OUR STUDENTS AND STAFF THEY WORK AROUND THE STAFF SCHEDULES AS WELL AS OUR STUDENTS TO ENSURE THAT THEY'RE NOT TAKEN OUT OF ACADEMIC COURT CLASSES TO MAKE SURE THAT THAT GAP IS NOT EXPANDED WITH ACADEMICS.

THEY MAKE SURE THAT THEY ARE PULLING STUDENTS FROM EITHER AFTER SCHOOL, BEFORE SCHOOL OR DURING SOME OF THEIR SPECIALS OR ELECTIVES IN WHICH THEY HAVE THE SPACE TO HAVE THE COUNSELING SERVICES.

THEY WORK WITH THE PARENTS AND THE COMMUNITY TO ENSURE THAT EVERYTHING IS DONE WITH LEGALITIES.

THESE ARE A FEW OF THE AREAS OF FOCUS TO NAME A FEW RESILIENCY, ANXIETY, DEPRESSION, CYBER BULLYING, FAMILY DYNAMICS THAT IF INVICTA WORKS WITH, YOU ALL CAN SEE ALL OF THAT INFORMATION ABOVE, BUT THEY'RE NOT LIMITED TO THOSE AREAS.

IF THERE ARE SPECIALTY AREAS IN WHICH THEY NEED TO SERVICE OUR STUDENTS OR OUR STAFF WITH, INVICTA HAS THE QUALIFIED CANDIDATES TO DO SO.

AGAIN, I WANT TO STRESS THAT THIS IS AT NO COST TO OUR DISTRICT.

WHO CAN REFER SCHOOLS, THE SCHOOL ITSELF, PARENT, GUARDIANS, COURT ORDERED, DFPS.

IT CAN COME FROM THEIR PRIMARY PHYSICIAN, PSYCHIATRISTS, OR EVEN INPATIENT WHEN THEY WERE RELEASED FROM INPATIENT CARE, IT CAN BE A CONTINUUM OF CARE THROUGH INVICTA.

ADDITIONALLY, INVICTA TAKES ALL THE MAJOR GROUP INSURANCES, PRIVATE AND MEDICAID MEDICARE INSURANCES.

THEY TAKE CARE OF EVERYTHING FOR THEIR CLIENTS IN WHICH THEY RUN THROUGH THE INSURANCE PANELS AND EVERYTHING ELSE.

THERE'S NO BURDEN ON THE DISTRICT NOR BURDEN ON THE STUDENT OR THE STAFF THEMSELVES.

THESE ARE A FEW OF THE DISTRICTS THAT ARE ALREADY HOUSING INVICTA, WHITE SETTLEMENT ISD, WEATHERFORD, AND FORT WORTH ISD TO NAME A FEW.

AT THIS TIME, THIS CONCLUDES MY PRESENTATION ON INVICTA HEALTH SERVICES, JUST TO SAY A LITTLE BIT, DR. MCFARLAND, IS VERY COMPASSIONATE ABOUT SERVING ALL OF OUR STUDENTS AS WELL AS STAFF.

THIS GOAL WAS MET THROUGH A VISION HE HAD TO MAKE SURE THAT OUR STAFF THEY'RE BEING FED BECAUSE THEY'RE THE ONES THAT SERVE OUR STUDENTS EACH AND EVERY DAY, SO THEY CAN'T POUR FROM AN EMPTY CUP.

THIS IS JUST AN ADDITIONAL SERVICE THAT WE WANT TO MAKE SURE THAT OUR EDUCATORS HAVE ACCESS TO.

THERE ARE A FEW SOCIAL EMOTIONAL LEARNING SPECIALISTS THAT WE NO LONGER HAVE, BUT THIS WILL HELP AND ADD TO THE LIGHTENING THE LOAD OF THE SCHOOL COUNSELORS AND THE STUDENT ENGAGEMENT SUPPORT SPECIALISTS WE HAVE NOW.

ACCORDING TO THE NEEDS OF THE DISTRICT AND THE NEEDS OF THE SCHOOLS, THE STUDENTS, THEY WILL STAFF AND SEND THOSE PARTICULAR COUNSELORS THERE.

THEY ADDITIONALLY ADD CONSISTENCY BECAUSE EACH WEEK ONCE A STUDENT OR STAFF, THEY WILL MESH WITH A PARTICULAR PROVIDER.

THEY DON'T CHANGE FROM ONE WEEK TO THE NEXT.

THEY HAVE THE CONSISTENT PROVIDER SO THAT THE SERVICES ARE NOT BROKEN UP AS FAR AS THE RELATIONSHIP OR THE WORK THAT HAS ALREADY BEEN DONE WITH THE PRIOR THERAPIST.

WHAT WE DID WITH BIT PACKAGE FIVE OVER THE SUMMER AT DEER CREEK AND SYCAMORE REPLACED ALL THE FLOORING IN THE CLASSROOMS, IN THE CAMPUS AND PAINTED THE WALLS AND FRESHEN THAT UP.

I'LL GO THROUGH THAT PACKAGE, WHERE WE'RE GOING TO BE HEADING INTO THE FALL, WHAT WE'LL BE DOING.

MIDDLE SCHOOL FIVE UNDER DESIGN.

THIS IS THE CLASSROOM ADDITION TO NORTH CROWLEY NINTH.

WE'LL BE ADDING SEVEN CLASSROOMS AND A COLLABORATIVE AREA IN THAT SPACE AND THEN FENCING IN THE COURTYARD AND THEN THAT CANOPY SYSTEM THAT TIES IN FROM THE ADDITION TO THE EXISTING.

THIS IS A BIRD'S EYE VIEW OF THAT ADDITION.

I KNOW YOU'VE SEEN PORTIONS OF IT WHERE IT CUTS THROUGH THE DEVELOPMENT THAT BLOOMFIELD HAS OUT THERE AT CTE.

IT'S ALSO SUPPOSED TO CONTINUE THROUGH THE DEVELOPMENT THAT IS JUST WEST OF CTE AND THEN GO AND TIE INTO 1187.

BUT WHAT WE'VE DONE IS WE'VE TAKEN THE PROTOTYPE OF RAMS OR SUMMER CREEK AND FIT IT IN HERE WITH THE FOOTBALL FIELD TO MAKE SURE THAT IT WORKED ON THIS SIDE, AND AS YOU SEE IT LAID OUT, JUST LIKE WE NEEDED IT TO.

WE WERE IN A MEETING JUST THE OTHER DAY WITH CITY OF FORT WORTH DISCUSSING THIS PROJECT, DISCUSSING THE ROAD IMPROVEMENTS FOR HEALON.

TO PRESENT TO YOU TODAY SOME INFORMATION ABOUT THE STRONGER CONNECTIONS GRANT AND CONSCIOUS DISCIPLINE.

THIS INITIATIVE MEETS ALL THREE OF THE CROWLEY ISD GOALS, THRIVING STUDENTS ENGAGED COMMUNITY, AS WELL AS EMPOWER STAFF.

IN 2021, THE TEXAS SENATE PASSED THE STRONGER COMMUNITIES ACT, AND FROM THAT ACT CAME THE STRONGER CONNECTIONS GRANT PROGRAM.

AND THE SENATE GAVE THE STATE OF TEXAS $93 MILLION OF WHICH CROWLEY ISD RECEIVED A GRANT IN THE AMOUNT OF $1.5 MILLION.

THIS WAS A BIPARTISAN ACT WITH THE GOAL OF IMPROVING CAMPUS CLIMATE AND CULTURE.

SO THESE FUNDS ARE TO BE USED TO SUPPORT SAFE AND HEALTHY STUDENTS IN ALL AREAS OF SAFETY AND HEALTH, PHYSICAL, WELLNESS, EMOTIONAL, MENTAL AND BEHAVIORAL HEALTH.

THE THREE CAMPUSES THAT RECEIVED THE GRANT WERE JACKIE CARDEN ELEMENTARY SCHOOL, CROWLEY MIDDLE SCHOOL, AS WELL AS NORTH CROWLEY HIGH SCHOOL, THE NINTH GRADE AND THE SENIOR HIGH CAMPUS.

CONSCIOUS DISCIPLINE IS A COMPREHENSIVE PROGRAM THAT ADDRESSES SELF REGULATION, THE SOCIAL EMOTIONAL LEARNING OF STUDENTS, AS WELL AS THE EMOTIONAL INTELLIGENCE OF ADULTS AND DISCIPLINE, AND IS SPECIFICALLY DESIGNED TO MAKE SURE THAT WE CHANGE THE MINDSET AND THE LIVES OF ADULTS FIRST THEN TO IN TURN IMPACT THE STUDENTS.

THE PHILOSOPHY, THE SIMPLEST WAY TO PUT IT IS THAT CONSCIOUS DISCIPLINE, MAKE SURE THAT ADULTS UNDERSTAND THE DISCIPLINE IS NOT SOMETHING THAT WE DO TO AS STUDENTS, BUT IT'S A SKILL THAT WE BUILD WITHIN THEM.

THAT IS THE PHILOSOPHY THAT THEY BEGIN WITH, AND WE START WITH THE ADULTS.

IT'S DIVIDED INTO FOUR PHASES, AND WE HAVE DECIDED TO CHOOSE PHASES 1-3, AND I WILL GO IN WHAT THOSE PHASES.

PHASE 1 IS AN ADULT MINDSET SIT.

ADULT MINDSET SHIFT.

AND SO WE START OUT WITH TRAINING WITH THE LEADERSHIP TEAMS AS WELL AS THE ENTIRE STAFF TO SHIFT THE WAY THAT THEY SEE DISCIPLINE AND THE WAY THAT THEY HANDLE AND UNDERSTAND THE BRAIN OF THE CHILD.

AND SO IN PHASE ONE, THEY WILL DISCOVER AND ADD NEW SKILLS AND SEE THAT DEVELOP A TEAM, OUR MTSS TEAM WILL SERVE AS A CONSCIOUS DISCIPLINE ACTION TEAM TO IMPLEMENT THE INTERVENTIONS OF THIS PROGRAM.

PHASE 2, ONCE WE UNDERSTAND WE SHIFT THE MINDSET THE ADULTS, THEN IT WILL MOVE FROM COMMON AREAS INTO THE CLASSROOM SPECIFICALLY.

AND SO THIS WILL TAKE THAT PHILOSOPHY INTO CLASSROOM PRACTICES, AND THEN WE'LL START TO BUILD ON BRINGING PARENTS INTO THAT KNOWLEDGE AS WELL.

PHASE 2, WILL EMBED THE PHILOSOPHY INTO SCHOOL CULTURE, AS WELL AS OUR GUIDING DOCUMENTS SUCH AS OUR STUDENT CODE OF CONDUCT, CAMPUS AND DISTRICT HANDBOOKS, AS WELL AS SOME OF OUR POLICIES AROUND STUDENT DISCIPLINE.

PHASE 4 IS SIMPLY REFINING AND LEVERAGING.

THOSE ARE MORE SPECIFIC KIDS THAT THEY'RE NOT RESPONDING TO OUR TIER 1S.

THE GOAL IS TO REDUCE THE NUMBER OF STUDENTS THAT WE HAVE NEEDING THOSE MORE INTENSIVE NEED SUPPORTS.

NOT DIRECTLY CONNECTED, BUT AGAIN, IT'S A GOOD FOUNDATION OF SUPPORT FOR THE SERVICES LIKE INVICTUS.

SOMETIMES STUDENTS ARE LABELED TIER 2 OR 3 BECAUSE WE HAVE NOT APPROPRIATELY RESPONDED TO THEIR BEHAVIOR.

THEY'RE RACKING UP REFERRALS BECAUSE WE HAVEN'T BEEN AS PURPOSEFUL ABOUT THE INTERVENTIONS OR THE PREVENTIONS UPFRONT.

IT'LL HOPEFULLY GET US TO A TRUER PYRAMID OF SUPPORT THROUGH MTSS.

THEN WE ALSO WILL HAVE TARRANT APPRAISAL DISTRICT, TAD, COMING UP.

THE DATES ARE A LITTLE DIFFERENT FOR THAT, BUT I JUST WANT TO LET YOU KNOW AT THE NEXT BOARD MEETING, OCTOBER 10TH, IS WHEN YOU HAVE AN OPPORTUNITY TO SUBMIT ANY NOMINATIONS FOR THE CENTRAL APPRAISAL DISTRICT OR THE TARRANT APPRAISAL DISTRICT.

BOTH OF THOSE TERMS THAT OPEN UP IN JANUARY, THE TWO ENTITIES JUST HAVE A LITTLE BIT OF A DIFFERENT TIMELINE FOR SUBMITTING THOSE NAMES.

ONCE THE NAMES HAVE BEEN SUBMITTED, THOSE ENTITIES PUT TOGETHER THE BALLOTS, SEND OUT THE BALLOTS TO THE DISTRICT, AND THEN THAT'S WHEN WE LOOK AT THE VOTES THAT WE HAVE AS AN ENTITY HERE IN CROWLEY ISD, BOTH FOR JOHNSON AND TARRANT COUNTY.

THE BOARD WILL THEN HAVE AN OPPORTUNITY TO DETERMINE HOW YOU USE YOUR VOTES.
