JOINED BY DISTRICT OFFICIALS AND REPRESENTATIVES FROM THE POSTEL CONSTRUCTION GROUP, THE DRAGONS MARK THIS EXCITING MILESTONE TOGETHER.

WE ARE THRILLED THAT ALL OUR STUDENTS NOW HAVE THE OPPORTUNITY TO ENJOY THIS INCLUSIVE AND ENGAGING PLAY SPACE.

IT OPENED IN OCTOBER BY THE BIG GOOD FOOT WORTH IN PARTNERSHIP WITH CROWLEY COUNTY, TERRAN AREA FOOD BANK.

BRIDGES AND PATTERSON'S ORGANIZATION, THE BIG GOOD, WORK CLOSELY WITH THE FOOD BANK TO BRING THE INCREDIBLE INCENTIVE TO LIFE.

VENDORS SUCH AS MMD, SWEET TREATS, MESSY MAMAS, HELP THEM DOGS, SAVE SITA, AND TAKAIA LA CABANA SERVED DELICIOUS FOOD WHILE A DJ KEPT THE ENERGY HIGH WITH GREAT MUSIC.

ENTRY WAS FREE, AND FAMILIES HAD THE CHANCE TO WIN EXCITING FESTIVE GIFT BASKETS.

CHILDREN ENJOYED INTERACTIVE GAMES, FACE PAINTING, AND BALLOON ART, MAKING IT A NIGHT TO REMEMBER.

WHILE HEARING FROM ESTEEMED DIGNITARIES WAS A HIGHLIGHT, THE MOST MEANINGFUL MOMENTS CAME FROM OUR STUDENTS WHO SHARED THEIR EXPERIENCES FIRSTHAND.

ELEMENTARY STUDENTS EXPRESS THEIR EXCITEMENT FOR STEM PROGRAMS WHILE SECONDARY CTE, OUR STUDENTS SHOWCASE THEIR SKILLS BOTH ON STAGE AND IN THE LOBBY, WHERE OUR TALENTED CULINARY STUDENTS SERVED HORS D'OEUVRES.

THE EVENT ALSO FEATURED INSPIRING PERFORMANCES AND MUSICAL SELECTIONS, MAKING IT A TRUE CELEBRATION OF CROWLEY PRIDE UNIFIED.

HE HAS ORGANIZED HIS PROGRAM FROM THE GROUND UP AND MANAGES ITS APPLICATION AT THE TWO HIGH SCHOOLS AND TWO NINTH GRADE CENTERS AND A CTE.

IT'S SUSTAINED GROWTH MEANS THAT MOST LIKELY BEGINNING NEXT YEAR, WE COULD BE FIELDING UP TO THREE SEPARATE TEAMS, ONE FROM EACH HIGH SCHOOL INSTEAD OF ONE COMBINED GROUP. CASEY SMITH. [APPLAUSE]

AT A BOARD MEETING LAST YEAR, WE CELEBRATED THE GROWING SUCCESS OF OUR NEW E-SPORTS PROGRAM.

I SAID BEFORE WE LEFT, WE'D BE BACK WITH MORE KIDS AND MORE CHAMPIONSHIPS.

AS YOU CAN SEE, I DELIVERED.

E-SPORTS. IT'S COMPETITIVE VIDEO GAMING IN A TEAM ENVIRONMENT AND OPERATES MUCH THE SAME WAY UI ATHLETICS DOES.

WE HAVE STUDENTS THAT COMPETE IN SOLO AND TEAM BASED COMPETITIONS.

TEAM GAMES DEMAND CLEAR COMMUNICATION AND STRATEGIC PLANNING IN A FAST PACED ENVIRONMENT.

THESE SKILLS COUPLED WITH TEAMWORK AND PROBLEM SOLVING ARE CRITICAL FOR DEVELOPING OUR FUTURE READY LEARNERS, AND IN THEIR POST HIGH SCHOOL LIVES.

WE CURRENTLY HAVE OVER 60 STUDENTS WHO COMPETED IN E-SPORTS THIS YEAR.

WE COMPETE IN 11 GAMES IN THREE DIFFERENT LEAGUES.

EACH WITH THE FALL AND THE SPRING SEASON. THAT'S A LOT OF GAMES.

IN MAY, WE'LL BE TAKING 20 STUDENTS TO BAYLOR UNIVERSITY FOR THE UNDISPUTED STATE CHAMPIONSHIP, IN WHICH WE LOOK TO BRING HOME EVEN MORE STATE CHAMPIONSHIPS.

IN THE FALL 2024 SEASON, OUR OVER WATCH TEAM WON THE VANTA STATE TOURNAMENT AND PLACED FIRST IN THE TEXAS LEAGUE.

I'D LIKE TO MAKE A NOTE THAT TO WIN THOSE, THOSE ARE BEST OF FIVE SERIES.

THIS TEAM ONLY DROPPED TWO MATCHES IN BOTH LEAGUES TOTAL.

I WOULD SAY THEY'RE PROBABLY TOP THREE IN THE NATION, IF NOT, UP THERE IN THE TOP.

THIS YEAR BY POPULAR REQUEST, WE ALSO ADDED MADDEN 25 AND NCA FOOTBALL AT THE NATIONAL LEVEL, AND PROUD TO SAY WE HAVE THREE NATIONAL REGIONAL CHAMPIONS IN THOSE GAMES AS WELL. WE'VE BEEN BUSY.

MY NAME IS REBECCA BARTON, AND I HAVE THE DISTINCT HONOR OF SERVING AS THE TEACHER INCENTIVE ALLOTMENT COORDINATOR.

THIS EVENING, I AM PLEASED TO SHARE INFORMATION ABOUT THE TEACHER INCENTIVE ALLOTMENT, A PROGRAM DIRECTLY SUPPORTING GOAL 1, THRIVING STUDENTS, AND GOAL 3, EMPOWERED STAFF.

THE SUCCESS OF THIS INITIATIVE IS A DIRECT RESULT OF THE COLLABORATIVE EFFORTS ACROSS MULTIPLE DEPARTMENTS WITHIN OUR ORGANIZATION.

I WOULD LIKE TO EXTEND MY SINCERE GRATITUDE TO THE COMMUNICATIONS, FINANCE, HUMAN CAPITAL, PEIMS, AND CURRICULUM AND INSTRUCTION TEAMS FOR THEIR INVALUABLE PARTNERSHIP.

TIA WAS ESTABLISHED IN 2019 AS A COMPONENT OF HOUSE BILL 3.

THE PRIMARY GOAL OF TIA IS TO RECRUIT, RETAIN, AND REWARD HIGH-QUALITY TEACHERS, OFFERING PERFORMANCE-BASED COMPENSATION.

TEACHER DESIGNATIONS PROVIDE ADDITIONAL FUNDING TO OUR DISTRICT AS A MEANS TO REWARD OUR MOST EFFECTIVE EDUCATORS.

THESE DESIGNATIONS CAN BE EARNED THROUGH TWO DISTINCT PATHWAYS.

FIRST, TEACHERS WHO ARE NATIONALLY BOARD-CERTIFIED ARE ELIGIBLE TO RECEIVE A RECOGNIZED DESIGNATION.

SECOND, DISTRICTS MAY DESIGNATE TEACHERS THROUGH AN APPROVED LOCAL SYSTEM.

EACH DESIGNATION LEVEL IS ASSOCIATED WITH VARYING LEVELS OF INCENTIVE PAY.

THE CISD AVERAGE ALLOTMENT FOR A RECOGNIZED DESIGNATION IS APPROXIMATELY $4,700, AN EXEMPLARY DESIGNATION IS APPROXIMATELY 9,500, AND A MASTER'S DESIGNATION IS APPROXIMATELY $17,800.

DUE TO THE STRUCTURE OF TEACHER INCENTIVE ALLOTMENT, EARNING A DESIGNATION IS A CHALLENGING PROCESS.

ONCE AWARDED, A DESIGNATION REMAINS ON A TEACHER CERTIFICATE FOR FIVE YEARS.

THE TEXAS EDUCATION AGENCY REQUIRES TWO KEY COMPONENTS FOR TEACHER DESIGNATIONS: TEACHER OBSERVATION AND STUDENT PERFORMANCE.

TEACHER OBSERVATION IS BASED ON THE T-TESS EVALUATION SYSTEM, WHILE STUDENT PERFORMANCE IS ASSESSED THROUGH STUDENT GROWTH OVER THE COURSE OF AN ACADEMIC YEAR.

DISTRICT APPROVAL TO DESIGNATE TEACHERS INVOLVES AN ANNUAL TWO-STEP REVIEW PROCESS WITH TEA.

THIS YEAR, THE VALIDITY AND RELIABILITY OF OUR DESIGNATION COMPONENTS WERE ONCE AGAIN CONFIRMED.

WE ACHIEVED 88 OUT OF POSSIBLE 96 POINTS AND RECEIVED A PERFECT SCORE IN TWO CRITICAL CHECKS.

THESE RESULTS DEMONSTRATE THAT OUR SYSTEM IS BOTH RELIABLE AND ACCURATELY REFLECTS THE OUTSTANDING PERFORMANCE OF OUR TEACHERS.

TO ENSURE THAT OUR SYSTEM REMAINS FAIR, TRANSPARENT, AND RELIABLE, WE ARE IMPLEMENTING TIA IN PHASES.

PHASES 1-3 IN CROWLEY ISD ARE OUTLINED HERE.

PHASE 1 MARKED THE INTRODUCTION OF OUR INAUGURAL COHORT, CONSISTING OF 29 TIA DESIGNATED TEACHERS ACROSS SEVEN ELEMENTARY CAMPUSES.

SINCE THEN, WE HAVE EXPANDED TO 25 CAMPUSES.

WE HAVE ALWAYS BEEN PROUD TO HAVE SOME OF THE BEST TEACHERS IN THE STATE SERVING OUR STUDENTS, AND OUR PHASE 3 DATA REFLECTS THIS EXCELLENCE.

THIS EVENING, WE ARE SO PLEASED TO CELEBRATE A TOTAL OF 63 NEWLY DESIGNATED TEACHERS.

OF THESE, 13 TEACHERS EARNED A RECOGNIZED DESIGNATION, 32 EARNED AN EXEMPLARY DESIGNATION, AND 18 ACHIEVED A MASTER'S LEVEL DESIGNATION.

THIS INCLUDES SEVEN TEACHERS WHO WERE DESIGNATED AT A LOWER LEVEL BUT IMPROVED THEIR PERFORMANCE TO EARN A HIGHER LEVEL DESIGNATION THIS YEAR.

ON THE SCREEN, YOU WILL SEE THE BREAKDOWN OF THE 122 TIA TEACHERS CURRENTLY EMPLOYED ACROSS OUR DISTRICT.

THIS NUMBER INCLUDES TEACHERS FROM PHASES 1-3, WHO WERE DESIGNATED THROUGH OUR LOCAL SYSTEM, AS WELL AS SIX TEACHERS WHO HAVE CHOSEN TO JOIN OUR STAFF FROM OTHER DISTRICTS.

THESE EDUCATORS TRULY EMBODY THE SPIRIT OF CROWLEY PRIDE UNIFIED IN THEIR DEDICATION AND SERVICE TO OUR CROWLEY ISD FAMILY.

A FEW PROGRAM SPOTLIGHTS.

IN NOVEMBER, I WAS HONORED TO SERVE AS A PANELIST AT A REGION 11 TIA TRAINING IN RECOGNITION OF OUR DISTRICT'S SUCCESSFUL IMPLEMENTATION OF THE PROGRAM, INCLUDING THE DEVELOPMENT OF GROWTH MEASURES AND PROGRAM EXPANSIONS.

ADDITIONALLY, CROWLEY ISD IS IN ITS SECOND YEAR OF HOSTING A MONTHLY STATEWIDE NETWORK, THE TEXAS ASSOCIATION OF LOCAL DESIGNATION SYSTEMS THAT WE FOUND FOR TIA LEADS, ESC LEADS, AND VENDORS SUPPORTING TIA, WHICH HAS GROWN TO NEARLY 600 PARTICIPANTS.

OVER THESE FIRST THREE YEARS, OUR SYSTEM HAS GENERATED APPROXIMATELY $2.6 MILLION IN ALLOTMENTS.

PHASE 4 OF OUR PLAN COMMENCED THIS SCHOOL YEAR WITH THE ADDITION OF CROWLEY COLLEGE PREP.

ADDITIONALLY, WE CONTINUE TO SUPPORT OUR COHORT OF TEACHERS, INCLUDING THE ADDITION OF A FINE ARTS TEACHER THIS YEAR, ALL OF WHOM ARE PURSUING NATIONAL BOARD CERTIFICATION.

PHASE 5 IS SET TO BEGIN IN THE 25/26 SCHOOL YEAR.

WE'RE SUBMITTING AN APPLICATION TO EXPAND OUR PROGRAM, AND IF APPROVED, THE EXPANSION WILL INCLUDE BAYLOR ELEMENTARY,

HIGH SCHOOL FUNCTIONAL ACADEMICS, AND THE ADDITION OF HONORS, PRE-AP, AND AP COURSES IN ELIGIBLE SUBJECT AREAS.

OUR ONGOING FOCUS WILL BE TO MAINTAIN ENGAGEMENT WITH STAKEHOLDERS WHO ARE NOT YET IN ELIGIBLE TEACHING ASSIGNMENTS.

THE OVERARCHING GOAL OF TIA REMAINS THE HIGHEST OF PRIORITIES: RECRUIT, REWARD, AND RETAIN THE BEST TEACHERS FOR OUR STUDENTS HERE IN CROWLEY ISD, ONE TEAM, ONE DREAM.

IT IS JUST REALLY PHENOMENAL, THE STORIES THAT WERE PRESENT ON TONIGHT, AND I KNOW THAT THE 60-PLUS THAT WE RECOGNIZED TONIGHT ARE A PART OF A GROWING NUMBER OF EDUCATORS WHO ARE WANTING AND WILLING TO GO ABOVE AND BEYOND TO BE SOME OF THE TOP TEACHERS IN THE STATE.

AGAIN, THANK YOU TO YOU AND TO ALL THE CAMPUS PRINCIPALS.

I KNOW THAT THIS IS A COLLECTIVE EFFORT IN ORDER TO GET THESE TEACHERS THROUGH THIS PROGRAM AND TO ACTUALLY RECEIVE THAT ALLOTMENT.

MY DAUGHTER'S CAMPUS, DEER CREEK, HAD 10 TEACHERS RECEIVE TIA AND FOUR OF THE 10 TAUGHT HER.

MISS LUNA TAUGHT HER A1, MISS FLOREN SECOND GRADE, MISS CAMINERO, THIRD GRADE.

SHE WASN'T HERE TONIGHT, BUT THE CAMPUS TEACHER OF THE YEAR, CURRENTLY, MISS HOGAN, TAUGHT HER FOURTH GRADE, AND THEN MR. SANTIANN TAUGHT HER FIFTH GRADE.

THINKING ABOUT THAT STUDY, THREE EFFECTIVE TEACHERS, WHEN YOU HAVE K-5, AND ALL THE FIVE WERE RECOGNIZED TONIGHT, THAT REALLY SAYS SOMETHING ABOUT WHAT THEY DO AND POUR INTO STUDENTS.

IT ALSO SPEAKS TO THE PRINCIPALS IN MAKING SURE THAT YOU'RE SELECTING EFFECTIVE CANDIDATES, THAT YOU'RE PUTTING THEM IN GRADE LEVELS WHERE THEIR STRENGTHS ARE, AND ON THE SUBJECT AREAS WHERE THEY CAN BE STRONG AND THEY CAN GROW STUDENTS.

AS TRUSTEE DAVIS SAYS, IT TAKES EVERYONE, BUT I THINK OF THAT SCRIPTURE, SOME PLANT AND SOME WATER, BUT GOD GETS TO INCREASE.

THE INCREASE COMES TO OUR STUDENTS.

THE INCREASE IS THE FINANCIAL AWARD FOR THEM, AND THE INCREASE IS OUR DISTRICT BENEFITING FROM IT.

THEN THE GOOD GROUND IS THE CAMPUSES AND MAKING SURE THERE'S AN ENVIRONMENT THAT IS FERTILE AND THAT THEY'RE ABLE TO GROW TEACHERS AND GROW STUDENTS.

I AM BEYOND EXCITED ABOUT THIS, AND I CAN'T WAIT TILL NEXT YEAR.

THIS IS WE'RE NOT QUITE SURE OF THE DETAILS YET, BUT AS THE PLANS FOR SUMMER SCHOOL EVOLVE, WE'RE HOPING THAT WE CAN WORK WITH THEM, AGAIN, PUTTING A BOOK IN THE HANDS OF THE STUDENTS AT SUMMER SCHOOL, A BOOK THEY CAN TAKE HOME, BUT THEN ENCOURAGE THEM TO READ MORE THAN ONE BOOK AS THEY'RE AT SUMMER SCHOOL AND THEN THROUGHOUT THE SUMMER.

WE WILL CONTINUE WITH THE SUPPORT OF THE BATTLE OF THE BOOKS THAT IS A DISTRICT PROJECT THAT I KNOW YOU ALL ARE VERY FAMILIAR WITH.

EVERY KID GETS A BOOK, WE'RE NOT GOING TO ASK YOU, DO YOU HAVE BOOKS AT YOUR HOUSE? EVERY KID THAT DOES BATTLE OF THE BOOKS WILL GET A BOOK.

THEN FINALLY, WE'RE EXPLORING OPPORTUNITIES TO BRING AGE APPROPRIATE AUTHORS INTO THE CAMPUSES.

IT USED TO BE A THING THAT WE WOULD HAVE AUTHORS THAT WROTE ELEMENTARY SCHOOL BOOKS, MIDDLE SCHOOL AGE BOOKS, THEY'D COME, THEY'D MEET WITH EACH CLASS IN THE LIBRARY.

I AM HAPPY TO NOTIFY EVERYBODY THAT OUR REVENUES ARE OUTPACING OUR EXPENDITURES.

I KNOW YOU GUYS REALLY PAID ATTENTION TO IT THEN, BUT I JUST WANT TO BRING IT BACK TO EVERYBODY'S REMEMBERS BECAUSE IT IS DEFINITELY GERMANE TO THE TOPIC THAT WE'RE TALKING ABOUT RIGHT NOW.

I'VE HIGHLIGHTED FOUR NUMBERS THAT ARE REALLY IMPORTANT TO WHAT WE'RE TALKING ABOUT TONIGHT.

WE WON'T TALK TOO MUCH ABOUT REVENUES.

TONIGHT, WE'LL REALLY FOCUS ON EXPENDITURE BECAUSE I WANT YOU TO SEE THESE TOOLS THAT WE USE TO MANAGE AND MONITOR THE BUDGET.

BUT ONE OF OUR KEY PERFORMANCE INDICATORS IS THAT OUR REVENUE AND EXPENDITURE ESTIMATES FALL WITHIN + OR -5% OF THE ACTUAL REVENUE AND OR EXPENDITURES.

I JUST WANTED TO JUST DIRECT EVERYBODY'S ATTENTION TO THE TOP TWO NUMBERS.

THEY REPRESENT THE VARIANCE, IF YOU WILL, BASED ON THE ESTIMATES OF OUR REVENUE, THE PROJECTIONS, I SAY, OF OUR REVENUE AND OUR EXPENDITURES.

OUR FINANCE TEAM WORKS REALLY HARD TO TAKE ALL OF THESE DIFFERENT INPUT VARIABLES AND MANAGE THIS BUDGET IN SUCH A WAY THAT THE STUDENTS ARE BENEFITING FROM THIS.

THE REVENUE, LOOK AT THE REVENUE BUDGET, IF YOU WILL, OUR BEGINNING AND FINAL BUDGETED REVENUE NUMBER WAS WITHIN 0.49% OF THE ACTUAL REVENUE THAT THE DISTRICT RECEIVED LAST YEAR.

I THINK WE REALLY WORKED HARD TO BE CLOSE TO THAT.

THEN ALSO, I MENTIONED EARLIER, THE IMPACT OF THE FINAL BUDGET AMENDMENT, WHERE WE HAVE TO OVER ESTIMATE EXPENDITURE SO WE ENSURE THAT WE DO NOT EXCEED A FUNCTIONAL ALLOTMENT, IF YOU WILL.

BUT LOOK AT WHERE WE WERE WITH OUR FINAL BUDGET, EVEN OUR BEGINNING, OUR ORIGINAL BUDGET.

LOOK AT HOW CLOSE WE WERE TO THE ACTUAL REVENUE AFTER ALL OF THAT TURBULENCE THAT EXISTED LAST YEAR AND STILL EXISTS TODAY.

THOSE ARE EXAMPLES OF HOW OUR FINANCIAL PRINCIPLES HAVE GUIDED US TO ULTIMATELY LEAD TO THE ACTUAL EXCESS OR DEFICIENCY, IF YOU WILL, IN REVENUE FROM OUR ORIGINAL PROJECTIONS OF 8.2 MILLION DOLLAR REALLY DOWN TO ABOUT $2,000,000.

THAT PROPELLED US TO HAVE FUND BALANCING THE AMOUNT OF $35 MILLION, WHICH IS ABOUT 19% OF OUR EXPENDITURES FOR 2023-24.

WON'T BELABOR THE POINT.

JUST WANT EVERYBODY TO KNOW, WE WANT TO BE AS PRECISE AS WE POSSIBLY CAN.

BUT AT THE SAME TIME, WE HAVE PRINCIPLES THAT WE FOLLOW AND THESE ARE THE TARGETS.

ONE OF THE PRINCIPLES OF ACCOUNTING IS WANTING TO MAKE SURE THAT THINGS ARE COMPARABLE, ANOTHER IS PREDICTABLE, AND WE WANT TO MAKE SURE THAT WE ARE ABLE TO COMPARE FROM ONE YEAR TO ANOTHER YEAR OVER YEAR PERIOD OVER PERIOD, OUR EXPENDITURES SO THAT WE CAN UNDERSTAND ARE THE TRENDS BEING SET? IF THERE ARE TRENDS BEING SET, WHAT ARE THEY? HOW CAN WE IDENTIFY SOLUTIONS TO ADDRESSING THOSE TRENDS? THAT REALLY REPRESENTS AT THE MONTH OF FEBRUARY, WE ARE APPROXIMATELY 67% INTO OUR SCHOOL YEAR AND INTO OUR FISCAL YEAR BUDGET.

ONE OF THE OTHER COMPARISONS IS LOOKING AT THAT 67% AND THEN LOOKING AT THE ACTUAL BUDGET TO ACTUAL EXPENDITURES BY FUNCTION, SO THAT'S ANOTHER WAY WE CAN COMPARE.

BUT IN THAT LIGHT, ONE OF THE THINGS THAT ONE OF THE DIFFICULT DECISIONS THAT WE HAD TO MAKE AND FORGIVE ME IF I'M BEING PRESUMPTUOUS HERE.

BUT ONE OF THE DIFFICULT DECISIONS THAT WE HAD TO MAKE AS A DISTRICT AS A BOARD IN APPROVING THE BUDGET WAS THAT WE DID NOT GIVE PAY RAISES COMING INTO THE SCHOOL YEAR.

WE HAD TO FREEZE SALARIES AND EVERYTHING RIGHT WHERE WE WERE.

WE USED TO PRIDE OURSELVES ON BEING ONE OF THE USUALLY IN THE TOP TEN, IN NORTH TEXAS AS FAR AS SALARIES AND EVEN THE CONTRIBUTIONS THAT WE MAKE IN HEALTH INSURANCE AND ALL OF THOSE THINGS.

WELL, IT IS NOT LOST ON ANY OF US THAT WHEN THE REPORT CAME OUT OR THIS PARTICULAR SCHOOL YEAR, CROWLEY ISD WAS NO LONGER IN THE TOP 10, AND THAT IS NOBODY'S FAULT OTHER THAN THE INACTION OF OUR STATE LEGISLATURE.

PLEASE KNOW, I'M NOT SAYING THIS IN CRITICISM TO OUR LEADERSHIP.

I'M SAYING IT BECAUSE WE WERE HAVING TO DEAL WITH 2019 BUDGET ALLOTMENTS IN 2024, 2025.

WE'RE STILL IN THAT PLACE.

MY QUESTION IS, ARE WE IN A PLACE WITH THE REDUCTIONS AND ALL OF THE THINGS THAT WE'VE DONE?
