STUDENTS STAY ENGAGED AND HAVE FUN THROUGH HANDS ON ENRICHMENT ACTIVITIES SUCH AS STEM, DANCE, COOKING, AND VIRTUAL REALITY.
WEEKLY FIELD TRIPS EXTEND CLASSROOM LEARNING INTO REAL WORLD EXPERIENCES, ALLOWING STUDENTS TO APPLY NEW SKILLS IN EXCITING AND MEANINGFUL WAYS.
THE PROGRAM BUILDS CONFIDENCE, IS IMPORTANT, ENCOURAGES TEAMWORK, AGAIN, IMPORTANT, AND FOSTERS OF LIFELONG LOVE OF LEARNING IN A SAFE, SUPPORTIVE ENVIRONMENT.

GOOD EVENING. I WANT TO BEGIN WITH A PERSONAL THANK YOU TO CROWLEY ID FOR PROVIDING SUMMER ENRICHMENT OPPORTUNITIES TO OUR STUDENTS.
AS A CHILD, I WAS A LATCHKEY KID STARTING AT 6-YEARS-OLD.
WE LIVED IN FLORIDA. MY PARENTS COULD NOT AFFORD AFTER SCHOOL CARE.

WE HAD NO FAMILY NEARBY TO HELP US.THEN WHEN WE MOVED TO TEXAS OR TO FORT WORTH IN THE SUMMER.
ONE SUMMER, THIS MAN SHOWED UP TO OUR HOUSE IN UNFAMILIAR VEHICLE.
WELL, IT TURNED OUT TO BE MY DAD IN A COMPANY VEHICLE.
BUT THE SCARE WAS ENOUGH FOR ME TO CALL THE AUTHORITIES.
AFTER THAT, MY PARENTS WERE LIKE, THEY'RE GOING TO THE BOYS AND GIRLS CLUB.
BUT THAT DIDN'T LAST LONG BECAUSE AGAIN, IT WAS THREE KIDS.
THEY ENDED UP SENDING US TO OUR AUNT'S HOUSE AND WE STAY WITH OUR COUSINS ALL DAY.
IT WAS CHAOTIC, A BUNCH OF UNSUPERVISED KIDS, LIKE LORD OF THE FLIES, LIKE NO STRUCTURE.
THAT'S FORWARD TO TODAY, AND I WANT TO SAY THAT I'M INCREDIBLY GRATEFUL FOR CROWLEY ISD FOR OFFERING SAFE STRUCTURED AND ENRICHING PROGRAMS. THIS SUMMER, ELEMENTARY AND MIDDLE SCHOOL STUDENTS ARE PARTICIPATING IN A SUMMER CAMP, FREE OF CHARGE WITH FULL DAY PROGRAMMING AND WEEKLY FIELD TRIPS.
ONE STUDENT EVEN TOLD ME THEY LEARNED MORE IN A WEEK THAN THEY HAD ALL YEAR LONG.
[LAUGHTER] WELL, THIS IS KIDS SPEAK. IT WAS FUN.
[LAUGHTER] THAT SPEAKS TO THE POWER OF MAKING LEARNING ENGAGING, ENRICHING, AND RELEVANT TO OUR STUDENTS.
IN ADDITION TO THE AC PROGRAM, WE'VE HAD STEM CAMPS, AND UPCOMING MIDDLE SCHOOL MATH CAMP AND THEATER ARTS PROGRAM THAT WILL RUN 8:00-5:00.
THESE PROGRAMS NOT ONLY KEEP OUR STUDENTS ENGAGED, BUT THEY ALSO GIVE PARENTS A PEACE OF MIND, BUT THEY KNOW WHAT THEIR STUDENTS ARE DOING DURING THE DAY.
THANK YOU TO OUR DISTRICT LEADERS AND STAFF FOR MAKING THIS POSSIBLE.
NUMBER 2, MIDDLE SCHOOL EXPERIENCE.
THE MIDDLE SCHOOL EXPERIENCE CAMP ALLOWED STUDENTS TO EXPLORE MATH READING, ARTS, AND STEM AND SPORTS WHILE ENJOYING FREE MEALS.
THE CAMP CULMINATED WITH AN UNFORGETTABLE VISIT TO PAUL QUIN COLLEGE CAMPUS IN DALLAS TO ATTEND THEIR SYMPHONY SALSA AND SOUL EVENT.
ON THURSDAY JUNE 12TH, 120 INCOMING SIXTH, SEVENTH, AND EIGHTH GRADE STUDENTS WERE TREATED TO DINNER AND AN INCREDIBLE LIVE CONCERT AT THE DALLAS SYMPHONY ORCHESTRA.
SPECIAL THANK YOU TO DR. LAMONT SMITH, THE QUINIT SCHOOL NETWORK TEAM, DR. CLARENCE WILLIAMS, MISS ANNA RODE, AND ALL THE CHAPERONES AND WHO ACCOMPANIED OUR STUDENTS TO DALLAS.
[APPLAUSE] LAST ONE. THIS ONE IS ABOUT THE PURVIEW STEM CAMP PARTNERSHIP.
A FEW YEARS AGO, I SHARED WITH DR. MCFARLAND AN IDEA ABOUT A RESIDENTIAL STEM CAMP THAT MY SON, ONE OF HIS FRIENDS, AND OUR VERY OWN AP DR. RUN IVY'S DAUGHTER ATTENDED.
I WANTED MORE STUDENTS TO HAVE ACCESS TO THAT EXPERIENCE.
WELL, IN APRIL, DR. VALENCIA AND HER TEAM PRESENTED TO US THE NEW PANTHER STEM CAMP PARTNERSHIP WITH PURVIEW A&M.
I'M THRILLED TO SAY THAT AROUND 100 STUDENTS PARTICIPATED.
A PARENT STOPPED ME OVER THE WEEKEND AND WANTED TO SHARE HOW EAGER THEY WERE ABOUT THIS IMPACTFUL EVENT.
SHE SAID HER SON LEFT AN INTROVERT AND CAME BACK A WEEK LATER AN EXTROVERT, AND SO HE RECEIVED A SCHOLARSHIP ON THE SPOT DURING THE CLOSING CEREMONY.
SHE RODE THE BUS WITH DR. VALENCIA AND OTHERS TO PURVIEW IN THE WEEK CEREMONY AND WAS OVERWHELMED WITH GRATITUDE.
IT CHANGES LIVES, OPEN DOORS, AND BUILDS CONFIDENCE.

THE CAMP INCLUDES BREAKFAST AND LUNCH DAILY.
STUDENTS IN GRADES 6-12 WILL ATTEND JUNE 23RD-27TH, WHILE STUDENTS IN GRADES 3-5 WILL ATTEND JULY 14TH-18TH.

I REMEMBER SWEARING IN AT THE LITTLE MAKESHIFT TABLES THAT WE HOOKED TOGETHER AND WE CALLED IT A DAIS, BUT I WAS SO PROUD TO BE A PART OF THAT AND TO WHERE WE ARE NOW.
WE'VE HAD SO MUCH DEVELOPMENT, SO MUCH GROWTH, SO MANY NEW PROGRAMS, SO MANY OPPORTUNITIES TO COLLABORATE.
I KNOW THAT WE CHALLENGE DR. MCFARLAND TO GROW COLLABORATIONS, AND NOW WE HAVE AN 1882 PARTNERSHIP WITH NOT JUST THE LOCAL UNIVERSITY, A UNIVERSITY OUT OF DALLAS COUNTY, A PREDOMINANTLY BLACK UNIVERSITY, A HISTORIC BLACK UNIVERSITY.
CROWLEY ISD HAS ALWAYS BEEN ABOUT PUSHING THE LIMITS.
PUSHING THE LIMITS FOR OUR STUDENTS, PUSHING THE LIMITS FOR OUR COMMUNITY.
IT'S AN HONOR TO HAVE BEEN A PART OF SO MANY THINGS, BUT I ALSO LOOK AT THIS AS ANOTHER OPPORTUNITY TO BE A PARTNER WITH YOU.
WE HAVE SO MANY THINGS IN COMMON.

AS DR. MCFARLAND ALLUDED TO, I'LL BE GIVING A HIGH-LEVEL OVERVIEW OF THE 2024/25 YEAR END BUDGET PROJECTIONS, AND ALSO PRESENTING SEVERAL SCENARIOS FOR THE 2025/26 PRELIMINARY BUDGET.

I LIKE TO INCLUDE THESE IN OUR PRESENTATIONS BECAUSE THESE ARE THE PRINCIPLES THAT GUIDE US AND LEAD US THROUGH TIMES OF ADVERSITY, THROUGH TIMES OF TURBULENCE.
THIS IS WHAT HAS LED US THROUGHOUT THESE PAST TWO YEARS, IF YOU WILL, AND ALSO HELPED US TO GAIN SOME SIGNIFICANT GAINS IN OUR FUND BALANCE AND TO MAKE A SUCCESSFUL RUN THROUGHOUT THIS TURBULENT PERIOD OF SCHOOL FINANCE IN THE STATE OF TEXAS.

WE HAD TALKED ABOUT IT FOR SEVERAL MONTHS, AND NOW WE ARE SEEING THE FRUITS OF THE PASSAGE OF THE NEW LEGISLATION.
EVERYBODY KNOWS THAT THE TEXAS THE 89TH LEGISLATIVE SESSION CONCLUDED ON JUNE 2ND, I BELIEVE IT WAS.
THESE ARE SEVERAL OF THE NEW FUNDING MECHANISMS THAT HAVE BEEN INSTITUTED THROUGH HOUSE BILL 2.
YOU'LL SEE THAT THERE WAS A $55 INCREASE IN THE AVERAGE DAILY ATTENDANCE.
THERE WAS A $10 INCREASE IN THE SCHOOL SAFETY ALLOTMENT.
THERE WAS ALSO AN $18,540 INCREASE ON A PER CAMPUS LEVEL.

WE TALKED A LOT ABOUT THE ALLOTMENT FOR BASIC COSTS.ONE OF THE THINGS THAT WE'VE TALKED ABOUT YEAR OVER YEAR IS THAT THE STATE SHOULD FUND US BASED ON ENROLLMENT BECAUSE THAT'S HOW WE HAVE TO STAFF.
THIS HAS BEEN A COMPROMISE, THE ALLOTMENT FOR BASIC COSTS, IS ACTUALLY $106 PER ENROLLED STUDENT, AND IT CAN BE USED FOR THOSE ITEMS THAT YOU SEE HERE.
THE OTHER THING IS WE ARE SEEING FUNDING IN THE OTHER STAFF RAISES.
WE CALL IT THE SUPPORT STAFF RETENTION ALLOTMENT, WHICH WAS A $45 ALLOTMENT PER ADA.
LAST BUT NOT LEAST, I WANTED TO BRING UP THE TEACHER COMPENSATION.
THAT HAS BEEN REFERRED TO AS THE TEACHER RETENTION ALLOTMENT.
TEACHERS WITH 3-4 YEARS OF EXPERIENCE, WILL GET $2,500, AND TEACHERS WITH FIVE YEARS OR MORE WILL GET $5,000.
ANOTHER THING, BOARD THAT AT YOUR BEHEST, WE TOOK A LOOK AT THIS YEAR WAS THE TRS ACTIVE CARE HEALTHCARE CONTRIBUTION.

HOUSE BILL 2 SAYS THOSE TEACHERS WITH 3-4 YEARS EXPERIENCE SHOULD BE PAID AN INCREASE OF $2,500.
THEN THOSE TEACHERS WITH FIVE YEARS OF EXPERIENCE OR MORE SHOULD BE PAID $5,000 IN A SALARY INCREASE.
WE WANTED TO MAKE SURE THAT EVERYBODY UNDERSTOOD THAT THIS ONLY PERTAINS TO CERTIFIED TEACHERS AND DOES NOT INCLUDE ANY OTHER PERSONNEL.
IT REALLY HIGHLIGHTS THE FACT THAT NO SALARY INCREASE FOR THOSE TEACHERS WITH 0-2 YEARS.
ALL OF THE EXPENDITURES ASSOCIATED WITH THIS ARE REFLECTED IN OUR SCENARIO B-1, THE PROPOSED BUDGET, AND YOU'LL SEE BOARD THAT WE PLANNED UTILIZATION OF OUR WORKERS COMP FUND.

WE PLANNED UTILIZATION IN THAT WORKERS COMP FUND OF ABOUT FOUR MILLION DOLLARS, AND THAT WOULD LEAD US TO THE SURPLUS DEFICIT THAT YOU SEE AT THE BOTTOM.
YOU'LL SEE THAT IT WOULD ALSO LEAVE US WITH A 19% FUND BALANCE.

WE DON'T HAVE ANY FLEXIBILITY IN HOW WE UTILIZE THE FUNDS TO SATISFY ANY OF OUR OTHER NEEDS.

FINALLY, EXECUTIVE DIRECTOR OF ATHLETICS, GREG WILLIAMS, AND THE TEAM ARE LOOKING AT THE IMPLICATIONS OF SENATE BILL 401.
THIS WAS RECENTLY PASSED BY THE LEGISLATURE THAT REQUIRES THE BOARD TO LOOK AT OUR POLICY AND TAKE ACTION ON UIL PARTICIPATION IN ATHLETICS AND FINE ARTS FOR STUDENTS WHO DO NOT ATTEND CROWLEY ISD, BUT MAYBE HOME SCHOOLED, AND SO THE TEAM IS LOOKING AT THE IMPLICATIONS OF THAT AND WE'LL BE BRINGING BACK A RECOMMENDATION AT A FUTURE BOARD MEETING.
