BOARD HOPEFULLY, WE PRESENT THIS FOR YOUR CONSIDERATION AND POSSIBLE APPROVAL. THIS IS THE PUBLIC HEARING. BOARD WE'VE GONE THROUGH THE FINANCIAL BIG SIX. THESE ARE THE GUIDING PRINCIPLES THAT HAVE LED US THROUGH THESE TUMULTUOUS TIMES. I WON'T GO OVER EVERY ONE OF THEM, BUT WHAT I WOULD LIKE TO DO IS DIRECT YOUR ATTENTION TO THE LAST BULLET POINT, THE CURRENT STUDENTS AND TAXPAYERS RECEIVE THE BENEFITS OF THE INVESTMENTS OF THE DOLLARS THAT HAVE BEEN ALLOCATED TO THE SCHOOL DISTRICT. ONE OF THE WAYS THAT WE ASCERTAIN WHAT THE CURRENT STUDENTS AND TAXPAYERS WANT IN OUR DISTRICT IS THROUGH A BUDGET SURVEY. WE ACTUALLY SURVEY ALL OF OUR STAKEHOLDERS ON AN ANNUAL BASIS. WE WANT TO GET THE VOICE OF THE CUSTOMER. AND SO THIS YEAR IN OUR STAKEHOLDER BUDGET SURVEY, BOARD, YOU'LL SEE THE TOP TEN PRIORITIES THAT WERE STATED BY OUR STAKEHOLDERS. LET EVERYBODY JUST TAKE A LOOK AT THOSE FOR A MOMENT. ALL RIGHT, ANTHONY. AND THIS IS HOW WE'VE RESPONDED TO OUR STAKEHOLDERS PRIORITIES BY MAKING THEM OUR BUDGET PRIORITIES, INCORPORATING THEM IN OUR BUDGET DEVELOPMENT. AND BOARD WHAT YOU SEE IS THE BUDGET PRIORITY ON THE LEFT HAND SIDE, AND YOU'LL SEE THE BUDGETED SOLUTION ON THE RIGHT HAND SIDE. AND I'LL JUST TAKE A MOMENT TO WALK THROUGH THESE, BECAUSE I WANT EVERYBODY TO REALLY FOCUS ON WHAT WE'VE DONE. BOY, YOU'VE HEARD ME TALK ABOUT ON MANY OCCASIONS, THE MOST IMPORTANT ASSET THAT DOESN'T SHOW UP ON THE BALANCE SHEET IS THE PEOPLE THAT STAND BEFORE OUR KIDS EVERY DAY. RIGHT. AND SO WE WANTED TO MAKE SURE THAT WE ADDRESS NOT ONLY JUST THE ACADEMIC NEEDS, BUT THE FINANCIAL NEEDS OF THE PEOPLE THAT STAND IN FRONT OF OUR KIDS AND TEACH EVERY DAY. SO WHAT YOU'LL SEE BOARD OUR OUR BUDGET PRIORITIES INCLUDE THE ACADEMIC NEEDS, MATH AND ENGLISH SPECIFICALLY, WE'VE ADDED THE COST FOR APPROXIMATELY EIGHT INTERVENTIONIST POSITIONS IN OUR BUDGET. YOU'LL SEE THE TEACHER PAY INCREASES THAT WERE CREATED, IF YOU WILL, BY THE HOUSE BILL TWO. YOU'LL SEE THE 3 TO 4 YEARS OF EXPERIENCE, THOSE TEACHERS WILL GET $2,500. THE FIVE YEARS AND MORE TEACHERS WITH 5 YEARS OR MORE EXPERIENCE WILL GET $5,000 AND CROWLEY ISD. [00:05:08] THOSE ARE PASSED THROUGH FUNDS FROM THE STATE. BUT CROWLEY ISD HAS SO COMMITTED TO ITS TEACHERS THAT THOSE TEACHERS 0 TO 2 YEARS OF EXPERIENCE, THEY WILL GET A $2,000 INCREASE. WE ALSO TALKED ABOUT THE HEALTH CARE CONTRIBUTION. YOU SAW THAT ON ONE OF THE TOP FIVE NEEDS OR TOP FIVE BUDGET PRIORITIES ON THE SURVEY YOU'LL SEE HERE BOARD WE HAVE COMMITTED TO PRESENTING TO YOU BOARD A RECOMMENDATION TO INCREASE THE HEALTH CARE CONTRIBUTION BY $150 PER MONTH FOR ALL PARAPROFESSIONALS AND PAY GRADES CP ONE THROUGH CP EIGHT, AND ALL AUXILIARY AUXILIARY EMPLOYEES PAY GRADES ONE AND TWO. NOW BOARD THAT'S ABOUT 680 EMPLOYEES. RIGHT. THAT COULD POTENTIALLY BE IMPACTED BY THIS. ALL OTHER EMPLOYEES WILL RECEIVE A 3% TO MIDPOINT INCREASE. THEN ALSO THE EQUITY ADJUSTMENT TO MARKET FOR OUR POLICE OFFICERS AND POLICE SERGEANTS, THEY WILL RECEIVE APPROXIMATELY A 6% INCREASE. AND THEN LASTLY, OUR REAL OUR GOAL IS TO MAINTAIN A GENERAL FUND BALANCE WITHIN THE RANGE OF 17 TO 21% OF OUR GENERAL OPERATING EXPENDITURES. AND SO WHAT YOU'LL SEE, WE PRESENTED THIS LAST WEEK, BUT JUST FOR YOUR OWN YOUR THE EDIFICATION OF THOSE WHO WERE NOT IN ATTENDANCE LAST WEEK WE OUTPERFORMED OUR BUDGET THIS YEAR BY APPROXIMATELY $5.7 MILLION. BOARD YOU'LL SEE WE ORIGINALLY BUDGETED A TRANSFER IN OF APPROXIMATELY $2.3 MILLION FROM OUR WORKERS COMP FUND AND PLANNED UTILIZATION OF $1.9 MILLION OF OUR GENERAL OPERATING FUND BALANCE. HOWEVER, BECAUSE OUR REVENUES CAME IN FAR GREATER THAN WHAT WE ORIGINALLY PROJECTED, AGAIN, THAT'S EVIDENCE OF OF OUR CONSERVATIVE BUDGETING PRINCIPLE NUMBER ONE. RIGHT. OUR REVENUES CAME IN BETTER THAN WE ANTICIPATED OR BETTER THAN WE PROJECTED AND THEN OUR EXPENDITURES CAME IN LOWER THAN WE PROJECTED. AGAIN AGAIN, EVIDENCE OF THOSE PRINCIPLES AT WORK. AND YOU'LL SEE BOARD THAT WE'RE ENDING WE THINK WE WILL END THE SCHOOL YEAR AT WITH A FUND BALANCE OF APPROXIMATELY $38.7 MILLION, WHICH IS EQUIVALENT TO 21% OF OUR ENDING OF OUR GENERAL OPERATING EXPENDITURES. WE'VE PLANNED UTILIZATION OF OUR WORKERS COMP FUND IN THE AMOUNT OF $4 MILLION, AND THAT WOULD LEAVE US THE EXPENDITURES BEING IF YOU WOULD SCROLL DOWN, $206,173,000, THAT WOULD LEAVE US WITH A DEFICIT OF APPROXIMATELY $2.5 MILLION. STILL WITHIN OUR RANGE OF 17 TO 1% OF THE GENERAL OPERATING FUND BALANCE AS A PERCENTAGE. AND SO BOARD, AS YOU KNOW, THE BOARD IS REQUIRED TO APPROVE THE THREE FUNDS THE GENERAL OPERATING FUND, THE FOOD SERVICE FUND, AND THE DEBT SERVICE FUND AND BOARD. IN ESSENCE, THEY'RE NOT A PART OF OUR ADA CALCULATIONS. AND SO IF THEY'RE NOT A PART OF OUR ADA CALCULATIONS, WE'RE NOT RECEIVING ANY FUNDING FOR THEM. IF THEY'RE ABLE TO COME IN AND PARTICIPATE BOTH WITH IT, WHETHER IT'S ATHLETICS OR FINE ARTS OR ANY OF OUR PROGRAMS, THEN THE COST OF THEIR PARTICIPATION IS BEING BORNE BY STUDENTS WHO ARE ACTUALLY ENROLLING IN OUR DISTRICT. AND SO IT'S A IT'S ONE OF THOSE REALLY ONES THAT UNTIL YOU GET INTO THE INTO THE DETAILS IT COULD BE, IT COULD BE AN ISSUE. IT COULD BE A PROBLEM. AND SO WE'RE GOING TO WORK THROUGH IT. ALL RIGHT.
