I HAVE VOLUNTEERED HUNDREDS OF HOURS TO THE CROWLEY ISD PTO, ZONING, CURRICULUM, SAFETY AND HEALTH. I'M ONE OF THOSE PARENTS, I'M NOT [00:20:01] COMPLAINING. I ALSO ROLL UP MY SLEEVE AND SAY, HOW DO I MAKE THIS WORK? SO I HAVE REALLY BIG CONCERNS. THE TAPER SHOWS THAT CROWLEY ISD'S ACCOUNTABILITY SCORE IS A C. AND THE DISTRICT'S SPECIAL EDUCATION DETERMINATION STATUS IS NEEDS ASSISTANCE. IT'S SOMETHING I HAVE BEEN CONSTANTLY TELLING THE BOARD. SECOND, THE REPORT SHOWS SIZABLE ACHIEVEMENT GAPS FOR STUDENTS RECEIVING SPECIAL EDUCATION SERVICES. DISTRICT-WIDE, 43% OF STUDENTS MEET GRADE LEVEL IN READING, COMPARED TO ONLY 22% OF STUDENTS IN SPECIAL ED. AT RICHARD ALLEY, 48% OF 6TH GRADERS MEET GRADE LEVEL IN READING, BUT ONLY 15% OF THESE STUDENTS RECEIVE SPECIAL ED SERVICES, MET THAT SAME STANDARD. THIRD, THE STUDENT SUPPORTS REFLECTED IN ATTENDANCE AND STAFFING. INDICATORS ARE ALSO SO CONCERNING. DISTRICT-WIDE, CHRONIC ABSENTEEISM IS 24.4 AND IT IS 27.6 FOR STUDENTS RECEIVING SPECIAL ED AT RICHARD ALLEY MIDDLE SCHOOL. CHRONIC ABSENTEEISM IS 18.4 OVERALL, BUT 34 PERCENT OF STUDENTS IN SPECIAL ED. WHY ARE SPECIAL ED KIDS NOT WANTING TO COME TO SCHOOL, OR WHAT'S KEEPING THEM FROM COMING? AT THE SAME TIME, THE TEACHER TURNOVER RATE IS 27.3 AT CROWLEY ISD, COMPARED TO THE STATE AT 18.8. THESE DATA POINTS SUGGEST THE NEED FOR PROACTIVE, SUPPORT-BASED IMPROVEMENT, NOT DISCIPLINE-HEAVY RESPONSES. TEXAS DISTRICTS WITH SIMILAR DEMOGRAPHICS PUBLICLY DESCRIBE FRAMEWORKS THAT FOCUS ON EARLY SUPPORT. FOR EXAMPLE, DUNCANVILLE DESCRIBES MTSS, AN INTERVENTION PROCESS WITH UNIVERSAL SCREENING AND TIERED SUPPORT. THEY ALSO HAVE COUNSELING, SEL SUPPORTS, CEDAR HILL HIGHLIGHTS COMPREHENSIVE COUNSELING, SOCIAL EMOTIONAL LEARNING, AND PROVIDES DISTRICT SUPPORT AROUND ATTENDANCE AND TRUANCY. MANOR ISD DESCRIBES DISTRICT-WIDE MTSS, MAINTAINS ATTENDANCE AND TRUANCY PREVENTION LEADERSHIP, SUPPORTS PARTNERSHIPS THAT EMBED ON CAMPUSES. SO I'M ASKING THREE SOLUTION FOCUSED QUESTIONS. WHAT IS CROWLEY? THE ISD'S WRITTEN IMPROVEMENT PLAN. WITH MEASURABLE TARGETS AND TIMELINES FOR MOVING FROM NEEDS ASSISTANCE IN SPECIAL ED AND CLOSING THAT ACHIEVEMENT GAP FOR OUR SPREAD. KIDS IN THE TAPER. TWO, WHAT MTSS AND EARLY LEARNING PROCESS AND PROCESS AT EVERY CAMPUS TO FLAG ACADEMIC STRUGGLE AND CHRONIC ABSENCE EARLY, ESPECIALLY FOR STUDENTS WITH DISABILITY, AND CONNECTING WITH FAMILIES TO SUPPORT. TONIGHT'S ITEM, REQUEST FOR REMOTE HOMEBOUND INSTRUCTION, IS ALL THREE OF OUR VISION PLANS TO BROADEN STUDENTS, EMPOWERED STAFF, AND A SAFE AND HEALTHY ENVIRONMENT. THE REQUEST FOR THIS WAIVER IS BASICALLY TO MAKE SURE THAT WE ARE IN COMPLIANCE AND IN ALIGNMENT WITH MEETING THE NEEDS OF OUR MOST MEDICALLY FRAGILE STUDENTS. SO THEY CAN HAVE A FREE AND APPROPRIATE PUBLIC SCHOOL EDUCATION. THEIR MEDICAL PROVIDERS HAVE DETERMINED THAT THEY NEED TO RECEIVE INSTRUCTION REMOTELY. AND SO THAT CAN ONLY BE DONE WITH THE APPROVAL OF A WAIVER FROM THE BOARD. WE ALSO HAVE A FEW STUDENTS WHO ARE WITH MENTAL HEALTH ISSUES AT THIS TIME. SO IN ORDER FOR US TO BE ABLE TO PROVIDE THAT INSTRUCTION, WE NEED TO. GET YOUR APPROVAL TO SUBMIT THE WAIVER TO TEA. AND WE HAVE STUDENTS THAT ARE CURRENTLY PENDING. RIGHT NOW, WE HAVE THREE GENERAL EDUCATION STUDENTS AND ONE SPECIAL EDUCATION STUDENT. THAT IS PENDING FOR, UH, FOR HOMEBOUND VIA THE VIRTUAL PLATFORM. WE ALSO KNOW THAT WITH THIS, UH, POPULATION OF STUDENTS BEING THAT THEY'RE GENERAL ED STUDENTS. THEY NEED TO HAVE THEIR SEAT TIME IN ORDER TO GET THEIR HIGH SCHOOL CREDITS. AS WELL AS THOSE STUDENTS THAT ARE IN MIDDLE SCHOOL. WHICH IS WHY WE'RE COMING TO THE BOARD AND ASKING FOR THE APPROVAL OF THIS. OVERALL, WE HAVE 48 STUDENTS THAT RECEIVE HOMEBOUND IN CROWLEY, ISD, AND OF THE 48, 13 OF THOSE STUDENTS ARE SPECIAL EDUCATION STUDENTS. OTHERWISE, THEY'RE RECEIVING IN-PERSON INSTRUCTION FROM THEIR HOMEBOUND TEACHER EACH DAY. SO, MS. WILLIAMS, WOULD YOU JUST KIND OF WALK THROUGH US, THE PROCESS OF WHAT A STUDENT AND A PARENT AT HOME WOULD EXPERIENCE AND ACTUALLY TAKE US FROM... THE VERY BEGINNING OF THE PROCESS, WHEN WE MAKE THE EVALUATION TO DETERMINE WHETHER THAT'S NECESSARY OR NOT? YES. SO WE START OFF WITH THE PARENT MAKING A REQUEST AND INFORMING THE DISTRICT THAT THEIR CHILD WOULD NEED TO HAVE HOMEBOUND SERVICES. WE PROVIDE THEM WITH A NOTICE OF RELEASE OF CONFIDENTIAL INFORMATION IN WHICH WE REACH OUT TO THE STUDENT'S PHYSICIAN. AND WE GET THE INFORMATION DIRECTLY SENT TO US FROM THAT PHYSICIAN. INFORMING US OF WHERE THEIR CHILD IS AND HOW THEIR CHILD IS PERFORMING AS FAR AS HEALTH-WISE. AND SO WHEN WE RECEIVE THAT INFORMATION, AND WE REVIEW IT IN A HOMEBOUND COMMITTEE [00:30:01] MEETING. IF IT'S A GENERAL EDUCATION STUDENT, THAT MEETING TAKES PLACE AT THE CAMPUS LEVEL WITH THEIR COUNSELOR AND ALL OF THE STAFF MEMBERS THAT WILL BE IN THERE THAT HAVE A PROPERLY CONSTITUTED GENERAL EDUCATION SECTION 504 MEETING TO DISCUSS HOMEBOUND. IF IT'S A SPECIAL EDUCATION STUDENT, IT HAS TO GO THROUGH THE ARD PROCESS, WHICH ALREADY DELAYS THE PROCESS FOR US TO PROVIDE INSTRUCTION TO STUDENTS. BECAUSE WE'RE REQUIRED, BY IDEA TO GIVE PARENTS A FIVE-DAY NOTICE PRIOR TO SCHEDULING THAT ARD COMMITTEE MEETING, SO THAT'S FIVE MISSED INSTRUCTIONAL DAYS PRIOR TO THAT. SO ONCE WE HAVE THAT MEETING AND IT TAKES PLACE AND THE COMMITTEE AGREES, AND THE NURSE IS ALSO A PART OF THAT COMMITTEE. TO REVIEW THE DOCUMENTS, THE COMMITTEE AGREES WHETHER OR NOT THE STUDENT NEEDS TO HAVE HOMEBOUND SERVICES. NOW, WE START SERVICES FOR THOSE STUDENTS IMMEDIATELY, WHERE WE'RE HAVING THAT FACE-TO-FACE INSTRUCTION. HOWEVER, WE HAVE SOME STUDENTS THAT ARE DEALING WITH SOME TERMINAL ILLNESSES WHERE THEY CANNOT BE EXPOSED TO OTHERS. THEY'RE NOT ALWAYS SPECIAL ED STUDENTS. THEY'RE GEN. ED STUDENTS AS WELL. AND SO BECAUSE OF THAT, THEY SUBMIT DOCUMENTATION TO US FROM THEIR PHYSICIANS REQUESTING THAT THEY RECEIVE REMOTE HOMEBOUND SERVICES. ONCE WE DO THOSE THINGS, THEN WE SUBMIT THAT INFORMATION, ASKING FOR THE WAIVER. BUT ACCORDING TO THE STUDENT ACCOUNTING HANDBOOK, WE CAN STILL GIVE HOMEBOUND WITHOUT RECEIVING FUNDING, BUT IN ORDER FOR US TO ENSURE THAT WE CAN COMPENSATE THE TEACHERS THAT ARE ACTUALLY GOING OUT AND PROVIDING THOSE SERVICES TO THE STUDENTS, WE HAVE TO MAKE SURE THAT WE'RE ABLE TO GET THE ATTENDANCE FOR THOSE STUDENTS AS WELL. AND THAT'S THEIR COMPENSATORY EDUCATION CREDIT THAT THEY RECEIVE. ONCE WE DO THOSE THINGS, WE GO BACK AND WE MONITOR THE SYSTEM. EVERY TIME, EVERY MONTH, WE MONITOR THE SYSTEM TO MAKE SURE THAT IT IS WORKING, THAT THE STUDENTS ARE RECEIVING INSTRUCTION, AND THEN WE END IT THERE. SO, IN ADDITION, MS. OR DOES THE HOMEBOUND TEACHER JUST FOLLOW THE SCOPE AND SEQUENCE AND DOESN'T MEET WITH THEM? THE HOMEBOUND TEACHER WOULD BE THE PERSON THAT'S PROVIDING THE INSTRUCTION TO THE STUDENT, BUT THEY ALSO STILL HAVE ACCESS TO THE ONLINE PLATFORMS THAT THEIR TEACHERS CREATE, LIKE, YOU KNOW, THE CANVAS ACCOUNTS AND... SO YOU SEE MEADOW CREEK, JACKIE CARDIN, PARKWAY IN THAT AREA, WE HAVE NUMBERS THAT ARE LOWER. AND SO WE'RE GOING TO BE LOOKING AT HOW CAN WE RECONFIGURE MEADOW CREEK AND JACKIE CARDIN, AND POSSIBLY PARKWAY TO MANAGE THAT AREA. WE HAVEN'T DECIDED EXACTLY YET WHAT THEY'LL LOOK LIKE, BUT WE ARE LOOKING AT WHAT ARE WAYS WE CAN MANAGE THAT. THE OTHER THING IS THAT WE DID MENTION IS WE HAD ABOUT 175, 150 TO 175 PARENTS WHO ACTUALLY WERE INTERESTED IN PRE-K-3 PROGRAMS. THAT ACTUALLY WAS JUST ABOVE THE LINE TO QUALIFY FOR PRE-K-3. AND SO IF WE HAVE, AND THIS IS KIND OF BACK TO YOUR POINT, MS. STEVENSON, IF WE HAVE CAPACITY IN ANY OF THOSE THREE BUILDINGS, WHETHER IT'S JACKIE CARD, MEADOW CREEK, OR PARKWAY, WE COULD SET ASIDE SEATS FOR EARLY CHILDHOOD STUDENTS. OF PARENTS WHO ACTUALLY DON'T QUALIFY FOR FUNDING BUT ARE ABLE TO PAY. AND THAT'S ANOTHER WAY FOR US TO ATTRACT AND CAPTURE SOME OF THOSE STUDENTS WHO ARE MOVING IN THIS AREA. YOU ALL REALIZE THAT IF YOU LOOK AT RENT IN THIS AREA, WE'RE TALKING ABOUT $1,900 AND IN SOME CASES, $2,000 FOR... YOU KNOW, 11, 11, 100 SQUARE FOOT HOME. AND SO, IF A PARENT IS ABLE TO PAY $2,000 A MONTH IN RENT, THEY'RE LIKELY NOT ABLE TO QUALIFY FOR PRE-K. PAY PRE-K, BUT THEY CAN ACTUALLY PAY FOR IT. SO ANYWAY, WE'RE LOOKING AT THOSE THINGS, AND WE'LL HOPEFULLY BY, NOT HOPEFULLY, WE PLAN TO BY APRIL. HAVE MADE SOME DECISIONS ABOUT HOW WE CAN MAXIMIZE AND CAPITALIZE ON THAT. QUICK QUESTION. AND I KNOW IT'S PROBABLY NOT EVEN ON THE RADAR, BUT HEARING YOU SAY MONTESSORI IS ALMOST AT CAPACITY, WOULD WE BE LOOKING AT ANOTHER MONTESSORI CAMPUS, LIKE AT MEADOW CREEK OR BECKY CARDEN SOMEWHERE? ARE WE THINKING ABOUT THAT RIGHT NOW? SO MONTESSORI, IF I SAY THEY WERE ALL IN CAPACITY, SO THEY'RE AT ABOUT 380 STUDENTS RIGHT NOW. AND SO WHAT HAPPENS AT MONTESSORI, AS STUDENTS MOVE UP TO THE NEXT GRADE, WE ADD A GRADE LEVEL. SO THIS YEAR AT MONTESSORI, WE HAVE PRE-K THROUGH SIXTH GRADE. NEXT YEAR, THOSE STUDENTS WILL REMAIN THERE AND WILL MOVE UP. AND THOSE STUDENTS WHO ARE IN SIXTH GRADE THIS YEAR WILL GO TO SEVENTH GRADE IN MONTESSORI. AND WE'LL ADD A NEW GROUP OF PRE-K AGE STUDENTS, FOR LACK OF A BETTER DESCRIPTION. THEY DON'T NECESSARILY HAVE GRADE LEVELS, BUT FOR OUR PURPOSES, WE'LL DO THAT. SO WHAT WE ANTICIPATE IS THAT MONTESSORI WILL BE OVER THE 400 STUDENT MINIMUM STARTING NEXT SCHOOL YEAR. SO NEXT YEAR, THEY'LL BE OVER THE 400 STUDENT MINIMUM.
