ENSURING OUR STUDENTS ARE STILL RECEIVING NUTRITIOUS MEALS AND ACADEMIC ACTIVITY AS WE NAVIGATE THESE UNCHARTED WATERS.

I HAVE JUST BEEN DEFINITELY APPRECIATIVE OF THE TEAM FROM THE PRINCIPALS, ALL THE WAY UP TO EVERY SINGLE OFFICE PERSON.

REALLY, THIS TIME LAST WEEK WE MET AND STARTED HAVING CONVERSATIONS AROUND WHAT OUR RESPONSE WOULD BE TO THE COVID-19 CRISIS.

WE STARTED THE PROCESS, WE REALLY HAD TWO PRIORITIES.

ONE PRIORITY WAS TO ENSURE THE SAFETY AND SECURITY OF ALL OF OUR STUDENTS, OUR FAMILIES, AND OUR COMMUNITY.

THEN THE SECOND PRIORITY WAS AS MUCH AS POSSIBLE TO ENSURE A CONTINUITY OF SERVICES, A CONTINUITY OF EDUCATIONAL SERVICES, OF CHILD NUTRITION SERVICES, OF OTHER SERVICES, RELATIVE PROFESSIONAL DEVELOPMENT, AND ALSO EMPLOYEE SERVICES.

ALL THESE PEOPLE THAT ARE ON THE CALL, MOST OF THEM, HAVE BEEN SEPARATED ONTO TASK FORCE AND HAVE BEEN WORKING ON PARTICULAR ITEMS. AGAIN, IN A VERY SHORT PERIOD OF TIME, OVER ABOUT A FOUR-DAY PERIOD, THEY WERE ABLE TO PUT TOGETHER SOME PLANS THAT YOU ALL ARE NOW SEEING BEING IMPLEMENTED.

[NOISE] DEFINITELY APPRECIATIVE OF THE TEAM.

THE TEAM DID A LOT OF WORK, IT WAS A COLLABORATIVE EFFORT.

WE, DEFINITELY, PROUD OF WHAT WE'VE BEEN ABLE TO DO IN A VERY SHORT PERIOD OF TIME.

THIS GROUP OF INDIVIDUALS, THEIR NUMBER ONE JOB WAS TO MAKE SURE THAT WE ARE INFORMED WITH THE LATEST INFORMATION.

WE'VE HAD AN OPPORTUNITY TO SIT DOWN WITH SEVERAL INDIVIDUALS FROM THE CENTRAL OFFICE AND COME UP WITH IDEAS, ALONG WITH BEGAN TO GATHER INFORMATION FROM WHAT'S HAPPENING OUT THERE IN THE LAND WITH REGARDS TO THE COVID-19 ISSUES AND PANDEMIC.

I'M GOING TO START TALKING FIRST ABOUT UIL.

MR. LINCOLN IS THE PERSON THAT ACTUALLY LED THAT PARTICULAR CHARGE.

HE DID SEVERAL THINGS THAT WERE MAGNANIMOUS IN MAKING SURE THAT WE ARE AWARE AND UNDERSTOOD WHAT WAS HAPPENING.

AT THIS TIME, THE EARLIEST GAMES AND CONTESTS MAY RESUME ON MONDAY, MAY THE 4TH.

WE KNOW THAT WE RECEIVED AN INDEX SOMETIME EARLIER TODAY FROM GOVERNOR GREG ABBOTT REGARDING SCHOOLS IN OUR LAND IN TEXAS.

WE KNOW THAT UNTIL APRIL THE 3RD, THERE WILL BE NO SCHOOLS.

IT'S IMPORTANT TO KNOW THAT WITHOUT SCHOOLS, WE CAN'T DO ANYTHING LIKE EXTRA CURRICULAR, CO-CURRICULAR ACTIVITIES.

BUT MR. LINCOLN, REALLY LED THAT PARTICULAR CHARGE.

HE'S BEEN IN CONTACT AND COMMUNICATION WITH HIS PARTICULAR STAFF MEMBERS, HIS COORDINATORS.

HE UNDERSTANDS WHAT'S HAPPENING WITH REGION 30 MUSIC, AND THOSE INDIVIDUALS WHO DEALS WITH CONCERTS, SIGHT READING, AND ALL THAT TYPES OF BUSINESS.

I'D LIKE TO GO AHEAD AND MAKE SURE THAT WE'VE THANK MR. LINCOLN FOR HE'S CHARGE IN KEEPING US UP TO DATE WITH MUSIC AND ALSO SPORT.

THAT'S BEEN WONDERFUL.

TEA HAS ALSO HAD AN EMPHASIS ON REALLY WHAT WE'RE DOING IN TERMS OF PLANNING AND PREPARATION FOR CLASS, ETC.

THOSE INDIVIDUALS THAT'S BEEN A PART OF MY TEAM HAS BEEN VERONICA DELGADO, DR. KIM SCOGGINS, AND ALSO DR. CLARENCE WILLIAMS. ONE OF THE MAIN THINGS IS MAKING SURE THAT WE HAD ACCESS TO WHAT THOSE KIDS NEEDS WERE INCLUDING ACADEMICS, DIFFERENT SOFTWARE PROGRAMS AND SYSTEMS THAT THEY CAN ACTUALLY PULL FROM.

ONE OF THE MAIN THINGS THAT WE TRIED TO ACCOMPLISH HERE WITH THAT WAS IDENTIFYING EITHER SETTING UP TOWERS, RE-DIVERTING FUNDS TO EITHER TOWERS OR HOTSPOTS.

I HAD A PERSON ON OUR TEAM ALSO NAMED LEON FISHER, THAT WAS WONDERFUL IN IDENTIFYING WHICH COMPANIES WOULD PROVIDE US WITH THAT TYPE OF SUPPORT.

I BELIEVE WE STARTED IN THE DISTRICT WITH SOMEWHERE AROUND 200 OR SO HOTSPOTS.

HE WAS ABLE TO GO AHEAD AND IDENTIFY T-MOBILE, AND THOSE GUYS ARE NOW WILLING, FOR OUR CHARGE OF COURSE, TO IDENTIFY SOMEWHERE AROUND A THOUSAND, SO WE CAN PUSH THAT OUT TO OUR COMMUNITY.

WITHOUT THAT BUSINESSES BACKING, THERE WOULD BE NO WAY FOR US TO GO AND TRY TO MEET THAT NEED.

SO I'D LIKE TO CERTAINLY THANK MRS. ADRIAN, WHICH WOULD BE THE CHIEF OF THAT PARTICULAR DEPARTMENT ALONG WITH MR. FISHER FOR MAKING SURE THAT THOSE THINGS CAME TO FRUITION.

OUR POLICY PERSON THAT WAS WORKING IN THERE, I HAD DR. [INAUDIBLE] ASSIGNED TO THAT PARTICULAR AREA.

SO SHE DID A WONDERFUL JOB WITH THAT.

NOT ONLY SHE TALKED ABOUT THINGS LIKE THAT, SHE ALSO GOT INVOLVED WITH FMLA TO SEE WHAT'S HAPPENING WITH OUR STUDENTS, OUR TEACHERS, THOSE INDIVIDUALS THAT MAY BE ON PERSONAL LEAVES, ETC, AND HELP US CHART THE COURSE TO MAKE SURE THAT WE STILL HAD INDIVIDUALS THAT COULD ACTUALLY TAKE CARE OF THOSE CLASSES DURING THOSE ABSENCES.

SHE ALSO, AS YOU KNOW, WILL BE THE CONCERT GUIDE FOR THE ACTUAL RESOLUTION.

SO SHE'S DONE SOME PHENOMENAL THINGS WITH THOSE TYPES OF AREAS.

THIS INCLUDES HEALTH SAFETY, FOOD SECURITY, EDUCATIONAL SECURITY, AS WELL AS SOCIAL AND EMOTIONAL SECURITY WITH STUDENTS AND STAFF.

IN THE FIVE DAYS THAT THIS TEAM HAS PULLED TOGETHER, THERE HAVE BEEN NO LESS THAN 24 LARGE ZOOM MEETINGS, AND EVEN MORE THAN THAT AT THE SUB-COMMITTEE MEETINGS.

SO THERE'S BEEN A LOT OF WORK THAT'S BEEN GOING ON TO MAKE SURE THAT WE REACH OUR GOAL.

THERE ARE FOUR DISTINCT TEAMS ON THIS PARTICULAR COMMITTEE.

THE FIRST TEAM IS THE CONTINUITY OF EDUCATIONAL SERVICES.

THAT TEAM IS MADE UP OF 14 CENTRAL OFFICE PEOPLE, OUR MEMBERS, AND SIX CAMPUS MEMBERS.

NICK, KEITH, AND RUBY BATISTE WILL GIVE YOU SUMMARIES OF THE WORK THAT THEY'VE DONE ON THIS TEAM. MR. KEITH.

SO OVER THAT WEEKEND, WE WORKED ON GATHERING DIGITAL AND ONLINE INSTRUCTIONAL RESOURCES, IT COULD BE POSTED FOR STUDENTS ON THE DISTRICT'S NEW COVID 19 SUPPORT CENTER.

THAT WEBSITE WENT LIVE, THANKS TO THE COMMUNICATIONS TEAM, ON MONDAY EVENING.

THOSE RESOURCES ARE INTENDED FOR USE IN THE SHORT-TERM,

THE SECOND STAGE WAS GETTING PRINT MATERIALS INTO THE HANDS OF STUDENTS.

SO THOSE WERE ASSEMBLED ON MONDAY AND TUESDAY OF THIS WEEK, COPIED ON WEDNESDAY, AND ARE NOW BEING DISTRIBUTED AT OUR NEW SITES AS OF TODAY AND TOMORROW.

THOSE ARE ALSO POSTED ONLINE FOR PARENTS AND COMMUNITY MEMBERS WHO WOULD LIKE THOSE RESOURCES.

NOW, WE'RE REALLY MOVING INTO STAGE THREE, WHICH IS LOOKING AT LONG-TERM PLANNING FOR HOW WE'LL CONTINUE TO PROVIDE INSTRUCTIONAL SERVICES FOR OUR STUDENTS.

WE JUST HAD A COMMITTEE MEETING THIS AFTERNOON TO DISCUSS WHAT THAT FORMAT MAY LOOK LIKE, AND THEN WE HAVE ADDITIONAL MEETINGS SCHEDULED OVER THE NEXT FEW DAYS TO DISCUSS HOW THAT WILL ROLL OUT TO THE COMMUNITY.

WE WERE CHARGED WITHIN THIS SAME COMPONENT TO ENSURE THAT FROM THE MOMENT THAT THE COVID 19 WEBSITE WENT UP, THAT ALL STUDENTS IN CROWLEY ISD HAD ACCESS AND CONTINUITY OF SERVICES.

ALL SUBCOMMITTEES QUICKLY MOBILIZED OVER THE WEEKEND TO MAKE SURE THAT ALL MY RESOURCES WERE AVAILABLE THAT WERE APPLICABLE TO VARIOUS DISABILITIES, SPECIAL NEEDS, AND LANGUAGE NEEDS.

THE AREAS ADDRESSED WERE THROUGH SOCIAL-EMOTIONAL LEARNING BECAUSE JUST HAVING THE SWITCH OF KNOWING WHY I'M NOT IN SCHOOL NEEDED TO BE ADDRESSED.

THIS WEEK, WE REALLY FOCUSED ON WITH THE SOCIAL EMOTIONAL LEARNING ON THE IMPORTANCE OF ROUTINES AND PROCEDURES FOR THE HOME AND FOR THE CLASSROOM.

IN TECHNOLOGY, WE FOCUSED ON ONLINE CYBER SECURITY, HOW TO SET UP ZOOM MEETINGS AND THEN INSTRUCTIONAL STRATEGIES WE REALLY FOCUSED IN ON WHOLE-BRAIN TEACHING.

NEXT WEEK OUR GOALS WILL BE TO REALLY TEACH TEACHERS HOW TO MANAGE ANXIETY AS WE'RE GOING THROUGH THIS ALONG WITH THEIR STUDENTS.

[NOISE] AS OF MONDAY NEXT WEEK, THE 23RD, WE WILL ADD A FOURTH, WHICH IS SUN SET POINT.

ONE CHANGE THAT WE'RE GOING TO BE MAKING IS WE WERE CURRENTLY DOING THREE PICKUP DAY FOR BREAKFAST, LUNCH, AND DINNER.

WE'RE GOING TO TRANSITION ON MONDAY TO TWO PICKUPS PER DAY.

SO THEY WILL BE ABLE TO PICK UP BREAKFAST AND LUNCH DURING THE 11:00 -1:00 TIME-FRAME, AND THEN THE DINNER WILL REMAIN THE SAME AT 4:30 TO 6:00.

MR. FISHER HAS BEEN WORKING WITH T-MOBILE, HAD DONE A GREAT DEAL WITH HIM.

IF ALL GOES WELL TONIGHT, WE'LL HOPEFULLY HAVE ANOTHER 1,000 HERE IN ABOUT TWO WEEKS TO GET THE REST OF THE STUDENTS ONLINE IN THEIR HOMES.

IT IS THEREFORE RESOLVED THAT THE BOARD FINDS A SUBSTANTIAL PUBLIC PURPOSE EXISTS TO PROTECTING THE HEALTH AND SAFETY OF ITS STUDENTS, STAFF, AND COMMUNITY AND THEREFORE IN ENSURING THAT THE SCHOOL DISTRICT AND THE COMMUNITY ARE PREPARED FOR THE FULLEST EXTENT POSSIBLE TO PROTECT THE HEALTH AND SAFETY OF STUDENTS, STAFF, AND COMMUNITY IN LIGHT OF COVID-19.

IN FURTHERANCE OF THE PUBLIC PURPOSES SO STATED IN THIS RESOLUTION, THE BOARD MAKES THE FOLLOWING DELEGATIONS TO THE SUPERINTENDENT AND DESIGNEES IN ORDER TO EFFICIENTLY AND EFFECTIVELY PREPARE THE SCHOOL DISTRICT IN RESPONSE TO THE DECLARATIONS OF EMERGENCY ANNOUNCED BY THE CITY OF CROWLEY, TARRANT COUNTY, AND STATE OF TEXAS, AS WELL AS IN PREPARATION FOR THE POTENTIAL DECLARATIONS OF EMERGENCIES BY OTHER LOCAL STATE AND/OR NATIONAL AND INTERNATIONAL OFFICIALS.

ONE, THE AUTHORITY TO ACT IN THE PLACE OF THE BOARD AND THE BOARD POLICY DEA LOCAL, AND THUS MAKE ALL DECISIONS REGARDING PAYMENT OF EMPLOYEES DURING EMERGENCY CLOSURE TO IMPLEMENT PROVISIONS OF BOARD POLICY DEA LOCAL, AND TO MAKE DETERMINATIONS REGARDING THE FUNCTIONS AND PARAMETERS OF ANY SUCH PAYMENTS.

TWO, THE AUTHORITY TO MAKE DECISIONS REGARDING THE COMPENSATION OF EXEMPT EMPLOYEES DURING AN EMERGENCY CLOSURE AND TO IMPLEMENT THOSE DECISIONS.

THREE, THE AUTHORITY TO ALTER THE CROWLEY ISD 2019/2020 FULL CALENDAR BY CHANGING AND/OR ADDING SCHOOL INSTRUCTIONAL HOURS AND WORK SCHOOL DAYS AS NECESSITATED BY ANY EMERGENCY CLOSURE OR RELATED CONCERN.

FOUR, THE AUTHORITY TO CREATE GUIDELINES AND MAKE DETERMINATIONS REGARDING ABSENCES, LEAVE TIME, LEAVE DAYS, AND COMPENSATION OF ANY EMPLOYEE WHO IS QUARANTINED AS A RESULT OF COVID-19 AND/OR WHO TEST POSITIVE FOR COVID-19 AND WHO PRESENTS APPROPRIATE MEDICAL DOCUMENTATION REGARDING THEMSELVES AND/OR AN IMMEDIATE FAMILY MEMBER IN THE SOLE DISCRETION OF THE SUPERINTENDENT OR DESIGNEE IN COMPLIANCE WITH TEXAS AND FEDERAL LAW.

FIVE, THE AUTHORITY TO SEEK ANY NECESSARY WAIVERS FROM THE TEXAS EDUCATION AGENCY WITHOUT FURTHER ACTION ON THE BOARD OF TRUSTEES REGARDING MISSED INSTRUCTIONAL DAYS, LOW ATTENDANCE, OR ANY MATTERS RELATED TO THE EMERGENCY CLOSURES AS PART OF THIS RESOLUTION.

SIX, THE AUTHORITY TO DECLARE A CATASTROPHE AND TAKE ALL ACTIONS AS APPROPRIATE IN ACCORDANCE WITH THE TEXAS GOVERNMENT CODE, SECTION 552.233, REGARDING TEMPORARY SUSPENSION OF THE TEXAS PUBLIC INFORMATION ACT.

SEVEN, THE AUTHORITY TO PROCURE, NEGOTIATE, AND EXECUTE CONTRACTS FOR GOODS AND SERVICES THAT ARE NECESSARY TO MITIGATE, PREVENT, RESTORE, AND REPAIR DAMAGE CAUSED TO CROWLEY ISD EQUIPMENT, PERSONAL PROPERTY, AND FACILITIES, OR TO PROTECT THE SAFETY OF CROWLEY INDEPENDENT SCHOOL DISTRICT STUDENTS AND STAFF GIVEN THAT THE EMERGENCY OF COVID-19 AND ITS POTENTIAL SPREAD CONSTITUTES AN UNFORESEEN EMERGENCY MATTER OR URGENT PUBLIC NECESSITY, AND THE DELAYS POSED BY COMPETITIVE PROCUREMENT OF CONTRACTS NECESSARY TO RESTORE, REPLACE, AND/OR REPAIR EQUIPMENT, PERSONAL PROPERTY AND/OR SCHOOL FACILITIES WILL PREVENT OR SUBSTANTIALLY IMPAIR THE CONTENT OF CLASSES OR OTHER ESSENTIAL SCHOOL ACTIVITIES.

EIGHT, THE AUTHORITY TO PROVIDE EDUCATIONAL SERVICES TO ITS STUDENTS VIA NON-TRADITIONAL METHODS SUCH AS AN E-LEARNING PLATFORM.

NINE, IN THE EVENT OTHER WAIVERS OR IMMEDIATE ACTION IS NEEDED,
