SO AS SOMEONE WHO GREW UP AS A MILITARY DEPENDENT, I DIDN'T GROW UP ANYWHERE.
I SPENT TWO TO THREE YEARS SOMEWHERE.
SO TO SEE IMAGES OF PEOPLE WHO HAVE GONE THROUGH ELEMENTARY, MIDDLE AND HIGH SCHOOL AND THEN THEY RETURNED TO TEACH IN THEIR HOMETOWNS.
I'M JUST IN AWE OF THOSE PEOPLE.
AND TO SEE THEM, GIVING BACK TO THE COMMUNITY THAT THEY CAME FROM IS JUST AMAZING.

SHE WAS JUST RECERTIFIED AS A BASIC TELECOMMUNICATING, WHICH IS A DISPATCHER AND LOOKS FORWARD TO AIDING IN THE START OF THE POLICE DEPARTMENT TO HELP IT BE ALL THAT IT CAN BE.
THE NEXT PERSON IS BRANDON ISHAM, HE IS HE HAS 15 YEARS OF EXPERIENCE AND HOLDS A MASTER TELECOMMUNICATIONS CERTIFICATION.
HE COMES TO US FROM SMU AND THE FORT WORTH POLICE DEPARTMENT.
HE IS A 2005 GRADUATE OF NORTH CROWLEY HIGH SCHOOL.
HE IS EXCITED TO SERVE HIS HOME, COMMUNITY AND FOSTER SERVING ENVIRONMENTS TO OUR STUDENTS. NEXT IS SERGEANT SHANNAS JACKSON.
HE BRINGS 14 YEARS OF POLICE EXPERIENCE AND IS A MASTER PEACE OFFICER WITH A CERTIFICATION. HE COMES TO US FROM CEDAR HILL.

HE COMES TO US WITH PRIOR WORK EXPERIENCE AS A CPS SPECIAL INVESTIGATOR AND AN OFFICER AT CEDAR HILL ISD POLICE DEPARTMENT.
HE WANTS TO BE A POSITIVE ROLE MODEL AND TO PROVIDE MENTORSHIP TO THE STUDENTS OF CROWLEY ISD. NEXT IS OFFICER LAUREN FOSTER.
SHE HAS ONE YEAR OF EXPERIENCE AND HOLDS A BASIC PEACE OFFICER CERTIFICATION.
SHE COMES TO US FROM EVERMAN POLICE DEPARTMENT WHERE SHE WAS A RESERVE POLICE OFFICER THERE. SHE IS PURSUING HER MENTAL HEALTH, PEACE OFFICER CERTIFICATION AND LOOKS FORWARD TO BUILDING RELATIONSHIPS WITH THE COMMUNITY AND GROWING IN CROWLEY ISD AS A POLICE OFFICER. AND SO CROWLEY'S HOME TO ME AND I WORK FOR AN AIRLINE FOR MANY YEARS AND THEN GOT INTO EDUCATION. AND FROM THE VERY BEGINNING, THE ONLY DISTRICT I WANTED TO BE AT WAS CROWLEY.
AND SO I STARTED AT DAVID WALKER AND I'VE BEEN AT NUMEROUS CAMPUSES IN CROWLEY I'VE KNOWN MS. TENNISON SINCE MY OLDEST DAUGHTER WAS IN SEVENTH GRADE AT H.F.
STEVENS, SHE, MS. TENNISON TAUGHT HER TEXAS HISTORY AND THEY JUST CLICK, THEY JUST CONNECTED AND SHE JUST KIND OF BROUGHT OUT THE BEST OF MY DAUGHTER AND EVERY TIME SHE TALKED ABOUT MS. TENISON, SHE WOULD JUST SMILE AND BE HAPPY.
AND WE WERE PERSONALLY GOING THROUGH A REALLY TOUGH TIME IN OUR FAMILY.
WE HAD SUFFERED OR SUFFERED OUR FIRST LOSS OF A FAMILY MEMBER.
AND MS. TENISON WAS JUST A REAL BRIGHT SPOT FOR MY DAUGHTER DURING A REALLY DIFFICULT YEAR.
GRIEF DOESN'T, YOU JUST DON'T GET OVER IT IN A MATTER OF TIME.
YOU JUST DON'T. IT'S SOMETHING THAT LAST REALLY IT'S A PART OF YOU FOREVER.
BUT WE JUST ARE GOING TO LEARN HOW TO DEAL WITH IT BETTER WHEN I'VE REACHED OUT TO THE PARENTS AND TELL THEM THAT I WAS GOING TO BE DOING THIS.
OF COURSE, THE PARENTS ARE LIKE, THANK YOU SO MUCH.
THAT'S EXACTLY WHAT THEY NEED.
ONE PARENT WAS LIKE, I DON'T THINK HE'S GOING TO DO IT, BUT YOU CAN SURE TRY.
AND IT HAS SO MUCH OF HIM STOPPING ME IN THE HALLS GOING, WHEN ARE WE MEETING AGAIN? SO I KNOW THAT IT'S HELPING SOME, IF NOT ANYTHING.

THERE'S NOBODY THAT I'VE MET THAT IS MORE CARING ABOUT THE KIDS AND WILL GO THE EXTRA MILE IS NOT ENOUGH. SHE'LL GO AND DO WHATEVER SHE CAN TO HELP YOU.
AND SHE'S JUST SUCH AN ASSET TO CROWLEY.
AND I'M SO GLAD THAT SHE'S BEEN HERE WITH US FOR SO LONG.

SO GOAL ONE HAS TO DO WITH INCREASING THE PERCENTAGE OF THIRD GRADE AFRICAN-AMERICAN STUDENTS MEETING STANDARD ON STAAR READING GOAL TWO, FOCUSES ON ALL THIRD GRADE STUDENTS INCREASING THAT NUMBER WHO MEET THE STANDARD ON STAAR MATH.
GOAL THREE FOCUSES ON THE PERCENTAGE OF FIFTH GRADE STUDENTS MEETING STANDARD ON STAAR READING AND GOAL FOUR HAS TO DO WITH INCREASING THE PERCENTAGE OF EIGHTH GRADE STUDENTS MEETING THE GRADE LEVEL STANDARD ON STAAR MATH.

SO YOU CAN SEE ON THE LEFT HAND SIDE THERE, THOSE ARE THE FOUR ACADEMIC BOARD GOALS, OF COURSE, WE HAVE A FIFTH GOAL THAT'S TRACKING CCMR, BUT WE'RE FOCUSED ON THE FOUR ACADEMIC ONES TONIGHT. AND AS I MENTIONED IN OUR LAST BOARD MEETING, WE MONITOR BOTH PERFORMANCE AND GROWTH. SO THE BOARD GOALS ARE PERFORMANCE GOALS, BUT WE KNOW THAT IT'S KEY TO MAKE SURE THAT WE ARE GROWING STUDENTS FROM WHERE THEY CAME IN AT THE BEGINNING OF THE YEAR TO THE MIDDLE OF THE YEAR, TO THE END OF THE YEAR.
SO TONIGHT WE'LL BE LOOKING AT WINNER BENCHMARK AND MAP TESTING DATA.
AND SO A WINTER BENCHMARK IS A RELEASE STAAR TEST THAT ASSESSES EVERYTHING THAT THE STUDENT HAS LEARNED UP TO THAT POINT IN THE YEAR AND THAT'S ADMINISTERED BY THE DISTRICT.
AND MAP TESTING IS WHAT WE CALL A UNIVERSAL SCREENER.
AND THIS IS USED THROUGHOUT TEXAS AND ALSO THROUGHOUT THE NATION.
AND WHAT THAT DOES IS OUR STUDENTS TAKE THAT AT THE BEGINNING OF THE YEAR IN MATH AND IN MATH AND READING, AND THEN THEY TAKE IT AGAIN AT THE MIDDLE OF THE YEAR.
AND WHAT IT DOES IS IT'S NORM REFERENCE.
SO IT MEASURES HOW MUCH THAT STUDENT GREW FROM THE BEGINNING TO THE MIDDLE OF THE YEAR.
AND IT COMPARES IT TO A GROWTH GOAL BASED ON OTHER NATIONAL NORMS. AND THEN STUDENTS ALSO DO HAVE AN END OF YEAR MATH TEST TO MEASURE GROWTH FROM BEGINNING TO END OF YEAR.
ALL RIGHT, SO WE CAN GO AHEAD AND GO TO THE NEXT SLIDE, I THINK IT'S IMPORTANT TO PROVIDE SOME CONTEXT ABOUT THE NATIONAL TRENDS THAT WE'RE SEEING BASED ON THE COVID SLIDE IN THE TIME THAT WE WERE OUT FOR VIRTUAL LEARNING.

ONE OF THESE IS CALLED I READY AND I READY IS A NATIONAL UNIVERSAL SCREENER.
AND FROM A MCKINSEY ANALYSIS OF THE CURRENT I READY DATA SET, WHAT THEY'RE SEEING IS THAT ON AVERAGE, STUDENTS HAVE LOST THE EQUIVALENT OF THREE MONTHS OF LEARNING IN MATH AND ONE AND A HALF MONTHS OF LEARNING IN READING.
SO THREE MONTHS OF LEARNING LOSS IN MATH, ONE AND A HALF MONTHS OF LEARNING LOSS IN READING. SO THEN IF WE LOOK AT ANOTHER DATA SET ANALYSIS AND THIS USES MAP, WHICH IS OUR CURRENT SCREENER, WHAT THEIR ANALYSIS FOUND IS THAT STUDENTS IN GRADES THREE THROUGH EIGHT PERFORM SIMILARLY TO LAST YEAR IN READING, BUT IN MATH THEY SCORED FIVE TO 10 PERCENTILE POINTS LOWER.
SO ONE THING TO HIGHLIGHT HERE IS THERE IS A SIGNIFICANT THERE'S LOSS IN BOTH AREAS, BUT THERE IS A SIGNIFICANT DISCREPANCY BETWEEN READING AND MATH LOSS.
AND ANTHONY, IF YOU GO FORWARD, ONE MORE.
ONE KEY PIECE OF DATA TO REMEMBER ON THAT SECOND ANALYSIS IS THAT TWENTY FIVE PERCENT OF THE STUDENTS WHO WERE TESTED AT THE BEGINNING OF THE 2019 SCHOOL YEAR WERE NOT PRESENT IN THE 2020 DATA SET THAT WAS EVALUATED.
SO WE CAN CERTAINLY LOOK AT THAT AND MAKE SOME ASSUMPTIONS THAT THOSE GAPS WOULD BE SIGNIFICANTLY LARGER, PERHAPS IF THOSE STUDENTS WERE INCLUDED IN THAT DATA SET.
ALL RIGHT, SO THAT GIVES US A PICTURE OF THE NATIONAL TREND AND THEN ON THE NEXT SLIDE HERE, YOU'LL SEE A PRETTY LARGE CHUNK OF TEXT.
BUT REALLY THE KEY HERE IS THAT FIRST SENTENCE, AND THIS IS FROM THE CEO OF MAP, WHERE HE SAYS THE DISCREPANCY BETWEEN MATH AND READING OUTCOMES REALLY WAS NOT UNEXPECTED.
WE EXPECTED TO SEE THIS KIND OF GAP LEARNING LOSS IN BOTH AREAS, BUT A MORE SIGNIFICANT GAP IN MATH. PARENTS TEND TO BE ABLE TO CONTINUE TO READ WITH THEIR CHILDREN AND ENGAGE WITH THEIR STUDENTS IN LITERACY ACTIVITIES.

AGAIN, GOING BACK TO THE CONTEXT OF THE NATIONAL TRENDS, THIS IS PRETTY MUCH IN LINE WITH WHAT WE EXPECTED TO SEE IN THE DATA AND THEN ANTHONY IF YOU'LL GO FORWARD ONE MORE.
AND THEN IT'S IMPORTANT TO NOTE HERE FROM OUR MAP DATA, WE ALSO SAW THIRTY ONE PERCENT OF OUR STUDENTS MET THEIR GROWTH GOAL BY THE MIDDLE OF THE YEAR.

THIS PARTNERSHIP FOCUS HAS FOCUSED SPECIFICALLY ON STUDENT OUTCOMES IN EIGHTH GRADE MATH, AND IT'S VERY TARGETED PROFESSIONAL DEVELOPMENT FOR OUR EIGHTH GRADE MATH TEACHERS.
AND IT'S SOMETHING THAT WE ARE EXPANDING TO SIXTH, SEVENTH AND EIGHTH GRADE AT THE MIDDLE SCHOOLS BECAUSE WE'VE SEEN THE BENEFIT.
AND I THINK WE SEE THAT THE DATA, THE DATA PLAYS OUT THAT BENEFIT HERE AS WELL IN SUSTAINING THAT SUCCESS.

AND WE'RE WORKING WITH THEM TO IDENTIFY STUDENTS WHO ARE THEIR HIGHEST NEEDS STUDENTS TO MAKE SURE THAT THOSE STUDENTS ARE INTENTIONALLY TARGETED TO ATTEND A SUMMER PROGRAM. SO WE CAN BRING THAT BACK TO THE BOARD HERE IN THE NEXT MONTH OR SO IS REPORT ITEM TO GIVE YOU SOME MORE INFORMATION ON EXACTLY WHAT SUMMER PROGRAMING WILL LOOK LIKE. BUT WE ARE DEFINITELY RAMPING UP OUR EFFORTS TO MAKE SURE STUDENTS CONTINUE LEARNING THROUGH THE SUMMER MONTHS.

BUT THERE WERE SO MANY PLAYFUL ACTIVITIES THEY COULD DO WITH THEIR PARENTS IN THE HOME, OUTSIDE, IN THEIR BACKYARDS OR JUST WHEREVER THE STUDENT MAY HAVE BEEN PARTICIPATING IN VIRTUAL LEARNING. JUST SO THAT WAY THEY COULD GET A NICE BALANCE OF PLAY AND THAT SAME ENGAGEMENT WITH THEIR TEACHERS.
AND SO HERE YOU SEE PICTURED, WE HAVE ONE OF OUR [INAUDIBLE] PASSIONS DISPLAYED.
THIS IS FROM THE CHILD DEVELOPMENT CENTER, WHERE WE HAVE ONE OF THE CAREGIVERS THERE USING CROSS-BREED CURRICULUM.
AND THEN IN THE MIDDLE, WE HAVE A PICTURE, ONE OF OUR PRE-K, THREE TEACHERS, WHO HAS ADAPTED THE CURRICULUM AND USE IT AND ALSO USES THE FROG STREET LEARNING FROM HOME.

AND THEN WE DO KNOW WITH THE PANDEMIC, AS DR.
MCFARLAND MENTIONED BEFORE, JUST FAMILIES MAY BE BEING HESITANT ABOUT SENDING THEIR LITTLE ONES OUT.
AND ALSO ONE THING BOARD, I WANTED TO REALLY POINT OUT, IF WE GO BACK AND LOOK AT 17 AND YOU THINK ABOUT OUR DISTRICT WITH SIXTEEN THOUSAND STUDENTS AND WE'RE NOW ABOUT SEVENTY FIVE PERCENT FREE OR REDUCED LUNCH.
SO WHAT THAT REALLY MEANS IS THAT ABOUT 75 TO 80 PERCENT OF OUR KIDS ARE SCHOOL DEPENDENT. AND SO WHEN WE LOOK AT OUR DEMOGRAPHICS, WE HAVE ABOUT A THOUSAND KIDS ON AVERAGE, GIVE OR TAKE IN EACH GRADE LEVEL.
AND SO WHAT THAT SAYS THEN IN OUR PRE-K, OUR PREKINDERGARTEN, OUR EARLY ENROLLMENT, WE SHOULD HAVE ABOUT 800 OR MORE STUDENTS ENROLLED BECAUSE THOSE STUDENTS WOULD QUALIFY BASED ON THEIR BASED ON ECONOMICS.
AND SO WE REALIZE THAT IN 17 AND DID A HARD PUSH AT 18.
AND SO YOU CAN SEE THAT THAT WE SHOULD WE SHOULD BE, ON AVERAGE AT ABOUT A THOUSAND KIDS.
AND IF WE CAN GET A THOUSAND KIDS IN PRE-K EVERY YEAR, THEN WHAT THAT MEANS IS WE'VE JUST INCREASED OUR TIME TO ENSURE THAT OUR STUDENTS KNOW HOW TO READ BY OUR THIRD GRADE GOAL.
AND SO THE REASON WHY EARLY CHILDHOOD AND PRE-K IS SO IMPORTANT IS THAT IT GIVES US MORE TIME TO ENSURE THAT OUR STUDENTS ARE PRESENT DURING THE LEARN TWO YEAR PERIOD, WHICH IS FROM PRE-K UP TO THIRD GRADE.
THEY ARE LEARNING TO READ. AND SO WE GET MORE OF THEM IN EARLY.
WE HAVE A BETTER CHANCE OF GETTING THEM READING BY THIRD GRADE, WHICH THEN IN TURN HAS RESIDUAL EFFECTS AS THEY GO THROUGHOUT OUR SYSTEM.
SO THIS IS WHY, YOU KNOW, WHEN YOU LOOK AT THIS, THIS IS WHY FOR US, PRIORITY ONE IS ENSURING THAT WE ENROLLING OUR KIDS EARLY AS EARLY AS POSSIBLE.
AND SO NOT ONLY ARE WE ENROLLING OUR KIDS IN OUR DISTRICT, BUT WE ALSO ARE MAKING SURE THAT WE'RE SERVING KIDS WHO MAY NOT BE IN OUR DISTRICT, BUT THEY'RE IN DAYCARE CENTERS OR CHURCHES OR OTHER ORGANIZATIONS THAT ARE SERVING THEM, THAT WE'RE ACTUALLY SUPPORTING THOSE INSTITUTIONS, BOTH WITH OUR PD AND WITH OUR CURRICULUM, BECAUSE WE KNOW THAT AT SOME POINT THEY'RE GOING TO COME TO OUR SCHOOLS.
AND SO WE'RE REALLY TRYING TO EXPAND OUR SCOPE AS IT RELATES TO EARLY CHILDHOOD OVERALL.

AS YOU KNOW, ABM IS OUR CURRENT VENDOR FOR CUSTODIAL SERVICES.
THEIR BID WILL BE EXPIRING ON JUNE THE 30TH, 2021.
THERE ARE NO ADDITIONAL OPTIONAL YEARS HENCE.
THIS IS WHY WE HAD TO ADVERTISE A NEW RFP.
THIS RFP WILL BE GOOD THROUGH JULY 1ST 2021 THROUGH JUNE 30TH OF TWENTY TWENTY THREE.
AND IT WILL ALLOW THE DISTRICT THREE ADDITIONAL ONE YEAR OPTION YEARS.

THEY'VE ALSO COMPLETED STUDENT ENGAGEMENT.
ARAMARK HOSTED A FOCUS GROUP AND THEY DISCUSSED HOW FOOD CONNECTS WITH CULTURE.
THAT ACTUAL, THAT EVENT ACTUAL WAS HELD AT NORTH CROWLEY HIGH SCHOOL, I BELIEVE, WITH THE BLACK STUDENT UNION.
THEY, ARAMARK IS ALSO GOING TO BE RETURNING THE FOOD TRUCK WITH NEW ENHANCEMENTS SUCH AS, LIKE MENU ITEMS AND ALSO THE ACTUAL LOOK OF THE FOOD TRUCK IN THE SUMMER OF 2021.
THIS IS JUST A QUICK BREAKDOWN OF THE STUDENT MEAL PRICING FOR 2021-2022.
AS YOU KNOW, THIS YEAR BREAKFAST WAS FREE.
FOR 2021-2022 THEY WILL STILL PROVIDE BREAKFAST, UNIVERSAL FREE BREAKFAST FOR ELEMENTARY, MIDDLE AND HIGH SCHOOL STUDENTS.
THE LUNCH MENU PRICES FOR THE FISCAL YEAR 21-22, ELEMENTARY WILL BE TWO DOLLARS AND EIGHTY CENTS. MIDDLE AND HIGH SCHOOL WILL BE THREE DOLLARS AND FIVE CENTS.
DUE TO CROWLEY ISD HEALTHY FUND BALANCE.
THIS IS WHY THE STUDENT MILK PRICES FOR TWENTY TWENTY ONE TWENTY TWO WILL NOT CHANGE.
