THIS DOES ALIGN WITH ALL THREE GOALS, THRIVING STUDENTS ENGAGE COMMUNITY AND EMPOWER STAFF.
THE TEAM'S FINANCIAL STANDARD REPORTS, OUR DISTRICT ACCREDITATION STATUS, A REPORT OF CRIMINAL INCIDENTS, AND ALSO INFORMATION FROM THE TEXAS HIGHER EDUCATION COORDINATING BOARD FOR EACH HIGH SCHOOL CAMPUS.
TONIGHT, WE DO JUST WANT TO SHARE TWO POINTS OF PRIDE.
FIRST OF ALL, THE PROGRESS THAT CROWLEY ISD HAS MADE OVER THE LAST FIVE YEARS MOVING FROM A 70 IN 2018 TO OUR CURRENT RATING OF AN 85, WHICH IS A B, AND ALSO YOU'LL NOTICE THERE THERE WERE NO ISSUES, THERE WERE NO RATINGS ISSUED IN 2020 AND 2021.
AND THEN WE ALSO WANT TO HIGHLIGHT THAT 100% OF CROWLEY ISD SCHOOLS MEET OR EXCEED STATE STANDARDS.
AND WE HAVE DOUBLED THE NUMBER OF DISTINCTIONS GOING TO OUR CAMPUSES SINCE 2018.
AND IN 2022, WE HAD 13 SCHOOLS RECEIVE 30 DISTINCTIONS IN THE LAST YEAR.
[APPLAUSE] SO AGAIN, THE PUBLIC CAN FIND THIS INFORMATION AND MORE BY ACCESSING THE ANNUAL REPORT AT CENTRAL OFFICE OR OUR CAMPUS FRONT OFFICES, OR BY GOING TO THE TEXAS ACADEMIC PERFORMANCE REPORT LOCATED ON THE DISTRICT WEBSITE OR THE TEA WEBSITE.

[7.0 Superintendent Report]
AGENDA ITEM 7.0 IS OUR SUPERINTENDENT REPORT.SO, MADAM PRESIDENT, BOARD MEMBERS, JUST REALLY TWO ITEMS. ONE, JUST WANT TO ENCOURAGE ALL TO MAKE SURE WE ATTEND THE BLACK HISTORY CELEBRATION THAT WE HAVE BLACK HISTORY QUIZ BOWL ON SATURDAY.
THE SECOND ITEM IS I JUST WANT TO PUBLICLY THANK THE BOARD FOR ENGAGING IN ADVOCACY IN AUSTIN ARE SEVERAL OF OUR BOARD MEMBERS ATTENDED THE LEGISLATIVE DAY AT THE CAPITOL ON MONDAY AND TUESDAY AND SO HAD THE OPPORTUNITY TO INTERACT WITH NOT ONLY OUR OFFICIALS THAT ARE REPRESENTING OUR DISTRICT, BUT ALSO THE OFFICIALS THAT ARE ON THE PUBLIC EDUCATION COMMITTEE.
[8.0 Recognition Item(s)]
AT THIS TIME, WE'RE AT AGENDA ITEM 8.1, WHICH IS UNDER OUR RECOGNITION ITEMS, THE TEACHER INCENTIVE ALLOTMENT DESIGNATED CROWLEY ISD EDUCATORS.THE TEACHER INCENTIVE ALLOTMENT DESIGNATED IS HERE TODAY TO REALLY SHARE.
[00:15:06]
MISS NANCY DONAHUE AND MR. NICHOLAS KEITH WILL PRESENT THIS ITEM.MACFARLANE. GOOD EVENING AGAIN, MADAM PRESIDENT AND BOARD OF TRUSTEES.
YES. WHEN DR. MCFARLAND SAYS WE ARE EXCITED, WE ARE EXCITED TO PRESENT THIS HERE TONIGHT AND GET A CHANCE TO TALK ABOUT THE WORK THAT OUR TEACHERS IN CROWLEY ISD HAVE DONE TO EARN DESIGNATIONS THROUGH THE TEACHER INCENTIVE ALLOTMENT.
SO THIS DOES ALIGN WITH GOALS ONE AND THREE THRIVING STUDENTS AND EMPOWERED STAFF.
I'M GOING TO HAND THIS OFF TO NANCY DONAHUE, WHO IS OUR DISTRICT TITLE ONE AND TIA COORDINATOR.
SHE DOES ALL OF THE BEHIND THE SCENES WORK TO MAKE THIS HAPPEN.
SO I WILL TURN IT OVER TO MS. NANCY DONAHUE. THANK YOU, MR. KEITH. GOOD EVENING, MADAM PRESIDENT.
MCFARLAND, I'M EXCITED TO SHARE WITH YOU ABOUT TEACHER INCENTIVE ALLOTMENT.
LET'S BEGIN TONIGHT WITH AN OVERVIEW OF TEACHER INCENTIVE ALLOTMENT.
TIA WAS CREATED IN 2019 AS A PART OF HOUSE BILL THREE.
THE GOAL OF TIA IS TO RECRUIT, RETAIN AND REWARD HIGH QUALITY TEACHERS BY PROVIDING ADDITIONAL PAY BASED ON PERFORMANCE.
TEACHER DESIGNATIONS RESULT IN BONUS FUNDING FOR OUR DISTRICT TO REWARD OUR MOST EFFECTIVE TEACHERS.
DESIGNATIONS CAN BE EARNED THROUGH TWO DIFFERENT ROUTES.
FIRST, NATIONAL BOARD CERTIFIED TEACHERS ARE ELIGIBLE TO EARN A RECOGNIZED DESIGNATION.
SECOND, DISTRICTS MAY DESIGNATE TEACHERS THROUGH AN APPROVED LOCAL SYSTEM.
EACH DESIGNATION LEVEL RECEIVES DIFFERENT LEVELS OF BONUS PAY.
OUR AVERAGE ALLOTMENT IS ABOUT $4,500 FOR THE RECOGNIZED LEVEL, $9,000 FOR THE EXEMPLARY LEVEL, AND ABOUT $17,000 FOR OUR MASTER LEVEL TEACHERS.
ONCE A TEACHER EARNS A DESIGNATION, IT REMAINS ON THEIR TEACHING CERTIFICATE FOR FIVE YEARS.
BECAUSE OF THE WAY TIA IS STRUCTURED.
DESIGNATIONS ARE VERY DIFFICULT TO EARN.
THERE ARE TWO DESIGNATION COMPONENTS REQUIRED BY T, A TEACHER, OBSERVATION AND STUDENT PERFORMANCE.
TEACHER OBSERVATION IS BASED ON T TESTS.
STUDENT PERFORMANCE IS MEASURED BY STUDENT GROWTH OVER THE COURSE OF A YEAR.
TO BE SURE THAT OUR SYSTEM IS BOTH FAIR AND TRANSPARENT, WE ARE PHASING IN TIA.
PHASE ONE AND CROWLEY ISD IS SHOWN HERE.
AS MR. KEITH SAID JUST A MINUTE AGO, TEA RECENTLY NOTIFIED US THAT OUR PHASE ONE DATA HAS BEEN APPROVED. WE ARE ONE OF 173 SCHOOL SYSTEMS WITH FULLY APPROVED TIA SYSTEMS. [APPLAUSE] WE HAVE ALWAYS KNOWN THAT WE HAVE SOME OF THE VERY BEST TEACHERS IN THE STATE SERVING OUR STUDENTS.
TONIGHT, WE CELEBRATE A TOTAL OF 29 DESIGNATIONS.
29 TEACHERS HAVE EARNED THIS DESIGNATION.
WE HAVE ONE TEACHER WHO EARNED A RECOGNIZED DESIGNATION.
WE HAVE 17 TEACHERS WHO EARNED AN EXEMPLARY DESIGNATION.
AND WE HAVE 11 MASTER TIA DESIGNATED TEACHERS IN CROWLEY ISD.
THESE TEACHERS TRULY EMBODY CROWLEY PRIDE UNIFIED IN THEIR SERVICE TO OUR CROWLEY ISD FAMILY.
WILL YOU PLEASE JOIN US AS WE CELEBRATE THESE TEACHERS TONIGHT? [APPLAUSE] SO BOARD.
[00:20:18]
29 TEACHERS TAKES LONGER THAN YOU THINK.YES. SO WHAT WE'RE GOING TO DO TONIGHT BOARD IS WE ARE GOING TO RECOGNIZE EACH TEACHER INDIVIDUALLY.
WE'RE GOING TO PUT THEIR NAME UP HERE.
THEY'RE GOING TO WALK UP, THEY'RE GOING TO SHAKE YOUR HANDS.
THEY'RE GOING TO COME AROUND AND THEY ARE GOING TO BE RECEIVING DR.
EVANS, WILL YOU HOLD UP ONE OF THOSE? THEY'RE GOING TO BE RECEIVING THESE PLAQUES TO GO UP IN THEIR ROOMS. THEY WILL ALSO BE RECEIVING YARD SIGNS TO POST THAT SHOWS THAT THEY ARE A CROWLEY ISD, A DESIGNATED TEACHER.
[APPLAUSE] DIOCELIN CASTRUITA, JESSICA COFFEY, JEAN COFFMAN, AMANDA CORTEZ, LINDA COX HOGAN, FLORINDA ERRISURIZ, RAQUEL FUENTES, AMANDA FULLER, VANESSA GONZALEZ-LOPEZ, AARON GREENWAY, SUSAN GRIFFITH, CRYSTAL HAMMILL, JESSICA HIGGINS, JONETTE HUTCHINGS, BEVERLY IJEH, CYNTHIA JARAMILLO-LOPEZ.
KAREN LAKEY, MELODYNEE LEVINE, HJAMILL MARTINEZ-VASQUEZ, ASHTON MCDOWELL, J MERRITTE, MARISELA MONTES, LUCERITO RAMIREZ, ROSA RIVAS, RAEANNA SHETRON, BEVERLY SODERS, ROSLYN TURNER AND ALICIA WHITE.
LET'S GIVE THEM ONE MORE BIG, LONG ROUND OF APPLAUSE.
[APPLAUSE] ALSO, I FORGOT TO ANNOUNCE BEFORE THEY LEFT THAT THE BOARD HAS DECIDED TO PROVIDE A FORMAL DINNER FOR THEM AND THEIR FAMILIES.
ALL RIGHT. [APPLAUSE] SO BOARD, I'M GOING TO HAND IT BACK TO MS. DONOGHUE FOR JUST A MOMENT TO TALK ABOUT WHERE WE'RE GOING NEXT WITH TEACHER INCENTIVE ALLOTMENT.
AND THEN I'LL COME BACK AND WE'LL FIELD ANY QUESTIONS YOU MAY HAVE.
WE JUST CELEBRATED THE RESULTS OF PHASE ONE OF OUR PLAN.
OUR FOCUS REMAINED ON OUR CORE CONTENT TEACHERS.
PHASE THREE WILL BEGIN IN THE 23-24 SCHOOL YEAR.
[00:25:05]
WE WILL ALSO BEGIN TO, WE WILL ALSO BEGIN SUPPORTING OUR FIRST COHORT OF TEACHERS WISHING TO PURSUE NATIONAL BOARD CERTIFICATION. WE ARE EXCITED FOR THE OPPORTUNITIES TEACHER INCENTIVE ALLOTMENT BRINGS TO OUR DISTRICT TO RECRUIT, RETAIN AND REWARD HIGHLY EFFECTIVE TEACHERS FOR OUR STUDENTS.THANK YOU FOR CELEBRATING THE ACHIEVEMENTS OF OUR TEACHERS WITH US TONIGHT.
MR. KEITH, COME BACK UP AND ANSWER ANY QUESTIONS THAT YOU MAY HAVE.
DONAGHUE FOR HER WORK ON THIS PROJECT.
IT'S HER WORK BEHIND THE SCENES THAT MAKES WHAT YOU JUST SAW AWESOME.
THANK YOU. THANK YOU, MR. KEITH. I'LL JUST SAY KUDOS TO YOU, MS..
WE APPRECIATE YOU FOR YOUR HARD WORK.
AND OF COURSE, THOSE TEACHERS WHO EARNED IT.
I DO HAVE A QUESTION BECAUSE THIS IS NEW FOR ME, BUT DO THE TEACHERS APPLY? AND IF SO, HOW MANY APPLIED? SO THAT'S A GREAT QUESTION.
SO I'M JUST GOING TO GO BACK TO LOOKING AT PHASE ONE, OUR FIRST PHASE WAS SEVEN ELEMENTARY SCHOOLS, AND IN THOSE SEVEN ELEMENTARY SCHOOLS, WE FOCUSED ON PRE-K, READING AND MATH AND THEN FIFTH GRADE SCIENCE.
AND THE REASON WE DID THAT WAS BECAUSE THAT COVERS NEARLY EVERY CORE TEACHER.
SO EVEN IF A TEACHER TEACHES LIKE THIRD GRADE MATH AND SCIENCE, THEY'RE COVERED UNDER MATH.
AND THOSE TEACHERS THAT HIT CERTAIN THRESHOLDS THEY GET SUBMITTED TO TEA.
SO WE HAD 121, 121 ELIGIBLE TEACHERS IN PHASE ONE AND 29 WERE DESIGNATED.
ANY OTHER QUESTIONS? I DID HAVE A QUESTION JUST ABOUT THE GROWTH ASPECT.
I KNOW THAT PRE-K PRESCHOOLERS DON'T TAKE STAAR.
SO WHAT TOOLS DO WE USE TO GIVE BASELINE DATA TO MEASURE THAT GROWTH? SO WE BROUGHT COMMITTEES OF TEACHERS TOGETHER WHEN WE WERE DEVELOPING OUR TIA SYSTEM.
AND OF COURSE, PRE-K WAS AN AREA WE WERE FOCUSED ON.
SO PRE-K ADMINISTERS THE CIRCLE ASSESSMENT FROM CLI.
AND THAT'S ADMINISTERED THREE TIMES A YEAR.
AND THEN WE EVALUATE GROWTH OVER 15 COMPONENTS.
AND SO, MR. KEITH, IN THOSE GRADE LEVELS THAT DO HAVE STATE ASSESSMENT DATA, IS THAT WHAT WE USE TO MEASURE GROWTH? IS IT SOMETHING DIFFERENT? SO OUR COMMITTEES SAID THAT THEY ACTUALLY WANTED TO USE NWEA MAP GROWTH DATA.
SO WHAT WE DO IS AT THE ELEMENTARY LEVEL WITH THIS PHASE ONE, KINDERGARTEN THROUGH FIFTH GRADE MATH, WE ADMINISTER MATH AND THEN THIRD THROUGH FIFTH GRADE READING, WE ADMINISTER THE MATH TEST, K THROUGH TWO READING, WE ADMINISTER WHAT'S CALLED IN CLASS.
AND WHAT THAT DOES IS IT MEASURES FUNDAMENTAL READING SKILLS.
AND SO WE BASE STUDENT GROWTH ON THAT ASSESSMENT.
I HAVE A COMMENT AND A QUESTION.
FIRST OF ALL, CONGRATULATIONS AGAIN TO THOSE TEACHERS.
AND MY QUESTION IS, WHAT HAPPENS WHEN ALL OF OUR TEACHERS MEET THESE THRESHOLDS? WELL, WE CELEBRATE FOR ABOUT 4 HOURS STRAIGHT.
I HAVE A QUESTION REGARDING FUNDING.
ARE THE TEACHERS PROVIDED THE FUNDS IN A LUMP SUM AT THE END OF THE SUMMER OR IS IT DESIGNATED THROUGHOUT THE YEAR? SO THIS IS PAID OUT IN THREE PAYMENTS OVER THE SUMMER, JUNE, JULY.
AND OF COURSE, IS THIS A ONE TIME DEAL OR IS IT EVERY YEAR? SO THE DESIGNATION STAYS ON A TEACHER CERTIFICATE FOR FIVE YEARS, AND THEN THEY RECEIVE THAT BONUS PAY EVERY YEAR THAT THEY ARE DESIGNATED TEACHER.
[00:30:04]
THEY CAN ALWAYS MOVE UP, BUT THEY MAINTAIN THEIR THE BASE DESIGNATION THAT THEY EARN FOR AT.THAT WAS GOING TO BE MY OTHER QUESTION.
ANY OTHER QUESTIONS? I DO WANT TO RECOGNIZE I SAW HIM STAND UP.
BUT I DO KNOW MR. RAY, WHO'S A PREVIOUS BOARD MEMBER, AND I PUSHED FOR THIS TEACHER INCENTIVE ALLOTMENT.
AND SO I JUST WANT TO RECOGNIZE HIM ALSO FOR PUSHING FOR THIS.
SO THANK YOU. WE'RE LOOKING FORWARD TO THE NEXT PHASES.
ANY OTHER COMMENTS OR QUESTIONS.
ALL RIGHT. THANK YOU, MR. KEITH. THANK YOU. AT THIS TIME, WE'RE AT AGENDA ITEM 8.2, THE UIL REGIONAL AND STATE SWIM MEET RESULTS.
MR. KIRCHNER WILL BE PRESENTING THIS ITEM.
THANK YOU, DR. MCFARLAND, MADAM PRESIDENT AND MEMBERS OF THE BOARD.
AND SO THANK YOU ALL FOR BEING HERE.
WE KNOW IT'S A BUSY TIME AND A LATE NIGHT.
BUT ALSO WE WANTED TO INTRODUCE OUR OTHER STUDENTS, SCHOOL BOARD MEMBER WHO IS HERE THIS EVENING.
YOU'LL GET TO HEAR FROM HIM AND MISS JONES LATER IN THE EVENING.
THANK YOU. SO THIS RECOGNITION DOES ALIGN WITH GOAL ONE THRIVING STUDENTS.
AND THIS IS A GROUP OF STUDENTS THAT IS DEFINITELY THRIVING FROM NORTH CROWLEY AND CROWLEY HIGH SCHOOL, THESE STUDENTS REPRESENTED CROWLEY ISD AT THE REGIONAL STATE SWIM MEET. THEY HAD AN EARLY MORNING TO DEPARTURE AND I DON'T THINK WE HAD THE VIDEO TONIGHT, BUT IT IS ON OUR SOCIAL MEDIA.
THERE WAS A CHEER OR A DANCE THAT THEY TAUGHT DR.
WE ARE VERY PROUD THAT THIS GROUP OF INDIVIDUALS RANKED 14TH OVERALL AND REGION 6A, REGION ONE.
I SEE THAT PICTURE THERE OF THAT NATATORIUM.
AND I KNOW THESE STUDENTS ARE THEY DO A LOT OF PRACTICING AND SWIMMING EVERY WEEK.
AT OUR NEXT BOARD MEETING, YOU'LL HEAR MORE ABOUT THAT.
THE PROGRESS OF THAT PROJECT AND WHEN THAT OPENS IS GOING TO BE FOR THAT NEW NATATORIUM.
BUT TONIGHT, WHAT I'D LIKE TO DO IS I'D LIKE TO INTRODUCE YOU TO COACH HARRELL.
HE'S JUST GOING TO LET US KNOW WHO THESE STUDENTS ARE.
THEIR LIST OF ACCOMPLISHMENTS IS LONG, SO THEY'RE IN YOUR BOARD BOOK.
YOU CAN SEE EACH OF THEIR OTHER RESULTS IN THEIR DIFFERENT RELAYS IN INDIVIDUAL COMPETITIONS.
BUT COACH HARRELL IS JUST GOING TO HELP INTRODUCE WHO THESE STUDENTS ARE, THEIR NAMES.
BOARD. MADAM PRESIDENT, THANK YOU FOR INVITING US OUT TO BE RECOGNIZED.
THESE SWIMMERS HAVE DONE A FABULOUS JOB ALL SEASON.
AND IT'S GOOD TO SEE THAT THEY'RE GOING TO BE GETTING RECOGNIZED.
SO I GUESS I'LL JUST START DOWN THE LINE IN TERMS OF RECOGNITION.
THIS IS EMILY HATTINSTEIN AND ISRAEL SANCHEZ.
THEY ARE INSTRUMENTAL IN KEEPING US AND KEEPING ME IN LINE.
THEN WE HAVE AIDEN DICKINSON, WE HAVE DOMINIQUE GOVEA, WE HAVE OUR WE ARE TRULY CROWLEY PRIDE UNIFIED ON OUR TEAM IN TERMS OF ELIJAH RHODES.
HE IS A CROWLEY HIGH SCHOOL SWIMMER THAT HE CAME WITH US OUT TO REGIONALS.
SO HE HAS BEEN KIND OF SEGMENTED INTO OUR OUR FAMILY, OUR CLOSE KNIT FAMILY.
THEN WE HAVE, SORRY I KNOW THEM BY THEIR DIFFERENT NAMES.
JAMES BRENNAN, GABRIELLE MILES, KATE LONG, TYREKE DAVIS, CAM TERRY,
[00:35:05]
JO LYNN CHAO AND ANDREW GOUGH.THERE WERE A LOT OF STUDENTS INTRODUCED.
I WANT YOU HAVE AN OPPORTUNITY TO SHAKE EACH OF THEIR HANDS AND CONGRATULATE THEM.
BUT BEFORE WE DO, WE WANT TO RECOGNIZE ONE STUDENT WHO COMPETED AT STATE.
THERE WERE SEVERAL THAT HAD THAT LAST NAME OF LONG.
AND SO I BELIEVE THERE ARE A SET OF TWINS AND THEN ANOTHER SIBLING.
IS THAT RIGHT? AM I GETTING IT RIGHT? OLDER BROTHER AND OLDER SISTER AND..
AWESOME SO FOUR LONGS REPRESENTED AT THE REGIONAL MEET AND THEN AT THE STATE MEET KATE LONG, WILL YOU STEP FORWARD, PLEASE? [APPLAUSE] SO THERE SHE IS. SHE REPRESENTED CROWLEY ISD.
[APPLAUSE] SHE'S A FRESHMAN SO WE HAVE SEVERAL MORE YEARS WITH AND TO ENJOY THAT NATATORIUM AND THE ENTIRE TEAM.
THANK YOU ALL FOR REPRESENTING CROWLEY ISD WITH CROWLEY PRIDE UNIFIED.
WE HAVE SOME PROUD FAMILY MEMBERS AND FRIENDS IN THE AUDIENCE.
IF YOU ARE A FAMILY MEMBER OR A FRIEND OF ONE OF THESE ATHLETES, WOULD YOU PLEASE STAND SO WE CAN RECOGNIZE YOU? SO CONGRATULATIONS AGAIN TO KATE AND THE ENTIRE TEAM FROM NORTH CROWLEY HIGH SCHOOL AND CROWLEY HIGH SCHOOL.
OUR TRUSTEES LIKE TO SHAKE HANDS WITH YOU NOW.
ALL RIGHT, LET'S GIVE THEM ANOTHER ROUND OF APPLAUSE, I KNOW.
YOU KNOW, THIS IS ALL COMING TO FRUITION.
SO WE JUST WANT TO APPRECIATE EVERYONE FOR THEIR SUPPORT.
AND THEN ALSO, IF MR. MOFFITT IS AROUND, I SAW HIM EARLIER, BUT I DON'T KNOW IF HE IS STILL.
THANK YOU. THIS IS OUR ATHLETIC, OUR EXECUTIVE ATHLETIC DIRECTOR, MR. DARRYL MOFFITT.
AT THIS TIME, WE'RE AT AGENDA ITEM 8.3, THE MEDIA PARTNER RECOGNITION.
ACE LITTLE WITH BGC SPORTS NETWORK, DR.
MCFARLAND, MADAM PRESIDENT AND BOARD MEMBERS, WE'RE EXCITED TO RECOGNIZE THIS AWESOME COMMUNITY PARTNER AND COMMUNITY LEADER AND WE HAVE MR. KIRCHNER HERE TO PROVIDE THIS RECOGNITION.
MADAM PRESIDENT, MEMBERS OF THE BOARD AND DR.
MCFARLAND. THIS RECOGNITION ALIGNS WITH GOAL TWO, ENGAGE COMMUNITY.
AND WHEN YOU THINK ABOUT MR. LITTLE, THE WORD THAT COMES TO MIND IS ENGAGED.
HE IS ACTIVE AND ENGAGED AND VISIBLE AT SO MANY EVENTS ACROSS CROWLEY ISD.
AND TONIGHT WE WANTED TO JOIN SOME OTHERS IN THE INDUSTRY AND RECOGNIZING MR. LITTLE FOR A REALLY HUGE ACCOMPLISHMENT.
SO. MR. LITTLE, WOULD YOU PLEASE JOIN US HERE AT THE PODIUM? AS YOU ALL SAID, MR. LITTLE IS A BROADCASTER WITH THE BGC SPORTS NETWORK, AND HE'S ALSO THE PLAY BY PLAY VOICE FOR THE CROWLEY HIGH SCHOOL EAGLES.
AND HE HAS JUST BEEN RECOGNIZED FOR CALLING HIS 17 HUNDREDTH GAME ON RADIO.
LET'S HEAR FROM MR. LITTLE. ACTIVE SUPPORTER OF ALL THINGS CROWLEY EAGLES.
THAT'S FOOTBALL, BASKETBALL, BASEBALL AND SOFTBALL GAMES.
WE'VE GOT TO GET HIM OUT TO SOME SWIM MEETS NEXT.
[INAUDIBLE] AND HE'S COMMITTED TO NOT ONLY COVERING OUR STUDENT ATHLETES, BUT ALSO HE WILL INTERVIEW OUR BOARD MEMBERS, OUR SUPERINTENDENT, OTHER LEADERS IN OUR COMMUNITY.
[00:40:03]
DURING TIMEOUTS AND HALF TIMES.AND SO NOT ONLY IS HE A VOICE FOR THE EAGLES, BUT HE'S A VOICE FOR THE ENTIRE COMMUNITY.
AND SO WE WANTED TO JOIN THE ENTIRE INDUSTRY AND CONGRATULATE MR. LITTLE FOR THIS ACCOMPLISHMENT.
AND WE'RE LOOKING FORWARD TO 1700 MORE.
AND ALSO TONIGHT, WE DO HAVE ANOTHER MEDIA PARTNER HERE FROM BALLY SPORTS HERE FOR THIS RECOGNITION.
SO IF YOU HAVE THE BALLY SPORTS CHANNEL, BE SURE TO WATCH THAT.
THEY KNOW THIS IS A BIG DEAL FOR MR. LITTLE. AND SO THANK YOU FOR BEING HERE.
AND MR. WHITTLE, THANK YOU FOR WHAT YOU DO FOR ALL OF CROWLEY ISD CONGRATULATIONS.
APPRECIATE. SAYS THE CROWLEY ISD BOARD OF TRUSTEES MEDIA PARTNER RECOGNITION PRESENTED TO ACE LITTLE FOR ITS DEDICATED SERVICE TO CROWLEY HIGH SCHOOL ATHLETICS.
CROWLEY PRIDE UNIFIED, SIGNED BY EACH OF OUR TRUSTEES AND SUPPORTERS.
SO LET'S HEAR IT AGAIN FOR MR. LITTLE.
BY THE WAY, FOOTBALL STARTS IN 183 DAYS.
THERE WE GO. AND I JUST I WANT TO SAY SOMETHING TOO ABOUT MR. LITTLE. THERE ARE TWO THINGS THAT I'VE LEARNED ABOUT HIM.
I SAID, WHY DON'T YOU SIT DOWN? I WAS BEHIND HIM. HE WAS IN FRONT OF ME.
HE SAID, I CAN I STAND THE WHOLE TIME I SPEAK AND I STAND.
AND THE OTHER THING THAT WHICH I'M VERY SURPRISED AT, SEEING HIM POSE FOR A PHOTO BECAUSE HE RARELY POSES FOR PHOTOS. SO I'M APPRECIATIVE OF THAT.
BUT WE THANK YOU SO MUCH FOR YOUR SUPPORT OF THE DISTRICT.
AND LIKE MR. KIRCHNER SAID, WE KNOW THAT YOU SUPPORT THE WHOLE DISTRICT.
SO ONE MORE ROUND OF APPLAUSE FOR MR. LITTLE. ALL RIGHT.
ANY OTHER COMMENTS OR QUESTIONS?
[9.0 Campus / Program Highlights]
AT THIS TIME WE HAVE OUR CAMPUS PROGRAM HIGHLIGHTS WHERE THE AGENDA ITEM 9.1 AND WE'RE RECOGNIZING J.MADAM PRESIDENT, BOARD MEMBERS.
MR. KIRSTEN WILL PRESENT THIS ITEM.
THANK YOU, MADAM PRESIDENT. MEMBERS OF THE BOARD AND DR.
MCFARLAND. THIS RECOGNITION ALIGNS WITH ALL THREE GOALS.
BECAUSE WHAT YOU'RE ABOUT TO SEE TAKES THRIVING STUDENTS.
WOW. THAT PICTURE SEEMS LIKE A LONG TIME AGO, DOESN'T IT? THEY'RE IN AN OLD BOARDROOM, BUT IT'S WHEN THOSE STAAR SCORES CAME OUT THE BEGINNING OF THE SCHOOL YEAR AND WE LEARNED THAT J.
DOMAIN THREE, CLOSING PERFORMANCE GAPS.
LOOK AT THAT FROM A 58 TO A 90.
WE'D LIKE TO INVITE YOU ALL TO WATCH THIS VIDEO TO SHOW YOU, SHOW THEM HOW THEY DO THAT.
THEY'RE AT JA HARGRAVE ELEMENTARY SCHOOL.
WHAT ARE YOU GOING TO DO? YOUR BEST? I KNOW YOU ARE.
AND THEN HOW MANY DID I HAVE LEFT OVER? THREE. SO 20 PLUS THREE EQUALS.
WHEN I HEARD THE NEWS THAT HARGRAVE MOVED FROM SEE CAMPUS TO AN A-PLUS CAMPUS, I WAS SO EXCITED, SO HAPPY. BUT I WAS FEELING A BIG SENSE OF PRIDE BECAUSE THE TEACHERS WORKED SO HARD.
AND THE STUDENTS, THEY REALLY BELIEVE IN WHAT WE HAVE BEEN TELLING THEM THAT THEY COULD DO IT.
[00:45:08]
THE EMOTION OF FINDING OUT YOU HAD WON AN NBA CHAMPIONSHIP.IT'S AN OUT-OF-BODY EXPERIENCE.
YOU'RE SO EXCITED AND IT'S GRATITUDE, BUT IT'S ALSO HUMBLE BECAUSE I DIDN'T TAKE IT AS IT WAS ME.
IT WAS EVERYONE. IT WAS THESE KIDS, THESE PARENTS.
IT WAS A VERY COLLABORATIVE EFFORT.
I FELT PROUD AS A FAMILY MEMBER OF THIS SCHOOL THAT IS THERE GOING UP.
IT MEANS THAT THE TEACHERS HERE ARE PUTTING 110% IN IN IT AND THEY'RE GETTING SOMETHING OUT OF IT.
THEN YOU GET THAT DISTINCTION.
AND IT'S TOUCHING TO KNOW THAT WE ARE REALLY CHANGING THE FUTURE FOR SOME OF OUR CHILDREN.
YOU KNOW, WHEN YOU LOOK AT THE STUDENT BODY OF HARGRAVE, WE LOOK AT THE DEMOGRAPHICS OF THAT CAMPUS.
WE LOOK AT KIND OF WHAT'S HAPPENING IN THE CAMPUS AND THE LEVEL OF ACHIEVEMENT.
THIS IS ONE EXAMPLE THAT HELPS US PROVE THAT CASE.
AND RIGHT NOW WE HAVE THE RIGHT PEOPLE IN PLACE AT HARGRAVE.
WE HAVE THE RIGHT STRUCTURES, THE RIGHT SYSTEMS. AND WE ARE TAKING THOSE SYSTEMS AND THOSE STRUCTURES AND WE ARE SCALABLE DISTRICT WIDE.
IF WE WENT FROM A D, A C, AND WE KEEP GROWING IN THE MIDDLE OF THE PANDEMIC UNTIL WE GOT THAT A SCORE, THEN WE NEED TO BELIEVE AND WE NEED TO KNOW THAT IT IS POSSIBLE FOR ALL SCHOOLS THAT IT REQUIRES A LOT OF WORK, BUT IT CAN BE DONE.
HELLO BEAUTIFUL, GOOD MORNING, GUYS.
YOU GOT SOME HIGHER GRADES IN THE MORNING.
WE'RE DANCING. ADULTS ARE DANCING.
AND THE KIDS LOVE IT IF THEY, YOU KNOW, NEW KIDS COME [INAUDIBLE] THE OLD PEOPLE ARE DANCING.
WHAT'S HAPPENING? IF IT BECOMES JUST PART OF OUR NORM, IT'S NOTHING TO HEAR MICHAEL JACKSON PLAYING IN THE MORNING.
AND I LOVED IT. THIS IS MY SECOND YEAR.
IT'S AMAZING TO SEE AND IT'S AMAZING TO BE A PART OF.
CONTINUE WORKING INDEPENDENTLY.
I NEED YOU TO ANSWER QUESTIONS ONE THROUGH TEN.
HOW GREAT IS OUR SCHOOL? SO HERE YOU CAN SEE AN ADMINISTRATIVE TEACHING.
YOU MAY SEE A PAIR OF WORDS WITH THE WORDS OR SEE THE COMPUTER HERE DOING MULTIPLICATION SHAKES LIKE IT IS ALL HANDS ON DECK.
EDUCATION HERE IS EVERYONE'S RESPONSIBILITY, INCLUDING THE STUDENTS.
WE KNOW ABOUT FOUR OR FIVE YEARS AGO, HARGRAVE WAS NOT PERFORMING THE WAY WE WANTED TO BE.
AND WE KNOW THAT THE GOAL IS TO HAVE [INAUDIBLE] WHICH MEANS THAT EVERY STUDENT WILL HAVE A QUALITY SEAT TO SIT IN AND THEY'RE GETTING THE BEST EDUCATION. AS A COACH, MY ROLE WAS REALLY TO COME IN AND SUPPORT THE ADMINISTRATIVE TEAM AND HELP HELP THE TEACHERS ACHIEVE THAT.
AND SO WE STARTED THE JOURNEY WITH MCKENZIE AND WE SAW AN INCREASE TO A C RATING AND ONE WAS ON OUR LISTS ASSESSMENT ROLL.
WE KNEW WE COULD GET A WHEN WE START START PUSHING FOR IT.
AND I WROTE THIS PACIFICALLY TO ALIGN TO THE LEARNING.
BECAUSE GUYS ALWAYS GO BACK TO THE INSTRUCTIONAL COACHING AND THE ALIGNMENT OF THE COACHING AND THE SUCCESS OF THE INSTRUCTION I STRONGLY ATTRIBUTE TO DR.
KELLY LUBA. AND REALLY, REALLY WORKING HARD TEACHING ME AND MODELING FOR ME.
AND MAYBE MAKE ME EXPLAIN THAT I UNDERSTOOD WHAT SHE EXPECTED.
AS ADULTS, WE ALL NEED COACHES.
AND SO COACHING TEACHERS ON HOW TO BE BETTER AT THEIR CRAFT IS ESSENTIAL.
[00:50:01]
I WOULD SAY, IF ANYTHING, THAT'S THE HARD WORK THAT HAS TO BE DONE TO TURN ANY SCHOOL AROUND.WHAT THE WORD FITNESS COULD INCLUDE IN THE [INAUDIBLE].
I FEEL LIKE IT HAS HELPED ME DEVELOP AS A TEACHER, ESPECIALLY WITH CLASSROOM MANAGEMENT.
JUST NOW THAT MY MANAGEMENT IS IN PLACE, IT'S EASIER FOR ME TO TEACH.
IT'S EASIER FOR ME TO GET THROUGH LESSONS.
SO I AM JUST SO GRATEFUL FOR THE MANAGEMENT TACTICS AND COACHING THAT THEY'VE GIVEN ME HERE.
LET'S GROW TOGETHER SO WE CAN GO AND GET MORE.
MS. NORFLIS IS SUCH A KIND AND LOVING SPIRIT.
I THINK SHE WAS JUST AS HARD HYDRATED, LIKE GREG WAS ON HIS WAY TO BEING GREAT, BUT HAVING MS. NORFLIS HERE WITH HER EXPERIENCES, HER KNOWLEDGE.
SHE IS SO KIND, SHE IS SO DRIVEN, AND MOST IMPORTANTLY, SHE LOVES CHILDREN.
HI, KALIA. IT FEELS LIKE A FAMILY BONDING BECAUSE YOU SEE MISS NORTH SIDE.
BUT SHE'S HUGGING THESE KIDS AND SHE SAYS TO ME, IT MADE ME FEEL GOOD AS A PARENT.
SHE SAID. THESE ARE MY BABIES.
AND SHE DON'T WANT NOBODY TO HARM HER BABIES.
THEY'RE NOT LOOKING AT THEM LIKE JUST KIDS.
THEY'RE LOOKING AS A FAMILY MEMBER, AS A CHILD, A GRANDCHILD, NIECES, NEPHEWS, THINGS LIKE THAT.
THEY'RE NOT ONLY SAYING THAT IT ISN'T JUST A KID COMING TO SCHOOL AND I'M COLLECTING A PAYCHECK.
YOU CAN SEE THE DIFFERENCE IN THE PEOPLE.
THEY'RE THERE. THE CHILDREN ARE THERE.
THE STAFF THERE ARE JUST A COMMITTED GROUP OF INDIVIDUALS.
AND I JUST KNOW THAT THEY'RE NOT DONE YET.
I SEE MORE GREAT THINGS COMING FOR HARGRAVE.
LADIES AND GENTLEMEN, PRINCIPAL NORFLIS.
I WASN'T GOING TO CRY. BUT THEY GOT ME.
THANK YOU. MADAM PRESIDENT CISD BOARD.
DR. MCFARLAND, I AM TRULY HONORED FOR THE RECOGNITION THAT YOU ARE GIVING TO JA HARVIE ELEMENTARY.
BUT I HAVE TO LET YOU KNOW IT IS NOT ME.
I TELL MY TEACHERS ALL THE TIME.
TEACH SO THESE BABIES CAN HAVE SOME OPTIONS IN LIFE.
TEACH LIKE IT'S YOUR GRANDBABY AND YOUR DAUGHTER AND YOUR SON SITTING BEFORE YOU.
PLAN SO THAT YOU KNOW THAT THEY CAN MASTER THE EXPECTATIONS.
AND LET ME TELL YOU, THOSE TEACHERS AT JA HARGRAVE RISE TO THE OCCASION EVERY TIME.
DO WE HAVE OBSTACLES? YES. DO WE HAVE CHALLENGES? DON'T MAKE ME TELL YOU THE STORY, BUT WE WILL RISE BECAUSE WE ARE COMMITTED.
IN THE FILM WE SAID IT'S THE HARGRAVE WAY.
BECAUSE IN CROWLEY WE BELIEVE IN EDUCATING ALL STUDENTS.
IN CROWLEY WE BELIEVE THAT THE COMMUNITY HAS A VOICE.
IN CROWLEY, WE BELIEVE THAT WE DON'T STOP UNTIL WE ARE PROUD.
BUT YOU KNOW WHAT I'M SAYING? WE BELIEVE.
WE BELIEVE IN GIVING US, GIVEN THEM OUR ALL.
AND THAT'S WHAT WE DID TOGETHER.
THE COLLABORATION OF NOT JUST HARGRAVE TEACHERS, BUT YOU OUR BOARD MEMBERS.
I WOULD BE REMISS IF I DID NOT THINK MY SUPERVISOR, MY THOUGHT PARTNER, DR.
WILLIAMS, AND WHEN I CAN'T REACH HIM, ANNA ROE, AND IF I CAN'T REACH HER, DR.
WRIGHT. I EVEN HAVE THE PHONE NUMBER TO THE SUPERINTENDENT.
[00:55:01]
THE PASSION THAT YOU HAVE, IT FLOWS TO US.WE TOGETHER CAN MAKE CROWLEY BETTER.

WE ARE AT AGENDA ITEM 11.2, DEMOGRAPHER REPORT ON RESIDENTIAL GROWTH IN CROWLEY ISD, DR.
MCFARLAND. MADAM PRESIDENT AND BOARD MEMBERS, THIS NEXT ITEM IS OUR DEMOGRAPHERS REPORT.
GOING TO GIVE US GOOD INFORMATION ABOUT WHAT IS GOING ON IN OUR COMMUNITY.
MR. BRANT ALEXANDER WILL PRESENT THIS.
MADAM PRESIDENT. BOARD TRUSTEES.
THANK YOU FOR HAVING ME HERE TONIGHT.
LIKE DR. MCFARLAND SAID, I'M HERE TO SHARE WITH YOU THE RESULTS OF OUR LATEST HOUSING ACTIVITY SURVEY, AS WELL AS SHARE WITH YOU UPDATED ENROLLMENT PROJECTIONS FOR THE DISTRICT. BEFORE WE LOOK AT THE RESIDENTIAL ACTIVITY IN THE DISTRICT, LET'S TAKE A LOOK BACK AND WHERE ENROLLMENT IS CURRENTLY.
THE ACTUAL OFFICIAL NUMBER FOR THE 2022-23 SCHOOL YEAR AS OF THE OCTOBER SNAPSHOT DATE WAS A RECORD 16,778. SO YOU CAN SEE HERE, ACTIVITY ARE THE SNAPSHOT NUMBERS OVER THE LAST 15 YEARS AND YOU CAN SEE
[01:05:01]
HOW THE GROWTH HAS REALLY ACCELERATED OVER THESE LAST FIVE YEARS.THE DISTRICT HAS SEEN A NET INCREASE OF JUST UNDER 1500 TOTAL STUDENTS SINCE THE FALL OF 2017.
AND YOU CAN SEE THAT DRAMATIC IMPACT THAT THE COVID 19 PANDEMIC HAD FROM 2019 TO 2020.
MUCH OF THE GROWTH HERE RECENTLY HAS COME AT THE PRE-K LEVEL.
REMEMBER THAT AT 2017, THE ENROLLMENT WAS JUST ABOUT 500 STUDENTS IN PRE-K.
THAT'S AN INCREASE OF 624, MOST OF THE DISTRICT.
THAT'S ABOUT 43% OF THE GROWTH THAT THE DISTRICT HAS SEEN OVER THESE LAST SEVERAL YEARS.
THE BALANCE OF IT HAS OCCURRED, OBVIOUSLY, AT THE OTHER ATTENDANCE LEVELS.
ONE THING I'D LIKE TO POINT OUT IS THAT WE WE DID SEE A DECLINE.
YOU THINK BACK OF ALL THE THINGS WE'VE TALKED ABOUT IN PREVIOUS PRESENTATIONS.
THE GOOD NEWS IS WE'RE SEEING THOSE TRENDS CHANGE.
MIDDLE SCHOOL IS HAS BEEN FLAT.
BUT NOTE THAT THE HIGH SCHOOL ENROLLMENT NUMBERS ARE NOW UP ABOUT 10.9% OVER THE LAST FEW YEARS TO A RECORD HIGH OF JUST UNDER 5300. THIS SLIDE HERE GIVES YOU THE TOTALS BY GRADE LEVEL, GIVES YOU A LITTLE BETTER UNDERSTANDING OF HOW THAT RECORD HIGH SCHOOL NUMBER HAS OCCURRED. I'VE HIGHLIGHTED THE LARGEST CLASS SIZES OVER THESE LAST 15 YEARS, SO YOU CAN SEE HOW THAT GROWTH, THAT WAY THE PROBE THAT CAME IN AND ELEMENTARY BACK IN THAT 2007 TO 2010 TIME FRAME AND EVEN UP THROUGH 2012 HAS AGED UP.
AND MANY OF THOSE KIDS TODAY ARE IN HIGH SCHOOL GRADES.
SO YOU HAVE RECORD ENROLLMENT IN 10TH GRADE AS WELL AS YOUR LARGEST TOTAL SENIOR CLASS.
ALL OF THAT ROLLING UP INTO THE RECORD ENROLLMENT FOR THE DISTRICT.
SO ALL OF THIS IS POINTING TO GROWTH ACCELERATING GOING FORWARD.
WE'VE, SOME OTHER METRICS THAT WE MONITOR.
THE BIRTH RATE DATA SHOWED HERE ON THIS CHART, IT'S BEEN GRADUALLY INCREASING.
THE BLUE LINE THERE REPRESENTS ALL OF THE BIRTHS FOR THE LOCAL ZIP CODES.
AND YOU CAN SEE HOW THE NUMBERS THAT WE HAVE FOR 2019, WHICH IS THE MOST RECENT DATA, WERE THE HIGHEST THAT WE HAD IN OUR WEEK RECEIVED IN 15 YEARS FROM THE STATE. SO I'VE GOT HERE ON THE LOW END THAT THE ENROLLMENT FOR KINDERGARTEN IS PROJECTED TO BE JUST ABOVE 1040 OR SO. BUT I REALLY THINK THAT NUMBER WILL BEGIN TO APPROACH A LOT QUICKER.
I'VE GOT IT LISTED HERE ON 2024 THE RESIDENTIAL GROWTH THAT YOU'RE ABOUT TO SEE.
I THINK IT WILL TREND CLOSE TO 1100.
[01:10:09]
OF STUDENT YIELDS.SO THE DATA THAT YOU SEE HERE IS UPDATED WITH JANUARY GEOCODING OF STUDENT ADDRESSES ENROLLED IN THE DISTRICT COMPARED TO THE OCCUPIED HOMES COUNT FOR THE END OF DECEMBER.
YOU CAN SEE THAT WE'VE SEEN PRETTY CONSISTENT NUMBERS OVERALL, THE TYPICAL SINGLE FAMILY HOME IN THE DISTRICT IS YIELDING ABOUT 0.4 STUDENTS PER HOME. THE HOUSING SAMPLE CONTINUED, CONTINUES TO GROW.
AND IF YOU LOOK AT THE OVERALL 24,000 PLUS HOUSEHOLDS THAT WE'VE COUNTED OVER THESE LAST 20 YEARS, AND YOU CAN SEE THAT THAT YIELD IS STILL BEEN ABOUT 0.4.
A NOTE HERE, WE'VE ALWAYS GONE WITH THE AVERAGES FOR ALL OF THE SUBDIVISIONS TOGETHER.
BUT AS YOU ALL HAVE SEEN TONIGHT, ALL OF THE OUTSTANDING THINGS THAT ARE HAPPENING, ONE OF THE THINGS I'M ALSO SEEING IN THE DATA IS THESE YIELDS ARE INCHING UP WITH EACH TIME THAT WE TO APARTMENT DEVELOPMENTS, THEY'RE YIELDING ABOUT 0.2 ENROLLED STUDENTS PER UNIT.
AND THAT'S GENERALLY WHAT WE SAW A YEAR AGO.
ONE OF THE THINGS THAT HAS CHANGED RECENTLY IS MANY OF THE APARTMENTS THAT DEVELOPMENTS THAT HAVE COME ONLINE IN RECENT YEARS HAVE BEEN MORE OF THE 3 TO 5 STORY MID RISE DESIGNS.
THOSE HAVE FEWER THREE BEDROOMS AND THEY YIELD FEWER STUDENTS.
SO SEEING THAT NUMBER LEVEL OFF ABOUT 0.2 IS VERY NORMAL.
IT'S WHAT WE'RE SEEING AROUND THE STATE.
THE ONES THAT I'VE HIGHLIGHTED HERE ON THE SLIDE SHOW YOU THAT THEY'RE IN THAT 0.1 TO 0.2 RANGE.
THAT'S VERY TYPICAL FOR THE MODERN APARTMENTS THAT WE'RE SEEING DEVELOP TODAY.
RECALL THAT WE'VE TALKED ABOUT LAST YEAR, THE RAPID RISE OF NEW HOMES ACROSS DFW THROUGH 2020 AND 2021, AND THEN TO THE FIRST TWO QUARTERS OF 2022.
AND WE WERE EXPECTING THIS YEAR TO SEE ABOUT A 30 TO 40% DECLINE IN ACTIVITY.
IT'S BEEN A REALLY INTERESTING FEW MONTHS OUT THERE IN THE HOUSING MARKET BECAUSE THAT SLOWDOWN THAT WE TALKED ABOUT LAST YEAR, IT'S LASTED ABOUT FOUR MONTHS AND THEN THE RATE WENT TO 7% IN SEPTEMBER AND OCTOBER, AND THEN IT CAME BACK DOWN TO 6.1 ON A 30 YEAR MORTGAGE, AND THEN IT CAME BACK DOWN TO 6.1 IN DECEMBER AND THEN INTO JANUARY WITH THE INCENTIVES THAT BUILDERS ARE OFFERING.
AND WE'VE JUST SEEN BUILDERS TALK ABOUT, YOU KNOW, ARE YOU EXPERIENCING RECORD ACTIVITY? JUST ASKING EACH OTHER.
YES. SO WHAT WE'VE SEEN IS A REALLY QUICK COMEBACK THIS YEAR.
YOU KNOW, AS WE THOUGHT ABOUT THE ACTIVITY A YEAR AGO.
MR.. JUST BEFORE WE GO TO THE NEXT SLIDE, I JUST WANT TO PICK A PAUSE.
THERE'S A LOT OF GREAT INFORMATION.
AND ASK IF ANY BOARD MEMBERS HAVE ANY QUESTIONS OR COMMENTS.
THANK YOU. I'VE GOT SOME SLIDES IN HERE THAT SHOW YOU THE TRENDS FOR DFW AS A WHOLE.
THAT'S WHY YOU SEE THAT BLUE LINE ALL BACK.
BUILDERS DID PAUSE ON A LOT OF DEVELOPMENTS AND PULL BACK ON STARTS ACROSS THE REGION.
SO A LOT OF THE CONSUMERS SEEM TO BE MAKING PEACE WITH THE HIGHER RATE.
[01:15:08]
THE TEXAS WORKFORCE COMMISSION, YOU CAN SEE HERE IN DALLAS-FORT WORTH, THEY REPORTED EXTREMELY STRONG NUMBERS IN OCTOBER AND NOVEMBER. AND THROUGH THE END OF THE YEAR, THE DFW AREA HAS SOARED PAST THE PRE PANDEMIC LEVEL.SO ALL OF THAT UNEMPLOYMENT RATE NOW IS DOWN UNDER FOUR, 4% AS WELL.
SO ALL OF THAT IS CONTINUED TO REINVIGORATE THE HOUSING MARKET AS WE MOVE INTO EARLY 2023.
LET'S TAKE A LOOK AT THE NUMBERS IN THE DISTRICT.
THIS SLIDE HERE SHOWS YOU THE ANNUAL NUMBERS FOR EXISTING HOMES.
THE OFFICIAL TOTAL THAT WE COUNTED FOR 2020 TO JUST UNDER 1300.
THAT'S DOWN A LITTLE BIT. BUT RECALL OF A LITTLE BIT OF A SLOWDOWN THERE IN THE FALL.
BUT OVERALL, VERY CONSISTENT WITH WHAT WE'VE SEEN OVER THESE LAST 5 TO 7 YEARS.
VALUES OF HOMES CONTINUE TO DECLINE.
THE DISTRICT MEDIAN SOLD PRICE IN 2022 WAS A RECORD 335.
NOW ONTO THE NEW HOME CONSTRUCTION NUMBERS.
A COUPLE OF THINGS TO POINT OUT.
THE TOTAL NUMBER OF MOVE INS IN THE THIRD QUARTER WAS THE MOST THAT WE HAVE EVER COUNTED.
SO IT BROKE THE 20 YEAR RECORD THAT WAS SET BACK IN THE SECOND QUARTER OF 2002.
BUT THE FOURTH QUARTER IS TYPICALLY ONE OF THE SLOWER QUARTERS.
SO THE HOUSING MARKET HERE, THE BUILDERS PRODUCED JUST OVER 1400 NEW HOME STARTS IN 2022 AND JUST UNDER 1400 TOTAL CLOSINGS AND CLOSINGS WERE UP 33% YEAR OVER YEAR.
NEARLY JUST OVER 1600 HOMES WERE OR LOTS WERE DELIVERED IN THE DISTRICT IN 2022.
THAT'S CONTINUING TO FUEL WHAT IS THE MOST ACTIVE HOUSING MARKET ON THE SOUTH SIDE OF DFW.
SO RECALL HERE WE SEGMENT ALL OF THE DFW ACTIVITY BY ISD BOUNDARY AND YOU CAN SEE OVERALL OF THE 90 DISTRICTS THAT MAKE UP THE REGION.
BUT WHEN YOU LOOK AT ALL OF THE DISTRICT ACROSS THE SOUTH SIDE OF DFW, CROWLEY IS THE MOST ACTIVE.
SO MOST OF THE ACTIVITY, 90% HAS BEEN IN THE CITY OF FORT WORTH PORTION OF THE DISTRICT.
YOU CAN SEE THE TOP PRODUCING SUBDIVISIONS HERE.
NOW, SUE CROUCH AND SECOND IN TOTAL CLOSINGS THANKS TO THE VILLA TRAILS SUBDIVISION.
BUT S.H. CROWLEY, JACKIE CARDON AND MIDDLE CREEK.
AND THEN AS WELL AS WE'RE SEEING THE NUMBERS JUST DOWN THE ROAD HERE FOR THE WALKER ATTENDANCE ZONE SEE THOSE ARE UP 200 STARTS OVER THE LAST YEAR.
AND THEN YOU CAN SEE THE BALANCE OF CROWLEY AND HF STEPHENS.
HIGH SCHOOL WISE, MOST OF THE CLOSINGS OVER THE LAST YEAR HAVE BEEN IN THE NORTH CROWLEY ZONE.
AND THEN YOU CAN SEE THE STARTS AGAIN.
THE HOUSES THAT ARE BEING BUILT ARE PRIMARILY IN THE 300 TO 400000 PRICE RANGE.
THEY'RE MOSTLY ENTRY LEVEL IN FIRST OR SECOND HOMES.
YOU CAN SEE WHEN YOU DRIVE AROUND, YOU CAN SEE MOST OF THE HOMES ARE ON 50 FOOT LOTS TODAY AND YOU CAN SEE THE PRICE RANGE OR THE MEDIAN PRICES ON THE RIGHT HAS MODERATED A LITTLE BIT.
THAT'S SOMETHING WE'VE SEEN MARKET WIDE TODAY.
THE DFW MEDIAN NEW HOME IS ABOUT 4075.
ALL RIGHT, SO IN TERMS OF WHAT'S COMING.
THERE ARE 1000 HOUSES IN PROCESS TODAY.
THOSE ARE ONES THAT ARE UNDER CONSTRUCTION BUT NOT FINISHED AND BEING LIVED IN.
ANOTHER 2200 VACANT LOTS ARE FULLY DEVELOPED AND READY FOR HOUSES START AT ANY TIME.
AND THEN ANOTHER 16,000 OR EXCUSE ME, 2900 ARE ACTUALLY UNDER DEVELOPMENT.
[01:20:04]
SO YOU CAN SEE IN THE CHART THERE ON THE BOTTOM LEFT, VERY NEAR THE MOST DEVELOPMENT THAT WE'VE SEEN IN THE DISTRICT.AND I THINK THESE PICTURES THAT I'M ABOUT TO SHOW, YOU'RE GOING TO REALLY DRIVE THAT HOME.
OVERALL, IT'S ABOUT 22,000 TOTAL LOTS THAT ARE IN THE PIPELINE FOR THE DISTRICT THAT REMEMBER, THIS IS OUR OUR DEVELOPMENT MAP SHOWING YOU ALL OF THE LOCATION AND THEIR SECTION STATUS.
EVERYTHING IN YELLOW AND ORANGE AND PURPLE THAT'S ACTIVE ALL ACROSS THE DISTRICT.
SO YOU CAN SEE HOW A LOT OF THAT ACTIVITY THERE IN THE CENTRAL TO THE CENTRAL WESTERN PORTION AND IN PARTICULAR THE DAVIS TO CROUCH AND S.H.
A COUPLE HAVE RECENTLY OPENED LANDMARK CROWLEY, AS YOU CAN SEE HERE IN THE PHOTOGRAPHS.
SO THE PHOTOGRAPHS THAT I'M ABOUT TO SHOW YOU WERE TAKEN IN DECEMBER.
NOTE THAT DOWN IN THE DEER CREEK ATTENDANCE ZONE, THE FORMERLY NAMED SENDERO OAKS APARTMENTS HAS BEEN NAMED LEGACY AT CROWLEY APARTMENTS AND IT IS NOW OPEN AS WELL.
BUT WE'RE CONTINUING TO MONITOR THE APARTMENTS AS WELL ACROSS THE DISTRICT, AS WELL AS ALL OF THE SINGLE FAMILY DEVELOPMENTS THAT I'M ABOUT TO SHOW YOU HERE. SO I'M GOING TO JUST GIVE YOU A BRIEF TOUR AROUND THE DISTRICT STARTING UP IN THE NORTHWEST AND NORTH OF THE DAVIS ELEMENTARY.
YOU CAN SEE NEW LOTS COMING IN THE TAVOLO PARK SUBDIVISION.
BUT THESE NUMBERS RIGHT HERE AND THIS IS LLANO SPRINGS.
SO YOU CAN SEE SOME OF THE FINAL LOTS THERE TO THE NORTHWEST OF THE DAVIS.
IF YOU, IF YOU WERE TO SEE OUR PHOTOGRAPH FROM SEPTEMBER, THERE ARE REALLY NO HOUSES HERE.
AND SO IT'S INCREDIBLE WHAT WHAT THEY'VE BEEN DOING IN THESE LAST THREE OR FOUR MONTHS.
SO THESE WILL BE THE FINAL PHASES HERE IN LLANO SPRINGS ON THE WEST SIDE.
BUT LOOK AT THE DEVELOPMENT HERE JUST SOUTH OF MCPHERSON AND HOW MUCH IT'S CHANGED HERE RECENTLY.
AND IT IS NOW UNDER DEVELOPMENT.
YOU'RE LOOKING BACK TO THE EAST.
PEARSON'S ON YOUR LEFT, SO YOU CAN SEE THOSE ROCKY CREEK LOTS.
AND THEN IN THE MIDDLE ARE THE WESTERN AND SOUTHERN PHASES OF CHISHOLM TRAIL RANCH.
SO YOU CAN SEE QUITE A FEW LOTS COMING THERE.
ON THE EAST SIDE OF THE TOLLWAY, YOU CAN SEE MORE LOTS ARE COMING THERE.
AND THIS IS SOUTH OF SUMMER CREEK MIDDLE SCHOOL.
AND THEN AS YOU MOVE OVER DOWN AT PEARSON AND PEARSON OR YOURSELF HERE IN THE UPPER RIGHT, YOU CAN SEE NORTH CROWLEY NINTH GRADE AND COME DOWN TO PEARSON AND YOU GET INTO THE FUTURE TERRA TRACE SUBDIVISION, WHICH IS MOVING DIRT.
AND LOOK AT THE LOTS THAT ARE ALL UNDER DEVELOPMENT AROUND THE ELEMENTARY SCHOOL.
YOU CAN SEE THAT MIRA VERDE IS THE SUBDIVISION THAT'S KIND OF RIGHT THERE IN RELATION TO THE SOUTH SIDE OF THE SCHOOL THAT YOU CAN SEE THAT WHAT IS CURRENTLY CALLED A KIRK TRACT OR DIRECTLY ACROSS THE STREET TO THE WEST.
AND THEN YOU CAN SEE THE TERRITORIES SUBDIVISION FROM A PREVIOUS PHOTO THERE TO THE NORTH.
AND WHEN YOU LOOK DOWN, YOU GO DOWN HULEN AND YOU CAN SEE MORE DEVELOPMENT OR FOR BLOOMFIELD HOMES AND AND THEY'RE BUILDING PARTNERS AT HIGHLAND TRAIL LEGACY HOMES HAS NEAR CREEK SO OVER 1000 LOTS ARE PLANNED HERE IN THIS SUBDIVISION EVEN DOWN SOUTH OF 287.
AND OUR MAIN SOUTH IS NOW BUILDING ON THOSE LINES.
SO THERE'S CREEK SIDES OUT THERE ON THE LEFT HAND SIDE OF THE SLIDE.
THAT'S AN ADDITIONAL PHASE OF CREEK SIDE THAT'S COMING.
[01:25:09]
THAT IS THE FUTURE 2200 LOT, AND THAT'S THAT VACANT LAND FOR 2200 LOTS FOR [INAUDIBLE].AND IF YOU LOOK AT THE MAP, THE DEVELOPMENT MAP, AND SEE THAT LARGE AREA HIGHLIGHTED IN BLUE, THAT'S IT UP THERE IN THE UPPER RIGHT PHOTOGRAPH. JUST QUICKLY GO THROUGH SOME MORE OF THESE, RISINGER COURT, THERE ACROSS FROM CROWLEY MIDDLE SCHOOL AND GOT SOME TOWNHOMES OR BUILDING THERE.
A LOT OF TALK HERE JUST A MINUTE AGO ABOUT HARGRAVE.
AND THEN ONE OF THE SUBDIVISIONS FROM A DECADE AGO, VILLAGE PARKS AND THAT LONG DORMANT PHASE HAS BEEN INCORPORATED INTO SYCAMORE LANDING.
SO IF YOU GO UP THERE IN THESE THE SUBDIVISION IS ACTUALLY ON THE LEFT HAND SIDE OF THE PHOTOGRAPH.
SO THAT THAT PORTION THAT'S IN THE BOTTOM LEFT THERE IS IN THE JACKIE CARDEN ZONE.
THE RECALL IN THE REZONING CHANGE THAT GREENBELT WAS MADE THE BOUNDARIES FOR THAT SMALL SECTION THERE IN THESE FUTURE LOTS PICTURE HERE ARE IN THE MIDDLE CREEK. AND THEN AS YOU ALL HAVE THE ELEMENTARY SCHOOL COMING IN KARIS HERE'S A COUPLE OF PHOTOGRAPHS.
SO REMEMBER, KARIS IS 2100 LOTS.
IT'S ABOUT A LITTLE MORE THAN 50% OR 40 50 FOOT WIDE LOTS.
AND IT'S A MIXTURE OF HIGH DENSITY AND SOME LARGER LOTS AS YOU GO WITH IT.
SO YOU DRIVE OUT THERE TODAY, YOU CAN SEE ONE OF THE FIRST MODELS UNDER CONSTRUCTION.
AND THEN FINALLY HERE, JUST A SOUTH 100 BRIDGE RIGHT THERE BY HS STEPHENS.
YOU CAN SEE I MENTIONED ABOUT 100 HOMES ARE UNDERWAY HERE.
SO WHAT DOES ALL THIS LOOK LIKE GOING FORWARD? BASED ON THE PACE OF WHAT WE'RE SEEING FROM STARTS AND CLOSINGS? WE'RE LOOKING AT ABOUT 8300 HOMES COMBINED BEING CLOSED AND OCCUPIED OVER THE NEXT FIVE YEARS.
THAT IS AN AVERAGE OF JUST UNDER 1700 HOMES PER YEAR.
MOST OF THIS IS PROJECTED TO BEGIN TO HIT THE DISTRICT IN 2024 AND 2025 AND THEN TO 2627.
AS YOU CAN SEE, MANY OF THOSE LOTS TODAY IN THOSE PHOTOGRAPHS ARE STILL AT THE DIRT STAGE.
BUT WHEN YOU LOOK AT EVERYTHING THAT'S COMING AND PROJECTED TO COME IN THE FUTURE, WE'RE TALKING ABOUT 17,000 HOMES OR MORE OVER THE NEXT TEN YEARS, PLUS THE ADDITIONAL 20, 2500 APARTMENTS.
ALL OF THAT AT A YIELD OF 0.4 TO 0.5 AND MEANS THAT THE DISTRICT IS ON PACE TO SEE ENROLLMENT INCREASE ABOUT 1700 STUDENTS OVER THE NEXT FIVE YEARS AND POTENTIALLY OVER 4800 STUDENTS OVER THE NEXT TEN YEARS.
AND GENERALLY, THAT'S AN AVERAGE GROWTH RATE OF ABOUT 2.6% IN LINE WITH WHAT WE'VE BEEN SEEING THESE LAST FEW YEARS, MINUS THE COVID PANDEMIC YEAR. BUT WHAT I'VE BEEN SAYING IS THAT WE'RE SEEING THE RATE OF GROWTH GRADUALLY TICK UPWARD.
AND SO WHAT I'VE SHOWN YOU IN THE IN THE HIGH SCENARIO IS WHAT IF THE DISTRICT SEES 3% TO 4%? IT'S DEFINITELY HEADED THAT WAY, I BELIEVE.
AND YOU ALL ARE, OF COURSE, PROBABLY BEEN TOUCH ON THIS.
MORE ARE NOW CURRENTLY OVER 16,900 TOTAL STUDENTS.
SO THE VALIDITY OF GETTING TO 71 OR 73 BY OCTOBER WAS CERTAINLY VERY POSSIBLE.
BUT IF IF THE DISTRICT RATE OF GROWTH DOES FIND A 3 TO 4% CONSISTENTLY OVER THE NEXT DECADE, ALL ATTENDANCE LEVELS ARE GOING TO NEED TO BE ADDRESSED. I THINK THAT'S WHAT THE BOND PLANNING COMMITTEE LOOKED INTO AND THAT'S WHAT THEY RECOMMENDED TO.
YOU ADDRESS? THE GROUP IS COMING.
OH, THAT'S A LOT. YOU KNOW, ANSWER ANY QUESTIONS THAT YOU.
[01:30:12]
ANY QUESTIONS.SO ON SLIDE 29, AND I DON'T KNOW IF YOU GOT IT, BUT IT'S PRETTY MUCH THE SAME SLIDE THAT'S THERE.
BUT IT SAYS CROWLEY ISD NOW HAS A COMBINED TOTAL OF 22,159 IN PROCESS/ PLANNED SINGLE FAMILY RESIDENTIAL LOTS WITH MORE EXPECTED. SO WITH WITH THAT 22,159 AND YOU WERE SAYING FOR EACH HOME THAT'S BUILT WERE AVERAGING ABOUT 0.4 STUDENTS COMING OUT OF THAT HOME WHICH I GET HOW YOU GET POINT FOUR OF A STUDENT.
AM I UNDERSTANDING THAT CORRECTLY? CORRECT. SO YOU HAVE TO FACTOR IN THE ENROLLMENT PROJECTIONS WILL ALSO FACTOR IN INDIVIDUAL RATE TRENDS, SURVIVAL RATES AND THINGS LIKE THAT THROUGHOUT THE DISTRICT.
BUT YES, PURELY IF YOU'RE JUST LOOKING AT THOSE NUMBERS.
SO WE'VE GOT 22 ONE HERE THAT WE KNOW OF THAT ARE PLATTED AND YOU'RE LOOKING AT ABOUT 17,000 OF THOSE BEING OCCUPIED OVER THE NEXT DECADE. SO OBVIOUSLY WE'LL EXTEND INTO THE NEXT DECADE AND BEYOND.
I THINK THAT'S KIND OF WHAT I'M GETTING AT.
I MEAN, YOU CAN LOOK THROUGH JUST LOOK AT THE SOUTHERN PORTION, 1187 CORRIDOR THERE AND THEN SOUTH OF CENTRAL PARKWAY, ONCE SOME OF THE SUBDIVISIONS THAT ARE AROUND TARLETON GET GOING.
THANK YOU. AND FOLLOW UP QUESTION.
THAT IS NOT TAKING INTO CONSIDERATION APARTMENT COMMUNITY.
NOW, IT DEPENDS ON WHAT TYPE OF APARTMENTS THAT ARE BUILT LIKE I JUST MENTIONED.
MANY OF THE ONES THAT ARE PLANNED ARE THE TYPE THAT DON'T YIELD AS MUCH.
BUT IF WE DO SEE SOME MORE GARDEN STYLE OR YOU SEE SOME MORE WITH SOME TYPE OF RENTAL ASSISTANCE OR THINGS LIKE THAT FROM THE STATE, THEN THE YIELDS WILL BE HIGHER ON THOSE TYPES OF DEVELOPMENTS.
AND WHAT ABOUT EXITS? YOU MAY HAVE MENTIONED IT, BUT I KNOW YOU TALK ABOUT GROWTH, POTENTIAL, STUDENT ENROLLMENT, BUT WHAT ABOUT YOU TRACK EXITS OR PEOPLE MOVING OUT OF THE COMMUNITY? WELL, PART OF PART OF THE WE'VE TALKED ABOUT IN THE PAST WHY THAT YIELD IS AT 0.4 WHEN A LOT OF DISTRICTS THAT ARE EXPERIENCING THIS TYPE OF RESIDENTIAL GROWTH ARE SEEING THE YIELD IS MORE 0.7.
SO THAT'S WHY WE'VE BEEN VERY CONSERVATIVE WITH THAT NUMBER.
BUT AS YOU ALL MAINTAIN AND HOLD ON TO THE STUDENTS THAT ARE HERE AND KEEP THEM MOVING UP THROUGH THE SYSTEM, YOU'RE GOING TO CONTINUE TO SEE THOSE THE RATE OF GROWTH GET FASTER.
I'M SORRY. SO AGAIN, THIS IS ONLY LOOKING AT NEW HOME BUILDS, BUT THIS IS NOT TAKING INTO CONSIDERATION HOME SALES. SO, FOR INSTANCE, IF THERE WAS A HOMEOWNER WHO HAS RETIRED, CHILDREN HAVE BEEN OUT FOR MANY YEARS, THEY DECIDE TO SELL THEIR HOME, THEY SELL IT TO A FAMILY WITH CHILDREN.
ARE WE FACTORING THOSE NUMBERS IN AS WELL? BECAUSE I CAN SEE THAT, I GUESS DEPENDING UPON HOW IT'S TRENDING, HOW THE EXISTING HOME SALES ARE TRENDING, THAT COULD ALSO INCREASE THAT NUMBER. RIGHT.
BUT THERE ARE NEIGHBORHOODS THAT HAVE GONE THAT HAVE FLUCTUATED.
AS I WAS TALKING TO MR. REEVES ABOUT THIS YESTERDAY, AND YOU'RE TALKING ABOUT SOME OF THE AREAS LIKE A FOX RUN IS ACTUALLY SEEING THE NUMBER GO UP IN TERMS OF ENROLLED STUDENTS OVER THE LAST YEAR, WHILE SOME OF THE OTHER AREAS NEAR THE GARDEN HAVE SEEN A SLIGHT DECLINE.
[01:35:04]
SO WE COULD GO TO THE SUMMER CREEK AREA AND A LOT OF THOSE YIELDS IN THAT AREA ARE VERY MIXED.ONE NEIGHBORHOOD IS NOT UP ONE NEIGHBORHOOD.
BUT WHAT WE'RE MONITORING IS THAT TURNOVER.
AND I CAN TELL YOU FROM THAT RESALE CHART, IT'S BEEN VERY CONSISTENT.
THERE HAS NOT BEEN A RAPID RISE OR A RAPID DECLINE, AS YOU CAN SEE IN THOSE NUMBERS.
AND THEN WE LOOK AT THE YIELDS AND THEY'VE STAYED PRIMARILY THE SAME.
SO IT'S SOMETHING WE'RE WATCHING TO TAKE INTO ACCOUNT.
AND PART OF THE REASON THAT I'VE KEPT THE YIELD AROUND THAT 0.4 IS THE FACTOR IN THAT CONSTANT TURNOVER WITHIN THE DISTRICT OVER THAT WE'VE SEEN OVER THE LAST. I HAVE A QUICK QUESTION FOR ME.
SO WHEN WHAT IS THE DATE OF WHEN YOU CAPTURED THE ENROLLMENT NUMBERS IN THIS CASE, THESE ARE IN JANUARY.
SO THAT'S A VERY INTERESTING THING YOU'RE TOUCHING ON RIGHT NOW.
A LOT OF THE HOMES ARE FINISHING NOW AND AT THE END OF THE YEAR AND AS WE MOVE INTO THIS YEAR THAT HAVE BEEN UNDER CONSTRUCTION, YOU'RE SEEING ENROLLMENT SURGE HERE OVER THESE CHRISTMAS BREAK AND INTO THE EARLY PART OF THE YEAR.
IT'S CERTAINLY POSSIBLE THAT OUR SNAPSHOT OF JANUARY IS NOT CAPTURING ALL OF WHAT IS TRULY HERE.
AND SO THAT'S SOMETHING I WANT EVERYONE WE TALK ABOUT IN NEXT ADMINISTRATION.
BUT WE KNOW THAT IT'S POSSIBLE THAT WE PROBABLY NEED TO REVISIT IT AGAIN, MAYBE IN THE SPRING TO DOUBLE CHECK THE NUMBER ROOMS. BUT THAT DATA SETS A VERY [INAUDIBLE] BUT IT WAS JANUARY AND DECEMBER COUNTS.
OKAY. ANY OTHER COMMENTS OR QUESTIONS FROM THE BOARD? THOSE ARE REALLY GOOD QUESTIONS.
ALL RIGHT. WELL, WE CERTAINLY THANK YOU, MR. ALEXANDER. VERY COMPREHENSIVE.
LOTS OF LEARNING, LOTS OF GROWTH.
KEEP IT COMING. THANK YOU FOR KEEPING US INFORMED.
THANK YOU FOR YOUR TIME. ALL RIGHT.
THANK YOU. WE HAVE ANOTHER REPORT ITEM, AGENDA ITEM 11.3, STUDENT ENROLLMENT UPDATE.
WE HAVE MS. HYATT HERE TO PRESENT THIS ARTICLE.
DOCTOR MCFARLAND BOARD MEMBERS.
I'M DIRECTOR OF DATA MANAGEMENT, AND I'M HERE TO GIVE YOU AN ENROLLMENT UPDATE.
YOU TOLD ME ABOUT A MONTH AGO.
GOALS. AND SO I'VE GOT A PRETTY SIMPLE CHART HERE.
AGAIN, SIMILAR TO WHAT YOU SAW LAST MONTH, BUT THERE'S BEEN GROWTH SINCE THEN AND WE DO HAVE OUR SNAPSHOT ENROLLMENT AT 16,735 AND THEN OUR CURRENT ENROLLMENT IS 16,934.
THIS ONE A LITTLE BIT DIFFERENTLY AND LOOKED AT IT BY GRADE.
AND HOW MANY CAMPUSES HAD THAT GRADE LEVEL CLOSED? SO FOR PRE-K THREE TWO OUT OF THE FIVE THAT.
UM, ARE CLOSED. AND BY CLOSED, I MEAN ALL CLASSROOMS ARE THE PRE K IS FIVE OUT OF 16 BECAUSE WE OFFER PRE K IN ALL THE SCHOOLS AS WELL AS ALL THE REST OF THE GRADES.
KINDERGARTEN. IT'S CLOSED AT FIVE CAMPUSES FIRST IT'S CLOSED AT TWO OF THEM, SECOND IS CLOSED AT FIVE, THIRD CLOSED AT ONE, FOURTH IS CLOSED AT 14 AND FIFTH GRADE IS CLOSED AT TEN.
SO A LITTLE BIT MORE INFORMATION ABOUT THOSE FIFTH GRADE SEATS AS OF EARLIER THIS WEEK.
WE DO HAVE THAT RATIO SET AT 24 TO 1.
[01:40:02]
WE'VE TALKED A LITTLE BIT ABOUT THAT ABOUT A MONTH AGO.BUT AT THAT RATIO, THERE IS NINE OPEN FIFTH GRADE SEATS.
SO FOR STUDENTS TRYING TO ENROLL ARE ONLY NINE SEATS.
CURRENTLY, WE HAVE 65TH GRADERS THAT ARE OVERFLOWED TO ANOTHER CAMPUS OTHER THAN THEIR HOME CAMPUS.
AND OUT OF ALL OF OUR OVERFLOWS, 20% OF THEM ARE 20% TO 20% OF THEM ARE FIFTH GRADE.
AND WE ARE CURRENTLY RUNNING 14 SHUTTLE BUSSES FOR OUR FIFTH GRADE OVERFLOWS.
SO JUST THE LACK OF SPACE IN FIFTH GRADE.
AND THAT WOULD CREATE BETWEEN 53 AND 91/5 GRADE SEATS AT ACROSS THE DISTRICT.
I'D BE HAPPY TO ANSWER ANY QUESTIONS YOU HAVE.
MADAM PRESIDENT, CAN WE GO BACK TO THAT PREVIOUS SLIDE? SO HOW MANY OF THE PENDING APPLICATIONS ARE FOR FIFTH GRADE? RIGHT NOW THERE'S ABOUT FIVE OF THEM ARE.
OK. SO IS THERE NECESSARILY A NEED TO INCREASE THE RATIO TO 25 OR 26 TO 1? WELL, SINCE WE WERE TRYING TO STICK PRETTY CLOSELY TO 24 TO 1, WE WANTED TO ADDRESS IT OFFICIALLY BECAUSE WHERE THOSE STUDENTS ENROLL MAY NOT HAVE A SEAT.
AND AS FAR AS IF THEY ENROLL AT CAMPUS, A I ALREADY HAVE A BUS TO CAMPUS B AND CAMPUS C.
WELL, CAMPUS B AND CAMPUS C ARE NOW FULL IN FIFTH GRADE ALSO.
AND SO THAT'S A WHOLE NOTHER BUS ROUTE.
THE WHOLE OTHER STUDENT HAVING TO BE SENT ELSEWHERE OTHER THAN.
SO WE'RE JUST TRYING TO AVOID THAT AS WE CLOSE OUT THE YEAR.
UM, SO, UH, I'M AWARE THAT, YOU KNOW, HAVING MORE STUDENTS IN A CLASSROOM PUTS MORE STRAIN ON A TEACHER, AND, YOU KNOW, STUDENTS AREN'T NECESSARILY LIKE, AS MARGINAL AS, YOU KNOW, JUST LIKE ADDING ONE MORE.
IT'S JUST LIKE ADDING LIKE, IT'S LIKE ONE MORE PENCIL TO A BOX.
SO HOW DO YOU THINK HAVING INCREASING THE RATIO WILL AFFECT THE TEACHER'S OVERALL PERFORMANCE? WE'RE HOPING SINCE WE'RE GOING FOR A SMALL INCREASE AND WE'RE TRYING TO DO AS LITTLE MOVEMENT AS POSSIBLE AND THAT THE CAMPUSES WILL BE ABLE TO SUPPORT THOSE TEACHERS.
AND THAT ACTUALLY IS A IS A GREAT QUESTION.
AND, YOU KNOW, ADDING OR INCREASING THE RATIO WOULD ACTUALLY BE THE LAST OPTION.
IT'S IT'S REALLY WE JUST WANT TO KEEP THE 24 TO 1 AS MUCH AS WE POSSIBLY CAN, BECAUSE WE DO KNOW THAT IT'S THAT, YOU KNOW, ONE MORE KID ON THE TEACHER'S EXTREME IS EXTREME CHALLENGE.
AND SO WE ARE WE WANTED TO JUST KIND OF SHARE WITH YOU HERE.
HERE'S WHAT THE POSSIBILITIES ARE.
HERE'S WHAT THEY WOULD BE. WE'RE GOING TO DEAL WITH IT WITH A CASE BY CASE BASIS.
24 TO 1 IS WHERE WE WANT TO STAY.
WHEN YOU THINK ABOUT ALL OF THE NEW HOMES THAT YOU SEE AND PEOPLE MOVING TO THE AREA.
SO THOSE ARE THE KIND OF THE CHOICES THAT WE'D HAVE TO MAKE.
I HAVE A COMMENT ON THAT, TOO.
UNDERSTANDING AND GREAT POINT.
UNDERSTANDING WHAT ONE MORE STUDENT CAN DO IN A CLASSROOM, I TOTALLY UNDERSTAND THAT.
THE FLIP SIDE OF THAT IS I'M THINKING ABOUT THE STUDENT AND HAVING TO COMMUTE LIKE THAT.
AND THE BALANCE IS REALLY DELICATE BECAUSE LIKE I SAID, I CERTAINLY UNDERSTAND PUTTING ONE MORE CHILD IN A CLASSROOM, BUT THEN THE STUDENT HAS TO BE CONSIDERED IN ALL OF THAT AS WELL.
FOR ME. I WAS JUST GOING TO PIGGYBACK OFF OF MS. DAVIS COMMENT.
IF WE'RE LOOKING AT THE STUDENT, ARE WE FOR OR OUR DISTRICT, THOSE THAT ARE ON THE WAITING LIST, ARE THEY IN OUR RESIDENT OR ARE THEY RESIDENTS IN OUR DISTRICT?
[01:45:02]
BECAUSE WE'RE AN OPEN DISTRICT, BUT WE'RE TALKING ABOUT THOSE WHO ARE RESIDENTS AND OUR DISTRICT.THEY BELONG AT OUR CAMPUSES WITH THEIR OWN WAITING LISTS.
AT THIS POINT, WE ARE NOT ACCEPTING OPEN ENROLLMENT TRANSFER STUDENTS.
SO THESE ARE ALL STUDENTS THAT ARE LEAVING PARENTS.
FAMILIES ARE LIVING IN OUR DISTRICT.
THEY MAY HAVE MOVED INTO OUR DISTRICT, BUT THEY ARE THERE IN OUR DISTRICT.
THESE ARE NOT THESE ARE NOT STUDENTS THAT ARE LIVING OUTSIDE OF OUR DISTRICT.
SO SO I TAKE IT THAT WE'RE PARTNERING WITH OTHER DISTRICTS IN THE INTERIM OR WHAT IS THE WHAT'S HAPPENING WITH OUR STUDENTS SO THEY'RE NOT ACTUALLY KEPT ON A WAITING LIST PER SE, BECAUSE WE CAN'T REFUSE TO ENROLL THEM.
SO THAT'S WHY THEY HAVEN'T BEEN PROCESSED.
SO THEY WOULD BE ENROLLED AND WE HAVE TO FIND A PLACE FOR THEM.
I HAVE A TWO PART QUESTION BECAUSE I'VE HAD THIS CONVERSATION WITH PEOPLE RECENTLY.
SOME OF THEM WANTED TO RETURN TO PROUDLY.
SO I WANT TO KNOW, IS THERE A DATABASE WHERE THE GENERAL PUBLIC CAN GO ON AND SAY, THIS IS MY HOME SCHOOL? YOU KNOW, YOU PUT IN YOUR ADDRESS, YOU CAN SEE WHAT SCHOOL YOU'RE ZONED TO, BUT CAN YOU SEE IF THAT GRADE LEVEL HAS CAPACITY OR SHOULD I JUST STAY AT THE CHARTER AND WAIT FOR NEXT YEAR TO COME? HOW DOES A PARENT ANSWER THAT WHEN MAKING A DECISION? THE OTHER ONE WAS A STUDENT WAS SENT TO A OVERFLOW CAMPUS.
SO I LOVE BOTH OF THOSE PROCESSES WORK.
AND WHEN I'M PRESENTED WITH QUESTIONS LIKE THAT, HOW SHOULD I ADDRESS PARENTS WHO HAVE THESE ISSUES? SO YOU SHOULD ABSOLUTELY ENCOURAGE THE PARENT TO CONTACT THE CAMPUS.
THE SECOND QUESTION, THEM WANTING TO STAY AT THE CAMPUS.
SO WE DO HAVE TRANSFER WINDOWS THAT OPEN AT THE END OF THE YEAR AND BEFORE THE BEGINNING OF THE YEAR, AND THEY CAN PUT IN A TRANSFER REQUEST TO STAY AT THE OVERFLOWED CAMPUS.
AND THE DIFFERENCE WOULD BE THAT WE WOULD NO LONGER PROVIDE TRANSPORTATION FOR THEM IF WE WERE PROVIDING TRANSPORTATION, BUT THEY CAN PUT IN A TRANSFER AND THAT PRINCIPAL CAN ELECT TO LET THAT CHILD REMAIN AT THE.
IT'S A GREAT, GREAT QUESTION. SO WITH THE APPLICATIONS THAT WE HAVE, DO WE KNOW THE GRADE LEVELS FOR THOSE CHILDREN ARE WAITING TO BE PLACED? WE HAVE AN IDEA OF BALLPARK FIGURE.
I CAN GIVE YOU AN ANSWER SHORTLY, BUT I DON'T HAVE IT OFF THE TOP OF MY.
SO YOU. IT'S A PRETTY EVEN DISTRIBUTION.
AND ONE OTHER QUESTION. I'M SORRY.
SO BACK TO THE GREAT CLOSURES.
YOU HAVE A PRE-K IN AND A GARDEN.
MM HMM. FIVE CAMPUSES ARE CLOSED.
ARE THERE ANY ROOMS TO PLACE THOSE KIDS THAT ARE ON THE WAITING LIST IN THOSE AREAS? SO THEY WOULDN'T THEY WOULDN'T BE WAITLISTED IF THEY ENROLLED AT ONE OF THOSE CLOSED CAMPUSES, THEY WOULD STILL BE OVERFLOWED? NO, NOT ON THE CLOSE.
IS THAT CORRECT? IN OUR 11 ELEMENTARY SCHOOLS.
MM HMM. SO I GUESS MY QUESTION IS, CAN WE PLACE THEM OUT OF THE AREA? WE HAVE THEM OPEN. YES.
AND THAT'S WHAT THE OVERFLOW PROCESS DOES.
BUT THE PEOPLE ON THE WAITING LIST ARE WAITING FOR OTHER DOCUMENTS IN ORDER TO BE PLACED.
PEOPLE IN THE QUEUE HAVEN'T FINISHED THE APPLICATION PROCESS FOR WHATEVER REASON, USUALLY.
THAT'S ANOTHER. AND DO WE I MEAN, I'M SURE THERE IS AN ANALYSIS THAT'S BEEN DONE TO
[01:50:06]
WHERE WE KNOW THAT A COST ASSOCIATED WITH THAT TRANSPORTATION.SO I WOULD BE INTERESTED TO KIND OF KNOW WHAT THOSE FIGURES ARE, PARTICULARLY AS WE ARE CONSIDERING INCREASING THE CLASS SIZES. I KNOW THERE'S AN OPPORTUNITY COST EITHER WAY, EITHER IN THAT INDIVIDUAL CLASSROOM, IN THE WORK IN CASE LOAD THAT THAT INDIVIDUAL TEACHER HAS TO DO COMPARED TO THE ACTUAL DOLLARS AND CENTS THAT IT COST US TO TRANSPORT THOSE PARTICULAR STUDENTS.
EXCUSE ME. I HAVE ANOTHER QUESTION.
SO IS THE REASON THAT FIFTH GRADE IS LIKE HAS ALMOST DOUBLE THE AMOUNT OF THE OTHER HIGHEST GRADES.
IS THAT BECAUSE THE FIFTH GRADE CLASS SIZE IS JUST ESPECIALLY LARGE IN COMPARISON TO THE OTHERS? OR IS THAT SIMPLY BECAUSE, YOU KNOW, THERE'S JUST MORE OF THEM? YEAH, THERE IS MORE FIFTH GRADERS, THIS IS WHAT IT COMES DOWN TO.
I THINK LAST YEAR IT WAS SECOND AND FOURTH GRADE, AND THAT JUST TENDED TO HAVE HEAVIER NUMBERS.
I DON'T KNOW. BUT YES, IT'S JUST BECAUSE THERE'S JUST THE SHEER NUMBER OF THEM IS MUCH LARGER.
SO I KNOW SOMETIMES WHEN STUDENTS ARE TRANSPORTED TO ANOTHER CAMPUS, THIS AFTER THE REGULAR ROUNDS ARE FINISHED. IS THAT THE CASE HERE? SO IT'S A MIXTURE.
IT IS A SOME OF THEM IT IS LIKE A WHOLE SEPARATE ROUTE.
SOMETIMES IT'S BUSSES ON ITS WAY FROM CAMPUS A TO CAMPUS C AND SWINGS BY B TO TAKE THEM TO D.
BUT IF YOU HAVE A PARENT THAT PRESENTS THREE CHILDREN IN DIFFERENT GRADE LEVELS, THEN YOU HAVE TO ANSWER THE QUESTION OF OK IF WE [INAUDIBLE] ARE THE FIFTH GRADE, BUT WE'RE OPEN AT SECOND AND THIRD, WE WANT TO TRANSFER THE FIFTH GRADE TO ANOTHER ANOTHER OPEN FIFTH GRADE CAMPUS.
DO YOU TRANSFER ALL THREE KIDS? AND IF YOU TRANSFER ALL THREE KIDS, THEN DO YOU HAVE SECOND AND THIRD? AND IT'S A IT'S LIKE A RUBIK'S CUBE.
WE'RE CONSTANTLY TURNING. AND IT IS IT'S A IT IS A CHALLENGE.
BUT NOW SHE I MEAN, ALL DAY, EVERY DAY, THAT'S WHAT SHE DOES.
MY LAST QUESTION ABOUT TRANSPORTATION.
I PROMISE I'M DONE. THAT WAS MY ONE PREACHER POSE.
SO IS THE TRANSPORTATION FROM THE STUDENTS HOME OR IS IT FROM THEIR HOME CAMPUS? IT'S FROM THEIR HOME CAMPUS.
IF THEY WOULD NORMALLY RECEIVE TRANSPORTATION FROM THEIR HOME TO THEIR HOME CAMPUS, THEY STILL USE THAT SAME TRANSPORTATION TO GET TO THE CAMPUS AND THEN ANOTHER BUS PICK THEM UP IN THEIR OVERFLOW.
AND SO THOSE ARE THAT'S REALLY ONE OF THE FACTORS WE THINK WE GO THROUGH WHEN WE SAY, WELL, IS IT BETTER TO INCREASE THE CLASS SIZE BY ONE? OR THEN MULTIPLE BUSSES, SPLITTING UP SIBLINGS AND ALL THOSE OTHER? ANY OTHER QUESTIONS? THANK YOU FOR YOUR TIME.
CAN'T GET ENOUGH HEARING THAT.
WE'RE AT AGENDA ITEM 11.4, THE BOARD OF TRUSTEES, LEGISLATIVE PRIORITIES AND POSITIONS.
MCFARLAND AND MR. KEITH EARLIER, THE BOARD DID GET AN OPPORTUNITY TO VISIT THE STATE CAPITAL AND VISIT LEGISLATORS AT THE 88TH LEGISLATIVE SESSION ON TUESDAY.
[01:55:09]
TAKING A MORE IN-DEPTH APPROACH TO OUR VISITS, THE CONVERSATIONS, BEING ABLE TO MEET WITH THOSE LEGISLATORS DIRECTLY.AND SO AT THIS TIME, WE DO HAVE SOME TIME TO ALLOW BOARD MEMBERS TO PRESENT OR SHARE SOME TAKEAWAYS, SOME HIGHLIGHTS FROM OUR SESSION.
I'LL JUST START WITH WHAT WE LEARNED THAT DAY EARLIER THAT DAY BEFORE WE ACTUALLY WENT TO THE CAPITOL. WE PARTICIPATED IN THE TACIT HAS BEEN CONFERENCE WITH SOME LEGISLATIVE UPDATES AND WE HEARD FROM SENATOR CREIGHTON AND ALSO HOUSE CHAIR BUCKLEY.
BOTH OF THESE WERE CHAIRS OF EDUCATION COMMITTEES, ONE FOR THE SENATE EDUCATION COMMITTEE AND ONE FOR THE HOUSE PUBLIC EDUCATION COMMITTEES COMMITTEE. AND THEY PRESENTED PRIORITIES THAT THEY HAVE AND THAT THEY'RE HEARING FROM THEIR CONSTITUENTS.
SO IT WAS REALLY INFORMATIVE TO HEAR THEIR POSITIONS AND THEIR INTERESTS.
ONE THING THAT STUCK OUT TO ME WAS THE FACT THAT MOST OF THE INDIVIDUALS, IF NOT ALL OF THEM THAT WE SPOKE TO, OR AT LEAST THE VISITS THAT I HAD, THEY'RE ALL INTERESTED IN HEARING OUR STORY, THE MANY STORIES THAT WE HAVE AND TO TELL, THE GREAT ACCOMPLISHMENTS OF THE DISTRICT, THE CHALLENGES, OUR PRIORITIES THEY WANT TO HEAR.
I LEARNED THAT A LOT OF THEM ARE LEARNING WHAT THE PRIORITIES ARE IN REAL TIME.
SO IF WE'RE NOT THERE ADVOCATING, IF WE'RE NOT THERE SHARING OUR STORIES, YOU CAN IMAGINE THE DIFFERENT STORIES THAT THEY DO HEAR OR THE PERSPECTIVES. AND SO WE WANT TO MAKE SURE THAT FOR CROWLEY ISD THAT WE ARE THE VOICE TO THE DISTRICT AND THAT WE SHARE OUR PRIORITIES.
SO WE HEAR FROM OUR PARENTS, WE HEAR FROM OUR TEACHERS, WE HEAR FROM OUR STAFF, OUR ADMINISTRATORS, ALL OF THIS INFORMATION WE TAKE TO OUR LEGISLATORS WHO MAKE THOSE CRITICAL DECISIONS FOR OUR DISTRICT AND OTHER DISTRICTS.
SO AT THIS TIME, I WILL ALLOW BOARD MEMBERS TO SHARE ANY HIGHLIGHTS THAT THEY HAVE.
I CAN START. SO I HAVE THE PLEASURE OF SERVING ON THE LEGISLATIVE PRIORITIES OR THE POLICY COMMITTEE FOR THE DISTRICT.
AND SO CERTAINLY WANT TO FIRST GIVE KUDOS TO OUR AMAZING TEAM.
SEVERAL OF OUR BOARD MEMBERS SERVE ON THAT COMMITTEE, ALONG WITH OUR SUPERINTENDENT, DR.
BAPTISTE AND MR. KEITH AND MR. KIRSHNER DID A PHENOMENAL JOB OF PREPARING US FOR OR OUR VISIT TO AUSTIN.
WE PAINSTAKINGLY WENT THROUGH THE PROCESS OF DETERMINING WHAT OUR LEGISLATIVE PRIORITIES ARE.
AND SO, YOU KNOW, I THINK, NUMBER ONE, THAT CERTAINLY WENT A LONG WAY TO BE ABLE TO PRESENT OUR ONE PAGER, IF YOU WILL, TO THESE TO THESE LEGISLATORS AND IN VERY BASIC TERMS, LAY OUT WHAT IT IS THAT WE ARE ADVOCATING FOR.
IT'S ALSO ABOUT OUR TEACHERS AND STAFF, BUT IT'S ALSO ABOUT OUR FAMILIES.
AND ONE OF THE THINGS THAT I CERTAINLY WANT TO POINT OUT THAT IS A PRIORITY OF OURS AS IT AS IT DEALS WITH SCHOOL FINANCE IS ONE OF THE THINGS THAT WE GIVE IN CROWLEY ISD IS WE GIVE PROPERTY TAX RELIEF.
THERE IS A HOMESTEAD EXEMPTION THAT IS GIVEN BY CROWLEY ISD THAT EVERY HOMEOWNER IN OUR DISTRICT, THAT THAT IS THEIR PRIMARY RESIDENCE, THEY ARE ABLE TO BENEFIT FROM THAT HOMESTEAD EXEMPTION.
WELL, ONE OF THE THINGS THAT IS NOT KNOWN IS THAT WE AS A DISTRICT ARE PENALIZED WHEN WE DO THAT FROM FUNDING STANDPOINT, BUT WE CONTINUE TO DO THAT YEAR AFTER YEAR TO MAKE SURE THAT WE ARE TRYING TO MEET THE NEEDS OF OUR OF OUR FAMILIES.
AND SO THAT IS SOMETHING THAT I'M GLAD THAT WE CONTINUE TO ADVOCATE FOR.
AND AND I KNOW IN I HAD THE OPPORTUNITY TO BE IN SEVERAL MEETINGS ALONG WITH DR.
[02:00:05]
HALL, AND THAT WAS SOMETHING THAT WE REALLY PRESSED, PARTICULARLY UPON OUR LOCAL REPRESENTATIVES, THOSE THAT REPRESENT THE AREAS IN WHICH CROWLEY ISD IS THAT WE AS A DISTRICT WANT TO CONTINUE TO PROVIDE THAT PROPERTY TAX RELIEF, AND WE DO SO TO SOME DEGREE AT OUR OWN SACRIFICE.BUT I THINK THAT IT IS IMPERATIVE THAT THE STATE ELIMINATE THE PENALTIES THAT GO ALONG WITH THAT SO THAT WE CAN CONTINUE TO DO THAT AND STILL BE ABLE TO PROPERLY FUND ALL OF OUR OUR SCHOOLS HERE IN CROWLEY ISD.
MADAM PRESIDENT, IF I COULD JUST ADD ON TO THE COMMENTS THAT BOTH YOU AND JESSIE DAVIS SHARED.
I, TOO, HAVE BEEN TO THE CAPITAL ON SEVERAL DIFFERENT OCCASIONS, AND I BELIEVE THIS WAS MY FIRST TIME GOING AS A REPRESENTATIVE OF CROWLEY ISD AND TO THE TO TRUSTEE DAVIS POINT WHEN WE WERE GARNERING WHAT OUR POSITION AND PRIORITIES WERE GOING TO BE FOR THIS YEAR, WE STARTED AS A POLICY COMMITTEE BY LOOKING, EXAMINING LIKE THE BIG FIVE, IF YOU WILL, THE BIG FIVE DISTRICTS, LOOKING AT THEIR PRIORITIES AND LOOKING TO SEE WHERE WE COULD RELATE TO THEM AND THEN ALSO WHERE WE THERE WAS A DISCONNECT.
AND SO WHAT I CAN SAY IN THIS EXPERIENCE, ONE, I THOUGHT IT WAS QUITE A SUCCESS.
I CAN SAY THAT I FELT VERY CONFIDENT IN THE CONVERSATIONS THAT WE HAD WITH THE INFORMATION THAT WE WERE ARMED WITH, AND THERE WAS A LOT OF TIME TAKEN NOT ONLY TO IDENTIFY OUR PRIORITIES, BUT ALSO THE TIME THAT DR.
SO I JUST WANT TO SAY THAT I APPRECIATE IT BECAUSE I KNOW THIS IS ALSO SOMETHING THAT WE ASKED DR.
MCFARLAND FOR AND HE MORE THAN DELIVERED, HE OVERDELIVERED.
AND I HOPE THAT WE WILL CONTINUE TO ADVOCATE FOR NOT ONLY CROWLEY ISD BUT PUBLIC SCHOOLS.
E. THANK YOU. TRUSTEE DAVIS AND DR.
YES. SO I WAS NOT ABLE TO ATTEND HAS CAST ME.
BUT IN JANUARY I ATTENDED THE NATIONAL ASSOCIATION OF SCHOOL BOARDS EQUITY AND ADVOCACY INSTITUTE.
AND SO THAT WAS THE FEDERAL LEVEL.
BUT ALL 50 STATES CAME TOGETHER AND WE TALKED ABOUT NASB'S PRIORITIES OVERALL.
AND THEN AFTER SPENDING THREE DAYS THERE, WE WENT TO THE CAPITAL.
SO THEREFORE, PRIORITIES, WE'RE FOCUSING ON LEARNING LAWS, ADVOCATING FOR A STUDENT AND TEACHER MENTAL HEALTH, DEALING WITH STAFF SHORTAGES, AND THEN LOOKING AT FUNDING FOR SCHOOLS.
SO THERE WAS TALK ABOUT ESSER, WHAT HAPPENS BECAUSE THAT'S FEDERAL FUNDING.
WHAT HAPPENS WHEN ESSER FUNDS END? WHAT OUR SCHOOLS WANT TO DO AND THEY SHOWED US A PERCENTAGE OF HOW MANY SCHOOLS USE.
ESSER FUNDS WOULD USE THOSE FUNDS FUNDS FOR, AND THEN TALKED ABOUT BOTH SIDES OF THE AISLE, THE RED AND THE BLUE, WHAT THEIR PRIORITIES WERE AND HOW WE CAN ALLOCATE WHEN WE WENT TO THE HILL, SOME COMMONALITIES WERE BOTH SIDES RECOGNIZE THAT THERE ARE STAFFING SHORTAGES.
THEY RECOGNIZE THAT WE NEED TO DO SOMETHING TO FOSTER RETAINING EDUCATORS, RECRUITING EDUCATORS, AND ALSO INCREASING TEACHER SALARY AND THEN LOOKING AT MAKING IT PROGRAM COVID 19 SCHOOL FUNDING OR CHILDHOOD NUTRITION PERMANENT.
AND SO THOSE ARE THINGS THAT IMPACT NATIONALLY, NOT JUST LOCALLY IN TEXAS.
SO IT WAS AN AWESOME TIME TO AND THEN I JUST MET A LOT OF WONDERFUL PEOPLE AND GOT CONTACTS.
AND SO THEY WERE WE'RE ONE OF 22 STATES WHO WITHDREW.
AND YOU COULD SEE IN THE NEWS WHY.
AND WE HAVE SIMILARITIES WHETHER WE'RE RURAL, SUBURBAN OR URBAN.
[02:05:03]
SOME THINGS ARE JUST COMMON AMONGST ALL PUBLIC SCHOOLS, AND I WANT YOU TO SAVE FOR IT IF IT ISN'T IN ITS NSBA.BECAUSE YOU'RE SAYING THAT I KNOW, STOP SAYING NSBA.
SHE WANTS TO SAY NSBA, I DON'T KNOW HOW THE BOARD NATIONAL SCHOOL BOARD ASSOCIATION.
YES, WE STILL REPRESENTED A NATIONAL ASSOCIATION OF BLACK SCHOOL EDUCATORS.
WE ARE STILL VERY MUCH MEMBERS.
TRUSTEE GRASSIA. HOW ARE YOU ALL DOING? GOOD. SO A COUPLE OF COMMENTS, A COUPLE OF TAKEAWAYS AS WELL.
FIRST OF ALL, A LOT OF PEOPLE DON'T KNOW ABOUT THE HOMESTEAD THAT MR. DAVIS SPOKE UPON IN THAT 10% THAT CROWLEY ISD GIVES BACK TO HOMEOWNERS IS HUGE.
AND I THINK THAT'S ONE OF THE I THINK THAT COULD BE A A REASON WHY CROWLEY ISD IS SEEING A LARGE NUMBER OF HOMES BEING BUILT IN THIS AREA, WHICH IS FANTASTIC.
SO ONCE AGAIN, I, I THINK THIS IS A GREAT THING THAT CISD DOES FOR OUR FAMILIES.
I ALSO WANTED TO THANK OUR TEAM ONCE AGAIN, MR. KEITH. MS..
BAPTISTE. WHEN WE WENT TO WAR, I REALLY FELT THAT WE WE KNEW WHAT WE WERE DOING.
I ALSO WANT TO THANK NICOLE COLLIER AND SENATOR ROYCE WEST.
WE WENT TO RIGHT OUTSIDE THE THE ROOM WHERE IT HAPPENS.
SORRY. REPRESENTATIVE COLLIER INTRODUCED US TO SEVERAL OF THE MEMBERS.
AND BASICALLY, YOU HAVE YOU HAVE 2 MINUTES TO GIVE YOUR WHOLE SPIEL.
I MEAN, THIS IS THIS IS A BIGGEST AND THE BEST IN 2 MINUTES, AND THAT'S IT.
I THINK WE WE DID A GREAT JOB.
ONE OF THE BIGGEST THINGS THAT WE WERE WE WERE THAT WE TALKED UPON WAS SAFETY.
AND YOUR LANDLORD GOES TO YOU THE NEXT YEAR AND SAYS, HEY, YOU'VE DONE A GREAT JOB PAYING AND EVERYTHING, BUT I WANT TO MAKE THIS HOUSE BETTER.
SO I'M GOING TO NEED LIKE SOME FENCING AND I'M GOING TO NEED ALL OF THIS STUFF AND I NEED YOU TO PAY FOR IT AND CONTINUE TO PAY YOUR MORTGAGE OR RENTS AND STUFF LIKE THAT.
SO IF IF YOU WERE THE THE SCHOOL LIKE CISD OR THE DISTRICT, LIKE CISD AND UNDER DR.
BUT THERE ARE SOME DISTRICTS THAT DON'T.
AND WHAT I'M TRYING TO SAY IS, IS THAT WE ARE BLESSED, BUT WE STILL NEED HELP FROM THE STATE BECAUSE WE DON'T KNOW DOWN THE LINE WHAT THE GOVERNOR IS GOING TO ASK US TO DO OR WHAT MEASURES TO PUT IN.
SO ALL OF THAT BEING SAID, I REALLY DO WANT TO THANK CISD FOR AN AMAZING JOB THIS PAST WEEK WEEKEND. IT WAS IT WAS A ONCE IN A LIFETIME.
AND 600 OF THOSE 1200 ARE NEWBORNS, 600 PEOPLE A DAY ARE NEWBORNS LIVING RIGHT HERE IN TEXAS.
AND WE HAVE TO PROVIDE A GREAT SCHOOL DISTRICT WITH MORE SCHOOLS AND GREAT STUFF. AND THERE'S THERE'S ONLY A COUPLE OF WAYS TO DO THAT.
AND I THINK THAT WE'RE ON THE ON THE RIGHT PATH.
ANY OTHER COMMENTS? YES. TRUSTEE DAVIS.
[02:10:01]
I WAS WAITING TO SEE IF MISS STEVENSON WAS GOING TO HAVE ANYTHING TO SAY, SO I COULD JUST TAG ON WHAT SHE SAID.SO WE TALKED WITH THE LEGISLATORS ABOUT SCHOOL CHOICE.
AND SO MUCH OF THAT GOES WITHOUT SAYING.
WE OPPOSE VOUCHERS, NO TAX CREDITS TO PRIVATE SCHOOLS.
WE ALSO DON'T WANT CHARTER SCHOOLS BEING BUILT CLOSE TO ONE OF OUR CAMPUSES THAT IS B RATED OR BETTER, WHICH IS WHY IT'S SO IMPORTANT FOR US TO KEEP STRIVING TO GET OUR CAMPUSES TO A B STATUS SO THAT WE CAN REALLY, REALLY OFFER THAT AS A REASON WHY WE DON'T WANT THE CHARTER SCHOOLS COMING IN NEXT TO OUR CAMPUSES.
BUT IT OCCURRED TO ME WHILE WE WERE TALKING AND I WASN'T ON THE FINANCE WITH THE FINANCE GROUP, BUT IT OCCURRED TO ME THAT WE HAVE GRANTS.
MAYFIELD, ABOUT HOW WELL OUR SCHOOLS ARE DOING AND THINGS LIKE THAT, AND I LOST MY TRAIN OF THOUGHT.
BUT ANYWAY, IT OCCURRED TO ME THAT WE HAVE GRANTS AND THOSE GRANTS ARE PRODUCING GREAT, GREAT STRIDES FOR OUR STUDENTS.
SO MY QUESTION IS, COULD SOME OF THE MONEY THAT WE HAVE ALL OF THAT SURPLUS GO TO CONTINUE SOME OF THE GRANTS THAT WILL BE EXPIRING SO THAT WE CAN CONTINUE THE GREAT WORK THOSE GRANTS HAVE PROVIDED FOR US? SO THAT WAS JUST SOMETHING OUT OF LEFT FIELD THAT I THOUGHT ABOUT, BUT I THOUGHT IT WORTH MENTIONING.
SO I DID. BUT AND YOU CAN'T SAY IT TOO MANY TIMES.
MCFARLAND AND STAFF FOR PREPARING US SO WELL, BECAUSE I AM I FELT LIKE I HAD THE INFORMATION I NEEDED TO SIT DOWN AND HAVE A CONVERSATION WITH THEM.
MADAM PRESIDENT, I JUST WANT TO SAY SOMETHING REAL QUICK, BECAUSE I DO TRY TO BE QUICK, BUT I WAS REALLY IMPRESSED WITH MEETING THE FOLKS THAT ACTUALLY WRITE THESE BILLS. HOUSE BILL 31 REPRESENTATIVE HINOJOSA HAD A WONDERFUL VISIT WITH HER AND WHERE SHE TALKED ABOUT, YOU KNOW, SCHOOL SAFETY AND AND THE THINGS THAT SHE'S PUTTING IN THIS IN THE SAFETY BILL.
AND ALSO, [INAUDIBLE] I'M SORRY.
I KEEP PUSHING HIS NAME, BUT HE'S WRITING HOUSE BILL 1548 AND THAT HELPS WITH TEACHER PAY RAISES.
AND NOT ONLY JUST TEACHER PAY RAISES, BUT ALSO STAFF PAY RAISES.
I WANT TO SAY THIS REAL QUICK, GUYS.
CALL YOUR REPRESENTATIVE AND LET THEM KNOW WHAT YOU NEED.
OK CALL YOUR REPRESENTATIVE AND SPEAK WITH THEM AND LET THEM KNOW WHAT YOU NEED IN YOUR DISTRICT.
IT WAS SO IMPORTANT THAT WE WENT AND WE AND THEY HEARD US.
LET THEM KNOW WHAT A GREAT JOB WE'RE DOING HERE IN CROWLEY ISD.
AND NOT ONLY THAT, BUT TELL THEM WHAT WE NEED IN OUR DISTRICT.
THANK YOU. THEY WANT TO HEAR FROM US.
AND THEY ALSO SAID, COME ON DOWN.
THEY WANT TO SEE US IN PERSON.
DR. MAYFIELD, BEFORE WE MOVE ON, AND TO TRUSTEE STEVENSON'S POINT, IF WE COULD PROVIDE MAYBE TO OUR COMMUNITY, PERHAPS SOCIAL MEDIA PAGES OR ORGANIZATIONS THAT CAN FOLLOW SO THEY CAN GET UPDATES, I THINK WE HAVE THE FORTUNE OF HEARING FROM DR.
BUT I THINK THE ONE THING THEY ALL SAID WHEN WE WALKED IN WAS HOW DO YOU FEEL ABOUT VOUCHERS? AND SO, YOU KNOW, THERE IS AN ATTEMPT, I FEEL LIKE, YOU KNOW, TO JUST SAY.
I WOULD SAY DEFUND PUBLIC EDUCATION.
[02:15:02]
IF WE'RE GOING TO ALLOW STUDENTS OR FAMILIES TO TAKE TAX DOLLARS AND TAKE THEM TO PRIVATE EDUCATIONAL ENTITIES.I THINK THAT'S EXACTLY WHAT THAT IS.
RATHER, WE HAVE STUDENTS IN THE SYSTEM OR NOT, BUT MANY OF US, AT LEAST WE KNOW THE MAJORITY OF AMERICANS ARE PRODUCTS OF PUBLIC SCHOOL SYSTEMS. AND SO IT'S VERY IMPORTANT THAT WE KEEP THE MONEY IN THE SYSTEM.
WHENEVER THE LEGISLATURE IS GOING ON, IT'S MOVING REALLY, REALLY FAST.
YOU WANT TO STAY ON TOP OF THINGS AND YOU WANT TO MAKE SURE THAT YOUR VOICE IS HEARD.
WELL, NO, I WAS JUST GOING TO SAY THAT ONE OF THE ACTION ITEMS THAT WE LEFT WITH ALL OF OUR LEGISLATORS WAS TO AS THESE THINGS ARE COMING UP IN COMMITTEE AND FOR PUBLIC HEARINGS TO INVITE US DOWN.
THIS WASN'T JUST A ONE OFF OR A ONE TIME THING TO ADVOCATE FOR, NOT JUST THE STUDENTS IN CROWLEY ISD, BUT THE THE 5.4 MILLION STUDENTS ACROSS THE STATE OF TEXAS.
NOW, MIC DROP. VERY GOOD, THANK YOU, TRUSTEES.
APPRECIATE YOUR COMMENTS AND YOUR FEEDBACK.
SO AS I THINK IT WAS, NORFLIS, MISS NORFLIS SAID IT EARLIER OR ONE OF THE VICE PRINCIPALS IN THE VIDEO. EDUCATION IS EVERYBODY'S BUSINESS.
OUR EDUCATION HERE IN THE DISTRICT IS EVERYONE'S BUSINESS HERE IN THIS ROOM HERE LISTENING IN AND ALL OF OUR PARENTS AND TEACHERS AND STAFF . AT THIS TIME.
OH, BEFORE I GO, ANY OTHER COMMENTS? OK OPEN FORUM.

[02:20:02]
KIRCHNER, WHO IS OUR FIRST SPEAKER.MADAM PRESIDENT, OUR FIRST SPEAKER THIS EVENING IS JENNIFER CAMARILLO.
MY NAME IS JENNIFER CAMARILLO.
I LIVE AT 821 FOREST GROVE LANE CROWLEY, TEXAS.
MADAM PRESIDENT, MEMBERS OF THE BOARD AND DR.
MCFARLAND, I WOULD LIKE TO ADDRESS CONCERNS FOR GRADUATION 2023.
AS A FAMILY, WE HAVE SUPPORTED CROWLEY STUDENTS IN CISD SINCE 2009.
WE HAVE ATTENDED EVERY FOOTBALL AND EVERY BASKETBALL, HOME AND AWAY GAMES.
WE'VE ALSO ATTENDED OTHER FAMILY MEMBERS, PREVIOUS GRADUATIONS AS WELL.
SO WHEN WE LEARN THAT THIS YEAR'S GRADUATION HAS A TICKET RESTRICTION, IT WAS DISHEARTENING NOT ONLY FOR OUR SENIOR WHO HAS WORKED EXTREMELY HARD, BUT ALSO FOR ALL OF THE FAMILY MEMBERS WHO HAVE SUPPORTED HER ALONG THE WAY, INCLUDING THREE SETS OF GRANDPARENTS, AUNTS, UNCLES AND OUR 82 YEAR OLD NANA, WHO HAS WAITED FOR THIS DAY FOR A LONG TIME.
SINCE THERE HASN'T BEEN ANY COMMUNICATION FROM CISD OR HIGH SCHOOL UNTIL A FEW DAYS AGO.
GRADUATION INVITATIONS HAVE BEEN BOUGHT AND SENT OUT.
TRAVEL ARRANGEMENTS, AIRFARE AND HOTEL RESERVATIONS HAVE BEEN MADE.
CELEBRATION PARTIES HAVE BEEN SCHEDULED.
ANOTHER CONCERN IS THE WEATHER.
WHEN I ASK WHAT PLAN B IS IN CASE OF RAIN, I WAS TOLD THE MAKEUP DAY WOULD BE THE FOLLOWING SUNDAY.
MY RESPONSE TO THAT IS WHAT IF IT ALSO RAINS THAT DAY? BECAUSE WE ALL KNOW THAT TEXAS WEATHER IS HIGHLY UNPREDICTABLE.
NOT ALL OF US HAVE THE LUXURY OR MEANS TO MAKE NEW ARRANGEMENTS WHEN IT'S SO CLOSE TO MAY 27.
I CALLED BURLESON ISD AS WELL AS FORT WORTH ISD.
NEITHER HAVE RESTRICTIONS AND I NEVER RECEIVED AN ANSWER TO WHICH DISTRICTS HE WAS REFERRING TO.
BUT I WAS TOLD THAT AN ADDITIONAL FAMILY COULD WATCH IT BEING STREAMED.
SORRY, BUT I BELIEVE SENIORS DESERVE BETTER THAN THAT.
THEY DESERVE TO BE APPLAUDED AND CHEERED FOR THIS ONCE IN A LIFETIME MILESTONE ACHIEVEMENT.
HOWEVER, WITH THE TICKET RESTRICTIONS, SOME OF THE SENIORS WILL MISS OUT ON THESE WONDERFUL MOMENTS.
ALLIE ISD. I URGE YOU TO LIFT THE RESTRICTIONS FOR THE SAKE OF THE SENIOR CLASS OF 2023.
THEY'VE WORKED EXTREMELY HARD AND DESERVE BETTER.
THEY DESERVE A CROWLEY ISD SUPPORT.
[13.0 Consent Agenda]
WE'RE GOING TO MOVE TO OUR CONSENT AGENDA.WE HAVE SEVERAL ITEMS WHICH IS WHICH ARE, I SHOULD SAY, 13.1.
FINANCIAL STATEMENTS 13.4 BUDGET AMENDMENT 10.3 MODIFIED SCHEDULE FOR STATE ASSESSMENT TEST TESTING DAYS WAIVER, AND 13.6, THE BOARD POLICY FFA C LOCAL MEDICAL TREATMENT.
BOARD, ARE THERE ANY QUESTIONS OR COMMENTS RELATED TO THE CONSENT AGENDA? TRUSTEE HALL.
NO I WAS JUST WILLING TO MAKE A MOTION THAT WE APPROVE THE CONSENT AGENDA AS PRESENTED.
IS THERE A SECOND? THANK YOU TRUSTEE STEPHENSON.
[02:25:05]
THANK YOU TRUSTEE GRASSIA.I MEAN, IT'S BEEN APPROVED UNANIMOUSLY.
[14.0 Consideration and Possible Action Item (s)]
WE DO HAVE CONSIDERATION AND POSSIBLE ACTION ITEMS. AGENDA ITEM 14.1, THE 2023-2024 SCHOOL CALENDAR.DR. MCFARLAND. MADAM PRESIDENT.
MR. KIRCHNER IS HERE TO PRESENT THIS FIRST.
THANK YOU, DR. MCFARLAND. MADAM PRESIDENT, AND MEMBERS OF THE BOARD.
AND WE'VE GOT A LOT OF REALLY GREAT INPUT FROM OUR CAMPUSES THIS YEAR ON THE CALENDAR, ON THE CALENDARS FOR NEXT SCHOOL YEAR, STARTING WITH OUR PRINCIPALS AND ASSISTANT PRINCIPALS AND ALSO THROUGH OUR DISTRICT WIDE EDUCATIONAL IMPROVEMENT COUNCIL, WHICH IS TEACHER REPRESENTATIVES FROM EVERY CAMPUS ALSO IN D WIDTH WE HAVE MEMBERS OF THE COMMUNITY AND PARENTS WHO SERVE ON DH.
AND ONE OF THE THINGS WE REALLY HEARD FROM OUR EDUCATORS WAS THE IMPORTANCE OF THOSE LONG RANGE PLANNING DAYS THAT WERE ADDED TO THIS YEAR'S CALENDAR AND HOW BENEFICIAL THOSE HAVE BEEN, OR FOR COLLABORATING WITH OTHER TEACHERS AND GETTING READY TO TEACH IN THE CLASSROOM AND FOR THE TESTING SEASON.
SO WHAT WE DID WITH DRAFT C IS TOOK THE INPUT WHAT EVERYONE LIKED ABOUT A AND B KIND OF COMBINED THEM AND THEN ADDED TWO ADDITIONAL LONG RANGE PLANNING DAYS INTO DRAFT. C ANOTHER I JUST THINK IS BEING CONSIDERED THIS YEAR IS HOW WINTER BREAK WOULD FALL BECAUSE OF THE CHRISTMAS HOLIDAY WHERE IT FALLS.
OTHER DISTRICTS WERE LOOKING AT THAT AS WELL.
AND SO I BELIEVE JUST LAST WEEK FORT WORTH ISD APPROVED THEIR CALENDAR.
THIS DRAFT C ALIGNS WITH THE WINTER BREAK THAT THE REVISED IS CHOSEN AS WELL.
AND SO JUST THE HIGHLIGHTS THERE, THERE IN YOUR EXHIBITS.
BUT THEY MAY HAVE SOME TROUBLE OPENING THEIR OWN HEARING, BUT WE ALL CAN OPEN THERE YOU SEE THAT IN YOUR YOUR EXHIBITS BUT IT'S 170 INSTRUCTIONAL DAYS IN DRAFT C, BUT IT'S ALSO 187 DAYS FOR TEACHER AND THOSE SIX LONG RANGE PLANNING DAYS WE TALKED ABOUT AS WE KNOW THE STATE MEASURES INSTRUCTIONAL TIME NOW BY MINUTES NOT MY DAYS AND THIS DRAFT C THAT WE WERE RECOMMENDING FOR POSSIBLE ACTION TONIGHT EXCEEDS THOSE MINIMUM REQUIREMENT OF 75600 MINUTES FOR ELEMENTARY MIDDLE SCHOOL STUDENTS IT'S 78,585 AND FOR HIGH SCHOOL IS 77000 TO 80 BECAUSE THEY HAVE A COUPLE MORE HALF DAYS AND THEIR CALENDAR.
I'D BE GLAD TO ANSWER ANY QUESTIONS YOU ALL HAVE ABOUT THIS CALENDAR.
THE DRAFT C IS WHAT THE ADMINISTRATION WOULD BE RECOMMENDING FOR CONSIDERATION TONIGHT.
QUICK QUESTION. WITH THE RECENT NEWS ABOUT DISTRICTS GOING TO FOUR DAYS AND YOU ADDRESS OR MCFARLAND, CAN YOU ADDRESS WHY CROWLEY ISD IS NOT GOING TO FOUR DAYS? WHO DIES. SO THAT IS A QUESTION THAT'S COME UP.
I THINK IT CAME UP AT THE PAROLE BOARD MEETING.
WE WE HAVE NOT TAKEN ANY TIME TO LOOK AT A FOUR DAY WEEK AT THIS POINT.
AT THIS POINT, WE'RE NOT CONSIDERING IT FOR 23 OR 24.
THANK YOU. I JUST WANT TO CLARIFY.
[INAUDIBLE] DOESN'T COINCIDE WITH [INAUDIBLE].
SO FOR WINTER BREAK, I JUST WANT.
OKAY. WE'LL DEFINITELY LOOK IT.
I'LL DEFINITELY DOUBLE CHECK THAT.
IT, ACTUALLY. SO I HAVE I HAVE THEIR CALENDAR RIGHT HERE, THEIR THEIR LAST DAY OF THEIR FALL SEMESTER IS THURSDAY, THE 21ST. THEY'RE OFF THE FULL WEEK OF THE 25TH AND THE FULL WEEK OF THE FIRST, AND THEN THEIR STUDENTS GO BACK THE NINTH.
IS THAT IS THAT THE RIGHT ONE I'M LOOKING AT NOW? NO, MA'AM. ON DRAFT C, OUR STUDENTS WOULD RETURN ON THE 10TH.
[02:30:01]
OUR TEACHERS RETURN EIGHTH AND NINE.NOW, I THINK THAT WAS THE DRAFT.
I'M SORRY. NO WORRIES. I'M GLAD YOU CLARIFIED.
I JUST HAVE A QUICK QUESTION ABOUT, I GUESS, THE APRIL TO MAY TIME FRAME.
IT'S A LOT OF DAYS WITH NO BREAK.
IS THAT WAS THAT INTENTIONAL OR NOTHING? [INAUDIBLE] YOU'RE NOT THE ONLY PERSON THAT RAISED THAT POINT.
ONE THING THAT FLUCTUATES EVERY YEAR IS WHERE THAT GOOD FRIDAY HOLIDAY FALLS.
SOMETIMES IT'S EARLY MARCH, SOMETIMES IT'S EARLY APRIL, SOMETIMES IT'S LATE APRIL.
IT FALLS REALLY EARLY IN MARCH.
AND SO THAT THAT MAKES A FOR A LONG STRETCH LIKE YOU SEE THERE FROM APRIL TO MAY WITH NO BREAKS.
BUT THAT IS SOMETHING WE LOOKED AT.
THAT WAS A COMMON QUESTION RAISED.
ALL RIGHT. I KNOW THAT THIS IS A POSSIBLE ACTION ITEM FOR TONIGHT AND NOT TO MAKE LIGHT OF THAT STRETCH BECAUSE, YOU KNOW, I'M AN EDUCATOR AND I KNOW HOW HARD IT IS TO GET THROUGH SPRING MONTHS AND KIDS GET ANTSY AND THE WEATHER'S ALL WARM, WHICH YOU THINK WOULD MAKE PEOPLE HAPPY. I THINK IT MAKES THEM WANT TO GET OUT OF SCHOOL.
I DON'T KNOW. BUT IS THERE NO OTHER POSSIBLE WAY TO JUST GIVE A LITTLE PIECE OF RELIEF IN APRIL, DESPITE THE ECCLESIASTICAL CALENDAR NOT ALIGNING FOR US IN THE FORM OF GOOD FRIDAY, I GUESS IS WHAT I'M SAYING.
MAYBE JESUS DIDN'T GIVE IT TO US, BUT COULD CROWLEY ISD SOMEHOW GIVE US A DAY OFF IN APRIL THIS YEAR? I LOVE THE LORD. THERE'S NOT ANY SHADE TOWARDS JESUS, I ASSURE YOU.
AND SO IT'S JUST VERY DIFFICULT TO KIND OF KNOW AND TO EXACTLY BE ABLE TO KNOW WHEN WE WOULD PLACE THAT DAY AND IT NOT HAVE AN IMPACT ON EITHER PREPARATION OR ASSESSMENTS OR ANYTHING LIKE THAT.
SO WE JUST FELT LIKE THIS DRAFT C SCHEDULE AFTER HAVING MULTIPLE CONVERSATIONS WITH OUR WITH THE COMMITTEE, WAS THE ONE THAT WERE ABLE TO GIVE US THE TIME TO HAVE THE LONG RANGE PLANNING BUT ALSO ADDRESS THE OTHER OTHER THINGS THAT WE THAT WE HAVE IDENTIFIED.
SO THAT WAS THE ONE, THIS WAS THE DRAFT C WAS THE ONE THAT CAME OUT OF THE COMMITTEE.
BUT IF WE IF YOU ALL LIKE, LET'S GO BACK AND LOOK AND SEE IF WE CAN FIND A DIFFERENT DAY.
THIS IS THERE'S NO NOTHING TIME SENSITIVE ABOUT THIS.
SO THIS DOESN'T HAVE TO HAPPEN TODAY, BUT WE DO NEED TO HAVE IT.
WE DO NEED TO MAKE IT HAPPEN PRETTY QUICKLY.
IF NOT TODAY, AT LEAST AT THE NEXT BOARD MEETING, WE CAN DEFINITELY, IF IT'S A LITTLE OF THE BOARD, GO BACK AND SEE IF THERE'S A WAY TO INCREASE A DAY OR INCREASE A DAY OFF IN IN THE SECOND PART OF THE STORY.
WERE THERE TEACHER REPRESENTATIVES ON THE COMMITTEE? YES. YES. NOW, EVERY CAMPUS HAS A MEMBER ON D AND OUR SECONDARY CAMPUSES HAVE TO THANK YOU.
AND THEN TO DR. MCFARLAND'S POINT ABOUT THE UNPLANNED PHASE.
AND THEN ONE OF THOSE DAYS AS WE MADE IT TO PLAYOFFS.
I THINK. SO WITH THAT BEING SAID, DO WE HAVE THE DO WE HAVE ROOM TO ADD WHAT WE'RE ASKING? ABSOLUTELY. THAT IS ONE OF THE PERKS OF THE MINUTES STRUCTURE.
AND BECAUSE OF OUR LENGTH OF OUR INSTRUCTIONAL DAYS, AS YOU SEE HERE IN THE EXHIBIT, WE EXCEED THAT MINIMUM OF 75,600 SIGNIFICANTLY AT ALL LEVELS, ELEMENTARY, MIDDLE AND HIGH. AND SO THAT IS. DR.
ALL RIGHT. SO IT SOUNDS LIKE THE PLEASURE OF THE BOARD IS TO POSTPONE.
TABLE IT. TABLE THIS DISCUSSION AND THE VOTE, IF THAT'S OKAY.
UNLESS SOMEONE WANTS TO MAKE A MOTION.
I JUST. JUST A POINT OF CLARITY.
SO IF WE TABLED THIS VOTE, IT IS TO GO BACK TO THE COMMITTEE AND PRESENT THE OPTION OF CREATING A OFF DAY FOR LACK OF A BETTER TERM.
SO WE'RE PRESENTING THAT TO THEM.
[02:35:01]
SO I GUESS MY QUESTION IS, IF THEY HAVE ALREADY GIVEN US FEEDBACK ON THE CALENDAR AND NO PROPOSED CHANGES, THEN WE WILL THEN JUST VOTE ON WHAT HAS ALREADY BEEN PROPOSED.RIGHT. I THINK THE QUESTION FROM US OR THE REQUEST IS TO SEE WHERE WE COULD POSSIBLY ADD ANOTHER DATE IN THE SPRING SEMESTER.
IF YOU LOOK AT MARCH, APRIL SORRY, APRIL TO MAY, I THINK APRIL IS THE ONLY MONTH THAT DOES NOT HAVE A DAY. AND I UNDERSTAND THAT.
I GUESS MY QUESTION IS, IF IF WE HAD A COMMITTEE THAT THAT PROPOSED THIS.
I GUESS I'M JUST TRYING TO FIGURE OUT WHAT WE'RE ULTIMATELY PRESENTING TO THEM.
WE'RE ASKING THEM TO SEE WHERE WE CAN ADJUST AND ADD THAT DATE IF WE HAVE THE MINUTES AVAILABLE.
AND THIS IS OUR FIRST TIME REVIEWING.
SO NOW THAT WE HAVE QUESTIONS, JUST LIKE ANY OTHER DISCUSSION WE HAVE, IF WE WANT ADDITIONAL INFORMATION OR TO SEE ANOTHER PROPOSAL WITH THAT ADDITIONAL DATE, TO SEE WHAT THAT LOOKS LIKE AND WHAT THE IMPACT IS FOR THE MINUTES ON THE CALENDAR.
MAY I SAY SOMETHING? BECAUSE I SERVE ON THE CAMPUS, WE HAVE STATE TESTING.
AND I KNOW DURING THOSE FOUR WEEKS, A LOT OF TEACHERS LIKE TO SPIRAL AND REVIEW.
THAT'S A DAY WHERE THEY DON'T GET TO REVIEW WITH THEIR STUDENTS.
AND THAT'S ONE LESS INSTRUCTIONAL DAY, ALTHOUGH WE'RE TRYING TO BENEFIT THE TEACHERS AND STUDENTS WITH GIVING THEM A DAY OFF. I THINK WE NEED TO REMEMBER WHY WE HAVE OUR B AND WHY WE HAVE SOARED OVER THE YEARS.
AND I WANT TO JUST PROTECT THAT TIME THAT THEY HAVE BECAUSE IT'S VALUABLE TO TEACHERS.
SO THE ONLY OTHER THING I'LL ADD AND YOU DIDN'T HAVE THIS INFORMATION BEFORE THE CONVERSATION, BUT AS I'M LOOKING AT THE TEST DATES, THE TESTING WINDOW, THE ACTUALLY THE TEST STARTS APRIL 16TH.
SO WE HAVE TESTS FROM APRIL 16TH THROUGH THE 26TH, AND THEN AGAIN APRIL 23RD THROUGH MAY 3RD.
AND SO IT'S THE TESTING WINDOW IS IS REALLY DRIVING THIS ISSUE AND THE PREPARATION.
SO WE HAVE THE TESTING WINDOW WHEN IT'S ACTUALLY ADMITTED AS ACTUALLY ADMINISTERED.
AND THE PREPARATION FOR ANYTHING THAT WE DO IS GOING TO DISRUPT ONE OF THOSE TWO THINGS.
BUT AGAIN, IT'S DEFINITELY THE PURPOSE OF THIS CONVERSATION.
AND SO IT'S WE CAN GO BACK AND LOOK, YOU KNOW, AGAIN TO SEE.
OH, SORRY. I WAS JUST GOING TO ASK A QUESTION ABOUT THE GOOD FRIDAY HOLIDAY.
SO DO WE ALWAYS FOLLOW THE GOOD FRIDAY HOLIDAY? DOES OUR CALENDAR ALWAYS TAKE AN ACCOUNT THAT ALWAYS BEEN HISTORICAL, MEANING THAT IN THIS SITUATION I'M NOT PROPOSING THAT WE GET RID OF THE GOOD FRIDAY HOLIDAY, BUT IN THIS SITUATION WE HAVE SPRING BREAK AND THEN WE COME BACK AND THEN THERE'S A HOLIDAY, I GUESS LESS THAN TWO WEEKS AFTER THAT, WHICH IS THE REASON WHY THERE ISN'T A HOLIDAY IN APRIL, IS THAT HAVE WE ALWAYS TRADITIONALLY FOLLOW THE GOOD, THE GOOD FRIDAY HOLIDAY? THE LAST 12 YEARS I'VE BEEN HERE AND SEEN THESE CALENDARS.
IT'S ALWAYS FLUCTUATED WHEN WHEN GOOD FRIDAY [INAUDIBLE] STAFF HOLIDAY FOR CROWLEY ISD.
THIS YEAR'S CALENDAR IS ON APRIL 7TH.
YEAH. IT DOESN'T RUN ALL THE TIME.
OKAY. WAS ONE OTHER POINT OF CLARIFICATION.
WE DO, DR. MCFARLAND, WE DO HAVE THE ADDITIONAL MINUTES BUT IT WOULD MAKE US TIGHT.
BUT THE OTHER FACTOR IS CONTRACT DAYS FOR TEACHERS.
THIS CALENDAR IS 187 CONTRACT DAYS FOR TEACHERS.
AND SO WE'VE ADDED A DAY OFF IN APRIL.
YOU HAVE TO FIND ANOTHER TIME TO GET THEM THAT DAY, TO HAVE ANOTHER TIME WORKING AT A NOT CURRENTLY.
SO CAN I ASK ONE LAST QUESTION? I PROMISE I'LL ASK ANOTHER ONE.
[02:40:02]
NO, WE HAVEN'T DONE IT IN THE PAST.WHAT WE NORMALLY DO IS USE DWEIC AS A RECOMMENDATION AND WE DON'T GO BACK THROUGH OUR BUDGET.
AND ALSO, I JUST I WANT TO ALSO JUST REMIND EVERYONE THIS DR.
MAYFIELD WAS ONE OF THE FIRST RAISE THIS QUESTION ABOUT THAT LONG STRETCH.
AND THAT WAS SOMETHING THAT WAS RAISED ON THE COMMITTEE.
SO THAT'S NOT A NEW CONCERN THAT WE'RE HEARING.
BUT THANK YOU FOR BRINGING IT TONIGHT TO THE DISCUSSION.
NO, THANK YOU FOR THE ADDITIONAL CONTEXT FROM TRUSTEES AND ALSO DR.
MCFARLAND. GIVEN THAT INFORMATION, I'LL GO AHEAD AND ASK IF THERE'S A MOTION TO APPROVE PROPOSE THE CALENDAR, THE PROPOSED CALENDAR DRAFT C AT THIS TIME, MADAM PRESIDENT, I RECOMMEND APPROVAL OF THE DRAFT C CALENDAR FOR THE 2023-2024 SCHOOL YEAR AS PRESENTED.
THANK YOU, TRUSTEE DAVIS SECOND.
ALL RIGHT. IT'S BEEN MOVED AND SECONDED.
IS THERE A COMMENT OR A QUESTION? OK, THE MOTION PASSES.
AND WE APPRECIATE YOU. THANK YOU, MR. KIRCHNER. THANK YOU ALL FOR YOUR. ALL RIGHT, AGENDA ITEM 14.2, THE RESOLUTION TO COMPENSATE EMPLOYEES FOR BAD WEATHER DAYS.
THIS IS FOR JANUARY 31ST THROUGH FEBRUARY 20.
I'M SORRY, FEBRUARY 3RD, 2023.
DR. MCFARLAND. MADAM PRESIDENT, BOARD MEMBER, MR. KIRCHNER WILL ADDRESS THIS ITEM.
OUR BOARD POLICY DOES ALLOW FOR EMPLOYEES TO BE PAID WHEN THE DISTRICT CLOSES FOR WEATHER, BUT IN OUR POLICY DOES REQUIRE THE BOARD TO ADOPT A RESOLUTION FOR THAT. AND SO THERE'S A COPY OF THAT RESOLUTION THERE IN YOUR EXHIBITS.
IF YOU HAVE ANY QUESTIONS ABOUT THAT, WE'RE HAPPY TO ANSWER THOSE TONIGHT.
IS EVERYONE HAD A CHANCE TO REVIEW THE RESOLUTION.
AT THIS TIME, IS THERE A MOTION? I RECOMMEND APPROVAL OF THE RESOLUTION TO COMPENSATE EMPLOYEES FOR BAD WEATHER DAYS AS PRESENTED.
THANK YOU. TRUSTEE DAVIS, IS THERE A SECOND? OKAY. THANK YOU TRUSTEE HALL.
THE MOTION PASSES UNANIMOUSLY.
THANK YOU. DO WE NEED TO READ THE RESOLUTION? THAT WOULD BE OKAY.
ALL RIGHT. WE ARE NOW GOING TO MOVE TO OUR FUTURE ACTION ITEMS 15.1, PURCHASE OF AVIATION FLIGHT
[15.0 Future Action Item(s)]
SIMULATOR BY FOR AVIATION FLIGHT AND P-TECH PROGRAM.DR. MCFARLAND. MADAM PRESIDENT.
THANK YOU, SIR. I'M EXTREMELY EXCITED TONIGHT TO INTRODUCE THIS NEXT ITEM TO YOU.
[02:45:01]
TOOLS TO TEACH THEM HOW TO USE THE TOOLS THAT WILL ACTUALLY BE REQUIRED IN THAT VOCATION IS TRANSFORMATION.TONIGHT, WE ARE PRESENTING TO YOU FOR YOUR FUTURE CONSIDERATION THE TRANSFORMATIONAL PURCHASE OF AVIATION OF AN AVIATION FLIGHT SIMULATOR FOR OUR AVIATION FLIGHT PROGRAM OF STUDY IN OUR P-TECH PROGRAM.
THE ACTUAL COST OF THIS PURCHASE IS $80,390, AND THIS PURCHASE WILL BE FUNDED BY THE WORKFORCE DEVELOPMENT GRANT OF THE AIRCRAFT PILOTS GRANT PROGRAM.
PLEASE ALLOW ME TO INTRODUCE TO YOU MS..
KIM RICK, COORDINATOR OF P-TECH INNOVATION.
TO GIVE YOU ADDITIONAL DETAILS ON THE SIGNIFICANCE OF THIS PURCHASE.
MCFARLAND AND ESTEEMED BOARD MEMBERS.
AS MR. FISHER SAID, MY NAME IS KIMBERLY RICK, AND I'M THE COORDINATOR FOR P-TECH AND CBP.
THIS FLIGHT SIMULATOR WILL HAVE ALL CONTROLS FOR PILOT AND COPILOT AND AFFORDS A 260 DEGREE VIEW FOR A REALISTIC LOOK AND FEEL OF BEING IN AN ACTUAL AIRCRAFT FOR THE STUDENTS.
SINCE THIS MODEL OF SIMULATOR IS APPROVED BY THE FAA, IT WOULD ALLOW THE STUDENTS BETWEEN TWO AND 10 HOURS OF THE 40 FLIGHT HOURS NEEDED FOR THEIR PRIVATE PILOT'S LICENSE.
SO THAT IS OUR ULTIMATE GOAL WITH THE STUDENTS.
WE'RE VERY EXCITED ABOUT THIS PURCHASE AND THE OPPORTUNITIES THAT IT OPENS UP FOR OUR STUDENTS.
IF THERE ARE ANY QUESTIONS BOARD, WE'LL ANSWER THOSE NOW.
ARE THERE ANY QUESTIONS I HAVE? SO THE GRANT. HOW MUCH IS THE GRANT? OUR OVERALL GRANT WAS AWARDED THROUGH THE FAA, AND IT WAS FOR A TOTAL OF $139,600.
YES, MA'AM. THE LINE ITEM OR THAT GRANT DID AFFORD US TO PURCHASE THIS.
WE PREPARED FOR THAT IN ADVANCE.
JUST ONE OTHER QUICK QUESTION.
HOW MANY STUDENTS ARE IN THIS PROGRAM? RIGHT NOW, THIS IS OUR FIRST YEAR OF AVIATION FLIGHT.
WE HAVE APPROXIMATELY 15 STUDENTS IN IT.
WE'RE LOOKING TO KEEP THE NUMBERS LOW, SIMPLY SO THAT AS WE EXPAND, WE CAN WORK WITH OUR IAG AS WELL AS OUR FLIGHT SCHOOL PARTNERS AND TRY TO GET THE STUDENTS THROUGH THE TOTAL FLIGHT HOURS.
OUR ULTIMATE GOAL IS TO GET THEM THROUGH ALL 40 OF THEIR FLIGHT HOURS.
2 TO 10 OF THOSE CAN BE DONE IN THE SIMULATOR.
THE OTHERS WOULD HAVE TO BE DONE WITH A LICENSED PILOT IN AN ACTUAL AIRCRAFT.
DID WE CALL THE NEWS STATIONS AND LET THEM KNOW WE DID THIS? WELL, THE ONE THAT WE PURCHASED IS NOT MEANT TO BE AIR WORTHY.
IT IS FOR OUR AVIATION MAINTENANCE PROGRAM.
BUT I WANT THE MEDIA TO KNOW WE HAD.
CAN I GO IN THERE? WELL, I CAN'T ANSWER THAT.
BUT THOSE DUAL CONTROLS WILL GIVE US THE MEANS FOR A PILOT COPILOT.
SO WHEN WE HAVE OUR LICENSED PILOT, THEY CAN BE SITTING IN ONE SEAT WITH THEIR OWN SET OF CONTROLS AND THE STUDENT CAN BE IN THE OTHER, AS THEY WOULD IN A NORMAL AIRCRAFT THAT THEY USE FOR FLIGHT TRAINING.
I DON'T HAVE TO TOUCH ANYTHING.
YOU COME ON OVER AND I'LL TAKE YOU IN IT.
SIGN UPS ARE GOING TO BE IN DR.
ARE THERE ANY OTHER QUESTIONS? I HAD A QUICK QUESTION.
I WANTED TO KNOW IF THERE ARE ANY SOFTWARE UPGRADES THAT ARE NEEDED EACH YEAR.
THIS PART OF THIS WOULD BE AN ONGOING MAINTENANCE CONTRACT, THE HOBS METER, WHICH IS THE FLIGHT METER THAT TELLS YOU HOW MANY HOURS THE SIMULATOR HAS BEEN RUN. THE CONTRACT FOR THAT WOULD BE ON THE NUMBER OF HOURS THAT IT'S RUN EACH YEAR.
[02:50:03]
AND WE'VE ALREADY KIND OF CHECKED THROUGH TO SEE WHAT THE MAXIMUM WOULD BE, AND WE CAN DO THAT WITHIN OUR BUDGET.SO THERE'S NOT GOING TO BE ADDITIONAL THINGS.
A MAINTENANCE CONTRACT WOULD COVER REPAIRS, SOFTWARE UPGRADES, THOSE TYPES OF THINGS.
ANY OTHER QUESTIONS? YEAH, JUST ONE MORE.
WHAT'S THE LIFE EXPECTANCY OF THIS? I MEAN, WITH TECHNOLOGY, AFTER SO LONG, IT BECOMES OBSOLETE YOU KNOW.
SO WHAT'S THE EXPECTED LIFESPAN OF THE SIMULATOR? THOSE NUMBERS I DON'T HAVE I CAN TRY TO GET FOR YOU.
BUT I DO KNOW THAT OUR IAG PARTNER PURCHASED THIS PARTICULAR SIMULATOR FROM RED BIRD.
AND MANY OF THE FLIGHT SCHOOLS ALSO USE IT AND LIKE WEAR AND TEAR ON A NORMAL AIRCRAFT.
THE MORE HOURS YOU PUT ON IT, THE QUICKER THE LIFE EXPECTANCY IS GOING TO BE EXCEEDED.
SO I WOULD THINK IT WOULD BE A LOT, BUT I DON'T KNOW FOR CERTAIN.
NO, YOUR ANSWER IS SUFFICIENT.
IS THIS CAN WE REAPPLY THIS GRANT OR IS IT A ONE TIME GRANT, DID YOU SAY AND I MISSED IT? I DO NOT KNOW IF WE CAN REAPPLY FROM IT.
THE WORKFORCE DEVELOPMENT, THEY GIVE DIFFERENT GRANTS FOR DIFFERENT PURPOSES.
I KNOW THAT THEY HAVE ONE MORE RECENTLY FOR AN AVIATION MAINTENANCE, SO I'M SURE THESE WILL COME AROUND AGAIN BECAUSE PILOTS ARE AGING OUT MUCH WITH TECHNICIANS AND OTHER CAREERS.
SO THEY'RE TRYING TO ENCOURAGE PEOPLE TO TRAIN PILOTS.
AND THIS WAS PART OF THEIR TRYING TO PROMOTE MORE PILOTS TO MAKE SURE THAT WE HAVE THE MANPOWER TO CONTINUE WITH OUR COMMERCIAL PILOTING AND SUCH.
THANK YOU. THIS IS A FUTURE ACTION ITEM PRESENTATION. I'M EXCITED.
WHICH BRINGS US TO AGENDA ITEM 15.2.
SAVE THE DATE TO CANVASS BALLOTS FOR MAY SIX, 2023.
SCHOOL BOARD TRUSTEE ELECTION.
DR. MCFARLAND. MR. VICE VICE PRESIDENT, THIS IS AN ACTION ITEM.
EXCUSE ME, A FUTURE ACTION ITEM.
MR. KIRCHNER'S PREPARED TO PRESENT THIS.
MR. KIRCHNER. THANK YOU MR. VICE PRESIDENT, MEMBERS OF THE BOARD AND DR.
MCFARLAND, YOU'LL SEE INFORMATION THERE IN YOUR EXHIBITS ABOUT THE TIMELINE FOR THE DATE TO CANVASS ELECTION RESULTS FROM THE SCHOOL BOARD TRUSTEE ELECTIONS SCHEDULED FOR MAY SIX, ACCORDING TO BOARD POLICY AND ELECTION CODE.
AND SO AT OUR NEXT MEETING, WE'LL WORK TO SCHEDULE THAT TIME TO FIND OUT WHAT IS CONVENIENT FOR THE TRUSTEES WHO ARE ABLE TO JOIN IN BETWEEN MAY 9TH AND MAY 17TH. ARE THERE ANY QUESTIONS ABOUT THAT PROCESS? WE'LL BRING IT BACK NEXT MONTH.
THANK YOU. THANK YOU, MR. KIRCHNER. AT THIS TIME, WE'RE GOING TO ADJOURN.
